FCC GUIDELINES TO UNDERWRITING The Federal Communications Commission requires on-air identification of the person or organization furnishing the underwriting contribution. A division or subsidiary may be mentioned if it is the donor or underwriter and if the entity is a bonafide operating division. In making the on-air announcement, the FCC allows noncommercial stations to broadcast slogans that don’t promote, location and telephone information, and “value-neutral” descriptions of product lines or services. The FCC specifically prohibits the broadcast of information about prices or discounts, inducements to buy, or any call to action. On-air acknowledgments may not interrupt regularly scheduled programming. In complying with this FCC regulation, WCRX’s policy is to identify underwriters at the beginning and end of specific programs and/or at regular breaks in the broadcast schedule The FCC guidelines permit underwriting acknowledgements to include • Logograms or slogans which identify but do not promote • Information about the location of the underwriter • Value neutral description of a product line or service • Brand/trade names, and product or service listings. • No comparative/qualitative descriptions, price information, calls to action, or inducements to buy can be included in an announcement. Also, underwriting announcements must be kept fairly short, within the realm of 15-30 seconds.
WCRX COMMUNITY SERVICE INITIATIVES WCRX 88.1 FM, the college’s radio station, hosts an annual broadcast and food drive for the Greater Chicago Food Depository each December. Students broadcast the event live in front of the “Holly Jolly” trolley car and throughout the campus to increase awareness of the community’s hunger problem. Santa and Ms. Claus, area choirs and performers, face painters, local celebrities and city dignitaries, vocalists and musicians are all part of the broadcast to provide entertainment and attract donors from the college and business For the last 13 years, WCRX has collected more than 4,000 pounds of food and raised more than $40,000 for the Greater Chicago Food Depository. Our collective efforts have fed thousands of people during the holiday season. Every spring WCRX hosts “Committing to our Community”, a public service campaign designed to encourage our listening audience to serve their communities and engage in volunteerism. WCRX commits 10 or more hours of programming across many of its platforms as part of this public service campaign. Special programming includes student produced live and recorded public service announcements, and daily features that focus on local organizations and individuals that have strengthened communities and transformed The CRX Job Line has been providing an on-air listing of employment opportunities for the past decade. The Job Line runs three times each weekday at 11:30, 2:30 and 5:30 p.m.. This past year, WCRX provided documentarystyle features of select Chicago neighborhoods as part of our “Sweet Home Chicago”, series. Future plans include features that will highlight even more of the cities 77 vibrant neighborhoods.
SCHEDULE AND RATES During the academic year, underwriting announcements for each donor air at least three times daily in accordance with the FCC requirements. All announcements are recorded and air at normal breaks in the broadcast schedule at approximately: 17, 31 and 47 each hour, Monday through Saturday. Unless otherwise indicated in the “Underwriting Agreement,” announcements will be randomly scheduled throughout each broadcast day; however, donors may request specific times and/or program placement. The specific wording of each announcement will be indicated in the “Underwriting Agreement.” Additionally, WCRX will identify underwriters in any promotional material including the radio station’s various social media platforms. # of announcements
