THE Dear Readers,

Welcome to the May 2018 edition of The Journal! This month we have another fantastic magazine for you to read with all the up to date News, Sport, Finance, Health and some fantastic contributions from local groups, charities and businesses. We would like to welcome back Solaz Lines boat cruises to The Journal for summer 2018. Solaz Lines are based in the harbour of Puerto de Mazarron and run a number of different boat trips throughout the week ranging from 45 minutes to a couple of hours, exploring different parts of our beautiful coastline. These trips are a fantastic experience and a great way to entertain any children and guests that you may have visiting over the summer period. Have a look at the Solaz Lines advert later in the magazine! As we move into summer things begin to move into full swing in the area, with live entertainment in bars and restaurants and a number of fundraisers for local groups and charities. The F.A.S.T Summer Fayre will take place on the 28th of July and will be raising funds for this amazing group who carry out a service that saves lives, 24hours a day, 365 days a year and is staffed entirely by volunteers. Make sure to mark this day in your diary and head down to enjoy a fun day out! Also, we should mention the JJ’s Puppy Rescue Association 4th Birthday Celebration party on the 8th of June at Camposol Golf Club, with all the proceeds going to help the dogs. Find details for both these events in the magazine! Lastly we have been asked by a local business to help dispel a rumour that is currently doing the rounds on Camposol. (Rumours? On Camposol? Never!) It has been said that Sam from Spice Villa Indian Restaurant on Camposol Sector B is moving his restaurant back over to his old location on Sector A. He would like to state, for the record, this this is categorically untrue. Sam is looking forward to continuing to provide the same high-quality food and service for which his restaurant has become renown, at Spice Villa Indian Restaurant at its location, upstairs from Piccolo, on Camposol Sector B Commercial Centre. Thousands of farm animals left to drown as River Ebro burst its banks

Other footage from a farm in Remolinos shows cows trapped in a flood including images of drowned animals. With intense rain in recent weeks combined with melting snow from the Pyrenees, regional authorities had exected the Ebro to burst its banks and had issued flood warnings. The government of Aragon said that last Thursday they had issued warned 43 farms of the impending flood risk and that more than 46,000 animals had been evacuated to safety.

Animal rights’ campaigners fear that thousands of farm animals were left to drown after the river Ebro burst its banks and flooded local farms. Shocking footage has been released showing terrified pigs squealing in their pens as they try and stay afloat as water rises on a farm in Villafranca de Ebro Some of the animals are seen trying to climb out of the enclosures and escape the rising flood water.

Pop Idol champ Will Young is so reserved he used to practice his singing in multi-storey carparks where audiences weren’t always thrilled by his performance. “I went to the car park late at night and used to meet tramps there,” he explains. “One night, one shouted: ‘Shut up! The middle son of mum Annabel, a gardener, and dad Robin, who owns an engineering business, Will was born on January 20, 1979. Along with his twin brother Rupert (the singer is ten minutes older), and elder sister Emma, he grew up in an upperclass country cottage in Hungerford, Berkshire. Educated first at Horris Hill prep school, then at prestigious Wellington College, he went on to Exeter University, finishing his undergraduate studies in 2001 with a 2.2 in politics. Afterward, he enrolled in a three-year musical theatre course at the Arts Educational School in Chiswick.

Spanish Mayor Offers to Help Gibraltar Insurers Get Round Brexit A small town mayor from southern Spain is offering Gibraltar-based insurers a way to retain access to the European Union single market after Britain leaves the bloc next year. Juan Franco of La Linea on the southern tip of the Iberian peninsula is inviting insurers based across the border in the British enclave to set up units in his municipality of about 63,000 people so they can continue to service EU clients. He’s even offered to provide them office space.

“If necessary we could adapt the convention center to host the companies temporarily,” said Franco in a telephone interview. “Other measures can be explored in the longer term.” There are more than 60 insurance companies operating out of Gibraltar who could benefit from setting up units on the Spanish mainland, according to Nigel Feetham, a partner of Hassans International Law Firm, which is also based in the enclave. Feetham’s firm has

already held two meetings with Spanish regulators about the plan, which would allow the firms access to the EU market while keeping most of their operations in Gibraltar.

“This could be a good example of cooperation between two communities which have been embroiled in disputes for a long time,” Feetham said in telephone interview from Gibraltar. “It is also a potential solution for insurers based in the City of London.” Indeed, the Bank of England has been warning for months about the potential Brexit threat to financial contracts, including insurance policies, since British firms may not have the necessary permissions to pay claims or to receive premiums from customers in the EU after the U.K. withdraws. The rupture could affect about 55 billion pounds ($78 billion) of insurance liabilities and 38 million policy holders in the European Economic Area, the BOE said last month. Lloyd’s of London Chief Executive Officer Inga Beale said last month that insurance contracts across Europe will remain at risk unless there’s an agreement on how they should be treated in postBrexit Europe. Lloyd’s is setting up a European headquarters in Brussels. With a population of 33,000, Gibraltar has remained British since 1713 despite Spanish claims to the territory. Even so, Spain enjoys close economic ties with the community and more than 13,000 Spanish residents, many from La Linea, cross into Gibraltar each day to work. “My next step will be to discuss this

concept with the insurers based in the City of London,” said Feetham, adding that he knows of at least one Gibraltar-based insurer that plans to request a license from the Spanish regulator. Gibraltar has 1,175 people employed in the insurance sector of which 873 are British citizens and 172 are Spaniards, according to Gibraltar government data. “We want a pragmatic solution, which prioritizes the future of the frontier workers,” Spanish Foreign Affairs Minister Alfonso Dastis told lawmakers in Madrid last month.

After a wide ranging discussion lasting over two hours, the committee left the meeting feeling that the Consul General now understood in detail the problems that Camposol faces.

Whilst details of the meeting are confidential we had made clear to the Consul General that in future if it was suggested to her by the Town Hall or Mayor that an entity was the way forward, everyone should understand that the residents of Camposol will not accept the imposition of an entity until all remedial works are carried out to our satisfaction page 18

FINAL MUNICIPAL ELECTIONS RESULTS 2015

Hereunder is what the results would have looked like if our voters had turned out. There were 2875 Camposol residents registered to vote at the 2015 election. 300 of those registered voters voted for Spanish parties like turkey’s voting for Christmas. Over 2000 didn’t vote at all. The addition of 2000 voters for CDiP changes all of the percentages. If those 300 voters were persuaded to vote CDIP then we would move to 6 councillors in the table below.

This result could of course be even better because although 2875 residents are registered to vote, that figure should really be over three thousand. Many residents have obviously never registered to vote. Potentially Camposol could elect 7 councillors The potential power of Camposol is illustrated by this chart and we would urge every resident to ensure that they are on the Padron and registered to vote. The residents of Camposol have enormous power in their hands, the CDiP simply asks that you to use that power when next you can.

If I ask her to dinner at my place she has declined half of the time because she’s got something else going on. I know she’s great, but I don’t want to spend my life with someone who doesn’t want to make time for me. Am I being too needy? Perhaps a better way for you to look at your situation is not so much what your specific needs are that are not being met, but what the needs of your relationship are. Recently, I have felt that I should let my sisterin-law know how this woman betrayed her friendship by telling me her secret. Recently my husband called me a “freeloader” and described my parenting as “half-assed.” It’s not the first time I’ve heard this from him. I work part-time in a shop so I can have flexible time and am at home with our kids after school. I think I’m a great mother. Our kids are healthy and welladjusted. I appreciate the good life his work affords us and I do what I can to show it. I do, however, expect my husband to participate in raising our kids and contribute to the running of our house. I think it’s important as I have work responsibilities and volunteer in our community. Everything was great. He took me to dinner the day after we met and was eager to see me daily. He also introduced me to couple of his friends. He invited me over to his villa several times and everything was good. Then, a few weeks ago, I was out with a girlfriend and he came and met me. I had a little too much to drink, so, when he arrived, I totally dismissed introducing him to the people in my group. When we left, he told me he didn’t like the fact I didn’t introduce him and that he would never do that to me. So next day I texted him and apologised for my behaviour and said that I didn’t mean to do that. There was no response from him. He finally texted me to go to his house and watch a film. I went and then eventually we talked about what happened. He seemed hurt by it, but we squashed it. Then last weekend, I slept over at his place on Saturday night but had to get up early on the Sunday. I got a text from him that afternoon asking why I disappeared. I explained to him why. Since then I have not heard from him. I texted him three days ago, saying, what’s up? Hope to see you soon, but nothing. I don’t know what to think. Is it over? Should I just lay back and not worry like I am now and stop over-analysing everything? depression. As part of my long history with depression, I have committed selfharm on places on my body that aren’t visible in everyday outfits. I have come clean to some of my friends about the depression, but I feel very uncomfortable talking about my self-harm and have not told anyone about it. This is the first time in ages that I’ve felt emotionally ready to be in a serious relationship, thanks largely to the medication. However, I am very nervous to talk about this one aspect and I am unsure when to raise it. My fear is that I will “turn off” a man if I disclose this too far in advance since there is a stigma around depression and self-harm. Do you have suggestions on how to talk about my scars? Davina

Of course if you were a man, frilly shirts with voluminous sleeves would have been the order of the day. Accompanied to a soundtrack of Spandau Ballet, Boy George, Prince and Duran Duran it was all systems go until Madonna released Vogue at the end of the decade. What a fashion concious lot we were. My signature scent has always been Opium (I was an addict during the 80’s)

This Yves Saint Laurent aroma accompanied me through various fashion trends, many home made so I could nurture my creative side, some from Clockhouse at C&A, Etam, to Miss Selfridge but always ‘different’. It still does. The world of Haute Couture was not mine but could easily be adapted from the pages of Vogue with a visit to the nearest fabric shop for rolls of lurex and the latest from the haberdashery department to adorn them. Step aside MC Hammer, my jodhs were wider and flashier than yours. Indeed, it continued for me into 1999 when I married in St Lucia wearing a dressage hat with feathers, gold chiffon palazzo pants and matching ringmaster’s tailed coat. All beautifully created and co-ordinated (the photo made it into the Express weekend magazine.) by myself but ‘run up’ by experts this time. A few weeks ago I returned to Marrakesh. Hardly a fashion Mecca The Perrera Dogs’ ‘Helping The Perrera Dogs’ was started in March 2014 when a small group of Volunteers decided to work together as a team to monitor, advise and help the Staff of the local Mazarrón Perrera located opposite Country Club. The Perrera is managed by a local Company ‘Esprineco SL’ contracted to numerous Town Halls in the Region of Murcia for the collection of abandoned, neglected and unwanted Puppies and Dogs.

But there, nestled within the stunning Majorelle gardens, was a monument to the creator of my 80’s sensual wafting, the villa of the man himself, home and now museum to Yves Saint Laurent, opened last October. What an amazing experience to walk into that long gallery of gowns and other creations, watched over from above by a huge image of the man himself, youthful cool dude, with a constantly changing projection of information on the walls as a backdrop. It was quite breathtaking and actually moving. You could see where high street fashions had filtered from. I decided that I was making a return to ‘Frillydom’ and step into my next decade looking like a mad peacock that’s raided a vintage fair. This month gifts me another Zero birthday, plus a stylish Royal wedding, so ‘Congratulations’ all round. If it’s all ‘going downhill’ from now,let it be when I fall over from too much celebratory Cava. My sparkly jodhpurs? Possibly up the attic with my sewing machine... Germany. It’s purpose is to Legally take abandoned and unwanted Puppies and Dogs from Mazarron Perrera into Kennels or Foster Homes reserved for Adoption on behalf of our German Rescue ‘Hundepfotenin-Not-EV’. It is also to receive funds into our Charities Bank Account for the cost of the rescued Dogs Perrera Fees, Blood Tests, Kennel Fees and Vet Bills. Our German Rescue Association use their own Licensed purpose fitted vehicle to transport the Puppies & Dogs on EU Trace Certificates to their new Homes in

Our volunteers are busy watering plants in various locations, weeding in the parks and keeping the streets litter and weed free. It’s been quite difficult with the wind that just won’t seem to go away and Brian and Jock have been having great difficulty trying to keep the streets clean!! A wee note to all those driving on the streets our volunteers are working. PLEASE SLOW DOWN. Some of the speeds are just too fast putting people and animals in danger. Thank you. Our group and D gardening group have been working together to landscape the ground around the new property MABS have acquired Landscaping at the MABS house on sector B. It’s just across the road from their previous property. The lads worked tirelessly putting down concrete, spreading 16 tons of gravel and building a rockery at the front of the building. The results speak for themselves and both groups should be very proud of their magnificent efforts. It is certainly very rewarding to help a wonderful group like MABS. The Palm Troopers have been out pruning the pine trees around the

Memorial Park and have done a fantastic job. Also the Memorial Park Team has been out collecting litter, weeding and watering plants. This area, as with all

our park areas, is now looking amazing. The People’s Park Team weeded their area last month and has improved the Petanque Court with a donated concrete table and benches for competitors. Well you need somewhere to put your drinks! A big thank you to our library girls and bucket guys who have braved some very difficult weather recently to do what they do. D Gardening Newsletter The month of March, was yet another busy period for both the Gardeners and

Road Repairers. The gardening team spent quite a bit of time, repairing damages done by the high winds, which had caused a number of our trees to be blown over. We had to re-stake several of the Mimosa trees in the Jane Taylor Memorial Garden, some of them we had to replace the wooded stakes with more robust stakes as the winds had been strong enough to break the existing stakes. Likewise, along Calle Babinas we had three of the large trees that needed to be set upright and re-secured. In the Memorial garden, the memorial bench was smashed by the

winds and has now been replaced, just waiting for a new plaque to be fitted. We also spend three days weeding and spraying weed killer around D sector. The team cleared all the weeds on one of our older gardens in Calle Robles, to bring it back to its former glory. We planted many more Yuccas on Calle Salvias and Calle Mentas, plus some ground cover plants. Recently, MABS cancer support foundation, had purchased a new house and asked all of the garden groups for assistance to smarten up the overgrown front and back gardens. Both D Gardening and Los Palacios (A gardening) responded to the call and both teams have spent quite some time bring these gardens back to life again. The MABS garden project should be finished in time for their official opening ceremony on the 20th April and the public will be able to see the finished product at the MABS Open Day on the 21st April. We have also had some generous donations from residents, Mick & Bernie Harrison donated a small mountain of Lava Rocks, which have been used to build the rockery for MABS., Dorothy who donated mature Palms and a mature Yucca tree which we have sited at the Petanque court in

Little did we think, that as we teed off the wind would start to pick up to such a level, that it was necessary to rush to the green and mark a ball before the wind could move it. Hole 13 became a real challenge, playing from the hilltop to the green. The strong winds continued throughout the round, but at least the sun was shining, and made the golf more enjoyable. This course is benefiting from the hard work of the greenkeepers and is a good test of golfing skills. It certainly didn’t affect the scores of some of the players, as on returning to the club house, and checking the cards the result was declared. Three players finished with a score of 31 points. The overall winner was Steve Parsons (pictured) with a score of 33points.

LOS AMIGOS DE MAZARRON FC LATEST NEWS As the 2017-18 season draws to a close Mazarron FC look to be virtually certain of a place in the end of season play-offs although an automatic promotion spot is looking more and more uncertain. A last minute equaliser by fellow promotion rivals CD Plus Ultra robbed Mazarron of two vital points in a game which they could have won easily. This meant that there was a four point gap between Mazarron and Olimpico de Totana in the second automatic promotion spot with just five games remaining. Mazarron made a significant signing with the acquisition of striker Blasito Bazan Ferreira from EF Alhama. Blasito is the second highest scorer in the league and will certainly add to Mazarron’s attacking firepower as they continue to chase promotion. The last two games of the regular season are at home to second placed Olimpico de Totana and away to league leaders CAP Ciudad de Murcia. Should Mazarron miss out on automatic promotion and qualify for the play-offs, the semi finals will be held over two legs on the weekends of 19th/20th May and 26th/27th May. If successful the FInal will also be played over two legs on the weekends of 2nd/3rd June and 9th/10th June. Mazarron’s home games are normally played on Sundays with varying kick off times. The ex-pat supporters Club, Los Amigos de Mazarron FC organise a supporters’ coach to most away games and coach tickets can be booked at the weekly Los Amigos meetings. For longer journeys a stop is often made on route for refreshments .Coach prices for the 2017-18 season are €10 for Los Amigos members and €12 for nonmembers. The 9th Annual Los Amigos de Mazarron FC Gala Week celebrations once again proved very successful with around €5,000 raised in support of Mazarron Football Club. This takes the total raised over the nine years to just under €32,000 a fantastic achievement. The events began on Friday 23rd March with a Race Night at the Club House, Camposol Club de Golf. Guests enjoyed a bar snack supper and eight exciting races on the big screen. Visiting celebrity Tony Currie was among the guests and was a keen observer!! On Monday 26th March eighty golfers took part in a Texas Scramble Tournament at the Camposol Club de Golf. Celebrities taking part included former Manchester United goalkeeper Alex Stepney, Tony Currie, ex West Ham and England centre half Alvin Martin, ex Sheffield Wednesday player Tony Gregory, former Charlton Athletic and England Under 23 midfielder Peter Reeves and Comedian Gary Marshall. The competition was won by Alvin Martin’s team, appropriately named “The Hammers” by a considerable margin. After an excellent two course carvery lunch presentations were made to the winning team and to the winners of the nearest the pin and longest drive competitions. The event was once again sponsored by Tramway Financial Management. Los Amigos de Mazarron FC are extremely grateful to Andy and Angela Skinner of Tramway for their continued support. Mazarron Bowls Club. Bridge Over Troubled Waters. We exist to play lawn bowls and this has been our bridge over the troubled waters of our administration in recent months. At the end of the winter leagues season we are well pleased and congratulate our Monday team for coming out top of the South Alicante Winter League Voyager Division with a clear lead of 7 points over second placed Quesada Rubies. Next winter the Club Captain Jim Coughlan anticipates the team can look forward to somewhat stiffer opposition after promotion to the Discovery Division but reckons the team looks well equipped to take on the challenge. The Friday team has been less impressive finishing next to bottom of the Levante Southern League Division A, possibly the premier league in Spain, but may yet escape relegation to Division B by virtue of a clear 20 points margin over bottom of the table Montemar Matadors. At home the in-house Triples league has also come to a close with Mark Bettcher, Jimmy Cochrane and Harold Morris taking the Winners’ Cup ahead of runners-up Mike Chambers, Barbara Benton and Harry Male. The Annual Club Championships were concluded at the finals weekend in March with the presentation of cups and medals at Hacienda last month. Fish and meat paellas at lunch gave a Spanish flavour literally to an occasion more reminiscent of the green fields of England – or Scotland, or Wales,

etc, just to be politically correct!!! Champions in 12 categories were presented with their trophies by new President Jimmy Cochrane who himself qualified for winners’ trophies in three disciplines. Men’s Singles Champion Mike Chambers proved he had not lost his touch by this time overcoming last year’s Champion Colin Appleton to win the trophy for a second time from six years ago. In the Ladies Singles discipline Barbara Male became Champion for the first time by likewise defeating last year’s and three times Champion Helen Chambers. In other categories and for the first time Tom Percy and Jimmy Cochrane combined to take the Men’s Pairs Trophy and then did the same again in the Men’s Triples with Harold Morris completing the winning trio. Andrew Bunce also appeared on the Honours Board for the first time as Champion in the Handicap Mixed Singles category. At the presentation the President recognized two outstanding achievements from last year with gifts of appreciation from the Membership. Firstly the achievement of last year’s Ladies Champion Helen Chambers in reaching the final of the Champion of Champion’s regional Championship. Then secondly by recognizing the outstanding achievement of Member Brian Robertson as National Champion of Spain 2017 which will take him to Australia later this year to represent Spain in the World Championships. In the last fortnight at the end of April some of this year’s Champions including those mentioned above plus Ladies Pairs Champions Barbara Male and Sylvia Logue and Mixed Pairs Champions Helen and Mike Chambers will have competed in this year’s Champion of Champions Championship and , who knows, we may again be able to report next month that we have come away with new regional Champions or finalists at least . In the imminent weeks ahead during May there are new challenges to be met with some of our Members competing in the this year’s National championships– as our President says “Upwards and Onward for we are ready!” At home we will be continuing with our domestic activities from day to day but especially on the mornings of our recognized Club days Tuesdays and Thursdays. Running a plug-in electric car could be more expensive than you might think. According to What Car?, the rising cost of using public charging points along with a lack of off-street parking for charging and low vehicle residual values should give pause to the thousands of motorists expected to purchase an electric car this year. It found that accessing some public charging providers cost over £17 once you’ve tallied up subscriptions, connection fees and the electricity you’ve used - which is eight times what it costs to charge the same vehicle at home overnight.

With the Government introducing taxes to make diesel vehicles less appealing, the drive to persuade motorists to switch to plug-in electric power is very much underway. In fact, the pure electric and plug-in hybrid market enjoyed a record level of demand last year, with the sector growing 33 per cent in 2017, as early adopters made the switch well ahead of the 2040 deadline for carmakers to stop selling solely petrol and dieselpowered models. Many will have been convinced by their reputation as an affordable long-term option to take advantage of sooner rather than later. However, the costs aren’t so low if you were planning on charging one at some of the 16,000 public plug-in posts dotted around the country. That’s because the impressive growth in electric vehicle sales has started to have an impact on the cost of affordable public charging. With many public charging points no longer providing free electricity and some charging as much as an eye-watering 30p per kilowatt-hour (kWh) on top of regular registration and connection fees, the cost of replenishing batteries away from home has been on the rise. When What Car? took an electric vehicle out on the road, it found that the cost to charge the batteries to 80 per cent of their full power could vary significantly, from £17.46 for a Source London Flexi ‘fast’ (7.4 kW) charging station, to £7.70 for an equivalent Polar Instant ‘fast’ (7.2 kW) charger. Plug the same car into a home charge point and you’ll pay just £4.37 during the day, it reckoned. If you recharge the batteries at night - when electricity demand is lower and prices cheaper - expect to pay half that again (£2.18) due to off-peak prices. What Car? also found that costs varied heavily depending on location, whether or not there is a registration fee, and if the cost is charged by monthly subscription, by the hour, or by kWh unit cost. Costing just 14p/kWh, at-home charging is the most affordable option for electric vehicle drivers. However, the scarcity of off-street parking in many urban centres - 46 per cent of London houses are without off-street parking means motorists could pay a high price for green driving. Fees to use public chargers do fall if you’ve paid an annual subscription

fee, but the introduction of additional ‘connection’ costs each time you use one of the points and higher kWh charges make them far more expensive than boosting an electric car’s batteries at your house.

‘Plug-ins should remain an extremely worthwhile and affordable investment for many, but it’s essential that prospective owners are doing their research and making sure they’ve got the right car for their needs and lifestyle.’

Combined with low residual values thanks to concerns over the life cycle and replacement costs of continually recharged batteries, What Car? has warned consumers to do plenty of research into how they can charge before investing in a plug-in electric. Steve Huntingford, editor at What Car? said: ‘Plug-in electrics are still relatively new to consumers and so they might not be as clued up as they would be with a petrol or diesel equivalent.

Spanish floor clause and mortgage expense complaints registered with Banking supervisor soar 178% in 2017 The claims service of the Bank of Spain has been overwhelmed by consumers making complaints against lenders for abusive mortgage interest floor clauses, and set-up costs. The Claims Service of the Bank of Spain is a body that evaluates consumer complaints against financial service companies. It is an impartial and independent service that reviews complaints, claims and inquiries about banking services or products. However, it does not pass judgement on mortgage floor claims, as that task falls to the Spanish Courts. The Claims Service just checks that the fees charged were correct given the terms of the contracts. The Bank of Spain has revealed that there were 40,173 complaints registered with it against Spanish financial institutions last year, up 178% compared to the previous year. Last year beat even the previous record of 34,645 complaints in 2013, when the raging financial crisis led to a deluge of complaints against banks. Last year’s massive increase in

complaints against banks was caused by a flood of claims against illegal mortgage interest floor clauses and mortgage setup costs, explain sources at the Bank of Spain, cited in the Spanish media. Spanish courts have also been saturated by these claims. According to provisional figures for 2017, the Claims Service found that financial institutions were in the right in almost two thirds of cases reviewed, with almost a third of complaints yet to be considered. In the one third of cases where the Claims Service finds in favour of the consumer, banks accept the decision in 75% of cases, up from 30% to 40% in years gone by. The fact that the Claims Service finds in favour of financial institutions in two thirds of cases shows that regulation and supervision of the sector is working better, argues the Bank of Spain.

Bank valuations vs. market value Lawyer Raymundo Larraín explains the difference between both concepts as they are often confused by non-residents. He also ventures the start of a new expansionist super cycle in some areas of Spain. The Spanish property market has been a roller coaster ride over the last decade. From the dizzying heights of 2007 to the gut-wrenching lows of 2011. Over the last 15 years bank valuations have compounded this erratic behaviour exacerbating it. When property values were high, lenders overvalued properties by a long shot; when property values fell, lenders undercut property values even well-below their current market value. I have been prompted to write this article on the back of low bank valuations which have nearly botched a series of conveyances I have been recently involved with as demand for Spanish property remains unabated. If you are an industry insider, you may want to skip this article altogether because it would be like teaching granny to suck eggs. This article is aimed to be read by neophytes who are largely unaware of how things work in Spain. I thought it would be a good idea to shed light on two points as I keep having to explain them to clients. Firstly, to dispel a common blunder between non-residents that Spanish bank valuations are a true reflection of a property’s market value at any given time, which is simply untrue. Secondly, why bank valuations seem to be always so out of touch with reality never seeming to match the real market value. Bank valuations are NOT a reflection of a property’s market value One of the first things I was taught in Economics 101 at university, is that the price of a good is always determined by

the intersection of demand and supply at any given moment. In other words, prices of goods and services fluctuate over time in line with demand and supply. A property that was worth one and a half million euros at the peak of the market, can now go for €900,000. But it may have fallen as low as €700,000. So, what is its real price? Is it 1.5m, 900k or 700k? The ‘real’ price is what someone else is willing to pay a vendor at any given moment. If you can find someone willing to pay 1.5m, that is its current market value. Bank valuations however do not reflect real market values. They are devised for a mortgage loan application and often are calculated for the purposes of an auction value (in the event of a bank repossession). A common occurrence is for a foreigner to agree to buy a property for say €500,000, apply for a mortgage loan and then be upset to find out his lender values the property at ‘only’ €400,000. The buyer feels cheated at the €100,000 shortfall and becomes angry with the vendor, estate agent and even with the lawyer! Bottom line, Spanish bank valuations are NOT a reliable assessment of a property’s current market value. Why are bank valuations so out-of-sync with the market value? Lenders, believe it or not, have their own vested interests which at times (read frequently) are misaligned with a borrower’s interests. Lender’s valuations serve a purpose: the bank’s purpose, not yours. Why were properties overvalued during the property bubble haze? In the early two thousands the then Chairman of the US Fed, Mr Alan Greenspan, flooded the financial market with cheap credit on slashing interest rates. This prompted a credit bubble of gargantuan proportions which led to a house of falling cards with which we are all too familiar. Back in the day, it was in the best interests of lenders to overvalue properties well-above the accepted market price so that borrowers borrowed as much money as possible (read up to their eyeballs) to over-indebt themselves. This (reckless) credit policy led banks to profit from huge gains in the short-term (at the expense of the mid to long-term growth). Basically, anyone with a pulse qualified for a mortgage loan. In my opinion self-certified mortgages exemplified like no other this ‘irrational exuberance’ (credit furore) at the start of the new millennia. Why are properties so undervalued now in 2018? Lenders suffered great losses post 2008 leading to hundreds going under. Many were forced to request statebacked loans to prop up zombie balance sheets. The Spanish government bailed out several banks but imposed harsh

repayment terms in exchange. The slow and painful readjustment of the banking sector – which still endures a decade on – led to merges and acquisitions, tighter credit regulations and also to laying off dozens of thousands of bank employees and forced early retirements. As a result of this state-imposed downsizing, lenders are now ultra-conservative on their lending criteria and value properties prudently (read undervalue them significantly). The interest of lenders now, a decade on, is the opposite; to only lend money restrictively to creditworthy customers which actually have the ability to fully repay mortgagebacked loans. This goes on to explain why lenders nowadays purposely (under) value properties well-below the current market value, because they wish to spread the loan risk and force would-be borrowers to pay a larger percentage of the property’s value out of their own pocket. In the event of a default, a bank wouldn’t lose as much. Conclusion Buyers should not be shocked if their chosen lender values the property they are buying 25 – 35% below the agreed asking price. Bank valuations are simply a reflection of a lender’s credit policy, nothing more; which currently is ultraconservative in the aftermath of the banking collapse of 2008 (The Great Recession). What really matters on buying is that the

property you are purchasing can be resold later on for a higher price. That is what should concern you foremost. Asking rental prices and capital appreciation underpin any sound financial investment. Spain’s real estate market seems to be staging a comeback in full swing on both accounts according to the latest macroeconomic figures. Asking rental prices are soaring by two digits year-on-year as reported by experts. The exact figure remains contentious, as some prestigious media, like El Pais daily, quote a 21% annual increase whilst others, such as El Mundo daily, estimate the national average rental increase to be at 10.2%. In any case, minutiae aside, the consensus is clear and unanimous that we are witnessing a whopping two-digit rental growth in asking rental prices yearon-year. I analyse this new lease frenzy in my article Holiday Home Taxation in Spain. Nothing short of a new rental bubble. Capital appreciation is quickly catching up with the above figures. After having reached all-time lows in 2011, properties in Spain are gradually picking up the pace seven years on (abetted by historic ultralow interest rates which translate into cheap mortgages). Although Spain’s real estate market remains largely fragmented in a two-speed recovery, with some areas steaming ahead whilst others sluggishly trail behind, there is a reported one-

digit year-on-year gain across the board. And even stunning two-digit capital appreciation year-on-year in selected areas with prime beachfront locations as well as in large Spanish cities such as Madrid (17%), Palma de Mallorca (14.7%) and Barcelona (11%); source TINSA. Some bold economists and rating agencies (Fitch) are even predicting the start of a new property bubble… The average rental yield in Spain can be expected at 5% pa (dependent on location). If to that you also add the potential of capital appreciation, Spanish real estate is poised for combined twodigit gains over the next years easily trumping alternative investments and paltry fixed returns in a context of historic ultra-low interest rates. If one thing remains constant in Spain’s ever-changing property market is that it is cyclical (roller coaster metaphor). Hard data suggests we are geared towards a new expansionist super cycle. The thrust of my whole article can be neatly summed up in the wise words of a great American writer.

Night after night, a keen ornithologist stood in his backyard hooting like an owl. After weeks of getting no reply, he suddenly heard an owl hoot back at him. He was overjoyed at the response and for the next nine months man and bird kept up a regular dialogue of hooting. He was fascinated by his ability to relate to a wild creature and kept a detailed record of all their conversations. Just when he was about to take his findings to the Natural History Society, his wife happened to be talking to a neighbour who lived four doors away. “My husband spends his night calling to owls,” she confided. “That’s funny,” said the neighbour. “So does mine!” Old natural history books document the existence of a now extinct bird called the ono. From the same family as the albatross, it was a sea bird that roamed the Pacific until the late nineteenth century and was renowned for its huge wingspan and short legs. The male was particularly distinctive, possessing large, bright red testicles. The ono bird was given its unusual name by American sailors who observed it coming in to land on desert island beaches. While the females of the species landed in silence, the males were heard to cry “Oh no, oh no, oh no” just

All our training is provided by our own trainers, there is a cost for the accreditation; this is NVQ standard and accredited by the Murcian Health Authority and conforms with the Health and Safety regulations. FAST have now received our two new defibrillators, paid for by our support organisation CST. As soon as all responders are trained on their use we will service the old defibrillators and place them in the commercial centres on A and B. CST/FAST have been using a supporter’s underbuild for the last few months as we had nowhere to store our non medical equipment. We would like to thank them so much for the use of their underbuild. We have now found another place to store the equipment: we will also be able to hold committee meetings there. We have recruited another three responders and one ex-responder has returned to the team. Our Chief instructor Baz Hamilton is running a first aid course for the staff of the Camposol Gym. This will enable the staff to deal with any medical emergency they may encounter Our lead fundraiser for CST Dorothy Baillie has stepped down after a very busy few years, all the CST/FAST members would like to thank Dorothy for all her hard work and dedication. Our new lead fundraiser is Tony Williams; we will work with Tony to make his term a success.

There is an Autumn Ball on the 22nd September at the Hotel Costa in the town of Mazarron and the price is €30. This will be an opportunity to dress up and sparkle. More information at the Friday bookstall or by email at events@ fast2016.org or on the CST/FAST Facebook page. Help us to help you. What have you done today to make you feel proud? We are continuing to work closely with the Ayuntamiento Social Services to aid those families who need it most. We were able to help a lady in need of glasses for which she was unable to afford the full amount, referred to us by Social Services. We were also able to help several families with much needed food aid including a couple who have been diagnosed with terminal cancer. Together with assistance for an elderly lady towards a ramp to enable her to get in and out of her home. So we would like to thank all of our supporters for assisting us enabling us to help these families in their hour of need. We would like to appeal to those people who have some spare time on their hands and think they would like to help us in our quest to help those less fortunate in our area. We are in need of volunteers to man our shop in the Puerto de Mazarron which is open from 10.00– 1.00 on Tuesdays, Thursdays and Saturdays. If you think you could spare a few hours and would like to become involved please call Martin on 630 85 40 72. We would like to thank all our supporters who continue to donate quality items for us to place in the shop to sell and also for items that are donated specifically to go direct to the families we help. If you feel that you would like certain donated items to go to our Out-Reach program please label bags with OUTREACH on them and we will make sure these go direct to the families we assist. Our van is up on Camposol Sector A car park every Tuesday mornings from 11 – 12.30 please call Terry on 603 389 006 for any pick up donations and he will make arrangements to come and collect. We thank all our volunteers who give their time and effort to make this aid possible and make such a difference to those less fortunate in our area.

Founded and registered in 2011, Helping Hands Sur consists of a tiny group of dedicated people working together to help animals and humans in times of need. In addition to rescuing, healing and re-homing the many abandoned and

ill-treated dogs in the Lorca & Aguilas area of Murcia, Spain, the charity have raised funds to assist in emergencies such as the Earthquake in Lorca in and the subsequent flash flooding. The population of Lorca and Aguilas is still mainly Spanish, therefore the charity does not have the benefit of many like-minded animal-loving expats to donate items for their shop in Aguilas or for hands-on assistance in their work. The Charity does not have a sanctuary. Having just one foster carer, there are 23 rescues at the home of the President, 5 at the home of the Treasurer and 2 are in paid boarding kennels Fundraising is mainly through their Charity Shop in Aguilas and from Events featuring top quality artistes to entertain their supporters Sponsors: Helping Hands are however, very privileged to have the generous support of Furniture Plus in Mazarron (Chris & Roy Jones) who donate used items which are returned into their store from clients when new items are delivered. Without this sponsorship it is unlikely that the charity would be able to continue its work for the animals and for people. Every single penny raised by or donated to Helping Hands is so very very gratefully received. The minimum cost of vaccinations, blood tests, neutering and rehoming a dog is approximately 300 euros which increases considerably if the animal needs veterinary treatment through injuries or sickness and can very often amount to four figure sums. The Helping Hands policy is NEVER to euthanize an animal unless we have tried all avenues to heal them and give them quality of life. Sadly on rare occasions this is necessary but at least we have peace of mind that we have put an end to their suffering. Throughout our work we have found that the rescue dogs in Spain have the most loving, grateful temperaments and make the most wonderful of companions. Every dog adopted from us comes complete with full passport, vaccinated, micro-chipped, blood tested and neutered! In return the dog will give companionship, love and loyalty. Now working alongside some amazing charities, in particular Noahs A.R.C., Helping Hands will continue to host fundraising events at Mazarron with top quality artistes for the enjoyment of our supporters, the next on 12th May at Marianos featuring the superb ABBA ELITE. Two other events featuring a glittering GLAM ROCK night and the return of the amazing BELLA LUNA follow later in the year. I do love these lighter evenings. Summer is on its way and that means we can get on with so much more. The animals love it too, not having to be tucked up in bed quite so early! As usual April has been a manic month, not only do we have the relentless phone calls about needy animals but planning and progressing The Henrietta Sanctuary is taking plenty of time too. We know nothing is straight forward in Spain, speaking from experience, nothing has changed and sure enough he have hit our first (of many) hurdles. However, Rome wasn’t built in a day and nothing we can’t sort out, just frustrating.Doesn’t help the stress levels though. We still have quite a few beautiful dogs that need rehoming who we have had a while now. Paco a little bogadero. He is only 2 years old and ready to go. He would make a superb companion and just wants to please you. His little tail is wagging constantly, well it would be if he had one!! Along with a little Pod called Maya who is also a super little girl, weighs only 10k and she too is ready to go. Take a look at our FB page where there are even more up to date details. Our poor donkey Curro has been suffering with colic. This is serious in both horses and donkeys. However in donkeys it can be a little more difficult to detect as they don’t show as many overt signs as a horse. Basically it is a blockage in the digestive system, which if you think about the size of a donkeys tummy equals lots of pain. He really wasn’t well, but, we were on it very quickly and our fantastic vets Roddy and Jose from HVT Veterianios came and saw to him. They worked their magic and within a relatively short space of time Curro was feeling better and wanting food! This is such a horrible thing to watch a donkey go through and something that has to be acted upon quickly as it can be fatal. Interesting fact the phrase Donkeys Years originates from the phrase Donkeys Ears, though there are several theories as to where this phrase came from. Some refer to the length of the ears meaning, because they are long, equals a long time or to the length of time a donkey lives. In fact one of the oldest living donkeys on record is one who reached the ripe old age of 62! Lively Laddie was his name and he was one of Blackpool’s donkeys. As usual I will be on Car Park, Camposol B, every Monday from 11.30 to 1.30pm to collect any unwanted goods. AFTERNOON TEA PARTY On Tuesday 27th March we held our first Afternoon Tea Party. All our clients and visitors at our Drop In Centre were welcomed. It was a huge success and even the weather was kind to us. Many thanks to all our volunteers and friends who helped out and thank you to all who kindly donated those delicious cakes for the occasion. LOS ALCÁZARES SHOPPING TRIP Our Shopping Trip to Los Alcázares followed by lunch at Los Narejos Restaurant was well attended. This was one of our trips to help fund our Annual Christmas Party for our Clients and thanks to the generosity of everyone who came along we now have €250 raised from the raffle towards their free meal and Christmas gift.
