City Council approves class-action lawsuit settlement By J. Coyden Palmer The Chicago City Council approved a $16 million settlement for plaintiffs in a class-action lawsuit that was filed against the police department on the grounds that it violated the civil rights of persons during interrogations. The suit, Thomas Dunn, et al v. Chicago brought by the civil rights firm Loevy & Loevy Attorneys at Law, covers approximately one-half million people who were arrested and held at least overnight by Chicago police from March 1999 thru March of this year. As a result of the lawsuit, the Chicago Police Department has implemented reforms including limitations on the length of detentions, requirements for the provision of food and bedding, and prohibitions on the routine use of shackling in the interview rooms.
“Many people don’t even realize they have rights under this settlement,” said Attorney Mike Kanobitz, from the law firm of Loevy & Loevy. “We’re very pleased that the city aldermen on the financial aspect and the police department on the reforms aspect have been able to work with us to bring these much needed changes. It is important to bring the police department into line with the laws if they are going to be enforcing it.” The settlement is one of the largest in the Chicago Police Department’s history. The settlement is broken down into three classes and persons are eligible for payments up to $5,090 per detention. It was brought forth after an incident in the summer of 2000 in which, an 18-year-old man named Joseph Lopez was arrested by Chicago police on suspicion of murder. Lopez was

Despite widespread appeals, Obama fails to nominate Black Woman to Supreme Court (Continued from page 1) bell, CEO and convener of the Black Women’s Roundtable (BWR), a breaking news email from the Washington Post came headlined, “Obama to pick Elena Kagan for the Supreme Court”. By morning, the news was out and widely reported. Still the letter was strong and clear, sending an “end-of-honeymoon” type message that President Obama must begin to listen to those he credits for having put him in office with hopes for Black progress. “As we have throughout history, African American women played a significant role in the 2008 election because we were especially aware of the impact this presidency would have for generations to come,” states the letter, dated May 9. “Our trepidation regarding General Kagan is premised on the lack of a clearly identifiable record on the protection of our nation’s civil rights laws. As women leaders, we greatly respect General Kagan’s intellectual capabilities and highly accomplished record in the Administration and academia. Nonetheless, there is a dearth of a specific emphasis on the civil rights laws utilized in the protection of racial and ethnic minorities and those traditionally disenfranchised in this nation.” The letter also asserted, “Especially disconcerting is the perceived lack of real consideration of any of the extremely qualified African American women as potential nominees. While we were very pleased to witness the placement of the Honorable Leah Ward Sears and Judge Ann Claire Williams on the reported lists of potential nominees, there did not appear to be any serious consideration of their candidacy, once again.” The women’s names, listed on the bottom of the letter, represent a broad section of leadership in the Black community. The letter described them as members of the “Black Women’s Roundtable of the National Coalition on Black Civic Participation (NCBCP) and African American female faith leaders and legal scholars”. The letter not only appeals to the President’s espoused sensitivity to the plight of African-Americans, but reminds him of the staunch position of the late Dr. Dorothy Height who he eulogized only two weeks ago: “Mr. President, the nominations and appointments you make today 2
will be far-reaching, particularly for the Supreme Court. As we continue to promote the legacy of our late founding leader and Co-Convener, Dr. Dorothy I. Height, we will always seek to highlight the concerns of Black women, our families and our communities. Thus, as Dr. Height stated in our previous meeting with your Administration, we believe it is time for African American women to be represented in all sectors of government – including the Supreme Court of the United States, which in its 221 year history has not had a Black woman nominated to serve on our highest court in the land.” Supreme Court appointments are rare given that justices serve for a lifetime. Still Obama has nominated Kagan, a former dean of Harvard Law School rather than seize the opportunity to not only make history, but to further diversify the court with different perspectives. The BWR also cited “Justice Stevens’ leadership in protecting and defending civil rights on the Supreme Court” as a compelling need to appoint someone with similar views. Political scientist and Black political strategist Dr. Ron Walters says the Supreme Court appointment is yet another revealing moment for the administration of America’s first Black president as close to 100 percent of African-American voters supported him. “It is another one of those pin pricks where African-Americans are not happy with the president’s decision. These things were inevitable, but they continue to happen. And this was just another one,” Walters says. Walters sought to explain Obama’s decision as disseminating from the “elite crowd of Harvard law school that’s the other world that he’s been traveling in since he was a very young person.” He warns, “Don’t underestimate the strength of that culture because it is certainly there. And he is a part of that culture. As a matter of fact, I would dare say that he is more a part of that culture than he is of the civil rights culture.” Another disappointing issue has been the President’s handling of Black economic justice as he has maintained a “rising tide lifts all boats” philosophy even as Black unemployment remains stagnant or continues to rise month after month. NEWS ITP applauds the General Assembly’s Unanimous Passage of Updated Telecom Laws to Increase Investment in Broadband and Create Jobs Last week, the Illinois House and Senate unanimously passed SB 107, which will make badlyneeded improvements to our state’s 25-year old telephone laws. Studies show that modernizing the Telecommunications Act will spur investment in broadband and wireless, increase high-speed Internet access and create or retain thousands of jobs for Illinois residents. The measure is sponsored by State Representative Kevin McCarthy (D–Orland Park), chairman of the House Telecommunications Committee; State Senator Michael Bond (D–Grayslake), chairman of the Senate Telecommunications and Information Technology Committee, and Republican spokespersons, State Representative Mike Bost (R–Murphysboro) and State Senator Randall Hultgren (R-Wheaton). City Council approves class-action lawsuit settlement All persons held in a CPD interrogation or interview rooms for more than 16 hours in a 24-hour period at any time from October 21, 2002 to May 13, 2010 will receive $2,000 per detention. All persons detained in a CPD lock-up or detective facility from 10:00 p.m. on a given day and not released until 6:00 a.m. (or later) on the following day, at any time from October 21, 2002 to May 13, 2010 will receive $90 per detention. City attorney Maria Georges said the settlement was the city’s best option seeing that the original suit was asking for $100 million. She also said several changes

Three days later the person who really did the shooting gave a full confession and Lopez was released. Members of the City Council approved the settlement by a vote of 46 to 1, with Alderman James Balcer (11th) being the only council member to vote no. According to the lawsuit, people were arrested without warrants, shackled to a wall or metal bench and given infrequent meals, few bathroom breaks and no bedding to sleep(upon). The lawsuit called these practices an “institutionalized system of police torture.” The Crusader spoke with some of the plaintiffs in the case. Each had their own horror story to tell of not knowing why they were being detained or what they were being charged with. All of the people the Crusader spoke with were found innocent but said the ordeal made them feel empty inside. Kelvyn Sellers was arrested on suspicion of aggravated kidnapping in 2001 and taken to the then Englewood District station on 61st and Racine. “I was kept in a holding cell for over 72 hours before they finally charged me. It was a pure nightmare. You don’t get fed anything but some bologna sandwiches twice during that time.” It took Sellers two years to beat the charges against him; some-
thing he said took a lot of money and time. He thinks what happened to him occurred so often, many people just thought it was the way things are in Chicago. He hopes the settlement changes how officers handle suspects and compensates the hundreds of thousands of victims. Veronica Imperial said she was glad to be a part of the suit. She said it has brought about some much needed change and while costing Chicago, will make it a better city. “Nobody should have to go through what I had to go through,” said Imperial, who was charged with aggravated battery but was later acquitted. “A lot of police officers look down on how other countries treat suspected criminals, but they are doing the same thing here. I think it took too long, but this is a much needed change.” In about a month, letters will be sent out to people explaining to them how to submit claims. The class action covers a 10-year period. The monetary payout to the plaintiff groups is as follows: All persons arrested on suspicion of a felony without an arrest warrant and who were detained by the CPD and were not released and did not receive a judicial probable cause hearing within 48 hours of arrest, at any time from March 15, 1999 to February 10, 2008 will receive $3,000 per detention.

On the day the settlement was approved, a non-profit group called “The Jail Jon Burge Committee,” announced they will be holding a rally against police torture on May 24th. That is the same day that the former police commander Lt. Jon Burge is set to go on federal trial for committing perjury during a deposition he gave about himself and others allegedly torturing suspects. Burge has been living in Florida collecting his police pension since he was fired from the department in 1993. A special prosecutor as-
signed to look into whether or not Burge and his men tortured suspects found there was evidence of the crime, but that the statute of limitations had already expired. West Side Alderman Ed Smith said the city has had to deal out hundreds of millions of dollars over the last ten years due to the inappropriate conduct of police officers. He said this is the first time he could recall where actual policy changes were made in addition to settling lawsuits. He also is seeking ways for the city to get out of paying for the legal defense of Burge and seeking ways to repeal his pension.

EDITORIAL GOOD NIGHT, SWEET LENA Lena Horne, the beautiful and legendary singer, dancer and actress, has died at the age of 92. She was also a civil rights activist who fought personal battles advocating for the rights of Black people in America. Lena Horne began performing before Black people were given equal opportunities in the performance arena. She appeared in movies wherein she could be easily edited out when the movie was shown in southern theaters, and she complained of being “window dressing” in those films. As a light-skinned Black American, she refused to go along with studio requests to promote her as a Latin American. She was the first Black person to sign a long-term movie contract with a major Hollywood studio in 1942 when she joined MGM. Moreover, she was, according to her autobiography, the first African American to tour with a White band. She began her career at the age of 16 dancing in Harlem’s Cotton Club, and eventually performed with bandleaders Cab Calloway and Duke Ellington among others of that ilk. She was blacklisted in the 1950s at the height of McCarthyism, but that ended when RCA gave her a new recording contract. She was a supporter of Dr. Martin Luther King and was actually there when he gave his famous “I Have a Dream” speech. Lena Horne, during her long career, saw the best and worst of America. She came from a broken home when her parents split up at age three, was a victim of Jim Crow, and had failed marriages. In spite of it all, she refused to keep silent in the face of bigotry. Young performers now can probably not imagine life in those days - many of them would be hard pressed to understand what she actually experienced during an age when Black people were considered subhuman. Even though she had a tough time, she also had triumphs, and came out on top in the end. 92 years is a long time to experience life on Earth, and to have that experience from the bottom all the way to the top must have been quite a special ride. Lena Horne did not compromise herself - she refused to play maids or “Tarzan extras,” and actually re-invented herself in her later years. In 1978, she performed in “The Wiz,” an adaptation of the Wizard of Oz as Glinda the Good Witch, (her last film role) and later starred in her own one-woman show on Broadway, “Lena Horne: The Lady and Her Music,” for which she won two Grammies. She also won a Tony Award for the show, and was granted with a Grammy Lifetime Achievement Award in 1989, and another Grammy in 1995 for Best Jazz vocal performance for her album “An Evening with Lena Horne.” Lena Horne’s signature piece was the much touted performance of “Stormy Weather. Her life was certainly an example of someone who weathered the storms in her life and came out of it on top. She did not always have it easy, but she persevered, and American culture is all the better because of it. Our youth today should take note. We send our condolences to her family - may she rest in peace. 4

LETTERS TO THE EDITOR llinois Family Institute Applauds Chicago Police Department’s Opposition to Legalizing Marijuana as Medicine Dear Editor: Tinley Park, IL -- The Chicago Police Department, Illinois Association of Chiefs of Police, and Illinois Sheriffs’ Association are officially opposing SB 1381, a bill that would legalize marijuana use and sales for medical purposes. They explain that, if approved, it would lead to more crime and increased drug use. Former Chicago Police Superintendent Phil Cline points out that “Street Gangs will open up marijuana dispensaries and use the profits to buy guns, heroin and cocaine, and bail out fellow gang members.” Law enforcement officials are right to oppose the legislation. Research shows that the decriminalization would promote drug use and benefit drug dealers. It would also increase violence on the streets and safety hazards in the workplace, as well as increase the number of car accidents as more youths drive under the influence. Modern marijuana is 9 times stronger than that in the Sixties and Seventies and is a leading cause of Illinois adolescent hospital admissions for substance abuse treatment.
“There are many reasons to oppose SB 1381. Legalizing marijuana as medicine is the first step toward full legalization,” said Illinois Family Institute Executive Director David E. Smith. “Marijuana is the most widely used illicit drug in the United States. It’s a gateway drug to harder drugs. Research has found that adolescent and teen drug use rises as the perception of harm diminishes. Moreover, those who advocate its medicinal properties often do not mention the fact that marijuana's pain and nausea relieving ingredient (THC) has been available by prescription for years. It’s called Marinol.” “One simply needs to look at California to know what will soon happen here. California legalized medical marijuana in 1996. In late 1995 Los Angeles had four pot shops. One year later, there were 98. Today there are more marijuana shops in Los Angeles than churches - over 800. Legalizing medical marijuana would result in huge growing and selling operations in Illinois neighborhoods statewide,” said Smith. "The key to it is medical access, because once you have hundreds of thousands of people using marijuana under medical supervision the whole scam is going to be bought. Harry C. Alford nancial disaster, sickness, danger and insecurity. Lately, our elected officials and advocates have been using “knee jerk” responses to
problems that simply require common sense and direct action. Let’s look at some examples. It is 2010 and malaria is the number cause of death in Africa. The chances of a village child making it to adulthood are very low. There is a big initiative going on about funding mosquito nets. Oh yes, let the children sleep under these mosquito nets and the mosquitoes, number one source of malaria, will not be able to infect them. They are spending millions of dollars on these nets and you see countless ads on television pleading for you to donate towards the purchase of them. I guess the manufacturer of these nets is spurring this hoopla. Has anyone ever wondered what happens when these children wake up and leave the nets? That’s simple. The mosquitoes will be there waiting to bite them. It does no good! What we need to do is eradicate the mosquitoes like we did in this nation about 100 years ago. Malaria has not returned to the U.S. and that is a model to emulate in Africa as well as other places. It is just too simple! Kill the mosquitoes. Our waterways are being infested
with a foreign fish known as the Asian Carp. This voracious eater of algae and filth was initially imported to clean up catfish ponds in Mississippi and Arkansas. Somehow, they made their way into the Mississippi River and have been thriving ever since. These fish can grow to be six feet long and weigh one hundred pounds. Any area infested with them will see the loss of trout, bass and other fish that feed on algae. From Mississippi to now Illinois the Asian Carp has been on the move and it appears to be threatening to come through the river lock system that connects the Mississippi River to the Great Lakes. Environmentalists are saying “enough” and I agree. However, their knee jerk approach is to seal off the seven locks along the Illinois and Calumet rivers. Doing that would also stop $25 billion dollars in annual commerce along the 14 states benefiting from the daily shipping. It would also require industry to then ship along the East Coast and through the St. Lawrence Seaway raising the cost of doing business astronomically. Like the mosquito, the Asian Carp is not wanted or needed.
It is causing pain so let’s kill them. We can harvest them and process them into fertilizer and/or feed and cat food until they are gone. It is just that simple but we have to explain this to two senators, various congresspersons and a gang of city council people (Chicago). Just kill the pest! Another fine example is that of tobacco. This industry is as old as Columbus. However, they want to eliminate it by a “death of 1000 cuts.” They attack snuff, cigarettes, and cigars in various fashions. They have taxed cigarettes so much that they have actually created a very lucrative counter fitting industry that is worldwide. Like illegal drugs, our law enforcement agencies cannot keep up with the pace of the counter fitting. Thus, bullying the tobacco industry actually promotes crime. If they eliminate snuff, they will soon come after cigarettes. Then, after doing that they will come after my cigars and I will fight that with every breath I take. Ice cream is not healthy so will that be next? They are even becoming racial about this. The latest rage being kicked around in Congress and at
the FDA (Food and Drug Administration) is to eliminate menthol from cigarettes. Menthol flavor is the favorite of African Americans who smoke cigarettes. Nearly 80% of all menthol flavored cigarettes in the United States are bought by African Americans. The brand Newport is the king of sales. Yes, they want to strike a big blow directed at us Black folks. How brazen can they get? The fact is we should communicate and together come up with solutions that are direct and simple if possible. We don’t have to destroy industry if an unwanted fish enters our waterways and we don’t have to put children at risk to protect a lethal pest. Also, we need not to eliminate choice for the sake of healthy habits. Quick thinking and bad information can cause this kind of hysteria and we must be vigilant and follow the road of common sense. Take Racism Out of Immigration Reform For my money the debate over immigration reform is far too narrow. Our civil rights leaders have followed the predictable dynamic created by Hispanics who have justly mobilized to normalize their status in America. We should support them because the stakes of strengthening our coalition at this moment in history will bear substantial fruit as both groups become a larger part of American society, its political system and its economy. So, it is a civil rights struggle to oppose the racist law passed by the Arizona legislature to profile Hispanics and relate any illegal acts to their immigration status. Nevertheless, it is also a civil rights struggle to use this moment to finally eliminate the racism in immigration law in general. This means that our take on immigration reform should be addressed more clearly and forcibly to creating fair opportunities for people of African descent to enter this Country along with everyone else. Over the years some progress
has been made. For example, the initial quota established in 1924 which allowed 1,100 Africans to enter a year, increased to 1,400 by 1952. After African countries became independent in the 1960s, immigration to the U.S. increased, reaching 40,000 per year by 2000. Between l960 and 2008 African immigration to the U.S. amounted to 1.4 million, Still, this constituted only 3.8 percent of the total foreign population of 38 million in that period. The result of such a restrictive entry policy for Africans has been that largely those with economic resources have been eligible to apply for immigrant status. Thus, while 23 percent of Americans in general have college degrees, 51 percent of African immigrants have college degrees. This has also meant that while the myth of the African cabdriver persist, the real story is that the average wage of Africans is among the highest in the nation second only to Asians. The second generation of African born immigrants in the U.S. are now prominent in American universities and in many areas of corporate and human service occupations.

Ron Walters The situation of Haitian immigrants, long a source of vexation to many, was exposed again by the recent hurricane as blatantly racist. Some Haitians who survived the hurricane and made it to the U.S. found themselves locked up in detention centers in Miami for the lack of visas. This is consistent treatment of Haitians who have been routinely and vigorously turned away from U.S. shores while white Cubans have enjoyed a Cold War policy that has privileged their immigration to the U.S. Between 1980 and 2008 total Haitian immigration to the United States was 535,000 but Cuban immigration
during that same period was nearly one million. The arrangement for Cuban immigrants was always based on a political fiction because Cuba has been no real threat to the United States, so the comparative treatment of Haitians and other Afro-Caribbean immigrants must be justified on the basis of a racial prohibition. The test is that if Cubans immigrants had been Black instead of white would they have been allowed to come? Apparently, the U.S. was paying no attention to Mexican/Latin American immigration as Latin American immigration in that period constituted 53 percent (32 percent Mexican) of all sources, with over 10 million undocumented people from that region in the country. Meanwhile it paid attention to Haiti, since only 76,000 immigrants were “unauthorized” from Haiti in that same period. One of the routes to the stabilization of Haiti in the post-hurricane era would be to allow humanitarian immigration. How would it look to have satisfied the Latin American dimension of the immigration problem on those grounds while the African diSaturday, May 15, 2010
mension of it festers? Generally, I believe that there can be no “comprehensive immigration” solution that does not take into consideration people of African descent. The Obama administration should try to eliminate the racial dimension of immigration policy, but then it may be banking on not having another problem. But it is also fair to ask why there is no problem created by African American mobilization on this matter, why no mobilization by African born or Haitian born immigrants? One source of the future expansion of the “African American” population is by natural birth rates, but another is by immigration, to miss this opportunity to eliminate racist immigration is to limit the future power of our community. AFRICAN LIBERATION DAY 2010: PART II
Blackman’s Burden: White Men in America Recently there were three legislators who allowed themselves to come before the body in Springfield wherein they appeared frustrated with the three of them though it was time that thing had to come to head and they pronounced to the populace that “the Illinois National Guard” need to put a stop to the killings in Chicago. I can understand how they felt about the slaughter in the “Windy City.” It took only two days before cooler heads prevailed, even the Mayor of the city of Chicago indeed was in need for someone to come forward to put a stop to this mess come forward to say nothing but more rhetoric out of their mouths. These three who had the gall to push the problem into public domain. By the time that the hoopla no-one feared to say anything to open the dialogue. The fact is that nothing of any consequence that would bring the facts to light like...the real deal is that some parts of the problem was really the problem. The hoard of gang members in this city and many other cities are the bosom of the breasts of the crisis of it all come from many of the many nationalities, including Russia who have been as ruthless in their pursuit of the American dream and wealth. Many children go to bed each night unfed and living in fear and have fallen in the arms of those who use them to help them fester their will onto the people who live at the edge of failure. Parents are addicted and their children engage themselves. Fear is the mother’s milk of dope trade and the federal government is involved in the comings and goings in the dope trade.
It is important that African Liberation Day be a vehicle to continue to highlight the problems, challenges and the future of African people everywhere. The challenges facing Africa and African people worldwide require that we remain dedicated to the cause of Africa’s redemption and liberation. One way we can continue to showcase that dedication is to actively participate in all of the African Liberation Day activities throughout the world. The colonial period in Africa, as well as the enslavement of African people who were captured and brought to North America, had a devastating impact on Africa and African people. African people did not sit idly
by. Just as we resisted our slave circumstances in America, African people resisted their colonial condition. Pan African meetings were called to plot strategy to end colonial rule. The Garvey Movement and the Universal Negro Improvement Association (UNIA) galvanized African people worldwide to embrace the idea of African independence under “One God, One Aim, and One Destiny.” The Garvey period in our history, more than any other era, laid the foundation for what we now call African Liberation Day. African people began waging a battle to reclaim their lands. This has been a long and bitter struggle. Resistance to white supremacy and colonial domination took many shapes and forms. The Pan African meetings (1900-1945) provided a mechanism for a small group of African leaders to plan and plot strategy for African freedom. The Garvey Movement of the 1920s brought the idea of African freedom and independence to the masses of our people around the world. “Africa for the Africans – At Home and Abroad,” was a slogan that captured the spirit of African people. This slogan gave a clear understanding of who we are as a people and what we should be struggling for. It was not until the early 1950s that the first African country gained political independence in the movement to reclaim Africa. That country was Ghana, under the leadership of Kwame Nkrumah, who led the Ghanaian people to their fight against British colonialism. Shortly after this successful defeat of the British, Sekou Toure led the people of Guinea towards their independence from French colonialism. Right on the heels of this victory was the victory of Patrice Lumumba and the people of the Congo, who won the battle, for a brief moment, against Belgium. This independence movement sparked an onslaught of African people reclaiming their territories and led to the formation of the Organization of African Unity (OAU) in May 1963. (This is why we celebrate ALD in May.) It was during this period that Mal-
colm X linked the struggle of African people in this country with the struggle of African people worldwide. It is interesting to note that the Civil Rights Movement in this country was sparked in Montgomery (1955) at approximately the same time the independence movement in Africa began (1956-57). The call for Black Power (1966) sparked a discussion in the Black Liberation Movement in America that placed the re-identification with Africa and African people on the Movement’s agenda, once again. This renewed a new phase of the Pan African Movement. The call for support of our brothers and sisters fighting against the Portuguese in Angola, Mozambique, and Guinea Bissau led to the formation of the African Liberation Day held in the country on May 27, 1972 that attracted over 60,000 African people. African Liberation Day has become an institution in America since that time. African Liberation Day is a day when all Black people should come together. As I have emphasized many times before, whether you were born in Ghana, Nigeria, Kenya, Ethiopia, South Africa, Mozambique, Zimbabwe, Jamaica, Belize, Bahia, Germany, England, France, Alabama, Georgia, or on 47th Street in Chicago, as long as you are Black, you are an African with a common heritage and a common set of conditions. We must continue to fight against racism and white supremacy as we demand reparations for African people in America and worldwide.

The Miami Herald of April 5, 2010 reports: “The U.S. Census Bureau released promo videos and other materials in April advising same-sex couples to choose “married” status if that’s how they view their relationships, and told transgender people to check off the sex they identify with, not necessarily their legal or birth genders. Demographers expect hundreds of thousands to report they are spouses—even though legal same-sex marriages in the
U.S. number in the tens of thousands. Gay activists say they plan to use “‘a census that reflects America’s population’ to push for legislative and policy initiatives.” Separating truth from propaganda in “official” government statistics becomes more difficult by the day!

We know they chasing cute Dr. Eric Whitaker around the campus of University of Chicago, but what about another doctor who was responsible for giving out all of that cash? We ain’t seen nothing about that in the Blue Paper either. Could this one be the can of worms certain prominent Negro people in the town have been dreading? Is this what happens when Black folks want to be up under white folks so bad they will do whatever bidding they is asked to do? So far the Feds have been rounding up white people, Arabs and Mexicans—but this new church investigation thing will cause a lot of Negro preachers to do a whole lot of praying— especially if they ain’t reported the money; if they can’t prove what they done with it and especially if there are emails floating around that the only reason they got this money was so they can be paid to be protestors on behalf of the governor whenever he was facing heat. We hear millions of dollars are in question and we hear that five prominent preach-

Upset that many skilled teachers are being let go to make way for low-wage, new teachers fresh out of Kennedy-King, they are planning some sort of action that will rival the protest against the Willis Wagons—just in time for the new school year and the Novem-

Between his sobs and sniffles, he answers, "You don't understand, every morning before she goes to work, we make love. At lunchtime she comes home and we do it again, and then she makes my favorite meal. In the afternoon when she gets a break, she rushes home and gives me a ‘happy ending,’ if you know what I mean. After all, Savannah’s approximately 128,000 residents are known for quaint gentility, weeping willows and tributes to native son, the late composer Johnny Mercer. With 600,000 residents in the Pacific Northwest, Seattle’s world-famous Space Needle, is home to Starbucks and the natural beauty of Puget Sound. The cities are also -- literally -- on two different coasts. Yet despite their vastly different profiles, these cities are among a 10-member municipal coalition from varying states and regions that have chosen to unite their voices, influence and resources on behalf of low-income residents in the elusive pursuit of financial reform. Known as Cities for Financial Empowerment (CFE), the coalition is the nation’s first and only financial empowerment coalition of municipal governments. Their mission is to “aggressively and creatively leverage local opportunities, resources and powers to improve
the financial health of their residents.” Those now debating and bargaining for influence to re-shape the current financial reform bill in the U.S. Senate would be well-advised to heed the concerns of municipal officials. Across the country, disgruntled citizens seldom take their plights to Washington, DC. But they can and do make their way to city halls and council chambers where playing political dodge ball on a hot issue usually leads to disastrous results for everyone. The Center for Responsible Lending (CRL) holds the view that real financial reform should support federal policies and regulation working in concert with other levels of government to eliminate the current and confusing turnstile that most consumers feel caught in. So it seems that CFE and CRL share an important goal: When it comes to finance, consumers need and deserve a transparent process that will resolve questions regarding terms, debts, and responsibilities of all parties. Supported by organizations that includes the Annie E. Casey Foundation, National League of Cities, William J. Clinton Foundation and others, the CFE
Charlene Crowell coalition’s sister cities are: Chicago, Los Angeles, Miami, Newark (NJ), New York, Providence (RI), San Antonio and San Francisco. Together, these 10 municipalities are forging three specific goals: Share data, best practices and strategies to improve their cities; work strategically with state and national stakeholders to advance a financial empowerment agenda; and Increase public awareness of key issues and opportunities. For example, CFE was an early
supporter of the proposed federal Consumer Financial Protection Agency (CFPA). Last fall, a letter was sent to the leadership in the U.S. House and Senate that called for CFPA to have authority over both bank and nonbank financial service providers. The October 7, 2009 letter, cosigned by CFE co-chairs, Jonathan Mintz, Commissioner for New York City’s Department of Consumer Affairs and Jose Cisneros, Treasurer for the City and County of San Francisco said in part, “The financial empowerment efforts of CFE Coalition cities have had significant impacts on the populations of some of America’s largest metropolitan areas, helping residents with low to moderate incomes access mainstream banking services, obtain high-quality financial education and counseling, and designing innovative asset building efforts.” Continuing Mintz and Cisneros added, “However much more could be accomplished by coupling these municipal initiatives with a coordinated federal effort to protect and empower users of financial services.” Should anyone question the utility of inter-governmental coordination, recall Hurricane Katrina. It was the inability of lo-
cal, state and federal governments to work together efficiently that worsened and prolonged that crisis. Even today after several years, New Orleans has yet to fully recover. Economically speaking, the current financial crisis is another disaster: 48 states are in a deficit mode; according to Education Secretary Arne Duncan, these deficits will trigger teacher layoffs in the range of 100,000300,000 across the country. According to CRL’s own research, every 13 seconds another foreclosure occurs and 6.6 million foreclosures have occurred since 2007. Moreover, nearly one in four homeowners now owe more than their house is worth and over 69 million homes nearby these foreclosures have lost property value as well. In other words, this nation needs to pass a bill that sets a federal floor, not a ceiling, to what consumers have a right to expect in financial services from mortgages, to credit cards, payday and title loans and more. New Moraine Valley student trustee seeks input A few years ago, Julius Allen, 23, of Calumet Park, never imagined he would be where he is today. Back then he had dropped out of high school and was working with no real prospects and afraid. Everything started to change for him a couple of years ago when he started paying attention to Barack Obama’s presidential campaign and knew he wanted to get involved in helping people. But first he had to overcome his fear of venturing out of his “safety zone” so he could work on his General Education Development Program degree (GED), which he earned in 2009. This gave him the confidence this past fall to enroll at Moraine Valley, where on April 22 he was sworn in as student trustee. He will serve until April 2011. “Once I received my GED, I told myself I can do this. I now make it my duty to do the best I can,” Allen said. “My biggest fear—and it still is—is that I’ll go back to procrastinating, putting things off like
I did in high school. What drives me is that I really can do anything that I put my mind to and that’s a message I want to tell all students. They can do anything they put their mind to.” Moraine Valley, he says, has really helped in that regard. “Community college helps people take the first step and get prepared and gain confidence. Moraine Valley has given me a different perspective. Community college is a good start for everyone,” he said. Allen is proof positive of that assertion. During his first year at Moraine Valley, he has become a member of Phi Theta Kappa, the community college honor society, and involved in the Creative Writing Club. He also finds time to work as a student aide in the counseling department, where he can gain some insights in his career field—counseling and public service. He has not ruled out running for public office at some point either. So what does he want to accom-

to keep students in the loop,” Allen said. One way, he proposes of doing so is “to meet with students regularly to share my concerns and hear theirs. I want to shed some light on what the student trustee and student government can do for students.”
For Allen it’s all about students having the best experience they can while at Moraine Valley as it has been for him thus far. “A few years ago, I never imagined being here. Never gave it a second thought. I’m very happy how everything has turned out.
Urban Prep’s first graduating class goes to Springfield This week, State Senator Mattie Hunter (D-Chicago) recognized forty members of the first graduating class of the Urban Prep Academies for Young Men (“Urban Prep”), Englewood Campus, to the Illinois Senate on Springfield. The 107 gentlemen in the senior class made national history as the first class from a public charter high school to receive 100 percent acceptance to a fouryear college or university. Urban Prep founder and CEO, Tim King, and Student Government President, Krishaun Branch, addressed the Senate to speak of the importance of the program and its achievement. “Upon entering Urban Prep as freshmen in 2006, only four percent of these young men could read at or above grade level,” Hunter said. “But these young men have given 100 percent commitment to their education and in turn 100 percent of the class will be attending college later this fall. Lewis honored with The Milton Davis Magic Award An overflow crowd of family, friends and supporters recently enjoyed one of the most exciting, fun-filled afternoons ever at eta’s 27th annual Spring Board Benefit. Although the incomparable Dee Alexander wowed the crowd with her splendid vocal renditions, it was the Celebrity Talent Show of “amateur” talent that stole the afternoon and contributed to a financially successful fundraiser. The event was cochaired by Debra Jennings-Johnson, director, Supplier Diversity BP America and Steve Baskerville, CBS Meteorologist, who also served as Master of Ceremonies. Investor Stephen W. kicked off the afternoon with a bluesy harmonica followed by nurse Fran Gibbs who delivered a comedy routine that had the audience rolling in the aisles. Dr. Cynthia Henderson followed with a beautiful rendition of “When You Walk through a Storm.” The laughter continued when Playwright Christine Houston (“227” author) presented an excerpt from her play, “I Love You Nana.” The second half of the show featured Father David Jones, whose booming “Make Them Hear You” from Ragtime was a crowd pleaser. Harlem Quartet joins Sinfonietta for final concerts of the season All-Black and Latino ensemble composed of Sphinx laureates The fifth and final concerts of the Chicago Sinfonietta Orchestra’s 2009-2010 season will feature the all-Black and Latino ensemble Harlem Quartet with guest conductor John McLaughlin Williams sharing the conducting duties with Music Director Paul Freeman. Titled “Harlem Renaissance,” the concerts will be held at 2:30 pm Sunday, May 16 in Lund Auditorium at Dominican University, 7900 W. Division St., River Forest, and at 7:30 pm Monday, May 17 in Orchestra Hall at Symphony Center, 220 S. Michigan Ave., Chicago. Born Lena Mary Calhoun Horne in Brooklyn, New York on June 30 1917, Lena Horne died of undisclosed causes in a New York Hospital Monday, May 10. Ms. Horne gained international fame as an actress, dancer and singer. A Civil Rights activist who fought racial injustice by refusing to perform before segregated audiences, she participated in the 1963 March on Washington when Dr. Martin Luther King, Jr. gave his “I Have a Dream” speech. Branded a “Communist sympathizer” because of her progressive political beliefs and her association with Paul Robeson, she was blacklisted during the McCarthy era of the 1950s. As a film actress Ms. Horne appeared in some 20 movies for MGM and 20th Century Fox, most notably “Stormy Weather” and “Cabin in the Sky,” earning two Stars on the Hollywood Walk of Fame. Lena Horne made her last public appearance in 1999. She is survived by a daughter, Gail Jones Lumet and a son-in–law, Sidney Lumet and a world of admirers and fans. Pastor and Mother warns, ‘End Chicago Violence, Increase the Peace – or Face the Troops’ Mother’s Day - Is It a Day of Rejoicing or a Day of Mourning? This Mother’s Day was a day of mourning for mothers and communities who have lost sons and daughters in the recent surge of violence in the city of Chicago. With 113 homicides this year alone, State Representatives John Fritchey and LaShawn Ford made a public plea to Gov. Pat Quinn to deploy the National Guard. Past interventions, such as the handgun ban, have failed to curb the violence. The Minority Report stated, “These bans ignore the simple and obvious truth: The weapon isn’t the problem. The problem is the person wielding it.” Dr. Jo Ann Long agrees. “We’ve been in a long, drawn out cycle of hurtful pain.” Dr. Long, whose New Covenant Life Church is based on Chicago’s south side, 9321 South Cottage Grove Avenue, sites uncontrolled rage as the consequence of high unemployment, poverty, a failing educational system, poor nutrition, and a pervasive sense of despair, hopelessness, and helplessness. “There have been many meetings, conferences, and programs. Money has been thrown at the
problem, but these ‘solutions’ have produced only temporary bandaid effects. They have had absolutely no permanent corrective value. They are an insult to the people who are dying and suffering in the city of Chicago,” says Dr. Long. “Don’t believe for one minute that all the violence is the work of gangs and drugs, although they are indeed creating havoc in my community,” says Dr. Long. “We have also seen a sharp increase in intimate partner violence. People who once promised to love and care for one another are now shooting and stabbing one another.” Violence which knows no color, no age, no sex and no class is destroying the family unit. Most disturbing are the many incidents of youth violence, especially among young African American males. They die at a rate that is at least 1.5 times the rate of young white and Hispanic men, and almost three times the rate of young Asian men (statistics compiled by the Kaiser Family Foundation). According to the Center for Disease Control, homicide is the leading cause of death among Black males aged 15–34 years. Furthermore, homicide is the second leading cause of death for Black

According to Dr. Long, it will take a comprehensive, city-wide effort to reduce the violence. However, there are steps we can and must take now to increase the peace in the city of Chicago. 1. Mentor. Take the time to mentor one or more young people. Commit to helping them during good times and bad. Provide tutoring for them. Help them get into college. 2. Hire. Businesses must commit to training, hiring, and providing internships for young people who have few options …and not just the brightest ones. 3. Boycott. Communities of poverty have long been a source of income—for people who do not live in the community. Construction crews, nail salons, beauty supply stores, gas stations, etc. must begin practicing fair hiring of local residents. The Selma bus boycott was successful because the entire community refused to give their dollars to a system that discriminated against them. We must adopt this mindset once again. Churches must adopt schools to supply volunteers, resources, tutoring, after school programs, etc. One of the most urgent needs is for men to stand guard around school grounds and along dangerous walking routes to protect students on a consistent basis. 5. Negotiate gang truces. Law enforcement and community leaders must step up their efforts to get gangs together and get them talking. It has worked before, and it can work again. However, this initiative must be monitored on an ongoing basis by skilled professionals who understand how to negotiate the cultural, territorial, and economic complexities of gangs in Chicago. 6. Diversity training. Chicago is one of the most diverse, and most segregated, cities in the world. Bullying, gangs, violence, and hate crimes often have their roots in bigotry and prejudice. The city of Chicago and Cook County must lead the way in providing diversity training not just to students and residents, but to law enforcement, media, social services, health practitioners, and educators. 7. Re-focus street cameras. Instead of using street cameras to prosecute minor traffic incidents and to spy on innocent residents, use them to identify gang activity, drug sales, car theft and violent crimes.

North Chicago VA announces the 2010 “Excellence in Nursing” award winners The North Chicago VA Medical Center culminated National Nursing Week at an awards ceremony May 6, honoring its annual nursing award recipients. There are four categories for the Secretary of Veterans Affairs’ “Excellence in Nursing” awards: Nursing in an Expanded Role, Staff Nursing, Licensed Practical and Nursing Assistant. North Chicago VA Medical Center’s award winners include: Nursing in an Expanded Role Lori Stenseng, BSN, RN, of Franksville, Wisconsin Staff Nurse - Myna Jenkins, RN, of Waukegan, Illinois Licensed Practical Nurse Robin Tellez, LPN, of Las Vegas, Nevada Nursing Assistant - Doris Moore, NA, of Gurnee, Illinois NurseTellez was an LPN at the North Chicago VA Medical Center but is currently serving pa-
tients at the VA Medical Center Las Vegas.
