t gives me a great deal of pleasure as mayor to extend a warm greeting to you. Whether you are a new resident of our community or a short time visitor, we hope you will agree that Clarendon is a special place with warm caring people and much to offer to those who come to our little city. We have a lot to be proud of in Clarendon, and we are excited to share it all with you. There are many family activities throughout the year, including Chance Mark Jones Roar & Run 5K in April, the Mulkey Block Party Memorial Day weekend, and of course the Saints’ Roost Celebration, which has marked our nation’s independence every July since 1878. To learn about our community, I encourage you to stop by our Visitor Center at 110 S. Kearney Street at the Mulkey Theatre. There you’ll find the office of the Chamber of Commerce and the Clarendon Economic Development Corporation and people who can help answer any question you have about our town. The Mulkey itself is also a source of pride and interest. The 1946 theatre is undergoing a revitalization that will turn it into a conference center and live performance hall in addition to a movie house. 4

In addition to an excellent public school system, we are very proud of Clarendon College, which was rated the number two community college in the State of Texas for student success in 2015 and 2016 and has just set a new record for enrollment this spring.

The Saints’ Roost Museum is an excellent place to spend some time learning about our history. The museum is open daily Tuesday through Saturday.

Greenbelt Lake, located just north of town, is also something we’re quite proud of. Greenbelt offers fishing, camping, and other recreational activities. And we’re excited to have a new disc golf course there as well. Here in town we encourage you to visit Prospect Park just south of our downtown on Kearney Street – a beautiful place for a family picnic, reunions, birthday parties, or to let your kids run and play. We also invite you to visit our numerous historic markers throughout the city and especially hope you will visit our 1890 Courthouse. We hope you enjoy your stay and find that Clarendon is the best place to be. And again, on behalf of the City Council, City Administrator David Dockery, and all the city employees, welcome!

Home of the ‘Jewel of the Plains’ By Donley County Judge John Howard, MD

n behalf of the elected officials and employees of Donley County, let me extend a warm welcome to our community. Donley County is proud to be home to one of the finest county courthouses in the state. Called “The Jewel of the Plains,” it was built in 1890 and restored in 2003. The Donley County Courthouse celebrated its 125th anniversary in 2015 and is home to the Judge, County Attorney, County Treasurer, and Adult Probation Officer and is venue for the 100th District Judge. It also is the site for the meetings of the County Commissioners. Feel free to drop by and tour this historic facility as visitors are welcome in the oldest functioning courthouse in the Panhandle. The courthouse grounds are the site of the county’s annual Saints’ Roost Celebration in July and you will want to come by for the Christmas lighting ceremony as well on Saturday, November 24, 2018. County government in Texas is directed by the Commissioners Court, comprised of four Commissioners, elected from each of the four precincts, and the county Judge, elected at large. Generally, Texas counties provide the essential things that make our communities livable: roads and bridges, law enforcement and corrections, a court system to protect our legal rights, secure storage of our important public records and protection against threats to public health and safety. The Courthouse Annex houses offices for tax

collection, vehicle registration and transfers, and maintaining public records, deeds and birth certificates as well as voter registration and the supervision of elections. Justice Courts are maintained by the Justices of the Peace with offices in Hedley and in Clarendon. In many ways the county government functions as an arm of Texas’ state government to provide the infrastructure that enables Texans to live productive lives in harmony with each other. As provider of public safety, the Sheriff’s Office is responsible for making Donley County one of the safest communities in the area, if not the entire state. And we are proud to be able to provide 24-hour on-duty officers, a rarity for a community of our size. Emergency Medical Services are provided by the Associated Ambulance Authority, and we have, without a doubt, the finest emergency personnel in the region. Care is coordinated with tertiary care facilities in Amarillo and helicopter medevac is available when required. The Volunteer Fire Departments of Clarendon, Howardwick, and Hedley are on call to protect life and property against a variety of threats, including fire, and the Clarendon department has an Emergency Dive Team ready to respond locally and to provide assistance area wide. Emergency Preparedness is coordinated through all our efforts, and we stand by, ready to assist. Donley County is a great place to live, and we are pleased to have you join us.

Pioneer Spirit the Story of Saints’ Roost In 1878, a charismatic preacher led a group of Northern Methodists to the frontier of the Texas Panhandle to settle at the junction of Carroll Creek and the Salt Fork of the Red River. Rev. L.H. Carhart set out to establish a Christian colony built on the values of temperance and education, and he named it Clarendon in honor of his wife, Clara. As the third settlement in the Panhandle, Clarendon stood apart from the towns of Mobeetie and Tascosa, which were known for saloons and rowdiness. The colony forbade alcohol, built a church as one of its first landmarks, and planned an academy to bring education to the plains. The neighbors said

Clarendon was where the saints roosted. The nickname stuck… Saints’ Roost. Nine years later, the future of the colony came into question when it became apparent that the Ft. Worth & Denver Railroad would miss the town. A vote was

taken, and by the fall of 1887 houses, businesses, and people were all making the move six miles south to the present site of “new” Clarendon. The railroad brought people and commerce; but it also brought new lifestyles

with saloons and other “vices.” And yet, the town did not lose sight of its original ambitions, becoming the home of the Panhandle’s first Methodist, Catholic, Episcopal, and AfricanAmerican congregations and establishing the area’s first college in 1898. Donley County eventually re-established prohibition in 1902, and Saints’ Roost again banished alcohol sales until 2013 when voters reversed the 111-year-old tradition. Today, if you like, you can raise a glass in old Saints’ Roost, but there’s no escaping the town’s original character. With a variety of churches and faith-based services and one of the highest-rated community colleges in the state, Clarendon remains true to its principles and welcomes visitors and newcomers to stay all night… or stay a little longer.

Family fun and great bargains are a regular occurrence at Clarendon’s new Whistle-Stop Trade Days & Farmers Market. Located on US 287 East, the Whistle-Stop Trade Days draws crowds to town each month. Owners Kimberly and Jordan Green provide a truly unique shopping and entertainment experience.

And when you’re ready to take a break from shopping, a cold beverage and live music are waiting for you in the treecovered beer garden at the back of the property or enjoy your beverage indoors at the Wet Whistle bar and grill. A bounce house and a variety of food trucks are also sure to keep you and your family happy for hours and hours.

On the first Saturday and Sunday of the month, the Whistle-Stop hosts more than 100 vendors selling everything from homemade jerky to goat milk soaps and lotions to clothes to furniture to junk. It’s a shopper’s dream come true!

You need to know... at Greenbelt Opened in 1968, the reservoir was constructed without state or federal funds and is the private property of the Greenbelt Municipal & Industrial Water Authority. Greenbelt Lake provides water for its member cities of Clarendon, Hedley, Childress, Quanah, and Crowell as well as for some customers of Red River Water Authority and other contracted customers. The Burton Library serves as a payment center for electric, cable and satellite services as well as several credit cards. Features include picnic tables, a covered pavilion, barbecue grills, swings, slides, climbers, and the handicapped accessible Lions Club Chance Mark Jones Memorial Playground. The City of Clarendon also provides a lighted walking trail from the park to the Central Business District and, in cooperation with the school district, baseball

and softball fields are adjacent to Prospect Park, and public tennis and basketball courts are on the school campus at Fifth and Allen Streets. Trash / Recycling Recycling Dumpsters are available to receive small quantities for public use 24/7 at First and Kearney Streets. Larger loads, general trash, and limbs and grass clippings can be taken to the Citizens Convenience Center at 400 W. Front Street (next to the grain elevator) during the hours of 11:30 a.m. to 5:30 p.m., Monday-Saturday. The city also offers temporary Dumpster and roll-off container services. Call City Hall for more info. Cost to Dump: Citizens of Clarendon may dump tree limbs and grass clippings free of charge. Most metals can also be dumped free of charge. Clarendon Country Club Overlooking Lake Greenbelt, the Clarendon Country Club offers one of the nicest 18-hole golf courses on the Rolling Plains. Just seven miles north of Clarendon on Hwy. 70, the club is located at 100 Porter Drive in Howardwick. The course is open every day except Tuesday, and scrambles and tournaments are scheduled year round. Green fees on week days are $14 ($13 for seniors). Weekend green fees are $16 ($15 for seniors). Golf carts are available for rent for nine holes at a rate of $11 for singles or $14 for doubles. Carts can also be rented for the 18-hole rates of $16 for singles or $20 for doubles. The CEDC has led revitalization efforts with renovations to the former Clarendon Steakhouse building and the rehabilitation of the 1946 Mulkey Theatre, which is expected to completed in 2018. Following the development of downtown streetscapes with Texas Tech University in 2017, the CEDC now offers 80 percent grants up to a maximum of $20,000 for improving historic storefronts in Clarendonâ&#x20AC;&#x2122;s Central Business District. elcome to Clarendon College! A small but great college in a small but great community. We are proud of our rich history and traditions as we look to our future with great anticipation. Our enrollment has been and continues to show a positive trend. This is due to the hard work and efforts of many people at the College. This is also the hard work of many of our colleagues at our service area ISDs and high schools to make dual credit more available to our students. It is a continuing goal of the College to increase offerings to our high schools and also look at career and technical education programs that will be meaningful not only to the student but to their local community. We are concluding our three-year College Plan, One College, One Vision this summer and will be developing our next plan to implement this fall. This new plan will guide the College through its next three to five years. We are very proud of Clarendon College’s graduation rate, which is still one of the best in the state of Texas. One of the greatest indicators of student success is the completion of an Associate’s Degree. The College has worked hard these past

years to find and remove barriers to student success and made resources available to increase their graduation rates. We are pleased to announce new programs starting this fall. We will be adding to our Agriculture Division with the addition of a Horse Judging Team. This program will fit nicely with our Championship Livestock and Meats Judging programs as well as our Rodeo and Ranch Horse Programs. We have also instituted an Honors College to offer our Dual Credit students a specific program that will tailor their unique needs to completing their degree with Clarendon and having greater access to transfer opportunities to our local universities: Texas Tech and West Texas A&M. Our other new program is a unique partnership with WTAMU to offer their students an opportunity to come to Clarendon College and re-focus their educational path. Some students struggle their first year at a university and this program will allow then to come to Clarendon College, focus their efforts, take advantage of our small classes and tutoring programs, graduate and return to WTAMU. We hope that Clarendon College is able to help you meet or exceed your educational goals. Thank you for your support.

Clarendon College launched its new commercial driver’s license (CDL) program in 2017. The eightweek program focuses on basic driving skills, handling equipment, basic maneuvers such as backing, docking, and handling; and safety measures. Students are taught to drive on various terrains, including city and country roads, and practice driving during both day and night. CC was recognized in fall 2016 as the Number 2 community college in Texas for the second year in a row in terms of student success by Schools.com. The ranking reflects statistics of graduating students with an Associate’s Degree faster than other schools and doing so without unnecessary credit hours. 42

Our goal at CCISD is to provide a quality education in a safe, supportive environment where our students are immersed in technology. We accept that not all lessons are taught in classrooms and look for teachable moments in all our endeavors. We want to recognize and reward our student servant leaders and inspire all of our students to do their best in whatever they do and in how they treat one another and our staff. Clarendon CISD has a strong tradition of success in all sports and the 201617 school year contributed to that. Each of our teams qualified for playoffs and our boys’ basketball team ended their season at the state tournament in San Antonio earning 2nd in class AA! We also had many individuals qualify for regional and state competitions. Additionally, CCISD has a well-earned reputation in academic contests as we routinely have district winners and large contingents of regional and state qualifiers in UIL contests and our elementary was the district champion last year. We encourage all

of our students to participate in extra-curricular activities from sports, band, and FFA to UIL and One Act Play and look forward to continued success in the 2017-18 school year.

We value our relationship with Clarendon College and offer up to 20 courses through them each year, 17 of which are Dual Credit courses. Last year we began using the PEAK scholarship to offer dualcredit courses at no charge to our students, which is a significant saving to their parents. We have had students graduate with up to 42 college hours, enough to put them in Sophomore level classes when they enroll at various post-secondary institutions throughout the state; our students are proof that they can “stay here, and go far”. We will begin our second year of offering a Dual Credit welding program where students can take up to 12 hours and earn the Occupational Skills Award. Also, we have partnered with Clarendon College to bring in a Spanish foreign language teacher for our students all the way from Barcelona, Spain. Clarendon CCISD strives to prepare our students for success beyond high school graduation. We believe that working with technology is key in this effort; therefore,

But it is the people that make the difference, from our students, parents, teachers, aides, and secretaries to our cafeteria workers, custodians and maintenance, bus drivers, principals, nurse, counselor, technology and special program specialists, and board.
