Underutilized school won’t be closing By Wendell Hutson Gentrification in the Garfield Park community on the West Side is a major reason why Willa Cather Elementary School is experiencing low enrollment, said Principal Hattie King. Current enrollment is 250 but the school has space for up to 600 students, according to King, who has been principal since 2003. “This used to be an all-Black area with blue-collar parents but that has changed as more white-collar, young couples with no children move into the redeveloped properties,” King said. But for those new residents who do have children, she added, “We have to make Cather more attractive to new residents so they would want to send their children to the neighborhood (public) school.” The two-story building that houses Cather, 2908 W. Washington Blvd., has one class per grade, the second grade has the fewest students with 10, and the entire second floor, which includes 15 classrooms, is vacant. Insanity plea helps judge beat battery charge By J. Coyden Palmer An 18-year Cook County judge who last March shoved a Cook Country Sheriff ’s Deputy and was arrested for battery was found not guilty this week—by reason of insanity after a one-day bench trial. Judge Cynthia Brim walked out of the Daley Center courthouse with her lawyer Jim Montgomery after DuPage County Judge Liam Brennan issued his ruling. While she was not convicted in the criminal trial, her status as a judge is still up in the air and will be determined by the state’s Judicial Inquiry Board, which is investigating Brim for multiple alleged violations of the code of professional responsibility. In the meantime, Brim is next scheduled to appear in court on March 15 for a hearing on her mental health treatment. Brim won re-election last November despite a report that came out two months prior by the Judicial Performance Commission

(JPC) that stated: “Judge Brim is reported to be having significant difficulties in the areas of legal ability, diligence and temperament that seriously impede her effectiveness as a jurist. The Commission also made the following recommendations: Court-watching, Peer mentoring, Anger Management Courses, Continuing education courses on managing high-volume court calls and re-evaluation within three years.” The reports issued by the JPC do not recommend judges for retention however. Rather, the JPC conducts and utilizes research-based judicial evaluations to provide feedback about judicial performance to the judges being evaluated, their supervising judges, and the Chief Judge of the Circuit Court of Cook County. The reports of the JPC are available to the legal community and the public. The Cook County Bar Association, the oldest and largest association for African

American attorneys in the country, recommended that Brim not be retained as a judge last fall. Psychiatrist Mathew Markos testified that Brim, 54, suffers from a bipolar type of schizoaffective disorder that causes her to experience delusions and hallucinations. He added the symptoms can be kept in check with medication. During the trial, prosecutors said Brim took herself off of the medication. They argued because of that, she knew what could happen and should have been held responsible for her actions. Brennan disagreed, saying there was no doubt the battery occurred on the deputy, but added “the defendant’s mental state at the time based on the deputies’ own testimony and arrest reports that stated Brim was ‘irrational’ at the time of her arrest and the testimony of Markos, showed Brim did not know she was committing a criminal act.” (Continued on page 3)

Residents complain about conceal carry town hall meeting By J. Coyden Palmer More than 60 people attended a town hall meeting last weekend at the Illinois Institute of Technology sponsored by state Representative Ken Dunkin and state Senator Mattie Hunter to talk about upcoming legislation on concealed carry. The purpose of the meeting was to get feedback from the community on the topic, but many in the audience questioned the sincerity of meeting organizers in hearing from the community due to the lack of publicity announcing the forum. Sen. Hunter said her office had been planning the event for seven weeks, but those in attendance said they only found out about the meeting after hearing about it on Cliff Kelly’s show on WVON the day before. What Hunter and Dunkin got, along with third Ward Alderman Pat Dowell was an earful from residents who have been fighting for years to get concealed carry passed in Illinois, the only state in the country that does not allow qualified citizens to carry firearms for protection. Some accused Duncan, who has voted against every bill for concealed carry during his 11-year career, of not being on board and are suspicious that he and other African American legislators from Chicago will try and make the new law as restrictive as possible for Chicago residents. Dunkin was asked why it has taken so long for Illinois to adopt a concealed carry law. He said it

was because city leaders have been against it and attempted to put some of the blame on House leader Michael Madigan. That answer did not go over well with those in the audience who said Dunkin is supposed to work for the people not the city’s political leaders or the leader in the House. “The City of Chicago’s opposition to concealed carry has played a significant role,” he began. “The lion’s share of us [Black legislators] represent Chicago districts so this city has sought to try and play a regulatory role in reducing gun trafficking. The speaker of our house also knows that if it hit the house floor it would pass.” But when asked by the Crusader about why he voted no on the concealed carry bill that failed in the House last year, Dunkin never answered the question even as audience members also pressed him for an answer. Some in the audience said they were also suspicious that Dunkin and other Black legislators will attempt to limit what type of gun, especially semi-automatic handguns, people can carry and most importantly how many rounds will be allowed in a magazine clip. Those in favor of a liberal amount of rounds justified their stance by saying in a gunfight there might be multiple attackers and you cannot expect people to shoot with pin-point marksmanship in a stressful situation. They say the extra rounds will be needed in order for the victim to sur-

State Representative Brandon Phelps, who represents a downstate district said via telephone this week there will be little compromise in the next bill. He said because the courts have now mandated the state to pass a law, he and supporters of the bill will be less likely to compromise. Phelps also said his office is flooded with calls, letters and emails from Chicago area residents thanking him for fighting for them because their elected leaders in the General Assembly have ignored them. He also addressed Chicago and Cook County residents’ concerns that any bill passed could be subject to “home rule” where a local municipality may put their own restrictions in

place. “We don’t think Chicago should get special treatment on what they want to do on their own laws and the court said we don’t have to,” Phelps reassured Chicago area citizens. “It’s been far too long for law-abiding gun owners not to get their constitutional rights in Chicago. We want people to be able to handle a gun so you will have to prove that to your instructor, but no matter where you live in the state of Illinois you’re going to be treated like anybody else.” Phelps said if legislators do not pass a bill by the end of the deadline imposed by the court in June, any Illinois resident with a valid firearm owner identification card (FOID) will be able to carry

whatever they want, wherever they want throughout the state. But Dunkin said the bill will need to be “tweaked” in order to pass because there are more than 40 legislators in Springfield from the Chicago area and he thinks they should have the right to implement “home rule.” Hunter defended her office from allegations that news about the meeting was slow getting out to the community. She said she publishes a regular email blast out to everyone who lives in her district. But those in attendance said not everyone is online and with an issue as important as this one, a better effort should have been made to inform the masses to get a true gauge of the community’s thoughts on the subject.

Cather becoming a receiving school if another nearby school is closed, Sainvilus explained during a tour of Cather recently. “Should that happen more resources would be allocated to Cather based on its student population.” And more resources, such as money, would allow King to hire more staff. “I had to choose from hiring a gym teacher or a librarian, a choice I wish I did not have to make but when you are working with limited resources these are the choices put before me,” added King. On the flip side of things King pointed to some positive aspects about Cather. For example, the average class size is 22 students as opposed to other schools with a class size of 28. On Jan. 12, it started “Saturday School,” which runs for sixweeks from 8:30 a.m. to noon, as

Level 1 schools are those performing academically well. Level 2 schools are those in good standing and level 3 schools are those performing poorly. But other changes could occur at Cather this fall. Those changes could include

an enrichment program for students needing tutoring. Last December, Barbara ByrdBennett, chief executive officer for CPS, announced the formation of the Commission on School Utilization to evaluate the school district’s utilization crisis. The goal of the community meetings is to get feedback from school communities. CPS, the nation’s third largest school district, currently serves 403,000 students, but has space for 511,000. The school district simply has too many buildings and too few children, added Byrd-Bennett. Sainvilus added that any schools closed as a result of underutilization would not sit idle but the building would be eventually sold. According to Sainvilus, 50 percent of CPS schools are underutilized and nearly 140 are halfempty.

“It has been this way for quite sometime,” added Sainvilus. But by right-sizing the school district, Byrd-Bennett said it would then be able to better redirect resources and invest them in programs so that all children can benefit from a well-rounded, high-quality education.

Chatham’s McDonalds serve as social outlets By Wendell Hutson Little did Derrick Taylor know six years ago when he and his wife Cheryl became franchise owners of two McDonald’s Corp. restaurants in the Chatham community that it would become a popular place for Blacks to meet, eat and socialize. One restaurant is at 29 E. 87th St. and the other one is at 7900 S. King Drive, which is where many Chicago Transit Authority bus drivers have lunch and hang out in between their shifts. “I like coming here. It’s the busiest place in Chatham. This place has relaxing music and not that rap stuff these kids listen to all day. It is clean, convenient and the food is good too,” said Trina Burton, 44, a bus driver for 11 years. “I have been coming to this particular McDonald’s for about nine years now. I like it and so do

restaurant owners. The Taylors purchased their first restaurant in 2000 at the Chicago Skyway, 8871 S. Kingston Ave., according to Rau Jessica, a spokeswoman for McDonald’s Corp. And besides the two Chatham restaurants and the one at the Skyway, the Taylors own three more McDonald’s restaurants: 1443 E. 87th St., 1656 W. 95th St. and 8321 S. Ashland Ave. With six restaurants, the Taylors own more franchise McDonald’s than any other BMOA member. Working in a fast-food environment is fulfilling for Taylor, 51, who lives in the South Suburbs. “I am a people person and enjoying working at all my restaurants. It allows me to interact with the community and encourage young people to stay in school and do great things,” added Derrick.

Cardiss Collins, longest serving Black female Congressperson, dies of natural causes Former Congresswoman Cardiss Collins, who represented Illinois’ Seventh District for more than 20 years died recently in Virgina of natural causes. Mrs. Collins replaced her late husband, George, in Congress after he was killed in an airplane crash at Midway Airport in 1972. She was elected to a full term the following year. She became the first AfricanAmerican woman to represent a congressional district in the Midwest. She also was the first African-American female to serve as Democratic whip-at-large. A memorial service is planned for Monday in Arlington, Va., where the former congresswoman had lived the past two years. Mrs. Collins registered a number of accolades during her legislative career; but may best be remembered as a staunch advocate for Title IX. Prodding from Mrs. Collins led to the NCAA to taking steps that led to gender equity in sports, including a proposed certification program for Division I institutions that includes a component related to gender equity, and a commitment from the NCAA to put this issue on the front burner. The late Congresswoman co-sponsored the Universal Health Care Act of 1991, and the Family and Medical Leave Act of 1991. She also authored legislation to create the Office on Minority Health in the National Institutes of Health. The House also adopted Mrs. Collins’ resolutions designating October as National Breast Cancer Awareness Month. Mrs. Collins wrote the 1990 law which expanded Medicare coverage for screening mammography for millions of elderly and disabled women and sponsored the Medicaid Infant Mortality Act of 1991. She also sponsored legislation which expanded Medicaid coverage for PAP smears for early detection of cervical and uterine cancer. She authored the Child Safety Protection Act of 1993, legislation requiring warning labels on dangerous toys and

He also had a brief career as a professional football player before a knee injury ended his playing days. But Taylor said seeing his wife no longer having to work long hours at her previous job is refreshing for him. “I wanted her to be able to take it easy and not work so hard. (And even though) she still works hard, at least now it is for us and not someone else,” said Taylor, an alumnus of Percy Julian High School on the South Side. “She is my co-pilot. I cannot fly without her.” Taylor is a member of The Black McDonald’s Operators Association whose members own 39 Chicago area restaurants. The BMOA is a membership organization made up of 14 Chicago-area and Northwest Indiana McDonald’s

Bus drivers working in Chatham are not the only ones who frequent McDonald’s. Residents, especially seniors, are also regulars. Jerry Rodgers, 73, lives in Chatham and said he meets his friends “at least five days a week at McDonald’s.” The retired mechanic has kept this routine up for the past five years. “McDonald’s has good coffee. There’s a lot of space here for us to sit down and talk ‘shop’ for a while with no worries about being asked to leave,” Rodgers added.

a member of the Energy and Commerce Subcommittee on Oversight and Investigations. At one point she was the ranking Democratic member of the Government Operations Committee and a member of the Committee’s Legislative and National Issues subcommittee. In 1996, she announced her retirement from Congress citing the majority Republican makeup of that chamber. Mrs. Collins was a member of the Friendship Baptist Church of Chicago as well as the Alfred Street Baptist Church of Alexandria, Virginia; the National Association for the Advancement of Colored People (NAACP); the Chicago Urban League; the LINKS; the Coalition of 100 Black Women; the Black Women’s Agenda; the National Council of Negro Women; the Alpha Kappa Alpha and Alpha Gamma Phi Sororities; secretary of the Congressional Caucus on Women’s Issues; and Vice Chairman, the Congressional Black Caucus. She has one son, Kevin and a granddaughter. She was born Cardiss Robertson in St. Louis, Mo. on Sept. 24, 1931. A graduate of Detroit High School of Commerce, Mrs. Collins also attained a degree from Northwestern University’s night school in 1967.

Sen. Raoul appointed new chairperson of Judiciary Committee State Senator Kwame Raoul (D13th) will chair the Senate Judiciary Committee for the 98th General Assembly (2013-14). Senate President John Cullerton recently announced committee appointments and chairmanships. “I’m excited to take on the leadership of this important committee, which evaluates proposals affecting the legal system and the legal rights of people and businesses throughout Illinois,” said Sen. Raoul, an attorney who practices labor and employment law. The Judiciary Committee hears proposed legislation related to civil law. Measures the committee considered last session covered a broad range of issues, including foreclosure, corporations, family law and expanded rights for military service members. Sen. EDITORIAL ANOTHER SENSELESS KILLING Violence is rampant in the world today. Everywhere you look, people are losing their lives in senseless wars. And where are the gains? There must not be any, since the violence keeps happening. It is as though a darkness has descended on the planet. The darkness has certainly descended on the Black community, where Black-on-Black crime is, unfortunately, an escalating norm. And the sad thing is this: some of the senseless and random mayhem is done without a seeming motive, or, in many instances, a case of mistaken identity. For example, in Chicago Illinois, a 15-year-old honor student, Hadiya Pendleton, was shot down in cold blood by someone who randomly shot into a crowd of teens who were huddled under a canopy in an attempt to escape the rain. Hadiya, who had recently performed at President Barack Obama’s inauguration, did not have a chance to actualize her own dreams. Ironically, she had starred in an anti-gang video wherein she admonished youth against being lured by gangs. This video is, in hindsight, eerily prophetic in light of the fact that the young video star was unknowingly rushing headlong into the victimhood of random violence that she offered warning to her peers. The Hadiya Pendleton tragedy is the latest in a long line of the same visited upon the Black community. There is something different about this one, however. Very often, Black people become especially outraged when the killer is white. When Trayvon Martin was murdered, the Black community expressed outrage and became highly agitated and wanted to go for blood, even though hundreds of Blacks had been killed by other Blacks at the time of the incident. The outrage was connected to the fact that the perpetrator in this case was perceived to be white. Subsequent reports identified him as part Hispanic. The Hadiya case, on the other hand, is one of the first times that the Black community has become incensed about a Blackon-Black murder. A young, attractive, academically accomplished African American teen was shot several blocks from her home in a relatively quiet south side Chicago neighborhood, only a mile away from President Barack Obama’s home. How interesting is that? When is the last time a sitting president had this kind of notoriety connected with his home community? A lot of Chicagoans are upset with President Obama because they feel that he should personally be able to do something about the violence in his home town. Somehow, because he identifies as Black, he should magically be able to accomplish what Black people in that great city have not had the will or wherewithal to do. Actually, the fact that the first Black U.S. president hails from a community besot by violence could possibly be seen as an embarrassment by some people, since it enhances the unfortunate stereotype that Blacks are inherently violent. Nevertheless, out of every situation some good and some bad can be found. In the case of Hadiya Pendleton, as heartbreaking as it is, her murder just might be the spark that ignites the kind of activism that has long been overdue. Sometimes it takes a cattle prod to motivate people into action. Hadiya’s murder, since she was reportedly not a thug, dropout, or gangbanger, brings home the point that the senseless violence in the Black community renders us all vulnerable. She was the girl next door. This is the message that can be gleaned from this tragedy. The other message is that it is way past time to do something that will save our children! A luta continua!

A week after performing in her high school band at President Obama’s inauguration, 15-year-old honor student Hadiya Pendleton was shot and killed. Hadiya’s story has captured the attention of media and politicians finally focused, postNewtown, on gun violence and the toll it takes on our communities. Yet she is only one of the hundreds of children killed each year with firearms — hundreds of victims, nameless and faceless to the media but mourned by parents, sisters, brothers and friends. That is why I’m co-sponsoring a state-level ban on further sales of assault weapons and high-capacity magazines. I also support universal background checks on would-be gun purchasers: a policy even 74 percent of National Rifle Association members favor. And I believe guns should be registered like cars. It’s time — no, it’s past time — for commonsense gun legislation in response to the reality that children are dying because deadly weapons are so readily available. I support commonsense gun control not only as a legislator, but as a citizen. I’ve been involved with this issue for the last 10 years since I marched with Rev. Michael Pfleger around Chuck’s Gun Shop. I’ve also worked with Purpose Over Pain, an organization of parents who have lost sons and daughters to violence. I know from my 10 years of engage-

ment that we must stand united across geographic and partisan lines if we are to protect our children from wanton violence. We live in a war zone. Nationwide, 95,000 Americans have been murdered with guns since the Afghan War began in 2001 in contrast to the 6,500 American soldiers who have died in both the Afghan and Iraqi conflicts. In 2012 in Chicago, of the 505 mostly Black and Latino murder victims, 108 were youth under 20 years of age. The time for action is now. President Obama has made curtailing gun violence a top priority on his legislative agenda. Mass shootings such as the one in Newtown, though rare compared to the countless attacks that claim lives one or two at a time, have focused national attention on the shameful fact that in this land of freedom and plenty, we still live in fear for ourselves and our children. We must act, and I hope this time we will. Sincerely,

BEYOND THE RHETORIC

A Ball of Confusion By Harry C. Alford NNPA Columnist “That’s what the world is today.” So says the Motown hit sung by Edwin Starr and later by the Temptations. The description still applies today but for different reasons. This confusion or chaos is coming at us like a freight train. Let’s examine some of the reasons. The violence in our cities is at an all-time high. The city of Chicago leads the way in this show of hatred and lack of value for human life. Funny, you cannot buy a gun in the Chicago city limits but they are everywhere. As many so called or self-appointed Black leaders scream about this madness, they seem to miss or ignore the big reason. It is really very simple. The amount of violence or murder of our youth comes from drug wars or turf wars both perpetrated by street gangs. The existence of street gangs and all the ills that go with it is directly correlated to the amount of corruption within the law enforcement agencies. They could lock up the leadership of these gangs and dealers within a month. Drugs and violence is a business to some and right now business is great.

Harry C. Alford Our “leaders” also cry for more entitlements, AKA welfare, Medicaid, food stamps, etc. That is not what we need. The aforementioned things poison the soul, kill ambition and destroy the Black family unit. What we need are jobs and there is only one way to get jobs – create them through entrepreneurship. Small business is the best creator of jobs, which brings paychecks to

households and motivates accountability and inspires ambition and dreams. Our families are busted up – where’s daddy? Baby mamas are expected to cover all the bases. The Black segment of our population needs new, young and progressive leaders who are totally dedicated to returning us back to greatness. What we have now was explained over 100 years ago: “There is another class of coloured people who make a business of keeping the troubles, the wrongs, and the hardships of the Negro race before the public. Having learned that they are able to make a living out of their troubles, they have grown into the settled habit of advertising their wrongs – partly because they want sympathy and partly because it pays. Some of these people do not want the Negro to lose his grievances, because they do not want to lose their jobs.” That is how Booker T. Washington explained our situation. It is all about jobs. One of the newest job killers is Obamacare. This monster is getting bigger and bigger as we unravel what is in this massive bill. The IRS has just admitted that the cheapest family plan will cost a family of five (husband,

wife and three children) at least $20,000 per year. Didn’t we think this would decrease the cost of healthcare? Small businesses will be forced to suppress their jobs. If your payroll exceeds 50 people then the business owner will be forced to pay significantly more per employee. Thus, most small businesses will suppress their workforce limiting the job potential in a local community. Worst of all, the employer will be taxed extra for hiring low income personnel (for some stupid reason). Therefore, those living in poverty wanting to lift themselves up will be denied by this law alone. There have been many political attacks against the successful job creators. These successful entrepreneurs and executives account for the majority of jobs in our nation. I think those attacking them should listen to another great leader who stated this more than 70 years ago: “You cannot help the poor by destroying the rich. You cannot strengthen the weak by weakening the strong. You cannot bring about prosperity by discouraging thrift. You cannot lift the wage earner up by pulling the wage payer down. You cannot further the brotherhood of man by inciting class ha-

tred. You cannot build character and courage by taking away people’s initiative and independence. Dr. Conrad Worrill It is very important for African people in America to educate and reeducate ourselves about our history and its relationship to the important ideas that shape how we see the world. We are still challenged today to create an educational climate that inspires African youth in America to understand that the purpose of education is to develop the skills and his-

torical understanding of the past as it relates to the present and future in preparation for working for self and the liberation of African people. This is the challenge of the twentyfirst-century to defeat the one hundred year tradition established by white educational leaders who created curriculums for Africans in America designed to prepare them to work for white folks. Dr. Carter G. Woodson, who founded in February of 1926, what at the time was called “Negro History Week,” would indeed be inspired by the ongoing discussion and debate over the contributions of African people to the history of the world. The movement led by Dr. Woodson helped lay the foundation for the current African Centered Education Movement that has become the catalyst for the intense study of Africa and the history of African people throughout the world 365 days a year. We should all read or reread the late Dr. Jacob H. Carruthers’ profound book, Intellectual Warfare. It is very important for African people in America to continue to put forth the effort to educate and reeducate ourselves about our history and its relationship to the important ideas that shape how we see the world. We must continue this effort to educate and reeducate ourselves everyday to improve the quality of life for ourselves and our children. For over thirty-five-years, Dr. Car-

ruthers played a leading role as a scholar and intellectual activist in the development of the African Centered Education Movement. Dr. Carruthers was a tenured professor in the College of Education’s Inner City Studies Education undergraduate and graduate programs at Northeastern Illinois University in Chicago, Illinois and retired as Professor Emeritus. Along with Dr. Anderson Thompson, Dr. Carruthers helped shape both the undergraduate and graduate curricula that have become known throughout the country for providing a theoretical and practical understanding of the impact of the political, economic, social, and cultural forces on people who live in the inner cities throughout the world. Of course, one of the largest groups to live in the inner cities is African people. Therefore, a great deal of Dr. Carruthers’ writings and lectures concentrated on the white supremacy intellectual assault on African people and the world. Dr. Carruthers has been magnificent in exposing the European intellectual tyranny and its impact on the education of African people. It was through his association with the late, great Senegalese scholar, Dr. Cheikh Anta Diop and the late, great scholar / teacher, Dr. John Henrik Clarke that helped propel the genius of Dr. Carruthers’ insight into the “Deep Well” of the African Worldview. As the founding President of the

Association for the Study of Classical African Civilizations (ASCAC), Dr. Carruthers helped shape an organizational format for African Centered scholars, teachers, students, and the overall African Community to have a collective vehicle in which to pursue the building of the African Centered Education Movement. His leadership, in this regard, has been monumental and inspiring to hundreds of scholars, teachers, and students throughout the African World Community. In this connection, Dr. Carruthers’ book, Intellectual Warfare, prepares us to function in the twenty-firstcentury with a sharper understanding of our challenges as an African people. The book is organized into five sections. Part I: The Nature of the War; Part II: Defenders of Western Civilization; Part III: Intellectual Civil War; Part IV: The Champions of African Centered Thought; and Part V: Toward the Restoration of African Civilizations. In the preface of Intellectual Warfare, Dr. Carruthers explains, “These essays reflect the thought of the ‘Chicago group’ and the ‘African Community of Chicago.’ I was simply a vehicle through whom ideas flowed. Even the mistakes are our mistakes rather than mine alone. The conceptualization of our work as Intellectual Warfare emerged out of the actual battles in which we were engaged.” In the first chapter, Dr. Carruthers

instructs us by pointing out, “Thus, those who have been waging the long war to liberate African history and culture have been fighting the following two battles: (1) an international war against the European intellectuals and (2) a civil war against the colonized African spokespersons who are trained by Europeans to undermine African independence. The war is truly, as Dr. Anderson Thompson says, “a battle for the African mind,” or as the late Dr. Asa G. Hilliard, III and the First World Alliance put it, “a battle to free the African mind.” This seminal work is the theme and focus of two programs sponsored by the Kemetic Institute: Intellectual Warfare - Six Session Seminar Series (January 19 & 26, February 2 & 9, and March 2 & 9) with Saturday sessions from 10:00 a.m. – 12:00 p.m. and the 8th Annual Dr. Jacob H. Carruthers Conference on Saturday, February 16, 2013 beginning at 8:30 a.m. with special guest Dr. Greg Kimathi Carr of Howard University. All sessions are held at the Kemetic Institute, 700 E. BUDGET CUTS WILL SLOW ECONOMY By Julianne Malveaux There is lots of buzz about our nation’s “economic recovery” in these first weeks of 2013. The stock market has been rising, some would say even soaring. We postponed the fiscal cliff crisis, albeit only for a few weeks – March is the new deadline. The tone and tenor of debt ceiling conversations has shifted slightly, though this will not be an issue easily negotiated. President Obama says that raising the debt ceiling to pay old bills is the right thing to do; Republicans in the House showed no reluctance in authorizing spending for two wars and other matters. Now they don’t want to pay for it. Recovery? For the first time since 2009 our economy shrunk in the last quarter of 2012, largely because of cuts in defense spending (that were not balanced by increased spending in other areas), a sluggish world economy that could not absorb US exports. Also, inventory grew slowly, suggesting that some

retailers are pessimistic about the level of spending this year. Some economists suggest that this drag is a one-time thing since part of the drag has occurred because of factory and retail store shutdowns due to Hurricane Sandy. Additionally, they say that the economy

should adjust to defense spending cuts rather quickly. And they cite strong consumer spending and business investment in the fourth quarter as positives. Even with the fourth-quarter shrinkage, growth in 2012 was higher than growth in 2011, suggesting that we are on the right path to economic recovery. Just a minute, though. If the economy contracts because of a cut in defense spending, what will happen when federal spending is cut by 7 to 10 percent, either through automatic cuts or budget cutting negotiations. Already, federal departments are making contingency plans for cuts, figuring out ways that three people can do the work of two, and ways programs may be consolidated. While one quarter of contraction is no cause for alarm, it is certainly cause for concern. Two more quarters of contraction, however mild, will lead us into a recession. There are other factors of concern as we look ahead. Everyone will get a 2 percent pay cut because the So-

cial Security tax has returned to prior levels after we have experienced cuts for two years. A family earning $50,000 a year has $1,000 less to spend, and it has already shown up in paychecks for those who are paid biweekly. Less disposable income means less consumer spending, means the possibility of economic slowdown since consumer spending drives more than two-thirds of the economy. Another factor in the possibility of economic slowdown is the troubled employment situation. Though unemployment rates are lower than they were two years ago, an overall unemployment rate of more than seven percent is unacceptable. I am writing this in advanced of first Friday numbers, but predictions are the unemployment rate won’t go below seven percent. That means that the African American unemployment rate is likely to remain between 13 and 14 percent, officially, and more than 25 percent unofficially. While we can certainly point

to improvement in the employment situation, the economy is not generating enough jobs to lower unemployment rates. Instead we are treading water. Congress has not enacted the American Jobs Act, which President Obama introduced in 2011, because they say it costs too much. This is a case of being penny wise and pound-foolish. Employed people pay taxes. Employed people contribute to their communities. Gainfully employed people avoid the social pathologies that come with unemployment. Albert Camus once said, “Without work all life is rotten.” Studies show that unemployed people experience a loss of self-esteem, societal alienation, and depression, among other things. A jobs creation program would be good both for morale and the economy. Would this be a make-work program? Not necessarily. Teachers selected for the surprise were then invited with their principals to a “teacher appreciation event” at Bradwell Elementary where one lucky teacher’s name was pulled to win a box of school supplies. Near the end of the program, volunteers streamed in to the school’s auditorium carrying boxes of supplies for each teacher in attendance, complete with confetti and celebratory music. Each box of school supplies is valued at $1,000 and was filled with 70 pounds worth of useful classroom materials including colored paper, glue, tape, pens, pencils and a digital camera. The event, part of OfficeMax’s larger annual A Day Made Better program, reinforces the company’s long-standing dedication to the Chicagoland community and the education of its children. In its sixth year, the A Day Made Better program, in partnership with AdoptAClassroom.org, aims to help end the need for teacherfunded classrooms. Three-time Emmy Award© winner Charles “Roc” Dutton brings his critically acclaimed, autobiographical, one-man stage play From Jail to Yale: Serving Time on Stage to Chicago for the first time for two performances only, at the Reva and David Logan Center for the Arts Performance Hall at the University of Chicago, 915 E. 60th St., Wednesday and Thursday, February 20 and 21, at 7:30 p.m. The show tells the story of Dutton’s journey from prison in Baltimore to the Yale University Drama School to theatrical and television success. Best known for his role in the 1990s television series Roc, Dutton is also a highly accomplished stage and film actor and a director—having originated roles in multiple plays by August Wilson and, most recently, directed and starred in the 2012 film The Obama Effect and the upcoming movie Must Be the Music, a film about corruption in the music industry. CMA presents 2013 annual Black Heritage concert Chicago Music Association (CMA), Branch No. 1 of NANM (National Association of Negro Musicians, Inc.), will present the annual Theodore Charles Stone Black Heritage Concert Sunday, February 17, 2013 at 4:30 PM in the Paul Robeson Theater of South Shore Cultural Center, 7059 South Shore Drive. CMA concerts are presented in partnership with the Advisory Council of South Shore Cultural Center. This year’s concert is a choral fest dedicated to the memory of CMA members George L. Nearing, Recording Secretary Emeritus and Dr. Edna Williams, Second Vice President and Scholarship Chair, both of whom died unexpectedly during the month of December, 2012 and within two days of one another. Appearing on this year’s concert are the First Baptist Congregational Church Sanctuary Choir, Mattie L. Robertson, director, and the Chicago Community Chorus, Keith Hampton, founder/conductor, performing choral works of Black composers William L. Dawson, Omar Dickenson, Avis Graves, Jester Hairston, Cissy Houston, Joseph Joubert, Undine Smith Moore, and Robert Ray. After Dr. Stone’s death October 17, 1998, the concerts were renamed in his honor. Chicago Music Association (est. March 12, 1919) is the founding branch of the National Association of Negro Musicians, Inc. (NANM) that was established in Chicago on August 3, 1919 to provide performance venues for classically-trained Black musicians who were traditionally de-

NU’s Bienen School of Music receives $6 million gift in honor of Mary B. Galvin The Robert W. Galvin Foundation has made a $6 million gift in honor of Mary B. Galvin, a 1945 graduate of Northwestern University, in support of Northwestern’s Henry and Leigh Bienen School of Music. In recognition of the significant gift, Northwestern will name the recital hall in a new Music and Communication Building under construction on the Evanston campus the Mary B. Galvin Recital Hall. The 400-seat recital hall will be the premier showcase for music performances in the new building and will feature a 50foot-high glass wall behind the stage, framing dramatic views of Lake Michigan and the Chicago skyline. The new building will be located on the lakefront at the south end of Northwestern’s Evanston campus. The signature building, designed by the distinguished architectural firm Goettsch Partners, will be the new home for the Bienen School of Music. It also will provide space for the School of Communication. The Galvin Recital Hall will be the

CROE celebrates its 26th annual Founder’s Day The Chicago organization committed to sustaining the life and legacy of the late Elijah Muhammad, founder of the Nation of Islam, will celebrate its 26th year of work with its Founder’s Day program on February 10 at 2436 W.

A. Phillip Randolph Museum reaches out to youth Successful program seeking funding to continue to impact youth The A. Philip Randolph Pullman Porter Museum (APRPPM) has launched a novel pilot program aimed at combating violence among youth through creative arts. Titled, “Museum 44 Where Hip Hop Meets History” and named in honor of 44th president, Barack Obama, the program is a vehicle where young people that have been exposed to violence can come together in a safe, supportive and non-judgmental environment. The objective is to allow youth to deal with issues in their community at their level of understanding and communication. Using their artistic aspirations and passion for creative expression to also make the connection through history as a channel for opening the lines of communication, the program serves as a powerful forum where youth can tap into their creative talent while expressing their hopes, aspirations and fears. It is the brainchild of David Peterson, president of the APRPP Museum. In an effort to attract younger museum visitors, he drew from his experience to connect with youth by combining the arts with a vio-

Peterson, who created the program while still in college, was inspired to launch it as a pilot program after area youth visiting the Museum, found cultural inspiration, a safe haven and a forum for creative expression. The genesis of Museum 44 program “Where Hip Hop Meets History” as a healing tool was born. His interest is also rooted in his educational and past work experiences. After graduating from Florida A&M University, and while working at a State of Illinois Safety

Network site, he conducted research and engaged youth in conversations about their passions. “The result was that most youth are genuinely interested in the Arts, employment, and want to see business development in their community. A consistent response in each community from 90% of the respondents expressed is that they want and need a place where they can just be who they want to be unapologetically,” declared Peterson. According to Peterson, the arts can be used as an intervention strategy. “Most youth feel most comfortable expressing themselves through the umbrella of “Hip-Hop,” a cultural and musical genre that allows expression, without boundaries. Hip Hop music, its lyrics, and culture are utilized as a tool that provides social commentary and emotional expression, which relates to the participant’s overall life.” Museum 44 is not fully operational but it has already begun with no public funding. On Sunday, February 17, the Museum will host a fundraiser with proceeds going toward this program. The event will be held at the Marmon Grand, 2230 S. Michigan, beginning at 5 p.m.. People who sat on that board for years, lacking in foresight and long range planning purchased and renovated a multi-million dollar administrative building that sits vacant after business hours. This white elephant does nothing to contribute to a worldclass, quality education for the students in preparation for their future success as learned people who can compete on the global stage. This same group has paid for extensions and expansions of their buildings but failed to provide room in those buildings for an administrative wing as had always been the previous practice. In prior years, long before some of these people became members of the board the administrative

offices were housed at Rich Central. It obviously was a very effective and efficient arrangement because the students who graduated during that regime fared well on tests, and a large percentage went on to become successful in their fields of study. Today the Rich schools are on the watch list; and, except for a talented few, most cannot pass the Prairie State Achievement Examinations. The board salutes and heralds the talented few; but, they do little that can be discerned about the majority of the students. Public education should provide a quality education for 100% of its students giving each an equal opportunity for success. The school community has a choice. The school community can determine the future of our children. The school community must come together to select and elect those who are single issue candidates; and, that single issue Saturday, February 9, 2013

must be what is in the best interests of the students. Quality school board members have an oversight responsibility and it is up to them to make certain that there is professional staff development and accountability on the part of everyone who is a part of the system from the janitor on up to the superintendent. What criteria do they use for evaluating the personnel whom they hire and retain? How often, and when was the last time this evaluating was done? We need and deserve a CHANGE! We need people who are passionate about the welfare and well-being of our children. We need people who will put students FIRST! Helen L.
