New center offers broad range of services By Wendell Hutson The ongoing violence, lack of recreational facilities and need for more social services prompted a West Side organization to develop a plan to build a multi-faceted facility on 70-acres at Independence Boulevard and Fillmore Street. Construction on the site, which will include athletic fields, basketball courts and social services, is expected to begin next month, according to Tom Vanden Berk, chief executive officer for UCAN, a 143year-old non-profit organization spearheading the project. Completion is slated for October 2014. “We are excited and have high hopes for this ambitious public-private project and the professional expertise that this team of minority- and women-owned businesses will bring to the table,” added Vanden Berk. “A project of this magnitude requires the input, support and active participation of a number of committed people, organizations, donors and government agencies, including the City of Chicago and the State of Illinois.” UCAN’s new campus is slated to become home to the social service agency’s new

Chicago Institute for Transforming Youth initiative (CITY), which is UCAN’s latest solution to the violence crisis plaguing so many Black communities. CITY seeks to address this crisis through a unique approach that coordinates programs and ser-

vices across providers, utilizing data integration and common evaluation methodology, according to Vanden Berk. The campus is designed to advance the healing of youth who have suffered trauma, violence and loss.

The project comprises a 54,500 squarefoot therapeutic youth home and a 31,200 square-foot program center, which will double as the organization’s new seven-acre (Continued on page 3)

Coyden Palmer Last weekend’s highly-publicized incident downtown in which several Black teens were arrested after they began harassing people on Michigan Avenue was part of a coordinated plan that has been occurring frequently in the Chicago area over the last few months. That according to a confidential Chicago Police Department source that tells the Crusader these events are nothing more than a 2013 version of what was known back in the 80’s as “wilding.” The source also warned that further incidents like the ones that occurred last weekend on the Magnificent Mile and at Ford City Shopping Mall in February, could continue unless the public helps the police.

“Wilding” is a slang term that refers to the practice of marauding in bands to terrorize and bully strangers. The behavior generally includes assault, robbery, and vandalism and is part of a mob or pack mentality, according to psychiatrist Dr. Carl Bell. Mental health experts say “wilding” is a way for people who normally would be reluctant to such actions to do so with the perceived protection of the group. Chicago Police arrested and charged 17 people with reckless conduct in one “wilding” incident on the Magnificent Mile. On the same day, a different group of 11 Black teenage females were arrested for attacking two woman on board a downtown Red Line train. The Crusader has learned that police in suburban Chicago Ridge averted a potential flash mob attack in March

when they got tips that groups of Chicago teens were planning on descending on the mall to wreak havoc. Instead of causing a disruption, they were met by bands of heavily armed police. “By working with other law enforcement agencies we were able to avert the potential problem,” said Chicago Ridge Police Chief Robert Pyzmarski earlier this week via telephone. “Our goal was to send a message that kind of behavior will not be tolerated.” Pyzmarski said his officers observed buses of teens coming towards the mall in March but the group turned around when they saw the amount of officers on the scene. The confidential source said teens today are using social media outlets like Twitter, (Continued on page 2)

New retail development finally gets off the ground By Wendell Hutson Seven years after a longtime liquor store that occupied the corner of 47th Street and Cottage Grove Avenue was demolished, construction officially began this week on a new retail development community groups hope will revive the area. “I’m glad to see this day is here. So much was put into getting this project here and much more was put into getting it started,” said Bernita Johnson-Gabriel, executive director of the Quad Communities Development Corp., a nonprofit organization headquartered across the street from the project and spearheaded the project initially. “Bronzeville is special community and should be treated as such. It is a community filled with a lot of history and one destined to be a future tourist attraction.” Harold Lucas, president and chief executive officer for the Black Metropolis Convention & Tourism Council in Bronzeville, agreed.

“Bronzeville is the most culturally and interesting Black community in the city. It once hailed as a retail mecca for the South Side when the Regal Theater was here and now it is time for the rebirth of Bronzeville,” Lucas told the Crusader. “Development of any kind but particularly those that involve retail and housing is good for the community.” The development is located in Alderman Will Burns’ Fourth Ward (4th) ward. “For those of us in Bronzeville, the Shops and Lofts at 47 are of immense importance. With this development comes access to fresh food, opportunities for employment and the first new mixed apartment and retail development on Cottage Grove in decades,” he said. “Equally important, it signals an important success for those who have toiled for decades to recreate Bronzeville as the great commercial and cultural hub of Chicago’s South Side that it was—and can be again.”

A GROUNDBREAKING CEREMONY took place Tuesday, April 2 at the corner of 47th Street and Cottage Grove Avenue for a new retail development.

UPON COMPLETION BRONZEVILLE will add a new retail development to its local economy located at the corner of 47th Street and Cottage Grove Avenue. Walmart will anchor the retail portion of the development.

Upon its completion Alderman Pat Dowell, whose Third Ward includes Bronzeville, said the $45.6 million “Shops and Lofts” project, which is part of three-acre development that includes new homes and retail stores, would boast a new fivestory, 72-unit apartment build- ing with 55,000 square feet of retail space; two new six-flats; a new nine-flat; and a rehabilitated threeflat. “This corner will be model used throughout Bronzeville,” Dowell said. “We want all corridors to be occupied with developments like this one.” A Wal Mart Neighborhood Market will occupy most of the retail space, which is being developed by Skilken and TROY Enterprises. nent, comprised of 44 affordable, 28 public housing and 24 marketrate apartments. City officials estimate that the development would create 100 permanent jobs and 144 temporary jobs. The city will invest nearly $13 million in tax increment financing assistance toward to development. Additionally, the Chicago Housing Authority will kick in a $7.8 million loan. Bronzeville is one of seven neighborhoods identified last month by City Hall as part of its “Chicago Neighborhoods Now” plan where it would coordinate public and pri-

vate investments for new development. “Neighborhoods are the fabric of Chicago. Communities need anchors, and these ‘Shops and Lofts’ will create an important foundation for more jobs, more housing, and more goods and services along 47th Street and beyond,” Mayor Rahm Emanuel said at the groundbreaking ceremony for the project. “I will continue to work with community and private partners in Bronzeville and throughout the city’s neighborhoods as we are all invested together in these projects that will allow a better quality of life for Chicagoans and their families.”

Pell grants still available Many college and collegebound students who would have been eligible for the state’s Monetary Award Program (MAP), may be eligible to qualify for the $1.1 billion in federal Pell grants. According to Eric Zarnikow, Illinois Student Assistance executive director, “ students should be aware that even with projected funding for the state’s Monetary Award Program exhausted, those who are MAP-eligible will likely also qualify for a Pell Grant, which can provide up to $5,645 annually when attending an eligible institution full time.” “While not every student eligible for a grant claims one, last year Illinois students received more than $1.3 billion in Pell Grants. When combined, MAP plus Pell Grant accounted for nearly $1.7 billion in non-loan financial assistance,” Zarnikow added. For a community college student in Illinois, the maximum

to include other teens and most of the time they do not know each other. The source said CPS works with all schools and is encouraging teachers and other staff members to refer tips to police immediately. However the source said law enforcement’s most valuable tool are good students. “There are good kids in all of these schools and they hear about this stuff way before it happens,” the source said. “We have to create ways for them to reach out to police without their lives being put in danger. We recommend when they hear something like this that they tell a teacher, parent or other responsible adult and have them contact police.” The source would not say how many other potential “flash mob” incidents had been averted by police, but said it is something the de-

partment is “constantly monitoring.” Police Superintendent Garry McCarthy on April 1 praised his department’s handling of the incident on Mag Mile. He said police were on the scene when the incidents began. All of those arrested were charged with misdemeanors. “The strategy downtown is highprofile visibility and enforcement where appropriate,” said McCarthy, during a press conference on the South Side Monday. “We were on top of it, and we dispersed it immediately. And I also want to be clear that there were no assaults, robberies or property damage that was reported. These were two groups of people who were fighting. The officers were there. They dispersed it immediately. We took appropriate action and made arrests.”

Pell Grant covers 100 percent of tuition and fees with some money remaining to help pay for books and other expenses. Another point Zarnikow emphasized was “It’s important that students not end their search for non-loan assistance once MAP awards are suspended. But as with almost all financial assistance, the important first step is for the student to file the Free Application for Federal Student Aid (FAFSA).” Grant amount are determined by several factors including, the student’s expected family contribution to pay for college; the cost of attending the institution; the student’s full time or part time enrollment status; and whether the student attends for a full academic year or less. And the therapeutic youth home set to be built will include 70 bedrooms for youth ages 6-18, and will also include a gymnasium, institutional kitchen, administrative and support spaces. Additionally, there will be a maintenance garage, playing fields, and landscaping. Consistent with its history of serving a predominately minority youth clientele and employing a diverse workforce, the social service organization selected a talented team of minority- and women-owned businesses to design and build the agency’s planned $32.9 million campus, said Judith Rice, chairman of UCAN’s board of directors. “Our proposal to build the CITY campus in North Lawndale at the long-vacant site of the former Sears Roebuck headquarters gives us an opportunity to employ a talented team of minority and women-owned businesses,” she said. “Our agency-wide commitment to diversity and inclusion extends to the CITY campus project. From the beginning, we were committed to maximizing minority- and womenbusiness enterprise participation for construction, throughout the

pre-development phase and continuing through the closeout of the project.” After what Rice described as a rigorous and transparent bidding process, UCAN chose Ujamaa Construction Inc. and Gilbane Building Company as general contractors. And leading the team to design the new CITY campus is Johnson & Lee Ltd., a Black-owned architect and planning firm that will be assisted by Moody Nolan, another Black-owned architecture firm. Frank Clark, chair of the CITY campaign, is charged with raising funds for the project. “Our campaign has been committed to securing funds for this ambitious and achievable project. We have been encouraged by the diversity of individuals, businesses, elected officials, non-profits and others who have joined us in our mission to develop systematic programs and services that support the community,” explained Clark. “We still are in need of more supporters and are committed to building relationships.” Local support for UCAN’s efforts is widespread. John D. Nichols, chair of the Foundation for Homan Square, is among the supporters. “As a supporter of UCAN, we look forward to the CITY project and what we expect to be its positive impact on the North Lawndale community in terms of in-

Earth Day is time for neighborhoods to become clean and green The Chicago Department of Streets and Sanitation invites residents and community groups to volunteer to help revitalize their neighborhoods by participating in the 2013 Clean and Green citywide beautification effort on Saturday, April 20. “The Clean and Green event is a great opportunity for residents to come together to observe Earth Day while pitching in to take care of their neighborhood,” said Charles L. Anyone interested in participating in the program is encouraged to register by April 12. In 2012, approximately 375 community groups participated in the Clean and Green program. EDITORIAL IS PEACE UNSEXY? All around the world there is evidence of man’s inhumanity to man. Wars abound, and it makes no difference what the color or creed of the perpetrators or victims are. They are fighting in the Congo, and Black people are killing each other and are the victims; North Korea is doing some very nasty and frightening saber-rattling, threatening nuclear war toward the United States and South Korea. Of course, if this type of war does ensue, it would have an impact on the entire world. Historians looking back on this time in history might, indeed, call this the age of world wars. Admittedly, this is not something new, since history does record constant warfare between varying and sundry people all the way back to the edge of time. Recently, cable television’s History Channel featured a powerful mini-series entitled The Bible. Some of the most popular stories connected with the history of Christianity were highlighted, (not in this order) including the Samson and Delilah saga; Daniel in the Lion’s Den; The birth of Jesus and the Slaughter of the Innocents; the beheading of John the Baptist, the siege of Jerusalem along with the building and ultimate destruction of the temple; King David and his escapade with Bathsheba wherein he had her husband killed because he lusted after her, and the persecution and crucifixion of Jesus Christ, among other extremely violent segments. The history of Christianity, like many other religions, is replete with violence. Closer to home, children are killing each other in the streets, and ethnic factions all over the globe are at odds with each other. Because of the increases in American violence, President Barack Obama is calling for gun control, but he is being strongly opposed by powerful special interest groups. If gun control does become a reality in the near future, it may end up being a toothless tiger if opponents have their way. The bottom line is this: human beings do not seem to have the capacity for peace. We seem to be a warmongering breed who finds peace to be unsexy and uninteresting. This can readily be seen in popular culture, wherein some of the most exciting entertainment fare is heavily laden with constant conflict. Movies are notorious in this regard; there is always a struggle between antagonists; on the one side there are the “bad” guys, and on the other the “good” guys. And who is deemed bad or good mostly depends upon perspective. For example, once upon a time, cowboy and Indian movies were the rage, and the Indians were the “bad” guys at that time. Today, enlightened people have a different viewpoint with the hindsight of understanding that the Indians were fighting for land that was rightfully theirs. Perhaps, sometime in the future, settlers on the East Bank in Jerusalem might come to the same realization, i.e., that the Palestinians they are oppressing have a right to their land. In a nutshell, strife seems to be what makes the world go ‘round. It is ubiquitous, we cannot seem to escape it. But is there a message behind this madness? According to those who claim to know, everything has a purpose, and sometimes that purpose is not readily evident. What can we learn, therefore, from our penchant for violence? The answer could be that we can learn the powerful value of peaceful coexistence. Wars tend to destroy, but there is also a rebuilding that occurs much in the same way that raging forest fires make way for new growth. The violence that besets us as we painfully emerge from the womb is necessary in order for us to become independent entities making our own way in the world. Yes, peace, at our current stage of evolution, does seem to be unsexy, but the mayhem that a violent world can leave in its wake can ultimately show us the folly of our current violent ways. A luta continua.

Now that the Chicago Teachers Union has held its big demonstration and made it clear how adamantly opposed to the planned school closings they are, the big question is what is next? What is next for the union and what is next for the Chicago Public Schools – not just those being closed but the entire CPS universe? Personally, if the number of 54 proposed school closings drops, it would be shocking. Mayor Rahm Emanuel, first by taking a ski trip with his family to Utah when the list of schools to be closed were announced; and secondly, by failing to appear at a later news conference concerning the closing has shown he doesn’t really care what CTU or CPS parents think. I am positive that the numbers the city and CPS have crunched make no accommodations for changes from the 54 schools slated for closure. And I have to wonder if we can trust anything the mayor tells us about this situation. After the demonstration, the Chicago Police Department News Affairs office said there were 500900 demonstrators. Give me a break! No doubt the mayor instructed the police superintendent to release “depressed” numbers regarding the actual total of demonstrators. How else do you

explain CTU and some media outlets put the total at at least 3,000 people? If CPS holds fast and does not alter the number of closings, what is CTU supposed to do? Will this protest and the other action the union is promising will be in vain? Should CTU have taken a different strategy? It seems like the city and the school district have the upper hand here. Even though local and state legislators are siding with the CTU, I doubt if they will have the clout to bring about a reversal. Some are predicting the union’s anger and the strong participation by parents and other labor groups will make Emanuel a one-term mayor. Be serious! Emanuel amassed so much money in political campaign contributions–approximately $15 million–that even if he didn’t raise a dime for his reelection bid, he would have more than his opponents can collect – about $4 million. Emanuel and many elected officials operate under the premise of make your mistakes early in your term so by election time that mistake, or mis-step will seem less ominous. It is very smart, especially given that every Black ward in the city voted overwhelmingly for Emanuel. There is no way this CTU dispute will cost him his job in two years. It looks like CTU needs to meet with Emanuel (if he will meet with them), and CPS and find some mutually acceptable agreement because what is out there now will not work. Clyde Brown

Street Gangs – Chicago Style By Harry C. Alford NNPA Columnist As I have been looking at the phenomenon of street gangs in urban areas of our nation, there is none quite as unique as Chicago. The “Windy City” has a myriad of large size gangs. The structure is “tight” and there are so many large gangs that they have two distinct alliances. The Folk Nation and the People Nation are two rival alliances. Amongst the Folk Nation are the Black Disciples, Gangster Disciples, Imperial Gangsters, Insane Deuces, La Raza, Latin Disciples, Latin Dragons, Latin Eagles, Orchestra Albany, Party People, Spanish Cobras, Satan Disciples and Two Six. The People Nation includes the Black P-Stones, Conservative Vice Lords, Four Corner Hustlers, Gaylords, Latin Brothers, Latin Counts, Latin Kings, Latin Pachucos, Mafia Insane Vice Lords, Travelling Vice Lords and the Undertaker Vice Lords. The Black Gangsters, Black Souls, Lynchmen Sercaun Gangsters and Molotov Mafia are large gangs with no alliance. The above gangs are just the larger ones. It is mind boggling how this city is structured in the gangster gang life (criminality). Most have claims to certain neighborhoods. In

Harry C. Alford North Chicago the Insane Deuces run the North Center area while the Black P-Stones are prevalent in the Rogers Park area. In South Chicago we have the Conservative Vice Lords at Grand Crossing while the proper Southside has the Black PStones and Latin Dragons. The Black P-Stones also rule South Shore and Woodlawn. Far South Chicago has the Black P-Stones in just about every neighborhood. Also roaming Far South are Gangster Disciples, Black Disciples, Molotov Mafia, Latin Counts and Lynchmen Secaun Gangsters.

Now let’s go to the Westside where there are Four Corner Hustlers, Mafia Insane Vice Lords, Travelling Vice Lords, Black Souls, Conservative Vice Lords, Latin Kings, Satan Disciples, Black Gangsters, Latin Kings and Two Six. Northwest has the Gaylords, Latin Brothers, Latin Pachucos, Imperial Gangsters and Orchestra Albany. Finally, there is Southwest with La Raza, Black P-Stones, Black Disciples, Latin Kings and Conservative Vice Lords. One of the oldest gangs in Chicago is the Gaylords, AKA Almighty Gaylords. They are a white group that started in the early 1950’s. They have five divisions structured by age. During the 1960’s they grew in impressive numbers with “sets” all over Chicago. Their name comes from the Normandy, France people (descendants of Vikings) who were called “Gaillards.” Perhaps the most notorious gang is the Almighty Black P. Stone Nation, commonly known as Black P. Stone. It was originally called the Blackstone Rangers. The founders, Jeff Fort and Eugene Hairston started the group while they were being detained in a juvenile facility. Youth was their focus until the 1960’s when they evolved into a very violent and feared entity. They re-

named themselves the Black P. Stone Nation and became efficient in drug trafficking. This gang could be very sly. They convinced the Nixon Administration (1972) to award them a grant from the US Department of Commerce for $927,000. President Nixon touted it as his implementation of capitalism into our blighted urban areas. When it was found out that the gang bought weapons and ammunition with much of the money, Jeff Fort went off to prison. Eugene Hairston was already sent up on drug charges. Fort ran the operations of the gang from prison. He got out in the early 1980’s. His ambition remained. He was later arrested after meeting with representatives of Libyan dictator Muammar al-Gaddafi to discuss plans for domestic terrorism. He was then sentenced to 80 years. Shortly after that he caught another rap for ordering a hit on a rival gang member which added 75 more years to his incarceration. He still has influence over this gang. One of the largest Black street gangs in Chicago is the Gangster Disciples. It started as a merger in the 1960’s between David Barksdale of the Black Disciples and Larry Hoover of the Supreme Gangsters. Their colors are black and

blue. It is common for members to wear athletic gear representing the Georgetown Hoyas or Duke Blue Devils. They have 30,000 members in Chicago proper and another 20,000 elsewhere in the nation. The second largest gang in Chicago is the Almighty Vice Lord Nation, AKA Conservative Vice Lords. They have over 35,000 members and are one of the founding members of the People Nation Alliance. Their growth came from consolidating small gangs around the city. They could be cunning also. In 1970, they applied for a $275,000 grant from the Rockefeller Foundation. The grant was approved! It took ten years for the foundation to figure it out and seek prosecution for the sham. Unlike most gangs who concentrate on drug trafficking, robbery, extortion, etc. this gang has expanded into mortgage fraud, credit card fraud, and money laundering. This is a “taste” of Chicago gang life. Next week I will reflect on my study of urban gang life and come up with some potential solutions. Supreme Court Determined to Kill Affirmative Action By George E. Curry NNPA Columnist A decade after carefully ruling in two University of Michigan cases – striking down the undergraduate admissions procedures and upholding those implemented by the law school – the U.S. Supreme Court seems on course to strike down even the mildest form of affirmative action admissions in higher education. After oral arguments in a case brought by a white student who was denied admission to the University of Texas at Austin, the justices are expected to hand down a ruling in late June or early July. Rather than await the outcome of that case, last week the court accepted another challenge to affirmative action in Michigan, which will not be argued until the October term. The fact that the court accepted the Texas and Michigan cases, after higher education officials thought the matter was settled law, is a clear indication that the conservative-leaning court plans to eviscerate race- and genderconscious college admissions programs, no matter how conservative or narrowly drawn. ings favorable to affirmative action in the two cases stand. Fisher v. University of Texas at Austin, the case the court is expected to rule on in late June, was brought by Abigail Fisher, a 22year-old white woman who was rejected for admission in the fall of 2008. Under the University of Texas admissions program, the top 10 percent of each high school graduating class was guaranteed admission to the state’s flagship university. When Fisher applied, 90 percent of the students were selected that way. The other 10 percent of applicants were admitted based on a variety of factors, including extracurricular activities, awards and honors, work experience, socioeconomic status, standardized test scores and race. Of all of those factors, Fisher decided to challenge admissions because the university considered race as one of many factors. “Race is only one modest factor among many others weighed; it is considered only in an individualized and contextual way… and admissions officers do not know an applicant’s race when they decide [who] to admit in UT’s process,” the university argued in its brief. University of Texas officials said if the modest affirmative action program had not been in place, Fisher

George E. Curry still would not have qualified for admission. The district and appeals courts agreed, ruling against Fisher. But the Supreme Court decided to accept the case anyway. Even more surprising was the court’s decision to accept another Michigan case, Schulette v. Coalition to Defend Affirmative Action, while Fisher is still pending. After the Supreme Court upheld affirmative action in the University of Michigan law school case, 58 percent of voters adopted Proposal 2 in 2006, which prohibited discrimination or preferential treatment in public education, government contracting and public

employment based on race, ethnicity or gender. It was modeled after a ballot measure passed by California voters in 1996. Supporters of affirmative action in Michigan, lodged a legal challenge to Proposal 2, paving the path for the U.S. 6th Circuit Court of Appeals in Cincinnati to rule 8-7 that ballot initiative, which amended the state constitution, violated the federal Constitution’s Equal Protection Clause. According to the NAACP Legal Defense and Educational Fund, the percentage of Black students enrolled at the University of Michigan had dropped from 6.7 percent in 2006 to 4.5 percent in 2010 as a result of Proposal 2. The permissible use of affirmative action was thought to be decided for good in 2003. In Gratz v. Bollinger, the court ruled that the University of Michigan’s undergraduate admissions program violated the Equal Protection Clause of the 14th Amendment when it assigned 20 points to minority applicants. But in Grutter v. Bollinger, the court ruled that when narrowly tailored, race can be lawfully used in combination with other factors as part of the University of Michigan Law School admissions process. Day O’Connor cited benefits of “obtaining the educational benefits that flow from a diverse student body.” O’Connor, who has since retired from the court, said she did not envision affirmative action in place forever. In fact, she suggested 25 years, without giving a reason why it would not be needed beyond that point. Now, just 10 years later – and despite this nation’s horrible history on race – the conservative majority on the court seem unwilling to leave affirmative action in place for another 15 years. As Justice Stephen G. Breyer, a supporter of affirmative action, said last October: “Grutter said it would be good law for at least 25 years, and I know that time flies, but I think only nine of those years have passed.” George E. On April 6, 1982, the worldwide Black Liberation Movement lost one of its most important freedom fighters. Dr. Bobby E. Wright died on this day at Rush Presbyterian Hospital after a long illness at the age of forty-eight. During the mid 1960s, Dr. Wright worked as a truant officer in the Chicago Public School system. Most of the Black teachers in the Chicago public schools, prior to 1970, were hired in the category called FTBS (Full Time Basil Substitute). Very few Black teachers were hired on a regularly certified basis due to the racism in the hiring practices of the Chicago Board of Education. Dr. Wright organized and led a group called the Black Teachers Caucus which challenged this racist policy. They mobilized thousands of Black teachers to take a stand against the board’s racist hiring and promotional policies. Eventually, the Chicago Board of Education was forced to change their hiring policies because of the movement led by Dr. Wright and the Black Teachers Caucus.

Dr. Wright was a fearless champion of the causes of Black people worldwide. He was a genuine uncompromising freedom fighter who took up the most unpopular issues which affected Black people. As a trained clinical psychologist, receiving a Ph.D. from the University of Chicago in 1972, he went on to become the executive director of the Garfield Park Comprehensive Mental Health Center on Chicago’s West Side. This is the largest Black mental health facility of its kind in the nation and has now been renamed the Bobby E. Wright Comprehensive Community Mental Health Center Incorporated. Dr. Wright always used his skills and expertise to help Black people. He was a tireless worker in the cause of Black liberation and independence. Dr. Wright was a scholar, teacher, lecturer, organizer, writer, and computer expert, always giving and sharing with his community. Perhaps the most important of Dr. Wright’s written works is his article, “The Psychopathic Racial Personality,” written in the fall issue of the Black

Books Bulletin in 1974. Among his many professional, civic associations, movements, activities and memberships were the Association of Black Psychologists, National Alliance of Black School Educators, Communiversity, National Black United Front (NBUF), Temple of the African Community of Chicago (TACC) and the Political Action Conference of Illinois. Dr. Wright also served on the Science and Technology commission of the Sixth Pan African Conference in Tanzania in 1974. The spirit and memory of Dr. Bobby E. Wright lives on. Although he did not physically participate in the successful election of Chicago’s first Black mayor, he helped lay the foundation for this historic event through his many political activities. If Bobby were here today, he would be helping us in rebuilding unity in the Black Movement to address the major challenges facing African people in this country and worldwide. He would be urging all the streams of our movement to unite.

And here in Chicago, he would be encouraging the Black community to come together to resist the imposition of outside forces of people who are making decisions about school closings and don’t have children in inner city schools. The onslaught of school closings will have a devastating impact on the Black community in Chicago. On a special note, Bobby would be raising questions of the numerous schools we fought to be named in honor of Black heroes that are on the school closing list. Bobby Wright, if he were here, would be urging us to revive and re-energize our movement. MEDICAL ATTITUDES MAINTAIN HEALTH DISPARITIES Anna Brown, a St. Louis-based homeless woman needed treatment for a sprained ankle. She went to three emergency rooms seeking such treatment. In the third hospital, St. Mary’s Health Center, Ms. Brown was emphatic about needing care. Instead she was arrested for trespassing, and died in a jail cell! Was she illtreated because she was homeless? Black? Broke? It really doesn’t matter; the fact is that the hospital that failed to treat her may have contributed to hear death. Too many African American people are treated in emergency rooms, as criminals, not people in need of health services. After learning of the Anna Brown case, a sisterfriend shared that she had such an extreme anxiety attack that her 10-year-old son called 911. When she got to the emergency room (with health insurance, thank you), she was queried about her use of drugs and alcohol, not her health condition. It was only after her blood was tested that she was treated, so she spent four agonizing hours on a hospital bed with raspy breath, a frightened son, and no medical care. They aren’t the only ones.

African American and Latino men, with broken bones, are less likely to get pain medication than others. Even children of color are less likely to receive painkillers than white children, because some physicians think they are faking the level of their pain. When we look at health disparities and wonder why African Americans are more likely to have diabetes, high blood pressure, kidney failures, breast cancer, AIDS and then some, one might point to the many ways that doctors, especially those in emer-

gency rooms, signal that Black pain is not worth treating. The result is that someone who is really hurting chooses to forego medical care instead of dealing with medical condescension and arrogance. To be sure, and to our society’s shame, emergency rooms often become the health providers of last resort. Those without a regular physician are stuck going to an emergency room when all else fails. A cold becomes the flu, becomes pneumonia and only when a patient is struggling for breath does she seek treatment in an emergency room. I can understand a doctor’s frustration because the patient did not deal with her challenges earlier. But emergency room doctors, well paid, need to do their work without judgmental attitudes getting in their way. Anna Brown deserved to be treated as a human being. She deserved to be treated as someone who was struggling with pain. Instead, she was treated as a criminal because she insisted on care. Thus, she was accused of trespassing, instead of being treated as someone who was hurting. While many would describe our society as post-racial, that is a specious and inaccurate description

of the world in which we live. Racism muddies the water that we all swim in, and physicians are not exempt. Those who swim in muddy water reflect the muddy attitudes that are prevalent in our society. Many doctors consider themselves “culturally sensitive” but they have come to conclusions about poor folks, Black folks, and others that they treat. It is easier to write off a woman like Anna Brown than it is to find out what is really wrong with her. The Hippocratic oath that physicians swear to says “first, do no harm.” From the facts that have been published about Anna Brown though, this homeless 29-year-old mother of two children was harmed by a medical indifference that landed her in a jail cell instead of

a hospital bed. The tragedy is that Anna Brown is not the only one who has been treated this way. We have health disparities because people are treated differently in our health care system. We cannot talk about closing gaps without talking about the ways that medical attitudes shape the medical experience for those who are so underserved that they come to emergency rooms for help. While the jury is out on the ways that Obamacare will reform our health care system, the intent of health care reform is to eliminate tragedies like Anna Brown’s. Won’t be long now when the big takeover takes place in Bronzeville!! Almost weekly there’s a groundbreaking and land is being cleared for new cultural centers and housing developments in the area also known as the “Gap.” Who knows, that Ida B. Wells project was the big centerpiece from 37th to 39th and King Drive to Cottage Grove until a year or so ago. Just a few more eyesores to go like Wendell Phillips High School and such, and of course, it will only take one wrecking ball to level some of the dilapidated churches that are historic to US. But it won’t matter when US ain’t in Bronzeville and as a matter of fact it probably won’t be named Bronzeville either. All Ima knows is that it sure is being prettified for its new occupants. Won’t be long . . . mark my words!!!

Remember the Savoy magazine she was going to revive? She has duped some of the biggest and brightest. With the start of spring and an increase in temperatures, the end of the winter moratorium on service disconnections for residential customers has arrived. To help customers in financial hardship who may be facing disconnection, ComEd recently announced it has dedicated $10 million in assistance funds for the second consecutive year. These dollars are part of a fiveyear, $50 million commitment to help ComEd customers struggling to pay their utility bills, a result of Smart Grid law enacted in 2011. “We realize some customers fall on hard times and need assistance with paying their monthly electric bill,” said Val Jensen, senior vice president of Customers Operations, ComEd. “This is why we want to ensure customers who are in need are aware of the assistance ComEd offers to them during these tough times.” Last year through ComEd’s CARE programs the utility was able to help more than 32,000 customers who might have otherwise faced disconnection due to a financial hardship keep their lights on. The $10 million for 2013 will provide relief to customers in need and help get them

back on track to managing their utility bill. ComEd states that a service disconnection is always the last resort, and only occurs after a lengthy process that is designed to avoid this outcome. The utility has a responsibility to all customers to keep unpaid bills as low as possible to avoid raising costs to all customers. Customers who have received a service suspension notice can avoid a disconnection by paying the balance owed or contacting ComEd to go on a payment plan. In many cases, customers may be eligible for some of the $10 million in assistance funds that ComEd will distribute this year through its CARE programs, including: CHAMP (ComEd Helps Active Military Personnel) – This program provides bill-payment assistance to deployed members of the military and disabled veterans who have fallen behind on their bill and who reside within ComEd’s Northern Illinois service territory. CHAMP offers a package of benefits, including bill payment assistance of up to $1,000 while funds are available, a deferred payment plan, extended payment due dates, exemption from late charges, deposit reduction and budget payment plans. BUSINESS New Report: Payday lending drains nearly $1 billion from communities One of the worst ironies of the nagging economic recession is that consumers with the fewest financial resources have lost the most. Now, a new report finds that payday loans not only strip much-needed income from lowincome families; but also harms the economic viability of the communities where they operate, draining nearly $1 billion a year. Written by the Insight Center for Community Economic Development (Insight Center), it also reveals other net negative impacts of these small-dollar, high cost loans on economic growth and personal bankruptcy filings. The Insight Center examined the net economic impact of the $3.3 billion in interest that borrowers paid to non-bank payday lenders in 2011. The study found that if consumers collectively had an additional $3.3 billion in discretionary spending, it would

have resulted in $6.34 billion in economic activity and created 79,000 jobs. In comparison, payday lending activity added $5.56 billion to the national economy and created 65,000 jobs. Combining these figures shows a net loss from payday lending of $774 million in economic growth and over 14,000 jobs — in addition to $169 million lost through Chapter 13 bankruptcies. The report states, “This nearly $1 billion loss in economic activity should serve as a strong signal that, in addition to the well-documented harm to the families directly receiving payday loans, payday lending harms local community economies and the overall economy.” “Payday lending drains over $2.5 million from the economy each day,” continued the report. “In addition, we estimate that more than 38 people lose their jobs each day due to the econom-

With more than 22,000 locations, there are more than two payday stores for every Starbucks coffee store. CRL has also documented how storefront payday lenders tend to concentrate locations in low-income and communities of color. The Southern states of Alabama, Louisiana, Mississippi, Tennessee, and South Carolina had the highest number of payday stores per 10,000 residents. Outside of the Deep South, Missouri and Nevada were the only states with comparable density of payday storefronts. Similarly, the Insight Center found that five states were charged the greatest amount of payday loan interest were California, Texas, Florida, Mississippi and Illinois. In these locales, financial

payday losses ranged from $135 million in California to $55 million in Illinois. Remarking on the Insight Center’s new findings, Keith Corbett, CRL executive vice-president said, “Payday lending is really a financial assault on communities of color. By preying on consumers with few resources, this predatory product takes what little they have and winds up leaving borrowers worse off than before these loans.” Corbett’s comments are underscored by the Insight report. “Far from creating opportunity, payday lending creates impoverished households and endangers local economies. 100 Percent of Urban Prep graduates are college-bound All-African American male student body continues to outperform peers in college acceptance and persistence Chicago Mayor Rahm Emanuel Congratulates seniors from Englewood and West Campuses Urban Prep has accomplished what some thought would be impossible—especially in Chicago, which has been in the national spotlight recently for tragic news about its youth. All the seniors from Urban Prep’s Englewood campus and the seniors from the inaugural graduating class from its West campus, 167 African-American males, have been accepted to a four-year college or university. (85% of Urban Prep students come from low-income families, and many start Urban Prep at least two grade levels behind.) This student body continues to exceed expectations in a city where fewer than 40 percent of African American males finish high school. Representatives of the nonprofit group distributed the school supplies to children with the greatest need who reside at Mercy Housing’s residences. “Many bins of school supplies were collected at U.S. Bank’s all employee meeting in Chicago,” said Marcia Cruzan, market president for U.S. Bank in Chicago. “The U.S. Bank team is happy to provide local students with the supplies they need to help them do their best in school.” “We want to thank the people at U.S. Bank who donated the school supplies,” said Doug Kenshol, regional vice president of resource development at Mercy Housing. “Notebooks, markers, folders, pens, pencils, highlighters, glue, clay, construction paper and loose-leaf paper

– will make a difference in the lives of the children who live at Mercy Housing, and help them succeed at school.” In addition, U.S. Bank employees across the company donated school supplies to other nonprofit organizations and schools around the country. A. Philip Randolph Pullman Porter Museum's president applauds the city of Chicago's Economic Development Plan for Pullman, which incorporates the Arts as a violence prevention strategy. The city of Chicago's plan to revitalize the Pullman community is being applauded by the A. Philip Randolph Pullman Porter Museum (APRPM) because of the economic impact it will have on the area and because it provides the added push needed to make Pullman a National Park Service (NPS) site. Citing specifics, David A. Peterson Jr. museum president since 2011, who brings with him his own vision of the museum's role in Pullman, praised Mayor Rahm Emanuel, Governor Pat Quinn and Alderman Anthony Beale for their vision and for collaborating to bring the plan to life. Peterson added that the Pullman Park initiative can only enhance the National Park Service's (NPS) interest in making Pullman a NPS site. He indicated that the area under consideration is the National Historic Register district, whose boundaries were set by the U.S Department of Interior December 30, 1970 as 103rd to 115th, from the Illinois Central ("IC") to the Bishop Ford Expressway. The NPS study now underway according to Dr. Jon Jarvis, its director, "is a result of the strong interest in, not just the labor story, but specifically Black labor history" which includes A. "I founded the museum in Pullman in 1995 after attending a tour offered on the south end. No mention was made of the role Blacks played in the Pullman story. Although the north end was in a deteriorated state, I believed then that the umbrella of tourism through Arts and Culture could stimulate economic conditions in the community. Now 18 years later the opportunity is here. To my knowledge, this plan represents the first time that this type of opportunity has ever come to the area; and presents an opportunity for inclusion. “Pockets of this historic area have been neglected for decades,” she notes. I believe that, despite the exclusionary tactics—that are skillfully disguised and strategically orchestrated within the historic district, this plan–combined with a NPS designation – holds tremendous promise. If implemented properly, it would be impossible for the entire community not to benefit. The plan has the potential to revitalize the entire area.” The multi-dimensional plan includes bringing cultural activities to the area, and could help to curb violence and support the APRPPM'S “Museum 44" Where Hip Hop Meets History program. “Do I Look Like an ATM?”

It’s “Gimme that” and “Buy me this” all day long. It’s GimmeGimmeGimme, usually accompanied by whining, pleading, and a maddening inability to understand the word “no.” The Gimmes are enough to make any parent crazy. They make you wish there was some sort of doctor who had some sort of shot to prevent it. But there isn’t - so why not read “Do I Look Like an ATM?” by Sabrina Lamb instead? Somewhere in your home, there

lives a little beggar who can’t take “no” for an answer. He’s always got his hand out and he knows exactly how to wear you down when it comes to money. If you had a dime for every dollar he’s asked for, you’d be rich. So how did this happen? Sabrina Lamb says that your child was born to beg, which is a situation you need to stop. Avoiding the issue (or worse: giving in) can result in big problems now and even bigger problems in the future. But first, the stats: members of the Black community have an estimated $1.1 trillion dollars to spend – and yet, many report having no savings, most don’t know their credit score, and forty percent have little or nothing for retirement. Furthermore, “…African Americans tend to wield their tremendous buying power on products with little or zero monetary value.” That means rented homes, expensive vehicles, and fancy phones take money out of your pocket but don’t put it back. The first step to fixing that situation is by looking inward. Chances are that you never learned financial literacy and your attitudes toward wealth may be limiting your ability to understand money issues. Just giving yourself an education on finances presents

a good example for your kids. Speak your financial truth and tell your child. Understand the difference between “need” and “want” and teach your child that looking financially successful is not the same as being financially successful. Forget about keeping up with your neighbors. Identify your parental money style. Set your family up as a business, show your kids how to save - and then show them how to give, too. Wow. I was so impressed at what I found inside “Do I Look Like an ATM?” that I was uncharacteristically speechless. When it comes to financial literacy for children, so many authors take mincing baby-steps and waste everybody’s time, but not WorldOfMoney.org founder Sabrina Lamb. She takes a different approach that starts with parents, and she’s not gentle with her words. No, Lamb’s a little sarcastic and very in-your-face, but her boot-camp-like attitude left no doubt in my mind that what she says, works. I like that no-nonsense talk and I think you will, too – especially if you’re serious about money matters. If talking about dollars to your kids just makes sense, then “Do I Look Like An ATM?” would be a shot in the arm to your family’s finances.

In addition to Boulez, Aimard has had close collaborations with other leading composers including Kurtag, Stockhausen, Elliott Carter, and George Benjamin and had a long association with György Ligeti, recording

his complete works for piano. Aimard released a new recording of Debussy’s “Preludes” in October 2012 in honor of the 150th anniversary of the composer’s birth. Aimard also gives solo recitals and chamber-music performances and regularly appears at all the important music festivals. Donald L. Duster, business and non-profit executive dies at 81 A world traveler and lifelong Chicagoan who had the distinction of claiming Ida B. Wells as his grandmother, Donald Leon Duster, passed away recently at the age of 81. Mr. Duster was born on the South Side of Chicago February 10, 1932 and attended Wendell Phillips High School and graduated salutatorian in 1949. He went on to earn a Bachelor of Science in Mathematics from University of Illinois in 1953. After college he served as a 2nd Lieutenant on active duty with the United States Army. He received an MBA from DePaul University in 1978. In 1962, he started his career as a manager at Spiegel Company where he worked for seven years. He then went to Commonwealth Edison (now ComEd) where he worked for 25 years in various management positions. He took a leave of absence from 1977 – 1979 to join Governor

James R. Thompson’s cabinet as the Director of the Illinois Department of Business and Economic Development. After leaving ComEd in 1987, Donald became the Assistant Executive Director of Chicago Commons Association, a community-based not-for-profit social service agency. For over 20 years he oversaw the operations of several sites and numerous social service programs throughout the city of Chicago. Donald was a dedicated family man who loved to travel and was an avid photographer. He was a member of the United States –South Africa Leader Exchange Program (USSALEP), an organization devoted to finding a peaceful transition to a post-apartheid era. That gave him the opportunity to travel to several places in South Africa during the

1970s. He also enjoyed his visits to Russia, Cuba, Australia, India, Mexico and many other countries in Africa and Europe. He loved classical music, opera, tennis, chess, bowling, watching hockey and playing bridge. A true lover of books, he was a member of a book club for over 25 years. He was also a long-time member of The Economic Club of Chicago. As a grandson of journalist and civil rights activist Ida B. Wells, Donald and his four siblings founded The Ida B. Wells Memorial Foundation in 1988 to preserve the legacy of their grandmother. They recognized accomplished journalists and in 2008 established an Ida B. Wells Scholarship for students at Rust College. Don was also a member of the Ida B. Wells Commemorative Art Committee that has commissioned Richard Hunt to create a

monument in Chicago to honor Ida B. Wells. Donald L. Duster made a peaceful transition on March 11 at age 81. His brothers Benjamin C. Duster and Charles E. Duster preceded him in death. He is survived by his wife of 50 years (Maxine), his children Michelle (Barry Coleman), David Duster and Daniel Duster, his brother Troy Duster, sister Alfreda Ferrell, and a host of nieces and nephews. A tribute service for Donald L. Duster will take place on Saturday, April 13, 2013 at 1 p.m. at First Presbyterian Church of Chicago, 6400 S. Kimbark. Urban League, business icon Hank Schwab “walked the walk” Hank Schwab was known for many things – a successful businessman, civil rights champion, entertainment manager, as well as someone who came to work when he was in his 90s. Mr. Schwab died recently following a brief illness. Those who knew him best recalled he was “a generous man who wanted everyone to have an opportunity.” Milton Moses, owner of Community Insurance Center on 526 E. 87th Street, bought Mr. Schwab’s insurance company, Skyway Insurance Agency, in 1979 and the men became friends and co-workers for the next four decades. Moses chuckled when he recalled that Mr. Schwab wanted it to be clear that he was not the owner of the company and was fond of saying “I am the white man who works for the Black man.” Moses said that Mr. Schwab attended meetings in his stead and became a mainstay at the Chicago Urban League and the Chatham Business Association among others. “These were meetings that were important but didn’t require me to be there,” Moses explained. In his online autobiography Mr. Schwab described himself as one who was considered an “enemy alien,” adding that his thick German accent made it difficult during the pre-World War II era to find a job. In Gary, his first U.S. home, Mr. Schwab landed a $12 per week job sorting beer bottles from Coca Cola empties and soon moved to work at an Ashland Avenue hardware store where the owner asked him to develop a sporting goods department. It was then that he abandoned his given name – Hans Ruprecht Wilhelm Schwab – and adopted the first name Hank, partially because it was a name popular with many baseball players then. Sluggish sales and no savings

noted that when Mr. Schwab turned 92 he came into the office three days a week, and then one day a week, and a couple of years later it went from 9 a.m. – 12 p.m. Then about three weeks or a month ago he said, he would get up in the morning and just didn’t feel like it so he would stay home.” Chicago Urban League C.E.O. Andrea Zopp described Mr. Schwab as “ a warm, kind, and generous person. He loved people and he wanted people to have an opportunity like he did.” She recalled her most memorable moment with Mr. Schwab was during an Urban League Golden Fellowship Dinner. “We opened with the Black Eyed Peas song ‘Let’s Get It Started,’ and Hank did it with gusto and enthusiasm. caused Mr. Schwab to seek employment advice and help from his insurance agent. Mr. Schwab initially rejected his agent’s offer to sell hospitalization insurance on a commission-only basis. He told the agent “insurance is the last thing I will do.” And it was. Moses said Mr. Schwab came into the office several times per week “until three or four weeks ago.” He “Really going to miss Hank. He was a fixture at Rainbow PUSH particularly during the tough years when Rev. Jackson just came back from establishing Rainbow in DC and the room was short for bodies. He carried the torch for so many. Not to mention what he did for Chatham,” Alvin Boutte, Jr. Chicago.

He truly believed everyone should have access to equal opportunity. He was a role model and inspiration, and he was someone who walked the walk,” Zopp said. A Lake Meadows resident, Mr. Schwab developed a friendship with Berry, executive director of the CUL from 1956-70. It was Berry who got Mr. Schwab interested in being a part of the CUL. Mr. Schwab wrote that shortly after he joined the CUL he was asked to join the board, which at the time included Charles Swibel, head of the Chicago Housing Authority, Robert Pritzker of the Hyatt Hotel family, James O’Conner, CEO of the Commonwealth Edison Co, George Johnson of Johnson Products, the late Professor Philip Hauser of the University of Chicago, the late State Representative William Robinson and many other prominent Chicago leaders. Mr. Schwab served for 11 years. Mr. Schwab wrote after accompanying Berry to a National League Conference in Dayton, Ohio in 1958, he was so impressed with the organization that he attended the

Hank Schwab next 43 conferences which is where he met “every African American leader and public official from across the country and became personally acquainted with most of them.” He also wrote “I was privileged to be in the “smoke-filled” room when the powers of the Urban League chose Whitney Young to succeed Lester Granger as executive director of the National Urban League. This was a great event in my life since Whitney became a very good friend. The current CEO, now called President, Hugh Price, is the fifth President under whom I have attended conferences; the others besides the ones men-

tioned were Vernon Jordan and John Jacob.” The Chicago Urban League appointed me Chairman of the Benefit Committee and in that capacity I met and became very friendly with Sammy Davis Jr. and I was given two “Sammy” awards by the league for my efforts. Among other affairs I chaired was a concert at McCormick Place in which Tony Bennett, Dave Brubeck and his Quartet, Oscar Brown Jr., Joe Williams and others appeared. I was also put in charge of the World Premiere of Oscar Brown Jr.’s Musical “Kicks & Company,” also at the Arie Crown Theatre of McCormick Place.

It is certainly a victory to have brought the alleged killers to stand before the justice system but also bitter consolation for her parents who will forever be without their beloved child. Yet, in the midst of doing what’s right and proper in this case, the Chicago police chose to level nearly 200 counts of varying severity against the two. 141 counts of first-degree murder against the suspected shooter, Mic hael Ward and eight counts of attempted murder. The alleged get-away driver, Kenneth Williams, was charged with 17 counts of first-degree murder and two counts of attempted murder. Both boys were also charged with two counts of aggravated battery,

10 counts of aggravated discharge of a firearm and one count of mob action. Overzealousness does not begin to describe the magnitude of these charges yet that excess can still do nothing to mend the countless broken hearts created by this case. The very idea of the loss and devastation to all the families involved is unspeakable. All of these are lost lives. And the Biblical references rolled conflictingly in my head. “Thou shall not kill” vs. “an eye for an eye.” I look into the face of Hadiya and I saw joy and youth and promise and I look into the face of Michael and Kenneth and see lost potential and waste. After meeting with my son and grandson yesterday

for a bite to eat my son sent me a text this morning that almost demanded I write this letter. He told me how we should do this more often and how he enjoys my company. It literally brought tears to my eyes. All these young people should be bringing the same type of joy to their parents. They should be planning futures and not contemplating death and loss. I cannot even commit these words to paper without physically feeling the loss on both sides. Why can’t we get these young people to see the promise and hope they are destroying.Persecution and sorrow, resurrection and joy.
