Daughter of local Vietnam veteran visits Vietnam By DARLENE PRINCE

A two and 1⁄2 week trip to Vietnam last year finally satisfied Anna Zipfel Haller’s curiosity about Vietnam, where her father, Mike Zipfel, had served during the Vietnam War. “My dad has been talking about his service in Vietnam as long as I can remember,” Haller, of Defiance, said. “It really started in the fourth grade,” she noted.
After marrying Weston Haller in 2014, she talked her husband into, as she put it, “a once-in-a-lifetime honeymoon trip to Vietnam.” Not only did the couple travel to Vietnam, they went to many of the places her father had been stationed while serving in the U.S. Army as a medic. “I was stationed at Chu Lai on the coast,” Mike Zipfel, Defiance, said. “Chu Lai was a base camp located about 50 miles from the DMZ (demilitarized zone)
with North Vietnam. It was just a spot along side the road with a few huts for the villagers. “I was a Specialist E-5 combat medic in the 563rd Medical Clearing Company, 23rd Infantry, in the Americal Division,” Zipfel said. “I served for one year from July/August 1967 to August 1968. I wanted to go into the Army. I was in college for two years and dropped out. I decided to push my name in the draft. It took about two weeks
and I was notified I had been drafted. “I originally wanted to go back to Vietnam one day, but I changed my mind as I got older,” he said. When Zipfel first heard about the couple’s plans to travel to Vietnam for their
honeymoon, he said, “I thought they were crazy.” Zipfel’s wife, Rita, was more supportive. She and Mike were married when he served in Vietnam and she was pregnant with their • Zipfel, Page 3

first child while he served overseas. “I was glad she was going to see where Mike was stationed during the war,” Rita said. After he thought about it for a while and realized she was serious, Zipfel thought, “Why not?” Before the Hallers left on their trip, the family talked to a man who works in Defiance — Thanh Dorsey — who came here from Vietnam and is friends with Haller’s older sister, Elizabeth Anders, who was born while her father was in Vietnam. (The Zipfels also have a son, Matthew.) The Hallers took an extensive trip while in Vietnam, going to Saigon, Da Lat, Nha Trang, Da Nang, Hue, Hoi An, Chu Lai, Hanoi and Halong Bay. “We went to Chu Lai and talked to some of the people there through an interpreter,” Haller said. “We had to hire a special guide while we were in Chu Lai.” She said there was an older woman in Chu Lai who looked at pictures of her father while he was in the service, but she doesn’t think the woman recognized him. “She looked at pictures of my father and said that she didn’t remember him because Americans all
looked alike!” “The people in Vietnam were very nice to us whether we were in the south or in the north,” she said. “The guide told us the people did not have any ill feelings toward the Americans about the war. Once the war was over, it was over for them.” “The guide told us that for a long time — especially after the war — the situation in Vietnam was really bad,” Haller said. “He said it began getting better in the mid 1990s. Vietnam is still one of the most controlled Communist countries. Three or four years ago, you needed a permit from the government to visit. But now, they want people to come.” On their travels in the country, they drove near a present-day military base and when Haller asked the guide if he could stop so she could get out and take a picture, he warned her against doing it. She took her pictures from inside the van in which they were riding. While in Vietnam, Haller found the place where a picture was taken by her father of a bridge that had been partially demolished during fighting. She had a picture taken of herself standing in the same spot with a bridge in the background. However,

this bridge was a new one, built to replace the brokendown bridge. “When we were in Saigon, we visited the War Remnants Museum,” she said. “It had items from the war including — or so the sign said — the uniform of Sen. John McCain when he was captured and held prisoner. “We also saw the Cu Chi tunnels near Saigon, where
the Viet Cong would hide during the war,” she said. “The tunnels are so small because the Viet Cong were small people. So the tourists could get into the tunnels and see them, the government widened them. Weston is 6 feet, 2 inches tall and he had to struggle to get through the tunnels.” The Hallers also saw the preserved body of Ho Chi Minh, the leader of Communist North Vietnam, in Saigon, which

is called Ho Chi Minh City in his honor. Haller said, “They embalm Ho Chi Minh every year and he is very well guarded. You cannot take any pictures of him. We also went to the prison — Hoa Lo Prison, also called the Hanoi Hilton — where (Senator) John McCain was held as a POW during the war.” Zipfel said he might like to go back and see some of the people he knew while he was stationed there. “I liked the Vietnamese people,” he said. “I treated a lot of the kids in the villages.” He said he worked out of a medical field unit — like a MASH unit. There was a hospital at Chu Lai, too. “Sometimes they sent us to treat kids and villagers who had been shot,” he said. “The villagers were wary of being treated by Americans since some of them did not understand what we were doing. We would go into the villages during the day and the Viet Cong would come in at night. The villagers had to be careful.” Rita noted, “It would be weeks before I would get a letter from him. There were no phone calls back then like there are now.”
Zipfel did not take any leave while he was in Vietnam, and said, “Once I left Vietnam, I was not coming back.” “Weston and I really liked Vietnam,” Haller said. “It is a beautiful country and the people are nice. Traveling there gave Weston the travel bug. I could go out by myself and feel safe. But, the food is not that good. We had a lot
of rice and fresh fruit. We even ate fried crickets and roasting ears (corn). I had been sick and when I ate that roasting ear, it tasted so good. “I went there mainly because of my father,” she said. “We saw the places he had been and we saw the tourist places too. The Chu Lai guide said my father needs to come back and visit the country.”

Despite the generous benefits of the latest GI Bill, military veterans attending college are taking out substantial student loans, raising concerns among veterans’ organizations that they are unnecessarily diving into debt. For most veterans, the GI Bill covers four academic years of tuition at public colleges and universities, and has programs to cover the vast majority of expenses at many private institutions. Veterans also receive a monthly living allowance — averaging about $1,300, depending on where they live — to help cover expenses while they attend school. But data compiled for the Los Angeles Times by the Department of Education show that in one academic year — 2012, the latest available — 26 percent of undergraduates receiving veterans education benefits also took out federal or private education loans. The average loan was $7,400 — slightly more than for students who had never served in the military. The figure suggests that beneficiaries could easily accrue more than $25,000 in debt to graduate with a four-year degree. Veterans groups and lawmakers are concerned about borrowing by GI Bill users, who ideally should be able to graduate debt-free. “It’s a big issue,” said Walter Ochinko, policy director for the nonprofit organization Veterans Education Success. “We hear from a lot of veterans who have debt.” The latest GI Bill is the most generous veteran education benefit since World War II. It took effect in 2009 and is available to veterans who served after the Sept. 11, 2001, terrorist attacks. More than 1.4 million veterans and their family
members — veterans can transfer their benefits to their children and spouses — have used the bill, at a total cost of more than $42 billion. Experts say one reason veterans take out student loans is because they can. Federal law prohibits colleges and the government from considering GI Bill benefits when determining financial aid. That allows veterans to take out lowinterest education loans to use as they see fit. Will Hubbard, a spokesman for Student Veterans
of America, said veterans often have many more responsibilities than their college classmates, so it may make sense to take out the loans. “They’re not your typical 18- to 20-year-old students who just got out of high school,” he said. “In many cases, they have families with children.” Some also use the money to pay off other debts or educational expenses not covered under the GI Bill. Veterans with less than three years of active duty receive reduced benefits.
How deeply do veterans go into debt? The problem is difficult to assess because federal financial aid forms don’t ask for veteran status. At the Times’ request, the Department of Education compiled data from its latest National Postsecondary Student Aid Study, which is conducted every three to four years with a representative sample of students — about 95,000 undergraduates in 2012, including 3,500 or so veterans. Beneficiaries at for-profit schools — which take a disproportionate share of GI
Bill funding and have been under fire for their high costs and low job-placement rates — are more likely than those at other institutions to take out loans, the data show. Among veterans with benefits at two-year-schools, 31 percent at for-profits took out loans in the academic year ending in 2012, compared with 13 percent at public schools. At four-year schools, the rates were 37 percent at for-profits, 33 percent at public schools and 28 percent at private nonprofits.
