SELL WHILE YOU CAN
THE WEAK ECONOMY FAVOURS BUYERS Summer tends to bring renewed enthusiasm for property, and the good news for buyers is that it is a great time to find good value in the market. But, for those looking to transact over the coming months, it is important to note that we are generally still seeing the outlook for the property market as flat with conditions favouring buyers.
W
ith the economic growth outlook remaining well below expectation, the banks have signalled an expectation that the buyers' market conditions will remain well into the early part of 2019. Given the continued weak economic outlook and pressure on inflation due to the petrol price and other cost hikes along with the challenges faced by the rand against major currencies, the expectation is also that the South African Reserve Bank will likely step up an interest rate hiking cycle, possibly as early as November. A recent FNB House Price Index shows that house price growth continues to slow, standing at around 3.5% which, when adjusted for inflation, actually shows a mild decline. At the same time, some 93% of sellers have had to drop their price to conclude a sale. The average time that it takes to sell a property continued to weaken to almost 18 weeks (over four months).
That said, the arrival of summer always brings renewed hope of a busier selling season, especially in the high demand areas with good access to schools and business nodes. The summer tends to bring more visitors to show houses, and while mindful of the challenges facing the market, there are always selling opportunities for serious sellers. Despite the challenges, the banks are still reporting a positive lending landscape, and even at a slightly higher interest rate, it will still be at some of the lowest levels compared to the past three decades. It is a good time to buy, and we believe that serious buyers will take advantage of the opportunities offered by the current market. Sellers need to remain mindful of the market challenges and guard against overpricing as this will simply deter buyers. If you are serious about selling, then you need to put your property on the market at a realistic asking price. At the same time, you should consider all
serious offers. The challenging market conditions have led to a flurry of new market entrants offering various forms of reduced fees and commission aimed at securing business in a tough market. In reality, these offer nothing new and nothing more than existing real estate brands who have stood the test of time and weathered the many ups and downs of the economy and property market. Real estate agents continue to play a pivotal role in a challenging market and still sell significantly more real estate than any online
or so-called disruptor brands. Selling property is a significant, stressful and challenging transaction. Renowned South African contemporary artist Wim Botha is enthralling visitors to Norval Foundation in Tokai with “Wim Botha: Heliostat”, a brand new exhibition exploring the transformation of light and bringing together key works of his career.
T
he theme that unites all work in Botha’s exhibition is refraction, understood in optics as the transformation of light by splitting it into a visible rainbow spectrum or by distortion through material such as glass or a prism. This principle is used by Botha both literally, by applying dichroic filters to glass surfaces throughout the exhibition,

VISUAL ESSAY and metaphorically, for the transformation and manipulation of canonical artworks and symbols of Afrikaans identity. Botha transforms familiar symbols and icons, suggestive of the artist’s ambivalence towards European and Afrikaans culture, in which he is at once deeply invested, but of which he is also critical in terms of South Africa’s colonial and Apartheid histories. Within this ambivalence, Botha’s continues to search for a visual language that articulates the contradictory, complex nature of being human. A keen pupil of the history of European art, Botha has wrestled with contextualizing the legacy of seminal art objects from antiquity, the Italian Renaissance and the Baroque throughout his career, searching for their relevance within a contemporary South African context. At the same time, he has been interested in taking symbols associated with his Afrikaans identity and shifting their meanings in subtle yet powerful ways.
Norval Foundation is a centre for art and cultural expression, dedicated to the research and exhibition of 20th- and 21st-century visual art from South Africa and beyond. Located in the Steenberg area of Cape Town, adjacent to Table Mountain National Park, the Norval Foundation combines the experience of art with an appreciation for nature. The innovative Sculpture Garden, outdoor amphitheatre, purpose-built exhibition spaces and research library are situated in a unique setting that offer visitors a multisensory experience. The Rayvolt’s hubs contain a very complex brushless 3-phase DC motor comprising of 48 different copper coils and magnets that are placed on the outermost perimeter of the motor for the best possible torque and unmatched ride comfort. The battery system operates off 13 cells in a series to reach a nominal voltage of 48V. At peak voltage, a full charge of 54.6V gives incredible power. This intelligent iRBS is linked to a built-in gyroscope allowing the bike to detect the cycling environment. It then provides the necessary amount of regenerative brake according to the angle of the hill. iRBS paired with the cloud-based iTS also allows you to remotely lock your rear wheel. RESIDENTIAL PROPERTY SALES AND THE VAT INCREASE In the February 2018 budget speech, the former Minister of Finance announced an increase in the VAT rate to 15% effective from 1 April 2018. The increase will affect specific goods and services differently depending not only on the deemed ‘time of supply’ rules, but also on the ‘transitional’ rules applicable to that specific good or service. In the case of the sale of fixed property or any real right therein, the supply is deemed to occur on the earlier date of either the registration of transfer in the Deeds Registry or date of payment. For registration of a property transfer or payment of the purchase price on or after 1 April 2018, the VAT rate of 15% will apply.
A concession is however made in respect of residential property transactions. The 14% rate will continue to apply in transactions where: the price of sale or construction was determined and stated in the agreement which was concluded (signed) by the parties before 1 April 2018; and payment and registration takes place after 1 April 2018 The concession applies to most sales of residential properties as a dwelling, but excludes commercial property transfers. THEATRE ON THE BAY’S MARVELLOUS MAKE-OVER As a daring 20-year old impresario, Pieter Toerien persuaded Marlene Dietrich to tour South Africa in 1965. Fast forward several star-studded decades later, and Toerien’s ever popular Theatre on The Bay in Camps Bay has recently completely a make-over just as bold as his first foray into international showbiz. But unlike Dietrich, who famously claimed she dressed just for the image, the Theatre on The Bay’s new outfit reshapes the entire experience.
P
ieter’s original vision still holds as true as when, in 1988, he dreamed that lovers of the arts could “imagine going to the theatre, arriving in the setting sun, being met with glasses tinkling with ice, champagne corks popping and then (enjoying) a performance by top South African stars in an internationally acclaimed play.” These elements are
the essence of an outing to this famous Camps Bay venue. And now, a fresh touch and plenty of surprises have been added. Strolling up from the Blue Flag beach, the entrance tableau shouts “theatre” with the loud, golden dash draped across the entire building. It gleams at sunset as the last rays reach deep into this welcoming space. A few
steps up into the foyer, the newly laid marble tiles offer that little extra grip those chic stilettos worthy of the venue may require. Old patrons and friends (the ones Dietrich claimed one could call at 4:00am in the morning!) enjoy gathering around the classic bar, bedecked in black-and-white photographs of those who have

ENTERTAINMENT graced the stage over the years. On the opposite side, barristas serve the fastest growing drug of choice, a good cappuccino or latte. The delicate palm frond fan overhead hints at something as decadent as a “White Mischief” mixed with the anticipation of an “Apocalypse Now.” There is an experience waiting behind those doors… Swish, swish. The theatre roof was lowered, allowing Pieter to build six magnificent studios upstairs for the launch of his Drama Academy, with its first intake of students in the new year. The dropping of the ceiling in the auditorium below now creates a heightened sense of intimacy. And airline executives ought to take note: some of the rows of seating have been moved further apart, allowing patrons to stretch out comfortably. A new row has been added close up to the stage, and “roi soleil” styled runners on the steps retain a bit of playful colour.
The acoustics are better than ever. With a lovely tip-of-thehat to the grandeur of the spectacle, two small VIP seating boxes have been added. Only seating four apiece, and in tune with our local egalitarian impulses, these areas cost the same as a regular seat, yet allow a few guests every night to feel just a bit spoiled. Dinner is served at mezzanine level, and the restaurant has an entirely new feel – Miami art deco. As one approaches the theatre from the restaurant side, the walls are plastered with theatre posters from the past three or four decades. This is the very DNA of the place; to see the famous names and productions that have passed through these doors. And still the show goes on. For the next season, Theatre on The Bay has a fantastic line-up of productions, and their freshly-minted doors are open to make every night one to remember.

hen Rolls-Royce announced three years ago that it would launch Cullinan, it did so in the knowledge that its customers around the world had asked it to build “The Rolls-Royce of SUVs”, with luxury, performance and usability not seen before in the SUV market. Many of these customers were younger, very successful high-net-worth individuals who are heavily engaged in the experience economy and wanted a Rolls-Royce that would take them to the ends of the earth in ultimate luxury. “We knew we had to offer our clients what they couldn’t find in the SUV market,” comments Müller-Ötvös, Chief Executive Officer, RollsRoyce Motor Cars. “Our clients do not accept limitations or compromises in their lives. They are the new pioneers, and for them it’s about their sense of adventure and daring in how they live their experiences. This approach to life demands a motor car that can go anywhere in ultimate Rolls-Royce style.” It was clear that what these new, younger and more adventurous customers didn’t want was a vehicle as ubiquitous as an SUV with compromises such as increased cabin noise due to the “two-box” formula; shared platforms that affect performance and comfort; the choice of being good either on-road or off-road; or a lower, more featureless SUV that blends in and becomes just another car. Making luxury “effortless, everywhere” engendered an evolution in Rolls-Royce’s approach to creating an authentic Rolls-Royce SUV. The most obvious sign of this was the radical rear of Cullinan. For the first time a Rolls-Royce has an opening tailgate, called ‘The Clasp’. In a nod to the era when luggage was mounted on the exterior of the motor-car, so the occupants did not travel with their belongings, the rear profile of Cullinan is a two-part, ‘D-Back’ format, with the bustle denoting the place of the luggage. ‘The Clasp’ opens and closes in its two sections automatically at the touch of the key fob button. The rear passenger compartment of Cullinan has been designed to offer the best seat in the house for the owner’s particular needs. Two rear configurations are offered – Lounge Seats or Individual Seats. The rear
compartment or boot area offers a standard 560 litres of space, growing to 600 with the parcel shelf removed. Furthermore, the base of the rear seats sits higher than the boot floor, so even with both rear seats folded, the items in the boot cannot slip forward and are safely contained, unlike in any other SUV. But for those wishing to carry a long item back from their trip – whether it be a painting from the Art Gallery or a newly discovered artefact from the latest archaeological dig – a loading length of 2 245mm and load capacity of 1 930 litres is accessed by electronically raising the boot floor to meet the seat base, allowing the item to slide through effortlessly. Cullinan awakes at the touch of the unlock button on the Bespoke key, or indeed by simply reaching out to its beautifully tactile stainless steel door handle. It lowers itself by 40mm to make entry effortless as the iconic Rolls-Royce coach doors stand open to welcome driver and passengers to their adventure. Having stepped directly into the cabin, thanks to the wide aperture of the doors and completely flat floor, driver and passengers press the door closing button to seal themselves within the sanctuary of Cullinan’s cabin. Or one touch of the sensor on the exterior door handles will see the doors automatically close themselves from outside. A glass partitioning isolates the luggage compartment so that items may be loaded without compromising interior comfort. A touch of the start button then elevates Cullinan 40mm to its standard, commanding ride height, placing its occupants in the perfect position from which to see the world as it drives off. The endless stream of innovation with this first Rolls Royce SUV does justice to the spirit of adventure that has been part of the company’s DNA since launch. Lawrence of Arabia weaponised a Rolls to traverse the deserts. British aristocrats explored the sub-continent with their faithful Rolls. Today, new frontiers are opening again for those who cherish luxury at every turn. A GOOD TIME TO BUY IN THE CAPE
T
here has been little good news in the SA economy this year, and as with most industries, the property market has seen adjustment. Regardless, the Atlantic Seaboard and Cape Town markets should continue bucking the trend in the long term, as it has done for the past 17 years. But, general economic decline will affect the short term. Prices in Cape Town have been rising at stellar rates for years. A study published by FNB early last year showed that while average house prices in South Africa had gone nowhere since 2012, Atlantic Seaboard prices more than doubled, and increased sevenfold since 2001, ending last year on an average growth of 22.9%. Overall, it is not all doom and gloom. Business confidence started picking up from September onwards; Tito Mboweni’s appointment as Finance Minister met with wide approval and helped to stabilize the Rand; and interest rates seem likely to remain at current levels. However, the most recent FNB Estate Agent Survey published by Johan Loos shows that the initial political euphoria with new political leadership has worn off, and that consumers are really feeling the pinch of the rising cost of living. These factors have a visible impact on the property market. As has held true with previous economic downturns, the pinch is felt harder among the poor and the middle classes, while the top-end of the market often finds the opportunity during such a period to secure good deals. So, even with the upper end of the property market coming under real pressure at the moment, as Loos’ survey shows, there remains opportunity. With sellers finding themselves in a position of waiting longer and having to adjust their price expectations, those in a stable financial position can secure fantastic properties. Buying into the Cape Property market at any stage of the economic cycle has consistently rewarded investors since the early 2000s. Last year’s FNB study showed that City Bowl prices rose by 590.95% over 15 years (2002-2017) and 113.28% over five years (2012-2017), averaging at 15%20% growth annually. Likewise, Atlantic seaboard prices grew by 734.58% over the 15-year period and 122.78% over five years, with annual growth of 16%-26%. That, despite several economic downturns during that period. Currently, the Cape Town market is experiencing what specialists like Loos call the “affordability gap” where income needs to catch up with a market running hot for several years. Coupled with a slower rate of semi-gration, i.e., professionals from other provinces relocating their families to the Cape, has, according to Loos, dampened the short term demand in the Cape. Yet, in the long run,
the popularity of the city as a place of residence and as global holiday destination will ensure that Cape Town will continue to buck the trend. Given the more cautious mood in the market, it is incredibly important during this period to secure the services of a very experienced agency to assist you in either selling or buying a property.
