Advocate for financial empowerment By J. Coyden Palmer City Treasurer Kurt A. Summers, Jr. has hit the ground running during his first week in office. A graduate of Whitney Young High School, Summers received his MBA from Harvard and took time to visit the Crusader on Dec. 2. Summers replaces Stephanie Neely, who resigned and accepted a vice president position with Allstate. Most recently, Summers served as senior vice-president at GCM Grosvenor, and before taking his first position in public service with Cook County, he was managing director at Ryan Specialty Group, a specialty insurance services firm. During his visit, he explained his job as City Treasurer involves three phases: investor, banker and advocate and revealed a 90-day plan he has put into place of which he will be evaluating its effectiveness on a regular basis. Chicago preempts the state in raising the minimum wage By J. Coyden Palmer On Tuesday, the Chicago City Council passed an ordinance to raise the minimum wage to $10.00 in 2015. The City’s approval of the ordinance on Tuesday (December 2) preempted a minimum wage increase of $9 per hour passed by the Illinois Senate on Wednesday (December 3) and called on House Speaker Michael Madigan to vote on the legislation to raise the
minimum wage.. The decision will affect more than 400,000 city workers and will add some $800 million to the Chicago economy, according to a mayoral panel appointed to study the issue. The increase will take place over a five-year period that will put it at $13 by 2019. But, those calling for a wage increase were not satisfied just as those who are against an increase were not happy, either.
“I’m pleased to see that support for a minimum wage increase for the citizens of Chicago is coming to a critical mass, with even both Mayor Rahm Emanuel and Cook County Commissioner Jesus Garcia joining the chorus of voices fighting for workers,” said mayoral candidate Ald. Bob Fioretti (2nd). “While the Mayor’s $13-an-hour plan is a nice start, waiting until 2019 puts working families’ paychecks just pennies above the poverty line.”
Big businesses and small ones, alike, were against the raise. They say with the wage increase will come higher prices and possible layoffs. Small business owners also warned they may have to fold up shop and leave the city all together in order to survive. “Raising the minimum wage has not proven to reduce poverty or narrow the income gap and puts a stranglehold on Illinois’ top job creators: small businesses,” the Illinois Chamber of Commerce said in a statement after the vote. Rep. Danny K. Davis now supports Dr. Willie Wilson for Mayor By Chinta Strausberg Just a few days after filing 47,000 signatures to run for mayor of Chicago, businessman/philanthropist Dr. Willie Wilson held a strategy meeting at the Chicago Baptist Institute International where Rep. Danny K. Davis (D-7th) and others pledged their full support for his candidacy. Saying he initially supported Ald. Bob Fioretti (2nd) then Cook County Comm. Jesus “Chuy” Garcia, whom he has known since activist Rudy Lozano was killed, who was his “next guy,” Rep. Davis announced his firm support for Dr. Wilson’s campaign. “I’m here because of Willie Wilson. If somebody else” were running, Davis said he probably wouldn’t be there.’ “To me, politics is as serious as cancer,” Davis told more than 200 Black ministers. “It’s the lifeblood of a people. I don’t play with it. I don’t play about it. I don’t shuck and jive in terms of what my positions are and why they are.” “I study politics like some preachers study the bible,” said Davis. “I’ve been elected for 35-years.” He said West Side political guru Richard Barnett let his campaign in 1979. “All the prognosticators said it wouldn’t happen because I ran as an independent.” Davis ran for alderman and won. He credited Barnett with helping to elect more Black judges than anyone in Chicago’s history. “I’m not playing when I come to

I don’t have any need to play,” he said. “I’ve got a feeling that we can be successful.” Richard Wooten, a Chicago policeman who attended that meeting, said, “I think Dr. Willie Wilson is a great qualified individual to be mayor of Chicago and as much support as we can give him, we’ll be there.” On Monday, December 8, 2014, at 9:30 a.m., Wilson, 66, is holding a meeting at Life Center Church, 5500 South Indiana, where he will film 30-second commercials with different people who have embraced his campaign. It is the same time and hour that Republican Gov. Bruce Rauner will be at the same church thanking voters for electing him, according to Wilson. He also announced that Richard Barnett will be his campaign manager and Tracey Alston, who heads The Danielle Ashley Group, will be his public relations director. “She was with Vice President Al Gore,” said Wilson. Alston said she began with WBEE radio and that former WGN radio reporter/press secretary to Mayor Richard M. Daley Avis LaVelle is her mentor but her proudest moment was when she did PR for the Democratic National Committee. As an advocate, Summers explained, the office advocates for financial empowerment. “We will focus on financial empowerment for youth, but it is also about empowering working families, adults, businesses, and retirees as well,” Summers said. “I’m advocating for investing in Chicago. That’s the slogan of my campaign: ‘Investing in Our Chicago.’” Summers said 15 percent of the $7 billion can be invested into municipal bonds, but none of that says it has to go into Chicago. He believes that concept is part of a disconnect and the message that is being sent to other investment entities. An example of the impact of not having that investment means the city cannot finance a new park or expand infrastructure. “As an investor, we have to look at investing in our own city,” Summers said. He believes informing the community about what his office does is important because most people do not really know how important of a job it 2
is. The Treasurer is responsible for all of the money in the city’s coffers, and citizens have a right to know how their money is being spent and invested. While Summers acknowledged that his office cannot tell banks what to do with their money, he believes he has to be an advocate for small businesses in the city; businesses that in many cases cannot even get a loan. Next week, he is meeting with all of the banks who have municipal depository business, which is taxpayer money. Summers said these banks may not be lending to communities in Chicago, and he cannot confirm that because regular reporting on lending has not been received by the city since 2010. Summers said he will ask for those reports during his meeting with the banks. “I’m going to ask to see where they are lending and where they are giving,” he said. Currently touring 77 communities in 77 days, Summers stated that during one of his recent visits to the Austin community, a resident asked him to find out what properties the banks own or have foreclosed on in the community. He said the information he receives back from the banks will be used in part to determine

where he deposits city monies. “Some of it is going to be based on their ability to collateralize; their ability to do it at the lowest fee possible or generate some income for us. But, part of it is going to be where they are investing…we’re going to perform a quarterly reporting process where we release information to the community in terms of how we are doing and how they are doing,” Summers said.
“We can tell them the criteria in which they will be judged upon, and if they want to continue to do business with the city, what we will be expecting from them.” Summers said one of the goals of his office will also be to touch every child in Chicago in a way that gives them impactful financial information. He has already started discussions with all of the major thought leaders in the

city and CPS administrators to come up with a plan for financial curriculum. He believes if they want to impact the city’s kids, it will require a team effort from a lot of entities. He said CPS has been working on a three-year plan, but have not convened with other sources like, Junior Achievement of Chicago, Facing History and Ourselves to help implement their plan. Summers believes he can be a conduit for all of the entities to come together. “Our next meeting of all the groups is this week, and we are going to meet every other week until we have a plan in place with real financial information for Chicago’s children that they can use,” Summers said. “Rather than having entities invest in a specific school…if we work on the curriculum for financial education with the same amount of money and resources, you can impact hundreds of thousands of children versus the hundreds of children in a particular school.” Summers said what he expects is that many of the students will then be able to take the information home to their parents and teach them as well. He believes that getting people to believe in the CPS system will be a key to the success. www.chicagocrusader.com

Museum Campus South today released videos in support of bringing the Barack Obama Presidential Library to the South Side of Chicago. The group of South Side cultural institutions gathered local celebrities and community members to create “Bring it on Home” videos to amplify the University of Chicago’s collaborative bid to bring the Obama Presidential Library to one of its neighboring communities on the South Side. The DuSable Museum of African American History led the production of the videos, which can be viewed on the OPL South Side YouTube page, youtube.com/oplsouthside. EDITORIAL MICHAEL BROWN, VIOLENCE AND THE WHITE POWER DYNAMIC By now, just about everyone in America knows that the grand jury decided not to indict officer Darren Wilson for shooting Ferguson, Missouri teenager Michael Brown to death. This decision, though not unexpected in many quarters, has sparked a wave of demonstrations in the United States and elsewhere. This case was as stark as the one wherein a jury refused to punish officers who were actually caught on tape beating the spit out of the late Rodney King. It is now patently obvious that the social justice system in the United States is flawed, and that Black males are under attack. Actually, the decision has also helped to highlight the notion that police are basically out of control and they often act with impunity when it comes to its Black and brown citizens, and sometimes even to its white residents. During the week of the Ferguson decision, a 12-year-old boy was shot down by police because someone reported seeing a Black male with a gun. Actually, the gun turned out not to be real, but a young pre-teen is dead nevertheless. And we can’t forget Eric Garner who was choked to death by a New York City policeman who apprehended him for selling loose cigarettes. All in all, hundreds of unarmed citizens have been murdered by the police. This is frightening because they are the ones who allegedly exist to serve and protect citizens, not to kill them. Someone said during the beginning of the 20th Century that “...power corrupts and absolute power corrupts absolutely.” This is arguably what we are facing today. We are dealing with a power dynamic; the police have the power and individual citizens don’t. Law enforcement officers are emboldened by increased weaponry and a mandate to oppose “terrorism,” though it seems that lately some of them have become confused as to who are terrorists and who are not. This power dynamic is one of the reasons that there is a greater outcry among Black people when the police kill Blacks than there is with Black-on-Black murders. Black people are killing Black people at alarming rates, but it is not until a white policeman, or even a white civilian kills a Black person that the Black community gets into an uproar. An example would be the Trayvon Martin/George Zimmerman fiasco. Sadly, the message here is that Blacks feel less powerful in the face of white power privilege than they do in their own communities and, because of this, they do not give Black-on-Black violence as much attention as it warrants. Thousands of Blacks are killing each other without so much as a whimper because they are being killed by Blacks. In other words, Black lives are not that important in themselves; it is only when white people kill Blacks that the issues are highlighted because of hopelessness in the face of the white power dynamic. Black people should be just as outraged when our children are shot down by other Blacks, as they have been when they are shot down by white people because Black lives are important. It is all the more important because this is an arena where we do have the power. If we act collectively, we can control our communities. After all, our children are raised by us, and if they are wilding out we have to bear some of the responsibility for their actions. But, apparently, we don’t respect ourselves enough to hold our own community accountable because of a perceived lesser value given to Black lives by Black people! Regarding the white power dynamic; there is a way to deal with it, and some of those who are staging demonstrations that focus on economic targets are moving in the right direction. Strategic buying is one of the keys that can help level the playing field when faced with an unbalanced power dynamic fueled by white privilege. What remains to be determined, however, is what can be done to ensure that Black people in Black communities develop enough self-esteem to see that Black-on-Black violence should also not be tolerated either! LETTERS TO THE EDITOR A little known fact about Marion Barry Dear Editor: Marion Barry is best known for his outstanding civil rights work, but one perhaps little-known legacy is Mayor Barry’s overhaul of the disgraceful Washington, D.C., “dog pound.” Back in the 70s, I canvassed door to door for Barry on the strength of his campaign pledge to clean up the pound, at which dogs languished in filth and died from untreated illnesses, among other abuses. Mayor Barry was one politician who immediately made good on his promise. He implemented major improvements, including ending the practice of giving unclaimed strays to Washington laboratories for use in experiments, funding the purchase of new animal control vans to replace the old cage trucks in which dogs froze in winter, and dismantling the gas chamber in which thousands of unfortunate animals had met a painful end. Barry also imposed adoption rules and required adopted animals to be spayed or neutered in order to curb the dog and cat overpopulation crisis. The old “dog pound” was renamed the

Parents should be outraged Dear Editor: While Chicago parents do their best to raise healthy, responsible children, the Chicago-based Female Health Company is marketing female condoms to 11-yearolds through Chicago Public Schools’ new sex-ed curriculum. Graphic pictures and step-by-step instructions show girls and boys how to insert them. However, the fact is, female condoms don’t sell well to the public because they fail to prevent pregnancy, let alone STDs. Yet tax-funded government agencies buy them and promote them to young children. When confronted, school officials claimed the material was “accidentally” presented to parents at the Andrew Jackson Language Academy and was not part of the curriculum. What?! Accidentally?!

We need more Marion Barrys Beyond the Rhetoric By Harry C. Alford NNPA Columnist Last week we lost an American Icon, the Honorable Marion Barry who changed this nation in ways most don’t understand. I remember coming to Washington, DC for the first time back in 1964. It was shocking to me as I never realized that DC was a deep southern city replete with Jim Crow segregation. The housing was totally segregated and we rarely saw whites. We were told to not drive into Prince Georges County – especially Silver Spring as the white police force was prone to beating Blacks. One year later (1965) Marion Barry, a civil rights activist from a small town in Mississippi, would arrive to make change. Barry along with other activists started to make change – big changes. Marion earned his “stripes” in the local political circles and when the opportunity came for him to elevate from the city council to the mayor’s office he seized it. To everyone’s pleasant surprise he became a mayor of his people. He was totally committed to the
Harry C. Alford economic future of Washington, DC. Marion was one of the first Black mayors to realize that while in office he could make a difference in terms of Black economic development. He recognized opportunities that good, bona fide and certified Black own businesses could perform contractually for cities and create massive employment for the Black residents of each city. Black businesses started to grow in Washington, DC because their
mayor demanded it. There was no opportunity too big for Mayor Barry to intercede on behalf of Black owned businesses based in Washington, DC. When cable television started to expand in our cities, Marion decided that the DC franchise for cable would be awarded to a Black resident of DC. He also encouraged Mayor Coleman Young of Detroit to do the same. This was the beginning of Bob Johnson’s quest to build Black Entertainment Television. In Detroit, it was Don Barden’s entry to a very large business empire. From these two companies many Black millionaires would evolve. Seeing the impact of his networking Black firms into the city’s procurement opportunities, Mayor Barry started encouraging all Black mayors to emulate what he and Coleman Young did for their cities. Harold Washington of Chicago, and various mayors of Los Angeles, Philadelphia, Cleveland, Los Angeles, Atlanta, San Francisco, etc. would step up to emulate what the genius of Marion Barry had done. Of course, there were a few who would be too timid to act in this
fashion and their citizens would miss out on many opportunities. You will not find one Black businessperson who does not appreciate what Marion Barry stood for and will use his standard as a measurement for the performance of current mayors in their particular cities. Marion was just a pleasant person with a continuous smile at all times. We had a fall summit in New Orleans after the Katrina tragedy. We were all surprised to see Mayor Marion Barry walking through the W Hotel to attend our event. He came at the invitation of one of our Board of Directors and all attendees enjoyed his presence and participation. Despite all of his ills via addiction and fast women, he remained focused on civic participation and the inclusion of Black business. We could see that trait shining like a new moon during our summit. He was as serious about the economic development of Black communities as other greats like Parren J. Mitchell, Arthur A. Fletcher, Booker T. Washington and many others who are my heroes. Yes, Marion Barry is a hero
of mine. There aren’t too many like him and I believe we should be a little more impatient with our elected officials who do not understand their power and the ability to use it to the benefit of their constituents. Ask your current mayor how many Black businesses have expanded as a result of his/her leadership. Most will not be able to answer that. When that happens you should encourage them to emulate the great Marion Barry. The majority press, FBI and Congress did their best to destroy this man for what he did for the Black economy. That is the price for Black leadership in this nation and it is a price our leaders must pay. Farewell Mayor Barry. You made your mark and will be sorely missed. Rest in peace. Will the next Marion Barry please step forward and show the example of what a difference Black business development can make? A Perverted View of Black on Black Crime By George E. Curry NNPA Columnist In the aftermath of a Black teen being killed in Ferguson, Mo., former New York City Mayor Rudy Giuliani was asked a simple question on the NBC television’s “Meet the Press.” Do you think that Blacks have a legitimate complaint about racial discrimination by police in their communities? After responding yes, he added: “But I think just as much if not more responsibility is on the Black community to reduce the reason why the police officers are assigned in such large numbers to the Black community…” As the Washington Post observed, “Former New York mayor Rudy Giuliani (R) offered some now-infamous analysis of the situation in Ferguson, Mo., on “Meet the Press” on Sunday. ‘White police officers wouldn’t be’ in Black neighborhoods, killing Black men, ‘if you weren’t killing each other.’ “This wasn’t Giuliani’s only point, but it was the one that spurred the most online reaction. Giuliani also reiterated a version of a statistic that has been common in the wake of the fatal shooting of Michael Brown earlier this year. ‘I find it very disappointing,’ he said, ‘that we are not discussing the fact that 93 percent of Blacks are killed by other Blacks.’ He insisted to another member of the panel, Georgetown professor www.chicagocrusader.com
Michael Eric Dyson, that ‘I would like to see the attention paid to that than you are paying to this.’” Dyson countered, “First of all, most Black people who commit crimes against other Black people go to jail. Number two, they are not sworn by the police department as agents of the state to uphold the law….White people who kill Black people do not go to jail.” Giuliani, a lawyer, an ex-federal prosecutor, and former presidential wannabe, knows better. A Justice Department report on homicides committed from 1980 through 2008 found that 93 percent of Black homicides were perpetrated by other African Americans. Giuliani conveniently neglected to note that the report also showed that 84 percent of White homicide victims were killed by other Whites. The 2013 FBI Uniform Crime Report reflected a similar pattern. It showed that 83 percent of Whites were killed by other Whites and 90 percent of Blacks were killed by other Blacks. The report found that 14 percent of Whites were killed by Blacks while 7.6 percent of Blacks were killed by Whites. It’s not just a matter of Blacks killing Blacks and Whites killing Whites. Most homicides are committed by people who know their victim, usually a spouse or acquaintance. According to Justice Department’s Bureau of Justice Statistics, 56 per-
George E. Curry cent of homicide victims were killed by acquaintances. Another 22 percent of victims were killed by a spouse or other family member. Only 22 percent of the victims were killed by strangers. So, it was disingenuous for Giuliani to assert that Blacks are “killing each other” as though that’s a phenomenon unique to African Americans. The FBI annual compilation of crimes does not break down the race of people killed by police. However, the public interest website ProPublica studied federal data from 2010 to 2012 and concluded that young Black males were 21
times more likely to be killed by police than their White counterparts. Giuliani, never considered a friend of African Americans, would probably be even more enraged if most Whites were being killed by Blacks. Yet, he pretends to be concerned about the loss of Black life at the hands of Blacks. As we have seen in Ferguson, with Officer Darren Wilson killing Michael Brown, long before a police officer fires his weapon at an unarmed Black target, he frequently harbors certain misperceptions about the person at the other end of the gun barrel. In the case of Wilson, he testified before a St. Louis County grand jury: “And when I grabbed him, the only way I can describe it is I felt like a five-year old holding on to Hulk Hogan.” [Grand jury transcript, Volume 5, page 212, line 21] Wilson testified that he stands a shade under 6’4” and weights “210-ish.” Michael Brown was listed as 6’4” and weighed nearly 300 pounds. Wilson was the same height as Brown and though the teenager enjoyed about a 90-pound weight advantage – which could be considered a disadvantage – Wilson was armed with a Sig Sauer P229, .40 caliber pistol loaded with 12 bullets, a nightstick and mace. With those clear advantages, along with the ability to call for

backup help, which he had exercised, there was no reason a trained police officer should have felt “like a five-year old” holding on to a 6’7,” 302-pound professional wrestler. Clearly, Wilson was also armed with certain stereotypes of young Black males and that may have affected his poor decision-making on that fatal day in Ferguson, Mo. Both Rudy Giuliani and Darren Wilson are entitled to have their opinions of African Americans, however flawed. But their biases should not cost Michel Brown or anyone else their life. George E. Dr. Conrad Worrill In the wake of the rising African Centered Movement in America, it is important that every segment of the African Community in
America begin preparing for the Kwanzaa Season. It is estimated that more than 30 million Africans in America participate in some sort of Kwanzaa activity or event. In order for this occurrence to continue, parents, teachers, principles, ministers, business people, and community activists must begin preparation immediately. The first question, that obviously should be asked in preparation for the 2014 Kwanzaa Season is: “What is Kwanzaa and why is it so important for African people in America to celebrate?” In 1966, the Black Power explosion shook up America. The call for Black Power was a major shift away from the Civil Rights Movement, during that era. A movement that had successfully dismantled the system of racial segregation (by law) in the southern region of the United States. However, among the masses of Black people in America, there was a deeper meaning to the idea of freedom, justice and equality that had not been advocated by the Civil Rights Movement. The call for Black Power by Congressman Adam Clayton Powell, Jr.,
Kwame Ture (a.k.a. Stokely Carmichael), and others, gave a new impetus for the Black Liberation Movement in America. When the smoke cleared from the Watts Rebellion in 1965, an organization emerged in the Los Angeles, California area, called US. Its leader was Dr. Maulana Karenga. After intense study of African cultural traditions, Dr. Karenga and the US Organization established the only nationally celebrated, indigenous, nonheroic Black Holiday in the United States and they called it Kwanzaa. The concept of Kwanzaa was established for Africans in America and was derived from the African custom of celebrating the harvest season. In Dr. Karenga’s own words he says, “The origin of Kwanzaa on the African continent are in the agricultural celebrations called the ‘first fruits’ celebrations and to a lesser degree the full or general harvest celebration. It is from these first fruit celebrations that Kwanzaa gets its name which comes from the Swahili phrase Matunda Ya Kwanza.” Further, “...Matunda means
fruits and ya Kwanza means first. (The extra “a” at the end of Kwanzaa has become convention as a result of a particular history).” Kwanzaa is officially celebrated December 26th to January 1st and each day a value of the Nguzo Saba (seven principles of blackness) is celebrated. The Nguzo Saba (Seven Principles) are: Umoja~ Unity: To strive for and maintain unity in the family, community, nation, and race. Kujichagulia ~ Self Determination: To define ourselves, create for ourselves, and speak for ourselves, instead of being defined, named, created for, and spoken for by others. Ujima ~ Collective Work and Responsibility: To build and maintain our community together, to make our sisters and brothers’ problems our problems, and to solve them together. Ujamaa ~ Cooperative Economics: To build and maintain our own stores, shops, and other businesses and to profit from them together. Nia ~ Purpose: To make as our collective vocation the building and developing of our communi-
ty in order to restore our people to their traditional greatness. Kuumba ~ Creativity: To do always as much as we can, in the way we can in order to leave our community more beautiful and beneficial than when we inherited it. Imani ~ Faith: To believe with all our hearts in our people, our parents, our teachers, our leaders, and the righteousness and victory of our struggle. With the assistance of Malcolm X College, the Kwanzaa Celebration Committee, over the past several years, has sponsored Kwanzaa Celebrations and activities during the seven day observance. These celebrations have drawn thousands of people and added to the growing Kwanzaa Movement in the Chicago area. Kwanzaa Celebrations are held throughout the United States and the African Diaspora. Kwanzaa is a way to help African people in America fulfill the need and desire to be a united people, with a common set of experiences that lead us toward a common set of goals and objectives for freedom, independence, and liberation.
MAYOR MARION BARRY – A GIANT HAS FALLEN By Julianne Malveaux Washington DC just lost an icon. In the early morning hours of November 23, DC’s Mayor for Life succumbed to some of the health challenges that have plagued him for several years. Even in ill health he was, as he had been all his life, an icon to the people, especially those in the poorest part of the city. Annually he distributed turkeys to the poor. More importantly he pushed legislation that would not punish felons when they applied for jobs. Barry had a knack for championing for the least and the left out, the youth and the seniors, the homeless and the hungry. There are few politicians who are as consistent in their focus as Marion Barry. Barry was also the architect of DC’s economic development, making city contracts available to minority businesses – that just needed a chance so they could thrive. Of course, he is rarely acknowledged for his role in DC’s economic development, although it has been one of his key accomplishments. Barry’s brilliance is also frequently unacknowledged. He was a dissertation away from a doctorate in chemistry when he 6
joined the civil rights movement. That accomplishment was additionally exceptional given Mr. Barry’s impoverished background. His parents picked cotton for a living and few expected him to rise to the heights that he did. Marion Barry mentored countless young men, embracing the concept “each one teach one.” Their association with him transformed dozens of young men. His summer youth program hired any youngster who needed a job – in the private sector or in the public sector. Even today, people credit Barry with helping them secure their job. Many will focus on Barry’s weaknesses instead of his strengths. Some have reported on his transition with mean headlines. Their reporting ignores the fact that the only person Marion Barry really hurt was himself. They ignore the fact that in the course of his life, Marion did more good than bad. TMZ, how dare you besmirch a good and faithful man, an unwavering warrior for African American people? One of the tallest trees in the forest has fallen and the remaining trees are shaken and disturbed, even as the earth shifts and the en-

It’s an awkward transition to move from Marion Barry to Ferguson, but the violent response to the fact that Darren Wilson would not be indicted reminds me of the Langston Hughes poem: What happens to a dream deferred? Does it dry up like a raisin in the sun? Fester like a sore – and then run? Maybe it just sags like a heavy load Or does it explode?
Young people all over the country are justifiably angry at the fact that Darren Wilson was not indicted. The explosion of violence in Ferguson however, is unacceptable. Black businesses were destroyed along with others, because people were indiscriminately destructive. At the same time, protestors were set up. Choosing to announce that Wilson would not be indicted until 8 o’clock in the evening was a tactic. It is also as if Robert McCulloch set protestors up. Why not release the results the next morning? Emotion had reached a peak by 8 p.m. Why throw fuel on an angry fire? It is also interesting that many are convinced that McCulloch did not aggressively push to indict Wilson because he didn’t want to. One witness said that he turned her words around during his examination of her. That suggests that he treated his own witnesses as hostile. Meanwhile his apparent tepid examination advantaged him. Lawyers say that prosecution can indict “a ham sandwich.” Not McCulloch. What would Marion Barry say? Give them some jobs; make them put some skin in the game? Send

them to school and engage them in the system. Michael was about to go to school when he was brutally shot by Darren Wilson. Even if Michael Brown had stolen some cigars, he didn’t have to die because he stole. At least eight bullets riddled his body about a dozen were fired. Darren Wilson says he was doing his job, and the grand jury believed him. However, there is a way to hit Ferguson without resorting to violence. Why not organize a boycott of Ferguson and its surrounding areas by refusing to buy there? Why not boycott just one store; until changes are made. Its CEO would be calling the police chief, the mayor, or perhaps the governor to make needed changes in “law enforcement.” We need more people like Marion Barry to look out for the interests of our young people. Where is the man or woman with Marion’s passion for the least and the left out? Or have we consigned our youth and young adults to the periphery, leaving them to act out as they so tragically did in Ferguson. Clergy Converge on Capitol Hill, Urge Limits on Payday Lending By Charlene Crowell Over 80 clergy from 22 states representing multiple denominations converged on Capitol Hill from November 17-19 in an unified advocacy effort. Following two days of training that included discussions about the negative impact of payday lending on their communities, updates and key data points, clergy on the third day urged lawmakers to enact legislation that extends to all consumers the same protections now benefiting military members and their families: a 36 percent interest rate cap. The efforts take aim at the triple-digit interest rates now charged by payday lenders across the country. Although 15 states including the District of Columbia have enacted double-digit rate caps, the rest of the nation is subjected to lending rates that can reach as high as 600 percent or more. The Military Lending Act (MLA), passed in 2006, received strong bipartisan support to limit interest rates on consumer credit to no more than 36 percent. Costs

and fees for add-on products were a part of the rate cap. Underscoring the need for its enactment, the Department of Defense (DOD) earlier found that predatory lending undermined military readiness. At that time, Alabama Senator Richard Shelby said about the proposed legislation, “These lenders often count on the fact that borrowers will be unable to pay the loan in full when due, forcing borrowers to seek additional loans, which generate more fees.” This September, DOD proposed new rules that would add more protections for military families. Many of the clergy noted how their respected congregations are surrounded by payday lenders who prey upon poor people caught into a cycle of debt that becomes harder to break with each renewal of a loan. As co-chair of the event, the National Baptist Convention’s Rev. Dr. Willie Gable, Jr. said, “As clergy, we have a moral duty to vigorously oppose what we know and believe to be sinful. Those who prey and profit from our most vulnerable in the community cannot be allowed to continue to take
Charlene Crowell from those who have the fewest financial resources.” Similarly, Galen Carey, vicepresident of government relations at the National Association of Evangelicals, told The Christian Post, “We think it is an injustice so we’re asking churches to step
up their help to people in need and also asking the government to regulate the lending so that these unfair practices are not allowed. “Teachings about lending are found in Christianity, Judaism and Islam,” said Rachel Anderson, the Center for Responsible Lending’s Faith and Credit Director and coordinator of the event. “All three faiths condemn excessive interest. The moral voice of the religious community is crucial to payday reform efforts.” “We would like to see interest rates capped at 36 percent and strong regulations from the Consumer Financial Protection Bureau (CFPB) that would require loans to be made on the basis of an individual’s actual ability to repay,” continued Anderson. “We also urge CFPB to limit the length of time a household can be kept in high-cost debt.” This recent faith-based advocacy adds to the growing momentum for payday loan reform at the state and federal level. In March 2013, after analyzing 15 million transactions, the CFPB found that the cycle of repeat lending drives the bulk of payday loans. Seventy-five per-

cent of all payday loan fees are generated from borrowers with more than 10 loans a year. This summer, the CFPB reached a $10 million settlement with ACE Cash Express in response to allegations of using aggressive debt collection tactics to flip its borrowers into new loans. The firm operates in 36 states and in the District of Columbia with 1,500 storefronts, 5,000 associates and online loans driven by a business model premised on flipping customer loans. In October, 467 consumer advocates representing every state in the nation and more than a million consumers called for specific minimum standards in the small-dollar rulemaking. Google Awards Laptops to 100 Black Men of Chicago Laptops will help “bridge the digital divide” for Chicago African-American Youth, will contribute to new Pathways to Success Program Following up on a successful partnership during the annual Google for Entrepreneurs Week, 100 Black Men of Chicago was recently awarded a grant from Google that will provide 30 laptops for its innovative mentoring and youth development initiatives. The laptops were donated through the Google Goodware Program, an initiative to help non-profit organizations work with students and youth to bridge the digital divide in entrepreneurship, STEM (science, technology, engineering and mathematics), diversity and education efforts. Specifically, the laptops will go towards: • Pathways to Success Program – In collaboration with the
youth at weekly mentoring programs within the Chicagoland area. “When you improve the chances of success for young people, you improve the future. The ongoing and disproportionate out-of-school suspensions and expulsions of African-American and Latino students from Chicago’s schools prompted more than 50 student leaders to hold a news conference recently to announce support for Illinois Senate Bill (SB) 3004. The students, members of Voices of Youth in Chicago Education (VOYCE), were joined by faith leaders, and allies of the Campaign for Common Sense Discipline to urge state senators to take immediate action on the legislation that will change the policy on what they termed the “school to prison pipeline.” During the news conference at Chicago Temple, advocates explained that the zero tolerance rules now in effect in Illinois schools not only contribute to students falling behind in their school work; the rules promote students dropping out of high school. The Campaign for Common Sense Discipline presented research demonstrating that when a student is given out-ofschool suspensions, he or she is twice as likely to eventually drop out of school. Illinois leads the nation with the number of out-of-school suspensions and expulsions. The bill was introduced by Sen. Kimberly Lightford (D-Chicago) and 11 other Democrat senators from the Chicago area signed on as co-sponsors. They are: Jacqueline Y. Collins, Toi W. Hutchinson, William Delgado, Patricia Van Pelt, Napoleon Harris, III, Emil Jones, III, Donne E. Trotter, Michael Noland, Iris Y. Martinez,Mattie Hunter and Antonio Muñoz.
Prior to the news conference, Lightford said, “She added that passage of SB 3004 addresses many of the problems that currently exist regarding school discipline, including: limiting the use of out-of-school suspensions and expulsions to when it is educationally appropriate and promoting alternatives to school-based arrests; helping more students stay on track academically; creating
safety, and promoting proven, developmentally appropriate disciplinary alternatives that can improve school safety, boost student attendance, raise academic achievement, and save taxpayers dollars. Lightford noted the arrests typically are for minor infractions. She also said the impact of these practices, as the report noted, can follow students for the rest of their lives and create major obsta-

home is. Back against the wall, three-and-a-half steps until you can’t go anymore. Arms straight out at your sides, fingers touching both walls, cement floors. Hardly a palace. Now you head outside any time you want, day or night, to do what you want to do. But picture bars on your doors and someone telling you when to eat and when to sleep. Then grab the new book “Prison Noir,” edited by Joyce Carol Oates, and read other tales of doing time. Imagine the difficulty of choosing the best fifteen of a hundred exceptional prison stories, a challenge that faced author-editor Joyce Carol Oates in pulling this book together. That the entries she read were “well-crafted” should be no surprise; after all, each of them was written by someone who is or has been in prison, which lends a “disconcerting ring of authenticity” to tales like these. You know if you’ve been incarcerated, for instance, that having cellies can be a thorny issue, but in the first story, “Shuffle” by

Party queen Justine has nothing in common with reclusive Stuart in the apartment down the hall. Until she loses her keys after partying too hard on New Year’s Eve and turns to him for help. Can he? Christopher M. Stephen, even segregation doesn’t mean “true solitary confinement” anymore. Yes, roommates and block mates can be trouble – but they can also keep a person sane, as in “I Saw an Angel” by Sin Soracco. Conversely, as in “Bardos” by Scott Gutches, the person two cells down can
make you really think – especially when he’s dead just shy of his release date. In prison, there is no privacy. There is no escaping the sound of the echoing clink of “hundreds of doors closing at the same time.” There can be language barriers that lead to huge misunderstand-
ings. In prison, as in “Milk and Tea” by Linda Michelle Marquardt, there are people just trying to get by and get beyond a crime that surprised even them. And behind bars, there’s danger – not just to others but, as in “There Will Be Seeds for Next Year” by Zeke Caliguiri, there’s danger to the inmate himself… In her introduction, Joyce Carol Oates says that there were some stories in this anthology that she read multiple times, and she admits that there were others she didn’t quite understand. She calls them “… stark, somber, emotionally driven… raw, crude, and disturbing material…” And she’s right. But she forgot the word “riveting.” Indeed, it’s hard to turn away from what you’ll read inside “Prison Noir.” There’s sadness here, frustration, resignation, and a surprising sense of slyness. You’ll find fiction, perhaps, or maybe it’s all real – possibilities of which you’ll squirmingly have to remind yourself. Either way, the fifteen contributing authors didn’t seem to be holding anything back which, for the right reader, can be some powerful seat-glue. Beware, before you pick up this book, that it’s filled with exactly what you’d expect from prison literature. I enjoyed it quite a bit, but I wouldn’t begin to call it nice. With that caveat in mind, I think that no matter what side of the bars you live on, “Prison Noir” is worth doing time with.

Sweet Honey in the Rock® brings ‘holyday’ cheer to Symphony Center By Barbara Wright-Pryor Sweet Honey in the Rock® will bring its very special brand of ‘holyday’ cheer to Symphony Center in a performance showcasing the group’s diverse musical repertoire Sunday, December 7, 2014 at 3:00 p.m. The singing group was founded by Dr. Bernice Johnson Reagon and originated as a quartet in 1973 at a workshop at the Washington, D.C. Black Repertory Theater Company. Sweet Honey in the Rock® was selected as the group’s name from the first song they learned and was based on a Biblical Psalm. “Sweet Honey speaks of a land that is so rich when you break the rocks open, honey flows. And we thought it was something like us African-American women... strong like a rock, but inside [there’s] honey – sweet,” explained Louise Robinson, a member of the ensemble since its founding. Current members of the group in addition to Robinson are Carol
Maillard, Aisha Kahlil, Nitanju Bolade Casel and Shirley Childress. On-stage sign language interpreter Shirley Childress, who learned sign language from her deaf parents, is a founding member of the Black Deaf Advocates organization. A Moment to Super Size Your Thinking By Effie Rolfe To thine own self be true—it must follow the night as the day then thou canst be fault to any man (Shakespeare). I have always loved that truth. It reminds me of what Mark Twain once said, “If you always tell the truth—you never have to remember what you said.” Of course, this not only applies to what you say but also what you do concerning your life. Going back to the previous cliché, which came to mind after a conversation regarding attending church with a friend, Stanley. Although, he has been attending services regularly for the past few years, now that his pastor is soon to relocate, Stanley is considering going back into withdrawal mode. In other words, he’s about to give the right hand of fellowship to the “Church of God Within.” Some might refer to it

as Bedside Baptist. For the past 12 years, Stanley’s cry has been ‘there’s no hurt like that from the Black church.’ This mindset caused him to become a recluse and avoid attending Sunday morning worship. Now in my opinion, it’s nearly impossible for any church member past or present not to experience some type of offense. Every person has a different personality and opinion—so we just have to deal with it. It’s called life and comes with the territory. We must ever be mindful to keep our eyes on the prize or your primary goal for you can become easily sidetracked by people and leaders (Philippians 3:14). After we talked for a few minutes, I concluded that the bottom line was to ‘do you’—translation—whatever makes you happy. As long as you and God are good with it and you can look yourself in the mirror—go for it.
My mother used to say, “If you like it—I love it.” After our conversation ended, I pondered on the Shakespearean cliché even more. Most people probably don’t live their convictions. So often, I even find myself reflecting on family traditions and values before moving forward. Of course, these are necessities in anyone’s life. However, in the final analysis—it’s all about you. No one can live your truth, but you. Therefore, it’s essential that you don’t hide behind your family, the church or anyone or anything else. Last week, I mentioned that God constantly speaks to us but too often, that ‘still small voice’ is silenced by the noise and clutter of our daily lives. In the end, you have a God given assignment and mission in this world—right here and right now. No excuse or reason is justifiable when it comes to defaulting the Master’s plan concerning your
life. We are talking about all of you—your entire life. Not just bits and pieces, but as it relates to your day to day operations, career, family, finances—any and all things concerning you. The conclusion of the whole matter is to do what makes you happy. You and you alone must also be content with the naked truth of your life that will stare you back in the mirror. Always be mindful that with any choice you do or don’t make—comes consequences. In addition to being fearless with your life’s path—be audacious to stand up to the consequences that are sure to forever haunt you. Are you true to yourself...? Time to Get Covered with Quality Health Care December 15 is the first deadline for Year Two of open enrollment in the Affordable Care Act (ACA), and it is fast approaching. This is the last day residents can enroll to get coverage that starts on January 1, and though Get Covered Illinois (GCI) is focused on getting as many of the uninsured across Illinois enrolled, they are also encouraging current policyholders to review their plan before they renew. Illinois residents who enrolled in coverage last year may be automatically re-enrolled in the same coverage for 2015 by private insurance carriers. Auto-renewal may not be the best plan available for residents due to the hundreds of new plans available this year, which is why GCI is encouraging residents to verify their information and review health care and financial options before December 15. The Open Enrollment officially closes on February 15, 2015.

Residents can be confident that they have the opportunity to choose a health plan from one of the top insurers in the state. Now that Open Enrollment for the Marketplace is underway, Koehler says GCI is focused on getting as many of the uninsured across Illinois enrolled, while help-
ing ensure current enrollees understand how to renew their health insurance plan or select a new or better plan for 2015. “We’re telling people to review before you renew,” said Koehler. “It’s really important to review all of your options carefully to be sure you’re enrolling the plan that’s best for your needs.” With more options this year, and with some plans changing, Get Covered Illinois recommends finding an in-person assistor to help residents explore their options. December 15 marks the one-third point for this year’s shortened Open Enrollment Period, which ends February 15, 2015. Don’t delay – enroll today. Contract renewed for treatment of individuals Unfit to Stand Trial The Illinois Department of Human Services (IDHS) has awarded a $1.5 million contract over three years to The Chicago School of Professional Psychology’s (TCSPP) Forensic Center at its Chicago Campus to operate a full-service outpatient Fitness Restoration Program. The model program will serve individuals found Unfit to Stand Trial (UST) by the

The overarching aim of the partnership is to establish an Outpatient Fitness Restoration Model Program that can be replicated across the state which will help to reduce the number of unnecessary inpatient forensic admissions and thereby re-
duce the state’s waiting list. Other critical goals include developing a step-down, continuity of care pilot for individuals requiring only shortterm inpatient stabilization to complete fitness restoration as an outpatient. “This partnership gives us an opportunity to further serve our community,” said Dr. Darlene Perry, executive director, The Chicago School
Forensic Center. “The Fitness Restoration Program will include specialized evaluations, psychiatric, mental health, and substance abuse treatment services, in addition to fitness restoration psycho-education interventions for those individuals found UST and can function on an outpatient basis. Our team feels privileged to develop and run the Program, and does not take the charge lightly.”
TCSPP FORENSIC CENTER was awarded $1.5 million to establish a Fitness Restoration Program, which specializes in evaluations, psychiatric, mental health and substance abuse treatment services for those who are Unfit to Stand Trial and can function as an outpatient. Cook County Criminal Courts and surrounding courts, and remanded to IDHS for assessments and treatment on an outpatient basis. The partnership and contract initially went into effect in March 2014. The contract was renewed with a threeyear agreement that ends in 2017, and calls for a community-based Fitness Restoration Program operated by licensed mental health professionals. Many also are saying Emanuel is pushing for the increase because of the upcoming election, and he did not want it to become a campaign issue. “With the citizens of Chicago struggling to make ends meet, the minimum wage issue is far too important to be used for the creation of misleading political headlines,” Fioretti said. “The lives and incomes of Chicago residents are not things to play with.” “There is more work to do to close the gaps of inequality and to ensure that every African American child has the opportunity to grow up safe and achieve everything that was meant for them, but the passage of this ordinance today was a positive step in the right direction,” said Alderman Roderick Sawyer of the 6th Ward. Republican Governor-elect Bruce Rauner, a billionaire, said the passage of the Chicago ordinance could make it less competitive for attracting businesses to the city unless business reforms are enacted. “We do not want to increase unemployment in the city of Chicago and end up hurting many of the families we all want to help,” Rauner said. “I would encourage Mayor Emanuel to think about the minimum wage strategically in the same context that I’ve recommended for years, and that is let’s do it in the context of pro-growth reforms.” The Raise Illinois coalition issued the following statement in response to the state legislature’s action: We are pleased to see the Senate finally take up and pass minimum wage legislation. We call upon the House to follow suit, and take immediate action to make a higher minimum wage a reality for Illinois’ struggling families. Working families delivered a clear mandate on November 4th, which is why working fami18
lies deserve a vote on this issue in both chambers. We urge the House to come back to the table and reengage on this critically important issue. Working families and low-wage workers simply cannot wait any longer and are struggling just to survive on poverty wages. While the bill passed by the Senate is not the completely “clean” minimum wage bill that Illinois families deserve, it would significantly benefit low-income workers, boost local businesses and stimulate the state’s economy. The bill unfortunately strips Chicago and other municipalities from home rule—preempting their right to determine their own minimum wage levels. The result is that Chicago’s new minimum wage ordinance that passed yesterday would still take the city’s workers up to a minimum wage of $13 by 2019, but that the wage would then be stuck at $13 as the ordinance’s cost-of-living provisions would not take effect. Despite its preemption provisions, the Senate bill is still a very positive step in the right direction. The House has an obligation to fulfill the minimum wage mandate by now making a higher state wage a reality for working families and small businesses. An estimated 1.1 Illinois workers in Illinois will benefit from raising the wage to over $10 an hour which will infuse an estimated $1.5 billion into the state’s economy by giving workers greater spending power according to a study by the Economic Policy Institute and Heartland Alliance. No more delays. It’s time for the House to follow the example set by the Senate and deliver real results for working families in Illinois. The Crusader Staff contributed to this story.

Registration opens for 2015 KICS Cup Tournament Over 1000 players from 7 countries participated in the competition’s inaugural event in the summer of 2014 Chicago KICS Cup organizers announced this week that registration is now open for the 2015 KICS International Youth Soccer Tournament [http://www.kicscup.com/], to be hosted at Chicago Park District locations from July 21 - 26, 2015. Opening ceremony will be held on July 19, at the Jay Pritzker Pavilion in Millennium Park. KICS Cup registration is open worldwide until June 1, 2015 to boys aged 8 – 16 and girls aged 8 – 14, where local clubs are members of their affiliated national associations. The tournament is played under all applicable US Soccer rules, and KICS Cup organizers also welcome countries where soccer is operated by school soccer associations. The July 2014 inaugural tournament attracted over sixty teams comprising one thousand players, representing seven countries over five continents. Teams from China, Columbia, Ethiopia, Guatemala, Italy, Puerto Rico, and across the United States, together with over three thousand parents and fans, converged in Chicago this past summer. Dr. Scott Hanlon, CEO of KICS said, “Our vision for KICS Cup is to bring the youth of the world together in the heart of the city of Chicago to experience competition, camaraderie and cultural exchange.” Dr. Hanlon co-founded KICS Cup with former U.K. soccer professional player/coach Matt Miller, KICS co-founder, after the success of running their local youth soccer league, KICS United. The community/volunteer based youth
league started in 2006 with fifty players, and have since grown to over one thousand by 2014, embracing area youth from diverse backgrounds.
