By J. Coyden Palmer Over 300 people with past convictions for a variety of crimes reported to a job fair last week in Markham and left with jobs or leads on how to get one. Aronda Simpson, who has over 25 years experience in employment and training, works with several staffing companies seeking to fill seasonal positions that can lead to permanent positions. She stated the labor jobs start off paying $11-$13 an hour and are long hour shifts with a minimum of three days a week, and went on to explain that the application process, interviewing, drug screening, and safety training were all done on the same day. “For those who don’t get the jobs available on the day of the job fair, I’m offering other job opportunities as well,” Simpson said. “I specialize in working with ex-offenders. I make sure that the companies I work with have jobs for people from that demographic. For these jobs, you cannot have a conviction of a violent crime or theft, but even if so—depending on how much time has elapsed—we may still be able to squeeze you in. There is always a

Pfleger hopes new Cardinal will remember the poor By Chinta Strausberg Reacting to an Associated Press story that Pope Francis had chosen a new Cardinal for Chicago, Father Michael L. Pfleger, pastor of St. Sabina, said he hopes the new Cardinal will have the heart of Pope Francis and reach out to the poor, the disenfranchised and the forgotten. After attending a press conference convened by Police Supt. Garry McCarthy, who announced the arrest of four youth in the shooting death of 9-year-old Antonio Smith, Jr., Pfleger stated the gang members reportedly thought Smith was trying to warn their rivals they had planned on shooting, so they took out the little boy, who was shot multiple times. McCarthy said neither Smith nor his family had any gang ties. Arrested and charged with first-degree murder were: Jabari Williams, 22; Derrick Allmon, 19; Paris Denard, 19; and Michael Baker, 19.
Pfleger praised the two officers, who did a “really good job,” and the calls that provided similar valid information in the case. “It looked like they were hunting two guys from another gang. They saw them, and got out to get after them. Antonio Smith, who had nothing to do with this, screamed out. It’s unclear whether they were screaming to warn them or because he was scared. He’s a little boy. Anybody who would kill a 9-year-old child will kill anybody.” Interviewed at the end of his last peace march for 2014, Pfleger reacted to the Pope’s appointment of 65-year-old Bishop Blase Cupich from Spokane, WA, who is replacing 77-year-old Cardinal Francis George, who is undergoing a special cancer treatment at the University of Chicago Hospital. Businessman wants to provide housing for veterans By Wendell Hutson A fellow veteran said it makes him sick to his stomach when he sees a veteran homeless or outside begging for change. “No one who has served their country in the military should come home and be homeless. It really bothers me when I see my fellow veterans down and out with nowhere to go for help,” said Herbert Hedgeman, a Black Army veteran. “That’s why I plan to build a veterans building because it’s needed.” Hedgeman, 83, said he is trying to raise $18 million to build the 92-room apartment building on a vacant lot he owns in the 7500 block of South Maryland Avenue for veterans. The Chicago architect firm for the project is Loewenberg Architects and Apartment Builders Inc., which is owned by Hedgeman, is the developer. The building would provide one and two bedroom units at market rates and also have a medical facility. Once built the veterans building would sit next to St. Mark
Manor, 840 E. 76th St., a senior apartment building, built on land Hedgeman previously owned. Alderman Michelle Harris (D8th), whose ward includes the site, was unavailable for comment. Carl White, a 72-year-old veteran, retired from the Army in 2001 after 27 years. He said once the building is built he plans to be first in line for a unit. “I am a veteran true and blue and would welcome the opportunity to live among my brothers,” White said. “I will never understand why veterans are treated badly by society when all they did was make this country safer and stronger.” Developing communities is something Hedgeman said he enjoys. Last week at a community meeting in Chatham he introduced a proposal to build a 90-room hotel in the 7600 block of South State Street on a vacant lot he also owns. But the former owner of the Barbara Ann’s Inn Motel, 7621 S. City and suburban clergy coalition backs Senator Durbin Snubs GOP ‘ice cream politics’ By Chinta Strausberg Fed up with the misinformation that the community was getting over the re-election of U.S. Senator Dick Durbin (D-IL), Bishop Simon Gordon Monday held an informational forum at his church, Triedstone Full Gospel Baptist Church, 1415 W. 104th St., where they officially endorsed his re-election bid. After the breakfast, Bishop Gor-
don held a meeting where he told the Senator and his peers how he was highly offended at Illinois Senator Jim Oberweis’ ice cream politics. He told of being accidently invited to a meeting Oberweis held at Sweet Holy Spirit Church headed by Rev. Dr. Bishop Larry D. Trotter who last August endorsed Oberweis over Senator Durbin. Pastor Corey Brooks also endorsed Oberweis. Gordon, who grew up in the Robert Taylor Homes, said he will not be fooled and will not mislead his people. When Trotter men-
tioned that Oberweis brought cream to his parishioners, he was highly offended and very angry. One of the ministers asked Oberweis how many ice cream stores were located in the African American community and he told them at 95th and Kedzie, which is Oak Lawn, 159th and Torrence, which is the River Oaks Mall and the Forest Preserve. A shocked Bishop Gordon told Oberweis those stores were not located in the African American community and his lack of knowledge about that was a clear signal of his “disconnection between how he

employs his services for jobs and his relationship with the community.” Bishop Gordon had some sharp words for Oberweis’ rolling up in front of Trotter’s church with an ice cream truck. “The one thing I have to say about ice cream is that it melts in the summertime and it’s messy… We do not need to be trading food for votes.” Drawing the picture between Oberweis and Durbin even clearer, Bishop Gordon said Oberweis spoke glowingly of being opposed to the Affordable Care Act where in Illinois alone more than 640,000 people now have health care. Durbin worked closely with President Obama to make that bill a reality. While Oberweis said he promotes school vouchers, Bishop Gordon said, “We are not ignorant to the fact that our schools are funded by the tax base of the homes and businesses in the area. That is the challenge with the voucher system.” Gordon said, “Please don’t bring us unfinished ideas and promote them in the campaign as if they are possibilities.” And, when Oberweis told the clergy at Trotter’s church he was not a politician, Gordon said he was stunned since he was trying to defeat Senator Durbin. “We at least need someone who has an acumen for public policy," said Gordon. Bishop Gordon said they came together to set the record straight before the November 4th election in embracing Senator Durbin.

Pastor Walter P. Turner III, president of the Minister’s Conference of Chicago and Vicinity, introduced Senator Durbin praising him for his work on the Affordable Care Act and for Durbin’s, along with Congressman Robin Kelly and Rep. Danny K. Davis work to help Black churches remain open. Given the tough economic times, Turner said many churches have had to close their doors. Turner also talked about voter suppression and pointed to the GOP as the designers of that plan. “That is what Republicans are trying to do all over again to make sure that our community does not vote. Senator Durbin has waged a fight to try to break down that barrier and deal with voter suppression.” Referring to both Oberweis and Republican gubernatorial hopeful Bruce Rauner, Turner said, “They want to get rid of, eliminate the minimum wage. Senator Durbin is helping to raise it to another standard…,” Turner said thanking Durbin for his support. “He stands for what we believe in.” Apostle Carl White also spoke highly of Senator Durbin. Durbin touched on a number of topics including his love for Africa. Pointing to the many flags posted around Gordon’s sanctuary, Durbin said the third one represents Ethiopia the cradle of civilization. Shelter for abused women competing for $100K grant By Wendell Hutson Financial assistance is once again needed to help a nonprofit that operates two South Side shelters for abused women and their children. The West Englewood United Organization (WEUO) is among five Chicago nonprofits that began competing Sept. 2 for a $100,000 grand prize from the Allstate Foundation’s “Purple Purse Challenge,” which is an annual fund- raising campaign for charities that help domestic violence survivors. “People are back having conversations about domestic violence because of the Ray Rice incident,” said Kyle Donash, a spokesman for the Allstate Foundation. “All of the organizations competing have a financial empowerment program to help abused women, who may have suffered financially.”

DOMESTIC VIOLENCE SURVIVOR Ebonee Weaver and her 1-year-old daughter Journey live at a South Side Shelter for abused women. Rice, a former National Football League running back for the Baltimore Ravens, was caught this year on tape punching his then fiancé, Janay Palmer, in the face during an elevator argument. Ebonee Weaver is one of those women. The 20-year-old mother of a 1-year-old daughter and 1month of son has lived at Clara’s Place, a South Side shelter for abused and homeless women for two years after ending her relationship with her boyfriend in January, who she said abused her physically and verbally. “He is the father of my two children and has never abused them, but used to hit and scream at me,” Weaver said. “He has a quick temper and does not know how to control his anger. EDITORIAL TALES FROM THE CONSPIRACY VAULT The world is supposedly run by the smartest people, many of whom have attended the most prestigious universities on Earth. The institutions of higher learning are highly selective, and one must truly reside among the intellectual elite, so they say, in order to make the cut. Of course, money also plays into this equation and legacy students are part of the game, but, for the most part, brains are the key ingredient when it comes to entering the hallowed halls of ivy, which lead directly to the gilded halls of power. Since this is the case, a major question must be asked, and it is this - since the world’s movers and shakers are so smart, why is the world in such bad shape? There are probably several quick answers, but among the most compelling are greed, selfishness, and a lack of empathy and brotherhood and, probably, ignorance. Of course, this does not mean that everyone living the life of privilege fits these patterns, but a great many of them do. The major format that greed and selfishness enters into our lives is that of the corporate body; corporations are taking over the world. Corporations are not known for being caring entities because the bottom line for them is profit; this is the true king of the mountain. The quest for capital trumps almost everything else in the modern world where corporations are concerned. They often have no conscience. They can be downright scary, actually, because they will pollute the environment and our bodies if they find it necessary, and there are few boundaries, geographic or otherwise, that they are bound to honor. This brings us to the next point. The continent of Africa has some of the richest resources on the globe. The cell phone and laptop industries alone would just about collapse without the natural metallic ore, columbite-tantalite, or coltan, from the Congo, which produces 80% of the world’s supply. And the Chinese, among others, recognize the vast wealth that the continent harbors. In fact, China has a suspicious interest in Africa, and one wonders whether altruism, or something more sinister, is behind it all. If Africans are not careful, they may wake up one day to find that they are once again completely disenfranchised in their own homeland. In addition to the Chinese, other global corporations are controlling water and crop development. Now, from the conspiracy vault comes a scenario that is extremely unpleasant, but that just won’t go away among those who believe these things - it has been said for some time that there are those on this planet who feel that there are too many people in the world, and that the population must be culled in order for optimum living conditions as well as for population control. We have recently reached the milestone of 7 billion people, and some believe this is just too many people. The Georgia Guidestones, erected some years ago by unknown persons in Elberton, Georgia, is somewhat of an “American Stonehenge” with inscriptions written in 8 different languages, and one of the things they call for is the reduction of the world’s population to a manageable 500 million people. It is clear, therefore, that these un-named persons with apparently deep pockets, look forward to a lot of people leaving the planet. This seems like something out of the playbook of wild-eyed conspiracy theorists, but when we look at Africa and the “new” emerging viruses that are just about decimated that part of the globe like AIDS and Ebola, not to mention the numerous wars, the number of deaths is legion. At the current rate, Africa may one day be populated basically by non-Africans. It was projected recently by scientific observers that the Ebola outbreak is so out of control that it might take out at least 1.2 million people in six months before it is contained. This is frightening, and no doubt the conspiracy theorists who have been talking about a culling of the population are probably feeling vindicated, whether justified or not. But what is certain, African control by Africans may become a thing of the past if something is not done to offset the deleterious trend that is besetting that continent. A luta continua. 4

LETTERS TO THE EDITOR Denver Police Department Job Well Done Dear Editor: Thursday afternoon on August 14, at the very moment I was heading downtown to participate in a national vigil commemorating the life of Michael Brown, the young unarmed Black man shot to death by a police officer in Ferguson Missouri, I received a call regarding a simultaneous gathering in northeast Denver involving the police. A foot-chase through the Holly Square community designated Safe Zone had just occurred between an officer and a young Black man fleeing with a gun. As a lifelong resident of the Holly neighborhood, an active participant of summer safety efforts and the person at the center of the heated debate concerning concrete barricades being placed at 33rd and Hudson as a crime prevention method, without second thought, I drove straight for Holly Square and the barricades. Holly Square was full of patrol cars, an ambulance and a growing crowd of spectators. A gun was lying on the ground across from the barricades and a few feet away from where a few days earlier I held a press conference along with other community leaders as we prepared to remove the barricades and implement more desirable Crime Prevention Through Environmental
Design (CPTED) measures. I stood in the rain staring at the gun with a feeling of relief and thought, “Today, those controversial barricades along with other measures including heightened community and police collaboration saved a life.” No shots were fired at or by the police on that rainy afternoon and what could have ended in the injury or death of a fleeing young Black man, a public servant or an innocent bystander, ended in the young man’s arrest as well as a weapon, most likely illegally obtained, being taken off the street. “The way that boy was running with that gun, if the police would have shot him, they would have been totally justified,” an older eyewitness told me. “That boy is lucky to be alive.” The CPTED barricades have proved effective. In the past gunmen simply sped through the intersection of 33rd and Hudson and began shooting. This time the potential shooter had to walk into Holly Square, run from waiting police, and was captured all without gunfire. Leaving Holly Square and speaking at the national vigil, I expressed how imperative it is to hold law enforcement accountable when they overstep their authority and engage in police misconduct. At the same time I commended the Denver Police officers who moments earlier deescalated a situation that resulted in arrest and not death. Thursday was a day of police contrasts and mixed feelings. In

Missouri an unarmed young Black man was killed and in Denver an armed young Black man was not. Therefore, I participated in the moment of silence for victims of police brutality; while also offering a moment of applause for officers that rarely get recognized for the many things they do well. In Denver a young Black man will have his day in court and a community all to familiar with violent tragic endings will have no funeral. To (Continued on page 7)

Thoughts about Retirement Planning Beyond the Rhetoric By Harry C. Alford NNPA Columnist Planning your retirement requires strong discipline, flexibility and constant awareness. Most of us, African Americans, do little thinking about it. Those that do have retirement accounts get it through their employers not on their own. As Malcolm X once said, “The eagle flies on Friday and by Saturday noon it is one dead bird.” We are mass consumers with our money. We spend what we have as soon as we get it. Not all of us but the vast majority appear to live like that. For those of you who do plan for the future and value retiring let me share my thoughts on that. Arrive at a total dollar figure to retire on. This should be reviewed occasionally, as the economic environment tends to go up and down. As an example, my wife and I had a portfolio of approximately $450,000.00 in 1982. The economy was in a terrible state of inflation, which turned the buying power of that figure to about $280,000.00 –
Harry C. Alford without spending a cent. The inflation rate ate much of it up while it just sat in the bank. Things like that are bound to happen from time to time. Stay alert and make changes. If we would have converted it to gold, we would have been protected or even improved our portfolio. When you set that total dollar figure, divide it by the number of years left before your planned retirement. Let’s say that figure is
$1 million and you have 20 years before retirement. You would need to save $50,000 per year. If you have 40 years before retirement, that would be $25,000 per year. Any interest you make may be offset by occasional inflation. The later you start saving the more you will have to save each year to hit your mark. Smart people diversify their savings. As in the above, keeping it in cash can be dangerous. Mix up your portfolio with metals, certificates of deposit, blue chip stock, land that can be quickly sold when the time for retirement comes. Some of these items may drop in value and some will increase. Hopefully, the increased part will supersede the decreased part. Stay on top of this at least weekly. The richest person in the world, Carlos Slim of Mexico, counts his value on a daily basis. Every morning he gets on his computer and sees what is happening. He will make quick changes if necessary but will hold if it appears to be a temporary dip. Many rely on a brokerage firm or a financial planner to invest their money. You should be very careful about this. No broker or planner is perfect. Also, the mar-
ket can be volatile and do things the broker or planner is not expecting. Remember the recession of 2008. Many people lost most of their savings. There was an over dependence on home values. Home values that were propped up by shaky mortgage companies, bank and malfeasance of federal offices designed to protect the public from such a thing. I am talking about Freddie Mac and Fannie Mae. Many people were destroyed or seriously damaged because of that. They had mortgages that remained while home values fell below the mortgage amount. Thus, if they sold the home they would cash out at a negative rate. Many homeowners are still “under water” and their retirement plans will have to change. Meanwhile metals are skyrocketing in value. The stock market continues to be iffy. Watch out for “Ponzi Schemes” or “Pyramid.” Some of the wealthiest persons in the world were damaged by Bernie Madoff, who bilked them of millions of dollars. Recently, a person I know has been indicted for taking $2.5 million dollars from senior citizens and spending all on himself via a Ponzi scheme. Twenty-three fam-
ilies showed up at his indictment hearing – they had been ruined. Many of you depend on the company you work for to manage and help invest in your corporate retirement plan. I know too many families who relied on their General Motors’ plan, Delco plan, etc. The executives of General Motors lost their plans when the company went under and had to be bailed out by the federal government. A close friend of my wife lost her plan when Delco went under. Sadly, her father had the same thing happen to him when the company he worked for all his life went out of business and the owners fled to Brazil. The key is to be wise and attentive to your wealth. Do not totally rely on anyone or any firm to do the wise and right thing. It is a volatile world out here so be on the offensive at all times. Stay disciplined with your savings and recognize the difference between an appreciating asset and a depreciating asset. NFL Still Dropping the Ball By George E. Curry NNPA Columnist NFL Commissioner Roger Goodell has finally emerged from his selfimposed witness protection program, held a press conference, and even attended a football game Sunday. Now that Goodell has come out of hiding, it is not clear that the NFL is any closer to getting it right, as he keeps putting it, than it was when it dropped the ball in handling Ray Rice’s indefinite suspension from the league. Goodell’s long overdue news conference proved only that he had his talking points down and would repeat them at every opportunity. • “I’m not satisfied with the way we’ve handled it from the get-go. As I told you, and this statement indicates, I made a mistake…” • “We acknowledge the mistake, my mistake. And we said we’re going to do better moving forward …” • “I let myself down. I let everybody else down. And for that I’m sorry as I mentioned earlier. That’s what we’re going to correct and that’s what we’re going to fix…” Despite a well-scripted news conference, the NFL has not been able to contain some extremely damaging disclosures. ESPN “Outside the Lines” has produced an explosive exposé that undercuts Goodwww.chicagocrusader.com
ell’s credibility, the very thing he has desperately been trying to restore. Publicly, Goodell has contended that no one in the NFL’s Park Avenue headquarters in New York has seen the devastating video of Ray Rice knocking his then-fiancée out with a powerful left hook, leaving her unconscious. Even if true, that does not mean Baltimore and NFL officials did not know what was on the video tape. Here’s what ESPN had to say: “Ultimately, on April 1, the Revel, under subpoena, provided [Attorney Michael] Diamondstein with a copy, and he received the same copy from prosecutors on April 5. By phone, Diamondstein told [team president Dick] Cass that the video was ‘f—ing horrible’ and that it was clear ‘Ray knocked her the f— out.’ The lawyer advised Cass that the video, if released, would amount to a public relations disaster for the Ravens and for his client. “Cass listened carefully but never asked Diamondstein to provide the Ravens with a copy of the video — nor, for that matter, did anyone from the NFL ask Diamondstein for a copy, several sources say.” Cass and owner Steve Bisciotti claimed they never knew the extent of Rice’s violence. ESPN reported, “Bisciotti and Cass contend that, after the elevator doors closed that morning, they did

Curry not have a full picture of what happened until September. ‘It was our understanding based on Ray’s account that in the course of a physical altercation between the two of them he slapped Janay with an open hand, and that she hit her head against the elevator rail or wall as she fell to the ground,’ the Ravens said in a statement Friday afternoon. But sources both affiliated and unaffiliated with the team tell ‘Outside the Lines’ a different story: The Ravens’ head of security,
Sanders, heard a detailed description of the inside-elevator scene within hours and shared it with Ravens officials in Baltimore.” Quoting multiple unnamed sources close to Rice, ESPN said the star running back had provided full details of the incident – including knocking his future wife unconscious – to both Goodell and team officials. In fact, ESPN said, “With his wife sitting by his side in a conference room, Rice told Goodell that he hit her and knocked her out, according to four sources.” At the urging of the Ravens, Goodell suspended Rice for only two games. Later, under mounting pressure from women’s groups, the Ravens kicked Rice off the team and Goodell suspended him indefinitely from the NFL. “Bisciotti and the team released a letter to Ravens season-ticket holders contending that the team had not seen the video until the morning of Sept. 8, when TMZ released it to the public, and that they found it ‘violent and horrifying’ and had voted unanimously to release Rice,” ESPN reported. “…Minutes later, Rice’s phone buzzed. He could scarcely believe what he was looking at– back-toback text messages from Bisciotti. Rice read them aloud so everyone in the room could hear them:

Dr. Conrad Worrill Until recently, there had been a scholarly debate among European intellectuals, as well as some Blacks, on what they referred to as the peopling of ancient Egypt. What this question really posed was, “Who were the ancient Egyptians?” Were they Black,
white, mulatto, etc.? This issue has been at the core of European history, or better yet, European historiography (the science of how history is written) for more than two hundred years. This framework of European hegemony over the history of the world has had a devastating impact on African people and the African mind. It is in this context that we understand the intellectual devastation of the European conceptualization of the world order. We should understand this in relation to our movement for an African centered education aimed at helping our people come out from beneath this European intellectual assault. Let me use renowned African deep thinker, scholar, and ancestor, Dr. Jacob H. Carruthers’ paper he wrote entitled, “Race of Ancient Egyptians” in helping clarify this subject. This paper gives us the insights we need to understand in this regard. Dr. Carruthers observes, “The doctrine of white supremacy was launched by philosophers like David Hume who asserted in 1749 ‘I am apt to suspect the Negroes to be naturally inferior to the whites.’ This position was expressed in a different context by Montesquieu about the same time.” We are guided by Dr. Carruthers when he explains, “In the Spirit of the
Laws, Montesquieu asserted, ‘it is impossible for us to suppose these creatures to be men, because allowing them to be men, a suspicion would follow that we ourselves are not Christians.’ Montesquieu was justifying the enslavement of Africans that was one of the major reasons for inventing the doctrine of white supremacy.” Upon further examination, Dr. Carruthers reveals “Obviously the emerging doctrine could not gain credibility among those who were familiar with the traditional wisdom among Europeans that the ancient Africans of Egypt had achieved a very high level of civilization and had transmitted to the ancient Greeks many of the major ideas considered a part of Greek civilization.” Dr. Carruthers explains, “Several decades after the founding of the concept of white supremacy Georg Wilhelm Friedrich Hegel supplied the solution of this latter difficulty when at the beginning of the 19th century, he asserted that Africa was ‘not a historical part of the world’.” Finally, Dr. Carruthers quotes Hegel to demonstrate the ultimate in European intellectual arrogance, Hegel states, “Historical movement in it — that is its northern part — belongs to the Asiatic or European world… Egypt will be considered in reference to its western phase, but it
does not belong to the African spirit.” Through this conceptualization Dr. Carruthers reveals, “Thus Hegel took Egypt out of Africa and Africans out of Egypt. He also removed Africans from history.” As an outgrowth of this kind of thinking by European scholars, the field of Egyptology began to emerge. Egyptology as a field of study is the creation of the European mentality that seeks to gather evidence (artifacts and antiquities) that supports the idea of the European origin of civilization. Egyptologists have literally attempted to remove Egypt from the geographical confines of Africa and reposited it within the geographical domain of Asia. The removal of Egypt from Africa serves a twofold purpose. First, it leads to the obvious idea that Egypt is not a part of Africa; therefore, its population could not have been Black. Secondly, it serves the purpose of implying that civilization did not begin with the Black race. Fortunately, we have always had Black scholars among us, who did not get trapped in the European conception of the world. It started with men like Hosea Easton, Henry Highland Garnett, and Martin R. Delany who “took the biblical myth of Ham and used it to establish
Blacks as the authors of the great Nile Valley civilizations.” Also, “They… used ancient European works such as Herodotus, Diodorus and whatever modern works they could find. This tradition has been an honorable endeavor and has taught us much.” The old scrappers, according to Dr. Carruthers, “are still among us slugging it out as per our beloved Professor John G. Jackson.” Through the work of Senegalese scholar Dr. Cheikh Anta Diop, Dr. Théophile Obenga, Dr. Yosef ben Jochannan, and Chancellor Will iams the origin of the ancient Egyptians should never ever be a question for African people. This question has been resolved. We should be clear that the ancient Egyptians (or more properly called, Kemetic people) were Black. Diop points out that Herodotus “after relating his eyewitness account informing us that the Egyptians were Black, demonstrated, with rare honesty (for a Greek), that Greece borrowed from Egypt all elements of her civilization even the cult of gods, and that Egypt was the cradle of civilization.” Our scholars, thinkers, and researchers should never again raise the questions of who the Egyptians were. Clearly, they were Black people. This question has been resolved!
THE HIGH COSTS OF THE BOOMERANG By Julianne Malveaux The 2013 poverty data came out in mid-September. It showed the first decrease in poverty since 2007 from 12.7 to 12.4 according to one piece of data. Black poverty went up slightly, from 25.6 to 25.7. Hispanic poverty dropped from 24.6 to 22.3, the largest decrease for any group. One of the most interesting findings is that so many recent college graduates live with their parents. Described as “boomerang” graduates, a third of them occupy a basement, a spare room, or perhaps their old room, or a floor or couch. Blessedly, they have parents to live with. And, if they are 26 or younger, they have health insurance, thanks to the Affordable Care Act. On the other hand, these boomerang graduates will postpone many adult decisions that affect economic markets. They won’t rent apartments or buy furniture or homes. If they don’t have credit cards from college (and they shouldn’t), they are unlikely to get them as residents of their parents’ homes. They will delay marriage and other decisions, which also has an im6
pact on consumer spending. They are missing out on the low interest that would make the purchase of a car or a home much cheaper. Their inability to fully participate in the economy hurts them, and it hurts the economy too. African American graduates – the young people experience less of a boom because they have much less to boom back to. Their parents and grandparents will make room for them, but instead of staying in a basement room, they are staying with them on the floor. Not only is there pressure to find a job, but also their failure to do so affects younger siblings and neighbors. “Why should I go to college,” they rationalize. “Big brother went and can’t find a job. Or, big brother is working at a fast food restaurant. I could do that without a degree.” Given the high Black unemployment rate and the weaker networks that African Americans have, few relatives can refer them to jobs – they are still looking for jobs of their own. Boomeranging hits African American young people harder and the consequences are greater. Already the

Dr. Julianne Malveaux recipients of lower wages, they also find that it takes longer to locate employment than their white counterparts. When young people are out of work, economists refer to the impact as “scarring.” This means that boomerangers will have lower wages for the rest of their lives, unless they go to graduate or professional school, a costly proposition. And those who stay out of the labor market for a year or two are less preferred than gradu-
ates who find jobs right after college. The Great Recession had a permanent impact on the graduating classes from 2007 through 2011 or 2012. The inabilities of recent college graduates are structural, and they are also racial. Efforts to close the unemployment age gap could generate post-graduation outcomes that are similar for young African Americans as they are for whites. But Black unemployment has been twice that of whites as long as these data has been counted. The unemployment rate gap is seen as so normal that nothing has been done to reduce it. President Obama has, by executive order, indicated that veterans should have hiring priority for federal jobs. Such ruling has caused resentment among federal workers, with the allegation that veterans are not qualified for the jobs they hold. Qualifications notwithstanding, human resource specialists at federal departments are required to offer veterans a hiring privilege. Doesn’t this sound like affirmative action to you? Yet affirmative action has been all but forgotten. Veteran preferences are the “new” hiring preference.

The rationale for these preferences is that those who served our country should not be homeless. Yet the overwhelming majority of veterans have homes and, indeed, lower unemployment rates than the general population. While no one begrudges veterans special opportunities, there are other groups that deserve preferences, too. When a college graduate is flipping burgers or assembling sandwiches, we are squandering knowledge and ensuring that graduates without jobs have a permanent disadvantage in the labor market. When African American graduates are sidelined, their very absence from the labor market sends a disturbing signal to others who would apply to college but for their perception that college completion offers them no advantages over the friend or colleague who did not go. Again, we are squandering knowledge, and we are also contributing to the unemployment rate gap. Why not invest in our nation’s future by giving recent graduates hiring preference? And why not pay special attention to those groups that have much higher unemployment rates than others. www.chicagocrusader.com

We need another candidate Dear Editor: While Illinois is known for governor who make some pretty mistakes, Pat Quinn’s latest will not land him in prison; but it is as dumb as any of his predecessors. Quinn announced that he had spent a week living on $79. This was supposed to reinforce his position on the raising the state’s minimum wage. It was one of the dumbest things an elected official could do. Actually what Quinn did was insulting to low-income people throughout the state. Sure the governor had to change his diet for a week. What the governor did
not have to do is deal with the day-to-day stress low-income workers endure. Every night he got to go to a comfortable bed inside a home without mechanical or structural issues. Quinn can’t really believe that he has experienced what someone making less than $10 an hour goes through. His $79-a-week move was nothing more than a stunt, and a bad one at that. As long as he has been in Springfield Quinn should have a much better pulse on what resonates with state residents. I seriously doubt if his stunt garnered him one new vote in the Black community. While I do belittle the governor for this stupid move, I must say his opponent is even less worthy of being the state’s next governor. He wants to change the tax structure to cause working folks to ante up more, yet he moves his money to offshore accounts to avoid paying taxes. If Bruce Rauner was honest about his frugal ways, why would he tell us about a cheap Timex watch he wears, without telling everyone he bought it as a campaign prop? It might not seem like a big deal, but if he will lie about that, God knows what else he is telling us that is not on the-up-

and-up. He continues to pander to the Black community in hopes he can shift some Chicago voters from Quinn. If he was truly interested in the plight of Black folks he would have announced he is going to put a permanent business in each of the three campaign offices he opened in Black wards. Now he wants to do so much for the Black community as though our problems started yesterday. Where has he been all these years when Black folks were begging for investors to shore up commercial areas? With no political or governmental experience, it is very clear Rauner can not dig us out of the mess the state is in. His mindset to money issues is far different than the one required within government that necessitates cooperation, coordination and compliance with the legislature, advertisers and state laws respectively. He is too accustomed to doing everything on his own-a bad mix in the public sector. I guess the only viable option is to pray Quinn is out of stupid stunts, hold our nose and go with the incumbent. Auto Lending Regulation Expected to Curb Consumer Abuses By Charlene Crowell With new car prices meeting or surpassing many consumers’ incomes, the vast majority of people finance their car purchases. On an annual basis, according to the Center for Responsible Lending, over 79 percent of auto loans occur through third-party indirect lenders that partner with dealerships. Then following most purchases, many consumers wonder whether or not the deal they signed was a fair one. Specifically, Black consumers too often get a raw deal rather than a fair one. Oftentimes, Black borrowers and other consumers of color pay more for their auto loans than do similarly-situated white borrowers. On Thursday, September 18, the Consumer Financial Protection Bureau (CFPB) took its traveling field hearings to Indianapolis, the Hoosier heartland’s capital. At the forum Richard Cordray, CFPB Director, announced the Bureau’s proposed expansion of its supervision of auto finance to now include larger and non-bank entities. CFPB could then better ensure full and fair legal compliance among 38 auto finance companies that together

originate nearly 90 percent of all non-bank auto loans and leases. In early 2014 American consumers, according to CFPB, had more than 87 million auto loans valued at nearly $900 billion. “Non-bank auto finance companies extend hundreds of billions of dollars in credit to American consumers, yet they have never been supervised at the federal level,” said Cordray. “We took action after we uncovered auto lending discrimination at banks we supervise,” he added. For the Center for Responsible Lending (CRL), the field hearing was also a chance to underscore key research findings and again raise specific consumer concerns. Chris Kukla, CRL’s senior counsel for government affairs told the gathering, “The recent rise in auto lending, particularly in the subprime space, has attracted significant and ongoing attention in the media. Many of these [news] articles have focused on abuses that occur. Unfortunately, most of these abuses are not new – they have existed for some time.” CFPB, the cornerstone of the Dodd-Frank Financial Reform Act, is empowered to monitor and enforce consumer laws. In auto

Further, just as HUD oversees the Fair Housing Act, communities of color are legally protected from discriminatory practices through the Equal Credit Opportunity Act (ECOA). ECOA makes it illegal for a creditor to discriminate in any aspect of a credit transactions including race, color, religion, national origin, gender, marital status or age.
Even with these laws and other designed to eliminate discriminatory practices, racial discrimination still occurs. Research from as early as 2006 found that discriminatory auto lending pricing was evident. A series of class-action lawsuits challenged how Blacks and Latinos disproportionately received interest rate markups more frequently and to a greater degree than their similarly-situated white counterparts. In fact, Black and Latinos received higher rates even though they were reportedly more likely than whites to negotiate their loan. Earlier this year, CRL research analyzed dealer interest rate markups, sometimes called “dealer reserves” or “dealer participation,” the practice of car dealers adding extra interest to the car loan a finance company approves. For example, a bank may approve a consumer for a loan with a 5 percent interest rate; but the dealer offers the consumer a loan at 7 percent and pockets the difference. Lenders bidding to buy the auto loan contract allow the dealers to increase the interest rate for extra dealer compensation. This widespread practice raises interest rates above those charged by financial

institutions. And it disproportionately harms communities of color. For consumers, these mark-ups can range as high as 5 percent in additional interest costs. Misleading sales information and unnecessary add-on products each contributed to higher financing costs, again particularly for consumers of color. Worst of all, consumers at the heart of these financial transactions are often unaware of the relationship or allowances between thirdparty lenders and dealers. Kukla’s comments also noted that in auto lending, very few or weak consumer protections exist at either the federal or state levels. “The current market requires safeguards to ensure that the market is robust and sustainable,” said Kukla. “Abusive lending practices have no place in our credit markets.” To learn more about CRL’s auto lending findings, visit the web at www.responsiblelending.org. Afterschool Mentoring Program Achieves First-Ever 100% Graduation Rate Exelon/ComEd/United Way Stay in School Initiative shares results as program enters ninth year For the first time, public high school seniors who actively participated in an innovative afterschool program created by Exelon, ComEd and United Way of Metropolitan Chicago achieved a graduation rate of 100 percent, exceeding the 69 percent average for seniors in Chicago Public Schools. This is the seventh consecutive year that participating seniorsâ&#x20AC;&#x2122; graduation rate exceeded 90 percent. Students in the Exelon/ComEd/United Way Stay in School Initiative had a grade promotion rate of

Urban Renaissance event entertains The Pullman Community Chicago’s Pullman community was treated to an exciting musical journey when the A. Philip Randolph Pullman Porter Museum (APRPPM) held its first Urban Renaissance Event Series, produced by its youth and young adult program division Museum 44. The multigenerational showcase was patterned after the creative revolution experienced during the height of Harlem and Chicago’s jazz era. George Daniels and Courtney Winfrey served as emcees. Mr. Daniels is a Chicago music historian and owner of Georges Music Room, the largest independent music store in the Midwest. Miss Winfrey, a selfproclaimed Renaissance woman, is the creator of The CW Project, a blog that speaks to millennials. The Urban Renaissance Event Series was the first of several programs sponsored by Museum 44. Performances took place on the museums newly built Arts and Performance Bandstand that sits on the exterior grounds of the museum adjacent to the main building. “We developed our urban series as a way to motivate today’s youth to express themselves in a positive away. We want to shift their focus from violence and hopelessness to a brighter future, and we think that can happen by providing them a creative outlet in a safe environment,” said David Peterson, Jr. President and Executive Director of the museum. In order to introduce a younger audience to the historical significance of the sleeping car porters who formed the first Black labor union, Peterson launched the youth and young adult division under the name Museum 44: Where Hip Hop Meets History. Named in honor of 44th president Barack Obama, Museum 44 will develop programs that pull from African American history and relate it to issues faced by today’s youth and young adults. Attendees were treated to six hours of all types of performances from African drumming, old school Jazz, Hip Hop and R&B. The Hope Quartet served as the house band and, in addition to playing jazz standards from the renaissance era, they shared music history lessons with the appreciative guests. Local Chicago talent shared their gifts including Raven (R&B), KM Tha Original (R&B/Hip Hop), Leoski D (Rapper) and Prophet Jewel (Rapper). Local vendors offered one-of-a-kind artwork and other gift items for sale. For Cosby, personally, it was a golden time: his comedy career was soaring, he was starring in a TV crime-drama, and he’d become a father. Offstage, however, the nation
was working its way through the Civil Rights Movement and for Cosby, that created a stronger urge to help his “people.” As much as possible, he insisted on hiring more African Americans backstage, and assisted many in their show-business careers. He was also fierce about education (he had once wanted to be a teacher), and created children’s programming with that in mind. In 1984, having heard that Bill Cosby was open to the possibility of a sitcom, Marcy Carsey and Tom Werner asked for a meeting. They had something in mind for a different kind of comedy. Cosby had some ideas of his own… Reading “Cosby: His Life and Times” is kind of like visiting your childhood on paper. Who among us hasn’t felt like we’ve always known Fat Albert and the Huxtable family? Who didn’t want to run away and live with Cliff and Claire? Not many, I’d guess, and that’s why readers will be surprised at what author Mark Whitaker uncovered. Not only are we treated to the good in Cosby’s life, but Whitaker includes the warts, both onstage and off, as well as the what-ifs within Cosby’s career – and I just couldn’t get enough of it. A Moment to Super Size Your Thinking By Effie Rolfe There’s nothing new under the sun—maybe you’ve said this before, heard this before or perhaps even wrote this before. If your answer is yes, you’re probably right. The wisest man in the bible, King Solomon said, “What has been will be again, what has been done will be done again; there is nothing new under the sun” (Ecclesiastes 1:9). Thus, because it hasn’t been heard does not mean it’s not been said and just because you haven’t done it, doesn’t mean it hasn’t been done or won’t be done again. Since, repetition is the mother of learning and in order to undo a lie you must hear the truth 13 times. In radio advertising— studies show that a commercial

has to be repeated a minimum of 12 times before the message begins to even remotely register with the listener. Not only will you hear the message again, but you need to hear the message repeatedly, as well as learn from whatever you read, hear or see. A few years ago, I had a conversation with Donald Lawrence regarding a song he wrote and produced for Karen Clark Sheard entitled, “We Acknowledge You.” The first few notes of that song sounded like the “Best of My Love” by the Emotions. Lastly, my mom used to always say, “there enough to make 2 or 3 worlds of stuff that you don’t know.” How true is that? I often think of those words of wisdom.

A Record 65 Area Churches Forging Union to Fight Chronic Illnesses All Chicagoans and Gary residents invited to seek FREE health tests Governor Pat Quinn, who has proclaimed Sept. 28 First Ladies Health Day in Illinois, and more than 65 pastors’ wives are urging everyone to learn the overall status of their health for free by attending Sunday’s city-wide health day, courtesy of Walgreens and more than 70 volunteer health partners. The First Ladies Health Day is named for the dedicated pastors’ wives who are committed to reversing the bleak health trend in African American communities and will offer free tests on-site at participating churches for chronic illnesses including high blood pressure, diabetes, breast cancer, Hepatitis C and HIV/AIDS. All tests will be performed by Walgreens pharmacists and health volunteers from the American Di-
abetes Association, Illinois Department of Public Health, Rush University Medical Center, University of Illinois Medical Center, the AIDS Foundation of Chicago and more. Pharmacists also will be equipped to administer flu immunizations, and each church will receive CPR kits from the American Heart Association. Blue Cross Blue Shield of Illinois will be available at several churches to counsel participants on insurance options. The purpose of a state constitution is to establish a structure for government and laws. There are three ways to initiate change to the Illinois Constitution: (1) a constitutional convention may propose changes to any part; (2) the General Assembly may propose changes to any part; or (3) a petition initiative may propose amendments limited to structural and procedural subjects contained in the Legislative Article. The people of Illinois must approve any changes to the Constitution before they become effective.
PROPOSED AMENDMENT TO SECTION 8.1 OF ARTICLE I OF THE ILLINOIS CONSTITUTION ARTICLE I – BILL OF RIGHTS SECTION 8.1. CRIME VICTIMS’ VICTIM’S RIGHTS.
(a) Crime victims, as defined by law, shall have the following rights as provided by law: (1) The right to be treated with fairness and respect for their dignity and privacy and to be free from harassment, intimidation, and abuse throughout the criminal justice process. (2) The right to notice and to a hearing before a court ruling on a request for access to any of the victim’s records, information, or communications which are privileged or confidential by law. (3) (2) The right to timely notification of all court proceedings. (4) (3) The right to communicate with the prosecution. (5) (4) The right to be heard at any post-arraignment court proceeding in which a right of the victim is at issue and any court proceeding involving a post-arraignment release decision, plea, or sentencing. make a statement to the court at sentencing. (6) (5) The right to be notified of information about the conviction, the sentence, the imprisonment, and the release of the accused. (11) (9) The right to have present at all court proceedings, subject to the rules of evidence, an advocate and or other support person of the victim’s choice. (12) (10) The right to restitution. (b) The victim has standing to assert the rights enumerated in subsection (a) in any court exercising jurisdiction over the case. The court shall promptly rule on a victim’s request. The victim does not have party status. The accused does not have standing to assert the rights of a victim. The court shall not appoint an attorney for the victim under this Section. Nothing in this Section shall be construed to alter the powers, duties, and responsibilities of the prosecuting attorney The General Assembly may provide by law for the enforcement of this Section.
(c) The General Assembly may provide for an assessment against convicted defendants to pay for crime victims’ rights.
(d) Nothing in this Section or any law enacted under this Section creates a cause of action in equity or at law for compensation, attorney’s fees, or damages against the State, a political subdivision of the State, an officer, employee, or agent of the State or of any political subdivision of the State, or an officer or employee of the court. or in any law enacted under
(e) Nothing in this Section or any law enacted under this Section shall be construed as creating (1) a basis for vacating a conviction or (2) a ground for any relief requested by the defendant appellate relief in any criminal case.
EXPLANATION
The Constitution sets forth substantial rights for crime victims. The proposed amendment expands certain current rights: 1) Victims are currently entitled to fairness and respect throughout the criminal justice process. The amendment would also provide that they shall be protected from harassment, intimidation and abuse. 2) Victims currently can make a statement to the court when a criminal defendant is sentenced to punishment. The amendment would allow a victim to be heard at any proceeding that involves the victim’s rights, and any proceeding involving a plea agreement, release of the defendant or convicted individual, or sentencing. 3) Victims may obtain information about conviction, sentencing, imprisonment or release. The amendment would require prosecutors and the court to notify victims of those events before they happen.
The amendment would also grant additional rights to crime victims: 1) A victim would have a right to formal notice and a hearing before the court rules on any request for access to the victim’s information which is privileged or confidential information. 2) A victim would have the right to have the judge consider the victim’s safety and the safety of his or her family before deciding whether to release a criminal defendant, setting the amount of bail to be paid before release, or setting conditions of release after arrest or conviction. 3) The victim would have the right to assert his or her rights in any court with jurisdiction over the criminal case, but would not have the same rights as the prosecutor or the criminal defendant and the court could not appoint an attorney for the victim at taxpayer expense.
The proposed amendment would not alter the powers, duties or responsibilities of the prosecutor. Further, a criminal defendant would not be able to challenge his or her conviction on the basis of a failure to follow these provisions.

The proposed amendment would prohibit any law or procedure that intentionally discriminates or has an unequal effect upon the right of a person to register to vote or cast a ballot based on the voter’s race, color, ethnicity, status as a member of a language minority, national origin, religion, sex, sexual orientation, or income.
The proposed amendment does not change the requirements for voting. A voter must still be a citizen of the United States, a permanent resident of Illinois for more than 30 days, and be 18 years of age.

Become a Whole Foods Business Supplier in Englewood Programs Will Support Small Business Growth Across Englewood and Help Businesses to Become Whole Foods Suppliers Mayor Rahm Emanuel, Whole Foods Co-CEO Walter Robb, Alderman JoAnn Thompson and Greater Englewood Community Development Corporation Executive Director/President Glen Fulton recently announced a series of workshops to support small business growth in Greater Englewood and help those interested in becoming Whole Foods suppliers to access buyers and distribution.
