No psychiatrist at mental health centers By J. Coyden Palmer On Tuesday, outraged mental health advocates and patients said the public needs to demand action in what they call a medical emergency after they say four of the city’s mental health clinics do not have psychiatrists. During a hastily called press conference outside the Greater Grand Mental Health Clinic, 4314 S. Cottage Grove, where the last psychiatrist retired in June, reporters were told how hundreds of patients each day are not being treated because of the city’s inaction. “Commissioner Choucair’s failure to replace retiring psychiatrists seems to suggest a larger effort by Choucair to sabotage the remaining six mental health clinics,” says N’Dana Carter of the Mental Health Movement. Carter and others say the situation has become “dangerous,” and they are pleading with the public to put pressure on Mayor Rahm Emanuel to provide emergency resources to the city’s mental health care center. In 2012, Mayor Emanuel closed half of the city’s mental health centers, but promised citizens and City Council members that the quality of service would not be

A Korean-owned beauty supply store is set to open in a Black, middle-class community by year-end, and South Side residents said they are outraged. “The last thing Chatham needs is another beauty supply store,” said Roosevelt Vonil, president of the Greater Chatham Alliance. “We have enough beauty supply places in our community.” Sistar Beauty has signed a long-term lease to occupy the 41,268-square-foot former Best Buy store, 8900 S. Lafayette Ave., which has been vacant since 2012, according to Alderman Howard Brookins (21st), whose ward includes the site. “This deal took place without my input and without my support. It was a complete surprise to me when I found out,” Brookins said. “I am not opposed to beauty supply stores, but I think there are an abundance

of them already in that immediate area.” Ideally, Brookins said he would have preferred a sit-down restaurant at that location. “The land is already zoned for this type of business, so there’s nothing I can do to stop it,” added Brookins. “There are six beauty supply stores located within a mile from this new store.” Kevin Woo, manager of Sistar, said in addition to beauty supplies, clothes and other items would also be sold. “This will be our fifth store, and I realize there are a lot of beauty supply stores around here, but I think there’s always room for one more.” Woo added that most Sistar stores are large in size, including its 30,000 squarefoot store in south suburban Markham. Pregnant employees protest against Walmart citing unfair treatment By Wendell Hutson About 30 people mainly pregnant women recently protested outside a South Side Walmart store demanding that the Bentonville, Ark.-based retail giant upgrade its policy for dealing with pregnant employees. Benet Holmes, 25, works at the Chatham store, 8331 S. Stewart Ave., and said in February she suffered a miscarriage while at work. “The day before I miscarried I was at work lifting two big boxes of bleach. My back and stomach was hurting after that,” said Holmes. “The next day when I went to work my back and stomach was still hurting. Later on when I took a bathroom break that is when I had my miscarriage.” Holmes, who still works at Walmart, added that she was four months pregnant when she miscarried and it would have been her second child. “Walmart needs to do more to accommodate pregnant women, like give them more bath-

room breaks and time off to see their doctor,” said Holmes, who lives in south suburban Riverdale. But Walmart officials said its policies are conducive to pregnant employees, which allows for time off for doctor’s appointments, bathroom breaks and reassignment to “light duty” positions when requested. Thelma Moore, who was terminated in May from Walmart, disagreed. “Walmart needs to do a better job with how it treats pregnant employees because their treatment of them is not fair,” said the 23-yearold Chatham mother. “I am a living example of that.” On April 19, Moore said she was off work and was shopping at the Chatham store where she worked. While there she said a customer knocked over some TV boxes on her and she was injured and was taken away by ambulance to St. Bernard Hospital and Healthcare Center. As a result, Moore requested time off and said she provided a doctor’s

Coyden Palmer In the 1998 movie “Bulworth,” a Republican political candidate, played by Warren Beatty, walks into a Black church and tells the congregants it is obvious the Democratic Party has taken the community for granted and until they change that they will continue to be disrespected by the political system. On Tuesday, U.S. Senate candidate Jim Oberweis took a huge step in that direction when he opened a campaign office at 6607 S. King Drive, a block away from the Crusader offices in the heart of the Black community. The opening however, came with controversy as Black ministers who are supporting Oberweis were accused of taking money under the table as a condition for their support. Ministers Corey Brooks and Rev. Ira Acree vehemently opposed that notion and were angered by the question that has been brought up by many in the Black community. “We have not taken any money and we think it is disrespectful to accuse us of such. We have a strong voice 2

and some influence in the community but we have not sold anyone out,” said Acree. Oberweis said both parties have ignored the Black community; the Democrats via taking the vote for granted and Republicans by thinking they do not have a chance of getting the vote so they do not try. He believes that period is over and he vowed to fight for every available vote. He said Republicans have to listen to the problems of the community and offer their suggestions. He believes Black voters can make up their own minds about which candidate they want to vote for, based on the platforms presented to them after recently visiting East Chatham. “I’ve made an amazing discovery,” Oberweis began. “The people on the corner of 79th and Cottage Grove are friendlier than the people in the suburbs. People came up to me and said, ‘I’ve never seen a white Republican here before, but thank you for coming, I appreciate it and I’m going to vote for you.’” Oberweis believes we are on the cusp of seeing something historical

Fioretti speaks to Black community By J. Coyden Palmer Meeting in his law practice office just across from the federal court building in downtown Chicago last month, Ald. Bob Fioretti granted the Crusader an exclusive one-onone interview in which he discussed issues specifically related to the Black community. The 2nd Ward alderman is running against Mayor Emanuel in the upcoming elections and believes the Black community has not been treated fairly by Emanuel. Fioretti said if he is elected, he will return the city to the residents and bring the city back together as one. “I love this city and I believe we can no longer afford a leadership that divides us, ignores the needs and struggles of the majority of our citizens,” Fioretti said. “I hear it from Chicagoans every day…people want a mayor who represents us, a mayor who listens to us and fights for us. I’ve done that in the city council.” Fioretti said the controversial school closures the last few years were indica-

tive of Emanuel’s divisive policies. He said when that decision was made, Emanuel turned his back on most of the city’s communities that are African American and Latino. Fioretti said spouses, parents and children of school teachers were insulted by the Mayor’s action as were school children. “I fought for a number of schools in and around my wards and we had several of the hearing officers who agreed with us that they should not have been closed, but the mayor closed them anyway. I think that is a perfect example of how divisive the mayor has been towards voters,” Fioretti said. He added that while the city is facing a fiscal crisis, there is a way to still fund schools and provide quality education. He said it needs to start with an elected school board that represents the diverse interest of the city’s residents. Fioretti also said he would put a moratorium on charter schools until they get the fiscal end of the city and CPS budgets together. He is calling for audits and long-term financial

I don’t plan to support it,” said Eli Washington, chairman of the Council. “What we [Black folks] needed, instead, was a restaurant, pet store or meat house.” Since 2002, Beauty One has been located inside the Chatham Ridge Mall—the same mall where the former Best Buy store is located—and its manager and Chatham resident, Conare Windfield, is worried about his 12 employees. “Most of my employees are from www.chicagocrusader.com

I have employees who live in Chatham, Roseland and Auburn Gresham, and they have families to feed,” he said. “My greatest fear is that this new beauty supply business will cut into our ‘bottom line,’ and if that happens, I will have to scale back, which could include cutting hours or layoffs.” The 8,000 square-foot Beauty One store is located about 50 feet from the new store. “This new store will suck up all the other [beauty supply] businesses in the area,” added Windfield. “Another big box retailer or a youth center would have been better for the community.”

He is currently counseling four people a week who are also battling cancer. He said doing so gives him personal fulfillment. But he also believes the city, especially the South Side, needs a Level One trauma center, an issue that many politicians have run away from. “Once you are getting hit with something, you don’t know what the outcome will be so you want the best chance possible to live,” he said. “In many cases that trauma center can mean the difference between life and death. We also have to see our doctor and not be afraid of them and attack medical problems in the Black community holistically.” Fioretti said the Black church still plays a vital role in politics in terms of outreach to members, but he also realizes the Black community is very diverse and many people do not follow the lead of the church. He said part of reaching out to the entire community is by being in the community. “Nobody has an answer to every problem. We need to listen to everyone in our community to fix the problems in the community, which are crime, jobs, healthcare and education,” he said. Fioretti concluded the interview by explaining his controversial plan to tax suburbanites that work in Chicago. He said he understands thousands of Black people live in Dolton, Maywood, Calumet City, Riverdale, Richton Park, Matteson, Oak Park and many other suburbs who commute to the city for work. He said the tax he is proposing would not be overbearing but would help offset the costs to provide services. “Over 600,000 people work in the city every day and go back out to their homes. They generate $30 billion in income and then go spend it in their communities. But when they come here they want safe streets, clean streets, fire protection, snow removal and other services the city provides. So because of those factors, we need a small increase in revenue to face the burden that we have here in providing those services,” Fioretti explained. “I would propose a commuter tax. It would be a one percent tax on income, but I do not want it to be a drag on the economy. Or people can avoid the tax and move into the city,” he said with a laugh. Fioretti said working with suburban mayors is also a key to success. He said a more regional approach is needed from the mayor’s office to deal with many of the issues that are interconnected. “The mayor of this city has to have a close working relationship with all of the other municipalities. We have to do things on a regional basis… from police and fire, 311 systems, and environmental concerns and so on. The city has to take the lead because we impact whatever happens in our region.”

EDITORIAL THE ISM SCHISM The world is divided into little segments, each with its own values, goals, desires and outlooks. When a person identifies with one of these segments, the others seem to become unimportant. This division of people along ideological lines, or silos, can be called an “ism schism.” For example, Black people subject to seemingly ubiquitous white supremacy both here and abroad will call this subjugation “racism.” Women, on the other hand, who feel suppression from a male dominated society, will talk about “sexism.” There are a number of these isms, and the irony of this is that the “isms” which tend to call attention to the separation and consequent marginalization of the subjected groups ends up actually ensuring the existence of this marginalization. In other words, it becomes a vicious cycle. Black people are well known to blame racism for the conditions that beset the community. Very few sensible people will disagree with this notion. It is evident in the way that the Black/white relationship started, i.e., chattel slavery when Blacks were dragged from the shores of the African continent to be dispersed in a Diaspora that spans all of the world’s continents up to the present day. It has reared its ugly head in various and sundry forms, and has kept Blacks from meaningful participation in many fields, even though there are always those who have been able to break through whatever “ism” barrier that existed to forge success. The ism known as racism has had far-reaching ramifications and has skewed the minds of society to such an extent that whites often paint all evil in the world as black, and sadly a lot of Blacks paint the color of evil as Black also. Women, on the other hand, have been subjected to sexism, but unfortunately one ism is not usually inclusive enough to include other “isms.” When the notion of affirmative action is discussed, some Blacks will cry foul because women are included in the ranks of the disenfranchised, and consequently complain that women, especially white women, are the beneficiaries of the affirmative action largesse. It is often forgotten, or better yet, ignored, that Black women are also in this category, and they, too, start businesses, so there is no real need to feel that only one group has the right to be oppressed. To be sure, the monied oppressors of the world are equal opportunity oppressors; that is, they will oppress anyone if it ensures that they will turn a profit. Basically, what has happened is that the isms have been cleverly placed in opposition to each other so that those who consider themselves oppressed due to membership in an “ism” group are systematically pitted against one another. And very often, members of these groups would tend to benefit more from unity, from rejecting the “ism” stance than they would from the separation into groups that are left squabbling for crumbs at the bottom. There are enough resources in the world to go around without psychological rationing, which is what the ism schism encourages. Blacks are denied parity, but so are women and other minorities. Instead of recognizing this idea, however, infighting and name-calling results when other groups step up to the plate to claim their portion of the pie. An example of an ism that is particularly harmful in the Black community is “classism.” Just as some whites look at Blacks with disdain (racism), and some men look at women with disdain (sexism), some Blacks look at other Blacks, the so-called lower economic classes, with a similar disdain (classism). This situation is divisive, and because Black people are viewed as a group, the class divide can only serve to weaken the whole community. We must wake up to the fact that we are all responsible for each other, and if one segment suffers we all will ultimately suffer as a result of the “ism schism.” After all, it is said that a chain is only as strong as its weakest link! LETTERS TO THE EDITOR Fifty Years of the Federal War on Poverty Yield Successes and Failures Dear Editor: No one can argue that this nation is a better place today due to the federal War on Poverty. This month will mark the 50th anniversary of two major federal anti-poverty efforts that were targeted to eradicate poverty in our society. This anniversary of landmark public policy must be tempered with the harsh reality that poverty has spread. In the cities of Buffalo, Rochester, Syracuse, Utica, Troy and Binghamton, over 50% of minorities live in poverty. Statewide, one in five children are destitute and suburban poverty is increasing and appearing where it did not exist. The major accomplishments of the Economic Opportunity Act are being dismantled today by a dangerous and growing trend of income and wage inequalities. The Economic Opportunity Act of 1964 created the Job Corps, Head Start, community health centers, the Youth Corps and the college loan program which allowed several generations of Americans to enter the middle class and improved the quality of life for millions of others. It was 50 years since the federal government created the Food Stamp Act on Aug. 31, now known as the

Supplemental Nutrition Assistance Program (SNAP), which created the first permanent national food-assistance program. Today, the Food Stamp program is caught up in political chess, a game that leaves millions of American families to survive on less than $70 dollars per week. In a nation where food kitchens now abound, where food pantries run near empty and where millions of our children rely on school meals for their main source of nutrition, it is clear that this decades-old War on Poverty must be renewed with diligence and conviction. Recently the U.S. Conference of Mayors released a report on the nation wage and income inequalities that are dismantling the middle class, slowly deteriorating our egalitarian principles and putting our society in a precarious position. The Conference has warned that the wage and income inequalities have become systemic and persistent while leaving middle income families in a free fall as higher income households become wealthier each day. At a recent meeting of the International Monetary Fund, it was revealed that the richest 100 people on earth have as much wealth as 3.5 billion fellow human beings. The U.S. Federal Reserve has projected that over the next 50 years, the passing away of the wealthiest Americans will leave behind over $54 trillion dollars of accumulated wealth. The magnitude of these figures might seem abstract and harder to put into

perspective; however, they symbolize a planet and societies where human suffering can be attributed to diabolical greed. Diabolical because it leads to misery, violence, premature death, war and famine and ultimately the undermining of efforts to expand what is left of our civil society. We must take Advantage of the new Energy Sector Growth Beyond the Rhetoric By Harry C. Alford NNPA Columnist Congress recently returned to Washington from its month-long August recess with a short – but vital – to-do list for the two week work period prior to adjournment and full-time focus on the midterm elections. Passing a continuing resolution to keep the government funded beyond the election is a must, and the consideration of heady questions related to military intervention in the Middle East will keep lawmakers’ hands full as well. But beyond these immediate agenda items, Congress must also retain and intensify its focus on keeping our economic recovery on track. After a decade of sluggish growth, maintaining a positive trajectory for the American economy is a full time job – and among the most important priorities facing policymakers at all levels of government. To help examine the questions inherent to this challenge, I offered testimony last week in the House Energy and Commerce Committee in a hearing focused minority workforce development. As head of the National Black Chamber of Commerce, I have long sought to encour-

Harry C. Alford age policies that foster greater employment opportunities for minorities. Last week’s hearing offered an opportunity to do just that. Representative Bobby Rush, long a champion of minority workforce development, has offered a bill that would meaningfully increase the opportunities available to minorities nationwide. His legislation, the 21st Century Energy Workforce Development Jobs Initiative Act of 2014, takes meaningful steps in pursuit of good paying jobs with ample opportunity for advancement. In addition to pursuing legislative action that helps to generate more opportunities, we should also focus

intently on capitalizing on those opportunities that already exist, and ensuring that those opportunities are able to exist on a foundation of stable policy. Perhaps nowhere is this more important than within the energy sector – specifically oil and gas, where the natural gas boom is on track to create nearly unheard of opportunity for employment and advancement amongst African Americans and Hispanics. In a report released recently by worldwide economics firm IHS Global Insight, analysts noted the oil and gas industry’s rapidly expanding workforce, taking particular note of the expansion underway in minority communities. According to the report, high turnover in the next ten years and the expansion of shale and natural gas will provide 166,000 new jobs for minorities by 2020. By 2030, that number could reach 285,000 jobs. It is not only the sheer number of new jobs available to minorities in the sector that is impressive, but the quality of these jobs, as well. Over half of these jobs will be high-paying skilled and semiskilled opportunities – a fantastic chance for young minorities to become college-educated petroleum engineers. While jobs in other sectors flee oversees, the oil and gas industry will lead the economic charge for the foreseeable

future here in the United States. And the sector’s investment in the United States demonstrates clearly that this trend is set to continue. In its recent “Investment Heroes” report, the Progressive Policy Institute found that the energy industry invested more capital in the United States than nearly any other sector of our economy, alongside the telecommunications industry. And that investment is creating jobs around the nation. Take Baytown, Texas, where the $6 billion expansion of an ExxonMobil chemical plant is slated to create more than 10,000 high-paying jobs in the years to come. Countless other opportunities for growth exist along the Gulf coast and nationwide – a trend that can fuel our economy for years to come. This optimistic news provides an incredible opportunity for minority citizens—an opportunity that the American public should support. The job security and opportunities for advancement in the oil and gas industry are unmatched in today’s economy and will only increase in the next few decades. In order to fully realize the opportunities at hand, though, lawmakers must recognize the impact that their policy actions have on investment in this sector. In order to invest with confidence, energy companies need certainty, a stable tax and regulatory envi-

ronment, and a level playing field. Too often, amid the heated rhetoric of the campaign season, lawmakers with an axe to grind use politicallydriven talking points to push for higher taxes on the oil industry. Singling out these companies – which already pay more income taxes than any other sector in our economy – for punitive, selective tax increases is the very definition of counterproductive policy. Rather than using the tax code to punish a sector that stands to play such a vital role in our economic future, we should instead pursue reforms that help American businesses of all stripes to compete on a level playing field, creating jobs and generating revenue that will help keep our recovery on course. We are fortunate to have at our disposal the tools that will make ongoing growth in the minority work force a reality. I look forward to working with Rep. Rush and his colleagues to help create a policy landscape upon which we can capitalize on the opportunities at hand. Eric Holder’s Legacy: No Coward on Race By George E. Curry NNPA Columnist After being confirmed as the nation’s first African American U.S. attorney general, Eric H. Holder, Jr. wasted little time putting everyone on notice that he would not tip-toe around the volatile subject of race. “Though this nation has proudly thought of itself as an ethnic melting pot, in things racial we have always been and continue to be, in too many ways, essentially a nation of cowards,” Holder declared in a speech at the Justice Department. There was the predictable uproar on the right and President Obama, while not repudiating his new appointee, told the New York Times, “I think it’s fair to say that if I had been advising my attorney general, we would have used different language.” And that’s precisely the point. Holder was courageous in directly taking on the issue of race while Obama, in the words of Georgetown University Professor Michael Eric Dyson, “runs from race like a Black man runs from a cop.” Holder’s deeds, not his words, are what made him such an exceptional attorney general. He fought for criminal-justice reform, saying the overrepresentation of Blacks in the criminal justice system “isn’t just unacceptable; it’s www.chicagocrusader.com

shameful.” He said, “Too many Americans go to too many prisons for far too long, and for no truly good law enforcement reason.” He favored a 2010 law that eliminated the sentencing disparities between crack and powder cocaine. And he led a successful effort to reduce prison sentences for low-level, non-violent drug offenders. Arguably his most lasting imprint was in the area of voting rights. When the Supreme Court struck down a key section of the 1965 Voting Rights Act, Holder said the ruling could not be used for the wholesale disenfranchisement of people of color. He sued Texas over its voter ID law and challenged North Carolina in court over its law to restrict early voting and same-day registration. Holder further revitalized a sector of the Democratic Party by supporting same-sex marriage and his refusal to defend the Defense of Marriage Act, which holds that marriage is strictly between a woman and a man. There were some disappointments as well. He supported the FBI’s right to track U.S. citizens without obtaining a warrant. He also approved of the National Security Agency’s authority to collect millions of phone records of Americans not accused of any crime In his zeal to plug national security leaks, the Justice Department obtained the phone records of journal-

Last year, Holder backtracked, promising that the Justice Department “will not prosecute any reporter doing his or her job.” Republicans highlighted the failure of Operation Fast and Furious, an Arizona-based Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) project to track weapons purchased by Mexican drug cartels. Not only did ATF fail to account for more than 1,000 firearms that had been purchased by straw buyers, two of the missing weapons were linked to the killing of Brian Terry, a U.S. Border Patrol agent. When Holder, citing executive privilege, refused to turn over certain

Fast and Furious records to Congress, the House held him in contempt, the first for a sitting cabinet member. Both conservatives and liberals criticized Holder for his failure to prosecute individuals connected to the Wall Street financial crisis in 2008. While some firms deemed “too big to fail” were subjected to record fines, no Wall Street executives were prosecuted. They were derisively labeled “too big to jail.” Most African Americans will remember the bold stances and actions Holder took following killing of Trayvon Martin by George Zimmerman in Florida and the Aug. 9 killing of 18-year-old Michael Brown, Jr. by Darren Wilson, a White police officer, in Ferguson, Mo. Brown was shot at least six times. Her criticized Florida’s Stand Your Ground law, telling NAACP delegates, “These laws try to fix something that was never broken.” Holder visited Ferguson, sharing his own personal experiences of being profiled by police. Following his visit to Ferguson, Holder ordered a federal civil rights investigation of the predominantly White police department. He said the investigation would determine whether Ferguson officers had “engaged in a pattern or practice of violations of the U.S. Constitution or federal law.” In a speech earlier this month at New York University, Holder said

that as a former U.S. attorney and the brother of a longtime police officer, he has nothing but respect for police officers. But he said he is also an African American man “who has been stopped and searched by police in situations where such action was not warranted.” Consequently, he said, “I also carry with me the mistrust that some citizens harbor for those who wear the badge.” Under Holder, the Justice Department has initiated twice as many police reviews for possible constitutional violations than any other attorney general. At least 34 other departments are under federal investigation for possible civil rights violations. Conservatives have pilloried Holder for being so aggressive on civil rights. But he has not backed down for one simple reason – he is no coward. George E. Dr. Conrad Worrill In order for the African Community in America to continue our fight for self-determination and dignity, it is important that

we remind ourselves of the nature of the American dynamic. Essentially, and at the foundation of the American-European dynamic, is the fact that it is made up of many nations who migrated to this country and continued to fight for and develop their national interests, inside this country. At the same time they maintained their economic, political, cultural, linguistic, and social relationships with their country of origin. We can witness this phenomenon on a daily basis by just taking a quick glance at the national/ethnic group practices and beliefs of the Jews, Poles, Irish, Italians, Germans, Swedes, Greeks, French, Slovakians, Czechs, etc., and how they have consolidated their political and economic power in America. They have all done this through their nationalistic unity on the fundamental life giving and life sustaining issues that affect their interests. In other words, they have maintained a strong sense of where they came from, who they are, and where they are going. This formula has been at the heart of their historical efforts to acquire power in America. We can observe this same trend among the

Chinese, Koreans, Filipinos, Vietnamese, Lebanese, Jordanians, and Palestinians who are the new national/ethnic groups of America. In fact, the Mexicans, Puerto Ricans, and other Spanish-speaking national/ethnic groups are following this same pattern. They are fighting for nationalism in America, without calling it that. When African people in America talk about nationalism, we are often charged with being racists or anti-white. However, the historical record demonstrates clearly that nationalism has been the primary method by which every national/ethnic group has achieved and maintains power. Harold Cruse describes this dilemma of the African Community in America, in his most profound analysis of our movement, in his book The Crisis of the Negro Intellectual. Cruse framed the American dynamic in this manner when he said, “On the face of it, this dilemma rests on the fact that America, which idealizes the rights of the individual above everything else, in reality, a nation dominated by the social powers of groups, classes, ingroups and cliques both ethnic and religious.”

He goes further to explain, “The individual in America has few rights that are not backed up by the political, economic and social power of one group or another.” Therefore, Cruse states, “…the individual [Black person] has, proportionately, very few rights indeed because his ethnic group (whether or not he actually identifies with it) has very little political, economic or social power (beyond moral grounds) to wield.” In our efforts to acquire Black Power, we should remind ourselves that the Black Nationalist Tradition has always been opposed to integration, assimilation, and accommodation as a solution to the problems of people of African ancestry in America. In this regard, the Black Nationalist Tradition has rejected the strategies and tactics of appealing to the morality of white people and their white supremacy system. Black Nationalists have been historically clear that people in power do not teach powerless people how to get power. And they certainly do not give power away, even though, when challenged, they may make some concessions.

It is so clear that every national/ethnic group understands their political, economic, and cultural interest. It is so natural for them to function in a nationalistic manner in their struggle to acquire and maintain power. The African Community in America has not fully conceptualized and reached a consensus on our nationalistic agenda. Many of us function as if we are scared of really acting out what we really know, for fear of being called racist. We need to stop denying our own reality. Being called racist because we believe in, and will fight for, the interests of our race with undying loyalty should become the most honorable badge of courage in our community. We should get off of this defensive “trip” when we fight for the interests of our race and some other national/ethnic group calls us racist. We should know by now, this is a tactic to sway us away from the path of acquiring power. Let’s continue our movement “to assert our own identity, define our own purpose, to make and enforce decisions and to move into our own national interest.” It is called nationalism!

AFRICAN AMERICANS LESS READY TO RETIRE By Julianne Malveaux NNPA Columnist When the Federal Reserve Board issued its Survey of Consumer Finance (SCF), its findings were not surprising. The report, which is issued every three years, reflected the improved economic conditions since 2010, when the Great Recession was at its peak. The unemployment rate, though unevenly distributed, has dropped, and income and wealth have increased for some groups, but dropped for those at the bottom. Median wealth of African Americans and Latinos (grouped together by SCF reporting) fell from $21,000 to $18,100 while white wealth grew from $139,900 to $142,000. Just under half of all African Americans own homes, compared to nearly 70 percent of whites, and housing value represents the largest portion of net worth for middle income families. When some of these SCF findings are combined with what we know about pensions and retirement preparedness, the unfortunate conclusion is that African Americans are less ready to retire than whites 6

(but better prepared than Latinos). Sixty-two percent of African American households and 69 percent of Latino households have not one penny saved for retirement, along 37 percent of whites. When there are savings, they have been paltry – the average household has just $12,000 saved. As a result, many predict a “retirement crisis” and increasing poverty among the elderly. Some say they will avoid poverty by continuing to work, perhaps for all of their lives. Given the incidence of illness and disability among the elderly, projections for lifetime work may be unrealistic. Some older people, but increasingly fewer, will receive pensions; with the most steady being employer-funded pensions. Other forms of retirement savings, including 401-4 or IRA savings are less reliable forms of retirement income. Because African Americans are more likely than others to work for governments, they will receive pensions that will have cost-of-living adjustments each year, but some states and some cities have put pensions on the chopping block when

Dr. Julianne Malveaux they experience fiscal crises. When Detroit faced a manufactured economic crisis, for example, pension cuts were proposed as one of the ways to achieve economic balance. Tellingly, more that 60 percent of these pensioners were African American. Even more appallingly, financially troubled municipalities saw Detroit case as a forerunner of their own attempts to reduce their

pension obligations. In any case, 81 percent of all public employees have an employersponsored pension plan, compared to 52 percent of private employees. Overall, 62 percent of whites have pensions, compared to 54 percent of African Americans and 36 percent of Latinos. Those numbers will drop as fewer employers offer pensions, and as the number of self-employed and part-time workers increases. This means that African Americans and Latinos will find Social Security income an essential part of retirement income. According to Paul Van de Water of the Center for Budget and Policy Priorities, Social Security represents 90 percent or more of income for 35 percent of whites, 42 percent of Asian Americans, 49 percent of Blacks and 55 percent of Hispanics. The retirement data is reflective of much of what we know about income, wealth, and economic progress. Some will suggest that this economist has, in the past year, written inconclusively about economic data. That’s because the data has been inconclusive overall, but almost entirely negative for

African Americans, especially those on the bottom. Even the best-off African Americans, those with college degrees and six-figure incomes, experienced wealth disparities, and have lower savings than similarly situated whites. Unfortunately many at the bottom spend like middle-income people, with incomes so low that such spending contributes to debt. Meanwhile, Consumer Reports says that based on current economic conditions, consumers are ready to spend. Nearly one in eight has purchased a home, nearly half plan home improvements, and one in four say they are ready to make life changes by marrying or having children. More than half plan to purchase small electronics, and many are poised to purchase larger electronics. When these spenders are African American, the best way they can guarantee a financially stable retirement is to jog past the big box stores and head straight to the bank to set up, or add to, a retirement account. The Black preachers flipped the script Dear Editor: It is election season and we know that just as sure as there is cold in December we will have Black preachers blessing, praising and blubbering over political candidates. But something very, very different is happening this season. We have become accustomed to Democrats of every color showing up at the community events, prayer breakfasts and even services on Sunday. Well guess what? This season the Republicans seem to have replaced the Dems on the church circuit. Think about it for a minute. Don’t you agree that the last month or so James Meeks and Marshall Hatch have been getting more exposure and church time for Bruce Rauner than all of the other Black preachers combined for Pat Quinn. We know that Rauner has plenty of money to sprinkle around so I am surprised the line of preachers with their hands out isn’t longer. On the other end we have Pat Quinn the incumbent looking like somebody waiting for the el at 3 a.m. Nobody is around this man. Quinn should have learned from all this time in Springfield there aren’t a whole lot of Black preachers who can be trusted-especially if money is involved. Some people say that preachers’ pull is not as strong as it once was in terms of getting people to vote for a certain candidate. I think that theory is gonna get put to the test when Black folks vote Republican like they did when Richard Ogilvie was governor. Then we will know that that is just urban legend about Black preachers not being able to get their congregations to do what they tell them, especially how to vote. Quinn is probably gun-shy about passing out too much money because of the trouble he got in after the last election when he doled out big contracts to Black folks who did not come close to doing what the contracts called for. That means now nobody gets anything, even Black preachers. I don’t believe Quinn is already a lame duck governor, but he is about as close as he can get. (2) The right to notice and to a hearing before a court ruling on a request for access to any of the victim’s records, information, or communications which are privileged or confidential by law. (10) (8) The right to be present at the trial and all other court proceedings on the same basis as the accused, unless the victim is to testify and the court determines that the victim’s testimony would be materially affected if the victim hears other testimony at the trial. (11) (9) The right to have present at all court proceedings, subject to the rules of evidence, an advocate and or other support person of the victim’s choice. (12) (10) The right to restitution. (b) The victim has standing to assert the rights enumerated in subsection (a) in any court exercising jurisdiction over the case. The court shall promptly rule on a victim’s request. The victim does not have party status. The accused does not have standing to assert the rights of a victim. The court shall not appoint an attorney for the victim under this Section. Nothing in this Section shall be construed to alter the powers, duties, and responsibilities of the prosecuting attorney The General Assembly may provide by law for the enforcement of this Section.

(c) The General Assembly may provide for an assessment against convicted defendants to pay for crime victims’ rights.

(d) Nothing in this Section or any law enacted under this Section creates a cause of action in equity or at law for compensation, attorney’s fees, or damages against the State, a political subdivision of the State, an officer, employee, or agent of the State or of any political subdivision of the State, or an officer or employee of the court. or in any law enacted under

(e) Nothing in this Section or any law enacted under this Section shall be construed as creating (1) a basis for vacating a conviction or (2) a ground for any relief requested by the defendant appellate relief in any criminal case.

EXPLANATION

The Constitution sets forth substantial rights for crime victims. The proposed amendment expands certain current rights: 1) Victims are currently entitled to fairness and respect throughout the criminal justice process. The amendment would also provide that they shall be protected from harassment, intimidation and abuse. 2) Victims currently can make a statement to the court when a criminal defendant is sentenced to punishment. The amendment would allow a victim to be heard at any proceeding that involves the victim’s rights, and any proceeding involving a plea agreement, release of the defendant or convicted individual, or sentencing. 3) Victims may obtain information about conviction, sentencing, imprisonment or release. The amendment would require prosecutors and the court to notify victims of those events before they happen.

The amendment would also grant additional rights to crime victims: 1) A victim would have a right to formal notice and a hearing before the court rules on any request for access to the victim’s information which is privileged or confidential information. 2) A victim would have the right to have the judge consider the victim’s safety and the safety of his or her family before deciding whether to release a criminal defendant, setting the amount of bail to be paid before release, or setting conditions of release after arrest or conviction. 3) The victim would have the right to assert his or her rights in any court with jurisdiction over the criminal case, but would not have the same rights as the prosecutor or the criminal defendant and the court could not appoint an attorney for the victim at taxpayer expense.

The proposed amendment would not alter the powers, duties or responsibilities of the prosecutor. Further, a criminal defendant would not be able to challenge his or her conviction on the basis of a failure to follow these provisions.

CFPB seeks $569M in student loan forgiveness from Corinthian Colleges income students who were often the first generation of their family to attend college. Exploiting their limited exposure to the world of higher education, ads promised job prospects and careers that never happened. Further, its tuition costs were so high that an associate degree came with a price tag ranging from $33,000 to $43,000. The costs for a bachelor’s degree ran higher from $60,000 to $75,000. To cover tuition and fees, students were financially forced into the college’s “Genesis loans,” created in concert with investment banks and financial institutions. These loans were much more expensive than federal loans. In July 2011, the Genesis loan interest rate was about 15 percent with an additional loan origination fee of 6 percent. At the same time, federal student interest rates ranged from 3-7 percent, depending upon the type of loan, and had either low or no charges for origination. Corinthian needed its loan program in order to comply with a federal law that required no more than 90 percent of an institution’s funding to come from federal sources. The lawsuit alleges that Corinthian knew that most students would default. Worst of all, loan repayment on most of the private-label loans began

By Charlene Crowell A college education is supposed to open the doors to life-long careers and entry into America’s middle class. Yet students that enrolled at one of the more than 100 Corinthian College campuses across the country had experiences characterized by predatory lending, illegal debt collections, and one-day “career” jobs. Corinthian Colleges operate schools under the names of Heald College, Everest and Wyotech. On September 16, the Consumer Financial Protection Bureau (CFPB) filed a lawsuit against the for-profit Corinthian Colleges, seeking $569 million in forgiveness of loans. An estimated 130,000 private loans students were entered into from July 21, 2011 to the present. March 2013 enrollments totaled about 74,000 students for all of its campuses. “We believe Corinthian lured in consumers with lies about their job prospects upon graduation, sold high-cost loans to pay for that false hope, and then harassed students for overdue debts while they were still in school,” said Richard Cordray, CFPB Director. CFPB alleges that Corinthian used bogus advertising targeted to low-

Charlene Crowell as soon as students started classes. CFPB found that more than 60 percent of Corinthian students defaulted on their loans within three years. By comparison, federal loan repayments typically begin six months after students either graduate or drop out of school. To encourage strong collection rates, CFPB alleges that Corinthian paid its staff bonuses on how well they got students to keep their loan payments current. ings with the campus president and pulling students from class were only three of the tactics used to shame students. If students became late on loan payments, they were denied computer access, prevented from buying books, blocked from signing up for classes and even held diplomas until repayments became current. CFPB uncovered more abuses when it came to Corinthian students that managed to graduate. Although the schools directed students to its ‘career services office,’ only a job postings list was provided. In other instances, Corinthian paid legitimate employers to hire its graduates on a temporary basis, and then counted these jobs as part of the school’s “career” placement — even if the job only last a single day. The legal action taken by CFPB is not the only one Corinthian Colleges faces. This June the Department of Education increased its financial oversight after Corinthian failed to address concerns about its practices, including falsifying job placement data used in marketing claims to prospective students and allegations of altered grades and attendance. The Department also imposed a 21day waiting period before Corinthian could draw down federal student

aid revenues tied to enrollment. A few weeks later in July, the Department appointed a monitor empowered to have full and complete access to Corinthian personnel and budgets. Additionally, Corinthian is also being investigated by 20 state attorneys general and received a federal grand jury subpoena in Florida, and another from Georgia. The Peach State is examining the colleges’ job placement, attendance and graduation, while the Sunshine State wants to know more about employee misconduct and student aid funds. “This action by the CFPB should further encourage the Department of Education to take strong steps to hold for-profit college companies to meaningful accountability standards in the forthcoming ‘gainful employment’ rule,” said Maura Dundon, a senior policy analyst with the Center for Responsible Lending. “Students continue to be placed at risk by practices such as those documented in the Corinthian complaint. Second garden built for special needs elementary students By Wendell Hutson Jane Neil Elementary School, whose students are predominately Black, unveiled a new garden to parents last week less than two months after its first garden was completed. Principal Tawanna Knox said both gardens would serve as a servicelearning project for her students. “These gardens will build up the school and the community and that’s wonderful,� Knox said. The South Side school, 8555 S. Michigan Ave., where nearly half of its 381 students have special needs, is now planning for a third garden for next year, according to science teacher Valerie Hardy. “The Lord has been good to us by blessing us with a second garden,� said Hardy, who in June began spearheading the garden project. “Now we are in line to get a third one.� Earlier this year Hardy said the school received a $3,800 Lowe’s

‘David Bowie Is’ features eclectic range of musician’s private collection “David Bowie Is,” now showing at the Museum of Contemporary Art in Chicago, is the only U.S. showing of a collection of iconic musician David Bowie’s artwork, costumes and music. It is the first international exhibition of the extraordinary career of Bowie—one of the most pioneering and influential performers of our time. The exhibition focuses on his creative processes and collaborative work with artists and designers, and demonstrates how his work has both influenced and been influenced by wider movements in art, design, music and theater. The exhibition’s multimedia design introduces advanced sound technology by Sennheiser and video installations to create an immersive journey through Bowie’s artistic life. “David Bowie Is” was organized by the Victoria and Albert Museum, London, and is on view at the MCA until January 4, 2015. Bowie was born David Jones in 1947, and during a preview of the exhibit, Geoffrey Marsh, Director of the Department of Theatre and Performance at the Victoria and Albert Museum, offered some insight into Bowie and the exhibition, although he said that he had never met Bowie. Bowie came from an average background, and Marsh said that Bowie has admitted that he is surprised at how his life turned out. And while Bowie at times has been

shunned and even called a freak when he personified the character Ziggy Stardust, his message would be to be yourself. “I feel that is why he is still relevant,” Marsh said.

This includes maintaining psychiatric services presence at all six locations, securing a professional temp agency to provide psychiatric services and organizing additional weekend clinic hours to ensure we are meeting client needs.” Mayoral candidate and 2nd Ward Alderman Bob Fioretti, who originally voted in favor of closing the clinics, said he and other council members were “duped” when they voted in favor of the mayor’s proposal. Since that time, Fioretti has said it was a vote he wish he could take back, and vowed if he were mayor, he would reopen all of the closed clinics. “We were led to believe, at the

time, that this would not be a problem, and that people would be getting the assistance they needed,” Fioretti said. “We now know none of that was true. We must right this wrong and reopen all of the clinics that were closed as soon as possible, so the people in need of treatment can be treated.” Other advocates say the city’s attempt to pass patients off to private caregivers has been a disaster. Advocates say many patients will not be seen unless they have active insurance. “The one psychiatrist at the Greater Grand facility can only see 40 patients on the one day of the week he is there,” said Badonna Reingold, board member of the Community Mental Health Board of Chicago. “It leaves no coverage for anyone walking in the door or people being discharged from Madden Mental Health without insurance. Those people are going to end up back in the emergency rooms and jails. It’s a crisis in this city, and it is hard to believe the Commissioner and Mayor cannot staff these facilities properly.”

Mozart’s ‘Don Giovanni’ launches Lyric Opera of Chicago’s 60th anniversary season By Barbara Wright-Pryor Lyric Opera of Chicago’s longawaited and much heralded 60th anniversary season opening performance of Robert Falls’ production of Mozart’s “Don Giovanni” was “all that” and more. With Lorenzo da Ponte’s libretto cleverly enhanced by Lyric Opera’s Colin Ure projected English titles, the Don was off and running after new conquests and leaving in his wake thousands of broken hearts according to the written records of his cocaine-sniffing sidekick, Leporello. Robert Falls, longtime artistic director of the Goodman Theatre, successfully updated the action of Mozart’s chamber opera of lust, seduction and murder to pre-Civil War Spain in the 1920s yet before beginning of World War II when caste and class differences were yet strongly observed. Said Falls, “It was a time of relative peace and prosperity that allows for an aristocratic class and a middle class and a peasant class. I wanted it to have a 20th century sensibility and psychology.” Swordsmanship gave way to gunfire and knifings and sexual encounters were more graphically displayed in this updated version, drawing a mixture of responses, mostly positive, from members of an audience now

more accustomed to the “reality TV” shows of today. The choice of “Don Giovanni” for Lyric’s diamond jubilee opening was a most appropriate choice because it was the very first opera presented by the now prestigious opera house when it opened its doors February 5, 1954. With Polish baritone Mariusz Kwiecie as the swaggering and voracious Don, what could go wrong, other than his ultimate consignment to hell in a most unique and theatrically-exciting way that is bound to leave audiences gasping and gaping. The perfectly constituted cast, the Leporello of American bass-baritone Kyle Ketelson; the virtuous Donna Anna of crystal-voiced Latvian soprano Marina Rebeka; the jilted, omnipresent and irrepressible Donna Elvira (Puerto-Rican soprano Ana María Martínez); the voice of reason and conscience of Don Ottavio (Italian tenor Antonio Poli); and the naïveté of the peasants Zerlina (Canadian soprano Adriana Chuchman) and her betrothed Masetto (American bass-baritone Michael Sumuel), singing actors all, propel Mozart’s drama-comedy to its horrific, albeit just, conclusion – the return of The Commendatore (Italian bass-baritone Andrea Silvestrelli) to exact justice from the

The Second Annual Colour of Music Festival (COMF) October 22-26, 2014 showcases the breadth and influence of Blacks on the classical music world past and present, a phenomenon that the current music world does not reflect. Mathieu Dufour, Principal Flute, the Erika and Dietrich M. Gross Chair, of the Chicago Symphony Orchestra has resigned his position with the CSO, effective November 4, 2014, in order to accept the position of Principal Flute at the Berlin Philharmonic. His tenure there begins in 2015. Dufour began his tenure with the Chicago Symphony Orchestra as principal flute in 1999, appointed by then-music director Daniel Barenboim. Since then, Dufour has appeared numerous times as soloist, most recently in March 2014, giving the world premiere performances of Guillaume Connesson’s Flute Concerto, which was commissioned by the CSO. Vanessa Moss, Vice President for Orchestra and Building Operations of the Chicago Symphony Orchestra Association, said, “In the 15 years he has been with the CSO, Mathieu Dufour has made an extraordinary contribution to the artistry and musicianship of

A Moment to Super Size Your Thinking By Effie Rolfe “Bring back the days of yea and nay.” What a beautiful classic song by the famed Grammy Award Winners, The Winans. This song was definitely a “love at first sound” kind of melody that always resonated with me. After hearing this song a few days ago, it brought back so many memories of not only great music, but also, how life really used to be back in the day. I’m not talking about the ancient of days, but merely a decade or less. In this small amount of time, I’m sure we can attest to life’s rapid changes at the speed of lightening. The powerful lyrics are “I remember when life was so simple when you did or you didn’t—you would or you wouldn’t. But it ain’t like that anymore. I remember when boys grew into men and little

days of yea and nay when we could plainly see the way and it was up to us to choose—whether to win or lose. Bring back the times when we could see—what it was we were to be…now caught in the midst of perplexity—we searched for yea and nay.” As in the song—“oh bring back those days” my heart too yearns for those days when the grass was green, the sky was blue, when you knew your neighbors and life seemed less hectic. Perhaps those days seemed less hectic because I was younger without a jaundice view of the world. Immediately, I recall the days when you didn’t have to buy water—believe it or not at one time all water was totally free. I remember the party line telephone and telegrams way before the emails, text, tweets and smartphone. Even with the smartphone, we don’t have to carry a little black book with telephone

numbers anymore because the number can be automatically programmed in the android. Spelling is poor because the children are allowed to use text message abbreviations in some classrooms to do their assignments. Since they use computers, this has to effect their penmanship. We can only hope and pray that they will be able to write well enough to sign checks and important documents when the need arises. Bring back the days when a person’s word was their bond. Meaning when people said what they meant and their word was like money in the bank. You could count on it. “Bring back the days when parents were a light—we saw what was wrong and what was right—but it ain’t like that anymore.” It sure would be nice to see children raised in a two-parent home and not as latchkey kids.

Unfortunately, too many fathers are in jail or dead. Even now reports indicate that the female prison population continues to expand at an alarming rate. This has an even more direct correlation on families, children and the communities being torn apart. Unfortunately, I’m sorry to say perhaps, it is true that prisons are the new plantations. How I long for those days—we knew where we belonged whether we were right or we were wrong. Bring back those days… Those were the days—do you long for them...? Bulls season is right around the corner By J. Gasol comes to the Bulls after signing as a free agent in the summer. A World Champion with the Lakers, Gasol said winning championships with Kobe Bryant taught him a lot and he believes

Rose can lead the Bulls to one too. “Having played against and now with Derrick I know how good he is,” Gasol said. “You can’t control injuries. They happen. He is still one of the elite players in the league and when I look at this roster, I think it is more talent-filled than it has ever been. I’m happy to be here and looking to do my part.” Gasol’s signing gives fans hope they will see consistent scoring on the inside that Boozer did not give them. Combined with All-Star Joakim Noah, the Bulls now have a formidable frontline. Perhaps the X factor in the entire season will be coaching. Although he has won Coach of the Year honors, fans have soured in many ways against Thibodeau. Many blame him for Rose’s injuries and how the players have been used during the regular season. Even when games seemed to be well in hand, Thibodeau would often keep his starters in. He responded to the criticism this week, saying he would coach the way he coaches and anyone thinking he is going to change is going to be disappointed. “I’m going to coach my way and whatever happens, happens,” the defiant leader said. “What gets lost sometimes is there are several ways you can pace your team,’’ Thibodeau explained. “People think it’s just minutes. No. How much contact do you have in practice? And then you have a lot of people trying to evaluate what you’re trying to do in practice, and they don’t even know what a warm-up drill is and what an actual contact drill is.”
