A proposal for:

(a) one or more new dwellings which are classified as “affordable housing” (a household in the lower 40 per cent by income should not pay more than 30 per cent of their gross income on housing); and

(b) the dwelling or dwellings will be owned or managed by either:

• a not-for-profit community housing provider; or

• a private person or organisation who is able to demonstrate that the dwelling or dwellings will remain as long term affordable housing stock.
