King student shot to death, 2 wounded At Crusader press time Chicago police were looking for the person responsible for shooting three people, fatally shooting one, just blocks away from Dr. Martin Luther King Jr. College Prep Tuesday (January 29) afternoon. Hadiya Pendleton, 15, a student at King and member of the school’s volleyball and dance teams, died after being shot in the back after someone jumped a fence at Vivian Gordon Harsh Park and began shooting into a crowd that was huddled under a canopy during a rainstorm. Another student was shot in the leg and a third victim, who came forward at 11:30 p.m., had been grazed in the ankle. Pendleton and other King students were in the park enjoying the unseasonably warm weather after getting out of school early because of final exams. Police said a Black male approached the group and began firing around 2:30 p.m The suspect then jumped into a waiting vehicle that sped away. Pendleton was a popular student, who just last week had been in Washington D.C. to perform with the school’s band in the inauguration parade for President Barack Obama. Jonathan Dirkins was Pendleton’s volleyball coach at King for two years. He said he and other staff members are in a “state of shock” and that students at the South Side school were devastated by the news. Finals have been canceled for the remainder of the week, but the school was open for students with grief counselors available. “I’m not really sure how the kids are go-
ing to take all of this today,” said Dirkins Wednesday (January 30) morning. “All we can do for them right now is comfort them the best we can. Hadiya was a good kid and a pleasure to coach. Her teammates and I are going to miss her.” Pendleton’s family has not talked to the media yet. They were gathered outside Comer Children’s Hospital Tuesday night being comforted by many of their daughter’s friends and other relatives. Pendleton’s friends said she was a smart student and well liked. They said she nor the other student shot, identified as Lawrence Sellers, did not have any enemies. The third victim who came forward has not yet been identified. A teacher at King, who asked not to be identified, said she is getting fed up with Chicago and is strongly considering moving to another state. The teacher said Chicago has little to offer youth in terms of positive recreation programs compared to other cities, which she believes leads to the problems with violence. “There is only so much we can do with them in the classroom. We can’t protect them once they walk outside our school

Mary Flowers, D-31st Dist. “It makes absolutely no sense that we have students graduating from elementary and high schools and do not know their history,” Flowers said at a Saturday community meeting. “This cannot continue.” We Can Inc., a neighborhood organization, hosted the community meeting at Josephine’s Cooking restaurant, 435 E. 79th St., to inform the community that CPS is not teaching students about Black history except, occasionally during Black History Month. Examples of CPS alumni, who were not taught Black history, were not hard to find. Marshall Roberts were among the 40 people who attended the meeting. He graduated from Crispus Attucks Elementary School in 1995 without knowing anything about the Black man the school is named after. It was not until his senior year at a South Side Catholic high school that he found out from a white English teacher that Attucks was not only a slave born in 1723, but was also the first casualty of the American Revolution in 1770 when he was shot and killed in what became known as the Boston Massacre in Boston, MA. “I felt pretty stupid when a white man had to tell me about my history,” recalled

Youth protest ends in arrests By J. Coyden Palmer Four people out of a group of about 50 were arrested after protesting recently at the University of Chicago Medical Center on the city’s South Side. Demonstrators marched into the new $700-million hospital building unannounced and began shouting and holding handmade signs demanding an adult trauma care center be built. The protestors were mostly teens and young adults from an organization called Fearless Leading by the Youth, who have been a thorn in the hospital’s side for the past three years. The group is demanding the UCMC become a trauma center for adult patients. As a tour was beginning to showcase the hospital’s new facility, the group walked inside and sat on the floor. Others continued to stand and began shouting about the need for a trauma center in the area, due to the high number of car accidents and victims of gun violence. University police moved in and began pushing the protestors towards the exits, some using batons. No injuries
were reported by the group, but they did release a statement about the situation later in the day. “We feel abused and disrespected and not heard but we are proud of what we did, we actually took action and showed them three years later we’re not going away,” the statement read. “Everybody was focused. We knew what our mission was. We were of one accord.” According to protest organizers the four people arrested were: Toussaint Losier, an eighth-year graduate student in the University of Chicago Department of History, Victoria Crider, 17, a student at King College Prep High School, Alex Goldenberg, the cameraman for the protestors, and Jacob Klippenstein, a representative from the Anti-Eviction Campaign. Three of the protestors were arrested for trespassing, and one had a resisting arrest charge. The protests against the hospital began three years ago when a local youth was shot four blocks from the hospital. Damien Turner was taken to Northwestern Memorial Hospital, some 10 miles away. He died 90 minutes after being shot. Turner was

would become a financial drain that would hurt other medical services. In 1988 the University got out of the area’s trauma center network. There is currently no trauma center on the South Side of Chicago. Patients are usually taken to Advocate Christ Center in Oak Lawn, Cook County Stroger Hospital or Northwestern Memorial. The University’s campus newspaper, “The Maroon,” is questioning if campus officers used excessive force when making the arrests. An editorial published on Jan. 28 asked if there was a way of removing the protestors without force seeing that the group’s police liaison, Losier, was present and was one of those arrested. Losier also was a co-chair of the
elementary school and high school shall include in its curriculum a unit of instruction studying the events of Black History, including the history of the African slave trade, slavery in America, and the vestiges of slavery in this country.” All of this could have been avoided, explained Flowers, who sponsored the legislation in 1986. “Had CPS followed the law our kids would know more about their heritage,” she added. And Adrian Willis, chief of Elementary Schools for CPS, said the school district takes the matter seriously. “If it turns out that we are not in compliance then we will fix that but we first want feedback from the community on how to implement Black History classes into our curriculum,” said Willis, who also attended the public meeting. “Dr. Barbara Byrd-Bennett (chief executive officer for CPS) was unable to make this meeting but is very much interested in working with the community and parents on this matter.” Willis’ remarks angered Flowers. She said Willis is a former elementary school principal so he knew CPS was not in compliance with the state law and should have done something about it sooner. “For you to stand here and say
CPS wants to first get feedback from the community on how to implement Black History in your curriculum is an insult and you should be ashamed of yourself as a Black man and former principal for saying it,” said Flowers. “You (CPS) didn’t wait to get feedback when you asked the state Legislature for an extension for producing a school closure list. CPS didn’t wait for feedback to extend the school day this year, which it
should have done years ago. So don’t give me that crap that you are searching for ways to implement Black History before actually teaching it to our kids.” Willis added that he would meet with Byrd-Bennett this week to let her know the urgency in getting Black History taught at all elementary and high schools immediately. Blacks are the second largest population at the nation’s third largest school district, according to CPS data. Latinos are the majority making up 44 percent of the 404,151 students attending CPS. Blacks account for 42 percent followed by whites at 9 percent. Florence Cox, president of We Can Inc., wants to see Black History being taught not just at schools whose students are majority Black but all schools. “It does not take forever to get this done,” said Cox, who in 1992, became the first Black president of the Chicago Board of Education. “We (Blacks) are not stupid people.” State Rep. Monique Davis, D27th Dist., also attended the meeting and said too many Black kids attend schools named after Blacks and don’t even know it. “Most of the students who attend Paul Robeson high school (on the South Side) don’t know anything about him other than he is a Black man,” explained Davis. “And that’s a shame.”

However, these qualities cannot shield its reputation indefinitely. The amount of force that officers used this weekend appears to have been excessive, and that is unacceptable.”

Sen. Collins applauds signing of Erin’s Law Schools now on the front lines of preventing, stopping sexual abuse of children Senator Jacqueline Y. Collins (D16th) spoke at a signing ceremony for Erin’s Law and applauded its namesake, Erin Merryn, a victimturned-advocate who was sexually abused as a child and now campaigns nationwide for policies that protect children from molestation. “We recognize that schools can and should function as safe havens for children who need desperately to know that sexual abuse is wrong, that it’s not their fault and that they can stop the abuse by telling a trusted adult,” said Sen. Collins, who in 2011 sponsored legislation creating the Erin’s Law Task Force, which issued recommendations incorporated in the law signed. “I salute Erin Merryn for having the courage to tell her story so other children will not have to endure the abuse she suffered for years.” House Bill 6193, known as Erin’s Law, requires schools to provide sexual assault and abuse prevention
education in an age-appropriate manner for pre-kindergarten through fifth grade students. Previously only middle and high schools were required to offer this instruction. The new law also allows teachers to receive professional development credit for training in sexual assault and abuse awareness and prevention. The signing ceremony was held at the Children’s Advocacy Center in Hoffman Estates. Ms. Merryn, an Illinois native, received counseling at the center after finally telling her parents about abuse she suffered at the hands of a friend’s uncle and an older cousin. She had been raped and molested repeatedly for five years, but shame and fear kept her from reporting the perpetrators. Since 2010, she has pushed for all states to pass versions of Erin’s Law and testifies that she would have been emboldened to speak up if her school had taught her about unacceptable touch, emphasized that child victims are not at fault in abusive situations and offered resources and a listening ear.

No online horse gambling frustrating customers and industry Illinois could lose over $1 million in tax revenue due to legislature inaction By J. Coyden Palmer The chairman of the Illinois Racing Board said recently the reinstatement of Advance Deposit Wagering (online wagering) is mandatory for the ongoing progress for horseracing in Illinois and he will continue to work with the state legislature to push an upcoming bill through. The comments from William L. Berry (Collinsville) came during the board’s meeting at the James Thompson Center where
commissioners and those in Illinois flailing horseracing industry expressed their disappointment with Gov. Quinn and the legislature for allowing pass legislation to expire. On Jan. 1, all online betting on horses in Illinois was to cease. Four companies – Betfair associated with TVG, Churchill Downs Inc.’s TwinSpires, Pennsylvania-based Xpress Bet and local operator BetZotic – handled $122 million via Illinois ADW last year. That represents one-fifth of the total in-state handle and provided the state with $1.8 million in tax revenue. Shutting down online betting meant patrons had to go to either the racetrack
themselves or to one of the 26 offtrack betting sites throughout the state. But two companies, TwinSpires and Xpress Bet, allegedly ignored the law and continued to accept bets from Illinois customers. Commissioner Kathy Byrne (Chicago) chastised companies that ignored the law, although Betfair TVG only took bets while the legislature was in lame duck session and ceased on Jan. 10 after legislatures left with no action. The law was supposed to expire in July of 2012 and a six-month extension was given in hopes of fixing the problem. In the meantime, those in the industry say they are hemorrhaging

money on a daily basis. “It’s a loss of $130,000 a month to the racetrack and $130,000 to purses that are provided to horsemen and about $65,000 a month to the Illinois Racing Board for regulating racing,” said Tony Petrillo, General Manager of Arlington International Race Course. “We aggressively pursued our customers and encouraged them to come into our OTB locations continuing to earn some of their benefits and points obtained under the ADW. We’ve made it very clear that we want to accommodate them at this time until the situation is resolved.” Petrillo said Arlington Park has been able to weather the storm by using impact funds. However, during testimony at a recent meeting, other track managers from around the state testified they have exhausted much if not all of their emergency funding and are struggling to keep up. “It’s a tremendous loss in really only the one area of growth we’ve seen in the last few years,” Petrillo said. Berry said he knows the legislature has the bill on their agenda but he is not sure how high of a priority it is being given compared with other issues like concealed carry, state pension funds and gay marriage. Berry added that he believes Gov. Pat Quinn will sign any bill that comes across his desk. He said the IRB is not scheduled to meet again until March, but if needed a special meeting can be called should a bill come up for a vote or be passed. Saturday, February 2, 2013
In the meantime, Illinois horseplayers and horse owners are livid about the delay. They say Illinois is constantly last in the country when it comes to being gambler-friendly. Petrillo said many people like the convenience of betting at home and that the legislature needs to understand jobs could be at stake the longer this situation continues. Also at that same meeting, commissioners listened to testimony from Petrillo and representatives from the Illinois Thoroughbred Horsemen’s Association (ITHA) regarding the stakes race schedule for 2013 at Arlington Park. The issue was delayed until the next meeting without being called for a vote after bickering between the two sides over a particular stakes race could not be resolved. For the second year, Arlington Park wants to host the St. Leger Stakes to attract some of the best horses from around the world because research has shown that stakes races bring on average $20,000 to $30,000 more in additional wages. But the ITHA said Arlington is throwing away money because the $400,000 purse for the race is too high for a non-graded event that is held on the same day as the more prestigious Sword Dancer Invitational Handicap at Saratoga Race Track in New York, which is a Grade I race and has a purse of $500,000. After nearly 45 minutes of testimony and debate amongst commissioners a 5 to 3 vote to table the issue passed. 3

EDITORIAL FATHERS AND THE SCIENCE OF FAMILYHOOD The African American community in America is in the middle of a crisis of humongous proportions. Violence is escalating, especially in places like Chicago, Il, where almost every weekend multiple people are being killed. On any given day in Black communities around the country, you can spot young Black men with their pants sagging so low that you might think that they are carrying around a diaper load! Entertainment targeting youth is heavily laden with sex and violence, and youth are going to school high on “loud,” (marijuana). An attendant reality is that there are increasing numbers of school dropouts, which just about guarantees that they will languish at the very bottom of the socio-economic heap, or get killed or become incarcerated in the process of participating in illegal activities, very often gang related. Undoubtedly, a major cause of these issues is the breakup of the Black family unit. More than 70% of Black youth are raised in single, female-headed households! These households are usually below the poverty line, and are led by stressed-out, self-loathing women who are often raising multiple children alone. Amazingly, some people even blame these women for raising their children alone. Let’s face facts: the lowering of morals and rampant, unprotected sex are sources of our problems. But there is also a tendency to ignore the ELEPHANT IN THE ROOM - THE LACK OF RESPONSIBLITY THAT TOO MANY BLACK FATHERS EXHIBIT WHEN IT COMES TO TAKING CARE OF THEIR CHILDREN. It might be argued that we are too far gone to reverse the tide of moral degradation that is characteristic of society at this time, but this does not mean that it is not possible to change behaviors. There is a science of family hood. An intact family with two parents who show love to each other and to their progeny provides a viable cushion that will help them navigate the world. This does not mean that there will be no challenges, but the insulation of a cocoon of love can help serve as a shield against the trials and tribulations that are bound to face people. With that said, a community is not going to solve its problems without holding fathers accountable. Of course, there are fathers that love and raise their children. It’s just that there are not enough of them. Too many men are getting a pass. Working men are subjected to child support laws and can have their checks garnished, but with the high rates of unemployment among Black men, there are no wages to garnish. When looking at the challenges faced by a large segment of the Black community, it’s quite easy to see why certain things are considered “sins,” like unmarried sex or having children out of wedlock. A dysfunctional Black community provides obvious testimony; these issues are literally destroying us, and it is extremely unrealistic to think that our community can be healed without addressing the morals issue. Finally, just because a man is unemployed and is unable to financially care for his children does not mean that he cannot give them the gift of his presence, the gift of his love! Loving, accessible fathers would go a long way toward beginning the healing in the Black community, and it cannot happen without them! A luta continua.
There are enough rumors to believe there is a lot of truth to the notions that Lisa Madigan and William Daley both will be running against Gov. Pat Quinn in the primary election next year. If this materializes, then Quinn is a goner as governor. Like most politicians, Quinn probably wants more than one term in office, but I don’t see anything he has done to deserve another. Surely, Quinn is hearing the rumblings about his potential opponents like all the rest of us are. That has to make him uneasy. He has to know there is a big gap in what he has wanted to do as governor and what he has actually accomplished. As he hears those rumblings I guess Quinn is wondering how to change course and make some big things happen in the state. Well, it seems it is really too late for that. He has failed to bolster the state’s employment situation, or its fiscal solvency. Although the governor has spent a lot of time talking about the pension woes of Illinois, he has not done much to resolve it. The billions in pension liability will be one of, if not his biggest Achilles heels. As lieutenant governor, he had an opportunity to deal with the pension issue and the budget woes the state was facing. Instead, by his own admission he refused to speak with for-

mer Gov. Rod Blagojevich for months on end. That childish behavior benefitted no one. If he has to run against both Daley and Madigan his political legs will be cut from under him. As attorney general, Madigan has proven that she is interested in protecting consumers and fixing all possible grievances consumers are experiencing. She has built a solid and favorable reputation independent of her father, Mike, whom many consider the most powerful politician in Illinois. We can be assured that if his daughter does run, Madigan will call in every political chit due him. I believe some will be torn between fulfilling their obligation to Madigan and what they owe to Daley. Daley, of course can call in favors from the business community, which probably is not beholding to Madigan. The question becomes though will the money Daley can pull in outdo the money and political organizations Madigan can muster. I doubt it. So it looks like Illinois will catch up with much of the rest of the country and have a female governor. So long Pat!. Rosella Brown
How to stop gang violence in Chicago Dear Editor: The first thing Chicago has to do is start holding people in our neighborhoods accountable. These
people who aid and assist gangbangers and drug dealers should be held accountable for the unsafe environment that they are causing. These individuals such as parents, family members, friends, landlords, and the business owners should be held accountable. Since most gangbangers and drug dealers don’t own buildings, businesses, homes or rented apartments in our neighborhood, they have to use other people’s property to hold guns and drugs, to have meetings, to run and hide (Continued on page 13)

Giving Food Stamps Instead of Jobs By Harry C. Alford NNPA Columnist The Poverty Industrial Complex is well established since its early years in the 1960’s. Lately, it seems that it is on “steroids” with the increased number of persons going on welfare, unemployment, social security disability, etc. This is all federal and there are state components that complement these. Food stamps have more than doubled to more than 47 million Americans receiving them. A lot of this is because it is more liberal in its use. People can easily buy liquor, cigarettes and other items with their food stamp card now. Back in the 1960’s, the Federal Government was sincere in finding ways to address America’s discriminatory economic system. Under President Richard Nixon, the Section 3 of the HUD Act was implemented. This is also known as The Economic Opportunities for Low and Very-Low Income Persons. 24 CFR part 135 was implemented by former HUD Secretary George Romney in 1968. It was a response to urban unrest in Black communities, especially the Watts Riot of 1965. The program was strength-
Harry C. Alford ened by Secretary Jack Kemp in 1992 as a result of the Rodney King Riot in Los Angeles. Under the law thirty percent (30%) of all jobs created by HUD money are to go to people living in public housing or living under the poverty level (Section 3 workers). Also, 10% of all contracts should go to firms hiring those Section workers. Section 3 activity is broad. Waste removal, painting, landscaping, accounting, janitorial, daycare, construction and secretarial are some of the activities
that can be applied to Section 3 opportunities. There are billions of dollars that apply to the Section 3 requirement annually. The goal is to use HUD funding to bring people into the workforce and out of poverty. If properly applied the need for HUD activity in our cities would start diminishing year by year. In 1998, the NBCC learned that only 4 HUD grantees out of nearly 6,000 were complying with Section 3. Also, each grantee is to comply with annual activity reporting. Over 90% of these grantees were not even submitting their annual report. To the benefit of the current administration, the majority of grantees now take the time to submit an annual report. However, there are still no more than 4 grantees actually in compliance with Section 3. If the vast majority of grantees would comply, this nation would have over 100,000 new jobs for the unemployed per year and approximately $5 billion in contracts for new or small business owners. It was discovered during a three year review (2008 – 2010) by HUD that the Chicago Housing Authority received over $1 billion in HUD funding. Not once during those three years did CHA hire a Section 3
company or utilize a Section 3 resident. This is happening all over the nation. There is a lot of economic damage done via this noncompliance and HUD knows it – that is the tragedy. While people who have a vested interest in the poor remaining poor are all too willing to increase food stamps to the needy and to the hustlers (you can buy $100 worth of stamps for $50 in every city of the nation) opportunities are being denied to the willing. I was in a supermarket in Detroit when a hustler approached me. He said, “Sir, you have about $70 worth of food in your cart. I will sell you $70 worth of food stamps for $35. I turned him down but was amazed when I checked out the amount was just a little over $70. Who are these cronies that prevent Section 3 from working? Construction unions want to keep possession of the jobs concerning the building and maintenance of public housing. They are a big player plus housing authority managers whose business is to keep people in poverty. Also, tenant association officers who feel empowered leading their “sheep” as opposed to freeing residents of poverty.
Congress should amend the law so that Section 3 residents or businesses can sue HUD grantees for noncompliance. The law does allow HUD to cease funding a grantee that is out of compliance but it has never done that. The city of Jacksonville, FL was discovered in noncompliance back in 1992. Today, 2013, Jacksonville still refuses to be in compliance and all HUD has done is write a few threatening letters which has had no effect. A few examples would go a long way in letting the grantees know that the federal government is serious about this program. I have been looking for some courageous members of the Congressional Black Caucus to rise up and take the charge in making Section 3 a reality. They start off and then back off. The lobbyists are running this show as poverty is megabucks to the people who partake in the business side of it. The more people in poverty the better their business. People, please wake us! Obama Races Away from the Issue of Race By George E. Curry NNPA Columnist When Barack Obama accepted his party’s presidential nomination in Denver on August 28, 2008 – the 45th anniversary of the March on Washington where Dr. Martin Luther King, Jr. delivered his “I Have a Dream Speech” – excitement filled the air. Amid that jubilance, however, it struck me as odd that Obama failed to mention Dr. King by name. “.. And it is that promise that, 45 years ago today, brought Americans from every corner of this land to stand together on a Mall in Washington, before Lincoln’s Memorial, and hear a young preacher from Georgia speak of his dream,” Obama said at the time. Seconds later, he would add: “’We cannot walk alone,’” the preacher cried. And as we walk, we must make the pledge that we shall always march ahead. We cannot turn back.” When Obama was inaugurated for the second time on January 21, 2013, the day we officially celebrated as the King federal holiday, I knew – or thought I knew – that President Obama would not make that same omission again. I listened carefully as he said: “We the people declare toThe Chicago Crusader
day that the most evident of truth that all of us are created equal – is the star that guides us still; just as it guided our forebears through Seneca Falls and Selma and Stone- wall; just as it guided all those men and women, sung and unsung, who left footprints along this great mall, to hear a preacher say that we cannot walk alone; to hear a King proclaim that our individual freedom is inextricably bound to the freedom of every soul on Earth.” Why couldn’t President Obama utter Dr. King’s name on the day he used the slain civil rights leader’s Bible to be sworn in? On King’s birthday, why couldn’t he be called more than just a preacher? Even though Beyoncé lip-synced the National Anthem on Inauguration Day, she hasn’t been accused of faking it when she sings another song – “Say My Name.” If you ain’t running a game Say my name, say my name The problem is larger than the failure to say Dr. King’s name. The problem, according to Michael Eric Dyson, is that, “This president runs from race like a Black man runs from a cop.” When candidate Obama was forced to address the issue of race in the wake of controversial remarks by Rev. Jeremiah Wright, his former pastor, he said in Philadelphia: “But race is an issue that I believe this nation cannot afford to ignore right
George E. Curry now.” However, that’s exactly what he has been doing. Frederick C. Harris, director of the Institute for Research in African-American Studies at Columbia University, noted, “… as president, Mr. Obama has had little to say on concerns specific to Blacks. His State of the Union address in 2011 was the first by any president since 1948 to not mention poverty or the poor. The political scientist Daniel Q. Gillion found that Mr. Obama, in his first

two years in office, talked about race less than any Democratic president had since 1961. From racial profiling to mass incarceration to affirmative action, his comments have been sparse and halting.” Sure, he had a beer summit at the White House with Harvard professor Henry Louis Gates, Jr. and the white police officer who arrested him in his own home. Obama said the officer had “acted stupidly,” but later softened his criticism. The president also said, “If I had a son, he’d look like Trayvon [Martin].” Of course, the issue is not whether Obama has a son who looks like Trayvon Martin. What is he going to do about people who are treated like Trayvon? To discuss race less than Lyndon Johnson, Jimmy Carter and Bill Clinton, all white southerners who grew up under segregation, should be embarrassing to President Obama. It should be even more of an embarrassment that Obama hasn’t taken leadership on the issue as Bill Clinton did when he launched his “One America Initiative” on race. Putting aside the merits of the initiative, it demonstrated Clinton was willing to confront the issue of race. As my friend Courtland Milloy wrote in the Washington Post, it’s time to stop making excuses for Obama. He said, “Obama should not be allowed to get away with thinking Saturday, February 2, 2013
that when it comes to making his mark on the issue of race, all he had to do was become the first Black president.” Unfortunately, some of the most vocal Black leaders have either been co-opted by the White House or fear a backlash from adoring Black voters. The usually outspoken Rep. Maxine Waters [D-Calif.] told a crowd in Detroit, “If we go after the president too hard, you’re going after us.” And former Congressional Black Caucus Chairman Emanuel Cleaver, II of Missouri admitted, “With 14 percent [Black] unemployment if we had a white president we’d be marching around the White House.” If we don’t get some true leadership on this issue, perhaps it will be time to march around the White House, Congress and the headquarters of some of our civil rights organizations. Dr. Conrad Worrill The African Centered Education Movement has brought a new meaning to the annual African American History Month celebrations that have become so popular. That new meaning of African Centered thought, as defined by Dr. Wade Nobles, “is nothing more
than a term categorizing a quality of thought and practice which is rooted in the cultural image and interest of African people and which represents and reflects the life experiences, history and traditions of African people as the center of analyses.” With this definition it is clear that we must study the liberation of African people. Dr. Nobles further states that African Centered thought is, “the intellectual and philosophical foundations upon which African people should create their own scientific criterion for authenticating human reality.” Through the African Centered Education Movement, African American History Month has now become the catalyst for the intense study of Africa and the history of African people throughout the world 365 days a year. We must pay particular attention in our studies to the history of the Reparations Movement. Dr. Carter G. Woodson, who founded in February of 1926 what at that time was called “Negro History Week,” would indeed be inspired by the continuing discussion and debate over the infusion of the contributions of African people in all subjects. Dr. Woodson was deeply concerned that the contributions of African people to this society and the world were not given their proper recognition.
Dr. Woodson’s great book The Miseducation of the Negro, written in 1933, described in the first chapter titled, “The Seat of the Trouble,” the essence of what the African Centered Curriculum Movement is battling against today— 80 years later. Dr. Woodson explained that, “Of the hundreds of Negro high schools recently examined (1933) by an expert in the United States Bureau of Education only eighteen offer a course taking up the history of the Negro, and in most of the Negro colleges and universities where the Negro is thought of, the race is studied only as a problem or dismissed as of little consequence.” Continuing on, Dr. Woodson gave an example of, “an officer of a Negro university, thinking that an additional course on the Negro should be given there, called upon a Negro Doctor of Philosophy on the faculty to offer such work. He promptly informed the officer that he knew nothing about the Negro. He did not go to school to waste his time that way. He went to be educated in a system which dismissed the Negro as a nonentity.” Obviously, since the writing of this great book, we have come a long way in our battle against challenging the white supremacy foundation of the American public school curriculum. However, we still have a long way to go!
The Black Movement of the 1960s gave us an impetus to reexamine our history and its impact on this country and the world. This movement brought on renewed interest, on the part of our people, to study our history. We moved from the use of the term “Negro” in referring to ourselves and began to use “Black” as the more appropriate way to describe who we are. We went from Black History Week to Black History Month. In fact, some of us began to refer to the month of February as Black Liberation Month. It was through the movement of the 1960s, particularly the Black Power Phase that we began to reidentify with our homeland— Africa, and the interconnection of African people throughout the world. The Black student movement of the 1960s sparked demands for courses in Black Studies that lead the famous strike at San Francisco State University. After a long battle with the administration at the university, the students finally won a victory for the first Black Studies Program to be established at an American college or university. As a result, a movement for Black Studies erupted all over America and stimulated at the elementary and secondary levels demands from courses dealing with Black History.
As we have come full circle today in our general acceptance of being African People, whose ancestral homeland is Africa, we are also beginning to recognize that African American History Month celebrations and activities are great, but the contributions of African people must be emphasized throughout the year. There is no question that the setting aside of the month of February, as an extension of Dr. Woodson’s original idea of “Negro History Week” is something that we need to continue to support and institutionalize vigorously. However, we are quite clear that the real meaning of African American History Month in this era, is to take the spirit from all the celebrations, great speeches, great entertainment and festive events to establish as a major agenda item in our movement, the serious study of the contributions of African people 365 days a year. The basis of the current African Centered Education Movement, whose objective is to take control of the education of African people in America as we struggle to insure that the truth is taught in all institutions, in our communities and particularly in our schools. We must take the spirit of African American History Month to another level. Our history must be studied throughout the year!
Obama slights his loyal following By Julianne Malveaux NNPA Columnist President Barack Obama has the opportunity, in this second term, to put his feet on history. He won an election that his opponent had essentially claimed, he has been firm about that which he would negotiate on, and he has offered a progressive inauguration speech that offers up a liberal agenda, embracing Social Security and Medicare, uplifting immigrants and gay rights, and embracing ways to address inequality. One could not help but applaud the strong direction of President Obama’s speech. But those of us in the African American community wonder why we could not get a shout out about high unemployment and poverty rates, inner city challenges, and income, economic and unemployment disparities. Failing to address the community that offered him 97 percent of their vote indicates that there is a reckless
disregard of his strongest supporters. I understand that President Obama is the president of the whole United States, not the president of Black America. At the same time some of the evils that affect African Americans are issues that any president would address. To be sure, some of the
gaps that are recorded and experienced have not changed since the 60s. Imagine the impact this president could have if he made a minor attempt in closing the gaps. The inauguration speech spoke to all of us when it offered a progressive agenda. It spoke to some when it called out other communities and offered advancement some of them, but it spoke to none of us in the African American community unless we chose to parse the subtleties, the Bible, the references to Detroit, and the acknowledgement of inequalities. Hundreds of thousands of people thronged to the site of the inauguration speech. Many of them were parents and grandparents who were determined that their children and grandchildren had the opportunity to witness history. A second term for President Obama is actually more exciting than a first term because now this president is freed from the shackles of reelection possibilities and free to do his thing.

Will his thing improve the lot of all of us, some of us, or none of us. In the African American community, many think we won’t get a thing but an amazing and uplifting symbolism. There are still those who cheer simply because we have an African American president. Can we put our cheer on for results? In the next 18 months, President Obama has the opportunity to do whatever he wants to do. He can target resources and opportunities to any community he choses to embrace his targets. For example, more than $500 million was directed to a failed wind experiment in California. What about offering the same opportunity to inner cities? Liberal agenda we heard during the president’s inauguration suggested that all of us would have the opportunity to benefit from progressive economic plans. He called out some communities, which suggested that some of us would get special attention. His failure to give a shout out to the
African America community suggests that none of us can count on special attention. President Barack Obama can make a difference by targeting the African American community, either directly or subtly in his choices about pubic policy. While this president has a window of opportunity, who will gain? All of us, some of us, or none of us? Our president will leave a legacy when he decides that African Americans deserve the same focus that other communities do. We need our President to target disparate unemployment, unequal wages and wealth, and differential access to education and opportunity. Immigration and marriage equality addresses some of us. I have my own theory as to why the Republican Party lost big time to the Democrats in the general election. Their problems aren’t that hard to see when one really takes a good look. The facts are, the Republican party is too non-Black, too nonHispanic, too non-Asian, too adverse to women’s rights and issues, too conservative, too protective of the rich and it lacks sensitivity toward the poor. I can see the Democratic Party continuously embellishing its

numbers in the so-called swing states and ultimately adding the states of Texas and Florida to the blue column. To add Texas and Florida to the blue column means giving citizenship status to Hispanics that can qualify and deporting those with criminal records and embracing more Hispanics in the party and assisting them that are seeking public offices and treating them as equals in the process. Both Democratic and Republican parties have to put more energy into the development of tomorrow’s young leadership, as today’s leaders grow older and step aside. It is extremely difficult for persons with interests in government to go from scratch to somewhere without help and guidance along the way. There are thousands of talented young people with ambitions out there to be discovered, but it appears that no one is reaching out or opening up doors for new talent. If no one reaches out for new blood, it will not appear because the young people don’t feel wanted or they are afraid to step up in fear of being knocked down. On the other hand, I encourage young people with an interest in government to get involved somewhere in the political process. Vol-

Just make sure before you get involved with anyone or group that you check them out for integrity, character and responsibility. There is a great need for both major parties to expand their base and the party that actively go (sic) after the young minds and bring them in as partners will be the party that is going to continuously grow and flourish, but that will not happen with closed minds, closed doors and closed ranks. Now is the time to bring in young minds, not tomorrow but today. As I worked for the president in the state of Iowa it was encouraging to see the bevy of young Democrats involved in the campaign and that kind of involvement should be an ongoing process to keep them involved, its good for the people, the party and the country. $8.5 billion agreement with mortgage servicers By Charlene Crowell NNPA Columnist The recent joint announcement by two key federal regulators believed a negotiated agreement with 10 mortgage servicing firms would help more than 3.8 million consumers who were wrongfully foreclosed during 2009 and 2010. Brokered by the Federal Reserve and the Office of the Comptroller of the Currency (OCC), mortgage servicing firms agreed to jointly pay foreclosed consumers $3.3 billion, and allot another $5.2 billion for loan modifications and other services. Yet as news of the settlement spread, a range of opinions emerged. From a prominent Capitol Hill legislator to consumer advocates, varying views spoke about the harm wrought by wrongful foreclosures and how far $3.3 billion split amount nearly 4 million consumers would really go. Rep. Elijah Cummings (D-Md.), ranking member of the House Committee on Oversight and Government Reform, said: “I do not know what the rush was to make this
settlement without answering key questions, and although I look forward to obtaining information about how this deal may assist homeowners, I have serious concerns that this settlement may allow banks to skirt what they owe and sweep past abuses under the rug without determining the full harm borrowers have suffered.” Speaking for the Center for Responsible Lending (CRL), Paul Leonard said, “We are deeply concerned that there be adequate safeguards in the settlement to ensure that borrowers and communities hit hardest by the foreclosure crisis will receive their fair share of both the cash payments and mortgage relief that will keep as many people as possible in their homes and out of foreclosure.” Debby Goldberg of the National Fair Housing Alliance was even more direct. “Communities of color were particularly hard hit by abusive mortgage practices. In order for the public to have any confidence in the fairness of this settlement, the OCC and the Federal Reserve must ensure

CRL’s most recent research, “The State of Lending in America and is Impact on U.S. Households,” (http://www.responsiblelending.org /state-of-lending/) updated earlier foreclosure research, finding that the nation has a still-troubled housing market. CRL also developed a new state-by-state analysis of foreclosures and lost wealth. According to the report, since February 2012, 11 percent of AfricanAmerican borrowers and 14 percent of Latino borrowers have already lost their homes to foreclosures. By comparison and during the same years, foreclosure rates for non-Hispanic Whites amounted to 6 percent and among Asian-American borrowers, 8 percent. Even worse, African-American and Latino borrowers were respectively 2.8 and 2.3 times as likely to have received a mortgage loan with a prepayment penalty even though many of these borrowers could have qualified for more affordable and sustain-
able loans. Across the country, more than half (52 percent) of the lost wealth resulting from living in close proximity to foreclosures was borne by minority census tract homeowners. In the District of Columbia and seven states –California, Florida, Illinois, Hawaii, Maryland, New Jersey and New York – an even greater share of lost wealth occurred in minority communities. Additionally, African-Americans remain at a higher imminent risk of more foreclosures in Florida, New York, New Jersey, Ohio, and Illinois. For example, Black Floridians risk of imminent foreclosures is doubled that projected for the entire state. As the nation prepares for the 2013 observance of the Dr. Martin Luther King, Jr. holiday, the martyred leader’s historic call for economic justice has yet to be fulfilled. Olive-Harvey offering taxi driver classes Because taxi driving is one of many in-demand careers in the transportation industry, OliveHarvey College will offer two workshops on February 7 on working as a driver in field, according to Dr. Craig T. Follins, president of Olive-Harvey Follins added, “transportation, distribution and logistics is a growing industry in our region and offers a career pathway with numerous job opportunities, including taxi driving. This recruitment event is part of our College to Careers strategy to partner with industries to ensure we prepare individuals to become job-ready and it is one of many opportunities available in transportation at OliveHarvey. “ According to industry experts as many as 2,000 taxicab drivers are needed in the city. “There are many

Entertainment center offers hope to youth By Wendell Hutson A hidden jewel on the South Side has changed the lives of many youth who hail from a Black community nationally known for violence. That institution is the Dr. Martin Luther King Jr. Park & Family Entertainment Center, 1219 W. 76th St, which celebrates its 10th anniversary on Feb. 2. The huge facility not only has a roller rink but also boasts a 10-lane bowling alley, arcade room and a food station. Naomi Shine, the center’s general manager, would like to see more centers open in impoverished neighborhoods. “This community has a lot of challenges especially for our youth and we want to give them an alternative to the streets,” said Shine. “Most of our 50 employees are from the neighborhood.
Our goal is to provide a family atmosphere where children and adults can enjoy themselves and feel safe.” Indeed, safety is a priority at the center. Armed security guards patrol the center and pat down everyone who enters. Employment opportunities for youth are far and between, said Charles Robinson, 18, who was fortunate to be hired seven months ago as a skating guard by the center. “It got me off the street. It saved my life,” said Robinson, 18, who lives in Englewood. “The life I have today I did not have before I started working here.” And parents said they are thrilled the center exists. “I am here with my daughter and having a blast,” said hair stylist Annette Kimmons. “I don’t live in Englewood but in Chatham, but still come here be-
cause it is a kid’s tresasure.” Kimmons’ daughter, Kara, said she wanted to come to center to show off her new roller skates. “I like skating and now that I have some new skates I will be asking my mom to bring me every Friday,” added Kara. Latrice Davis, 44, was also at the center Friday with her nephew. “I just like to sit back and watch the kids have fun, something they cannot do outside these walls,” she said. “I don’t skate, but I can bowl and sometimes when I bring my nephew, I will bowl while he skates.” Friday evenings are popular at the center, in part, because admission is only 50 cents. Admission varies during the week from $3 to $7, depending on the day of the week and if a patron is renting roller skates. For example, Wednesdays at the center is Fami-

The youth-oriented center is a popular place to be on weekends, said James Taylor, 14. “This is all that we talk about at school. I couldn’t wait for Friday to get here. I come here a lot and hang out with my friends,” said Taylor, who lives in Englewood. “I can tell you this, if this place was not here I would probably be outside on the corner hanging out, and that’s no fun.” His cousin Kenari Harper agreed. “I kick it up here with my cousin every now and then,” said Harper, 16. “I’d say it’s been two years now that I have been coming here and never had any problems, and have gotten better at

skating too.” For some youth, like 12-year old Ladena Jennings, who has been coming to the center since it opened in 2003, the center has become a popular hangout. “I was two years old when I first came here and now I come every week,” said Jennings. “This is without a doubt the best place to be on a Friday.” Showing off skate moves is what motivates Usamah Temple to come to the center. “I like doing my moves with my boys and showing people what I can do,” said Temple, 14. “I know a lot of kids who have avoided trouble thanks to this place being open on the weekends when there’s no school and not much else to do.” The Chicago Crusader

ABC 7 Celebrates Black History Month ABC 7 Chicago celebrates Black History Month with special news reports, programming and vignettes during the month of February. An original presentation of HEART & SOUL, an ABC 7 series that taps into the essence of Chicago’s African American community, will air Saturday, February 16 at 6:00 pm. This edition of HEART & SOUL co-hosted by ABC 7’s Cheryl Burton and Jim Rose, with contributions from Karen Jordan and Evelyn Holmes will have an encore presentation on Sunday, February 17 at 2:30 pm. “Geoffrey and Carmen: A Memoir in Four Movements” A New Exhibition To Open At The DuSable Museum February 10, 2013 The DuSable Museum of African American History is pleased to announce a new exhibition, “Geoffrey and Carmen: A Memoir in Four Movements.” This retrospective of the careers of two of the entertainment world’s most respected and endearing individuals, is the first exhibition in the Museum’s fifty-plus year history which will be mounted, produced and toured by the cultural institution. The exhibition will open at the Museum on February10, 2013 and continue through May 30, 2013. “Oh God, every day I look at Carmen and I see a painting” …Geoffrey Holder Who are Geoffrey Holder and Carmen DeLavallade? They are without a doubt, “America’s First Family of The Arts.” He paints and photographs, but has never wanted to be called simply an “artist.” She dances and choreographs, but has no desire to be categorized as simply a “dancer” or “choreographer.” He has directed shows on Broadway, and she has directed shows at The Metropolitan Opera. He has won Tony Awards and she has won numerous Dance Awards. They have both appeared in films and television programs during the last half-century, but do not necessarily refer to themselves as “actors.” There is more to both of them than that. The only reason people who aid and assist criminals do this, is because they are not being held accountable. Chicago should create a law for residents who harbor criminals in their homes, apartments, porches and yards, If the resident was on any government-assisted housing program such as Section 8, they will have to register with the police in that district. So if any criminal activity took place at that residence, it will be reported to that program and will be an automatic termination of their lease if found guilty. And as life has changed for Vincent, the drug game has changed, as well—prescription drugs are the flavor of the day. The drug deal goes bad. At one point Woody himself has to deal with the drug kingpin, lest the kingpin recognizes Vincent as the thug who killed his brother years ago. Pretty heavy stuff for an 11 year old, but all Woody wants to do is please his uncle, so he can finally be driven to North Carolina to visit his mother. Vincent is saved by Woody, whom he has taught to drive a Mercedes Sedan and also how to fire a weapon. However, when Vincent
returns to Mr. Fish and his brother Arthur, played by Danny Glover, to get compensated for carrying and delivering the drugs, he is sadly mistakenly and more hell breaks loose. LUV provides a sad ending, but although Woody has lost much, he has gained the independence that his uncle so badly wanted him to have. The movie’s theme of men training and teaching boys in their footsteps is a good one, even though the plot turns dangerous. But the grit, tenacity and determination of the young actor who plays Woody is great to behold. LUV is playing in limited release at AMC theatres in Chicago and in the South Suburbs. If you don’t get a chance to see it on the big screen, please look for this either on demand on through DVD rental sites.

Landlords should treat their properties in urban communities just as they treat their own homes. Since we know they wouldn’t allow this activity to happen where they live, or where their families live, they shouldn’t be allowed to be slumlords in our neighborhoods and provide safe haven for drug dealers and gangbangers. Business owners in our communities should be held accountable for gang activity that is going on in front of or outside or inside of their property that they own or rent in these urban areas that they don’t report to authorities. Landlords and business owners could be fined if more than three calls are made per month about gang activity in front of their property. Police can give business owners and landlords tickets if they patrol and see any gang activity that isn’t reported. After so many tickets they could lose their license to own property in Chicago or any district as a person who harbors criminals. Anyone charged with Saturday, February 2, 2013
harboring a criminal would have to register in their district as a person that harbors criminals. Anyone on parole or probation for guns, drugs or any violent crime should also have to register in their district, so that authorities would know where criminals are staying in their district. There should be an anonymous hotline in every police district that only takes calls about gangs and drug activity in their districts. (These calls should be kept confidential because some police tell criminals who the call was made by and that puts the person who reported the crime in harm’s way, that is why they don’t report it.) I feel when Chicago starts holding people accountable who harbor criminals less and less people will aid and assist criminals. MABEL (NEE MURDEN) SHECKLES passed away Tuesday, January 29, 2013 after a brief illness. Ms. Sheckles, 98, a resident of Montgomery Place, was a renowned organist/pianist who served as organist for many of Chicago’s churches including St. Edmond’s Episcopal Church, 6101 S. Michigan Ave. (18 years); Olivet Baptist Church, then located at 3101 S. South Parkway (now Dr. Martin Luther King, Jr. Drive) and Monumental Baptist Church, 729 E. Oakwood Blvd. She also was pianist/organist for Wendell Phillips High School and served as one of the organists for the Church Home at Montgomery Place until her death. Mabel Sheckles was a member and former officer of the R. Nathaniel Dett Club of Music and Allied Arts and the Chicago Music Association, Br. No 1, NANM, Inc. and served as accompanist for the International Harvester Male Chorus. She was one of the 52 Hammond Organ Ensemble members appearing in a mass concert at the Chicago Tribune Chicagoland Musical Festivals held annually at Soldier Field and an accompanist for the mass chorus appearing at the Chicago World’s Fair “Centennial of Progress Exposition” in 1933, and Assistant Administrator of

Simeon tops Whitney Young Top CPS boys’ basketball teams Simeon Career Academy and Whitney M. Young Magnet High School squared off last weekend at
Chicago State University. Simeon's 44-41 victory over Whitney Young came after a close game, with Young missing two chances to tie
the game in the final seconds. Whitney Young was the top ranked team in the state, followed by second-ranked Simeon.
WHITNEY M. YOUNG’S junior Jahlil Okafor is a star player and is already been visited by several college ball recruiters. Okafor, along with Simeon’s Jabari Parker, are both ranked No. 2 in their respective class. FINAL SECONDS OF the Simeon and Whitney Young game on Saturday night were close, but Simeon managed to hold Whitney M. Young from tying. The Jan. 26 game, held at Chicago State University, was televised by ESPN.
THE HIGHLY ANTICIPATED matchup between CPS’ top boys teams, Simeon Career Academy and Whitney M. Young Magnet High School, turned out to be neck in neck until the final seconds of the game, with Simeon taking the game on Saturday, January 26.
