October tops Chicago violence records By J. Coyden Palmer The summer months in Chicago are typically when you see a spike in violent crimes, but this year’s deadliest weekend thus far happened during the last week of October. Chicago Police officials reported that 17 people were murdered, including 17-yearold twins and a 14-year-old who was merely helping his father move. The senseless violence is tearing at the morale of a city on edge as it continues to struggle to shake its image as the most dangerous city in America. Community leaders on both the South and West Sides say crime is driving away good citizens to other cities and states. Even the suburbs are not as safe as they used to be, especially south suburbs, like Dolton and Calumet City. The Crusader spoke with leaders this week who said there are a multitude of issues that are fueling the crime, including broken homes, mental health, poor education/training, and lack of good paying jobs. While some of these issues are being ignored, others are being addressed, but it is going to take time to see them addressed. “Chicago is experiencing a blood bath of epic proportions, and there seems to be no real solutions being offered to stop the carnage,” said Rev. Ira Acree of Greater St. John Bible Church, who along with a group of ministers, is offering a reward in the murders of fraternal twins Edward and

Edwin Bryant. The Bryant brothers were shot early Sunday morning on the city’s North Side. Police Supt. Eddie Johnson said the boys had no criminal history, but said the people

they were with at the time were gang members. He said police are looking at that as a motive in the shooting. The brothers’ stepmother, Doneesha Coleman, said they were two loving kids who came from a good

Christian family. She said the twins’ family and friends are devastated by the news. The brothers were just two of the 17 people who lost their lives over Halloween (Continued on page 3)

National Black voter poll shows preference for Hillary Clinton WASHINGTON, D.C. – With the election only days away, a new national poll shows that Black American voters overwhelmingly plan to vote for Hillary Clinton as their choice for President of the United States. Their choice is influenced by concerns about high quality, affordable education, income inequality, jobs, the economy, race relations and racial justice. The National Black Voter Poll found a high degree of engagement by registered Black voters in the election, with 96% of respondents saying they will cast ballots. The same number said their friends also intend to vote. Nearly all respondents in the survey said they voted in both the 2008 and 2012 elections. Taken together, the data predict a high voter

turnout among Black American voters in the November 8, 2016 election and a strong preference for Hillary Clinton over Donald Trump. A substantial majority (89%) indicated they will vote for Clinton, and two-thirds (67%) said they strongly favor Clinton. Another 23% declared “moderate support” for her. A slightly higher percent (74%) said they have “overall favorable feelings” for Clinton, compared to 2% who said they had favorable feelings for Trump. When asked “Do you think Donald Trump is a racist?” 84% responded, “Yes.” In contrast to feelings toward the current election year’s candidates, 90% of respondents said they have “overall favorable feelings” toward President Barack Obama. Findings are based on a national random sample of more than 900 voters from 22,000 telephone calls made between October 21 and 30, 2016 by researchers in a joint Na-

tional Newspaper Publishers Association Howard University poll. This was the first national-level scientific study focused exclusively on voters who identify as African American, Afro-Hispanic or other Black identity. The goal of the research was to develop a profile of Black American voters in a year when race is believed to be a defining factor in the outcome of presidential and congressional races. The vast majority of respondents in the survey identified as Democrats. To the question “In general, do you think of yourself as Democrat, Republican, or something else?” 82% of respondents said “Democrat” and only 2% said Republican. Another 16% said they are either “Independent” or “Other” (9% and 7%, respectively). A large majority of respondents (87%) identified high quality education as an influence in their decisions, and a nearly equal percent (Continued on page 17)

Red Line extension aims to improve transit & development By La Risa Lynch, The Chicago Reporter For years, talk of extending the Red Line to Chicago’s southern-most limits was an urban legend. Longtime African-American residents of the South Side discussed it, but nothing has happened since the public train line, which runs along the city’s northsouth racial divide, began operating in 1969. Until now. This month, the Chicago Transit Authority took a major step toward securing federal funds for the Red Line extension when it completed a preliminary environmental impact study proposing two options for placement of the line and identifying the properties that may have to be acquired for the project. On Nov. 1, the public commented on the study for one of the most costly and potentially transformative public infrastructure projects in decades on the predominantly black South Side. At an estimated $2.3 billion and affecting 128,000 people, from middleclass homeowners to public housing residents, the extension could mitigate the effect of transportation policies that experts say historically have supported racial segregation and economic disenfranchisement. The project could create more than 6,000 construction jobs and dozens of businesses at four new proposed train stations along the extended route from 95th Street to 130th Street by the time it is completed in 2026, according to the transit authority. And it promises easy access to public transportation for residents of the isolated and impoverished pockets on Chicago’s southern border. Public comments are accepted through Nov. 30, 2016.You can read a hard copy of the environmental impact study at local libraries. “If the City of Chicago and the region are serious about equity, equity for all of its citizens, then the Red Line extension is the major project to bring that about,” says Lou Turner, who helped lead a grassroots effort years ago to revive a dormant plan to extend the Red Line, the city’s busiest “L” with 79 million riders in 2015. The Red Line was born of transportation policies that enforced the color lines between black and white neighborhoods, says Turner, who worked with the defunct Developing Communities Project, where President Barack Obama got his start as a community organizer in the 1980s. The line ends abruptly five miles from the city’s southern limits, choking off thousands of poor black Chicagoans on the Far South Side from jobs in the city by limiting their access to steady public transportation. When the Red Line was launched nearly 50 years ago, the story was different. The opening of the Dan Ryan 2

Expressway in 1961 expedited white flight from the South Side, Turner said. The train stopped at 95th Street to keep blacks in their place, literally. “[It] wasn’t going to be some means for black people to follow white people out of the city,” he said. This unofficial role of the Red Line has changed over time. “Initially it was to protect and secure white flight,” said Turner, now a professor of African-American studies at the University of Illinois UrbanaChampaign. “But over the years the demographics [of the Far South Side] changed and now you have black suburbs.” The history of the Red Line When longtime South Siders talk about the extension of the Red Line, they share the same story. Nearly 50 years ago, they say, then-Mayor Richard J. Daley told residents of the

far South Side neighborhood of Roseland that he would extend the train line past 95th Street. But he didn’t. News reports at the time say it was because of a lack of money. The Chicago Transit Authority’s 1958 master plan, New Horizons for Chicago Metropolitan Area, outlined the extension of the South Side Rapid Transit, now the Red Line, well past 95th Street. In 1976, there was more talk of extending the line. Instead, transit officials prioritized the extension of what is now the Blue Line north to O’Hare International Airport. In 2002, Turner worked for the Roseland-based Developing Communities Project, which sought to extend the Red Line. In 2004, the group helped pass a non-binding ballot referendum in favor of the extension.

Jacky Grimshaw, a former member of the city’s transit board, says money may have impeded the extension. “When building major projects you have to get federal money, and you can only go as far as federal money will take you,” said Grimshaw, who is vice president of the Center for Neighborhood Technology, a public policy advocacy group. Other new lines and expansions have occurred over the years. The Orange Line opened in 1993. The Pink Line became a separate branch from the Blue Line in 2006. (The southwest bound Blue Line diverged to Park Forest or Cicero.) And the Blue Line was extended to O’Hare in 1984. Today, transit officials say the Red Line extension is a priority for Mayor Rahm Emanuel’s administration, which has already funded some im-

provements to the line. “What’s important is that we are moving forward now,” said Tammy Chase, a spokesperson for the Chicago Transit Authority. “It is really important to the whole Red Line vision that the mayor and [authority president] Dorval Carter Jr. have. Now this administration is taking the project very seriously, along with a number of Red Line projects, and we are moving forward.” A long escape route Noni Arnold starts her day well before dawn. She operates a licensed day care for residents of Altgeld Gardens, a public housing development in Riverdale, where the Red Line extension will end at 130th Street. CTA Red Line Public Hearings has its skeptics By Patrice Nkrumah Over 200 people packed the basement of a church in Roseland Nov. 1 to hear the CTA’s plan to extend Red Line train service to Riverdale sometime by 2026. The plan, which many people say should have occurred 50 years ago, is still in the early preliminary stage. But CTA officials released the first environmental Impact Study for residents to see. The agency has also sent out over 225 correspondences to residents whose property they may have to acquire to bring the project to light The proposed $2.3 billion project would bring much needed jobs and businesses to the communities affected, according to the CTA and proponents of the

project. CTA officials say the extension would save about 20 minutes off a trip downtown. Right now residents have to take a bus from 130th Street to the 95th Street station, which itself just saw a major rehab project completed. In addition to extending the Red Line five miles from 95th Street, there will be an additional 4 new stations built, which would fill a longstanding need say residents and businesses in the area. The area has been currently dubbed a “transit desert” for the city’s Far South Side, along with suburban communities of Dolton and Riverdale. All have a high African American population. “I’ve said for years they were doing this [expletive] on purpose to keep the Black people cut off from the city after hours,” said Lois Cunningham, 67, who has

lived in the Altgeld Gardens community for 30 years. “There are a lot of good hard working people who live in our area that do not have cars and really depend on public transportation. I might not be alive to see this project completed, but I damn sure want to see it start while I’m still alive.” But like any project of this magnitude that will affect tens of thousands of people, there are a lot of people who are against the extension. Ron Johnson III said he fears the CTA trains rolling through South Side neighborhoods would be a big problem on people’s peace. He said he lived on the North Side for three years near the Brown Line and moved in part because of the noise. “See this all sounds and looks good on paper and in drawings,

but when it’s one in the morning and you are trying to sleep for work the next day, you will regret living near train tracks,” Johnson said. “People are not thinking of that. It’s a pain man because your body never gets to truly sleep undisturbed. I’ve heard nothing about them using quiet car technology or building mufflers along the track to reduce the noise. Before I support this project they will have to do that. My personal thought is I want the extension, but I’d like to see them find a way to make it an underground extension.” Others see the noise factor as part of a tradeoff for greater things. Wilson’s task force asks Rauner to help free detainees By Chinta Strausberg In a bold move, humanitarian and philanthropist, Dr. Willie Wilson, and his task force met with Gov. Bruce Rauner over the weekend to talk about his proposed bail bond program needed to free low-level, non-violent detainees in Cook County Jail. But, he also wants the governor to free up funds for a number of not-forprofits that deal in prison ministries so the detainees will have wrap-around services awaiting them. This, Wilson said, is critical to preventing recidivism. The bail bond program Wilson hopes to take statewide is part of his mission to bail out 100 detainees from jail by Thanksgiving, take them to Rev. Marshall Hatch’s church—New Mount Pilgrim MBC, 4301 W. Washington—for a sit-down, full-course holiday meal where Wilson said he will give each of the detainees $200. In meeting with Rauner and his staff in Springfield Friday, Wilson was joined by Cook County Comm. Richard Boykin (1st); and State Reps. LaShawn Ford (D-8) and Elgie R. Sims Jr. (D-34). Wilson talked to Rauner about a bill he is introducing that says he does not

want anyone to be arrested for a misdemeanor and to allow them to Ibond out. He wants the governor to fund the not-for-profits that deal with prison ministry “so when they get out of jail, they can find jobs, have a place to sleep and have food. The funding of these organizations is critical. Their budgets were cut last year and they need to be refunded, so they can start back serving the community,” Wilson said. Wilson is again meeting this week with representatives of 75 not-forprofit organizations whose budgets were cut. “We are meeting with the governor’s staff to make sure they understand the situation and the dollars that are needed to restore those services,” said Wilson. Wilson is using $50,000 of his own money to bail out 100 detainees and said Rauner will be with him on Thanksgiving Day at Hatch’s church to talk about the bail bond program and to break bread with the former detainees. Wilson said Cook County Sheriff Tom Dart has expressed concerns that people could not be released unless they could identify a family member, a halfway house or other places where

She said Roseland has one of the highest unemployment rates of Black men in the city. “We are already hearing gunshots every night so I can deal with train noise if it means it will bring more access to wages so some of these guys can get off the street,” Reed said. “We’re not going to get everything but we have to try. I think four new stations along the route will bring in businesses because they know people will frequent them.” The CTA is banking on the new stations bringing in more customers as well. In addition to the rail line, the CTA would be building several parking lots around the stations for drivers who use the train to commute downtown during the week. Local blogger Steven Vance however believes the parking lots are a waste of money. Vance said they have not shown enough evidence to increase ridership in other areas of the city for him to support it. “The EIS outlines the CTA’s intention to build thousands of expensive new car parking spaces next to each of the stations, an atrocious use of public funds,” Vance wrote on the website chi.streetsblog.org, which has been viewed hundreds of times since Tuesday night’s meeting. “The CTA intends to build 3,700 car parking spaces across all four stations, with 3,300 of them at

two stations. Transit agency-built parking facilities have negative affects: they waste transit agencypublic-money and are not a significant draw for riders.” The CTA plans to release another EIS sometime next year as they still do not have the approval of the federal government to start the project. Once approval is granted, construction would not begin until 2022, CTA officials said. They also would have to acquire all of the land and do several environmental studies to make sure it would be safe to build. In the meantime, young people like Jaquie Kearns and Marcus Holmes, both 20, say they will continue their commutes as usual downtown where they are both students at Washington College. They said the train extension will not help them but future students could benefit greatly. “They extra 20 minutes or so would allow me extra time or time to sleep on the train,” Kearns said with a laugh. “I think it would be safer for everyone,” Holmes chimed in. “I mean you have to watch your back on the CTA anyway, but it’s safer on the train than on the buses. On the train you see more police and security with dogs. That’s rare on the bus. And going through some of these neighborhoods on the bus is dangerous. Heck they just shot a bus driver a few weeks ago as the man was just doing his job. So I’m all for this idea.”

It was also the worst weekend for murders in Chicago since August of 2002. After a graduation ceremony for 200 new officers, Johnson told reporters that police resources are not part of the problem. He said the people committing these crimes simply do not care if they are seen on video or if police are around. When asked if there was a manpower problem within the department, Johnson quickly dismissed this notion. “The communities that we typically see violence in, they didn’t get shortchanged,” he said. “We had adequate resources there. They [shooters] just don’t care. I’m sick of it, and I know the people in the communities are tired of it.” Harold Davis, local talk show host and activist, said mental health is a major problem in Chicago, along with many victims being targeted because of their bloodlines. He said it is important for the public to know that many of the victims have fathers, grandfathers or other relatives who have ties to Chicago gangs even if the victims themselves do not. He said no better example of this is what happened a year ago to Tyshawn Lee, the seven-year-old who was lured into a South Side alley and assassinated by a man who knew his mother, but was feuding with his father, a member of a rival gang.

“I think there is an adult problem, and now the children are paying. This adult problem is a mental health issue because anyone who could do what was done to that seven-year-old has got to be a little crazy,” Davis said. “When you add to that, many of these adults are selfmedicating off of ‘molly.’ All of these mind-altering drugs they are experimenting with now. I mean the top priority has to be mental health.” Mayor Rahm Emanuel said he saved $3 million for the city by closing six mental health clinics in the past few years. But Davis pointed out that the county jail spent extra $33 million on housing, caring and treating mentally-ill inmates. He said there is also the cost of lives being ruined by violence, which is affecting entire families and communities. “It’s not just our men; it’s our women losing their lives, too. And, let’s not forget about the teen that was found burned in a trash can recently. You have to have some serious mental problems to be that callous,” Davis stated. He went on to say the body count is going to go up because a large portion of these murders are retaliation hits, and that one clue to when a family has some sort of gang ties is you will not hear them make public statements themselves after a loved one was murdered. Davis said in the case of the Bryant twins, their grandfather, who is now deceased, was a

well-known gang member by the name of Ford J from the Rockwell Gardens projects on the West Side. Che “Rhymefest” Smith, a Grammy award-winning rapper and local radio talk show host, said he and others are trying to use hip-hop music as a way to create peaceful neighborhoods and to give young people a positive outlet to express themselves. This summer, Smith was a victim of violence when he was robbed at gunpoint on the South Side. Speaking at DePaul University recently, Smith said more art and music programs need to be created in the neighborhoods that are most at risk. He said these disciplines have been taken out of schools and park districts so more community organizations are trying to fill the void. But, he says right now there are more people in need than there are programs. “We do a lot of good work with Donda’s House, but that’s just one organization,” he said. Donda’s House is a not-for-profit arts organization founded by rapper Kanye West and named after his mother, former Chicago State University English professor Dr. Donda West. While Smith said the program and others like it are making a difference in hundreds of Chicago kids, he said the problems in the Black community are so deep-rooted and have taken place over decades; it is going to take a long time to change the course.

LET’S TRUMP TRUMP It’s down to the wire for the upcoming elections in the United States, and this election season promises to be one of the most significant in recent history. We are looking at two presidential candidates who will have the opportunity to govern this country, determining its political and social destiny, for years to come. One of the strengths of a democracy is that of allowing every citizen a chance to have his or her voice heard. Unfortunately, this is also one of its greatest weaknesses. If we are dealing with an educated and informed populace, we can somewhat trust that the outcome of elections will at least benefit the greatest number of citizens. On the other hand, if we are dealing with a population that is literally clueless, a group of people who can’t name the sitting vice president or who thinks that President Obama was responsible for 911 even though he was not president during that time, we’re in trouble. This is the situation that we face today. Many of the current crop of young voters, for a number of reasons, can think no further back than a few years. They do not know about historical actions that actually resulted in where we are today. For example, a recent television interviewee asked some millennials questions such as “Who won the Civil War?” The majority of the respondents had no clue: one even thought that the war took place in the 1960s! This is extremely scary, and points to the notion that we are in big trouble because we have an electorate that is unaware of historical precedents. Many young and ignorant voters, along with older voters blinded by historical bigotry, are poised to make Donald Trump our next president. They ignore the fact the Trump has had exactly no political experience, has proven to be petulant and immature, and has as his favorite Biblical verse “an eye for an eye.” Donald Trump is not bashful about admitting his vindictiveness and is demonstrably small-minded. His supporters think that it is all right for him to be sexist, racist, anti-Muslim, and misogynist. There are Black people proudly poised to vote for him even though he has a long history of unfair and dishonest business practices to such an extent that he has had to appear in court because of them. Trump has the strong and open support of white supremacists such as David Duke, the Ku Klux Klan, and others of that ilk. He has vowed to enact a “law and order” strategy that is bound to negatively impact the Black community. And he has held up Russia’s Vladimir Putin as a strong and admirable leader. Moreover, many of the claims that Trump has leveled against Hillary Clinton can also be attributed to him as well. It has recently come out that he has an email issue wherein thousands were deleted for suspicious business reasons. The challenge that we have with the current crop of uninformed voters is that they cannot tell the difference between an America under Hillary Clinton and one under a Trump presidency. It is clear that Donald Trump leans toward fascism. These uninformed voters don’t understand what that kind of presidency would mean. It is ironic that Donald Trump has the last name that he has…to “trump” someone means to outdo, to win, to outplay, to outmaneuver, to go one better, to hold a trump card. Donald Trump has clearly demonstrated that he has a winning mindset. But just because a person has been shown to be a winner, does not ensure that the person is ethical or is good for the country. All indications point to Trump being one of the most unqualified and atavistic individuals to seek the presidency. He is indeed a wild card. A Trump presidency would probably be disastrous for the world at large. Because of this, we had better play our best hand in order to out-trump Donald Trump. If we don’t vote en masse against him, we could stand to lose quite a bit. And, by a longshot, should he win, we will probably witness a true downfall of America. Let’s hope that doesn’t happen! I see Arne Duncan is definitely back in town. I mean I literally see it as he stopped in a Hyde Park restaurant/bowling alley Friday night. So all the previous sightings of our former superintendent of schools were accurate. Just in case no one has told him, on behalf of Chicagoans let me be the first to say “no thanks Arne.” I know you have a cushy job thanks to a huge infusion in your education program from Steve Jobs’ widow. The persistent rumor though is you are just biding your time to announce a bid for mayor. I know I am not alone when I say thanks but no thanks Mr. Duncan,. The biggest thing you have ever done is prove you are a friend of President Obama. No doubt it was that friendship that caused him to hire you as U.S. Secretary of Education. We may never learn who was actually hired to run the department because it certainly wasn’t you. No one who could mismanage a local school district like you did Chicago would have a clue about what to do on a national scale. And now you are seriously thinking about running for mayor because the president is your friend and your mama was a

schoolteacher. It certainly can’t be because of the stellar job you did while in charge of Chicago Public Schools. Despite all of the things going on this year with the election, basically we are pretty decent people. That, no doubt, is the reason people around you aren’t telling you to stay out of politics– especially at the city’s top level. It MIGHT make sense for you to run if you had demonstrated any sort of acumen for budgets and financial problem-solving. Do you realize you helped create the pension crisis our teachers are facing? Sure the former mayor had a lot to do with it too, but you were supposed to look out for the school district. However, when the going got tough you begged the president for a job and tucked tail and went off to D.C. You know what a mess you left the district in, but refused to acknowledge it, or send any kind of special federal assistance when you were at the top of the department of education. Rahm Emanuel takes all the heat for closing 50 schools, but it was you who put him in the position that he had few choices. For you to sign any documents stating that you plan to run for mayor is a waste of time, as well as of ink. The best thing you can do is stay in whatever cubbyhole you are in right now. Quinn Chapel A.M.E. Church to share $14M in restoration funds Unprecedented $14 Million program established to save historic churches across America With aging churches throughout the nation facing decay and physical distress, Partners for Sacred Places and the National Trust for Historic Preservation announce an unprecedented $14 million National Fund for Sacred Places to assist churches in need of repair and restoration. The Fund will provide up to $250,000 in capital grants, in addition to planning grants and an array of services, for at least 50 individual congregations from a diversity of faiths over four years. An initial group of fourteen grantees was announced on November 2nd at Chicago’s historic Quinn Chapel A.M.E. Church, one of the recipients. These houses of worship will begin receiving some services immediately and will be eligible for a capital grant over the course of the next year. “As the first African American church in Chicago, we are recognized in the community as the mother church of African American Christianity here,” says Reverend James M. Moody, pastor of Quinn Chapel. “We host community meetings, public meetings on civic issues, political meetings and candidates.

Racial gaps in student loan debts grow as for-profit college enrollment climbs Borrowers face over $125 million in unnecessary interest charges By Charlene Crowell (NNPA Newswire Columnist) With 44 million consumers owing about $1.4 trillion in student loans, a new report by the Consumer Financial Protection Bureau finds that student loan servicing and debt collection together will boost borrower costs even higher over the next two years. The Bureau’s recently-released Student Loan Ombudsman Report termed the nation’s current system as “flawed” and further calls for an “overhaul” to improve conditions for an approximate 8 million distressed and defaulted borrowers. Its findings and conclusions are based on 5,500 private student loan complaints and approximately 2,300 debt collection complaints filed between October 1, 2015 and May 31, 2016. Since February 2016, 3,900 student loan complaints made concerned loan servicing. “This report offers further evidence that industry practices and needless red tape can turn a student loan into an unbearable burden,” said CFPB Director Richard Cordray. “Policymakers should work to reform the programs that are failwww.chicagocrusader.coM

ing those borrowers that need help most.” Complaints filed with CFPB during this reporting period cite: • Delays and dead ends when applying for income-driven plans that include interest subsidies and loan forgiveness; • Problems with debt collectors verifying incomes and in turn assigning incorrect monthly payment amounts; • Loan servicers billing borrowers hundreds of dollars more per month than was arranged with the debt collector; and • Conflicting information as to where loan payments should be sent and how those payments would be applied to loan balances. A few days later, a Brookings’ Economic Studies report found severe racial debt disparities for both Black undergrads and those completing graduate college studies. “The moment they earn their bachelor’s degrees, Black college graduates owe $7,400 more on average than their White peers ($23,400 versus $16,000, including non-borrowers),” wrote Judith Scott-Clayton and Jing Li for Brookings. As an increasing number of Black

students enroll at for-profit colleges for either undergraduate or graduate studies, those who borrow loans are also the most likely to incur heavier debt, carry it longer, and default more often. Not a favorable scenario when time and studies were meant to bring financial security and a higher quality of life. “While previous work has documented racial disparities in student borrowing, delinquencies and defaults, in this report we provide new evidence that racial gaps in total debt are far larger than even recent reports have recognized,” the authors continued, “far larger now than in the past, and correlated with troubling trends in the economy and in the for-profit sector.” Between 2004 and 2008, Brookings noted that Black enrollment at for-profit institutions increased dramatically. During much of these same years, for-profit colleges have faced regulatory scrutiny and quality of education challenges that led to large institutional closings such as Corinthian Colleges and more recently, ITT Technical College that also lost its accreditation. “[T]he for-profit sector is by far

Further, both undergrad and graduate students enrolled at forprofits are more likely to suffer from loan interest accumulating faster than loan payments received,

Earlier this year the Center for Responsible Lending joined with the National Consumer Law Center in calling for the Department of Justice to take actions to ensure racial justice in student loan lending. “For nearly a decade, the Department of Education has known that student debt impacts borrowers of color differently from white borrowers. Yet in that decade, the Department has failed to take sufficient steps to ameliorate the disproportionately negative impact on borrowers of color, or even to conduct further research to discover the causes or the extent of disparities,” wrote the advocates.” “We call on the Department to collect and release the data necessary to learn the true extent of the impact of student debt on communities of color,” the coalition continued, “and to work with borrower and consumer advocates to ensure that student loans are a tool for economic advancement and not economic devastation for borrowers of color.” Four years after graduating, near(Continued on page 18)

Sarah was said to be of extraordinary beauty and possessed a gentle personality. She was also said to have been a deeply religious person. Garvey left school at the age of 14 and became an apprentice printer in Kingston. He worked for a private company and eventually became a foreman. At the age of 20, in 1907, although he was a member of management, Garvey led a newly formed printer’s union strike. The company promised Garvey big rewards and benefits if he would discontinue his union organizing. Garvey refused, was fired, and “blacklisted” by the private printing companies of Kingston. This experience intensified Garvey’s political curiosity concerning the condition of African people. It was at this point in 1909, that he formed the National Club and its publication Our Own. From this point forward, Garvey decided to devote his life to the uplifting of the African race. He published his first newspaper, The Watchman, which gave him an opportunity to express his emerging political views on the plight of African people. While unable to gain support for his organization, Garvey began to travel. He spent time in Costa Rica,

Ecuador, Nicaragua, Honduras, Columbia, and Venezuela. These travels gave Garvey an opportunity to observe, that whenever African people and whites were in close proximity, African people were on the bottom. Garvey continued to travel and in 1911 he went to London. He was able to test out his public speaking ability on the condition of African people worldwide at the famous Hyde Park Speaker’s Corner. While in London, Garvey met the editor of the African Times and Orient Review, Duse Mohammed Ali. Ali, an Egyptian scholar, introduced Garvey to many ideas that played an important role in his future thinking. This background gave Garvey the tools he needed to become one of our true twentieth century freedom fighters. Garvey arrived in Harlem, New York on March 16, 1916. By 1919, Garvey was established as the President General of the UNIA/ACL, which had a membership of over three million people with more than 300 branches throughout the African World Community. Perhaps Garvey’s greatest contribution to the uplifting of our people was his ability to find a formula for organizing African people around

the African principle: the greatest good for the greatest number. This was reflected in the First International Convention of Negro Peoples of the World in Madison Square Garden, in New York in 1920. Over twenty-five thousand African people from all over the world witnessed the selection of Red, Black and Green as the colors of the Provisional Government. In this context, Garvey and the UNIA/ACL had established an economic arm, the Negro Factories Corporation, with cooperative stores, restaurants, steam laundry shops, tailor shops, dressmaking shops, millinery stores, a doll factory to manufacture African dolls, and a publishing house. Garvey also formed a Steamship Corporation. The goals and objectives of the UNIA had now become clear to the world. As Shawna Maglangbayan points out, “…the Garvey movement and UNIA had become a threat to the white world,” With the cooperation of anti-Garvey, “Negro leaders,” Garvey was eventually charged and convicted of mail fraud for selling stock in the African Star Lines. On February 8, 1925, Marcus Garvey was arrested and convicted for mail fraud and im(Continued on page 18)

AFTER NOVEMBER 8 –STATE OF THE BLACK WORLD By Julianne Malveaux I’m writing two weeks before the November 8 election, writing and praying that Election Day comes sooner than it is supposed to. I did my early vote thing so that I could, if necessary, drop into battleground states like Virginia, North Carolina or Florida to do my bit to get out the vote. And I’m hoping that voters will do the right thing and elect Hillary Clinton, but as I wrote I know that there is the possibility (not probability) that Mr. Chump will prevail. No matter who wins this election, governing will not be a cakewalk. Republicans in Congress have pledged to initiate investigations of Secretary Clinton, matters that have already been thoroughly investigated. They want to know about the emails, the Clinton Foundation, and more. And if Mr. Trump is elected there are likely to be Democrats who will call for all kinds of investigations of him, not to mention the many women who might well sue him for defamation after he called those who he groped liars just looking for moments of fame. African American people should remember, Henry Kissinger the 6

former Secretary of State who said, “No permanent friends, no permanent enemies, just permanent interests.” The advancement of African American people, frankly, has not been a priority for either Democrats or Republicans. African Americans loyally give their votes to Democrats because Democrats have been more responsive, but analysts have correctly noted that the loyalty has not been reciprocal. Republicans have been downright hostile to African Americans, even after the 2012 drubbing that led to an analysis that urged Republicans to reach out to African Americans and Latinos. Somehow, the powers that be ignored the analysis that they paid good money for. Enter Dr. Ron Daniels and the fourth State of the Black World Conference. (www.ibw21.org). Each year since 2012, Dr. Daniels has convened activists and leaders to assess the outcome of the presidential election and to coalesce around ways to work together. The conference will be held in Newark, New Jersey, from November 16-20. This year, the theme of the conference is Racial Healing and Collaboration for Black Empowerment, and while the conference will feature a who’s who of Black leaders and thinkers (like Susan Taylor, Danny

Panelists have been limited in the amount of time they will talk so that attendees can also put their ideas out there. The thought is that the many who work in local areas may have ideas that can be taken national. Consciously, Dr. Daniels and his team have structured a conference that encourages conversation and collabora-

tion, especially intergenerational conversation. For full disclosure, let me acknowledge that I will be receiving an award from the Institute for the Black World on Saturday evening, and that I am part of the Reparations Commission of IBW. And for full disclosure, let me also say how much I admire and appreciate the absolute tenacity that Dr. Ron Daniels has shown for Black people and for the movement toward a progressive agenda. I am always delighted to acknowledge him first as a friend, and also as a colleague. We need more Black folks like Ron Daniels to exhibit the amazing tenacity that kept him on focus and on fire for African American people. Too often, our focus is episodic, revolving around public incidents – who got shot today, or who got racially profiled. The fact is that we are all profiled, all day, every day, either frontally or subtly. Just a few are committed to rejecting the subtle profile in both domestic and foreign policy. Dr. Ron Daniels is one of the few, and his work on Haiti speaks to the ways he connects domestic and foreign policy. Not only do we need more folks to live like Ron Daniels, but also

we need more to come to the State of the Black World Conference. Please check out the Institute for the Black World website, www.- ibw21.com, and please come to the conference, bring your wisdom to the conversation, if you can. Please help us strategize next steps. November 8 is neither the beginning nor the ending. Metra completes rehab of Pullman Station Metra announced recently that it has completed the rehabilitation of the 111th Street/Pullman Station, including painting the new warming house in the colors of an historic Pullman train car to commemorate the neighborhood’s historic significance to the railroad industry. The $250,000 project also included the replacement of the warming house; replacement of platform deck boards; removal of an unused portion of the platform; replacement of the stairway to the platform and the structure over the stairway; new LED lights, heaters and an electronic device charging station in the warming house; and other cosmetic improvements. As part of the project, which began in June, Metra painted the warming house to resemble a Pullman Palace Car Company railcar that was manufactured in the South Side neighborhood in 1898 for use on the Pennsylvania Limited between Chicago and New York in the late 19th and early 20th centuries. That car began its life as “Libertas” but it was renamed “Gertrude Emma” after the wife of one of the founders of the Conway Scenic Railroad in New Hampshire, which

acquired and restored the car in 1975 and still uses it for tourist excursions. “We like to say our stations are the gateways to the communities we serve, and we’re excited to have enhanced this gateway to the Pullman National Monument,” said Executive Director/CEO Don Orseno. “We hope it will help encourage tourism to this unique and historic site.” “With the designation of the National Monument, one of the world’s greenest manufacturing plants and historically significant homes, we are delighted Metra is making Pullman a quality transit destination that everyone can reach,” said Ald. Conrad Worrill saluted for 40 Years of Service and Struggle

It was billed as a “Retirement Celebration” for Dr. Conrad Worrill, Director and Professor at Northeastern Illinois University’s Jacob H. Carruthers Center for Inner City Studies, but after each speaker it seemed more like a “roast.” Parkway Ballroom was at capacity on October 22, 2016, as a Who’s Who in Black Chicago turned out to say “thank you” to a man who has given so much politically, culturally and educationally. Politicians, schoolmates, businessmen and women all, paid homage to this great man. Minister Louis Farrakhan came, but did not speak; Elzie Higginbottom, long-time friend of Conrad’s was a major contributor to the event. Beautiful music was provided by Dee Alexander and Joan Collaso, food was abundant and drinks flowed. Many of Conrad’s relatives from Pasadena, California and Ohio traveled here to participate in the festivities, and his wife, Mrs. Talibah Worrill and his brother Oscar Worrill paid tribute to Conrad. And to top it all off Dr. Harold Pates bestowed the “Initiation into Elderhood” for now Elder Worrill.

Upcoming cultural events include Chicago Children’s Choir, Nina Simone tribute and a dash of pageantry By Raymond Ward AWARD WINNING: Pegasus Theatre Chicago has announced the world premier of Rutherford’s Travels, the adaptation of Charles Johnson’s beloved National Book Award-winning novel, “Middle Passage.” The play runs now through December 4 at Pegasus’s resident home, Chicago Dramatists, 773 North Aberdeen in Chicago. For more than ten years, director Ilesa Duncan and co-adaptor David Barr III have been working with MacArthur Fellow and acclaimed author Charles R. Johnson to bring his seminal work to the stage. The New York Times calls “Middle Passage” a novel “in the honorable tradition of ‘Billy Budd’ and ‘Moby Dick’.” From workshops to staged readings to public discussions and the author’s own input, a world premier production was created. Combining movement, music and Johnson’s story, Rutherford’s Travels is a tale told through Rutherford Calhoun’s 1830s journal log entries. Calhoun, a newly freed Illinois slave and exceptionally learned scoundrel travels to New Orleans where he escapes his debtors and a forced marriage by stowing away on an outbound rigger named The Republic. But, The Republic isn’t just

any ship, it’s a slave ship and it’s headed to Africa. “Rutherford’s Travels and the events leading up to its world premier are the perfect fit for Pegasus’s new season because it’s a journey that forever changes its protagonist. Rutherford makes choices that force him to face consequences,” says Ilesa Duncan. “The adaptation of Dr. Johnson’s work has been a loving, long process for David Barr and me and we are thrilled that Pegasus is producing it.” Charles R. Johnson, award-winning philosopher, novelist, essayist, short story writer and scholar of Black American literature and Buddhism, is the author of four novels, including “Middle Passage” (1990) and “Dreamer” (1998) (the first fictional account of Martin Luther King Jr.’s life), three collections of short stories and over 20 screenplays, as well as two books of drawings and two books of children’s literature. A MacArthur Fellow, Johnson has received a 2002 American Academy of Arts and Letters Award for Literature, a 1990 National Book Award for his novel “Middle Passage,” a 1985 Writers Guild award for his PBS teleplay “Booker,” the 2016 W.E.B. Oscar Brown Jr., was born on October 10, 1926 on Chicago’s Southside to a father who was a successful attorney and a real estate broker and a mother who was a social worker and later homemaker. Brown was a man of many talents. Although he was a self-proclaimed “entertainer,” he became a pioneer in the entertainment industry by writing and performing songs, poems and plays about the celebration of AfricanAmerican life, social justice and racism, right at the time when the civil rights movement in the 60’s was unfolding. Perhaps the title ‘civil rights activist entertainer’ would be more appropriate. He enjoyed entertaining and educating his listeners and even coined the word “edutainment” when describing his approach and style. Oscar Brown, Jr. will probably be best remembered for weaving together his unique storytelling and socially conscious themes into his music and performances before it was popular to do so.

A majority of respondents said they had attended college (73%), and were 56 years of age or older. Millennials between the ages of 1835 accounted for 11% of the sample. Those surveyed were nearly equally split between employed and notemployed (53% and 47%, respectively). Of those employed, 30% said they were federal employees, and 18% said they were union members. Of those not employed, 78% were retired and 22% were unemployed. Nearly half (48%) of respondents said they are married

and most (84%) have a religious affiliation (a strong majority of those Christian). The research was conducted using social science survey methods at Howard University. Probably the list of candidates that get the least amount of scrutiny is judges and state officials. I have heard so many people say they just look for a name they recognize or just guess when it comes to voting for judges. This approach is so wrong. People should understand that in essence judges have more power over our day-to-day lives than any president. A judge can garnish your wages. He or she also can deem that a corporation did you wrong and make that corporation pay you. Judges are the ones who can put you in jail, keep you out of jail or get you out. Even though we are about a week from the election it is not too late to start researching judges before you go in to vote, if you haven’t early voted already. This election cycle offers some interesting judicial races, including one that may find an attorney being disbarred. So even if she wins the election for judge she won’t be able to take the bench. So, you can see, if one votes for this candidate it is really a wasted vote. In Chicago there is no shortage of condemning the city council. Most of the time they deserve our wrath. What people don’t get up in arms about is our state representatives and state senators. Like the council they make good

money, only their part time jobs are in Springfield. When was the last time you were in Springfield? Most of us don’t get down there, so we don’t see the action closeup. Some may ask what action. Those are the people I side with. I don’t see that the Black state legislators in Springfield are doing squat other than showing up. I bet you the majority of your readers can’t name one piece of new legislation their state rep or senator offered in the past two sessions. They do nothing and we allow it because they have no competition. Look at the list of Chicago-based state reps and senators running for reelection next week. They are all running unopposed. We supposedly have a two-party system but the Republicans concede every Chicago election for state offices. That means the Dems put up a little skirmish among themselves during the primary, and whoever wins coasts into office in November. There has to be a better system. Other than Black people getting involved with the Republican Party, if it survives Trump; I am not sure how to fix this lopsidedness that let Dems stroll around the Capitol doing nothing but waiting for the weekend to come back to the city. Hopefully, some smart political minds will come up with some answers soon.

Phillips Begins Defense of State Title with Win Wildcats only CPS team to advance from first round By J. Coyden Palmer The Phillips Wildcats began the defense of their 4A football State title with an easy 46-7 victory over Kewanee last Saturday night at Gately Stadium on the South Side. But overall Chicago Public Schools football teams suffered mightily as no other team advanced from the first round in the eight classes. With Phillips winning the first state title by a CPS school in the history of the state tournament last year, CPS football programs were hoping to use it as a springboard for future success. Unfortunately most CPS teams lost by an average of 30+ points in the first round. Kamari Mosby was the star of the game for Phillips as he has been most of the season, scoring five touchdowns, the first just 66 seconds into the game. Mosby scored on runs of 14, 18, 5 and 49 yards and that was just in the first quarter alone. He finished with 263 yards on 13 carries. “We knew coming up here that we had a huge task on our hands,” Kewanee coach Tyler Nichols said. “They are a well coached and talented team. We just could not match their overall team speed. We just lost to the best

football team I’ve ever seen and they’re a class act.” Phillips (9-1) also scored on a 75yard punt return in the first half to take a 46-0 lead at halftime. From there on the Wildcats cruised with a running clock in the second half. Kewanee (6-4) was able to avoid being shut out when they scored on a late fourth quarter 6-yard run by DeShawn Mabalcon. Phillips Coach Troy Macalister said his team has been playing well since losing on the opening week of the season to Fenwick 34-26. He said the loss was a reality check for his team, which had gone undefeated in 2015. He said the loss taught his team that as the defending champions they would now have a target on their backs. “I think we all learned real quickly that last year was last year and nobody was just going to roll over for us because we had a trophy,” McAllister said. “I like the way the guys responded though. We got our focus back and we’ve played well all year. Arnold said it takes about 40 minutes on the bus to get from Altgeld to 95th Street, the nearest rapid-transit hub. On a good day, the wait for the lone bus serving Riverdale is 15 to 20 minutes. “The parents I do child care for, most of them don’t have cars,” said Arnold, a block representative on the Chicago Housing Authority’s Local Advisory Council. “The commute is very hectic out here.” For residents of Riverdale, the extension has few down sides. The neighborhood has the city’s highest unemployment rate at 41 percent – five times the citywide average, according to the 2014 Census. “In places – particularly communities of color – that are disinvested still to this day, transit is literally a lifeline to get to the grocery store,” said Anita Cozart, senior director of PolicyLink, a national economic development research institute. “They need transit to get out of their communities until reinvestment comes to those communities.” Cozart cites Oakland, Calif., as an example of how transit improvements can aid poor communities. nority communities to better connect them to jobs and grocery stores in the city’s central business district. Like most major cities, Chicago’s transit history is shaped in part by changes in federal transportation policies. The construction of the nation’s highway system diverted spending from public transit, a main mode of mobility in black communities, to highways, Cozart said. Poor communities of color were designated as blighted to justify razing them and replacing them with highways and expressways, she said. Meanwhile, the disinvestment in public transit, she said, left many minority communities isolated and cut off from economic development and jobs. “That is part of the transportation system’s legacy.” Progress could have pitfalls In Riverdale, faster and efficient transit is not the only thing residents seek. They also want business development along the Red Line, said Deloris Lucas, president of the Golden Gate Homeowners Association, one of four subdivisions, including Altgeld, that make up Riverdale. “There has been no development in this area, period, and the Red Line [extension] would really spark development,” said Lucas, who wants a fullline grocery store, a pharmacy, currency exchange, a library, a dry

cleaner and a community center. Advocates, however, caution that any investment in transit must be intentional and comprehensive, especially in communities like Riverdale that are the product of generations of disinvestment. “When you disinvest in a lot of different areas, you’ve got to reinvest in all of those areas,” said Cozart, including preserving affordable housing so people living near the extension are not priced out of the area. Turner and others recognize that the extension of the train line could also trigger displacement of residents with deep roots in the community; 248 properties could be affected based on the line’s placement. While benefiting the community, he warns that the project runs the risk of “unleashing gentrification forces.” “The Greater Roseland area has the largest stock of affordable housing in the city of Chicago,” Turner said. “The three most important things in real estate are location, location, location. You put a transportation system through there, suddenly that housing stock becomes very, very valuable [to outsiders] because of its location near accessible transportation.” Taking land for highways historically has had a negative effect on property values and communities, says Kate Lowe, assistant professor of urban

planning and policy at the University of Illinois Chicago, but that could be the opposite with transit. “Obviously the legacy of eminent domain for highways has been really detrimental to the black community, but there is potentially some difference with the Red Line, as the Red Line will deliver a lot more benefit for the predominantly black communities on the South Side,” Lowe said. “Highways, on the other hand, facilitated cars moving right through the neighborhoods, not doing anything for the neighborhood.” Lowe said the extension could provide benefits like economic activity, redevelopment and access to jobs. “It’s a little tricky because planned transit investment is associated with property increases, and property value increases can come with the risk of displacement,” she added. “Anticipation of taking [land] historically hurt communities, but that was for highways. It is unclear if it will do the same for transit.” Giving local residents a voice is crucial Community organizing is key to ensuring transparency and accountability, including monitoring hiring practices and the project’s progression, for the transit agency and elected officials, said Cozart, who encourages residents to develop a community benefits agree-

With 6,000 jobs on the line, local residents should have first-hire priority, and they should be given apprenticeship opportunities in the transportation industry, where African Americans are vastly underrepresented, she said. And local entrepreneurs should have dibs on retail spaces at train stations so they can take advantage of transit-oriented development. Ald. Anthony Beale (9th), one of three aldermen whose ward will be directly affected by the extension, says there’s no need for a community benefits agreement. He said the project has advanced because he and his colleagues pressured the Chicago Transit Authority to make it “a priority for the entire system.” The extension also runs through the wards of aldermen Howard Brookins Jr. (21st) and Carrie Austin (34th), who chairs the city’s budget committee.
