Clergy calls Madigan’s fumigation bill overkill Contend bill would negatively impact diversity in state government By La Risa Lynch A broad coalition of Black ministers called a push to purge scores of state employees appointed by former governors Rod Blagojevich and George Ryan overkill. House Speaker Michael Madigan first introduced House Bill 4450 in early May as a way to “fumigate” specific state workers that were appointed between January 11, 1999 through January, 29 2009 by the disgraced former governors. The bill originally aimed to terminate nearly 3,000 state employees, including department and agency heads, some lowlevel state employees as well as commissioners and heads of state boards. But, the bill was recently amended, when according to news reports, Gov. Pat Quinn raised concerns that the bill was too broad. The amended version dramatically scales down the number of state employees slated for the axe to about 700. The bill still targets political appointments, but also includes double exempt employees not protected under the Rutan court decision. The decision forbids firing state employees based on political affiliations. The bill also gives the governor 90 days instead of the proposed 60 to review affected personnel before making a final determination. The bill is currently in the Senate. Rev. Ira Acree called the bill “the epitome of bad public policy” and an effort by Madigan to exert control over the legisla-

ture at the expense of “hard working state employees.” “These people are innocents,” said Rev. Acree, of the Leaders Network, one of the religious groups that held a press conference last week outside the Thompson Center denouncing Madigan’s bill. “We should not let politicians because of their personal

agendas or personal vendettas punish these workers.” Quinn’s spokesperson Marlena Jentz said she understood the group’s concerns but added that the “governor is aggressively pursuing his reform agenda and will review the bill.” Madigan’s press secretary Steve Brown

called the group’s concerns unfounded since the bill allows the governor to reappoint some of those affected workers back to their posts. He said he didn’t understand the group’s criticism of Madigan. “It would allow the governor to clean out some of the bums that populated state gov(Continued on page 3)

President Stroger issues call for complete 2010 U.S. Census Count Stroger joined the U.S. Census Bureau in kicking off the 2010 Cook County Complete Count Kick-off On Wednesday, May 27, 2009, President Todd H. Stroger joined the U.S. Census Bureau in kicking off the 2010 “Cook County Complete Count Kick-off ” campaign where he issued a clarion call of action to everyone to fill out the Census form. President Stroger, Census officials and elected officials held a press event from 10 a.m. to noon at the Brookfield Zoo, 3300 Golf Road, Brookfield, IL in the Swan Pavilion to unveil the kick-off of the 2010 complete Census countdown campaign. “It is our goal that each one of the 5.4 mil-

lion residents of Cook County accept this “call to action and be counted” by filling out the Census questionnaire, said President Stroger. “This economic snapshot of Cook County could determine the continuation of existing social and medical programs including funding for new hospitals, roads, schools, facilities, and jobs for the community,” Stroger stated. “The continued or increased funding of these programs and projects literally rest in your hands. “The U.S. Census is critical in determining how national resources are allocated. It is the U.S. Census Bureau information that determines the distribution of more than $300 billion a year of government funding

for community services often needed by those who are most in need,” Stroger explained. “We want to make sure that Cook County receives its fair share of those resources for schools, health care, job training, nutritional programs and other desperately needed initiatives.”

“Filling out these forms will help build stronger and more economically vibrant communities in Cook County and that means job creation including attracting new businesses to this area,” he stated. “I want you to know that all Census information is confidential.”

He was sentenced to death for the murder of Savannah, Georgia police officer Mark Allen MacPhail on questionable eyewitness testimony. Seven out of nine witnesses have recanted or contradicted their testimony, no murder weapon was found, and no physical evidence links Davis to the crime. The NAACP is calling on members and supporters to send letters and emails through its website or individually to Georgia Governor Sonny Perdue asking him to commute Davis’ sentence. The courts are refusing

to consider the new evidence despite the overwhelming amount of facts that indicate that Mr. Davis, an African American man, is innocent. “Governor Perdue must act quickly and decisively to prevent Troy Anthony Davis, a young African American man, from being executed for a crime he did not commit,” stated NAACP President and CEO Benjamin Todd Jealous. “Georgia is no exception to the rest of the country. All over the nation, we have witnessed scores of persons wrongfully sentenced to death. And far too often, African American men are overrepresented in their ranks. The preponderance of evidence in Troy Anthony Davis’ case points to his innocence. Justice requires that we not turn a blind eye to killing an innocent man - a travesty that can never be rectified. We must join together to raise our voice in a clarion call

Racism continues to characterize the use of the death penalty in the United States. Nearly 60 percent of all inmates on federal death row are racial or ethnic minorities. While whites represent approximately 50 percent of murder victims in the U.S., they represent a disproportionate 80 percent of the murder victims for which current death row inmates have been sentenced. Critics say this raises the question of whether, in the aggregate, the judicial system places a higher value on the lives of white victims. The United States is one of only a few countries – China, Iran and Saudi Arabia – that still sanctions the murder of its prisoners. “This practice of executing Americans is not only morally

wrong but makes no common sense,” states Jealous. It costs millions of dollars more to execute someone than it does for them to spend life in prison. This is money that could be better spent investigating homicide cases and solving crime. We must end our country’s barbaric practice that is now disfavored by most nations in the world,” said Jealous. Rev. Wright’s successor to finally be installed By George E. Curry NNPA Special Correspondent Rev. Otis Moss III will never forget the day he took over as pastor of Trinity United Church of Christ in Chicago. It was Palm Sunday 2008 and he and Rev. Jeremiah Wright had been working on a seamless transition for nearly two years. But instead of a smooth transfer of power, that was the day Fox News released snippets from sermons of Rev. Wright that would rock the Obama presidential campaign. The most controversial was from July 2003: “The government gives them the drugs, builds bigger prisons, passes a threestrike law and then wants us to sing ‘God Bless America’? No, no, no, not ‘God Bless America,’ ‘God Damn America.’” Rev. Moss recalled, “The day I took over, all the media stuff blew up that day – the exact day. That’s why I remember it so well.” So his installation had to be postponed. Finally, Moss will be installed next Sunday as pastor of the 7,000-member church on Chicago’s South Side. “It has strengthened the church,” Rev. Moss said, reflecting on the past year. “We have learned that the media can be utilized for the expansion of the gospel. At the same time, if one is not trained, familiar with nor understands the function of the media, it’s a double-edged sword.” Rev. Moss, the son of a prominent Cleveland minister and civil rights icon, believes much of the controversy over Rev. Wright 2

could have been avoided if journalists covering the story had been familiar with the Black church and the way Black preachers communicate with their members. “I think there’s an intellectual laziness on one level,” he explained. “We have reporters on television who specialize in medicine, we have reporters who specialize in law, but when it comes to talking about Trinity or Pastor Wright, we never saw anyone on television who had a theological background outside of Roland Martin,” who is married to a minister. “He was the only person who could speak authoritatively about theology, African-American church history and the continuum of African-American theology. “I believe most reporters refused to do the work because they had deadlines and they were intellectually lazy. They also cast the African-American church as nothing but the White church in black face. We bring a very unique cultural and theological viewpoint to the table that’s not rooted in New England nor is it rooted in Ireland or France. It goes back to our continuum on the shores of West Africa. Many reporters were completely dumbfounded to enter into a world in which they knew nothing about.” Rev. Moss believes the controversy over Rev. Wright, who had served as Barack Obama’s pastor, was politically motivated. “This was not about information,” Rev. The church is exotic, the church is something that people of European descent do not know about… Hopefully, we’ll frighten people from engaging this very intelligent, articulate, well-qualified person who is running for president. So, let’s create a distraction.’ That’s all it was.” It was such a distraction that Obama distanced himself from Rev. Wright’s more controversial comments and eventually terminated his membership at Trinity United Church of Christ. To many, it was sad to see Obama break with the pastor who had led him to Christ.

Rev. Moss said it was unfair to hold Obama responsible for the words of Rev. Wright. “You have never witnessed, for example, someone who is Catholic being held to the words of a bishop, archbishop, monsignor, or the people,” he explained. “No reporter would dare touch that – they would be thrown out of the newsroom. We didn’t hold John Kerry responsible for what the Pope said. We would never think of that.” That wasn’t the only thing that bothered Rev. Moss. “What bothered me the most was the reduction of his ministry to a sound bite,” he said. “Here is

an individual who is part of a denomination that is 98 percent European, specifically German and Swedish, in terms of its history. He helped that denomination move into the area of diversity. “Number two, here is a person who has spent time in just about every major seminary in the country as a guest lecturer, a teacher, an adjunct professor and is called the preeminent authority an expert on the African-American religious tradition.” But that’s not how Rev. Wright came across in the sound bites. By their very nature, sound bites do not covey context. For example, this is the larger context of Rev. Wright’s most famous clip: “…The United States of America government, when it came to treating her citizens of Indian descent fairly, she failed. She put them on the reservations. When it came to treating her citizens of Japanese descent fairly, she failed. She put them in internment prison camps. When it came to treating the citizens of African descent fairly, America failed. She put them in chains. The government put them on slave quarters, put them on auction blocks, put them in cotton fields, put them in inferior schools, put them in substandard housing, put them in scientific experiments, put them in the lowest paying jobs, put them outside the equal protection of the law, kept them out of the racist bastions of higher education and locked them into positions of hopelessness and helplessness. NEWS HUD makes $117 million available to clean up dangerous lead in housing Funding protects children from lead poisoning The U.S. Department of Housing and Urban Development recently announced that more than $117 million is available to eliminate dangerous lead-based paint hazards from lower income homes and protect young children from lead poisoning. The grants are being offered to states and local governments through HUD’s LeadBased Paint Hazard Control and Lead Hazard Reduction Demonstration programs. “There is nothing more important than the health and safety of our children, and these grants are a significant investment in their futures,” said HUD Secretary Shaun Donovan. “These grants will support the efforts of state and local governments to clean up lead hazards in order to protect young children and their families from the lasting effects of lead poisoning.” Even though lead-based paint was banned for use in the home in 1978, HUD estimates that approximately 24 million homes still have significant lead-based paint hazards today. Lead-contaminated dust is the primary

cause of young children’s lead exposure and can lead to a variety of health problems, including reduced IQ, learning disabilities, developmental delays, reduced height, and impaired hearing. At higher levels, lead can damage a child’s kidneys and central nervous system and cause anemia, coma, convulsions and even death. Applicants for this funding may be State, Tribal or local governments. Applications may be downloaded from the Office of Healthy Homes and Lead Hazard Control’s Website at www.hud.gov/lead. The application provides instructions, including submitting proposals by Federal Express (FedEx), United Parcel Services (UPS) and overnight Express Mail delivery services. The deadline for receiving grants is 5:00 PM EST, July 20, 2009. This year, HUD is announcing individual funding opportunities for programs as they become available, an action that will speed up the application process for those seeking HUD funding and who would otherwise be required to wait for the publication of HUD’s comprehensive funding notice for all its competitive grant programs.

Brown also denied the group’s claims that Madigan wants control over the legislature. He said the process would allow the governor to review all the appointments and that appointments of heads of agencies, directors, commissioners and board members would be confirmed by the Senate where Madigan is not a member. “If anything, it gives more authority to the governor and the Illinois Senate than anybody else,” Brown said. “I don’t think the complaints are based on a lot of good solid research.” But Rev. Tyrone Crider, pastor of Mt. Calvary Baptist Church, called the bill a public lynching. “We understand the governor has the right to select whoever he desires, but this legislation that is trying to be passed wants to remove hundreds, if not thousands of people all at once,” Crider said. “This is a public firing. As a matter of fact, it is a public lynching.” The group’s attorney Arlene

Coleman believes the numbers make no difference because the bill “appears to extend the power of the legislative branch over the executive branch.” She added that the Illinois constitution clearly states a “separation of power.” “Whether it’s 750 or 3,000, people affected by this bill didn’t do anything wrong,” Coleman said. “If they are doing something wrong in their jobs, there is a procedure in place to remove people from their positions. Plus the governor has the authority to remove them so why do we need this law?” She also contends the law is too far-reaching and could potentially have negative consequences on minorities and women if enacted. Coleman noted that minorities and women have been historically underrepresented in top positions in state government. She said Blagojevich attempted to correct that by “appointing people of color and women in leadership positions.” She noted in the Department of Human Services, which is headed by a Black woman, that 62 percent of the employees affected by this bill are female, 29 percent

African-American, seven percent Hispanic and two percent Native Americans. “Our research has shown this bill would significantly decrease that minority representation,” she said. Coleman also questioned the motive of the bill’s attachment to a measure to ensure state-employed military personnel get time-off to attend military train-

ing. The amendment was tacked on to Senate Bill 1333, granting state employees who are part of the armed services a leave of absence for military training. “That is a good law,” Coleman said. “We support it, but to attach House Bill 4450 as an amendment to this good law is deceptive.”

EDITORIAL NEW-CLEAR DETERRENCE Recently, the international pissing contest stepped up a notch. North Korea detonated a powerful underground atomic bomb, one which is up to 20 times more powerful than the previous one that they detonated in 2006. Of course, President Obama, the UN Security Council and others have condemned this move. It’s apparent, however, that the West is seemingly powerless to control the onward march of Pyongyang’s nuclear capabilities. This is frightening. It was, however, also frightening at the end of World War II when the U.S. jockeyed to first place in a race to detonate the first nuclear bomb, spurred on by rumors that the Germans were close to success in this regard. Hiroshima and Nagasaki, Japan bore the brunt of this debacle, which literally changed the face of the Earth as well as of the ultimate capabilities of war forever. We have to understand that we, the U.S., unleashed the demonic power of nuclear weapons in the world, and that because of it, we were catapulted to the front of world power. Certainly, the atomic bomb is not the only reason that we became a super power, but it certainly helped push us in that direction. Today, America is seen as the world’s policeman and the world’s bully. We have pushed our muscle around like so many deranged cowboys, toppling governments and decimating economies. It’s no wonder that nations who fear us would seek to protect themselves from possible threats. But we are on the verge of learning two very real lessons though – might is not always right, and every force has an equal and opposite reaction. In other words, when we use force, force will be used on us. This new nuclear arms race has awakened the slumbering nightmare of instant annihilation that baby boomers held close for many years, and who heaved a collective sigh of relief when the Soviet Union dissolved. Today, the specter of that instant annihilation has once again reared its ugly head, as we rush headlong into the abyss of the possibility and stupidity of nuclear war! North Korea is like the kid on the block that petulantly threatens to destroy the whole game if he feels he is in jeopardy. This is dangerous. And the most dangerous aspect of this state of affairs is that military force is not going to work. It’s even questionable as to whether or not sanctions will work, because they haven’t thus far. We have reached a critical juncture in the history of humankind. The U.S., North Korea, and other nations have the power to literally blow the Earth into smithereens. This is a no-win scenario, and one that will take a lot of finesse to navigate. There is only one solution to this mess, and the future of the human race may quite possibly hinge on how we handle it – love, or the political form of it – diplomacy. If we cannot reach one accord on this planet and understand that we are all its stewards, we will all go down to defeat together. There are no winners in a nuclear war! Diplomacy, is the only possible nuclear, (new-clear) deterrent. 4

LETTER TO THE EDITOR We need a more secure future Dear Editor Though no one is overjoyed about increased taxes, we feel it important to support Governor Quinn’s proposed revenue plan in order to lay the foundation for a more secure future. Illinois currently faces a revenue shortfall of at least $4 billion in 2009 that may accumulate to over $11 billion by 2010. Illinois government has been cutting funding to community support organizations for the last ten years because the state’s poorly designed fiscal system cannot raise enough money to cover basic cost increases. While still providing crucial support to our communities and the struggling families who live in them, organizations like ours are balancing doomsday budgets of our own. General revenue funds (GRF) for rape crisis centers have been held flat at $5.81 million for the past three years; in the past two years alone, we have had to lay off 20% of our staff, shorten service hours, and create wait lists for victims of sexual assault. Though we agree with critics of the Governor’s plan that this is a time for tightening belts and in-

creasing efficiencies, we must make clear that the human services sector has tightened our belts to skeletal limits over the last decade. We have sacrificed much to the detriment of many. Additional cuts to close an $11 billion shortfall will have a disastrous impact on our local communities. Not only would it mean devastating job losses, it would mean a loss of one out of every three dollars currently spent for crucial public services. For example, without our services, the 138,000 women and girls we serve would go without access to sexual assault crisis counseling, medical and legal advocacy, 24hour rape crisis hotlines, quality early childhood services as well as job supports and coaching for the underemployed women of our city. The short term “savings” the state might produce through these cuts would levy future, significant cost against individuals, communities and the state. Though it seems counter-intuitive, by maintaining state spending we are likely to end this recession earlier and provide Illinois communities with the support so many families need right now. What are bridges and roads without the people to travel them? Like those critical pieces of support, community services are part of a public infrastructure that must be maintained or we

A little media exposure, sound bites and a formal public relations campaign can have the masses of African-Americans believing just about anything. Why do they do it? To keep business as usual or to make some quick money at the expense of those who can least afford it. Let’s

look at some of the games. Home Ownership: We were hit relentlessly that times were getting better for Blacks as homeownership was significantly ris-

ing. Both the Clinton and Bush administrations harped on this like a “mantra”. What we didn’t know was that we were being led down a path of predatory lending. It was a trap that was going to snare us big time. In fact, not only was it a game it was a program that was going to set us back economically for an entire generation. The jive is up and our neighborhoods are racked with vacancies, abandonment and deprivation. It is going to take us a good decade to make up for the losses. Minority Business Participation: I can write a book on this one. For the sake of space, let’s focus in on the U.S. Auto Industry that gave a pledge back in the 1990’s to do over $1 billion dollars each (annually) with Blackowned firms. They didn’t get near that but what they did was a scheme. They would help set up front companies to charade that they were big business tycoons doing serious business with the Big 3 (Chrysler, General Motors and Ford). Oh yes, they would have these guys on the covers of magazines. They would go around the na-

tion and make speeches and receive awards for their accomplishments. There was a high concentration on this in the trucking and steel industries. There would be an established White-owned company doing the work but they would simply put some “Black skin” on some of the operations and shout the praises. I did a test one time with a major firm looking for a bona fide minority own trucking company. I had the procurement guy do a background check on some of these celebrated “Black” trucking companies. His report back to me was no surprise. Every one of them was either a broker or a rouse. “When you find a real trucking firm that is Black own send them to me,” he concluded. There was also the “Black” steel company in Northern Indiana. I took a surprise visit to it and found an empty building void of any activity yet one of the Big 3 listed it as a thriving enterprise they were doing business with. Then there are the celebrities that have suddenly become big entrepreneurs. They are all over the place owning this and that and doing everything at once.

Basically, they are just renting their names for some shrewd White manipulator making the big bucks off of Black folk’s false perceptions. We need to cut the games. Construction Unions: After 45 years of the Civil Rights Act of 1964, construction unions are as discriminatory now as they were then. They have ridden off the good name of other unions who have done the right thing and opened their doors. They used this fact as a cover for their Jim Crow ways. For the most part, too many of our elected officials and leaders have fallen for this dupe. You will see some of our people support Project Labor Agreements (union only construction projects) even though 98% of Black construction workers and construction companies are not in the unions. It is “Economic Apartheid” to quote Philadelphia Mayor Nutter but yet too many of our officials support it through their ignorance. It is time to wake up to this shame. Digital Television Transition: There has been a big scare about ending the television transmission on analog television sets.

Who do you know that has an old analog television with rabbit ears on top? They have been long gone. Just look around. But yet they have us thinking that a lot of us still have them. Why? They put up a billion dollars in advertising and outreach money to address the “issue.” It is all about hustling up some new money. Even the former Federal Communication Commission Chairman Kevin Martin spent $300,000 of tax money placing an ad on his favorite NASCAR vehicle. The car crashed within minutes – what a waste! This whole thing was contrived by greedy K Street Washington Lobbyists and public relations firms. They used us to get the money allocated. In sum, I guess we need to call out all of these shams and hustles. No longer can we just shake our heads and let them get away with the lies. Colin Powell Fights Back By Ron Walters NNPA Columnist “Face the Nation” was probably a favored TV venue on Sunday May 24 for most watchers of the Sunday talk shows. That's because former Secretary of State, Colin Powell defended his place in the Republican Party from charges by Rush Limbaugh and former Vice President Dick Cheney. On the same show a week earlier, Cheney said that he preferred Limbaugh to Powell who had left the Republican Party because he voted for Barack Obama. Limbaugh said that Powell did it only because Obama was Black. Powell fired back coolly that neither Cheney nor Limbaugh were on the membership committee of the Republican Party and as such could not decide who was or was not a Republican. More important, Powell reaffirmed his status as a moderate Republican like the recently deceased Jack Kemp. I will always remember coming back from Japan several years ago, getting a connecting flight in Los Angeles and because the The Chicago Crusader

airline had fouled our reservation, it gave my wife and I first class seats. Our seats happened to be next to Secretary of Housing Jack Kemp and he proceeded to talk both our right arms off, all the way to Washington, DC. He seemed not to have a racially sensitive bone in his body and was genuinely concerned about policies that would make life better for the disadvantaged Blacks. He was excited by his alliance with Kemi Gray, a strong public housing activist whom I knew in Washington, DC, who was trying to empower poor public housing residents. I was not surprised to see that he would become a member of Howard University’s Board of Trustees. Colin Powell also was a member of Howard’s Board of Trustees signaling his own sensitivity to concerns facing the Black community. I attended the 1996 convention as a researcher when Powell gave the keynote speech, and when he said that he supported Affirmative Action, he was loudly booed by the Right wing of the Party. However, in his “Face the Nation” appearance, Powell cited several statistics upon which he concluded that for the Republi-

can Party to remain viable it had to be an inclusive “big tent” party that would not only make a place for moderates, but move closer toward the moderate positions that define why the country is now supporting Democrats. He rejected the small government view that Americans wanted effective government, especially now that the private sector had run aground and carried the country with it. Powell, however, does not deserve complete absolution for his role in the administration of George Bush. He said he was briefed (like Nancy Pelosi) on the fact that the CIA was consid-

ering the use of Enhanced Interrogation Techniques like water boarding, but didn’t object, fearing another 9/11 attack. But Powell was silent when he should have been publicly livid that they put his considerable integrity at issue. Perhaps his way of telegraphing his displeasure was to vote for Barack Obama. Nevertheless, Bush and Chaney should have been grateful that Colin Powell has not done what so many Bush insiders have done, either publish a tell-all book or go on the stump, burnishing their role – and their legacy – in the atrocious decisions made by the Bush/Chaney team. I have always felt – and still feel – that Colin Powell should be the leader of the Moderate wing of the Republican Party, but that would require him to confront the Right wing hegemony of the party in much stronger terms than anyone has done so far. He notes quite rightly that the base of the party is narrow and if it continues to shrink, events will pass it by. Perhaps this truth should motivate Michael Steele, the current RNC Chair, and rather than feeding the radical Right and “laying prostrate,” as Powell said, before Rush Limbaugh, he should help turn the Saturday, May 30, 2009

corner. Yet, his latest statements suggesting that he would go after Barack Obama were crafted in the Limbaugh/Chaney country and now govern Congressional Republican approaches. The lack of a vigorous Moderate wing of the Republican Party keeps it from joining a rational consensus about the needs of the country and supporting policies that are important to serve the American people which have no ideological bent. Barack Obama has proposed pragmatic approaches that need Republican support but the radical Right has rejected most of them. This is a moment of opportunity for both Powell and Steele that will test the true courage of their commitment to their country, rather than just to party. EDUCATION FOR AFRICAN PEOPLE: THE REAL MEANING

Throughout most of our lives, African people in America have been told if you get a good education you can get a good job. African people in Africa were told something similar. If you get a

Dr. Conrad Worrill good education your condition in life will improve. In the early part of the twentieth-century until the late 1960s and early 1970s, the thrust was to encourage African people in America to at least get a high school diploma so that they could be eligible for a job in a significant segment of the work force. The explosion of the 1960s Civil Rights and Black Power Movements forced colleges and universities to admit Africans in America to their predominately white colleges and universities in large numbers. Today, African people in America are encouraged to get a college education so they can get a good job. The education market has been saturated to the extent that a high school diploma of the 1930s, 40s, 50s, and 60s, in most instances, has the same meaning as a college degree today. That meaning is one of a college degree, qualifying people for entry-level jobs in the U. S. labor market, except for those instances where people have been trained in specialized fields at the undergraduate level. What we hear repeatedly today is that we must concentrate on 6

African people in America reading, writing, and math skills at the elementary and secondary levels so they can compete for the jobs that will be available in U. S. multinational corporations in the twenty-first-century, driven by the world of technology and computers. Many of our ancestors in the eighteenth, nineteenth, and early twentieth-centuries, who were concerned with the issue of education, asked the question— education for what? It is quite clear that the major direction of U. S. educational policy has been to train and educate African people to work for white people. That is, to teach them to read, write, and compute, so they will be prepared to work for us. In a paper written by our great ancestor Dr. Jacob Carruthers several years ago, entitled, “Black Intellectuals and The Crisis In Black Education,” he observed, “When the chattel slave system was destroyed by the Civil War, one of the first acts of the victors was to provide for Black schooling on a wide scale. The northern industrialists through their philanthropic alter egos began finding and establishing Black colleges. These colleges were intended to sit atop a Negro education system.” Further Dr. Carruthers wrote, “By the turn of the century, even southern whites were making use of this Negro education system to facilitate the transition from the old chattel to a new, but equally effective, system of Black exploitation.” Carruthers explains, “The new system depended upon the cultivation of a Black elite to serve as examples for the masses of Blacks and to demonstrate the rewards of obedience.” The educated Black elite, Carruthers points out, “demonstrated time and time again their ability to do what they had been trained to do. Eventually, a few of them were invited to manage the segregated colleges that were established to train Black teachers. In this manner, a small, educated Negro elite became overseers of the educational affairs of millions of Black people.” This model of education, that continues today, was established by so-called leading white educators in this country who met at Lake Mohonk, New York (a resort area) on June 4-6, 1890, and June 3-5, 1891 to read and discuss pa-

pers on what they officially called the “Negro Question.” Again, Dr. Carruthers writes that at the end of the second conference “they had decided that the primary things that Blacks had to be taught were morality and the dignity of labor (i.e., working for white folks).” African people in the United States have a rich tradition of leaders who have taken issue with the white conceptualization of the mission of education of African people in America. David Walker, Henry Highland Garnet, Henry McNeal Turner, Martin R. Delany, and Edward Wilmot Blyden were nineteenth-century advocates that the education of African people should be designed to assist us in doing for ourselves. In the twentieth-century, leaders such as Marcus Garvey, Carter G. Woodson, Elijah Muhammad, and Malcolm X, all spoke and wrote consistently about the need for African people to develop an education program aimed at developing African people “to do for self.” In other words, we are still challenged today to create an education climate that inspires African youth in America to understand that the purpose of education is to develop the skills and historical understanding of the past as it relates to the present and future in preparation for working for self and the liberation of African people. This is the challenge of the twenty-first-century— to defeat the one hundred year tradition established by white educational leaders who created curricula for Africans in America designed to prepare them to work for white folks. Our esteemed ancestor, Dr. John Henrik Clarke reminded us repeatedly, that, “history is the clock that people use to tell their political and cultural time of day. It is also a clock that they use to find themselves on the map of human geography. The role of history in the final analysis is to tell a people where they have been and what they have been, where they are and what they are. Most importantly, the role of history is to tell a people where they still must go and what they still must be. To me the relationship of a people to their history is the same as the relationship of a child to its mother.” The purpose of education must always be “for us to do for ourselves!”

Five indictments charged a total of 147 members of a street gang members and associates of the Varrio Hawaiian Gardens gang and 63 of them were arrested by, early Thursday 21 May 09, U.S. Attorney Thomas P. O’Brien. This California street gang had organized and gone after the Black Town’s people which represent only 4% of the 15,000 residents as stated by the U.S. Census data... The indictments detailed attempted murder, kidnapping, firearms, narcotics, and other charges related to attacks by the gang, which is predominately Latino and mainly operates in the small city of Hawaiian Gardens. Varrio Hawaiian Gardens. The gang members take pride in their racism and often refer to the VHG Gang as the Hate Gang. The indictments have expressed a desire to rid the city of Hawaiian Gardens of all African-Americans and have engaged in a systematic effort to achieve that result by perpetrating crimes against African-Americans. In one instance two gang members allegedly chased a Black man, yelled a racist epithet at him, and then beat him with a garden rake. According to the indictments that charge them with his attempted murder, the same man was later repeatedly stabbed by two gang members. Racism in America is constantly evolving because of social unseen deterioration at every level of the social existence that is slowly eroding the American social scene and another body politic that is slowly being unread in the sense of the American belief of neighbors and neighborhoods that is a body of more than one

like a city is expected to act like and look like. Throughout this event in American shame that will rise up to the attention beyond this (AP) article that caught my attention because, in my family, we have Germans, Polish, Mexicans, Puerto Ricans, Irish, American Indians, who have also recently stuck their heads up against African Americans who have brought them into Federal Court regarding the ancestry that rose to the top of truth of the ancestry after it was complained that monies that became a bit of contention regarding oil and other capital. It too was in the news within the last two years and is still in the federal courts throughout the West and Southwest. When looking at the recent internal bickering around one thing or another, I personally remember that when I was in the police academy in the early ’70s there was a Mexican who sat behind me and never said a single word. Finally I ask him why he seemed so hateful to me. Finally, he said “I DON’T LIKE BLACK PEOPLE.” Now grab this people…this guy was twenty times darker than me. Roland Burris seat, then comes the release of tapes between Roland and Governor Blagojevich’s brother. While excerpts were not totally explicit most DUMMIES got the picture. “I want to help Rod, I want the seat, and I’ll see what I can do to help the fundraising.” Now Roland is on a downstate tour. Every time he schedules to go downstate “the stuff hits the fan” it seems, maybe some public relations genius decided to try to erase the hero image conjured up when that United Airlines flight from Washington had to be diverted to Pittsburgh, PA last week. Also on that plane was another Senatorial hopeful Jan Schakowsky and Desiree Rogers (the party queen of Washington, D.C.). Roland does not have to have a Certified Public Accountant’s (CPA) tag to realize that his

fundraising is in the depths of despair, not to mention at the bottom of the barrel when it comes to the thought of a re-election bid in 2010. Add to that Chris Kennedy, who has looooooooots of money is eyeing the spot. I’ll bet on the other guy if it is between Roland and Chris. Then there’s Alexis Giannoulis whose family owns a bank. BUSINESS Free Legal Advice Available for Parking and other Municipal Code Violation A legal aid help desk is open Monday, Wednesday and Friday from 9:00 a.m. to 4:30 p.m. at the Chicago Department of Administrative Hearings, 400 West Superior St. The help desk provides free legal advice on a first come first served basis to low income Chicagoans with pending hearings for municipal code violations. “Many litigants are not represented by lawyers,” said Scott V. Bruner, the Director of the Department of Administrative Hearings. “The help desk is designed to help them navigate the Administrative Hearings process.” The help desk is jointly funded by the City and the Chicago Bar Foundation. It is independently operated and staffed by attorneys from CARPLS (the Coordinated Advice and Referral Program for Legal Services). The help desk attorneys do not represent clients in administrative hearings, but they do explain municipal code violations and hearing procedures, provide how-to advice on presenting evidence, and also assist with paperwork. Bob Glaves, Executive Director of the Chicago Bar Foundation said, “Making the justice system more user-friendly and accessible to the public is one of the central goals at the Chicago Bar Foundation. We are pleased with the positive public reception of the help desk and believe this innova-

In addition to the desk at 400 West Superior, CARPLS also operates other help desks at the Daley Center. “Our attorneys have been able to provide information and legal advice to hundreds of clients at the administrative hearings help desk on a wide range of parking, auto impoundment, building and city collection matters,” said CARPLS’ Executive Director Al Schwartz. CARPLS attorneys have also developed and distributed several self-help information brochures with practical information to assist those residents who are disputing multiple parking tickets, whose car has been booted or towed, or whose building has been cited by the City. One brochure provides answers to basic questions like, “Why did I get a ticket?”, “If I go to trial, what happens?” and “If I lose my case, what happens?” “The Department is always looking for new ways to educate residents about their legal rights

and responsibilities with respect to some of the common legal issues regarding code enforcement,” said Scott Bruner. In addition to providing the help desk, the Department has

posted other practical information on its web page at www.cityofchicago/adminhearin gs. This includes an extensive list of frequently asked questions and a plain language glossary of legal

terms. The help desk opened as a pilot program in September, 2007 and has expanded its hours and staffing as more and more people avail themselves of the service.

New law offers special tax Breaks for Small Business Act Now and Save, IRS Says Small Business Week was May 17 to 23, and the Internal Revenue Service urged small businesses to act now and take advantage of tax-saving opportunities included in the new recovery law. The American Recovery and Reinvestment Act, enacted in February, created, extended or expanded a variety of business tax deductions and credits. Because some of these changes—the bonus depreciation and increased section 179 deduction, for example—are only available this year, eligible businesses only have a few months to take action and save on their taxes. Here is a quick rundown of some of the key provisions. Faster Write-Offs for Certain Capital Expenditures Many small businesses that invest in new property and equipment will be able to write off most or all of these purchases on their 2009 returns. The new law extends through 2009 the special 50 percent depreciation allowance, also known as bonus deThe Chicago Crusader

preciation, and increased limits on the section 179 deduction, named for the relevant section of the Internal Revenue Code. Normally, businesses recover these capital investments through annual depreciation deductions spread over several years. Both of these provisions encourage these investments by enabling businesses to write them off more quickly. The bonus depreciation provision generally enables businesses to deduct half the cost of qualifying property in the year it is placed in service. The section 179 deduction enables small businesses to deduct up to $250,000 of the cost of machinery, equipment, vehicles, furniture and other qualifying property placed in service during 2009. Without the new law, the limit would have dropped to $133,000. The existing $25,000 limit still applies to sport utility vehicles. A special phase-out provision effectively targets the section 179 deduction to small businesses and generally eliminates it for most larger businesses. Bonus depreciation and the sec-

tion 179 deduction are claimed on Form 4562. Further details are in the instructions for this form. Expanded Net Operating Loss Carryback Many small businesses that had expenses exceeding their incomes for 2008 can choose to carry those losses back for up to five years, instead of the usual two. For small businesses that were profitable in the past but lost money in 2008, this could mean a special tax refund. The option is available for a small business that has no more than an average of $15 million in gross receipts over a three-year period. This option is still available for most eligible taxpayers, but only for a limited time. A corporation that operates on a calendar-year basis, for example, must file a claim by Sept. 15, 2009. For eligible individuals, the deadline is Oct. 15, 2009. Eligible individuals should file a claim using Form 1045, and corporations should use Form 1139. Details can be found in the in-

structions for each of these forms, and answers to frequently-asked questions are posted on IRS.gov. Exclusion of Gain on the Sale of Certain Small Business Stock The new law provides an extra incentive for individuals who invest in small businesses. Investors in qualified small business stock can exclude 75 percent of the gain upon sale of the stock. This increased exclusion applies only if the qualified small business stock is acquired after Feb. 17, 2009 and before Jan. 1, 2011, and held for more than five years. For previously-acquired stock, the exclusion rate remains at 50 percent in most cases. Estimated Tax Requirement Modified Many individual small business taxpayers may be able to defer, until the end of the year, paying a larger part of their 2009 tax obligations. For 2009, eligible individuals can make quarterly estimated tax payments equal to 90 percent of their 2009 tax or 90 percent of their 2008 tax,

whichever is less. Individuals qualify if they received more than half of their gross income from their small businesses in 2008 and meet other requirements. For details, see Publication 505. COBRA Credit Employers that provide the 65 percent COBRA premium subsidy under ARRA to eligible former employees claim credit for this subsidy on their quarterly or annual employment tax returns. To help avoid imposing an unnecessary cash-flow burden, affected employers can reduce their employment tax deposits by the amount of the credit. For details, see Form 941. Eventually, the Wayans clan will have to spoof themselves, but for now they are having a hoot making fun of others in their new movie, Dance Flick. Dance Flick is set in Musical High School and centers on a dance challenge to settle two opposing groups’ egotistic dance aspirations. The movie is a parody of dance movies like Fame, Step Up, Fl ashdance and Sa ve the Last Dance. Of course, since it’s a Wayans’ spoof, there must be a silly white girl on which to volley jokes off, and Soshana Bush, who plays Megan, is the center of attention. Her dream is to dance, but her life is derailed a bit when her mom is killed as the result of a bad auto accident in which she’s involved on her way to her daughter’s audition. Megan plays the naïve suburban girl who enrolls in the inner-city school looking for acceptance by hanging on to the “in crowd,” which includes Damon Wayans, Jr., whose character is named Thomas Uncles. Thomas Uncles is the leader of the less thuggish dance group. The Wayans’ spin on the mother’s tragedy evokes images of celebrity drunken auto mishaps, including Lindsay and Brandy. In one hilarious scene, as the mother clings to life waiting for emergency rescue, workers move her out of the way, only to retrieve a gas can so they can steal the gasoline from the gas supply truck that was involved in the accident. The mother, fortunately, survives the collision, only to be blown to smithereens after being hit by yet another car. The movie is laugh after laugh, either dead-in-your-face jokes or creative sketch comedy. I know it’s at times lame, insensitive, offensive comedy, but it’s laughs nonetheless. And sometimes moviegoers just want to laugh. The host of the dance competition is Mr. Stache, (moustache), played by Keenan Ivory Wayans. His character seems a direct imitation of the always immaculately dressed comedian Steve Harvey, and in one scene as he’s wearing a yellow suit and shoes, Mr. Stache hawks his own line of clothing. Essence Atkins plays Charity/Charity, who has an infant son with Baby Daddy, played by Shawn Wayans. She brings the poor baby everywhere she goes, to the nightclub and even to school, placing the baby on the hook in her locker while she attends classes. Baby Daddy is so

Moss added, “If you quote Amos, and you quote Isaiah, if you quote Daniel, you’ll hear some harsh language: that God is going to come through and wipe the slate clean. Then, it goes on to say because you’re so cruel to the poor. So the language is used to get your attention, to understand that you’re cruel to the poor and to cause you to be just to the poor.” Under Rev. Jeremiah Wright, most of the church’s programs revolved around fulfilling the needs of the poor. And Rev. Moss plans to build on that by expanding educational programs, placing a greater emphasis on green technology and leveraging the Internet to spread the gospel. Rev. Moss is trying to put his first day on the job behind him. “It was like lighting a match to dry brush,” he recalls. “It just exploded from there. Everybody and their mama became interested in Trinity. They were harassing our elderly members, looking for negative things said about Pastor Wright. They were looking for negative things said about President Obama. Young CPS Golfers hit the links in annual competition Hundreds of 5th-through-8th graders set to test their skills More than 200 elementary school students were set to test one another on the links during the fifth annual Chicago Public Schools Elementary Golf Skills Competition at Marquette Park today. The competition is the culmination of a season of golf skills instruction in which more than 500 CPS 5th-through-8th grade students from 36 schools participated. Not only do the students practice on a regular basis throughout the spring, but clinics were conducted every day, weather permitting, at local golfing facilities where students received expert training from professional golf instructors. “The kids come from their schools to area courses, driving ranges, and practice facilities to work with golf pros,” said Chicago Public Schools elementary school golf program coordinator Darrin Osborne. “They learn the fundamentals of putting, chipping, pitching, full swing, and

golf etiquette — and have a lot of fun in the process.” The season finale featured a competition between the schools to see whose golf skills were the sharpest. Up to six students were chosen from each school to participate in the Elementary Golf Skills Competition. They competed individually and as teams and scored points in all areas of shot-making, including putting, chipping, pitching, full-swing irons and full swing woods. Awards were given to the top three individuals in each category (boys and girls separately) and the top three teams overall. This year’s competition offered a new twist from previous years. Some 200 sets of junior golf clubs, donated by PGA pro Juan Espejo, the director of golf at Maryville Academy, were given to participating schools so that their students will have access to equipment once the spring season is over. “Many of our students don’t play in the summer because they don’t have their own clubs. We are trying to make sure that anyone in our program who wants to

play will be able to,” Osbourne said. “This will create more opportu-

nities and more access that will ultimately benefit our kids — and the program in general. The

only way our juniors are going to improve is to play, and we’re working to make that happen.”
