I
t gives me a great deal of pleasure as mayor to extend a warm greeting to you. Whether you are a new resident of our community or a short time visitor, we hope you will agree that Clarendon is a special place with warm caring people and much to offer to those who come to our little city. We have a lot to be proud of in Clarendon, and we are excited to share it all with you. There are many family activities throughout the year, including the annual Lions Club Roar ‘N Run 5K in April, the Mulkey Block Party Memorial Day weekend, the Trash To Treasures Garage Sale Event in June, and of course the Saints Roost Celebration that has marked our nation’s independence every July since 1878. To learn about our community, I encourage you to stop by our Visitor Center at 110 S. Kearney Street at the Mulkey Theatre. There you’ll find the office of the Chamber of Commerce and the Clarendon Economic Development Corporation and people who can help answer any question you have about our town. The Mulkey itself is also a source of pride and interest. The 1946 theatre is undergoing a revitalization that will turn it into a conference center and live performance hall in addition to a movie house. Stop by the Mulkey at night 4

In addition to an excellent public school system, we are very proud of Clarendon College, which was rated the number two community college in the State of Texas for student success in 2015 and 2016 and has just set a new record for enrollment this spring. The Saints’ Roost Museum is an excellent place to spend some time learning about our history. The museum is open daily Tuesday through Saturday. Greenbelt Lake, located just north of town, is also something we’re quite proud of. Greenbelt offers fishing, camping, and other recreational activities. And we’re excited to have a new disc golf course there as well. Here in town we encourage you to visit Prospect Park just south of our downtown on Kearney Street – a beautiful place for a family picnic, reunions, birthday parties, or to let your kids run and play. We also invite you to visit our numerous historic markers throughout the city and especially hope you will visit our 1890 Courthouse. We hope you enjoy your stay and find that Clarendon is the best place to be. And again, on behalf of the City Council, City Administrator David Dockery, and all the city employees, welcome!

Home of the ‘Jewel of the Plains’ By Donley County Judge John Howard, MD
O
n behalf of the elected officials and employees of Donley County, let me extend a warm welcome to our community. Donley County is proud to be home to one of the finest county courthouses in the state. Called “The Jewel of the Plains,” it was built in 1890 and restored in 2003. Celebrating its 125th anniversary in 2015, the Donley County Courthouse is home to the Judge, County Attorney, County Treasurer, and Adult Probation Officer and is venue for the 100th District Judge. It also is the site for the meetings of the County Commissioners. Feel free to drop by and tour this historic facility as visitors are welcome in the oldest functioning courthouse in the Panhandle. The courthouse grounds are the site of the county’s annual Saints’ Roost Celebration in July and you will want to come by for the Christmas lighting ceremony as well on Saturday, November 25, 2017. County government in Texas is directed by the Commissioners Court, comprised of four Commissioners, elected from each of the four precincts, and the county Judge, elected at large. Generally, Texas counties provide the essential things that make our communities livable: roads and bridges, law enforcement and corrections, a court system to protect our legal rights, secure storage of our important public records and protection against threats to public health and safety.
The 1890 Donley County Courthouse is recorded in the National Register of Historic Places and was fully restored at a cost of $4.6 million in 2003. The building is open to the public during regular business hours year round. ENTERPRISE ARCHIVE PHOTO
The Courthouse Annex houses offices for tax collection, vehicle registration and transfers, and maintaining public records, deeds and birth certificates as well as voter registration and the supervision of elections. Justice Courts are maintained by the Justices of the Peace with offices in Hedley and in Clarendon. In many ways the county government functions as an arm of Texas’ state government to provide the infrastructure that enables Texans to live productive lives in harmony with each other.
As provider of public safety, the Sheriff’s Office is responsible for making Donley County one of the safest communities in the area, if not the entire state. And we are proud to be able to provide 24-hour onduty officers, a rarity for a community of our size. Emergency Medical Services are provided by the Associated Ambulance Authority, and we have, without a doubt, the finest emergency personnel in the region. Care is coordinated with tertiary care facilities in Amarillo and helicopter
medevac is available when required. The Volunteer Fire Departments of Clarendon, Howardwick, and Hedley are on call to protect life and property against a variety of threats, including fire, and the Clarendon department has an Emergency Dive Team ready to respond locally and to provide assistance area wide. Emergency Preparedness is coordinated through all our efforts, and we stand by, ready to assist. Donley County is a great place to live, and we are pleased to have you join us.

Pioneer Spirit the Story of Saints’ Roost In 1878, a charismatic preacher led a group of Northern Methodists to the frontier of the Texas Panhandle to settle at the junction of Carroll Creek and the Salt Fork of the Red River. Rev. L.H. Carhart set out to establish a Christian colony built on the values of temperance and education, and he named it Clarendon in honor of his wife, Clara. As the third settlement in the Panhandle, Clarendon stood apart from the wilder towns of Mobeetie and Tascosa, which were more known for saloons and rowdy cowboys. The colony strictly forbade alcohol, built a church as one of its first landmarks, and set plans in place for an academy to bring education to the plains. The neighbors

said Clarendon was where the saints roosted, and soon the nickname stuck… Saints’ Roost. Nine years later, the future of the colony came into question when it became apparent that the Ft. Worth & Denver Railroad would

miss the town. A vote was taken, and by the fall of 1887 houses, businesses, and people were all making the move six miles south to the present site of “new” Clarendon. The railroad brought people and commerce; but
it also brought new lifestyles with saloons and other “vices.” And yet, the town did not lose sight of its original ambitions, becoming the home of the Panhandle’s first Methodist, Catholic, Episcopal, and AfricanAmerican congregations and establishing the area’s first college in 1898. Donley County eventually re-established prohibition in 1902, and Saints’ Roost again banished alcohol sales until 2013 when voters reversed the 111-year-old tradition. Today, if you like, you can raise a glass in old Saints’ Roost, but there’s no escaping the town’s original character. With a variety of churches and faith-based services and one of the highest-rated community colleges in the state, Clarendon remains true to its principles and welcomes visitors and newcomers to stay all night… or stay a little longer.

You need to know... at Greenbelt Opened in 1968, the reservoir was constructed without state or federal funds and is the private property of the Greenbelt Municipal & Industrial Water Authority. Greenbelt Lake provides water for its member cities of Clarendon, Hedley, Childress, Quanah, and Crowell as well as for some customers of Red River Water Authority and other contracted customers. Family fun and great bargains are a regular occurrence at Clarendon’s new Whistle-Stop Trade Days & Farmers Market. Located on US 287 East, the Whistle-Stop Trade Days draws crowds to town each month. Owners Kimberly and Jordan Green provide a truly unique shopping and entertainment experience. One weekend a month (see advertised dates below), the Whistle-Stop hosts scores of vendors selling everything from homemade jerky to goat milk soaps and lotions to clothes to furniture to junk. It’s a shopper’s dream come true! And when you’re ready to

take a break from shopping, a cold beverage and live music are waiting for you in the treecovered beer garden at the back of the property or enjoy your beverage indoors at the Wet Whistle bar. The Burton Library serves as a payment center for electric, cable and satellite services as well as several credit cards. The City of Clarendon also provides a lighted walking trail from the park to the Central Business District and, in cooperation with the school district, baseball
and softball fields are adjacent to Prospect Park, and public tennis and basketball courts are on the school campus at Fifth and Allen Streets. Trash / Recycling Recycling Dumpsters are available to receive small quantities for public use 24/7 at First and Kearney Streets. Larger loads, general trash, and limbs and grass clippings can be taken to the Citizens Convenience Center at 400 W. Front Street (next to the grain elevator) during the hours of 11:30 a.m. to 5:30 p.m., Monday-Saturday. The city also offers temporary Dumpster and roll-off container services. Call City Hall for more info. Cost to Dump: Citizens of Clarendon may dump tree limbs and grass clippings free of charge. Most metals can also be dumped free of charge. Clarendon Country Club Overlooking Lake Greenbelt, the Clarendon Country Club offers one of the nicest 18-hole golf courses on the Rolling Plains. Just seven miles north of Clarendon on Hwy. 70, the club is located at 100 Porter Drive in Howardwick. The course is open every day except Tuesday, and scrambles and tournaments are scheduled year round. Green fees on week days are $14 ($13 for seniors). Weekend green fees are $16 ($15 for seniors). Golf carts are available for rent for nine holes at a rate of $11 for singles or $14 for doubles. Carts can also be rented for the 18-hole rates of $16 for singles or $20 for doubles. Preservation Texas presented an Honor Award to Clarendon’s Mulkey Theatre in February to recognize local efforts to save the historic structure. The theatre opened in February 1946. An earlier movie house on the same site had burned nearly a year before, but Mrs. Lema Mulkey and her business manager, Lee Bell, were dedicated to rebuilding and name the new structure for Mrs. Mulkey’s late husband, Homer. For the next 40 years, the Mulkey would provide entertainment for generations of Donley County residents. But eventually, the theatre closed and fell into disrepair during the 1980s. The theatre’s future seemed bleak until 2008 when local civic leaders stepped in and began the effort to “Bring Back the Mulkey.” A 2011 designation by Preservation Texas, listing the Mulkey as one of the state’s most endangered historical sites, gave a boost to fundraising and awareness.

Today, thanks to the support of a combination of public and private funds, the Mulkey again shines brightly. With its exterior magnificently restored and work continuing to rehabiliate the interior, Preservation Texas declared the building “saved” in 2016. Currently, the city’s Visitor Center in the former Mulkey barbershop houses the Clarendon EDC and the Chamber of Commerce. When completed, the Mulkey will also serve as a conference center and live performance hall as well as a movie house. A $50,000 grant from the Don & Sybil Harrington Foundation was awarded in May 2016 to help with the cost of installing heating and air-conditioning the theatre. Project supporters continue to raise money for that work and anticipate getting that phase underway this year. What’s New: Clarendon College posted its highest spring enrollment in the school’s history this year, marking a 13.34 percent increase over spring 2016. This is CC’s fourth consecutive semester with doubledigit enrollment growth at a time when other college enrollments around the state are flat.

I’d like to invite you to visit Clarendon College where we strive to help you achieve your educational and career goals. Whatever it is you are searching for – general education courses for transfer, a specific career path through one of our Career/Technical Education or Workforce Development programs, or as a course for personal enrichment – Clarendon College can help you to achieve greatness! This past year has been one of great achievement for the Bulldog Nation. We received full reaccreditation from SACS in June; earlier this spring we announced our partnership with Texas Tech University School of Nursing – our ADN graduates receive automatic acceptance into the BSN Program at TTU, transferring 90 hours from Clarendon College; Clarendon College is the fastest to an Associate’s Degree in Texas with a time spent of 2.3 years (the state average is 4.4 years); and our average degree is completed with 66 credit hours (the state average is 90 credit hours). Clarendon College offers a wide range of extracurricular activities for our students. Our drama department offers productions each semester, and our athletic
department fields teams in Volleyball, men’s and women’s Basketball, Baseball, and Softball. Clarendon College is also home to a nationally-known Meats and Livestock Judging program as well as rodeo and ranch horse teams. CC hosts roping events at the Livestock and Equine Center for the community to participate in. Clarendon College is also the home of Wyatt Casper, 2016 NIRA National College Champion in saddle bronc riding! Bulldog Baseball had two players taken in the first nine rounds of this past MLB Draft. We are very proud of our partnerships with our local school districts to offer their students dual-credit. Many students can take advantage of these offerings to graduate from high school with several college courses completed. Not only are academic transfer courses available, but Clarendon College is also working to expand our Career/Technical Education offerings, enabling students that choose to enter the workforce after high school an industry recognized credential. What’s New: Thanks to the expansion of the PEAK Scholarship program, Clarendon High School students can take dual credit courses through Clarendon College. The PEAK was originally designed to provide two years of “last-dollar scholarship” for CHS graduates to attend CC, but a $60,000 commitment by the Clarendon College Foundation has broadened the program to cover dual credit courses.

We accept that not all lessons are taught in classrooms and look for teachable moments in all our endeavors. We want to recognize and reward our student servant leaders and inspire all of our students to do their best in whatever they do and in how they treat one another and our staff. Clarendon CISD has a strong history of success in all sports and has seen our recent teams and individuals compete for district championships and often go on lengthy playoff runs and make state level events. Our academic teams and individuals routinely go to the state UIL meet in Austin and medal. The Junior High and Elementary UIL participants compete for district titles every year. We encourage all of our students to participate in extra-curricular activities from sports and band to UIL and One Act Play. We value our relationship with Clarendon College and offer up to 20
Starting in the fall of 2016, the PEAK now fully funds the first three face-to-face hours of dual credit courses per semester for eligible high school students. 44

Dual Credit courses through them each year. We have had students earn up to 36 or more college hours, enough to put them in Sophomore level classes when they enroll in college or a university after high school graduation. This past school year, for the first time, we were able to use the PEAK Scholarship to help pay for the Dual Credit classes to the financial benefit of our students and their parents. We also offered this year a Dual Credit welding program where students could take up to 12 hours and earn the Occupational Skills Award. The unique partnership between CCISD and Clarendon College allowed us to share a certified Spanish teacher who came all the way from Spain. We look forward to growing our collaboration for the benefit of our students. Clarendon CISD strives to prepare our students for success beyond high school graduation. We believe that working with technology is key in this effort; therefore, we have a 1 to 1 program in grades 4-12 with MacBook Airs, Chromebooks, a number of computers in classrooms and carts, Promethean smart boards in every classroom, and a commitment to stay on the leading edge of instructional
technology by investing in training, infrastructure, and devices in the hands of our students to make that technology meaningful. A school may be identified by its facilities, programs, extra-curricular success, and even its accountability ratings. But it is the people that make the difference, our students, parents, teachers, aides, secretaries, cafeteria workers, custodians and maintenance, bus drivers, principals, nurse, counselor, technology and special program specialists, and board. These people make our programs, facilities, etc. possible and successful. We are very proud of our students and our dedicated, passionate staff. As we break for the summer, we want you know our school is a great place for your kids to learn, gain meaningful, relevant experiences, and make lifetime memories. If you are considering moving to Clarendon or attending our school, please come see us sometime this summer and get to know what we have to offer.
