National Black Museum making history Relics from Black Chicago among items to draw big crowds to Washington for opening weekend Crusader staff report It will be an epic weekend with massive crowds descending on Washington to witness a significant milestone in Black history in America. Demand is soaring among visitors scrambling to get tickets to the new National Museum of African American History and Culture (NMAAHC), which will open September 24 during a three day celebration of Black music and culture. Its all happening on the 100th Anniversary of the Great Migration, a period where millions

of Blacks moved to northern cities to escape racism and economic hardships in the South. At the museum opening, visitors will spend hours learning about the Black experience with perhaps the most vivid and vast collection of artifacts that took over a decade to acquire. Some of those artifacts will be from Chicago, including Emmett Till’s casket and a vintage office desk from the legendary Chicago Defender. In the middle of it all will be Chicago’s Lonnie G. Bunch III, the founding director of the mammoth museum located near

the iconic Washington Monument. Bunch is the former director of the Chicago History Museum, who served there until 2005 before taking over the helm at the NMAAHC. With 400,000 square feet holding more than 36,000 Black artifacts, relics and documents, the long-awaited museum is attracting interest from people across the country. They along with A list celebrities have donated millions to help The Smithsonian open the largest Black museum in the nation’s history. The museum cost $540 million to build. Several prominent Black celebrities have

opened their coffers in a national campaign that has raised more than half of the total amount. Oprah has given $21 million. Michael Jordan gave $5 million, and television producer and Chicago native Shonda Rhimes has donated $10 million to the fa(Continued on page 3)

Obama Library stirs mixed emotions for South Side residents By Duke Omara

he traveled the world, broke racial barriers, won numerous awards and mingled with Nelson Mandela, heads of state and even British royalty. At the end of her life, Ethel Payne, known to millions as “the First Lady of the Black Press,” died alone and with little money. In Mt. Glenwood Cemetery on the Far South Side, she has

been buried in an unmarked grave for 25 years. For over two decades, visitors have been unable to find the final resting place of a trailblazer who lay in obscurity after living a life of extraordinary achievements. It’s a sad ending to the life of a crusader and Black journalist who was White House correspondent for the Chicago Defender at a time when the nation’s highest office denied press credentials to members of the Black Press. Few Black newspapers could afford to have a news bureau or a correspondent in the nation’s capitol, but for nearly forty years, Payne was in Washington asking tough questions that many jour-

nalists were afraid to ask America’s sitting presidents. Many of those questions were about integration and civil rights. Despite efforts by some White House officials, Payne became the first Black woman to secure a press pass to cover the oval office. In her personal life, Payne was known as a social butterfly, who at her Washington, D.C. apartment hosted a party that included Vice President Richard Nixon and his wife, Pat as guests. But when the parties were over and no one was around, Payne often faced a harsh reality that many Black journalists have encountered for decades. (Continued on page 2)

It has now been over a month since the Obama Foundation announced that Jackson Park would host the presidential library. The decision ended a year-long debate on whether to build the facility in Washington Park or in nearby Jackson Park. Some residents in the two impoverished communities that were in the running for the library, are beginning to wonder about the potential impact of the decision. David Welch, head gardener at the RTW Veterans Center and a longtime South Side resident had been hoping all along the library would find a home in Washington Park, but “not on public land.” “It’s a nice piece of land for recreation and it has a lot of old trees that predate the park. Many people use it on weekends for family gatherings and it is always good to look at green space. Washington Park needs an economic boost but the university has a lot of land that it can use without taking public space,” said Welch. Eric S. Smith named Chicago Market President JPMorgan Chase veteran to lead Operations Fifth Third Bancorp (Nasdaq: FITB) announced recently that Eric S. Smith has been named its market president in Chicago. He will report to Robert A. Sullivan, regional president of Fifth Third Bank (Chicago). In addition to teaming with Sullivan on the overall leadership of activities for all business lines in the region, Smith will be particularly focused on driving the Bank’s growth in credit, treasury management services, capital markets and corporate advisory solutions. Smith joins Fifth Third from JPMorgan Chase, where he most recently served as chief financial officer of Middle Market Banking. That unit focuses on companies with annual sales between $50 million and $500 million. Prior to assuming that role in 2011, Smith was a managing director in the Investment Bank, where he served as the head of the North American Food & Beverage Group. He also was responsible for advising Fortune 500 consumer product companies on merger and acquisition transactions, as well as debt and equity underwritings. Smith has more than 25 years of banking experience and began his career with Merrill Lynch as a financial analyst in Public Finance.

He holds a bachelor’s degree in finance from Howard University and an MBA from Harvard Business School. “We are excited to add a leader with Eric’s experience and track record to Fifth Third,” Sullivan said. “He brings extensive expertise that will directly add value to existing clients and help us further establish high-quality relationships. GONE AND FORGOTTEN (Continued from page 1) Despite the numerous bylines and global admiration, Payne was often broke and seeking help from donors to pay her bills and fund her trips for assignments. Her struggles are chronicled in a book by noted author James McGrath Morris, “Eye on the Struggle: Ethel Payne, the First Lady of the Black Press.” The book was released in 2015.

When she learned the Nixon’s planned to attend her party, Payne did not have any furniture in her apartment, according to McGrath. A manager of the defunct Hecht’s Department store shipped her a truckload of furniture and gave her a line of credit. It’s not clear whether Payne paid off the debt, but after reading about the financial woes that plagued

her life, readers get a sense that money problems were as common as Payne’s many bylines. Though she had little money, Payne had a reputation of being a generous humanitarian and fierce advocate of the Black Press and America’s Black leaders. On May 28, 1991, she died of a heart attack in her Washington, D.C. apartment. According to McGrath, a devoted friend Shirley Small-Rogeau found her dead on the floor. Payne’s closest friends wanted her funeral to be at the esteemed National Cathedral, the same place where similar services were held for many prominent individuals, including Presidents Dwight Eisenhower, Ronald Reagan and Gerald Ford. Because the facility’s bishop John Walker, who knew Payne well, was no longer there when she died, surviving relatives and friends believed they had little chance of convincing the new clergy to allow them to hold Payne’s funeral. Instead, services were held at the Zion Baptist Church. That’s where McGrath’s book ends. Last April, after a Crusader reporter wrote about Payne’s

crumbling childhood home in West Englewood, the author told the Crusader that Payne’s resting place was at Mt. Glenwood. It’s the same resting place for the Honorable Elijah Muhammad, founder of the Nation of Islam. After an hour of searching for her grave near an old water pump, a reporter called the cemetery’s office, where a lady confirmed that Payne was six feet under with no marker. Last April, McGrath tried to reach one of Payne’s nephews, who reportedly lives in San Diego, but those efforts have been unsuccessful. Payne was born in Chicago in 1911. She was raised in a two-story house in the 6200 block of South Throop Street in West Englewood, a neighborhood that was populated by white residents before the Great Migration. Down the street, she attended Copernicus Elementary School (now Landford Academy). She also attended Lindblom Math and Science Academy, the same alma mater as ABC Channel 7 anchor Cheryl Burton. In her lifetime, Payne won numerous awards. In 2002, the U.S.

Postal Service honored Payne on its 37-cent commemorative postage stamps. In 1973, she was the first recipient of the Ida B. Wells Distinguished Journalism Chair at Fisk University. In 1982, Johnson Publishing Company bestowed on Payne the Gertrude Johnson-Williams Award. That same year, she joined many prominent journalists on the National Association of Black Journalists “Hall of Fame.” The organization established the “Ethel Payne Fellowships,” for journalists seeking to do reporting in Africa, but the scholarships were discontinued after a decade because the money ran out. Many young Americans do not know who Payne was and her contributions to the Black Press and Black America. “She used her skills not to acquire power for herself, but to activate powers in others,” said James A. Joseph, who according to McGrath, gave the eulogy at Payne’s funeral. “In her work, she was simply not reporting the news. People in Africa, Asia and elsewhere have lost an authentic citizen of the world.” www.chicagocrusader.com

needs of the general public, Welch insisted, far outweighed the new proposed use. After a local environmental group withdrew potential legal obstacles, the Obama Foundation will likely start building the library soon after the president leaves office, and for some South Siders, the work on the project can’t be completed fast enough. Stephen Weaver, a local resident, sees the library as a natural addition to what he already considers one of the city’s cultural hubs. “I love the idea of having the presidential library here. Not only will it change this neighborhood’s image, it will also help us technologically, and will give our music and art industry a boost,” said Weaver. He said he saw nothing wrong with using public land for the project because for him, it was all about celebrating a local son who had roots in the neighborhood. Other locals, like Edward Stafford, believe having the library on public land is all about easing access to someone they consider a towering role model. “Obama is historic and this will give people the opportunity to learn

about the man’s achievements, his campaigns, his time in the Senate and his presidency,” he said. “We don’t have much here and this is something we can value knowing that he started here.” Having the presidential library inside the University of Chicago campus as had been previously proposed, Stafford believes, would have unnecessarily complicated and limited entry to the library grounds. The value that residents like Stafford believe will come with the construction of the library is enormous, as a 2014 study by the Anderson Economic Group projects. The study, which was commissioned by the University of Chicago, said that it expected around 800,000 visitors to the library each year. The facility is expected to impact the city’s economy to the tune of $220 million annually. About $110 million of this is money that would not have been spent in the city otherwise. In addition, the project would create 1,900 permanent jobs and over 3,200 jobs during the library’s construction period while increasing the city’s tax base by $5 million annually. The study noted the likelihood “that other private development or

infrastructure improvements that complement the Obama Presidential Library would result in an even greater and more localized economic impact.” It is precisely this economic impact that many on the South Side are bracing for. Groups like RTW Veteran Center, which was briefly in the midst of debate about the location of the library, believe their neighborhood is gentrifying. Many are afraid that they will be pushed out of the neighborhoods they have served for so long. “Income levels will rise eventually and by default we will have to move,” Worthy the group’s CEO observed, “but the impact on the community as a whole will be positive. We understood that from the beginning.” Neighborhoods change, Worthy added, and groups such as his will have to adapt and deal with the changing circumstances the Obama presidential library will bring to the South Side. His guiding philosophy however, he said, will remain the same. “One community at a time. When this community does not need us, we will move to where we are needed.”

Excitement began building when the museum announced its opening date earlier this year, but interest has soared as sneak previews and national stories indicate that this facility is the greatest of its kind. From the fedora of Michael Jackson to Wrought-iron ankle shackles of the type used to restrain enslaved people aboard ships, the artifacts tell the story of Black life, history and culture in America. More than 300 volunteers have been trained to seek out and support visitors who become distressed

by the exhibits that focus on slavery and other painful chapters of U.S. history. There will also be nurses on call. Admission to the museum is free, but Smithsonian officials are giving out timed passes to help manage the massive crowds that are expected to flood the facility during its opening weekend. The response has so high that museum officials on September 2 made available some 80,000 passes that are valid from the September 24 open-

ing through October 2. The move came after more than 28,000 opening tickets were gone within an hour on Saturday, August 27. The new timed passes are available on the museum website at www.nmaahc.si.edu or by calling 800-5143849 or 919-653-0443 between 9 a.m. and 8 p.m. Monday through Saturday and noon to 8 p.m. Sunday. There is a limit of 6 timed passes per order. Hours on the opening day, Sept. 25,

have been extended two hours until 8 p.m. (because a reception is scheduled to begin at 9 p.m.) On Sunday, Sept. 25, the museum will open at 7 a.m. – three hours earlier – and remain open until midnight. The timed passes designate a 15minute window for visitors to enter the museum. They are being used to control crowds and limit wait times at the museum’s entrance. Once they have entered, visitors may spend as much time as they’d like in the museum.

TAKING A STAND TO SIT DOWN Many people are in an uproar about the fact that NFL San Francisco 49ers Quarterback Colin Kaepernick has decided that he will not stand for the national anthem, the Star Spangled Banner. Some are calling him anti-American, among other things. This situation has caused some people to dig deeper regarding the anthem written by slaveholder Frances Scott Key, and as a result, it has been revealed that the third stanza includes some troubling words about slaves. It is interesting to see how white America seems to have developed a strong case of amnesia regarding Black life in this country. The history of Black people has been anything but smooth. There have been all types of obstacles placed in the path of America’s Black (and brown) citizens, yet, many white Americans are upset about the fact that Colin Kaepernick has made the decision to basically snub his nose at what so many of them consider sacred. Some are even calling for an NFL boycott. What seems to be happening is an escalation of racial tensions between Blacks and whites in the United States. Because of this, it has become politically correct to not be politically correct! Furthermore, another trend is also becoming evident. A certain group of African Americans is becoming more “conscious.” Natural hair in spikey styles, locs, and Afrocentric clothing are becoming ubiquitous, and along with these outer changes certain inner changes are also becoming evident. Black artists are gaining new recognition, and contrary to popular belief, a number of Blacks are opening new businesses. In spite of Donald Trump’s assertion that the Black community has nothing to lose, the truth is that there is everything to lose when considering recent community gains which are all but invisible if we rely solely on the mainstream press to tell our stories. Moreover, discernment among Blacks about the truth of our condition must be enhanced in the very near future if we are to survive and thrive in America; we have to stop being our own worst enemy. Currently, there is a stirring bubbling up from the depths of “sociality” in American society and it is not necessarily wrapped in a particular skin color. The fact is that humanity, when judged from the outside, will fall short of truth when it comes to solving social problems. Some Black people are as white on the inside as the whitest white person, and some whites are quite Black inside. There are people wrapped in skin color that obscures who they are, but we often make judgements based on external appearances. According to an ancient tradition, there are basically two kinds of people; those who focus on service to self and those who focus on service for the sake of others. Both types are found in all color groups on the planet. Because of this, a person may find him or herself in the company of people who share external similarities but who are extremely dissimilar. We will not make any real progress until we are able to discern truth behind appearances. Our closest seeming allies can turn out to be our biggest enemies. A case in point – those in the Black community who, in service to self, focus on the low, base side of life as exemplified by gangsta rap music, drugs, and other negative quick fix social activities are as detrimental to the community as murderous white rogue cops. Our overarching problem is that we’re up against a national construct with white supremacy at its base. It is so entrenched that it has become a cultural norm not even recognized by those who benefit from it. White privilege has left some well-meaning white people blind to the actual conditions that Black people endure. Because of this, it is a good thing that Kaepernick is taking a stand to sit down, because not only will it increase the consciousness of Blacks, but of their white brethren. A change is coming to America, and we are currently in the throes of growing pains. Our ultimate destiny will depend upon how many people, Black, white and other, band together to oppose the “service to self” White supremacy mentality that is characteristic of American society in order to create one that is truly for the well-being of all Americans. I read that now the city wants to borrow hundreds of millions of dollars to pay for things, such as air conditioning and Internet bandwidth and updated science equipment in many of the city’s 50-plus schools. This all sounds good if it was the first time we were hearing this. The truth though is the incumbent has been in office more than five years. The first time he was running he promised air conditioning in all of the city’s schools. He certainly made it seem like that was right around the corner, yet here he is talking about it again. This time though he is talking about borrowing money to do the job. The city and the school district are already strapped with debt that probably can only be repaid by bankruptcy. Why is nobody asking what happened to earlier dollars that were supposed to go to school improvements including air-conditioning? Wouldn’t it have been far less disruptive to do these installations during the summer when school was not in session? Too much of this latest borrowing plan is suspect. The Chicago City Council never seems to ask for accountability after they vote to ap-

prove matters like this. I bet not one council member gets updated reports on how the borrowed money is spent. I also bet they don’t get them because they don’t ask for them. We know the incumbent doesn’t volunteer any information and is often reluctant to provide it when asked. It is past time for the city to create a revenue stream besides borrowing. City officials have taxed us to the point where we are paying to flush our toilets. Maybe the LaSalle Street tax that some candidates talked about in the last mayoral election is the way to go. Who knows? We do know though that the city has already taxed about everything possible, as well as raised taxes on some things that simply should not be taxed. Raising taxes to pay for schoolrelated matters is smart because everyone wants our children to have the best education. Raising taxes to pay for school-related matters also is subterfuge or misleading as the city and the school district, despite what financial law says, are doing something other than using the money for schools. Because Chicagoans, particularly Black Chicagoans would rather rant and rave about a movie, instead of take the time to learn about and understand municipal finance, we get bamboozled AGAIN. It is past time for the incumbent to tap some of his rich buddies in the investment banking arena to

ante up more. Word on the street is the incumbent is serious about seeking a third term as mayor. That will be a waste of time considering he has not delivered on anything and dug Chicago a deeper financial grave during the time he has been in office. NoMo Rahm should be the battle cry of Black folks. May Rainey

The Black Vote – Volunteer Slavery Beyond the Rhetoric By Harry C. Alford Why the economic plight, political ineptness and the power of influence have not changed at all since the Civil Rights Act of 1964 and the Voting Rights Act of 1965 have been implemented? These “nigger bills” as President Lyndon Johnson would refer to them when talking with the Dixiecrat senators granted a lot of new freedoms to Black America. It looked like the white power structure was about to change dramatically. We gained access to the American dream but the access has not been taken advantage of. It is not like “Pharaoh” still has not let us go. The big problem is our fault: We have not let Pharaoh go. Many of our major cities have Blacks as mayors. The Congressional Black Caucus should be a pivotal force in our Congress. We have enough influential supervisors in all levels of our law enforcement infrastructure that police corruption and brutality should be a thing of the past. Baltimore is a fine example. The city is 80 percent Black with a Black mayor who is the #3 officer in the Democratic National Committee. Philadelphia’s demographics are quite similar. However, the predominantly Black city council and former Black mayor have gone out of their way to let white construction workers

from the suburbs go to the front line for jobs at the detriment of inner city construction workers via Project Labor Agreements. The new white mayor has the perfect excuse - Don’t blame me, the Black mayor before me set that system up and all of the other officials agreed with him. Yes, Black Philadelphia you have clung to Pharaoh. Quote the new white mayor: “I am just continuing the tradition which was set in place by the previous mayor who is Black.” Chicago, Detroit, Los Angeles, Cleveland and on and on it doesn’t make a difference. The Black democratic vote is taken for granted and white opportunists just love it. The “party punks” blame it all on one of our two predominant political parties – Republicans. This system is a guarantee to keep Blacks ignorant (they can’t determine who the enemy is). A key ingredient is our educational system. Charter Schools, School Choice, private schools are excellent vehicles to empower our children and break the mold that produces academic ineffective students. Poor education is a key ingredient to unemployment and under-employment. It breeds hopelessness which converts to crime, violence and despair. So why does the majority of Black elected officials fight against these answers? The current Administration has

been merciless in fighting against these recent trends in education. They have been lethal against forprofit colleges. They are putting some of them out of business like Corinthian College. One female Black congressperson has been the most outspoken against for-profit colleges. Funny, her grand-daughter is a graduate of one. Here is a remedy via our current sick political system. With the current attack on for-profit schools, one of them, Laureate International Universities came up with the solution for survival. They made former President William Clinton “Chairmen Emeritus,” a ceremonial position which will eventually pay him $18 million in income. In return Mr. Clinton’s wife, US Secretary of the State, gave the for-profit university system a grant (our tax money) for $52 million. That’s quite an exchange. Gangsters Al Capone and John Gotti would be so proud of that hustle. The morale of the story is: Pay first and then you get to play. In addition to the encouragement of corruption, there is a fostering of crime. The multitude of deaths is growing and growing. The main reason is hopelessness (again) and drug trafficking. Why can’t we figure this out? We should see who is profiting the most from this. It is not the fault of guns – that is just a vehicle to apply

the criminal activity and corruption. There is just no way that I am going to have my family sit at home with no protection. Come into my home with violence on your mind and I will meet you with the final solution. Black America is at a disadvantage. In sum, they put all of the “chips” on one side which causes no balance. To vote 90 percent for a particular party is just plain stupid. We should have leverage on both sides. Right now the winning party has no obligation for the Black vote it is taken for granted. If each party actually respected the Black vote and not take it for granted we would have better leadership and good public policy. The system we have now offers no strong leadership and continued despair. We have no quality of life in a collective fashion. Before voting do your homework and not join the party punks. ITT Tech student financial aid at risk, California closes 15 school locations By Charlene Crowell As another school year gets underway, the Department of Education recently announced a series of actions to better protect taxpayers and students alike from one of the nation’s largest for-profit colleges: ITT Technical Educational Services, Inc. The Department’s actions come on the heels of the Accrediting Council for Independent Colleges and Schools finding that ITT Tech “is not in compliance, and is unlikely to become in compliance” with accreditation standards. “We don’t take these actions lightly,” said Education Secretary John King, “and we know students will have a lot of questions about how our enforcement affects them.” “[Looking at all of the risk factors, it’s clear that we need increased financial protection and that it simply would not be responsible or in the best interest of students to allow ITT to continue enrolling new students who rely on federal and student aid funds,” continued Secretary King. The August 25 announcement by the Education Department could be a death knell for the school whose latest report to the Education Department revealed that 68 percent of its students use federal grants and loans. In actual dollars, $580 million

of ITT Tech’s total $850 million in reported 2015 revenues came from federal aid funds. The following day, August 26, California’s Bureau for Private Postsecondary Education issued an emergency decision directing ITT Tech and its subsidiaries to cease enrollment of any new students at 15 locations across the state. That decision took effect on September 1. The forprofit school is also under investigation by other state and federal offices. Last year, approximately 45,000 students were enrolled either through its nationwide online programs or at one of its more than 130 campuses located in 38 states. Further, within 30 days of the Department’s announcement, ITT Tech must increase its existing surety to 40 percent of all Title IV aid the school received in 2015, an amount that is more than $247 million. Surety funds are held by the Department in a Federal Holding Account and are used in the event of campus closings to reimburse Education for liabilities related to investigations such as student refunds, student loan cancellations and other expenses. Additionally, ITT Tech must advise current students of its loss of accreditation. It is also banned from any unusual expenditures without federal approval, and is forbidden from

Charlene Crowell allocating paying raises, bonuses or severance packages to its executives. Any “significant financial or oversight events including violations of existing loan agreements” must be reported to Education within 10 days of such occurrences. New ITT students will be unable to access federal financial aid for their educational costs. Returning students who have already incurred federal student loan debt, are advised by the Department to consider three options: 1. Continue courses at ITT with your federal student aid. There’s no

immediate change to your program; 2. Transfer credits to a new school to complete your education, so long as a new college or university will accept ITT’s credits; or 3. Suspend educational studies until the institution’s issues are resolved in the coming months. As broad as the Department of Education’s actions are, it has no bearing on another key source of student aid: The U.S. Department of Veterans Affairs. According to Ted Mitchell, Education Undersecretary, the (VA) will notify affected GI Bill students. Further, these students are advised to carefully consider the potential impact that the Department’s actions may have on their educational goals. If ITT’s dilemma sound familiar, it’s only because it is. Nearly a year ago, $531,224,267 of financial justice was ordered for students who attended the now-defunct Corinthian Colleges. The Department is currently finalizing its “borrower defense” rules, which would allow student borrowers to discharge their loans after proving fraudulent activity on the part of their institution. Also last year, the Center for Responsible Lending (CRL) released research that found how high-cost, forprofit colleges make millions each year by targeting students of color. Although for-profit colleges ac-

tually enroll only 13 percent of all college students, they account for nearly half of all student loan defaults. “For profit colleges have positioned themselves as a means for traditionally underserved students of color to achieve educational success and thus to increase their ability to earn higher incomes, and build wealth,” states the report. “If these schools do not engender better outcomes for their students and instead merely saddle students with debt, then the access these schools provide could prove to widen existing income and wealth gaps, rather than to narrow them.” “This is a spigot problem,” noted Whitney Barkley, a CRL policy expert who specializes in student loans. “In this case, the Department has decided to turn off the spigot of funding. Now, they should take an additional step – making sure that the tens of thousands of current and former ITT Tech borrowers everywhere understand all of their options. Chavis, Jr. The National Newspaper Publishers Association (NNPA) proudly asserts that, “We are the authentic voice of Black America.” We must use that voice as an urgent clarion call for a massive, historic and unprecedented Black American voter turnout on November 8, 2016 across the nation. Today, the NNPA is launching “Project Black Voter Turnout 2016: 20 Million Black Voters to the Polls.” We’re calling on our entire NNPA membership, comprised of more than 211 Black-owned media companies operating in the United States, to issue front-page news coverage and motivational editorials and to present banner ads on their publication websites, to promote effective Get-Out-The-Vote (GOTV) campaigns in the Black community. It is an undisputed fact that a record number of Black Americans (16,133,000) voted in 2008 and helped Barack H. Obama to become the first Black President of the United States. Then, in 2012, Black

The United States of America is once again at a pivotal and crucial political crossroads. The outcome of the November 8th national elections will determine the future of the nation and of the world. This is a propitious moment, not only for 47 million Black Americans, but this is also the time for all Americans to decide whether or not American democracy will finally fully embrace the goals of freedom, justice, equality and empowerment for all people. Don’t let anybody attempt to suggest that your vote doesn’t count. Every vote counts. For some strange reason, there are several national pundits that are once again predicting a low voter turnout by Black America. These external pollsters and political observers really don’t know Black America. This is one of the reasons why the

Dr. Conrad Worrill The spirit of Marion Nzinga Stamps, one of Chicago’s great activists, is much needed today. Marion possessed the kind of fighting spirit in her organizing work that is truly missing in our struggles today. Marion Stamps was an “In-YourFace Activist.” Let us remember her contributions. African people around the world suffered a tremendous loss with the transition (death) of Marian Nzinga Stamps in Chicago on Wednesday, August 28, 1996 at the age of 52. Since the late 1960s, Sister Marion

was one of the leading activists and organizers in the Chicago area whose impact was felt throughout the country. Upon coming to Chicago from Jackson, Mississippi in 1962, Marion quickly gravitated to the activism taking place in the Black Movement in this city, and as the Black Panther Party emerged she became associated with its work on the north side in the Cabrini-Green Housing Development. Under the guidance and leadership of the Professor Edwin Marksman, Marion and several other powerful African women in America organized and established the Tranquility Community Organization based in the Cabrini-Green Housing Developments. After the death of Professor Marksman, it became known as the Tranquility Marksman Community Organization. Whenever someone like Marion leaves our midst and makes their transition, forces outside of the African Community always try to interpret these giants to fit their own interests. This is the model that white supremacy forces use in their efforts to explain and control African contributions. In recent years, we can observe this phenomenon with Elijah Muhammad, Dr. Martin Luther King Jr., Malcolm X, and Fred Hampton, to name a few. The white supremacy forces and spin doctors have tried through their writings and movies to reinterpret their work to fit their inter-

ests. Fortunately, they have not been successful. They also attempted to make their move on interpreting the life of Sister Marion Nzinga Stamps. The first shot they threw, in their efforts to reinterpret Sister Marion, began in the Chicago Tribune article written by Flynn McRoberts on September 8, 1996. McRoberts wrote, “For all her ability to grab media attention— and her funeral was no exception— Stamps and her approach to community activism had become largely irrelevant long before she died of a heart attack late last month.” Continuing, McRoberts wrote that, “Her verbal bomb throwing had its roots in the tactics of Saul Alinsky, the father of community organizing. But like sloganeering and stunt staging of advocates for the homeless, Stamps’ tactics ultimately had little effect on policy; in her case failing to change the course of redevelopment at Cabrini-Green.” The arrogance of McRoberts’ attempt to define Sister Marion fits into the strategy of one of the key issues she addressed for over 20 years. In Chicago, Marion was one of the few people who publicly alerted the African Community to the land grab schemes of the white developers, bankers and city officials. These schemes have been designed to remove significant populations of low-income African people from urban areas and disperse them to out-

practices, the Chicago Police Department and its racist practices, and numerous other agencies and institutions in this city. Sister Marion truly understood what Malcolm X meant when he said, “By Any Means Necessary!” In her organizing activities, Marion lived by this slogan. If it meant going to jail, being attacked by the police, or sitting down with the white power structure officials, she was clear that you must use all tactics and strategies to deal with the question of power and self-determination for African people. Funerals often tell a lot about the life of a person. Such was the case at Sister Marion’s funeral. The masses of people from all walks of life in the African Community in Chicago showed up in droves to pay their respects to this freedom-fighter who fought to the end for her people. Finally, Marion was a proud mother of five daughters, and her daughter, Karla, wrote the following about her mother that summarizes much of the spirit of Sister Marion: “The way for each of your daughters has been unique to her, and you have, uniquely prepared us for our lives. You wanted each of us to be you, but you allowed us to be ourselves...I will never forget how you alone made me feel beautiful, loved and treasured.” Long live the spirit of Sister Marion Nzinga Stamps!

lying areas, or the suburbs, so that white people in their development schemes could repopulate these urban areas. Marion Nzinga Stamps fought with all her spirit and soul on this issue of the land-grab and Black removal. The white power structure and many of their Black allies fought Marion “tooth and nail” and tried to undermine her credibility with the masses. As a result of Marion’s leadership on the land-grab issue, many African people were educated on why we should not abandon the urban areas so that white people could take the land back. McRoberts was obviously ignorant to the fact that most of the significant public policy changes that have occurred in America, aimed at benefiting Africans in America, took place because of the “in- your-face activism” of people like Marion Stamps. In Chicago, specifically, the “inyour-face activism” of Sister Marion, and many others, led to the climate that created the conditions for Chicago’s first African American Mayor, Harold Washington, to be elected. Marion was part of a cadre of activists in Chicago that challenged successfully, in the 1970s and 80s, the Chicago Board of Education and its racist policies, the Chicago Housing Authority and its racist

TEACHERS NEED PUBLIC SUPPORT By Julianne Malveaux While millions of children (and teachers) welcome the call to go back to school in August and early September, all is not well in classrooms and school districts around the country. While every school district is not facing challenges, many urban school districts – where the majority of African American and Hispanic students are enrolled – face challenges that may either disrupt children’s education or affect the terms and conditions of work for teachers. Meanwhile, some school districts are experiencing teacher shortages and an unhealthy reliance on substitute teachers. Teachers are learning the profession more rapidly than before. And teachers of color, especially men of color, are woefully underrepresented in the ranks of K-12 teachers. Indeed, African American men represent just 2 percent of all teachers. Eighty-three percent of all teachers are white, despite the fact that innercity classrooms, particularly, are overwhelmingly black and brown. In Chicago, teachers have returned to school without a contract for the 8

second year in a row, and the Chicago Teacher’s Union will take a strike vote, proposing a strike in October. Meanwhile, the CEO says that unless the CTU agrees to concessions, there will be classroom cuts. The Chicago Public School district has already “tightened its belt” by laying off more than 500 teachers and 500 school-based workers. These workers may not be out of jobs, as they can apply for other open jobs in the Chicago Public School district, but learning of a layoff in July is not the best way to approach August with a positive attitude. Chicago is not the only school district with challenges. Dozens of school districts have financial challenges, which is partly because cities and states have implemented austerity budgets that are allocating insufficient funds to schools. One of the major challenges for school districts and for teachers is the way that teacher pay lags behind pay in other professions. According to the Economic Policy Institute, “public school teachers’ weekly wages were 17.0 percent lower than those of comparable workers – compared to just 1.8 percent lower in 1994.” Those who teach must have a passion for

Dr. Julianne Malveaux their profession, and for students, but passion can often be dampened by low pay. Some young people who would be great teachers choose alternative, better paying, careers. And veteran teachers, who may have experienced pay freezes because of fiscal austerity, may choose to make mid-life career changes because more attractive financial opportunities beckon. Why can’t we pay teachers fairly? If the teaching profession is considered as important as any other (and some might argue that it is more important

than many) why does teacher pay lag so much behind other professions? As Lawrence Mishel and Sylvia Allegretto note in their EPI study, “An effective teacher is the most important school-based determinant of education outcomes.” The teaching profession needs to offer pay at a level to attract the best and the brightest to our nation’s classrooms. Otherwise, as a recent study shows, few students aspire to be teachers – only 5 percent of college-bound students were interested in pursuing a career in education in 2014. Is there any wonder? Nationally, teachers earn just 77 percent of what other college graduates earn. Meanwhile, public education and public school teachers are often under attack. Charter schools are seen as preferred alternatives; while most research shows that charter schools vary in quality. The good ones are great, but the bad ones rival the worst public schools. And school bureaucracies often snuff the creativity out of the best teachers by burdening them with preparation for stifling standardized tests that do little to engage students intellectually. There are some who believe that

“anybody can teach,” which is why the Teach for America model is so troubling. Teach for America takes bright undergraduates and, after six weeks or so of training, throws them into inner-city classrooms, implicitly undermining the preparation that many take to get a degree in education. This notion that “anybody can each” leads to the disdain that some have for classroom teachers, and the resulting low pay that they earn. There are a myriad of challenges in K-12 education, a major challenge is that teachers are not too often paid sufficiently. Teachers deserve more public support than they get now. They need better pay and more autonomy. And they need to be unshackled from the frequency of the standardized tests that they must tooregularly administer. We need a proteacher movement. FOOTBALL GAME IS A DRAW TO EXPERIENCE THE BAN By Erick Johnson

I

t was one fine Saturday afternoon at Solider Field a year ago. Kanye West’s “Gold Digger” thumped as old friends and families tailgated under icy blue skies. On the Great Lawn, an epic battle was brewing. After the tubas and trumpets were polished and fine tuned, the stage for a classic showdown was set. The competition is known as the Battle of the High School Bands, a highly anticipated event that’s part of the annual Chicago Football Classic. After months of practicing, it was time to throw down. Packed like sardines in sections, bands from many predominately Black Chicago high schools waited anxiously to show off some moves that took weeks to perfect. In front of thousands of parents, schoolteachers, football fans, some flipped backwards, while others sashayed to the thumping sounds of the drums. When the defending champions Rich Central High School took the field, it was all over. They killed it. For the second consecutive year, they outshined the competition with impeccably choreographed splits and dance moves as the band jammed to hits from the television show “Empire” and Stevie Wonder’s “All I Do.” Rich Central’s electrifying drum major, Angel “Mighty Mouse” Anderson and the group drew cheers with a climatic ending that captured the first place trophy once again, beating out numerous high schools, including Rich South, King Career Academy, Thornton Township, Proviso East, Proviso West, and Morgan Park. Welcome to Black College Football USA, where a football game is often overshadowed by charismatic drum majors and high-stepping bands. On Saturday, September 10, thousands of football fans will flock to Soldier Field to see Clark Atlanta University duke it out with Central State University. To many spectators, the real battle will take place before the game and halftime when dozens of bands get their groove on to gain the bragging rights of being the best in town. All the high school bands will be back this year, seeking to wrestle the crown away from Rich Central. With parties and tailgating before the game, it will be a festive weekend for thousands of families and alumni at Soldier Field. The band competitions are part of a proud tradition of Black college football games. As the college football season gets underway, Chicago will once again join scores of other cities that will celebrate the heritage and pageantry of an event that is unlike any other experience in higher education. With its bands, Black fraternities and sororities, Black college football is a different world. Millions of Blacks across the country were inspired by the fictional “Hillman College” on the television show “A Different World,” a 1980s NBC sitcom about Black college life. For millions of families and students, attending a Black football game is the best way to experience a part of college life at an HBCU. Black college football classics are more popular in the South than in northern cities. Like the institutions they are a part of, Black football teams promote talent and unity among people of color. Blacks were shut out of white colleges and universities during segregation. Today, there are 49 classic football games between HBCU’s. Chicago is among just four northern cities that have them. With events like the Battle of the High School Bands, the Chicago Football Classic has attracted thousands of Black families who are making the event an annual ritual at Soldier Field. While the competition gives high school students an opportunity to showcase their talent, it has also been a critical tool in introducing Black college life and scholarship opportunities to underprivileged students as well. At the same time, the Chicago Football Classic has become a recruitment tool for Black colleges and universities who struggle to reach talented applicants through mainstream media. During the week of the Chicago Football Classic, a college fair will be held to inform and help students apply to colleges and learn about scholarships and financial aid. This year’s opponents, Clark Atlanta and Central State have lists of prominent alumni. Civil Rights Activist James Weldon Johnson, who wrote the anthem, “Lift Every Voice and Sing,” graduated from Clark Atlanta as did Chicago’s Marva Collins, the late educator who gained national fame for helping struggling students achieve academic success at Westside Preparatory School. The late civil rights leader Ralph Abernathy was also a graduate of Clark Atlanta. Central State’s alumni or former students include worldrenowned opera singer Leontyne Price, jazz singer Nancy Wilson, and Teddy Seymour, the first Black to sail around the world solo. As far as the game, this will be the first time Clark Atlanta has played in the Chicago Football Classic’s 19-year history. In these senses and many more, we have to concede that the stories we have rehearsed and written upon our hearts are stories of defeat. We suffer from a self-defeating character.” Hebrews 8:10 states “I will put my laws into their mind and write them in their hearts.” What is the solution?
