Redline extension no longer urban legend CTA unveils preferred route to extend rail transit to city’s southern limits By La Risa Lynch Since the original Dan Ryan elevated train, now the Redline, was completed in the late ’60s, there has always been talk of future expansion, but the idea remained on the ‘need more study’ shelf. Now after years of analyses, the Chicago Transit Authority narrowed down several proposed routes to extend the Redline to the city’s southern limits to just one. The CTA revealed the locally preferred alternative route at two south side community meetings last week. CTA narrowed the proposed route from a field of 12 transit options that included a mix of express busses, elevated and ground-level train service between the 95th Street station and 130th Street. The preferred route would be an elevated train that traverses along the Union Pacific Railroad (UPRR) ending at 130th and Stony Island near Altgeld Gardens. The line would include park ‘n ride locations at each of the four proposed stops at 103rd, 111th 115th and Michigan and 130th and Stony Island. The 115th stop will be linked with a new retail development planned for the area. The $1.1 billion project is far from shovel ready, but the selection of the Union Pacific route is an oasis for the far south side, which has long been a transportation desert. It also fulfills a 30-year promise to extend the Redline to the city’s southern limits. Gwendolyn Mackel Rice, executive director of Developing Communities Project (DCP), said the Redline extension is not a

done deal yet. She said funding still needs to be secured as well as political support both here and in DC. DCP has advocated for the Redline Extension for six years

now. “We are now at the point where people understand and realize this is a doable,” Rice said.

EPA tests water and soil in Crestwood as Madigan sues By J. Coyden Palmer For years some Crestwood residents thought it was something wrong with their water, but village officials denied it. Now Illinois Attorney General Lisa Madigan alleges indeed there was something wrong with the water and Crestwood officials knew about it and did nothing. On June 9th, Madigan filed suit against Crestwood along with three current and former village officials for failing to provide safe drinking water for the village. This takes place as officials from the Environmental Protection

Agency were on site Monday and Tuesday of this week taking water and soil samples. In her lawsuit, Madigan alleges Crestwood, former Mayor Chester Stranczek, current Mayor Robert Stranczek and Frank Scaccia, who is the former certified operator of Crestwood Water Supply, continued to use a contaminated well to supplement the village’s drinking water supply. Madigan also alleges the officials lied to residents who raised concerns about the water by falsely assuring the residents and the Illinois Environmental Protection Agency that Crestwood was not using the

contaminated well. State officials found the well was contaminated with two chemicals: dichloroethylene and vinyl chloride, which is so toxic

Local community activist suing WVON for defamation By J. Coyden Palmer Harold Davis is a lifelong Chicagoan and community activist who owns a construction company. He also has a reputation of speaking out against politicians and policies that he believes are destructive to the African American community. That was the case April 15th when Davis attended an event held at WVON’s headquarters on the South Side in which Republican National Committee President Michael Steele was a guest. Davis said a WVON host became upset with the types of questions he was asking Steele and later defamed him on the air. In a nine-page civil complaint filed in Cook County last week, Davis alleges that WVON on-air host Charles Butler attempted to have him illegally removed from the public forum and later defamed him on-air. During an April 19th airing of Butler’s “The Other Side”, he allegedly said Davis spent five years in prison on a gun charge, and had threatened to kill him. Davis denies ever threatening Butler or spending time in prison on a gun

charge. Butler went on to accuse Davis of paying protestors $65 a piece to show up at the event, which was part of a nationwide Tea Party to protest government spending. Butler accused Davis of being in cahoots with Mayor Daley to protest the day’s events at WVON, even going as far as to say Daley paid for the busses in which the protestors arrived. “Butler said on the air that he stopped me before I could ask Chairman Steele a question,” Davis said. “That was a lie. I didn’t pay much attention to that, but over the next few days he started saying on the radio that I spent time in the penitentiary and that Mayor Daley gives me money to protest people. This type of stuff was going on from April 15th until June 2nd.” In April, Davis said he spoke with program director Todd Roczkowski and requested assistance in stopping Butler from continuing to defame, embarrass, humiliate, and make false statements about Davis, according to the complaint. He said he did not receive any assistance. Davis also said he left messages with

Melody Spann-Cooper regarding the situation but his calls were never returned. Davis told the Crusader earlier this week that Butler’s actions were irresponsible and unprofessional of an on-air radio host in a large market like Chicago. In addition to hurting his reputation, Davis said the slander has affected him economically as well as he is losing business because of what Butler has said about his reputation over the airwaves. “All of these and other false statements made by Butler about Davis represent acts that are so egregious and outrageous that they offend the conscious moral standards of a civilized society and are therefore outrageous,” Davis’ attorney Phillip Aaron wrote. Davis is suing for punitive damages for an unspecified amount. He has been a regular caller to the station for years and said he had never been subjected to the treatment he suffered over the course of six weeks. The Crusader attempted to speak with representatives from WVON but our calls were not returned before press time.

Cook County Public Defender Abishi C. Cunningham recently filed motions in dozens of Cook County capital cases and told the State: ‘Either you pay for effective lawyers in these cases, or take the death penalty off the table.” Cunningham said there is no more money for the County’s Public Defender to use on capital cases for the rest of the state’s current fiscal year. Busby said the overcrowded station impacted safety and riders experienced travel times 20 percent longer than the rest of the city to get to work, he added. Busby explained that an “extension of the line would alleviate some of the problems,” since riders would have more transit options south of the 95th Street Station. Funding for the Redline extension will come from a federal competitive grant. The grant provides up to 80 percent of federal matching dollars on transportation projects. Microsoft Receives Judge Leon Higginbotham Corporate Leadership Award cuses on distributing investments into underserved communities through the minority investment program, which was launched in 2000. The company conducted research with the Urban League that revealed minority-owned businesses have a lack of resources to adopt and implement information technologies for business functions. Therefore, the diversity investment program focuses on increasing funding options for businesses historically limited by lack of capital. According to Microsoft’s website, the corporation has $50 million of unsecured deposits in minorityowned banks and direct more than $1 billion of investment business volume to minority-owned brokers and asset managers. “This award just confirms that [anyone] can benefit from Judge Higginbotham’s vision of a more fair and just legal system,” said Professor Charles J. Olgetree, Jr., of Harvard Law School. “I think he would be smiling down with great joy to see

Leon Higginbotham Award Dinner in New York June 3rd. “Microsoft is receiving the Higginbotham award for its commitment to diversity and inclusion as part of the daily business function within every area of the company,” says Barbara Arnwine, executive director of the Lawyers’ Committee. The Lawyers’ Committee is a nonpartisan, non-profit organization that strives to obtain equal opportunity for racial and ethnic minorities. Arnwine added, “They are also being honored for their stellar commitment to pro bono legal work.” One such pro bono project recognized by the Lawyers’ Committee includes the “pay for performance” approach, which was launched by Microsoft to enhance diversity in the legal profession. The Higginbotham award is named in memory of Chief Judge A. Leon Higginbotham, Jr., a civil rights advocate, author and federal appeals court judge. that a corporate giant is seeing the importance of delivering racial equality.” Higginbotham dedicated his life’s work to racial and social justice, all while breaking racial barriers on a national and international scale. His work in the legal profession centered on voting rights, civil rights and employee discrimination. He was the first African-American appointed in 1962 to serve on the federal trade commission. In 1964 at the age of 36, Higginbotham was appointed to the United States District Judge for the Eastern District of Pennsylvania, making him the youngest person ever appointed to the federal bench. He was appointed to the U.S. Court of Appeals in 1979, where he remained until his retirement in 1993. His commitment for equal opportunity led him to advocate for democratic elections in South Africa post- apartheid. Higginbotham was awarded with the Presidential Medal of Freedom in 1995 by former President Clinton, and received more than sixty honoree degrees by the time of his death at the age of 70 in December 1998. Higginbotham was renowned for his 1991 “Open Letter to Clarence Thomas,” in which he criticized Thomas and his role in reversing “racial progress…” Higginbotham was known as a mentor for many up-and-coming lawyers, including Olgetree, who has worked with Higginbotham’s wife to continue his legacy. Ogletree says, “The fact that a major corporate entity has time to pause and recognize Judge Higginbotham is not only a tribute to him but more so a tribute to the lasting impact of his legacy more than a decade after his death.”

In the meantime, Madigan will press forward with her civil suit. “Crestwood officials violated the public’s trust and the laws designed to protect public health,” Madigan said in a statement. “Through this lawsuit, we are seeking to hold these officials accountable for their conduct and to make sure that this does not happen again in Illinois.” Congressman Bobby Rush (D1st) was elated with the news of the suit brought by Madigan. He held two community forums back in April for Crestwood residents to address the issue. Rush said if a federal crime took place those re-

sponsible should be brought to justice. “The state has taken a significant step in restoring the public trust to the people of Crestwood and holding accountable those individuals who have endangered the health and safety of my constituents,” Rush said. “Accountability is a key to good government and those responsible must be held accountable. As the state moves forward with its case, I will continue to press the Justice Department and the U.S. EPA in its ongoing investigation that may lead to additional charges against those who knowingly endangered the lives of these citizens. I also applaud the vigilance of Crestwood leaders, such as Tricia Krause, whose research and perseverance broke this story wide open and has helped lead to today’s results.” The situation in Crestwood is

Sauk Village Mayor Lewis Towers plans to hire an independent water-quality expert to help advise the Village on strategies to measurably improve water quality. Lewis also announced that following discussions this week with the Illinois Environmental Protection Agency (IEPA) and the Illinois Department of Public Health (IDPH), the Village will also increase its regular monitoring, sampling, and testing of the Village water. He said for years, like in Crestwood, residents have complained about the quality of the water. In recent years the contaminant vinyl chloride was detected in Sauk Village’s untreated well water at a concentration greater than the Illinois Groundwater Standard. Although the groundwater standard has been exceeded, the drinking

water supplied by Sauk Village’s community water supply currently meets all United States Environmental Protection Agency (U.S. EPA) drinking water standards, said Lewis, and no violations of the Safe Drinking Water Act’s Maximum Contaminant Levels have occurred in Sauk Village’s treated drinking water. “Most of our residents know that the issue of our water quality did not just suddenly appear in the last month,” Mayor Towers said. “Unfortunately, the Village’s water quality has been a major problem for years. We’re going to work in partnership with the IEPA, IDPH and water quality experts to improve the quality of our water, and thus improve the quality of our lives here in Sauk Village. But, our water quality challenges won’t be resolved overnight. We’ve got a lot of work ahead of us.” 3

POLITICS AND THE “DOOMSDAY” BUDGET Illinois Governor Pat Quinn recently announced a “doomsday” budget in an effort to get legislators to pass his proposed income tax hike. He threatened to set prisoners free, fire teachers and state troopers, eliminate adult education, yank scholarships, and other tactics that are as scary as Halloween in June. What about eliminating his own salary? Not a word about that, of course. Which brings us to this point: citizens are being held hostage by the politics of the budget. If you notice the trend, most of the cuts would impact everyday people the most, and not the fat cat politicians sitting on the shiny hill playing Russian roulette with our dollars. If you recall, former Illinois Governor Rod Blagojevich stated, upon being booted out of office, that they wanted to get rid of him because they wanted a tax hike. Well, Blagojevich is gone and Pat Quinn, who took his place, has introduced horrifying scenarios if he doesn’t get his way. Some people think that his stance is just another political ploy to get his way, while others think that the problems that we face are real. Both of these camps are probably right. The U.S. economy is tanking like a wounded battleship, with one casualty after another. This in itself is scary to behold on a daily basis. But even scarier than this is the notion that American citizens are not outraged. The economy has been damaged by those who are supposed to know better. Many have degrees from Yale, Harvard, Wharton, et al, yet we have ended up in this mess. After all, isn’t that why they are in positions of power in the first place, i.e., because they are the ones who are supposed to be competent? Somebody dropped the ball, or are kicking it around for their own benefit. Putting the economic issue in perspective, not a peep is heard about the fact that the main priorities of the United States are clearly NOT the peoples’ wellbeing, but the wielding of military might in adventures abroad. Our tax dollars are gobbled up by the military budget. If we could just re-direct some of that tax bounty toward things that really matter, i.e., to healthcare, housing, drug abuse prevention and treatment, education, and more, we would create a better society. In other words, if responsible people were in charge, we wouldn’t be in the fix that we’re in. But back to the Illinois budget… If the federal government would change their priorities and funnel more money to the states, Illinois would not be facing a doomsday scenario. More than half of our money is spent on the military. This may sound like a naïve desire, but think on this – John and Mary Q. Citizen are bearing the brunt of the fiscal impasse, and will continue to do so as long as wealthy politicians and their cronies in business hold us all hostage with their irresponsible actions. A tax hike is a quick fix. Patrick Quinn should not be threatening us with a doomsday budget; he should be looking for long-term solutions, which should start with a campaign to rearrange our national and local priorities. People first! 4

LETTER TO THE EDITOR Loan Modification – Savior or Predator? Dear Editor: Loan Modification is the new lexicon of the real estate industry. Is it a savior as implied or a redressed predator? We shall see in the months to come when the purveyors of loan modification call-and they will call. When they call cautiously welcome them with a jaundice eye. What is loan modification and should you modify your existing mortgage? President Obama has proposed mortgage modification to save family homes and to shore-up and revive the real estate industry. Mortgage modification is geared toward mortgagors who have fallen behind in their mortgage payments and are at risk of losing their homes. Delinquent mortgagors must be a minimum of three (3) months delinquent on their mortgage payments. The modification entails rolling delinquencies into a new mortgage, giving the homeowner a fresh start or if the homeowner’s existing mortgage, is an ARM (adjusting rate mortgage) that is about to adjust, re-writing it to a fixed interest rate and term. The adjusting interest rate could put the mortgagor in financial difficulty such that they could not address

the mortgage debt. In this case the ARM mortgage would be converted to a fixed rate mortgage with a definite term, 30, 40, or in some cases 50 years. Mortgagors who are delinquent need to think about modification. Not just about the modification, but what the modification will cost and its financial impact upon household Income. You should consider the amount, if any, of negative equity that may exist both before and after mortgage modification. Even though your interest rate may have been lowered, did your monthly mortgage payments increase? Consult a FHA approved loan modification entity to get the real low down on mortgage modification. A little research can prevent a lot of heartache, disappointment and the possible loss of your home.

How to Structure a Good Minority Business Program By Harry C. Alford NNPA Columnist Recently, I was asked by the Pennsylvania Black Caucus of State Legislators to come and testify about good minority business programs. They are diligently trying to improve their current program and sought suggestions. We at the National Black Chamber of Commerce were more than happy to

respond to their request. It is rare and special when elected officials are focused on this key issue. The interest displayed by our state legislators in Pennsylvania is dearly appreciated. Here are the key elements of our testimony. The most effective way to manage a viable minority procure-

ment program is to make it centralized with serious authority and accountability. There should be one (1) office that reports directly to the Chief Executive, i.e. the Governor. The performance of this office should reflect on the record of the Governor. Likewise, the cooperation of each state agency in its response to working with this office should also reflect on the record of each cabinet member, administrator, director, etc. The executive of this office should represent the Governor in his/her administrative actions and carry out the intent of the legislature in the daily duties of the office. All agencies and departments must submit reports (created and structured by the Minority Procurement Office) to this office on a quarterly basis. The data will be edited, audited and compiled by the Office and reported to the Governor and Legislature on a quarterly basis and with one annual report. The agencies should not have any sub-offices or departments for minority business. All minority business direction should come from this one office. Sub-offices will provide nothing but confusion and lessen the importance of the program. Direct management should be between the Minority Procurement Office and the procurement staffs (per

the direction of cabinet officials) of all agencies and departments. In regards to key procurements, the Executive has the authority to veto any procurement decision that is counter to the program or the intent of Title VI of the Civil Rights Act. The only veto override can come from the Governor. Such was the case at the U.S. Department of Housing and Urban Development (HUD). As a result HUD minority participation exponentially increased under Secretary Alphonso Jackson and led the federal government in every area. We strongly think this should be emulated. It would be important that the executive of the Minority Procurement Office has the following staff structure within his office: - Administration: The department would be responsible for compiling, editing and auditing all participation reports. All data collection would arrive here. Also, the official certification process for businesses who are eligible (small and disadvantaged) should be performed here. The minority and women business directory should be a living document with daily updates and maintained at this office. - Construction: This department would be responsible for all bid specifications related to the minority procurement program

for construction activity. Compliance and verification will be key issues as corruption and misrepresentation runs rampant in this industry. - General Procurement: This department would be responsible for proper bid specifications, bidding, quotes and historical review for basic goods and services that are competed. There should be much interaction with all procurement offices and this department. - Professional Services: This department would be responsible for key areas that are often overlooked in regards to minority participation. MD’s, dentists, sociologists, psychiatrists, attorneys, law firms, architects, engineers, accountants, actuarial services, insurance, staffing firms, nursing, IT, financial services, stenographers, construction management, etc. provide significant opportunities for inclusion in these professions if they are allowed equal opportunity. Keep in mind that this type of procurement is not a low bid situation but a subjective decision. If minority participants are adequately included in the mix there should be no excuse for exclusion. - Technical Support and Marketing: This department would perform workshops giving bidding assistance, advice and resources such as lending agencies,

Small Business Administration, pro bono consultants, etc. to businesses enrolled in the minority procurement database. It would provide networking between businesses and procurement offices and be an information source for all bidding news and updates. It would publish an eBLAST or electronic newsletter as well as help produce an electronic bidding process for all applicable bidders. This office would also recruit viable minority businesses from outside the state and assist in their relocation. Targets of this recruitment would be businesses in industries that lack current minority involvement within the state. The Select Committee on Minority and Women Business Enterprise received the above testimony well. In fact, they said it was the first time that someone brought forth a suggestion of how to create a program as opposed to just criticize. Please keep in mind that this is a model for state government. It could also be adapted to a large city or county program if the budgeting exists. Good luck! Supporting Sotomayor By Julianne Malveaux NNPA Columnist Judge Sonia Sotomayor is qualified to be a justice on the Supreme Court. If the Senate chooses to confirm her she will be only the third woman, and also the first Latina justice to be confirmed. But will they confirm her? Already we are hearing rumblings that a woman spunky enough to assert that a wise Latina might differ from a white man in her inetpretation of the law is “race conscious”. And those who are sitting in a race neutral fog are loaded for bear. But this woman, this phenomenal woman, has paid her dues in the judicial vineyards. She has been an Assistant District Attorney in New York, a board member for any important organizations, including the Peurto Rican Legal Defense and Education Fund, and a judge who was nominated by President George Herbert Walker Bush (not shrub) to the Southern District Court of New York. She has cleared hurdles, The Chicago Crusader

climbed mountains, and made legal history, including an injunction she issued that stopped the baseball strike in 1994. President Bill Clinton gave the sister an upgrade, and the U. S. Court of Appeals confirmed her in 1998. Her nomination was delayed by a year because some were afraid that she was moving to the Supreme Court. Now she is moving on up, again, as President Obama has nominated her to the Supreme Court. This is exciting, but our excitement has to be muted and focused by the already mean-spirited comments that are coming from the right, comments that suggest that there are those who will not give this woman a fair hearing. There are folks who truly believe that Judge Sotomayor is off base for embracing her ethnicity, or for making it clear that there are too many women whose voices are silenced, and for asserting that women like her will lift their voices in support of those who are silenced and sidelined. We are excited, and yet also challenged at the nascent resistance that comes from white men

who cannot wrap their brains around the reality of a phenomenal woman of color who is also quite qualified to be a supreme court justice. This sentiment is echoed by several, including the President of Delta Sigma Theta Sorority, Incorporated, the Honorable Cynthia Butler-McIntyre. She has written, “Judge Sotomayor has live the American dream of growing up with very little, yet managing to excel and become successful. Sotomayor’s mother served in the women’s Auxiliary Corps of the Army during World War II.

Her father, who had a third-grade education, died when Sonia Sotomayor was 9. She turned to books for solace and her love of reading lead her to study law. What a story! What a woman! What an inspiration if she is confirmed as Supreme Court Justice. And yet there are hurdles that must be cleared. Questions that need to be answered. Inappropriate litmus tests that must be addressed. Should this judge have to tell folks whether she supports the death penalty? Abortion? Affirmative action? Did those last two judges, whose confirmations were bum rushed through the Senate, have to do much more than a cakewalk? Judge Sotomayor should not have to do more than the two white men who preceded her did. She has the confidence of a President whose right is to appoint a Supreme Court justice. The senate’s job is to advise and consent. Not to intrude and dissent. For the record. This is a time for progressive people to come together to support a wonderful woman whose outstanding record qualified her for this Supreme Court. Saturday, June 13, 2009

Importantly, while she is a grounded, experienced and focused jurist, she is also a woman who embraces her diversity and brings it to the table of her decisions. She has participated in over 3000 panel decisions and authored more than 400 opinions. She is an open book, and as we turn the page we see nothing but a great future for Judge Sonia Sotomayor. There are some senate republicans who would delay this process. The confirmation of judge Sonia Sotomayor needs to be expedited. In her letter to members of Delta Sigma Theta Sorority, President Cynthia Butler McIntyre offers her servant’s heart to the women she asks to reach out to the Senate about Judge Sotomayor’s confirmation. The National Black United Front (NBUF) has reached an historic point in its history. That point in its history, is the convening of the 30th Annual National NBUF Convention that will be

This year’s convention theme is: “Turning Point 2009: Connecting the Black Power Generation to the Hip-Hop Generation.” The National Black United Front, over a thirty-year period, has related to, and organized around, numerous issues that have impacted on the African World Community. Whether it was combating the numerous cases of police brutality in New York, Chicago, Los Angeles, and other urban centers, NBUF was there. Whether it was fighting to save people from the death penalty in Texas and Chicago, NBUF was there. NBUF has constantly challenged the racist and white supremacists public policy positions of the Criminal Justice System and to that end our Prison Correspondence Program keeps us in contact with our sisters and brothers behind the walls throughout America. NBUF was at the forefront of the Free South Africa Movement and played a leading role in forcing economic sanctions against South Africa’s Apartheid regime. 6

Our picketing of entertainers who were on the South African Entertainers Hit List for performing in South Africa, against the will of the movement in South Africa, brought great public attention to the plight of our brothers and sisters in that region of the world. Our work with the New Jewel Movement in Grenada was significant. Whether it was the Summer Work Study Project, working on the runway at the airport or volunteering in the schools, NBUF was there. In our international work, the Commission on Women’s Issues of NBUF organized a delegation of NBUF sisters who attended the United Nations World Conference on Women, held in Nairobi, Kenya in July 10-19, 1985. The NBUF sisters made a significant contribution at this conference by networking with African women from all over the world and presenting a paper on “The Presence of African Women in America.” NBUF was there for Jesse Jackson’s presidential runs in 1984 and 1988, and the successful mayoral bids of African in America in Chicago, New York, St, Louis, Kansas City, and Houston in the 1980s. NBUF participated in other electoral campaigns for seats in Congress and state offices in several districts around the country. In fact, one of our own, Rev. Jew Don Boney won a council seat in Houston, Texas. NBUF member, Lee Barnes successfully won a school board seat on the same board in Kansas City, Missouri. NBUF played a key role in the efforts to organize the African American Leadership Summit in 1994. NBUF members were key organizers in the historic Million Man March in October of 1995. On the education front, over the past twenty years, NBUF has been, and continues to be, the key grassroots organizers in the African Centered Education Movement. Our World African Centered Education Plan is a model for addressing the various areas of education. As a response to revelations that the CIA was involved in t he explosion of crack/cocaine in the African Communities in America in the summer of 1996, NBUF launched a historic Genocide Petition Campaign Against the United States Government. This Genocide Petition Campaign produced over 200,000 signatures

and in May 1997, the NBUF led delegation traveled to the United Nations Human Rights Center in Geneva, Switzerland and presented these petitions and other evidence on behalf of African people in America. Out of our successful Genocide Campaign, NBUF collaborated with the December 12th Movement that organized the Durban 400 to participate and helped successfully lobby the United Nations World Conference Against Racism (WCAR) to declare that the Trans Atlantic Slave Trade and Slavery were Crimes Against Humanity in the summer of 2001. As a follow-up to our successful participation in this conference, NBUF continued to collaborate with the December 12th Movement in organizing the Millions For Reparations Rally that was held August 17, 2002 in Washington, D.C. where over 50,000 African people attended from 38 states, 67 cities, and viewed by millions on CSPAN. In the spring of 2003, NBUF National Chairman, Dr. Conrad W. Worrill, requested that Minister Louis Farrakhan convene a meeting of the key reparations organizers, activists, researchers, scholars, and spiritual workers. This meeting occurred in July 2003 at the Salaam Restaurant in Chicago and out of that meeting the NDABA Movement unfolded. On September 13, 2003, NBUF joined the Millions For Reparations Rally at the United Nations in New York and helped to link the Reparations Movement with the Pan African struggle worldwide. The NDABA Movement meetings were convened in October 2003 in Jackson, Mississippi and in March 2004 in Houston, Texas. This process has greatly helped strengthened the unity in the Reparations Movement in America. Through the NDABA Movement process, NBUF Chairman Worrill proposed the establishment of a Reparations Petition Campaign that was adopted by the NDABA forces with the goal of securing one million signatures by the fall presidential election. Since our inception, NBUF has consistently sponsored a variety of cultural programs throughout the United States, including our Frontlines Album Project, our sponsorship of annual Kwanzaa (Continued on page 16)

The death rate of juveniles is close to the loss of life on both fronts of the wars in Afghanistan and Iraq. Chicagoans believe that it does not apply to them until the mayhem comes to their doorsteps and the buckets are filled with the blood of their children and the streets where horrific events occur bear the names of those in their neighborhoods. The amount of blood flow shows how horrendous the situation is in Chicago. You need not wait till you find yourself seeking out a funeral business. If the worse comes, death, or the life is left to cling on a very thin thread all while the bills are climbing higher and higher the reality of economic strife rears its ugly head. The head of the family may not be employed and is unable to scrape up enough monies from family members in order to hold a meager funeral. The loss of a child is terrible. It is a heart wrenching experience filled with buckets of tears of loved ones left behind. Consider that someone had to be aware that something was wrong with Johnny who has been withdrawn and inattentive at home and at school. Many of the children have been teens who have found themselves in a quagmire of gang affiliation

Recently it was discovered that in a small California name Hawaiian Gardens who made it their mandate to run all the Blacks out of town considering they only represented 4% of the 15,000 population. The U.S. Attorney caused this group of citizens. But consider the fact that those persons who have engaged in the criminal activity towards those persons can sue that city and its town council, etc. It is the responsibility to involve themselves in the destruction of these gangs in our city.

One minor “wanna be celebrity” was critical of the fact that “he did not mention Democracy once.” MSNBC proved the falsehood to be just that when they replayed at least three instances where President Obama spoke of our Democracy. Because life is so complex, I like to state things in very simple terms based on many of our shared experiences. Let’s look at what farmers do. Most of us know the process by which our food is grown. First the farmer prepares the soil by tiling it, in other words turning it over and aerating it. If it is virgin soil, he

may have to remove rocks, rubbish and occasionally small boulders. Once the soil is readied, he spreads the seeds, spacing them carefully to allow for the maximum development of each plant that the seed will yield. Unless Mother Nature showers the new seeds, the farmer has to water the seeds to facilitate germination. Periodically, he repeats the watering process and spreads fertilizer, if he has not fertilized the soil at planting time. After a period of time, the seeds form roots and sprouts before turning into full grown produce yielding plants. Let’s apply this simple law of nature to the speech given by President Obama. This was not meant to be a policy statement or a position paper. Had it been either, it would have been hypocritical and signaled to the friends he was trying to cultivate, that he had already devised a strategy and had reached a conclusion about the outcome of his ideas. FRONTING Ima heard that any mysterious shaking this week was not an earthquake, but the knees of some so-called Black business people, who could have been sentenced for fronting for white companies. This time it was Roland Harper, former Bear great and Walsh Construction Company . . . who knows who will be next? Again, you better carry a bucket of water to sprinkle generously to make sure a wire is not attached for entrapment. The small amount Harper is reported to have received is but a drop in the bucket when the “fronters� are revealed in the Dan Ryan project. You will know all of the big timers going round make donations at PUSH and such and don’t forget their noses in the air that said “I am smart� and “you are dumb.� We’ll see who has the last laugh on this one. You’d be surprised who keeps getting big contracts and don’t own any equipment to do the job. Stay tuned . . .

What I feel needs to be investigated and corrected is the harsh sentence one receives if they don’t tell on someone else or wear a wire. Well, we know who squealed and the leaks about the wires worn always come out. That’s why a whole lot of folks

spent many a restless night trying to recall what they may have said in a conversation with Alderman Carothers. I hope he didn’t do what they say he did, ‘cause his harshest sentence should be for being DUMB if he did. Remember what happened to your Daddy? It sounds very similar to what they say you did. This is personal. My mother was the cornerstone of our family. When she was diagnosed with colon cancer, it was like the whole family got cancer.

ACCESS’ Suboxone Program helps patients choose life over heroin “I remember begging, please don’t let me do this again.” — Odell McKinney Those were the thoughts that Odell McKinney recalls were running through his mind when he was 18 years old, after his first experience with heroin. Unfortunately, his internal pleas fell silent—a victim to the seduction of addiction. This month, McKinney, now 57, will celebrate a year free from heroin, his first since that day nearly 40 years ago. McKinney is one of the many success stories coming out of Access Community Health Network’s Suboxone program. ACCESS’ Suboxone program began in May 2003 through the efforts of Abdel Fahmy, M.D. Dr. Fahmy started the program at the ACCESS Austin Family Health Center because he was seeking an alternative to the more common methadone treatment. “Suboxone (also known by its generic name Buprenorphine) was approved for use in 2003,” Dr. Fahmy said. “It is preferable to methadone because it has less risk for overdose and withdrawal effects. And Suboxone can be prescribed in the privacy of a doctor’s office.” The program has also proven successful with ACCESS Suboxone patients having a 77 percent retention rate after six months in the program. “We have had tremendous success with the Suboxone program. I know of five patients at Austin who have been clean of heroin for more than four years and patients at our other sites who are two and three years sober. It proves that we can break the cycle of heroin addiction,” said Dr. Fahmy. Advocate Health Care names new vice president of Medical Management Advocate Health Care has appointed Dianna Grant, M.D. vice president of medical management at Advocate Trinity Hospital effective June 1, 2009. Dr. Grant will also retain her current position of vice president of medical management for Advocate Medical Group. In her dual role, Dr. Grant will provide medical administrative leadership for both Advocate Trinity Hospital and AMG’s South Region. A WANG DANG DOODLE GOOD TIME: Focusing on an American music tradition, the DuSable Museum of African American History has joined forces with the Chicago Blues Museum to present “The Soul of Bronzeville: The Regal, Club DeLisa and The Blues,” an exhibition which exemplifies the district’s unique offerings of Chicago music. The exhibition will open on Tuesday, June 23, 2009 and continue through Tuesday, December 15, 2009 at the Museum which is located at 740 East 56th Place (57th Street at South Cottage Grove Avenue) in Chicago’s Washington Park. Chicago has many legendary blues and R&B musicians including Muddy Waters, Howlin’ Wolf, Jimmy Reed, Little Walter, Magic Sam, Buddy Guy, and of course, The Queen of the Blues, Koko Taylor who have contributed to the Chicago blues sound. Through instruments, original photographs, personal memorabilia, concert ephemera, music and moving footage, this exhibition chronicles their artistic legacy and musical contributions. The historic district of Bronzeville was second only to New York City’s Harlem in providing a rich legacy of cultural gifts to America and the world. A largely African American area of Chicago, Bronzeville was the cultural and economic center of the Black community during the segregation era. In the ‘20s, the “Stroll” a nationally known urban strip on East 35th street, bustling with jazz cabarets, was the City of Chicago’s first Black entertainment district. It was lined with posh theaters and “black-and-tans” notably the Sunset Café, the Apex, the Annex, the Plantation Café and earlier venues, namely the Pekin Theater, Dreamland Café, the Royal Gardens/Lincoln Gardens, the Deluxe Café and the Vendome. From the ‘30s through the ‘50s, the area surrounding 47th Street and South Parkway Avenue formed the commercial and cultural heart of the ‘Black Metropolis.’ The opening of the Regal Theater, the Savoy Ballroom and the Metropolitan Theater in 1927-28, ranked with the city’s premier entertainment venues and created a whole new generation of theaters, clubs and talkof-the-town dancing, spreading even further South and East with the Club DeLisa and Joe Louis’ Rhumboogie. “The Soul of Bronzeville: The Regal, Club DeLisa and The Blues” pays tribute to this historic Black entertainment district and its legendary venues. Celebrating Bronzeville, the exhibition takes the visitor on a tour of the historic theaters and clubs of Bronzeville’s nightlife. Revisited are the big venues as well as smaller lounges and jazz clubs from the Sutherland Show Lounge, Robert’s Show Lounge and the staples of Chicago Blues: Smitty’s Corner, the 708 Club and the Checkerboard Lounge where the new intense electrified Blues evolved and reached it’s commercial and artistic apex when Howlin’ Wolf, Muddy Waters, Jimmy Reed, Little Walter, Jimmy Rogers, Junior Wells, Sonny Boy Williamson and Memphis Slim lit up the nightclub scene in Bronzeville.

Rare unique artifacts include an original booth from the legendary Checkerboard Lounge, original 1928 blueprints from the Regal Theater and Howlin’ Wolf’s original guitar. The displays of rare images, memorabilia and artifacts from the Blues Museum archives are accompanied by presentations of footage and uncut film performances with biographical and documentary tidbits on legendary Bronzeville performers and celebrities. The Seventh Annual African Diaspora Film Festival – Facets Cinémathèque – June 19-25 The African Diaspora Film Festival and The Facets Cinémathèque are presenting The Seventh Annual Chicago African Diaspora Film Festival, which will be held at Facets from June 19–25. This outstanding event will feature a selection of Black Independent Films from around the world for the seventh consecutive year. This one-week series will exhibit 11 films, including eight Chicago premieres. Following are brief descriptions of some of the films being presented at Facets, which is located on the North Side at 1517 W. Fullerton Ave. Five of the films, Naked Acts, Cape Verde my Love, Paloma Delight, Family Motel and Patterns of Passion, are centered on women from the USA, Algeria, Cape Verde, and Somalia, some looking inward, others looking outward—but who all share the common urge of fighting for a better life. The other six films, set in Haiti, Cuba, Senegal, Nigeria, the United States and Brazil, explore how history is connected to today’s reality. The African Diaspora Film Festival is an eclectic mix of foreign, independent, classic and urban films representing the global Black experience through an extraordinary range of subjects and artistic approaches. Created in 1993 by ArtMattan Productions, a company that produces a collection of programs and events promoting Afrocentric theme cultures, ADFF has long been delighting audiences with U.S. and world premieres of independent films, including features, documentaries, animation and shorts. The Opening night film, Glorious Exit, will have its Chicago premiere on Friday, June 19, at 7 p.m. This film will screen again on Wednesday, June 24, at 9 p.m.* Jarreth Merz, a Swiss-Nigerian actor living in Los Angeles is summoned to Nigeria to bury his father. According to Nigerian tradition, the first-born is in charge of a father’s burial. But who is this father? Valerie Brown, coordinator for the Redeeming Grace Church is really looking forward to this year’s event. She states, “A goal of the Mission Department and Food Pantry is to show love, care, and concern to everyone and to reduce the number of people who lack food and /or clothing.” The site is designed to feed and clothe the hungry, homeless, and underserved families. Every Saturday volunteers serve the individuals and families residing in the 60643 zip code as well as neighboring communities who are in need of assistance. Emergency clothing and food are provided in addition to encouragement to individuals and families. In addition to clothes and other items that have been identified as being useful to those in need are donated by members of the church and residents of the community. Brown added that CPS students can benefit twice through this community effort. This site is an approved facility for high school students to earn service learning hours. Nefertiti Unveiled: White Statue Exposed as a Fake By Nzinga Ratabisha Heru One of the four countries that President Obama is visiting on his trip to the Muslim world this month is Egypt. The President’s visit comes at a time when the academic world has been shaken by an explosive scandal regarding one of ancient Egypt’s most prominent queens. It appears that the bust of Queen Nefertiti that is housed in Berlin’s Atles Museum and is believed to be 3,400 years old, is in fact a fake. Swiss art historian, Henri Stierlin, author of a dozen works on Egypt, the Middle East and ancient Islam, drops this bombshell in a newly released book. This revelation confirms what a number of Black scholars have contended for decades: White Egyptologists cannot be trusted to tell (or in this case reveal) the truth about Black History. More than any other Egyptian ruler, including King Tut, Queen Nefertiti has, for nearly a century, been the face of the ancient Egyp-

tians. Her bust, with its keen features and pale skin, has been touted by scores of Egyptologists as the most sublime artistic rendering to survive the ravages of time. Yet, this Caucasian rendition of the ancient queen has been a phony all along. According to Stierlin, the fake bust was made by artist Gerardt Marks on the order of German archaeologist Ludwig Borchardt in 1912. Stierlin worked on this subject for 25 years and based his findings on a number of facts. First, the bust has no left eye. This omission would have been an insult to the ancient Egyptians, thus no artist would have rendered a statue as such. Second, the shoulders of the bust were cut in the vertical style of the 19th century while, Stierlin states, “Egyptians cut shoulders horizontally.” Stierlin also notes that, unlike the discoveries of King Tut’s artifacts and those of many other pharaohs and queens that of the fake bust of Nefertiti was given no fanfare or special recognition. Borchardt “knew it was a fake,” Stierlin said.

Some local pundits complained that there were no specifics. Of course not, had he given specifics, it would be his analysis of what he felt they should do. That is the very approach that has caused America to be mistrusted in that part of the world. The very purpose of his discourse was to demonstrate that the U S had no preconceived notions, solutions, or answers because that would be dictating and imposing our will upon a people. The only factor approaching imposition was his declaration that there should be a two state solution where both Palestinians and the Israelis could coexist. The President also stressed that military might alone will not solve problems. To assuage fears of permanent occupation or colonization, he stressed that all U. S. troops would be withdrawn from Iraq by 2012. He let it be known that open communication, honest dialogue and transparency are needed to attempt to resolve disputes. Though he said the U. S. stands solidly with Israel, he emphasized that the U. S. wants Israel to respect the rights of the Palestinians to exist in the area without Israel developing more settlements. collectively do to share the same land in peace and harmony. The President very wisely acknowledged that we, Americans, have not always been right in some of the decisions and actions we’ve taken. It is this kind of honesty that engenders respect and trust. People who refuse to acknowledge the mistakes of the past are doomed to repeat those mistakes. President Obama pushed the plough forward by stating this is a new day and we are seeking new and improved solutions to problems that have plagued society for many years. The President’s speech was more of a mission or vision statement reflecting the optimism, the hope and the dream for a world at peace. Those who are more knowledgeable and unbiased heard, understood and appreciated, not only his tone, but the content of his speech. Like any wise farmer/philoso-pher, President Barack Hussein Obama has tilled the soil and planted the seeds for new growth in the Middle East and indeed around the world. Farmers tend to be philosophical and they knew they can not control everything in the growth process. There is a time to sow and a time to reap. President Obama deserves the highest praise for attempting, through diplomacy and a soft touch, to reach the hearts, minds and souls of a people in need of forging a new direction. In contrast to the pale skinned, fake bust that has come to represent the queen, numerous ancient Egyptian wall carvings, sculptures and paintings show Nefertiti and the members of her family with distinct and unmistakable Black African features. Memphis investigation clears Rose of wrongdoing By J. Coyden Palmer Officials at the University of Memphis say their internal investigation clears Derrick Rose of any wrongdoing after allegations surfaced last week saying Rose had someone take the SAT exam for him. The announcement comes just days before the university has to appear before the NCAA Infractions Committee which is looking into the case. Rose, 20, was the NBA Rookie of the Year this past season and has led the Chicago Bulls resurgence. A statement released by his attorney last week said Rose was cooperating with university officials and admitted no wrongdoing. Memphis will appear before the NCAA Infractions Committee this today in Indianapolis. The results of their internal investigation, which were released on Tuesday, states there is “insufficient evidence” to say that Rose had someone take the SAT exam for him. The University said Rose made statements to them in the fall of 2007 in which he said he took the exam himself. However, the University also says since

Rose left the school “he has declined to participate further in the investigation of his eligibility.” Rose himself has not issued any public comment since the allegations surfaced last week. His attorney did release a brief statement regarding the situation. “The investigation uncovered no wrongdoing on his part,’’ said Rose’s attorney Daniel Reidy. “He has cooperated with them in

the past when he was a student.” Adding to the controversy the Chicago Public Schools did a separate investigation that lasted a year regarding an alleged grade changing scandal at Simeon Career Academy, which allegedly involved Rose and some of his teammates receiving higher grades in some classes. CPS officials have conducted a yearlong investigation into the grade changing scan-

dal. Their conclusion is that someone at the school changed a grade for Rose from a D to a C. The investigation could not conclude for certain which Simeon administrator or faculty member changed the grade. The grade was then changed back to a D, but only after Rose’s high school transcripts had been sent to the University of Memphis admissions office, which reflected the higher grade.

The grade changing scandal has prompted IHSA executive director Marty Hickman to start his own inquiry into Simeon. Hickman told several news outlets this past week the IHSA is concerned about player eligibility at the school. He said if the school used ineligible players, Simeon would have to forfeit its two state championships in 2006 and 2007. Hickman told the Crusader on Wednesday he has yet to hear from CPS sports administrators regarding the investigation. Rose’s grade was changed on June 22, 2007, according to the Inspector General’s report. Chicago Public Schools CEO Ron Huberman has asked to be regularly briefed on the situation, according to a CPS spokesperson, but said the investigation has concluded and would not be reopened. Inspector General James Sullivan said it is still a mystery as to who changed the grades. He said at least seven people at the school had access to grades and records. “No discipline was taken because we couldn’t pin it on any one employee,” Sullivan said.
