Chicago mourns Civil Rights Icon myself among the more than 100 men and women she called ‘godchildren,’ and worked hard to live up to her example. I still do. “Michelle and I are deeply saddened by Reverend Barrow’s passing, but we take comfort in the knowledge that our world is a far better place because she was a part of it. Our thoughts and prayers are with Reverend Barrow’s family, and with all those who loved her as we did.” She was not only a civil rights fighter, but a civil rights icon, who worked with Dr. Martin Luther King, Jr., Reverend Jesse L. Jackson, Dr. Dorothy Height, Rev. Addie Wyatt, Rosa Parks, Reverend Ralph David Abernathy, and countless other participants in the civil rights movement. Rev. Barrow was born and raised in rural Texas on a farm with her six siblings surrounded by religion. Her father, Nelson Taplin was a local Baptist pastor and her mother was a Methodist, while an uncle who lived with the family was a Jehovah’s Witness. She was “called to the ministry when she was sixteen years of age. While studying ministry in Portland, Oregon, she organized the first African American Church of God and she worked as a welder in a shipyard. During that time she first became involved in the labor movement. It was in Portland that she met and married Clyde Raymond Barrow in 1943, shortly thereafter they moved to Chicago and she studied at the Moody Bible Institute and the Central Conservatory of Music. She was an avid worker in the Church

Messages from the White House and the President of the United States Barack Obama acclaimed the life of a life-long civil rights fighter. She died in Chicago. President Obama praised the civil rights leader as “a Chicago institution” and the “‘Little Warrior’ who pursued justice for all God’s children.” Reverend Jesse Jackson Sr., whom she spent more than 50 years working with said in making the announcement about her death, “It is with the heaviest of hearts that we announce, our sister beloved . . . Rev. Willie Taplin Barrow has made her transition. She was a woman of unusual courage and character. She was a freedom fighter. She fought in the tradition of Rosa Parks and Fannie Lou Hamer. She was fearless.” President Obama was widely known as one of many godchildren of Rev. Barrow, who added “In 1936, when she was just 12 years old, Reverend Barrow demanded to be let on her all-white school bus in Texas, and the fight for equality she joined that day would become the cause of her life. “Nowhere was Reverend Barrow’s impact felt more than in our hometown of Chicago. Through Operation Breadbasket, the Rainbow/PUSH Coalition and her beloved Vernon Park Church, she never stopped doing all she could to make her community a better place. To Michelle and me, she was a constant inspiration, a lifelong mentor, and a very dear friend. I was proud to count

Chicago State’s First Amendment Issues are ‘Cultural’ By J. Coyden Palmer The former lawyer who successfully sued Chicago State University for denying freedom of the press to its now defunct school newspaper, Tempo, and for unjustly firing a University employee who was serving as faculty advisor to the paper, is speaking out about the latest scandal at the school. Earlier this month, the Foundation for Individual Rights in Education ranked CSU as one of the worst colleges in the country for free speech. Willie Barrow helped to found Operation Breadbasket in Chicago, which later grew into Operation PUSH (People United to Save Humanity, later People United to Serve Humanity). Reverend Barrow was a key “lieutenant” of Jesse Jackson in his Chicago-based activism. They
worked on many projects and in many organizations together, including the Southern Christian Leadership Conference, and a long association with Operation PUSH. When Reverend Jackson ran for President of the United States in 1984, she served as his Campaign Manager. Reverend Barrow was also active in working against United States involvement in the Vietnam War and in 1968, she along with two others led a delegation to North Vietnam.

Counting the Victims of Police Violence By Jazelle Hunt NNPA Washington Correspondent WASHINGTON (NNPA)—As Eric Holder ended his tenure as U.S. Attorney General, he said, “The troubling reality is that we lack the ability right now to comprehensively track the number of incidents of either uses of force directed at police officers, or uses of force by police,” he said, at a Martin Luther King Jr. Day event. “This strikes many – including me – as unacceptable.” As it stands, both the Federal Bureau of Investigation and the Department of Justice compile information on police killings, as reported by police departments themselves. But there are challenges with the reliability with this data. By law, collecting and providing this information to the government is mandatory only for police agencies that receive certain federal funds; police killings found to be unjustified are not included in the FBI’s measures; and reporting guidelines can vary from place to place, to name a few issues. Over the past few years, citizens have attempted to step in where official entities would not, creating well-regarded crowdsourced online databases such as KilledbyPolice.net, FatalEncounters.org and the U.S. Police Shootings Database (launched by Web sports blog, Deadspin). MappingPoliceViolence.org is the newest addition to this effort.
Mapping Police Violence builds on this tally by merging and crosschecking those first two databases. It compiles a month-by-month death toll for 2013 and 2014; and by combing through media reports and other public data, the contributors have confirmed the race of every victim in 2014. Samuel Sinyangwe, a 24-yearold Ferguson protestor and one of the project’s directors, said that this detail is missing for approximately 60 percent of the victims in the source databases. Though the project highlights the disproportionate killing of Black people, it includes all reported deaths by date, location, race, age, gender, cause of death, and medical condition (e.g. under the influence, mentally disabled, etc.). Additionally, users can compare police departments around the country by population, murder rate, and how “likely to threaten Black life” they are. “When you compare white folks and Black folks who were killed by police, there are big differences. White folks tended to be more likely to have a mental illness, to be armed, to be older… or to be drunk or under the influence. So they were more likely to have some condition that made it more challenging for police to deal with them,” Sinyangwe says. “However for Black folks, they were less likely to do all of these things, and then they were still more likely to be killed. You can only do that analysis if you looked at all races and were able to com-

The data also shows a marked drop in police killings after Michael Brown’s death and the start of the Ferguson protests. In August 2014, police killed 140 people around the country, 43 of them Black; the next month, those numbers fell to 80 and 19, respectively. They still have not returned to their August 2014 levels, for any demographic. MappingPoliceViolence.org is run by Ferguson protestors and organizers, and is a project of the movement’s online hub, WetheProtesters.org. Volunteers around the country contribute to, sort, and verify the information. “What I hope, and what DeRay [McKesson], [Johnetta Elzie], and I are building the capacity to do, is to use this tool to support groups on the ground…to be able to really make the case, using the best data available, for long-term institutional change,” Sinyangwe says. “Particularly in the Midwest, and then a little bit in the South, there really are hotbeds for police violence. The question is, can we actually do something on a preventative end instead of waiting until a huge tragedy happens?”
Finance Committee announces Burge hearing Chairman Ed Burke of Chicago’s Finance Committee announced the committee will hold a hearing on the Burge Torture Reparations Ordinance on April 14, 2015 at 10 a.m. Dozens of organizers and activists were present to demonstrate their support for the ordinance. The ordinance has been stalled in the Finance Committee since it was filed in City Council on October 16, 2013 by Aldermen Joe Moreno (1st Ward) and Howard Brookins (21st Ward). Several organizations, including Amnesty International, BYP100, Chicago Light Brigade, CTJM, Project NIA and We Charge Genocide have held rallies, demonstrations, and marches over the last three months to demand a public hearing on the ordinance and to call on Mayor Rahm Emanuel and Chicago’s aldermen and women to fully support the ordinance and commit to its immediate passage in City Council. “We are pleased that we are finally going to have a hearing on the ordinance. We look forward to having the day when the people of Chicago will hear from the torture survivors and international human rights experts as to why www.chicagocrusader.com

County Commissioner and mayoral candidate Jesus (Chuy) Garcia, 29 City aldermen and women, and numerous other political and civil leaders in Chicago. This past November, the United Nations Committee Against Torture also called upon the City of Chicago to enact the ordinance. “We are looking forward to the day when the reparations ordinance is passed by the City Council so that the survivors of Burge’s torture can receive a measure of justice for their suffering and trauma,” said Mariame Kaba, founder and executive director of Project NIA. “Until that time, we will continue to fight for justice with them. We appreciate the hearing and still need Mayor Emanuel to declare his full support for the ordinance.” Steven W. Hawkins, executive director of Amnesty International USA said in response to the announcement of the hearing: “A public hearing on the reparations ordinance is a critical and necessary step toward the justice that Chicago police torture survivors need to heal, but the struggle is not yet over. on Chicago’s south side, it’s long past time for city officials, including Mayor Emanuel, to stand on the right side of history and unequivocally support reparations for torture survivors,” said Steven W. Hawkins, executive director of Amnesty International USA. “It’s crucial that the city of Chicago ensure full and adequate reparations without any further delay so that justice delayed does not become justice denied.” The Ordinance serves as a formal apology to the survivors; creates a Commission to administer financial compensation to the survivors; creates a medical, psychological, and vocational center on the south side of Chicago; provides free enrollment in City Colleges to the survivors; requires Chicago Public schools to teach a history lesson about the cases; requires the City to fund public memorials about the cases; and sets aside $20 million to finance all of this redress – approximately the same amount of money the City has spent to defend Burge, other detectives and former Mayor Richard M. Daley in the Chicago Police torture cases. “The damage done by Burge and his men is irreversible and will remain a
stain on Chicago’s reputation and collective consciousness for decades to come. It is our duty to help these victims and their families, and it is a moral and ethical imperative. It is our hope that the healing and forgiving process can begin with the passage of this legislation. The hearing brings us one step closer to getting this ordinance passed,” said Proco (Joe) Moreno, cosponsor of the ordinance. The ordinance was drafted to address the fact that over 120 African American men and women have been subjected to racially-motivated torture, including electric shock, mock executions, suffocation and beatings by now former Police Commander Jon Burge and his subordinates from 1972 through 1991. Although Burge was convicted in federal court for perjury and obstruction of justice stemming from the torture cases in 2010, he continues to draw a taxpayer funded pension, while scores of Chicago Police Torture survivors continue to suffer from the psychological effects of the torture they endured without any compensation, assistance, or legal redress.

EDITORIAL WOMEN’S HERSTORY March is Women’s History Month, and during this time the accomplishments of women are celebrated. Women represent onehalf of the human beings on our planet, and for many years their contributions have been ignored. Even today, there are places in the world where women are treated as less than second-class citizens. In some places women cannot even inherit property and in America, women only got the right to vote after a vigorous suffrage movement. Women leaders have managed to emerge in the modern world, however. For example, Ellen Johnson Sirleaf Johnson is the first female elected president in Africa and serves as president of Liberia; Margaret Thatcher was elected as the first female British Prime Minister, and Indira Gandhi served as the fourth Prime Minister of India. In America, however, we have yet to have a woman lead this nation, though there is a chance that that may change during the upcoming presidential election. African American women have been prominent in the quest for Black liberation. Among this group were Harriet Tubman, Sojourner Truth, and Ida B. Wells. Additionally, the following are just a few other African American women who have succeeded against all odds in America, and who deserve honor and recognition for their contributions in the historical and contemporary arenas: Alice Walker, Oprah Winfrey, Maya Angelou, Marian Anderson, Madam C.J. Walker, Willie B. Barrow, Josephine Baker, Mary McLeod Bethune, Gwendolyn Brooks, Shirley Chisholm, Angela Davis, Bessie Coleman, Ruby Dee, Marian Wright Edelman, Coretta Scott King, Myrlie Evers, Angela Davis, Althea Gibson, Venus and Serena Williams, Gwendolyn Brooks, Fannie Lou Hamer, Dorothy Height, Billy Holiday, bell hooks, Lena Horne, Zora Neale Hurston, and Mae Jemison. Moreover, there are countless others too numerous to name, and we salute them all, both sung and unsung. 4

LETTERS TO THE EDITOR Don’t know what else to call Rauner Dear Editor: It might be disrespectful and out of line to call a sitting governor dumb, but I just don’t see that there is any other way to describe Bruce Rauner. A couple of weeks ago he cut the remaining state funding for CeaseFire. Then the following weekend we had 11 people shot in Chicago. No one can say that one or how many of these shootings could have been prevented had the CeaseFire workers knew their meager funding was still in place. More importantly though, this governor just took out the most effective organization in the city and suburbs when it comes to preventing and helping prevent shootings, stabbings and beat downs. If this dummy governor had taken the time to research CeaseFire’s record, he would have seen the more interrupters the organization can put on the streets the fewer shootings we have. It is just pure BS when the Chicago Police Department takes credit for shootings being down when CeaseFire was fully funded in the early through mid-2000s. When there has been no other programs that can duplicate or
replicate CeaseFire’s proven success why on earth would he cut the funding? It is just dumb, dumb, dumb. I hope he doesn’t believe that a lot of us are missing the point that he has cut early childhood education, university and community college education but raised the funding for the Department of Corrections. Now with this latest action on CeaseFire, he is sending the clear message that he would rather see Black people heading to prison than the classroom or living in relative peaceful neighborhoods. Of course we got James Meeks and Corey Brooks who helped him get where he is by selling themselves for a few pieces of silver. Both of them ought to be ashamed to call themselves men of God. The only God they serve is the white one with the biggest checkbook.

“Reality Check: The Impact and Achievability on EPA’s Proposed Ozone Standards” Beyond the Rhetoric By Harry C. Good morning, Chairman Smith, Ranking Member Johnson, and distinguished Members of the Committee on Science, Space, and Technology. My name is Harry C. I am here today to testify about the Environmental Protection Agency’s proposal to lower the ozone National Ambient Air Quality Standard (NAAQS). Lowering the ozone standard, particularly to the levels suggested by EPA, will almost certainly cause economic harm to the National Black Chamber of Commerce members and will shut off huge parts of the country from economic development and job

As the country continues to recover from the recession, we should be finding ways to put Americans back to work and to attract business here in the U.S. We should not be piling on yet another rushed and unreasonable regulation on the backs of American businesses. Background As you are aware, last November, EPA proposed lowering the primary ozone standard to a range of 65 – 70 parts per billion (ppb). Now, the Agency is taking comments on lowering the standard down to 60 ppb.
The current 75 ppb standard was finalized in March 2008. Significantly, that standard is still being implemented. In fact, EPA only finalized the implementation guidelines for the 2008 standard last month. The comment period for the new proposal closes on March 17 of this year, and under a court order, EPA must finalize the rule by October 1, 2015. Economic Impacts Last month, the National Association of Manufacturers released an economic study by NERA Economic Consulting on the impacts of EPA lowering the ozone standard to 65 ppb. The study estimates that a 65 ppb ozone standard would reduce the GDP by $140 billion, resulting in 1.4 million fewer jobs, and cost the average U.S. household $830 in lost consumption – each year from 2017 through 2040. Local Impacts These national economic numbers are certainly important, but I think it is also critical that we discuss the local impacts of the ozone standard generally and the EPA’s proposal to lower it. It is the cities, counties and states that truly shoulder the burden and bear the brunt
of the obligations and adverse impacts that stem from the continuous ratcheting down of the ozone standard. A designation of “nonattainment” – when an area is not meeting the ozone NAAQS – means no economic development, no new construction, and no job creation in that area. Specifically, in areas classified as in nonattainment, EPA can override state permitting decisions: such as upgrading new or existing facilities via the most effective emission reduction technologies without consideration of costs; and federally-supported highway and transportation projects can be suspended. One local area’s business community is speaking out about already feeling the negative impacts of EPA’s ozone proposal. Baton Rouge, Louisiana and the surrounding area are home to many successful manufacturing and industrial facilities that help drive the economic livelihood of the area and the country as a whole. In recent years, the state has worked hard to decrease ozone levels in Baton Rouge. Following a period of nonattainment, Baton Rouge was found to be in compliance with the current 75 ppb ozone standard in
April 2014. Meanwhile, Baton Rouge has been experiencing an economic boom in the last few years with a great deal of the U.S. manufacturing renaissance taking place there. The U.S. Bureau of Economic Analysis recently ranked Baton Rouge among the top ten of the nation’s fastest-growing metropolitan areas with respect to percentage gains in gross domestic product. In 2014, the Baton Rouge Area Chamber of Commerce worked with four chemical manufacturers, who were investigating significant investments in the area. Two of the companies executed purchase agreements on sizeable industrial locations with the intent to develop them. Unfortunately, all four companies later decided to search elsewhere for their investments. The companies all indicated that EPA’s ozone proposal with the threat of the ozone standard being lowered and the area falling back into nonattainment influenced their decisions to pull the plug on the projects in the Baton Rouge area. Those four lost projects translated directly into lost dollars for the Baton Rouge area, its business com(Continued on page 16)
Below-the-Belt Attacks on the Obamas By George E. Curry NNPA Columnist No United States president has been more disrespected than Barack Obama – and his family. The hatred for the nation’s first African American president is so deep that all but seven Republicans in the U.S. Senate were willing to write a letter to Iran that amounted to treason on a grand scale. In an effort to derail talks that would limit Iran’s nuclear weapons, 47 Republican senators signed an “open letter” to Iran’s leaders claiming any deal they reach with the administration won’t last after Obama leaves office. In an issue that caused the Republican senators to be labeled traitors in a New York Daily News headline. An editorial: said, “Regardless of President Obama’s fecklessness in negotiating a nuclear deal with Iran, 47 Republican U.S. senators engaged in treachery by sending a letter to the mullahs aimed at cutting the legs out from under America’s commander-in-chief. We join GOP signatories in opposing the pact as outlined, but we strenuously condemn their betrayal of the U.S. constitutional system.” In case there is any doubt, the liberal political website PoliticusUSA stated, “According to the dictionary definition, a traitor is one who betrays a person, a principle, or espewww.chicagocrusader.com

It is of no consequence why someone, or a group, chooses to work in opposition to their nation, or fellow citizens’ wellbeing, because if their intent and result of their actions is to deliberately damage or cause harm to their country or fellow citizens, they are by definition traitors.” It wasn’t all that long ago that Democrats and Republicans observed the rule that while we might have our internal debates, when it comes for foreign policy, we speak with one voice – that of the president. House Republicans ignored that long-standing custom by inviting Israeli Prime Minister Benjamin Netanyahu to address Congress, know-
ing he would be critical of ongoing negotiations by the U.S. and its allies to freeze Iran’s nuclear weapons. The White House was not consulted on the invitation, a sharp departure from established protocol. The disrespect for Obama and the presidency itself has reached such a low point that a headline in the Washington Post summed it up this way: “Republicans are beginning to act as though Barack Obama isn’t even the president.” The story explained, “It’s safe to say that no president in modern times has had his legitimacy questioned by the opposition party as much as Barack Obama. But as his term in office enters its final phase, Republicans are embarking on an entirely new enterprise: They have decided that as long as he holds the office of the presidency, it’s no longer necessary to respect the office itself.” And many argue that the hatred extends well beyond partisan politics. PolitcusUSA stated, “It is likely that throughout America’s short history, except for the traitorous Confederacy, no group of individuals has exhibited the characteristic betrayal of a traitor more than conservatives in general, and Republicans in particular. What makes their actions all the more despicable is that their traitorous actions are founded on racial animus for one
man; and allegiance to foreigners and one tiny segment of the population.” The attacks on Obama began when he first ran for president, with some conservatives openly questioning whether he was a U.S. citizen. Marilyn Davenport, a member of the Orange County Republican Party in California, e-mailed a cartoon in 2010 with the face of President Obama superimposed on a chimpanzee. Also pictured were two older chimpanzees described as “parents.” The inscription on the cartoon read: “Now you know why – No birth certificate.” The New York Post went well over the line of respectability by publishing a cartoon in 2009, in the wake of Connecticut police shooting a pet chimpanzee, depicting the authors of the stimulus bill as a dead chimpanzee. And who could forget Rep. Joe Wilson [R-S.C.], interrupting a 2009 presidential address on health care to Congress in by shouting, “You, lie!” The personal attacks have not been limited to President Obama – his entire family has been attacked. Last week, Emmy-winning Univision host Rodner Figueroa was fired for saying, “Michelle Obama looks like she’s part of the cast of Planet of the Apes.” Michael O’Neal, Speaker of the

Kansas House, circulated an email referring to the first lady as “Mrs. Yo’ Mama.” Even Sasha and Malia have been targets of conservatives. They have been upbraided from everything from taking their spring break in the Bahamas to the clothes they wore when their father pardoned a Thanksgiving turkey. As Media Matters, the watchdog group, stated, “On May 27, [2010] President Obama explained at a press conference that he was reminded daily about the consequences of the oil spill by his daughter Malia who asked him did you plug the hole yet? while he was shaving.” Both Glenn Beck and Rush Limbaugh saw fit to imitate Malia on air. No stunt is too low or too vile for conservatives who hate everything about Obama, including his race. George E. One of the tragedies of post apartheid South Africa is that too much is being forgotten of the numerous atrocities that occurred during the vicious era of the white supremacist regime. African people should never forget history! It is in this connection that the National Black United Front always commemorates the March 21, 1960, Sharpeville Massacre. African Liberation Movement forces, around the world, commemorate the Sharpeville Massacre. This will be the 55th anniversary of this tragic event in South African history. Just as the African in American Community in this country demonstrated and subjected themselves to arrest in the South during the 1950s and 1960s to protest racist segregation laws, African people in the Sharpeville area of South Africa, in 1960, began organizing to demonstrate against the white supremacist Pass Laws System. The Pass Laws System in South Africa is a method the South African Government employs to “officially” check on the whereabouts of Black
People at all times. Black people had to carry a document much like a passport that must be stamped, before they are allowed any movement in the country. On December 19, 1959, the Pan African Congress/PAC (a Black conference held in Orlando, Johannesburg), “resolved to embark upon a campaign directed against the Pass Laws which subject the African people to humiliation of constant arrest.” The African American Community is familiar with police harassment and brutality. The Pass Law System in South Africa gives the police unlimited authority in arresting people at will. During the week of March 20, 1960, the Pan African Congress requested permission to hold a public meeting on Sunday. The request to meet was refused by South African Government officials. The Pan African Congress decided to launch the Pass Book Campaign on March 21, by holding a rally and demonstrated to protest these vicious laws. Unable to hold a public meeting, members of the PAC
called their members to meet at the Sharpeville Tennis Court grounds. (Sharpeville is the African location known as Vereeniging.) According to eyewitness accounts, at about 1:00 a.m. on March 21st, “a great number of people had assembled at the tennis court where they were addressed on the objects of the campaign and had explained to them the decision to surrender peacefully to the police for arrest that day.” Further eyewitness accounts explain that, “at 1:30 a.m., a Riot Squad with two security staff cars arrived at the scene of the meeting. Without endeavoring to tell anybody what the gathering was about, the police started shooting from their vehicles into the air to frighten and disperse the crowd.” Later that morning, “a great number of armed white people invaded the location and while they were ostensible patrolling the streets, intimidating people with the obvious intentions of causing retaliation so that they might be afforded an excuse to carry out their objective of smashing by brutal
force the opposition to the Pass Laws.” Leaders of the Pan African Congress continued their planned march to the police station in accordance with their decision that they were going to surrender themselves for arrest. Hundreds of people followed the leaders singing the South African Black National Anthem. After Mangaliso Robert Sobukwe, the first National President of PAC, and his aides had been arrested, thousands of unarmed Africans gathered at the police station in Sharpeville. The white police fired on the defenseless men, women, and children. Sixty Africans were killed on the spot and 178 were wounded. More than 80 percent of those shot were shot in the back as they fled. It is because of this incessant act of violence that we commemorate the Sharpeville Massacre. It is important that we continue to analyze and discuss historical events that help us understand the role of history in the liberation of African people. African people must never forget history! Remember the Sharpeville Massacre!
AFTER THE CHANTS By Julianne Malveaux NNPA Columnist Just a week or so after Black History Month concluded, the civil rights movement experienced a special commemoration. Tens of thousands thronged to Selma, Alabama for a historic march across the Edmund Pettus Bridge, marking March 7, 1965, the fiftieth anniversary of Bloody Sunday when armed police officers attacked peaceful marchers attempting to walk to Montgomery, the state capital. More than ten thousand people were attacked in 1965, including Congressman John Lewis (D-GA), whose powerful eloquence puts the entire protest movement in context. President Obama was there, delivering one of the best speeches of his presidency, correctly asserting that there has been much change in the last fifty years. Not only is the President correct, but also his speech reminds us that we spit on our ancestors when we say that things are the same as they were fifty years ago. Still, the YouTube recording depicting members of the Sigma Alpha Epsilon at Oklahoma University gleefully engaging in racist chants, was disgusting, chilling and informative. The fraternity, whose mantra is “The True Gentleman,” was founded before 6
the Civil War and brags of its founding in the “Deep South.” One of its early twentieth century handbooks limits its membership to those of the Caucasian race. While many in these United States have moved at least a bit from the country’s racist foundations, the Sigma Alpha Epsilon fraternity, at least at Oklahoma University, has not much moved from theirs. OU President David Boren was absolutely right to remove Sigma Alpha Epsilon from the campus. I also agree with his decision to expel the “ringleaders” in the chant, Parker Rice and Levi Pettit. Will there be consequences for the rest of those on the bus, those who were enthusiastic in participating in the chants? Who birthed these young people? Who raised them? Who instilled no sense of right and wrong in them? Who let them know that lynching is not so funny as to be included in an alreadyracist chant? What kind of history is taught at Oklahoma University? Do American history classes at OU touch on our nation’s history of lynching? Alternatively, is students required to take African American history (which really are American history) classes? Has the fact that people in the United States pointedly ignore our collective history of lynching empowered young frater-

As reported in the New York Times in early February, the Equal Justice Initiative (EJI) in Montgomery, Alabama, inventoried the nearly 4,000 lynchings that took place in a dozen Southern states between 1877 and 1950. Their report showed a pattern of terrorist intimidation directed at African American people. These lynchings were an institutional attempt to keep Black people in our place. We were lynched
because white men feared interracial sex (civil rights leader Ida B. Wells wrote that white women’s virtue was an excuse to cover the real reason for lynching, an assertion that caused angry whites to put a price on her head). We were lynched for challenging the status quo, for refusing to yield a sidewalk to a white person, or failing to address a white person by an appropriate title. We were lynched when we were accused, but not convicted, of crimes as petty as minor theft. We were lynched when we were organized and protested mistreatment or demanded economic equity. We were lynched because we had too much money. White folks treated these lynchings as celebratory affairs with, according to EJI, vendors selling food, and photographers producing postcards of lynching victims. So-called “decent” white people (early twentieth century version of Parker Rice and Levi Pettit) posed for pictures with lynched bodies. On some occasions, they had their children and young neighbors pose with them. These “Christian” people came together to watch Black people tortured, mutilated, dismembered, and burned. They vied for their body parts – toes, fingers, bones, and even genitals - as souvenirs, sometimes bidding on them.

Oklahoma University President David Boren might turn the Sigma Alpha Epsilon incident into a teaching moment if he were willing to insist that all students at OU learn about African American history, either through including a required class on race and resistance in the South, or by expanding and requiring that all students take an African American history class. He might take it a step further by establishing an internship program with OU students and EJI, and providing a significant contribution to the organization. Finally, as a condition of reinstatement to OU as students in good statnding, Parker Rice and Levi Pettit could be required to spend a semester or year working with EJI to help document lynchings through the monuments EJI would like to erect at the sites of lynchings in the South. It is easy to decry the ignorance that fueled the ugly racist chants that have now come to light. It would be far more substantive if President Boren were to use this opportunity to encourage (or require) his community to learn why casual references to lynchings are so heinous and unacceptable. Former practicing attorney Romer Stewart represented former student editor-in- chief George Providence Jr., and Dr. Gerian Steven Moore, who acted as faculty advisor until October 2008 when he was terminated from his position in CSU’s public relations office, in a federal lawsuit that went to trial in April of 2011. Providence and Moore claimed CSU terminated Moore in retaliation for a series of news stories critical of CSU administrators written by student journalists and then took actions to undermine the newspaper’s publication and cause its ultimate demise, according to a copy of the suit obtained by Crusader. Among the allegations in the suit were CSU officials requiring Providence to submit newspaper copy for publication review; intentional delaying of the paper’s publication; imposed restrictions on interviews with University staff; and a withdrawing of funding for the paper. Publication of Tempo ended in the spring of 2009. In March of 2012, Judge Rebecca R. Pallmeyer ruled in favor of Moore and ordered him to be reinstated to his previous position because CSU violated his First Amendment rights among other things. She also found that CSU violated the First Amendment rights of Providence as well, by insisting upon the vetting of the newspaper’s contents and a University official directing the October 19, 2009 issued be delayed until such a review could take place. Stewart said it is appalling that even after being sued successfully, CSU officials still have such a standoffish ap-

proach to a student newspaper and free speech in general. She said CSU’s position, in which it told Crusader two weeks ago that the University community is informed through other avenues, is disingenuous. “The Tempo still is not in publication. They still don’t have a student newspaper,” Stewart said. “Various forms online and so forth are not the same. The American Association of University Professors has threatened to sue this University before for not having a newspaper and has stated that a student newspaper is an important part of the college experience.” In January 2008, the Illinois General Assembly designated student-run university newspapers at public universities, like CSU public forums. The College Campus Press Act (110 ILCS 13/1) states: “All campus media produced primarily by students at a State-sponsored institution of higher learning is a public forum for expression by the student journalists and editors at the particular institution.” The Act continues by prohibiting university officials from requiring prior review before publication and protects a collegiate media adviser by stating, “a collegiate media adviser is free to teach professional standards of grammar and journalism…and protects an adviser who refuses to suppress or censor the student publication, providing that such an adviser must not be terminated, transferred, removed, otherwise disciplined or retaliated against for refusing to suppress protected free expression rights of collegiate student journalists and editors.” Stewart added it is a tragic irony that a university that is supposed to encourage free thought and ideas would try to suppress those of their very cus-
tomers. “You would think as a part of their curriculum and part of the university experience encourage free expression. But, apparently they are not interested in that,” Stewart said. Preston, who along with current student, Brittany Bailey, have also filed a federal suit against CSU claiming their First Amendment rights were violated said it is not just the newspaper the University does not want, but the suppression of all rights of free speech. Preston said when he was a student at CSU he was working on bringing Tempo back. He said an informal survey conducted by students found over 90 percent of the students voted to bring the newspaper back so they could be informed about what was going on at the South Side campus. “We went around and surveyed a hundreds of students,” Preston said. “We spoke with the administration about the results, including President (Wayne) Watson, who promised us everything, and he delivered nothing. We started getting pushback from other administrators as well.” Preston and Stewart said there needs to be a cultural change at CSU from both students and administrators. Preston would like to see students take a firmer stand on First Amendment issues, and Stewart wants administrators to follow the law and create a more positive environment that encourages free thoughts being expressed. “Their [students] job is not to show the University in one sort of light or the other, but to exercise their freedom of speech,” Stewart said. “And, if the University doesn’t like it, then they just don’t like it.”

Credit arbitration clauses favor corporations over consumers By Charlene Crowell Although arbitration is often associated with labor unions, millions of consumers are also affected by it and don’t even know it. Often consumers find the extremely small print of credit agreements difficult to read. Others become bewildered by the legal jargon embedded in these clauses. In either case, consumers should take note. The old adage, “the devil is in the details” still holds true. A new report released by the Consumer Financial Protection Bureau (CFPB) found that more than three in four consumers surveyed did not know whether they were subject to a credit arbitration clause. Checking accounts, credit cards, mobile wireless providers, payday loans and prepaid cards were the six financial markets that CFPB analyzed. Even worse, CFPB determined, that despite the arbitration clauses dominant presence in consumer credit agreements, the clauses work more in favor of corporations than consumers. All too often, credit terms are seldom negotiable. Only in a few instances are
consumers given a one-time chance to opt out of these terms. Additionally when disputes arise, consumers seldom choose the arbitrator and creditors typically pay for arbitration services. As consumers accept credit terms, they often forfeit their rights to legal action as an individual or as part of a class action. In short, from a consumer perspective the choice becomes “take it or leave it.” “Tens of millions of consumers are covered by arbitration clauses, but few know about them or understand their impact,” said Richard Cordray, CFPB Director. “Our study found that these arbitration clauses restrict consumer relief in disputes with financial companies by limiting class actions that provide millions of dollars in redress each year.” In reaction to CFPB’s new report, business lobbyists and organizations spoke up on how arbitration remains a cost-saving tool and as a result, helps to preserve affordability in financial services. Yet many consumer advocates held a near-opposite view. “Forced arbitration isn’t an alternative forum for resolving disputes; it’s a get-out-of-jail-free card for corpo-
Charlene Crowell rations,” said Ellen Taverna, legislative director of the National Association of Consumer Advocates. “The findings of the CFPB study are crystal clear,” said David Seligman, an attorney with the National Consumer Law Center. “These clauses are written by corporations to set up a secret and lawless process that prevents consumers from holding corporations accountable for unlawful conduct.”
Over a five-year period, CFPB analyzed evidence from consumer contracts, court data, surveys and more to determine whether arbitration clauses offered a fair and transparent resolution of consumer complaints in six consumer financial markets. The findings were as eye opening as they were broad in impact. Payday loans and prepaid cards were found to have the highest usage of arbitration clauses respectively at 99 and 92 percent. It should be noted that in California and in Texas, two states with some of the highest numbers of payday stores, CFPB obtained data on over 99 percent of store locations. The remaining credit areas studied still made significant use of arbitration agreements: mobile wireless (88 percent), private student loans (86 percent), credit cards (53 percent) and checking accounts (44 percent). Other CFPB findings include: • Over the five years studied, 1,847 arbitration disputes were filed but the total amount of relief and debt forbearance that consumers received was less than $400,000;
• Corporations obtained decisions that required consumers to pay $2.8 million, largely for disputed debts during the same period; • Nearly 34 million consumers could have been eligible for at least $1.1 billion in cash payments; and • At the same time, among those not affected by forced arbitration clauses, at least 160 million class action members were eligible for $2.7 billion in cash, in-kind relief, expenses and fees through federal legal proceedings. “Companies claim that arbitration is simpler, easier, and cheaper – but they fail to mention that forced arbitration rarely provides the impartiality or meaningful review that a consumer can get in a court of law,” says Mitria Wilson, a vice-president with the Center for Responsible Lending. “In the worst examples,” Wilson added, “we’ve seen consumers being asked to travel to faraway places to try to enforce their rights only to find out that the ‘impartial’ arbiters were selected exclusively by the companies that their dispute is with. National letter-writing campaign launched for JRW Father Pfleger launches international letter-writing campaign for JRW By Chinta Strausberg Saying, “the fight is on,” Father Michael L. Pfleger Sunday launched a national letter-writing campaign calling on the Little League International to restore the U.S. Championship title won by the Jackie Robinson West (JRW) team. Before the team entered the sanctuary, Father Pfleger passed out a twopage letter to his members addressed to Stephen D. Keener, president/CEO of the Little league International criticizing him for punishing the JRW team by rescinding their U.S. Little League Championship. As the uniformed JRW team filed into the church, Father Pfleger said they are “still champions” and urged his members to circulate the letter as a sign of support. In his letter, Pfleger spoke about the pride JRW exuded and how they “not only reignited America’s pasttime, the love of baseball back into

After graduation, Courtney hopes to attend the University of Southern California, Stanford or Michigan to study oncology. “Cancer threatens the lives of so many people, and I would love to be a part of the efforts to stop it,” she said. “I want people to know that they have a chance to live and that a cancer diagnosis isn’t the end.” Courtney’s uncle is a pharmacist in Detroit, and she has followed him at his job at Detroit Receiving Hospital. “I didn’t feel like my dream was big enough to be voiced, before I came to DDA2015.” However, Courtney’s dreams are even bigger. “I have heard about the percentage of people who die from cancer, and I want to help to make that number zero.” During the graduation breakfast held on Sunday, Adams and a local church choir entertained the guests, with football great and ABC talk show host star Michael Strahan as a surprise celebrity speaker. More importantly, the students had a differ-
ent outlook once this ceremony got underway. “My shining moment during the graduation ceremony was when they showed the video recapping the entire weekend. Just thinking about how much I changed within those three days was so hard to conceptualize, but I could feel it. Seeing all of my new friends and the amount of joy on all of our faces was amazing,” said Courtney. “I have started to be more positive about my day and encourage other people. I have always been a competitive person; however, I want to share the knowledge I’ve gained. I have created a vision board that is both in my room, as well as on my phone. I have also started writing down my list of 400 things I want to do, something that Steve Harvey encouraged all of us to do.” Aaliyah Buck from Decatur, Illinois, is 17 years old and a junior at MacArthur High School. Director Roberts makes history as first female to lead SOS By J. Coyden Palmer As the new Director of the Illinois Secretary of State Police, New Jersey native Sydney Roberts becomes the first woman to ever hold the post and is currently the highest ranking African American female in law enforcement in the state. Director Roberts was named to her post Dec. 31 after the tragic and sudden passing of former Director Brad Demuzio. Johnson sat down with Crusader last week at the Thompson Center to talk about her plans for increasing the number of female and minority officers in the department, explain what they do and how African Americans can have a better relationship with law enforcement in general. With a career in law enforcement that spans over 20 years, Roberts came to the SOSP a few years ago after previously spending time in west suburban Maywood as a commander and as Deputy Inspector General for the Department of Human Services. In that position she conducted investigations of persons with mental and cognitive deficiencies that were being abused and neglected in State-run and community settings. Roberts then moved forward and worked in the state’s Executive Inspector General’s office, where they do all police misconduct investigations for the 40 state agencies and public universities. Roberts said women have made many gains in the law enforcement genre. She tries to inspire young girls to think about it as a career because of the vast opportunities. She said most people think of only the uniformed patrol division but careers in law enforcement are more versatile today 14

Computer forensics, accounting, investigations are all areas open in law enforcement. “There are stereotypes about women no matter what profession,” Director Roberts began. “In law enforcement I would say your two biggest obstacles are proving that physically you can protect your fellow officer and you will not be a liability to them. But proving your emotional soundness is probably the most challenging thing you will have to do. A lot of the differences between men and women are actually beneficial to women in law enforcement because we don’t particularly escalate a situation. We have the ability to empathize without being overly sensitive. Don’t let your emotional soundness be your liability rather let it be your asset, is what I tell women

who are looking to go into law enforcement.” Currently there are only eight female officers in the 124 person SOSP agency. Three of those eight are ethnic minorities. Roberts is seeking to increase the number of female and minority officers during her tenure to be more reflective of the state’s demographics and to make the department stronger. She is currently working with Secretary of State Jesse White to come up with a multifaceted recruiting plan to address the needs of the agency. While the SOSP is known mostly for being at the state’s driver’s license facilities, Roberts said informing the public about all of the things they do is another challenge. She said her agency is charged with the protection of the state capitol complex and lawmakers in Springfield, has a bomb squad, regulating automotive agencies and investigating fraud with any documentation that the SOS issues, which is the bulk of their work. This includes fake driver’s licenses and IDs, car titles and fraudulent use or production of handicap placards. “I think when the public thinks of fake ID; there first reaction is underage kids using it to go into bars and drink. That is an important function of what we do, but the big crime we associate to this that the public needs to be aware of is identity theft,” Roberts said. “Once you have an ID, you can get a bank account, a mortgage, open a business and do all of these things in the name of someone who does not exist or in an innocent victim’s name. A fake driver’s license also enables people to travel, which could lead to international crimes.”
Roberts said a fake title and registration to a car also leads to innocent people being scammed by criminals who sell them a stolen car. The agency also does investigations into chop shops and inspections of new and used car dealers, in addition to inspections of salvage and junk yards to make sure they have all of the appropriate source documents for the part and car. The SOSP also operates a 24-hour police inquiry unit. Its two main focuses are to respond to law enforcement officers needs during a traffic stop and assist hospitals identify organ donors. The unit can confirm to an officer on the scene if a vehicle is stolen or not. Hospitals around the country also contact the unit to see if a person who is going to pass away is listed as an organ donor. It is a valuable resource for hospitals around the country, Director Roberts said. With attention around the country focusing on the relationship between law enforcement and the Black community, Roberts, who is a former lieutenant in the Internal Affairs Division back in New Jersey said it is important for citizens to know their rights and how to file reports when they believed their rights have been violated. “My mantra has always been police officers have a difficult job and are charged with making split second decisions and there are times when those decisions, for lack of a better term…they can make the wrong call. But it was the decision they made at the time they thought was the best decision,” Roberts explained. “Then there are those officers who know that what they are doing is wrong and

are coming from the wrong place. So when I would sit an officer down I would always tell them, ‘obviously we have a problem here. My job is to figure out if you’ve made a mistake or if you’ve committed a crime. If you’ve committed a crime, you’re going to go to jail. If you made a mistake you might have to lose your job…but it doesn’t mean you are going to jail.’ So when I was in Internal Affairs, I was trying to figure out who were the officers that made mistakes and who were bad police officers who were using their jobs to facilitate crime.” Roberts said the public must, at the very least, report misconduct by officers. She said it should always start with the agency the officer is employed by and one can then work their way up the chain of command. As the mother of an African American male, Roberts said she teaches her own son and his friends how to conduct themselves during contact with police. She also said while citizens are dealing with an officer, that is not the time to argue or become combative. She believes educating the community on how to conduct themselves during police encounters will minimize confrontations. “I tell my son all the time, he’s 20, if you are stopped by the police at that moment you need to go with what the officer is telling you to do. On the scene at the time it happens is not the time to say you are not treating me fairly or violating my rights, because all that is going to do is escalate an already volatile situation,” Roberts said. There are few people who would not welcome the chance to take a chunk of their life and erase certain chapters into oblivion. The truth is you can never escape your past—it’s like your shadow because it’s always there and you can’t outrun it. Embrace it. What you are experiencing right now is a result of your past thoughts. Your present situation is a result of your past thoughts—even if it was one second ago—it’s still your past. Perhaps what you consider a mistake is what makes you unique. Actually, those mis-steps are minor in the grand scheme of things but major as they are marks
of greatness for your life. Just for the record, God only uses people who make mistakes—who have imperfect pasts. No one on this earth is perfect—no one is exempt! Everyone encounters dark chapters in their lives whether voluntarily through ignorance or as a victim of circumstance of bad choices. We all are ex-something but if we allow God—He can take your misery and give you a mission. A test will become a testimony and grief can be replaced with grace. Isaiah 61:3 states, “…He will give you a crown of beauty for your ashes” and Psalm 30:11, “You have turned my mourning into dancing…” Plain and simple we have all been tore up from the floor up—straight up jacked up. But remember God specializes in things impossible—there is nothing too hard for God includ-
ing forgiving your past. Let’s revisit some of the most noted bible characters that God used mightily. These men of God had messed up, tainted lives. Paul was a serial killer, David was a murderer and adulterer, Moses was a fugitive and Peter lied and denied Jesus Christ. In other words—all have sinned and fallen short of the glory of God (Romans 3:23). I believe God allows us to mess up so we don’t boast in our own abilities and works. Trials and challenges of life often makes us stronger, better, wiser, thankful and more compassionate people. Your past should not be your autobiography, but rather a reference point. Since, you can’t drive forward looking through the rearview mirror, resist allowing your past to rob you of your future. It is an active part of who you are—God wants to

contracts. Dodd-Frank also banned the use of arbitration clauses in most residential mortgage loans. The issue of arbitration’s effects on consumers was also brought before Congress in 2007 when it enacted the Military Lending Act. “This report is an important one – and we hope it serves as

According to the Baton Rouge Area Chamber, the projects would have resulted in $86 million in wages annually for the local economy. That dollar amount does not include any indirect investment or payroll that likely would have been created by the investments and project developments. Additionally, these projects would have included foreign investment – something that the U.S. is always eager to secure. According to the Brookings Institution, Baton Rouge is among the twenty top-performing metropolitan economies in the country. Of those top twenty metropolitan area economies, all but two of them would be in nonattainment were EPA to lower the ozone standard to 65 ppb. In other words, the growth and development being experienced by some of our country’s most economically prosperous areas right now are being threatened by EPA’s ozone proposal. The four lost projects in Baton Rouge are only the tip of the iceberg. Without a doubt, there have been others, and there will be more. Additional Criticisms of Proposal In addition to the adverse economic impacts of the EPA’s ozone proposal – those already being felt and the ones being estimated – I would like to bring to the Committee’s attention the following additional concerns that the National Black
Chamber of Commerce has with the proposal: First, EPA should retain the current 75 ppb ozone standard, and fully implement it. States did not even find out which of their counties would be designated as in nonattainment under the 2008 standard until April 2012. Additionally, EPA did not finalize the necessary implementation regulations and guidance for the 2008 standard until just recently in February 2015. States are committing time and money to meet the 2008 ozone standard. Yet EPA now wants to move the goal posts in the middle of the game. This further strains what are already limited resources that states have for implementation, and fails to give states a chance to meet the current ozone standard. Secondly, compliance with the new proposed standard may be unachievable. Many areas have high “background” levels of ozone from vegetation, wildfires, and transport of ozone from Asia, Mexico and other places. These areas may not be able to meet the proposed standard even with the most expensive controls. Notably, the Grand Canyon would fail the proposed 70 ppb standard, and the Yellowstone National Park could not meet the proposed 65 ppb standard. CCC men’s basketball team qualifies for national tournament Olive-Harvey College wins Region IV Tournament and head coach named Region IV Coach of the Year There were 126 NJCAA (National Junior College Athletic Association) Division II men’s basketball programs across the country vying for the national championship when postseason play began two weeks ago, but, now only 16 teams remain. Included in this select group is Olive-Harvey College, which joins the other 15 teams at the doubleelimination NJCAA National Tournament played March 17-21 at Danville Area Community College in Danville, Ill. It is the Panthers’ first appearance at the nationals since the 2002-03 season. Olive-Harvey earned the automatic berth after defeating South Suburban College 79-62 in the Region IV District B Tournament finals at Kankakee Community College. The Panthers, ranked 19th in the NJCAA’s Top-20 poll, are 25-8 overall and have won 18 of their last 19 games. In the first two rounds of the Region IV playoffs, Olive-Harvey posted a 100-71 victory over Waubonsee Community College on February 26 before beating topseeded Moraine Valley Community College 82-70 in the semifinals March 1.
In the South Suburban win, the Panthers went ahead 8-6 less than five minutes into the game and retained the lead the remainder of the contest. In front 19-12 with 9:06 to play in the opening half, Olive-Harvey went on a 12-0 run in a span of 4:03 to build a 31-12 cushion. The 19-point surplus matched its largest of the night. The Panthers, who were on top 37-24 at the half, kept the margin between 10 and 19 points in the final 20 minutes. Overall, they led by double figures the final 28:11 of the game. A key to the victory was turnovers. Olive-Harvey forced the Bulldogs into 19 miscues and parlayed them into 27 points. South Suburban, meanwhile, scored just seven points off of the Panthers’ nine turnovers. Jayone Troutman (Hillcrest H.S.) produced a double-double, finishing with team highs of 16 points and 10 rebounds. The 6-foot, 6inch forward also led all players with four steals and three blocks. Quantice Hunter (Larkin H.S.) added 13 points, while Quentin Ruff (Larkin H.S.) and Randell Taylor (W.T. White H.S.) both scored 12 points. Hunter contributed 14.7 points, 3.7 assists, 2.0 rebounds and 2.0 steals per game while connecting on 51.4 percent (19-of-37) of his shots. Troutman’s tournament clips included 15.0 points, 7.3 rebounds, 3.7 steals, 1.7 blocks and 1.7 assists. He
converted 52.9 percent (18-of-34) of his field goals. In addition to the players, OliveHarvey head coach Duval Richardson was also recognized as he was named the Region IV District D Coach of the Year. In the opening round of the NJCAA National Tournament held on Tuesday, March 17 in Danville,

Special Olympics Illinois athletes triumph in State Basketball Tournament Special Olympics Illinois crowned its state champions at the State Basketball Tournament March 13-15 at Illinois State University’s Horton Field House, Normal, and Illinois Wesleyan University’s Shirk Center, Bloomington.
