Minimum wage hearings emotional By J. Coyden Palmer Lawmakers were forced to call for a second hearing when an unexpected large turnout of people appeared in City Council chambers on Nov. 10 for a hearing on raising the minimum wage. The committee received testimony on three different proposals to hike the city’s base hourly wage from the current $8.25 to $10, $13 and $15. There were no votes taken on any of the proposals. Many in the progressive caucus are in favor of raising the minimum wage to $15 an hour, including mayoral candidate Ald. Bob Fioretti (2nd) and Ald. Leslie Hairston (5th). Fioretti stated that this past March, 86 percent of voters approved raising the minimum wage, and he thinks it is the responsibility of local government to listen to voters. “I am co-sponsoring, unequivocally, a $15-an-hour increase,” Fioretti said. The Chicagoland Chamber of Commerce and the Illinois Retail Merchants Association spoke in opposition to a local or state minimum wage hike. The Illinois Restaurant Association said it supports an increase to $10.65 an hour. “We believe that wages should be set by the market,” said Elise Houren, spokeswoman for the Chicagoland Chamber of Commerce.

But, that view was challenged by several people who say the image of minimum wage workers is something that is being used against them in this debate. People who are raising families and single mothers

make up a large portion of people working minimum wage jobs, according to the government’s own data. Supporters say the public still has the idea that people who work these jobs are just high school stu-

dents or college kids during summer break. “Minimum wage jobs are held by people who raise families. That is the reality in 2014, and we need $15,” said Anna Marin. (Continued on page 2)

Lynch nomination will test relationship with congress By Freddie Allen NNPA Senior Washington Correspondent WASHINGTON (NNPA) – In what may be the first test of the GOP-controlled, United States Senate’s willingness to work with the White House, President Barack Obama nominated United States Attorney Loretta Lynch to succeed Eric Holder as the next attorney general. If confirmed, Lynch would become the first Black woman to serve as Attorney General. During a ceremony in the Roosevelt Room at the White House, President Obama said that he couldn’t be prouder of Attorney General Eric Holder and that “our nation is safer and freer, and more Americans – regardless of race or religion, or gender or creed, or sexual orientation or disability - receive fair and equal treatment under the law.” Praising his new nominee, President Obama continued: “It’s pretty hard to be more qualified for this job than Loretta. Throughout her 30-year career, she has distinguished herself as tough, as fair, an independent lawyer who has twice headed one of the most prominent U.S. Attorney’s offices in the country. She has spent years in the trenches as a prosecutor, aggressively fighting terrorism, financial fraud, cy-

bercrime, all while vigorously defending civil rights.” Lynch earned degrees from Harvard Univer-

sity and Harvard Law School and served as a United States Attorney of New York under President Bill Clinton, a position she returned

Neighborhood leaders mobilize to take back Chicago Hundreds of Chicago Residents Demand Action on State Minimum Wage, $15 City Minimum Wage, Elected Representative School Board, and Reform of Chicago Housing Authority On Tuesday, November 11, over 800 neighborhood residents from across the city of Chicago came together to demand that elected officials listen to the voice of community members, instead of continuing to allow corporate elites to dictate city policy. A week after the elections, just before veto session, and at the start of the Chicago election season, marchers sent a clear message that the voice of the people will not be stifled. Amisha Patel, Executive Director of Grassroots Collaborative explained, “We do not forget the 50 closed schools, the public worker layoffs, the privatization deals that rewarded corporate insiders, or the city budgets that closed mental health clinics, cut funding for libraries, and hurt communities. A global city needs to take care of its neighborhoods. Our campaigns for a living wage, an Elected School Board, and CHA reform are part of something larger – we are fighting to win a city that prioritizes community need, not corporate greed.” The event connected the mandate

for increasing the state minimum wage to a multi-issue city agenda that supports working families in the city. Residents from across the city came together because they expect elected officials to represent them, not the bankers and CEOs who are pulling their strings. Alvesta Sanders, a member of Action Now, explained, “Raising the state minimum wage to $10.65 will put money in the pockets of over 1 million working people in Illinois, people who are struggling to get by on $8.25. As a mother and resident of the Englewood neighborhood, I know how badly working families need a living wage. No one who works full time should have to struggle to put food on the table or live in a homeless shelter.” Participants called on city legislators to do more for Chicago minimum wage workers where the standard of living is higher. The mayor’s proposed minimum wage ordinance would largely leave out many Chicago workers, including tipped and domestic workers. “Chicago is a service city. The mayor and aldermen love being served from casual to fine dining restaurants. But they want to pay us just $4.95 or $5.95 an hour. Once again, tipped workers are being left out,” said Nataki Rhodes, tipped worker and member of Restaurant Opportunities Center Chicago.

“Thirteen dollars is not enough for a livable wage in Chicago. Why is the mayor only listening to the restaurant lobby? Tipped workers deserve living wages too!” In the spirit of Veterans Day, the crowd heard from Vince Emanuele, an Iraq War Veteran and member of Iraq Veterans Against the War. “Many of my family members are

veterans. Many veterans are working-class. As schools, mental health facilities and homes are closed, trillions of dollars are spent on wars abroad. For example, the Illinois budget deficit is only $45 billion. Yet, since 2001, Illinois taxpayers have spent $72 billion on U.S. wars. There is no separating wars abroad and austerity at home.”

One of the ways that community leaders are pushing back against the corporate elites controlling our city is by fighting for an elected representative school board. Currently the school board is controlled by the mayor and has in the last few years massively disinvested in public schools, especially in Black and (Continued on page 17)

City council approves Kurt Summers Jr. as City Treasurer The Chicago City Council Wednesday approved Mayor Rahm Emanuel’s appointment of Kurt Summers Jr. to fill the vacancy of City Treasurer, effective December 1, 2014. “Kurt Summers has the experience, the values, and the integrity

we need of everyone who holds public office,” Mayor Emanuel said. “I am confident that he will become a vital member of the city’s financial team and help manage the city’s investments effectively, efficiently, and in a way that promotes opportunity for every Chicagoan.”

Minimum wage hearings (Continued from page 1) “This talk of workers making low wages being unskilled is nothing more than efforts to dehumanize and place people in castes,” said a spokesperson for Action Now, which supports a large increase in the minimum wage. The Illinois Restaurant Association believe wages should be increased, but not to $15 an hour. Sam Toia, the association’s president, said the organization believes $10.65 is a fair wage increase. He said anything more than that could lead to hundreds of restaurants closing throughout the state as they would no longer be able to stay in business. Hairston immediately countered that argument stating that is nothing more than an excuse that has been used by big businesses to stay away from some communities and to justify the high salaries of corporate big shots. 2

“If raising the wage is what will keep businesses out of neighborhoods, then why aren’t they here now?” asked Hairston, who has been unsuccessfully lobbying for nearly two years to bring a large chain grocery store to her ward. Mayor Rahm Emanuel backs a plan that was recommended to him by a committee charged with studying the issue. The committee recommends raising the rate to $13-an-hour over a four-year period. Ald. Will Burns (4th) is a member of the committee and said the wages need to be raised in a responsible way as to not hurt small businesses with just a few employees. “We must have a balanced approach to addressing this issue, so that we are fiscally responsible to all parties involved,” Burns said. The second hearing on the issue is expected to take place sometime in early 2015.

In addition, he previously served as Director, chief financial officer, and head of business development at the Balton Corporation. Mr. Summers also gained financial expertise as a member of the Industrials Group of the Investment Banking Division at Goldman Sachs. His diverse background, which includes time spent working in both the public and private sector, will serve him well in his new role. Kurt Summers is a life-long Chicago resident and a graduate of Whitney Young High School. Education Funding and Proposed SB 16 discussed By J. Coyden Palmer A panel discussing potential changes in funding public education in Illinois took place Nov. 11 at the Chicago Union League Club at 53 W. Jackson. The discussion centered on Senate Bill (SB) 16, which needs to be passed by the House before Jan. 14 after sailing through the Senate. The bill would restructure how state monies are used to fund public schools. It would call for wealthier school districts to receive less money, while poorer districts get more. The entire panel agreed the key will be funding the poorer districts without taking away the quality of education from others. “I’ve gotten really positive feedback from people in my district who understand the problem and want to help,” said state Sen. Daniel Bliss (D-Evanston), who represents areas along the North Shore, one of the wealthiest areas of the state. “They want to make sure they don’t lose out on the quality of education. But they also understand and I believe are willing to sacrifice because they understand the moral value and how by doing so helps the entire

state.” Participating on the panel was Attorney Andrea Zopp from the Chicago Urban League, Robin Steans, a former teacher and executive director of Advance Illinois along with Ralph Martire of the Center for Tax and Budget Accountability. Steans said the people of Illinois should have trouble sleeping at night because of how the state funds education. She said dividing up state monies in an equal amount to each district only makes the funding gap wider as some districts have more problems than others. The Chicago Urban League filed a lawsuit against the Illinois Board of Education in 2008 claiming Civil Rights violations because of the funding problems. Part of the suit has been dismissed but it is still ongoing. Zopp explained how poor communities are taxing their residents to the max but it still is not helping because the people in those communities do not make a lot of money so taxing them higher does not work. “Income has become a bigger indicator of future success more than race and other social factors,” said

Andrea Zopp Zopp. “There is a higher tax rate in Harvey then there is in more affluent school districts, but Illinois spends 25 percent less on educating poor kids. Communities that need the most funding get the least and it has an effect of poor children’s academic results. SB 16 is about closing the formula to something that is equitable. Currently there is $1,000 less spent in a poor school district per pupil.” Martire disagreed with Zopp and

said he believes the gap in funding has more to do with race than it does income. He said raising taxes, paying off the state pension deficit and other financial moves would make it easier for the state to restructure education funding because it would allow for more money to be put into the education pot. “We are having significant problems educating African American children in Illinois,” said Martire. “If you put more money into this plan you will see a better distribution of the back end; adequacy with equity.” He said under the current format African American students are hurt the most by the funding formula. Martire said 55 percent of African American students in Illinois live in the top five percent of impoverished school districts. African Americans makeup 93 percent of the low income students even though they are only 33 percent of the entire student population in Illinois. Bliss said there is a lot of hard work ahead and not a lot of time for SB 16. With a new legislature to be sworn in come January, if SB 16 is not passed before then, it will

He added he does not expect the bill as it is written today to be the final draft to be voted on. “SB 16 is in no way a perfect bill or one that will fix our state’s education funding problems,” Bliss said. “It is however a step down the long road. As it stands now a giant chunk of state money doesn’t go towards balancing inequity. SB 16 will do that.” The Chicago Public Schools has taken a neutral stance on the bill.

After police busted up a fight outside of a nightclub and arrested Louima, Justin Volpe, a white police officer, sodomized the Haitian immigrant with a broomstick in a New York City police precinct. Volpe pled guilty to a number of charges

associated with the 1997 attack and is currently serving 30 years. The city awarded Louima nearly $9 million in a settlement. Lynch was credited for working behind the scenes and navigating the city’s prosecution of the racially charged case. In 2013, Holder asked Lynch to chair the Attorney General’s Advisory Committee and recognized Lynch and her staff for being instrumental in implementing the Justice Department’s “Smart on Crime” initiative. “Throughout her career, and especially during her tenure as United States Attorney for the Eastern District of New York – during both the Clinton and Obama Administrations – Loretta has earned the trust and respect of Justice Department

employees at every level, in Washington and throughout the country,” said Holder. “She is held in high regard by criminal justice, law enforcement, and civil rights leaders of all stripes. And from her time as a career attorney, prosecuting highprofile public corruption cases, to her leadership of sensitive financial fraud and national security investigations, she has proven her unwavering fidelity to the law – and her steadfast dedication to protecting the American people.” Al Sharpton, president of the National Action Network, a civil rights group that advocates for social, economic and political equality, applauded the nomination of Lynch to be the next Attorney General. “She is an excellent and worthy choice to succeed Attorney General Eric Holder in his groundbreaking work for the American people,” said Sharpton. “Though we have not always agreed on cases, I have always seen her operate in the most fair, balanced, and just manner. Americans would be served greatly by her becoming our next Attorney General and the president should be given kudos for such a nomination.” In a written statement on Lynch’s nomination, Wade Henderson, president and CEO of The Leadership Conference on Civil and Human Rights, a coalition of more than 200 civil and human rights groups, said that Lynch would bring stability to Department of Justice. “Lynch would bring a steady hand to guide the Department of Justice

and would make history as the first African-American woman to serve as Attorney General,” said Henderson. “Having already unanimously confirmed Lynch twice as U.S. Attorney, we urge the Senate to approach its third confirmation process with integrity and expedience in the lame duck session.” But Republicans have already signaled that they don’t have any plans to take up the nomination until the new Congress in 2015, leaving some Washington watchers to speculate about what President Obama will have to give up to get Lynch confirmed by the majority-Republican Senate. Earlier this year, the president made a deal with Senate Republicans to fill vacant seats on federal judicial benches in Middle District and Northern District of Georgia. The deal involved nominating Leslie Abrams for the United States court of the Middle District of Georgia and Eleanor Ross to the United States Northern District of Georgia. Abrams and Ross would become the first Black women to serve lifetime appointments as federal judges in Georgia, but the Democratic-controlled Senate hasn’t voted on either candidate. The compromise also drew the ire of prominent Congressional Black Caucus members and civil rights leaders, because of two other nominees: Michael Boggs and Mark Cohen. Rep. David Scott (D-Ga.) criticized Cohen, because he led the team defending the state’s laws re-

quiring photo identification to vote. Rep. John Lewis (D-Ga.) spoke out against Boggs for voting against removing the Confederate battle emblem from Georgia’s state flag when he served as a state legislator. The Democratic-controlled Senate Majority Leader Harry Reid (DNev.) also failed to bring President Obama’s nomination for U.S. Surgeon General Vivek Murthy up for a vote, because it was reported that Reid wasn’t confident that he had enough votes to get him through. Republican lawmakers and the National Rifle Association attacked Murthy over one of his 2012 tweets that said: “Tired of politicians playing politics w/ guns, putting lives at risk b/c/ they’re scared of the NRA. Guns are a health care issue.” The problems that President Obama had getting qualified candidates confirmed to key positions with a Democratic-controlled Senate may foreshadow greater challenges now that the GOP controls both houses of Congress. Still, some lawmakers remain optimistic. In a statement on Lynch’s nomination, Congressional Black Caucus (CBC) Chair Marcia L. Fudge (DOhio) said that President Obama showed that he is uncompromising and determined that our country’s top attorney be dedicated to doing what is right for the American people. Fudge said, “I commend President Obama for this selection, and request the confirmation of Ms. Lynch without delay.”

EDITORIAL BLACK VETERANS AND REPARATIONS Veterans Day is celebrated on the 11th of November in America, and it has been celebrated since the year 1919 at the end of World War 1. This day was set aside to honor the service of veterans of the United States Military. It is an official federal holiday. African Americans have served in American wars since before the beginning of the holiday, yet Jim Crow, lynchings, and other maltreatment has kept African Americans from truly having the same quality of opportunity that others have enjoyed. African Americans started off as 3/5ths human at the time of the signing of the U.S. Constitution, though some would argue that this related to Congressional representation issues and not to innate humanity. Only later after the addition of the Bill of Rights, did Blacks become full citizens. Even though that is the case, today Black people are still not wholly compensated for the years of free service as slaves as well as service in the armed forces. For some reason, all of this falls far from the psychological comprehension of a lot of white people. They think that all Black people have to do is to “get over it.” They don’t seem to comprehend the depth of depravity of the institution of slavery, or the marginalization of Blacks that has been a hallmark of this condition. Black people have been denied adequate housing opportunities, jobs, education and more. Africans were torn from the continent and were forced to labor for free for several centuries. Once emancipated, they were expected to fit seamlessly into the society that had oppressed them, even though they were deprived of family, of their own name, and more. The institution of slavery in America was an insane atrocity, yet today it is though the ancestors of the enslavers have developed a strange kind of amnesia that allows them to deny any responsibility for what happened to Black people while, at the same time, denying them opportunities today. In spite of this, Black people have excelled in just about every endeavor that has been attempted. Black veterans have served, sometimes in segregated regiments, and have come home to maltreatment. Many of them have been able to overcome whatever hardship that they encountered, but others have not fared as well. You can see some of them blankeyed in the streets begging and/or apparently homeless. The ravages of war have played a cruel game on some of them, and while they have suffered, so have their families, by extension. People who have fought for this country against dubious enemies should not have to come home and face harsh conditions. This is where reparations come in. Even though all veterans who were honorably discharged have access to all types of freebies and various types of government assistance, Black veterans often need even greater help. This is due to the unique position that Blacks occupy in America. Some say that in this so-called “post-racial society,” that special consideration need not be given to Blacks. America has elected an African American president, which means he occupies arguably the most powerful political position in the Western world and, if we extend our view to agree that America has more juice than even the Chinese and Soviets, he is the most powerful political figure in the whole world. Yet, though this is the case, he is still being called the “N” word by whites who oppose him. President Obama has endured more vitriol coming from the general electorate than almost any other president to date, and a great deal of this is due to his perceived race. Now, how does President Obama tie in with the idea of reparations? His treatment has been able to bring to stark focus that fact that Jim Crow didn’t die; he’s alive and well waiting to thwart Black opportunities at every turn. In other words, if an obviously intelligent and capable Black president is met with such atrocious opposition, then think about what the average Black person must face, and this includes veterans. Because of this, some type of reparations are deserved; there must be some attempt at “repair,” and this should take place sooner than later! A luta continua. 4

LETTERS TO THE EDITOR Reflecting on Mr. Harold Anderson Dear Editor: How does somebody who is not a doctor fight a disease? I was deeply moved to read about Mr. Harold Anderson, whose recent passing was reported in the Chicago Crusader. I never met him but his story is a story of how a person who is not a doctor or scientist can contribute powerfully to the fight against a bad disease. Sickle cell disease affects thousands of people in the Chicago area, predominately African-Americans but also Latinos, South Asians, Greeks, Italians, Arabs, and people from other ethnic backgrounds. This inherited condition causes unpredictable episodes of intense pain in the bones and joints. Easy fatigue, difficulty tolerating cold weather, and greater chances of infection all can make life very difficult. And yet people with sickle cell have achieved huge success in life, including celebrities like Miles Davis, T-Boz, and Mobb Depp, business and religious leaders, doctors and lawyers and scientists, and many have productive lives into their 70’s or 80’s. Mr. Anderson helped found the Sickle Cell Disease Association of Illinois (SCDAI) and Sickle Cell Disease Association of America (SCDAA)- these groups continue to find new ways to build public awareness of sickle cell with (traditional) approaches like walk-a-thons and bro-

chures, to new social media and “Bold Lips” challenge. His legacy also includes the Advisory Councils of the Comprehensive Sickle Cell Centers at University of Illinois and University of Chicago. Community partnership helped make these centers among the leaders in medical progress in sickle cell: patients who altruistically volunteer to test new treatments and help make possible the approval of one safe and effective treatment - hydroxyurea, how sickle cell damages the retina at the back of the eye and treatment with lasers can halt the process before the eye suffers bleeding and blindness, and how pregnant women with sickle cell can be managed as safely as possible. Mobilizing the community as partners provide the doctors and researchers with important insights on important problems. Community members can help speak for patients who might be too sick to speak for themselves. Community networks can also help make patients aware of medical advances and research results. And now? New generations of community partners carry on the legacy of Mr. Anderson, and new progress is being made in the fight to relieve suffering from sickle cell. Community participation, in the vein of that spearheaded by Mr. Anderson, is now nurtured by Patient Centered Outcomes Research Institute (PCORI) that offers training and opportunities for partnership in research to fight many different diseases. There are more new ideas proposed for sickle cell treatment than ever before, more interest

by pharmaceutical companies in testing and developing useful medications than ever before, and more clinical studies available for patients than ever before. Adults are being cured of sickle cell with transplant, more at University of Illinois than at anyplace outside of National Institutes of Health. Children can be screened for stroke risk and treated to prevent the stroke from occurring. But will re(Continued on page 17)

Democratic Party Seems Out Of Touch Beyond the Rhetoric By Harry C. Alford NNPA Columnist The mid-term national election (2014) will go down as the biggest landslide since 1928. The Democratic Party suffered a full fledge repudiation from the voters of America. This was caused by the Democratic Party leadership. We have a President who often lies to the American people and his puppets in the Senate and House of Representatives cannot or will not convince him to change his ways. His initiatives such as the Affordable Care Act are hurting our populace and his party doesn’t seem to care about the damage. All of the scandals from the IRS, State Department, National Security Agency, “Fast and Furious,” Secret Service, ISIS, etc. seem to have no resolution coming as his administration continues to try and cover them up. America’s image and international prestige have been damaged and are in need of serious repair. The majority of the American citizenship is totally disappointed and is demanding change. The elections on November 4 gave us all an opportunity to show our despair. It resulted in a stronger Republican population

Harry C. Alford in the House of Representatives and a takeover of the U.S. Senate. I still think that our President still doesn’t get it. He should follow the wisdom of former President Bill Clinton. When the people said “no” to his direction he change his direction just enough to maintain their support. Our current President is like “Damn the torpedoes, full speed ahead.” He does not have the luck of Ad-

miral Farragut during the Civil War and history will not be kind to his legacy unless he transforms his persona. The Democratic Party has become a victim of a “power flush” – as we say in Washington, DC. No longer will Senator Harry Reid, soon to be former Senate Majority Leader, block legislation coming out of the House of Representatives. He has more than 200 bills on his “shelf” and denies them a Senate vote just to please the President. The new Senate Majority Leader will be Senator Mitch McConnell and he is going to resurrect the disrespected bills and pass them onto the White House. The President will have to do one of two things – sign them or veto them. He may go down as the President with the most vetoes in the history of our nation. The bottom line here is the gridlock is over and efficiency can return. There needs to be an end to stalling on the scandal investigations. Not only will the House committees feel reinvigorated and start prowling again but the Senate committees will now join the investigations. Yes, more hearings are coming in a big time way. Indictments and hard times will affect the lives of those who have lied before Congress.

The former Senate operated four of the last five years without an approved budget. That is going to change now with responsible leadership returning to the Senate. How can you run a town let alone a nation without a budget? Our debt should start getting under control and our economy should start to improve. Wall Street celebrated after the election and that will result in a better economy and many more jobs. We can now stop the business wrecking acts of adverse regulation. Led by the Environmental Protection Agency, this administration attacked business with more than 3,000 rules – all of which cost serious money and amounts to reduced sales/production and precious jobs. These unnecessary rules cost our economy billions of dollars annually. There was more good news from the election. We now have 5 more Blacks in the House of Representatives. Three are Democrats and two are Republicans. Alma Adams is from North Carolina; Bonny Watson Coleman is from New Jersey and Brenda Lawrence from Michigan – all Democrats. The two Republicans are Mia Love from Utah and Will Hurd from Texas. Also, Corey Booker from New Jersey and

Tim Scott from South Carolina were both reelected to the Senate. Diversity is improving. Finally, maybe the time for monolithic support by Black voters will start to end. We are the only ethnicity that blindly follows one exclusive party and it has cost us dearly. I heard one prominent Black female say on Radio One, “Blacks should always vote Democratic. It doesn’t matter who is running, just vote Democratic. Afterwards, we can go and eat fried chicken.” That is so moronic! It is also dangerous. Now that we have elected officials in both parties we cannot be taken for granted. Let’s be conscious of what the candidate is selling. Never assume the vision of someone based on their political party affiliation or race. It is a new day in America. The recession is going to end and our security will once again be strong. Time for Black Democrats to Switch By George E. Curry NNPA Columnist The midterm elections are over, the final numbers are in and they don’t look pretty if you’re a progressive. So, I am going to propose something our national African American leaders should have suggested a long time ago: It’s time for us to switch. No, not to the Republican Party. That would be tantamount to drinking Jim Jones Kool-Aid (Young people, Google “Guyana Massacre”). It’s time to switch our emphasis from politics to economics. I remember Al Sharpton, speaking at the 2004 Democratic convention, saying Blacks had decided to ride the (Democratic) donkey as far as it would take us. Well, Al, that donkey has taken us as far as we can go in politics, even into 1600 Pennsylvania Avenue. Now, it’s time to park that old, tired pack animal on a farm and try a new mode of transportation. Even when we have given it our best, politics have never delivered the expected results. I am old enough to remember how exuberant we were with the election of the first wave of Black big city mayors: Carl Stokes in Cleveland, Richard Hatcher in Gary, Ind., Ken Gibson in Newark and later, Tom Bradley in Los Angeles, Andrew Young in Atlanta and David www.chicagocrusader.com

Dinkins in New York. We saw Doug Wilder elected governor of Virginia, the cradle of the Confederacy. The outgoing governor of Massachusetts is another African American, Deval Patrick. In January, we will have not one, but two Blacks in the U.S. Senate (Cory Booker and Tim Scott), the largest African American contingent ever in the upper chamber. And the Congressional Black Caucus (CBC), which bills itself as the conscience of Congress, has behaved as though it was unconscious the last six years, too afraid to even critique President Obama for fear of facing a backlash back in their home districts. Rep. Emanuel Cleaver of Missouri, stated: “Well, I’m supposed to say he [Obama] doesn’t get a pass, but I’m not going to say that. Look, as the chair of the Black Caucus I’ve got to tell you, we are always hesitant to criticize the president. With 14 percent [Black] unemployment, if we had a white president we’d be marching around the White House.” The undisputable truth is that Obama needed pressure from Blacks and progressives to make him a better president. When he offered his version of Ronald Reagan’s trickle down economic theory – if you take care of America as a whole, it will trickle down to what Jesse Jackson calls boats

And instead of being grateful for the silence of the lambs, Obama has an inexplicable need to criticize his supporters even more than his opponents. Rep. Joe Wilson (R-S.C.) can shout “you lie” during a State of the Union speech and ice cool Obama could essentially ignore the public slight. But appearing at a 2011 CBC dinner, the president urged his audience to “Take off your bedroom slippers, put on your

marching shoes. Shake it off. Stop complaining, stop grumbling, stop crying. We are going to press on. We’ve got work to do.” Even before his party’s butt kicking last week, President Obama was doing what he always does – blame his most ardent supporters. On April 10, less than seven months before the midterm elections, the Washington Post gave this account: “President Obama said at a fundraiser Wednesday night that Democrats suffer in midterm elections in large part because black and Latino voters – among other groups – don’t turn out to vote. “‘Our voters are younger, more unmarried women, more AfricanAmerican and Latino voters,’ Obama said at an event in Houston. ‘They get excited about general elections; they don’t get as excited about midterm elections.’ “Obama added: ‘…we have this congenital disease, which is in midterm elections we don’t vote at the same rates.’” Obama is correct in saying African American and Latino voters don’t turn out for midterm elections at the rate they do for general elections. But that’s true of all voters, not just people of color. Yet, Obama chose to place the blame on the shoulders of people most loyal to him and his

party. While there have been some meager improvements since the economic meltdown Obama inherited, Blacks still face staggering unemployment and severe income and wealth inequality. As the National Urban League stated in its 2012 State of Black America report, “… almost all the economic gains that blacks have made in the last 30 years have been lost in the Great Recession that started in December 2007 and in the anemic recovery that has followed since June, 2009.” Blacks are on the verge of spending $1.3 trillion a year, according to a Nielsen’s study. It’s time to shift our attention to economic development and empowerment. I am not saying we should abandon politics – we shouldn’t – but it should no longer be our primary focus. The movement to implement an appropriate African Centered Curriculum in predominately African in America inner city schools is critical to the on–going struggle for the lib-

eration of African people in this country. We must continue to demand that the truth be taught as we continue to struggle to build the Reparations Movement in America. This movement has now become popularly known as the African Centered Education Movement. Simple stated, it focuses on teaching the truth concerning the contributions of African people to the development of civilization in all subjects. Over the last fifty-years, African people in America have been organizing to change the white supremacist nature of the American public school curriculum. This organizing work has continued, in part, through the work of the National Black United Front (NBUF) and its World African Centered Education Plan. Through the work of NBUF and other African-centered organizations, African people in America continue to organize for massive African Centered Curriculum change. There is not a day that goes by that someone does not call my office seeking information and help on

how to start the process of changing the curriculum in their school. Parents are becoming more and more dissatisfied with what their children are being taught. They are also beginning to realize how much isn’t taught. It is clear that the public school system is the place where African America children receive a significant portion of their view of the world and the history of the world. And, it also is a place where large numbers of African in America youth are mis-educated under the system of white supremacy through the ideas and interpretation of history that is presented to them. Let’s turn to Carter G. Woodson’s great book, The Mis-Education of the Negro to get some further insights into this problem. Woodson observes “the so–called modern education, with all its defects, however, does others so much more good than it does the Negro, because it has been worked out in conformity to the needs of those who have enslaved and oppressed weaker people.” For example, Woodson says, “The philosophy and ethics resulting from our educational system have justified slavery, peonage, segrega-

tion and lynching. The oppressor has the right to exploit, to handicap, and to kill the oppressed.” Continuing on Woodson explains that, “No systematic effort toward change had been possible for, taught the same economics, history, philosophy, literature and religion which have established the present code of morals, the Negro’s mind has been brought under control of his oppressor.” Concluding on this point Woodson states, “The problem of holding the Negro down, therefore, is easily solved. When you control a man’s thinking you do not have to worry about his actions.” Therefore, it is inspiring to see so many of our people waking up all over America and seeking the truth concerning the real contributions of African people to the world. Through study groups, conferences, Black talk radio, information network exchanges, African Americans are coming into a new African consciousness that seeks to reclaim the African mind and spirit. Through the Portland Model Baseline Essays, the work of the Kemetic Institute, the Association for the Study of Classical African Civilizations (ASCAC), and other

writings and curriculum materials, Africans are becoming much more aware of the following points that must be incorporated into the curriculum. 1. Africa is the home of early man. 2. Africa is the cradle of modern man. 3. Africa is the cradle of civilization. 4. Africa once held a position as world teacher including the teacher for the western world. 5. There was and there still is a continental wide unity in Africa and in the African communities around the world. 6. The first time Africans left the continent was not on slave ships. 7. Africa and African people all over the world have been under siege for nearly 2000 years and only recently by European slavery and colonization. 8. There is an African Diaspora all over the world today. 9. African people have resisted domination on the continent and all over the world. 10. Even under slavery, colonization, segregation, apartheid, African people have made monumental (Continued on page 17)

No Democratic Message, No Democratic Vote By Julianne Malveaux NNPA Columnist Pundits are likely to spend the next several weeks attempting to explain the many reasons that Republicans simply kicked the Democrats square in the hind parts to dominate both houses of Congress in ways that had not been expected. With turnout at abysmal low –33 percent – two thirds of the electorate didn’t think this election important enough to participate in. President Obama had it right when he said he heard them. Many of those who cared enough didn’t have the opportunity to vote since voter suppression laws may have reduced the number of people willing to vote by 2.4 percent. The reduction of early voting days, the requirement of additional ID (in Kansas proof of citizenship can be requested), the elimination of sameday registration were among the tools Republican state legislatures used to suppress the vote, especially the African American vote. The tactic worked. Too many traces were decided on minuscule margins, and laws that encouraged, not discouraged, voter par8

ticipation might have made a difference. In North Carolina, Senator Kay Hagan (D) lost by just 48,000 votes, or 1.7 percent of the vote, despite a robust Moral Monday movement that encouraged voter participation. In Florida, the governor’s race was decided narrowly, and the current governor reduced the ways former felons had to restore their voting rights. There were some cases were Republicans simply trounced Democrats – Mitch McConnell (R) rather handily won his race over Alison Lundergan, a refreshing female candidate who had support from the Clintons, among others. In Maryland, the one-time frontrunner, Lt. Governor Anthony Brown lost to Republican Larry Hogan, a businessman who hit hard on tax increases without offering a single idea about how he might pay for the programs he supported and cut (as he promised) taxes and spending. Too many Democratic Senators were elected on the Obama coattails in 2008, and chose to jog away from the President this election. Instead of running away from the President, Democrats needed to embrace him. The

Millions more Americans have health care since the Affordable Care Act was passed. The Obama administration hasn’t tooted its own horn enough, and the Senators who have supported

his work, even tepidly, ought to have been the ones to toot it. Some, like Hagan, ran from Obama because he wasn’t popular in their state. They lost anyway. Imagine if Democrats were as united as Republicans in putting a message out there. Noneconomic issues, such as ISIS and the handling of the Ebola virus presence in the United States, have been among the reasons President Obama’s popularity has plummeted. The fact that Democrats have yet to promote a strong, cohesive, economic justice agenda is another. You can’t sleep with Wall Street on one hand and talk about wage increases on another without showing that Wall Street and corporate America pay their fair share of taxes. When Democrats send out mixed signals, the Democratic base is indifferent to a mid-term election and people stay home. Republican dominance might not have the effect Republicans hope for it to have. President Obama still has veto power. And Republicans have the opportunity to squander their legislative dominance, setting up the opportunity for a Democratic victory in 2016. But this 2014 election

ought to remind Democrats that the development of a progressive agenda, with fair pay, health care, quality education, and social and economic justice at its base, will result in an energized base in 2016. It ought to remind Democrats that reliable allies aren’t so reliable anymore. Dems lost traction among unmarried women and people under 30, so they have to have a plan to win them back. Republicans tend to be consistent with their message, even if their message is devoid of real programmatic meaning. They connected their Democratic opponents to President Obama so that those ambivalent about the president either stayed home or voted for Republican candidates. What Democrats failed to understand is that they couldn’t run away from the president and mobilize the base that supported him, and that part of their message had to be their support of successful economic programs? The rule change will ultimately provide veterans with greater flexibility in meeting the costs of post-secondary education. Today’s announcement is part of an agenda at all levels of government to keep Illinois as the most veteran-friendly state in the nation. “We are grateful to Sen. Peace inspired art mural connects two communities One month after they began constructing a Peace Mural on the rail viaduct at 63rd Street and Wallace Avenue, two local organizations and many inspired volunteers celebrated its completion in October. Representing the words it bears - Peace, Hope, Love and Unity - the mosaic masterpiece now frames the gateway between Englewood and Woodlawn. Youth, college students, adults and seniors alike from the com-

The title of the album is a reflection of the driftless spirit of collaboration that permeates the record. “The album is called VIBES because everything that happened Kanye West creatively and spiritually just all vibed together,” explains London. “Everyone who worked on it with me did it on a family level. A Moment to Super Size Your Thinking By Effie Rolfe Become comfortable with being uncomfortable. Recently, my sister shared a weekly lesson from the Curves’ Member Guide entitled, “Embracing Change.” The first three words are ‘change is difficult.’ We all know this to be very true. Most can attest that change is still difficult even when it promises to have a positive impact on our lives. For any change of habit, to have a chance to take root, we must have a step-by-step plan of action. To merely jump into change for emotional reasons is not likely to produce a lasting effect. In order to get through the pain of dealing with change, you must become comfortable with being uncomfortable. You must believe that the change is for the better, and that

it will not always involve the difficulty that it now does. You must be willing to look for bright spots in the midst of what seems like misery. It’s my belief that the fear of not doing a thing must become greater than the fear of doing it. Not until you become truly disgusted with the status quo and mediocrity of life, are you willing or even forced to move ahead to untapped territory. That new territory is fertile ground waiting to grow you into the full potential of your dreams and destiny. Change is about fear—false evidence appearing real. Fear is why the average person would rather stay in a miserable relationship, surroundings and circumstances than forge ahead. Motivational Speaker, Les Brown shared a quote that “Most people would prefer a known hell rather than an un-

known freedom.” Why, because, it’s human nature to fear the unknown? This is why everybody wants to go to heaven but no one wants to die. Fear of the unknown is what causes people not to fully embrace change. Thus, the average person is afraid to play so they die with their music still in them. For this reason, the richest place on earth is and has always been the cemetery. Far too many God given gifts and talents have wasted away because of fear. This is also the primary reason that public speaking is ranked closely with life changing events such as the birth of a child, marriage, death of a loved one and moving to a new home. Needless to say that fear is simply an immobilizer—it paralyzes rather than allows freedom of movement. What have you allowed to prevent

you from moving forward? It’s time for you and me to get out of our comfort zones and become uncomfortable enough to live the life of blessings that God predestined. The only way to ever experience this life is to get up and move away from your comfort zone into your new world of freedom. Once you start moving—change is inevitable. You can succeed, you have done more difficult things than this, and you have what it takes to follow this plan. Will you become comfortable with change…? Englewood has a new Mini Dollar Plus store Some Englewood residents are not walking as far to make purchases in their neighborhood thanks to the Mini Dollar Plus store, a new African American owned and operated business, which recently held its grand opening event. Mini Dollar Plus located at 412 W. 71st Street was established by owner Monique Vining in response to her concerns over residents not having the convenience of a dollar type store nearby and in providing more employment opportunities in the community. The store has been in the planning for a little over a year and was selffunded by Vining with “a wing and a prayer.” Vining was looking for a business investment when she was presented with the idea of opening the Mini Dollar Plus in its current location. “We thought we could make

the biggest impact in an area that has been inundated with a lot of negativity and contribute to the rebuilding of Englewood,” Vining said. The store’s location is adjacent to several other African American businesses. Neighbors include the Deli King, Barracuda’s Computer Repair, the Christ Center of Truth Church, and the Cultural Connection store on the corner. During construction Vining noticed “Most of the people around here don’t drive so I said we have to get this store open no matter what so they don’t have to travel so far. Civil rights leaders, clergy, labor and veterans join call to end predatory practices By Charlene Crowell A diverse group of civil rights leaders representing Blacks, Latinos and Asian-Pacific Islanders have joined forces to call for major changes in auto dealer compensation. Together, the organizations are calling for the Consumer Financial Protection Bureau (CFPB) to use its rule-making authority to stop dealer markups on auto interest rates that in 2009

In an October 31 letter to Richard Cordray, CFPB Director, leaders of 11 organizations wrote, “It is our experience that discretionary, non-risk based pricing in lending often leads to discriminatory results. This is often the result of practices that, while not discriminatory on their face, lead to discriminatory impact.” Participating organizations are: Center for Community Change, the Greenlining Institute, the In16

sight Center for Community Economic Development, the Leadership Conference on Civil and Human Rights, the League of United Latin American Citizens, NAACP, National Coalition for Asian Pacific American Community Development, National Council of LaRaza, National Urban League, the William C. Velasquez Institute and the Center for Responsible Lending (CRL). When consumers buy and finance their vehicles at car dealerships, they open the door for dealers to earn additional compensation by raising the financial institution’s actual interest rate. Car dealers make the loans to buyers and then sell the financing to a bank or other institution that allows the interest rate markup. The practice known as “dealer reserve” or “dealer participation” has a long history of discriminatory impact. To illustrate how dealer markup works, consider this example: Assume that a bank is willing to buy a loan from a dealer as long as the loan is for at least five percent interest. The bank then gives the dealer the discretion to add an additional two percent interest markup as compensation for the loan. Then the dealer will tell the consumer, “Good news! We got you a great rate – seven percent!” Meanwhile, the consumer has no idea that two percent of the interest goes to the dealer. The additional interest can add hundreds, if not thousands, of additional dollars of interest over the life of the loan. “Dealer markup has a long history of discrimination and has caused consumer of colors to pay more for their car loans than they should,” said Chris Kukla, senior vice-president with the Center for Responsible Lending. “This also goes beyond consumers of color –

because this is a hidden fee, any consumer could end up paying a higher interest rate than necessary. That’s why we are calling for this practice to end.” In their letter, the organizations pointed to a related consent order against Ally Bank that determined Black, Latino and Asian-Pacific Islanders actually paid more for their loans than white borrowers with the same credit profile. Over the life of these auto loans, the disparities cost thousands of consumers an extra $200 to $300 per loan.

“This is not the first time this practice has resulted in allegations of discrimination,” wrote the advocates. “In the mid-1990s, a series of lawsuits against some of the nation’s largest auto lenders showed evidence of rampant discrimination against borrowers of color in auto lending transactions. Not only were borrows of color more likely to have the interest rates on their loans increased by the dealer; but those borrowers were also sold higher interest rates than their similarly-situated white peers.”

In fact, CPS has forced an action on more than 150 schools during the same time period that has resulted in the further destabilization of communities of color. CPS policy hurts children and communities,” stated Erana Jackson with Kenwood Oakland Community Organization. “We need an Elected Representative School Board.” On a day predicted to bring a freezing polar vortex to the city, participants also focused on the critical reform needed to the Chicago Housing Authority (CHA) so that more people can be put into homes before another brutal Chicago winter. “I have been homeless for three years, from 2011-2014. During that time, I signed up for every open housing waitlist available. It took me three long years to finally find a place. It was the longest three years of my life,” said Mary Nelson, leader with the Chicago Housing Initiative. “To know that CHA has $430 million in extra cash just sitting idly that could be used to place people in housing makes my stomach curl. How many people could the mayor

have housed with this $430 million?” This year, as a result of growing community pressure and media coverage, CHA finally released 3,000 vouchers, more than ever before. However, permanent change is needed. The Keeping the Promise Ordinance, currently sitting in the Housing Committee, would provide much needed reform and oversight of CHA. After calling on elected officials to take action, participants took the fight directly to corporations dictating the policy hurting Chicago neighborhoods. Hundreds marched to several corporate players stifling legislation to help working families while profiting off of poverty wages, toxic interest rate swaps, and social impact bonds, like McDonalds, Bank of America, and Loop Capital. Marchers also interacted with large eight-foot puppets of Mayor Rahm Emanuel, Alderman Bank of America, Alderman Ronald McDonald, and Alderman Loop Capital. Still reeling from the largest school closing in US history, Chicago residents expressed outrage over the continued dumping of precious public education dollars into the private hands in the form of toxic swap deals. “While children lose their schools, their teachers and their programs,

corporations like Loop Capital continue to make millions of dollars off of the Chicago Public Schools and the City of Chicago. Every year, the city pays out $72 million dollars to cover losses in “toxic swap” deals, agreements entered between banks such as Loop Capital, and CPS and other City of Chicago departments. We are here at Loop Capital to deliver a message to CEO Jim Reynolds: Mr. Reynolds, the Toxic Swaps deal must come to an end. It is time to renegotiate. Has Ford ever heard “to the victor goes the spoils?” If there was no all-out support for Bruce Rauner like there was with a few South Side ministers, then the West Side has nothing coming plain and simple. Ford is acting as though Rauner is not having to deal with statewide issues, just Chicago. It is sad that as long as he has been in office he doesn’t understand the political process better. Improved quality of Medicare plans and steady premiums are great news By Marilyn Tavenner, Centers for Medicare & Medicaid Services Administrator Fall is a wonderful time of year. Changing leaves. Cooler weather. It’s also the season for people with Medicare to review their current Medicare coverage, as Medicare Open Enrollment begins. As we prepare for Medicare Open Enrollment, which began on October 15 and ends on December 7, Medicare wants everyone to know that quality continues to improve both in Medicare Advantage and in the Part D Prescription Drug Program. Each year, plan costs and coverage can change. During open enrollment, seniors and people with disabilities across the country have the opportunity to review their current Medicare coverage and see if they want to make any changes for the next year. It’s important for people with Medicare to take the time to make sure their current situation still meets their health care needs best. To help people choose a plan, Medicare calculates plan “star ratings” for Medicare health and prescription drug plans. Each plan gets a number of stars on a scale of 1 to

5—with 5 being the best—based on quality and performance. These ratings are designed to help people with Medicare, their families, and caregivers compare plans, in addition to information on their premiums and benefits. This year, people with Medicare who choose to enroll in a Medicare health or prescription drug plan will have access to more high-rated, four- and five-star plans than ever before. Approximately 60 percent of Medicare Advantage enrollees are in a Medicare Advantage Plan earning four or more stars in 2015, compared to an estimated 17 percent back in 2009. Likewise, about 53 percent of Part D enrollees are currently enrolled in stand-alone prescription drug plans with four or more stars for 2015, compared to just 16 percent in 2009. Since the passage of the Affordable Care Act, enrollment in Medicare Advantage will increase to 42 percent to an alltime high of over 16 million and Medicare Advantage premiums will have decreased by 6 percent. For people with Medicare, this is good news in how they receive care. Plans that are higher rated deliver a high-level of care, such as improving the coordination of care, managing

diabetes or other chronic conditions more efficiently, screening for and preventing illnesses, making sure people get much-needed prescription drugs, or getting appointments and care quickly. A high rating also means these plans give better customer service, with fewer complaints or long waits for care. If you have Medicare and need assistance, you can visit Medicare.gov, call 1-800-MEDICARE (1-800633-4227), or contact your State

Health Insurance Assistance Program (SHIP). You should have received the 2015 “Medicare & You” Handbook and important notices from your current plan, Medicare, or Social Security about changes to your coverage. If you’re satisfied with your current coverage, there’s nothing you need to do. Better quality in Medicare health and prescription drug plans isn’t the only good news for people with Medicare. For most seniors who

have Original Medicare, the 2015 Part B premium will stay unchanged for a second consecutive year at $104.90. This means more of seniors’ retirement income and any increase in Social Security benefits will stay in their pockets. The Part B deductible will stay the same as well Medicare is working hard to make sure this good news continues so that seniors and people with disabilities will continue to get the health care coverage they deserve.

NOW UNTIL DEC. 7 is open enrollment for Medicare for those who need health insurance or wanting to change their current coverage. Those who choose to enroll in a Medicare health or prescription drug plan will have access to a higher-rated, four or five star plan.
