t gives me a great deal of pleasure as mayor to extend a warm greeting to you. Whether you are a new resident of our community or a short time visitor, we hope you will agree that Clarendon is a special place with warm caring people and much to offer to those who come to our little city. We have a lot to be proud of in Clarendon, and we are excited to share it all with you. There are many family activities throughout the year, including the annual Chuckwagon Cookoff in September, the Cotton Festival down the road in Hedley in October, the Clarendon Arts Festival also in October, our Courthouse Lighting Ceremony and Small Business Saturday in November, and Christmas shopping events at our local merchants. To learn about our community, I encourage you to stop by our Visitor Center at 110 S. Kearney Street at the Mulkey Theatre. There you’ll find the office of the Chamber of Commerce and the Clarendon Economic Development Corporation and people who can help answer any question you have about our town. The Mulkey itself is also a source of pride and interest. The 1946 theatre is undergoing a revitalization that will turn it into a conference center and live performance hall in addition to a movie house. Stop by the Mulkey at night to see its beautiful display of neon and LED lighting. In addition to an excellent public school system, we are very proud of Clarendon College, which was rated the number two community college in the State of Texas for student success in 2015 and 2016 and continues to experience a growing enrollment. The Saints’ Roost Museum is an excellent place to spend some time learning about our history. The museum is open daily Tuesday through Saturday. Greenbelt Lake, located just north of 4

town, is also something we’re quite proud of. Greenbelt offers fishing, camping, and other recreational activities. And we’re pleased to have an excellent disc golf course there as well. Here in town, we encourage you to visit Prospect Park just south of our downtown on Kearney Street – a beautiful place for a family picnic, reunions, birthday parties, or to let your kids run and play. Connected to the park, construction will begin this fall on a new water recreation center, which will open next summer. Also beginning this fall is a two year infrastructure project, funded by USDA, to replace several miles of 100-year-old cast iron water pipes throughout the city, construct a new water standpipe on the east side of town and install computerized water meter readers for all meters within the city. We also invite you to visit our numerous historic markers throughout the city and especially hope you will visit our 1890 Courthouse. We hope you enjoy your stay and find that Clarendon is the best place to be. And again, on behalf of the City Council, City Administrator David Dockery, and all the city employees, welcome!

n 1878, a charismatic preacher led a group of Northern Methodists to the frontier of the Texas Panhandle to settle at the junction of Carroll Creek and the Salt Fork of the Red River. Rev. L.H. Carhart set out to establish a Christian colony built on the values of temperance and education, and he named it Clarendon in honor of his wife, Clara. As the third settlement in the Panhandle, Clarendon stood apart from the towns of Mobeetie and Tascosa, which were known for saloons and rowdiness. The colony forbade alcohol, built a church as one of its first landmarks, and planned an academy to bring education to the plains. The neighbors said Clarendon

was where the saints roosted. The nickname stuck… Saints’ Roost. Nine years later, the future of the colony came into question when it became apparent that the Ft. Worth & Denver Railroad would miss the town. A vote was taken, and by the fall of 1887 houses, businesses, and people were all making the move six miles south to the present site of “new” Clarendon. The railroad brought people and commerce; but it also brought new lifestyles with saloons and other “vices.” And yet, the town did not lose sight of its original ambitions, becoming the home of the Panhandle’s first Methodist, Catholic, Episcopal, and

African-American congregations and establishing the area’s first college in 1898. Donley County eventually re-established prohibition in 1902, and Saints’ Roost again banished alcohol sales until 2013 when voters reversed the 111-year-old tradition. Today, if you like, you can raise a glass in old Saints’ Roost, but there’s no escaping the town’s original character. With a variety of churches and faith-based services and one of the highest-rated community colleges in the state, Clarendon remains true to its principles and welcomes visitors and newcomers to stay all night… or stay a little longer.

Since 1995, the Saints’ Roost Museum has paid tribute to the legendary Panhandle cattleman Col. Charles Goodnight with a cookoff in his honor on the fourth Saturday in September. When the colonel bolted a food box and folding table to the rear of a surplus army wagon in 1866, he probably never dreamed the impact his “Chuck” wagon would have throughout the West. The invention became commonplace on cattle drives and ranches everywhere, serving not only as a kitchen but also a post office, parlor, hospital, store room, and cowboy social center. Now each year, the Col. Charles Goodnight Chuckwagon Cookoff hosts more than a dozen cooking teams with authentic wagons who go head-to-head to battle for cash prizes and bragging rights at one of the nation’s premier cookoffs. Clarendon’s cookoff was honored to receive the 2014 Event Award from the American Chuck Wagon Association. Clarendon and the Museum extend a special invitation for you to join us Saturday, September 22, 2018, for a celebration of the Old West, which is gone but never forgotten. Visitors to the Saints’ Roost Museum or the nearby Charles Goodnight Historical Center in Goodnight will notice both those locations are marked by 22-foot tall steel arrows painted in the traditional colors of the Comanches.

Those sculptures by Charles A. Smith are just two among dozens of similar arrows across 52 counties in the Panhandle and South Plains installed to honor historical sites, events, and artifacts in museums that link this region to the Native Americans who last roamed this area. It is named after Quanah Parker to recognize his role as the chief of the Comanche people.

Celebrating the Arts The tenth annual Clarendon Arts Festival continues the community’s rich art traditions on October 27 and 28 at the Donley County Activity Center located one mile north of the city on State Hwy. 70. The event, sponsored by Clarendon’s Les Beaux Arts Club, opens to the public Saturday from 9:00 a.m. to 5 p.m., and art of local students will also be on display to showcase the talent of the kids. Concessions will be provided by the VFW Auxiliary. The arts festival continues Saturday night with the Preferred Buyers Reception held from 6:00 to 9:00, where buyers will be delighted with the variety of art being offered at the festival. Anyone is welcome at the

reception; and if you haven’t pre-paid as a preferred buyer, you can pay that night at the door. Buyers also enjoy the heavy hors d’oeuvres prepared by the ladies of Les Beaux Arts Club and presented in the most elegant style. Sunday the arts festival resumes at 11 a.m. and runs until 4 p.m. Those attending on Sunday can enjoy the famous Annual Enchilada Dinner prepared by the members of St. Mary’s Catholic Church. In addition to the art show, there are many hand-constructed items for sale at the festival. With all the fine art and crafts available, everyone should be able to find a unique gift or treasure. From Donley County to th Howardwick couple chronicles travels on PBS

ou never know where life’s road will take you, and that has certainly been true for Dusty and Nikki Green – a Howardwick couple who decided to follow a dream and are now on their way to becoming national celebrities on public television. Eleven years ago, the Greens started a simple blog – an online journal – called “Two for the Road” when they gave up their careers in Amarillo and started a grand adventure of traveling the globe. What began as a whim evolved into a web video series then a regional PBS television show, which then went nationwide and is now also available on CreateTV and has even received three Lone Star Emmy nominations! “I never in a million years thought this is what we would be doing,” Nik says. Dusty, a former executive with Channel 7 in Amarillo, and Nik, who worked in a dentist’s office, sold everything they had to follow their passion – traveling. An eight-month adventure in South America exhausted their savings, and they returned to Texas, combining their careers to shoot testimonial videos for dentists. That led them to shooting videos for touring companies to promote vacation getaways. The “Two for the Road” blog really started as a way to keep in touch with family, but by the time they started putting videos in a web series, it was television that they had in mind.

Having previously moved into a place owned by Nik’s parents north of Clarendon at Howardwick, the couple returned from their Antarctic trip to what their family calls “the Camp,” and there, on a kitchen table, they started producing what would become their “Two for the Road” television series and began pitching the idea to networks. “We talked to the Travel Channel,” Nik said. “They wanted a hook. Like, you take another couple and you have $500, but that’s not what we wanted to do.” So Dusty took the concept to the folks at Panhandle PBS in October 2015, where he knew the people that worked there and also knew that PBS would allow them to have more creative control of their show. They loved it and started helping the Greens get their foot in the door with other PBS affiliates. “It helps when your local station is working as a ‘presenting station,’” Dusty said. “They showed us how to pitch the show to national PBS.” By June 2016, the Greens were knocking on the door of the National Educational Telecommunications Association (NETA) in South Carolina, trying to sell the group that licenses and distributes educational programming in all 50 states, the US Virgin Islands, and Puerto Rico. “They told us, ‘don’t call us, we’ll call you,’” Dusty said. “We just kept calling.”

“Two for the Road,” as a 30-minute television show premiered on Panhandle PBS in September 2016 with eight episodes in the first season, and Dusty and Nik hit the road to sell the show to other PBS affiliates in Texas. Even with the burgeoning success of “Two for the Road” – which is still literally produced on a kitchen table in Howardwick, the couple is very happy making their home base in Donley County, although they did move out of “the camp” and bought their own house one block away. “The people at Howardwick are nothing but supportive,” Dusty said. “And we’ve got deer, and turkey, and raccoons, and we can see the stars at night. We call it our crash pad.” Guided by a desire to produce a show that will tell their friends and family what it’s like to travel the planet, they are also gratified people take a personal interest in their adventures. “I never expected people would be sitting around the television with their kids, watching the show together,” Nik said. “But that’s what’s happening.” The journeys have also given the Greens a different outlook. “The greatest thing is that everywhere we’ve been, the people are just good,” Nik said. “The government may be awful, but the people are good. The Mulkey Theatre A

fter ten long years of work, the Mulkey Theatre is expected to open in the next few months to thrill movie goers again and provide a local venue for performing arts and public meetings. Since 2017, new heating and cooling systems have been installed, and the auditorium has received a fresh coat of paint. Now those working to Bring Back the Mulkey are busy soliciting proposals and bids for stage lighting, sound and projection equipment, and theatre seating, which will all be installed later this year. The Mulkey has come a long way since it was named to Preservation Texas’ 2011 Most Endangered Places List.

For more than two decades, the 1946 streamline moderne style theatre had been dark. Its neon was destroyed by man and the elements. Glass panels of its marquee were missing or broken, ceramic tiles on its front were cracked, doors were weathered beyond repair, and inside, the theatre was a bleak shadow of its former self. But today the Mulkey has a fresh new look and its modern LED and neon lighting creates an inviting glow in downtown Clarendon that serves as a beacon of hope for the future of the theatre and the town. Following the publicity of its “endangered” status, the Clarendon Economic Development Corporation led efforts to raise funds to restore neon lettering on the theatre’s marquee in the summer of 2011 and then remodeled a former barbershop in the front of the building in 2012 to serve as the city’s official Visitor Center housing the CEDC and Chamber of Commerce office. Succeeding project phases refurbished the exterior of the theatre and the lobby and concession areas, upgrading the plumbing and electrical services, and improved the accessibility of the building. In 2017, the Mulkey was the subject of special documentary film. Howardwick residents Dusty and Nikki Green, who star in the nationally syndicated PBS show “Two For The Road,” interviewed local residents and produced the film: “Cinema City - The Mulkey and Clarendon.” Interviewees included Bob Bell, the son of Lee Bell, who oversaw construction of the theatre as the business manager of Lema Mulkey. Other interviews

focused on the history of the theatre and what it meant to the people of Clarendon from the 1940s through the early 1980s. To view “Cinema City,” visit ClarendonTX.com/ mulkey. or more than fifty years, Lake Greenbelt has provided drinking water for area communities and served as a center of recreation for tens of thousands of local and regional anglers and water sports enthusiasts. As the single biggest ongoing tourist attraction in Donley County, Greenbelt is a major employer and contributor to the community and has built a reputation as a family friendly destination for fishing, boating, camping, and other outdoor activities. The groundwork that eventually led to Lake Greenbelt was laid in 1950 when compact was signed between Donley, Armstrong, and Collingsworth county representatives. Attending that first meeting were C. B. (Cap) Morris and J. R. Porter, Ray J. Noblitt, W. Carroll Knorpp and W. S. Whaley. Although the member communities changed over time, work moved steadily forward. On April 14, 1954, a bill was introduced before the 53rd Legislature, and Gov. Allen Shivers signed the Act creating the Greenbelt Municipal and Industrial Water Authority. On March 29, 1966, contracts for the dam, filtration plant and pipeline were let. Construction price was $3,685,635.96, broken down into $1,795,514.06 for the dam; $624,941, filtration plant, and $1,230,180.90, pipeline. A month later, groundbreaking ceremonies were held. Two years later, Lake Greenbelt opened with a five-day celebration that began on Wednesday, May 29, 1968.

Hedley Cotton Festival For more than 60 years, one of Donley County’s greatest traditions has been the annual Cotton Festival held the second weekend of October in Hedley.

Several community groups work together to make the festival happen each year, and students at Hedley High School also play a big part in making the event successful. Annual events associated with the Cotton Festival include the Chili & Stew Supper at the Hedley Lioness Club and the Lions Club’s annual barbecue dinner. As games, vendors, and other activities go on all around downtown, one of the busiest parts of the celebration is the annual Bingo contests held by Hedley High

School’s One Act Play group. The Bingo games start on Friday night and continue all day Saturday with donated prizes both big and small being given away to those who hold the luckiest cards. The Cotton Festival Parade is also a favorite feature and is led by the veterans who are members of Hedley’s Adamson-Lane Chapter of the American Legion. Hedley alumni gather after the parade to renew old friendships and recollect on their past adventures together. The event draws to a close Saturday evening with raffle drawings being held, including the traditional drawing for a bale of cotton donated by Donley County Gin.

The CEDC has led revitalization efforts with renovations to the former Clarendon Steakhouse building and the rehabilitation of the 1946 Mulkey Theatre, which is expected to be completed by the end of 2018. Following the development of downtown streetscapes with Texas Tech University in 2017, the CEDC now offers 80 percent grants up to a maximum of $20,000 for improving historic storefronts in Clarendonâ&#x20AC;&#x2122;s Central Business District. Our enrollment has been and continues to show a positive trend. This is due to the hard work and efforts of many people at the College. This is also the hard work of many of our colleagues at our service area ISDs and high schools to make dual credit more available to our students. It is a continuing goal of the College to increase offerings to our high schools and also look at

career and technical education programs that will be meaningful not only to the student but to their local community. We concluded our three-year College Plan, One College, One Vision this summer and are developing our next plan to implement this fall. The new plan, Clarendon College: Without Equal, will guide the College through its next three to five years. We are very proud of Clarendon College’s graduation rate, which is still one of the best in the state of Texas. One of the greatest indicators of student success is the completion of an Associate’s Degree. The

The #1 team GPA was 3.72 by Barton Community College. As teams, Women’s Basketball, Softball, Volleyball and Baseball all received honorable mention honors in their respective sports. Our goal at CCISD is to provide a quality education in a safe, supportive environment where our students are immersed in technology. We accept that not all lessons are taught in classrooms and look for teachable moments in all our endeavors. We want to recognize and reward our student servant leaders and inspire all of our students to do their best in whatever they do and in how they treat one another and our staff. Clarendon CISD has a strong tradition of success in all sports and the 2017-18 school year contributed to that. The Bronco football team advanced all the way to the state quarterfinals, a fete not accomplished since the powerful team that went to the state finals in 1972. We had state qualifiers in cross-country and track, our baseball team again won district, and our One Act Play advanced to Regional in Odessa, which had not been done in years. Additionally, CCISD has a wellearned reputation in academic contests as we again had district and regional winners and state qualifiers in UIL contests and our elementary was the district champion once more last year. We encourage all of our students to participate in extra-curricular activities from sports, band, and FFA to UIL and One Act Play and look forward to continued success in the 2018-19 school year. We value our relationship with Clarendon College and offer up to 20 courses through

them each year, 17 of which are Dual Credit courses. Two years ago we began using the PEAK scholarship, which was originally designed to assist CCISD graduates attending Clarendon College, to offer dual-credit courses at no charge to our students, a significant savings to their parents. We have had students graduate with up to 42 college hours, enough to put them in Sophomore level classes when they enroll at various postsecondary institutions throughout the state; our students are proof that they can “stay close, and go far”. We will begin our third year of offering a Dual Credit welding program where students can take up to 12 hours and earn the Occupational Skills Award. Also, we have partnered with Clarendon College to bring in a Spanish foreign language teacher for our students all the way from Barcelona, Spain. Clarendon CISD strives to prepare our students for success beyond high school graduation. We believe that working with technology is key in this effort; therefore, we have a 1 to 1 program in grades 3-12 with MacBook Airs and Chromebooks, a number of computers in classrooms and carts, and Promethean smart boards in every classroom. Our board has made a commitment to our students and staff to stay on the leading edge of instructional technology by investing in training, infrastructure, and devices in the hands of our students and teachers to make that technology meaningful and practical. A school may be identified by its facilities, programs,

extra-curricular success, and even its accountability ratings.
