Candidates aim to conquer a King 4th Ward Aldermanic race enters final stretch Crusader staff report With days left before vorers go to the polls, candidates seeking the 4th Ward aldermanic seat are stepping up their campaigns to represent one of Chicago’s most diverse and affluent districts. The 4th Ward, which runs along Lake Shore Drive, includes parts of the South Loop around Grant Park, Bronzeville, Hyde Park, and Kenwood. In 2016, former 4th Ward Ald. Will Burns abruptly resigned after accepting an executive position with the travel accommodations com-
pany, Airbnb. Now, five candidates seek to serve out Burns’ remaining two years. They include incumbent Ald. Sophia King, Gregory Livingston, Gerald Scott McCarthy, Marcellus Moore, Jr. and Attorney Ebony Lucas. The road to City Hall goes through King,
who was appointed 4th Ward alderman in April 2016 by Mayor Rahm Emanuel—one month after Burns’ resignation. Since then, King has boosted her profile with several big endorsements from organizations and individuals, including former President Barack Obama,
whose home is in the 4th Ward What started as a relatively quiet election race with six candidates turned into a political circus. Challenger Jack Taylor dropped out last December. Gregory Livingston, Marcellus Moore, Jr. and Gerald Scott McCarthy faced claims
that their nominating petitions were not valid and they should not appear on the ballot. They were all cleared later. As the political race heads into its final stretch, election workers set up touch screens and paper (Continued on page 3)
Swift Mansion’s future uncertain Historic home of Inner City Youth and Adult Foundation not protected from demolition as program founders puts mansion up for sale By Erick Johnson The grand staircase where many debutantes once roamed became a meeting place for inner city youth looking for a job. The carved oak mantel on the wood burning fireplace where the well-heeled cuddled on frigid nights for years, held flyers promoting drug treatment programs. For decades, it was known as the historic Swift Mansion, but contrary to what many believe, the house that was around before the neighborhood became known as Brownzeville, is not of-
ficially a Chicago landmark. It is a relic that once served a bygone era of Chicago’s privileged before it became a welcome refuge for poor and unemployed Black residents on the South side. Now the Swift Mansion faces an uncertain future, as does the social services program that has called the mansion home for more than 20 years. On February 13 the founders of the Inner City Youth and Adult Foundation put the 114year-old structure up for sale. The asking price is $1.3 million. For that amount, the buyer of the massive 10,200 square foot gray stone mansion will enjoy 37 rooms, a chef’s kitchen and a 1,500 square foot ballroom. There is also a three-story coach house in the rear of the property. If developers have their way, the mansion could be demolished. It is not protected by the Chicago Landmarks Commission. It would be a double whammy for the Bronzeville neighborhood if both the mansion (Continued on page 3)

Activist warns state headed for $20 billion deficit Trotter: “Rauner standing in the doorway’ By Chinta Strausberg With state lawmakers stuck in the crossfire of partisan politics, Ralph Matire, executive director of the Center for Tax & Budget Accountability warned that if the budget is not passed by the Illinois General Assembly soon, the deficit will balloon to more than $20 billion. Matire pointed an accusatory finger at Governor Bruce Rauner for failing to pass two budgets for political reasons. “The State of Illinois has cut the college budget by more than 70 percent since 2000.” He said that will cripple economic growth in the state, coupled with a potential $20 billion deficit which will close more businesses and social service agencies. Agreeing with Matire, who spoke at the Rainbow PUSH Coalition and on WVON’s “Bob Shaw” show, was Senator Donne Trotter (D-17) who told the Chicago Crusader being without a state budget for nearly 19months is causing a major crisis in
Illinois. The Senate is introducing its third budget on February 28. Governor Rauner has vetoed two budgets because neither contained his campaign promises of tort reform, workmen’s compensation reform, and term limits. “Many businesses are hanging and others have closed as a consequence of our not paying our debt,” said Trotter. “We know that domestic violence centers have closed or are at risk of closing. Seniors worry about whether they will get their Meals On Wheels and schools are having massive cutbacks all because of our irresponsibility of not passing a budget, but Governor Rauner is “standing in the doorway” of progress, charged Trotter. Reminded that Rauner has vowed no more “business as usual,” Trotter said, “It is hypocritical and it’s ludicrous because that is not making us more accountable. In his address, he quoted Abraham Lincoln saying we have to change to go forward. “He took Lincoln’s quote out of context,” said Trotter. “He (Lincoln) was saying we need to get away from slavery not to making
RalphC.Matire Harry Alford this world more democratic across the board. He’s been doing the opposite,” Trotter said of Rauner. “He should have quoted Lincoln saying how a government’s place is to take care of people who can’t take care of themselves.”
“Rauner has his own view of the world and that is the view most of us don’t have. He is talking about putting a hold on property taxes but that is one of the ways that we fund government, especially local governments. To take that right from them to satisfy his wealthy friends is ludicrous.” “We are looking at not only the indebtedness that we’re in … the $11.9 billion we owe to our providers, but there is also $111 billion in unfunded pension payments we have out there and other things we have to pay to keep this state moving forward,” said Trotter. “We have a series of taxes that have been suggested, like sugar tax, tax on some foods and some services which are regressive, but all taxes are regressive. We are talking about the personal income tax and corporate tax on businesses and some of his non-budgetary things.” Trotter said one of the ideas is to put a two-year freeze on property taxes to help local governments deal with some procurement issues “that people have where there is just too much bureaucracy involved,” adding the proposed bud-
get is a comprehensive piece of legislation. Confirming Matire’s deficit warnings, Trotter said, “He is absolutely correct. By the next election in 2018, we will be $24 billion in debt if we do nothing. It doesn’t get any better.” Trotter said Rauner “is not breaking our back by vetoing their budgets but rather “There is some gutlessness on behalf of those legislators who continually vote against their constituents to appease Rauner or because they are afraid of him.” The senator cited the state’s constitution as having three prongs to government, the executive branch, the legislative and the judicial. “There are some Republicans and some Democrats who for their own self-aggrandizement are not voting in the interest of those who put them into office. There is enough blame on all sides, but it begins with the executive branch responsible for setting the direction we are supposed to go in.” When asked what can people do, Trotter said, “remain vigilant, loud and you can also vote people out of office…. We need to keep the pressure on.”
Black Aldermen call for changes in police union contracts By Crusader staff report Chicago’s Black aldermen on Monday, February 20, called on Mayor Rahm Emanuel to remove certain clauses in police contracts, saying the provisions help promote racist misconduct within the city’s police force. The City Council’s Black Caucus proposed 14 changes to the Fraternal Order of Police contract. The recommendations by the Coalition for Accountability in Police Contracts, an umbrella organization for several groups including the ACLU of Illinois, Black Youth Project 100, Enlace Chicago and the NAACP Westside Branch. The aldermen want to eliminate the requirement for a sworn affidavit by a citizen before a complaint can go forward. They also want to remove a restriction on investigating anonymous complaints and deleting a clause that requires the name and address of a complainant be disclosed to the officer against whom it’s filed. Other recommended changes included eliminating a provision that gives officers 24 hours before they are required to give a statement after shooting someone and another giving officers a chance to change their statements after seeing video of the incident. The “contract has been serving and protecting the culture of cultural racism and violence in our 2
Police Department for far too long,” said South Side Ald. Roderick Sawyer, (6th), the group’s chairman. “Now is our chance to change this.” The mayor’s Police Accountability Task Force and a recent U.S. Justice Department report made similar recommendations after protests erupted across the city

over the brutal police shooting of 17-year old Laquan McDonald. Dean Angelo, president of the Fraternal Order of Police Chicago Lodge 7, said aldermen signed off on the current police contract. With questionable police shootings and rogue officers, community distrust has deepened since then, but Angelo maintains noth-

Chicago Urban League reaches settlement Crusader Staff Report The Illinois State Board of Education (ISBE) on Wednesday, February 22, approved a settlement with the Chicago Urban League, ending nearly a decade of legal battles after the state was accused of discriminating against minority and low-income students in its funding of school districts. The settlement came after the Chicago Public Schools filed its own lawsuit on February 14 against Illinois officials, seeking to gain equal funding for students enrolled in disadvantaged school districts. The CPS lawsuit may have added more pressure on state officials to settle the complaint
with the Chicago Urban League. In 2008, the Chicago Urban League sued ISBE, saying the method the State Board has used in recent years to distribute limited state aid funds, known as “proration,” had a discriminatory impact on African-American and Latino students who attend majority-minority school districts, violating the Illinois Civil Rights Act. In 2009, the Chicago Urban League’s constitutional claims were dismissed under a ruling that concluded that lawmakers could not be sued for discrimination under the Illinois Civil Rights Act. Since that time, Chicago Urban League officials kept their claim that ISBE practices were discriminatory towards disadvan-
taged students. With the settlement now in place, the State Board’s practice of proration – distributing funding without regard to the needs of majority-minority districts and their students – will essentially come to an end. Going forward, when lawmakers limit the dollars available to districts, the State Board must use its discretion to distribute state aid in a way that takes into account student, and individual district need. The settlement is expected to bring unprecedented transparency to State Board funding distribution decisions. She said of the settlement, “We cannot predict what lawmakers will do in Springfield on overall funding reform. But with this settlement, we have secured a commitment by ISBE to do its part to make funding decisions in the best interest of the students in districts, like those in Peoria, that really count on funding from the state.”

With voters voicing discontent with establishment politics at City Hall, the race for the 4th Ward includes four candidates who have no ties to Emanuel or his political machine. One qualified candidate, McCarthy, aims to bring real change to neighborhoods by challenging Emanuel’s appointed alderman, King. Meanwhile, candidates are hitting neighborhoods and community forums hoping to win last- minute votes before the special election on Feb. 28. If necessary, a run-off will be held April 4 if no candidate captures at least 51 percent of the vote.
Due to political ties, some at City Hall won’t publicly support McCarthy out of loyalty to Emanuel, but in an interview with the Crusader, McCarthy appeared determined to represent the 4th Ward. He said Chicago has to get its finances in order and that the city cannot afford to operate with a junk bond status. Transparency and putting people first was his top priority as a candidate. “We can’t afford to keep running a city that’s broke. It’s time for a change.” Of the five candidates, King is far ahead of the competition, leading in campaign contributions, according to campaign finance reports filed with the Illinois State Board of Elections. A
billboard with her campaign advertisement sits at the intersection of South King Drive and 35th Street. Many politicians, including Eman uel, have thrown their weight behind her believing she is best suited to serve a ward that includes neighborhoods that are growing fast in population and development. However, there is concern among King’s opponents that she will cater to big developers and affluent residents while shutting out the ward’s Black voters and lower-income residents. “This election will be fought, not bought,” said Livingston at his campaign headquarters across the street from the Martin Luther King Com-
munity Center in Bronzeville. Livingston said he plans to operate a grassroots effort in the final days of his campaign. In a sit-down interview with the Crusader, the incumbent King said she would like to see real changes in the “structure of wealth” when it comes to Blacks in Chicago. She added that she aims to bring more affordable housing in the South Loop. In response to criticism that she needs big-name endorsements to boost her credibility among voters, King told the Crusader, “I don’t need people to validate me.” She went on to say, “I am humble and want to grow as a person.” Two of King’s opponents, Lucas and
Moore, are more vocal. They voiced their concerns at a forum on Feb. 16 at Sixth Grace Presbyterian Church in Bronzeville. King and Livingston did not attend the forum. At the forum, Lucas questioned whether there is a disparity when it comes to the Chicago Public School system providing resources to schools in low-income communities versus affluent neighborhoods in the ward. Both Lucas and Moore expressed support for a lawsuit against Chicago’s red light camera program saying the city needs to seek more public involvement. Two additional candidate forums were held in Hyde Park and Kenwood on Feb. 20 and 21st, respectively.

When the home is sold, for founders Maurice Perkins and his wife, Christine, there are no other options. After years of assisting youth and former inmates live productive lives, the couple is retiring and will no longer need the aging mansion at 4500 S. Michigan Avenue in Bronzeville, which houses their social services program. It’s also a time for the couple to say goodbye to the program they founded when they bought the mansion in 1995 after hearing that it might meet the wrecking ball. Rising infrastructure repairs and the state’s budget crisis have taken its toll on the couple who have acted as surrogate parents to thousands of youth in the community for 22 years. “It’s a lot of work that we would have liked to get done, but we’re selling it (the mansion) so we can retire,” said www.chicagocrusader.com
Christine. Christine said they plan to continue helping youth in some capacity, but traveling and relaxing are a big part of the couple’s future. It’s uncertain who will run the Inner City Youth and Foundation once the Swift Mansion is sold. The Perkins’ have hosted forums, workshops, and community barbeques at the Swift mansion. As part of the Transitional Living Life Skills Program, the Perkins help non-violent inmates from a facility in Sheridan, IL make a smooth transition into the job market. Hundreds of youth have obtained jobs through the Perkins’ program. In the center of it all was the Swift Mansion. It was built in 1893 before the Great Migration brought thousands of Blacks to Chicago from the South. Back then Bronzeville was called Grand Douglas, and was a predominately white neighborhood, with rows of mansions lining Michigan Avenue.

Helen and her husband, Edward lived in the mansion until 1904 when it was occupied by several more family members. A funeral home operated out of the mansion before the Chicago Urban League used it as its headquarters for decades until it moved next door, to 4510 S. Michigan, in 1984. The mansion languished vacant for a decade before the Perkins’ bought it in 1996 for $101,000, according to public records

with the Cook County Recorder of Deeds. During an interview with the Crusader, Christine said she was in an elevator when she overheard that the building was going to be demolished. It was the second time the Swift Mansion was threatened with the wrecking ball. Earlier, in 1951, plans to demolish the mansion were stopped after one owner announced plans to remodel the structure, according to the Chicago Sunday Tribune. Today, the Swift Mansion remains vulnerable to the wrecking ball once again, as developers consider purchasing the decaying house. According to the Chicago Landmarks Commission, the mansion is not designated as an official Chicago landmark, which protects structures from demolition. Christine told the Crusader that her husband twice tried to obtain Chicago landmark designation for the mansion, but grew discouraged from the application process.
Peter Strazzabosco, deputy commissioner of community development, said there was a suggestion to designate the Swift Mansion as a Chicago landmark on November 20, 2012, but no formal request or application was submitted. The mansion is listed on the National Register of Historic Places (NRHP), but that designation does not protect historic structures from being torn down.The Swift Mansion, with its crumbling facilities and decrepit infrastructure may be too expensive to repair. The Swift Mansion is coded orange on the NRHP. It means that should a buyer wants to tear down the Swift Mansion, he must wait 90 days while the department reviews the request to demolish the property. But several structures in Chicago neighborhoods have met their fate despite being on the NRHP. “We’re hopeful that someone will come along, fix the place and take over the work,” Christine said.

THERE ARE “HEROES IN THE HOOD” History has shown that there are always individuals who make sacrifices that result in the wellbeing of their communities. These volunteers are not always recognized for their good deeds because the problematic elements of the community receive more attention. For example, because of the volatile nature of the Black-on-Black murders in Chicago, those who are working behind the scenes to help oppose this situation are often ignored. One of the best ways to combat negativity is to focus on the positives. This reinforces the good and provides psychological and emotional fuel to the souls of those who have made a decision to be an uplifting force in their communities. There exists such a program in Chicago that can have very positive results in the long run in this regard. It is the “Heroes in the Hood” campaign. In 2017, the “Heroes in the Hood” campaign celebrates 24 years of honoring youth and youth organization leaders who have chosen to volunteer for community service. The campaign was founded in 1993 for the purpose of recognizing the contributions of teens between the ages of 12 – 18, as well as those of adult leaders of youth groups who support economically disadvantaged neighborhoods in Chicago. The current sponsors are the Chicago Crusader, Founding Sponsor; GO Airport Express, Founding Sponsor; WVON-AM1690, Nomination Promotion and Founding Sponsor; and DuSable Museum of African American History, Host Venue and Founding Sponsor. Awards are presented in the following categories: Individual Teen Male and Female; Teen Group; Adult “Stop the Violence.” To date, 3000 teens have participated in the awards ceremonies honoring more than 500 actual award recipients. Schools and community-based organizations are solicited for nominations through print and broadcast media; a panel consisting of civic leaders and others serve as judges. Winners are invited to a complimentary reception and awards ceremony held at the DuSable Museum of African American History. This year the “Heroes in the Hood” campaign will target the Parkway Gardens Apartments, a 35 building complex running from 63rd to 67th and King Drive, in Woodlawn. The campaign strives to help Black residents of this historic complex by fostering community activism and by celebrating the selfless volunteers who reside in that community. The “Heroes in the Hood” campaign was timely when it was initiated 24 years ago and remains very timely today. While President Donald Trump reaches into his arsenal of strategies for fighting crime in Chicago by pulling up the very regressive “Bring in the Feds” model, a more prudent approach is right here under his nose. Tapping into the human potential in communities by providing economic and other resources to reinforce the positives, would be the best strategy with long-term impact. The Black community continues to lament the poverty and crime in our communities, and rightly so. Energy would be best spent in helping to support those initiatives that promise to yield the greatest benefits. The “Heroes in the Hood” campaign is one of the best examples of such a strategy. Positive recognition of personal effort is one of the best sociological motivators available, and is extremely cost-effective. Please keep this in mind the next time you look for long-term solutions to community problems, as opposed to the quick fix of oppressive force now being bandied about by the current administration. I don’t know exactly what happened, but we, Black Chicagoans, used to be much more politically savvy. It wasn’t that many decades ago that we could identify which people running for office would represent us best. As a people we seemed to understand that everybody didn’t need to be the candidate. In a way we were clearing out the field for our favorite. Once our favorite was elected, we made sure that person did the bidding for the ward, or district or whatever he or she was elected to represent. It is kind of sad when I look at the Black political picture today, especially with the upcoming February 28 election in the Fourth Ward. That ward to me is probably the Black one that has more Black, college educated, upper income people than any other of the 16 predominantly Black wards. There is no shortage of candidates for the alderman’s seat. It is currently occupied by a placeholder the mayor appointed. The “incumbent” Sophia King, by all accounts is pretty sharp. Her strengths seem to be a strong understanding and commitment to education, and the fact she and her husband are friends of President Barack Obama. To boot, her hus-

band is known throughout the city for his organizing and deejay role in the venerable Chosen Few annual picnic/lakefront party. In my opinion, those credentials are not enough to get elected, but they were good enough to get her appointed. Back when we were savvy, we would have plenty of community discussions–formal and informal–to see if she was doing a good job and worthy of being kept in place. Today, instead we have a slew of people lining up to take her on in the election. The saddest part is the majority of them don’t have better credentials. They are a bunch of also-rans who make you wonder why are they even trying for the seat. No doubt in some cases they are looking at the $117,000 annual salary as the big motivator. If we are savvy like back in the day then we would take a hard look at each of them to learn if they bring anything to the party. At first blush I would be really suspect of the preacher who worked for Willie Wilson during his run for mayor, but has yet to get Wilson’s endorsement. This is the same preacher who wanted the mayor to appoint him to the Fourth Ward after he had been calling for the mayor’s removal from office. Does that make sense to you? There also is an attorney who brings no reputation for community involvement or political work to the race. He surely is one of those nothing-to-lose candidates. It is the same with the other two in the race. They bring little to nothing in terms of sustained political activity.
I think we can get more for the ward by supporting King, despite the fact she was appointed by the mayor, who many Black people have a problem with. At least we are savvy enough to know she understands how to participate in the municipal government process. The same can’t be said for the others. George Fields (Continued on page 16)

Louisiana is Quickly Evolving Beyond the Rhetoric By Harry C. Alford Louisiana today is a very different state from the times of my youth. I love the place as my bloodlines have lived there since the 1830s. I can begin tracing my roots through my four great grandfathers. On my father’s side, there is Harry Watkins and Cicero Alford. Harry’s people came to America through a slave market in Virginia, perhaps Richmond. From there he was sold to slave owners in Bossier Parish, Louisiana. Cicero came through the slave market in Savannah, Georgia. His master (perhaps his father, James Alford) operated a plantation in Noonan, Georgia. From there they moved to eastern Alabama and then eventually settled in Bossier Parish. On my mother’s side, there is Rev. James Salter and Bill Brown. Both seem to have come through Savannah also. James ended up in Webster Parish, Louisiana. Bill was unique. He was quite a physically built man. He was drafted into the breeding industry. Slave masters would buy him like a strong bull and had him impregnate as many women as possible. He traveled from plantation to plantation and
Harry C. Alford eventually ended up in Webster parish also. He must have had over 100 children. One of his last children was my grandfather, Isaiah Brown. Many of the descendants of Bill have been blessed with his physical prowess. When World War II started America began changing in a big way. So many of the males in my family went to the Pacific and eventually Europe to defend our nation.
What the war provided was a surge in job opportunity as America built up its industrial might to prosecute the war. My parents and their siblings started moving to Southern California in the form of an exodus. Freedom from a vicious Jim Crow racism and a way to provide adequate funding for their growing families motivated them. Still the love of Louisiana stayed in their hearts As children, my relatives would visit Louisiana every two years. Sometimes we would travel more if there was a funeral. I was born in Ventura, California and most of my relatives were in the greater Los Angeles area. As a high school student, I would spend summers with my grandparents, aunts and uncles. I would rotate every few days spending time and understanding their local environment. Often, I would run into some of my California relatives and friends doing the same thing and even schoolmates who had the same roots as I. Those were great times learning the ways of my elders and fellow cousins. It was the best thing my mother could have done for me. When you know your roots, you become “whole.” We were heartbroken about the Katrina disaster. However, there
were no deaths in my family and somehow, we all got by. The land is still there and the damage has been repaired. Life in Louisiana has now become more than back to normal. It is growing economically at a very nice pace. Energy is the base for Louisiana. Right now, and for the distant future Energy is growing by leaps and bounds. Despite the last eight years of environmentalists’ attacks on the state’s economy, the economic world is quickly changing for the better. The political leaders of Louisiana have wisely taken advantage of the fact that its neighbor Texas refuses to legalize gambling. Thus, they have opened casinos and race tracks all along their border. From Bossier Parish to Calcasieu Parish casinos and race tracks are popping up generating a windfall of profits for the state and local economies. You visit Louisiana Downs race track in Bossier Parish and all you see in the parking lot are cars with Texas license plates. They have also made it a great attraction for the filming industry. And yes, the energy world has soared to new heights. Fracking has brought back natural gas to new industrial heights. We are even exporting it. The long-awaited Keystone Pipeline is starting to roll
which will bring thousands of good paying union wage jobs. In addition, the new Bayou Bridge Pipeline is in the planning stages. This will bring in 2,500 new construction jobs immediately. The Lake Charles area is planning on creating over 7,000 new high paying jobs within the next three months. The ports of Louisiana are bustling with more and more shipping activity and expansion plans are under way for all of them located within the state. With the enlargement of the Panama Canal, new shipping lanes are in place traveling from the West Coast to the Gulf and East Coast regions by sea as opposed to long distance road or rail travel (much less costly). The state funded colleges are working diligently expanding to prepare their human talent to rise to the challenge of a well-educated and trained workforce. A great investment for the future! Nation’s largest student loan servicer charged borrowers too much By Charlene Crowell The financial futures of more than 12 million federal and private student loan borrowers who collectively owe approximately $300 billion is at the crux of a lawsuit filed by the Consumer Financial Protection Bureau (CFPB). CFPB is suing Navient Corporation and two of its subsidiaries for using shortcuts and deception to illegally cheat borrowers out of their rights to lower loan repayments. Illegal loan servicing failures caused more than one-in-four borrowers to pay more than they should have. A CFPB investigation of Navient, the nation’s largest student loan servicer of both private and federal student loans, found that borrowers were not accessing a federal student loan repayment option that has been in effect since 2009. For eligible borrowers, income-based repayment can lower monthly borrower payments by taking into account income and family size. Depending upon individual borrower circumstances, payments could be reduced to even zero, and loan forgiveness apply after 20 or 25 years of regular monthly payments. “At every stage of repayment, Navient chose to shortcut and
deceive consumers to save on operating costs,” said CFPB Director Richard Cordray. “Too many borrowers paid more for their loans because Navient illegally cheated them…..The Bureau seeks to recover significant relief for the borrowers harmed by these illegal servicing failures.” From January 2010 to March 2015, CFPB estimates that Navient’s practices cost borrowers up to $4 billion in extra interest by repeatedly enrolling borrowers in forbearance. CFPB also found that many federal student loan borrowers were unaware that the government could pay part of the interest charges on their loans when personal circumstances prevent borrowers from keeping up. The lawsuit names Navient and two of its subsidiaries: Navient Solutions, the corporate division responsible for loan servicing operations, and another subsidiary, Pioneer Credit Recovery that collects on defaulted student loans with the parent corporation. All three entities are charged with systematically making it harder for borrowers by incorrectly processing payments or failing to effectively act when borrowers complained. Instead of assisting borrowers with available options for repayment, CFPB charges that borrowers were steered into for-

Charlene Crowell bearance, a temporary and high cost solution that suspends payments but allows interest rates to continue accruing. “With forbearance, borrowers can temporarily suspend making monthly payments, but their debt continues to grow as the unpaid interest is added to the loan,” continued Cordray. “It is typically not suitable for borrowers who are facing long-term financial hardship. And the longer a borrower is in forbearance, the more

their loan balance increases.” Many of the borrowers incurring excessive charges, according to CFPB, included military veterans who became disabled during their service to the country. Federal law provides that military veterans whose disabilities were incurred during service to the country are entitled to loan forgiveness. Other CFPB charges include: • Failure to correctly apply or allocate borrower payments to their accounts; • Deceiving private student loan borrowers about requirements to release co-signers from loans; and • Harming the credit of disabled borrowers, including severely-injured veterans. “Servicers are supposed to follow instructions from the borrower about how to allocate payments across what often are multiple student loans,” noted Director Cordray. “We believe that Navient repeatedly creates obstacles to repayment by misallocating or misapplying payments. The company all too often fails to correct its errors unless a consumer stays vigilant, discovers the problem, and contacts the company to insist that it be fixed.” Illinois Attorney General Lisa Madigan supports the CFPB lawsuit adding, “Navient’s actions
have led to student borrowers needlessly carrying billions of dollars in debt and the company must be held accountable.” Many consumer advocates agree. “Too many Americans are struggling to make their student loan payments every month,” said Whitney Barkley-Denney, a policy counsel specializing in student lending with the Center for Responsible Lending. “While the Department of Education has created programs to help make monthly payments more affordable, those programs only work if servicers are actually helping eligible borrowers access them. Dr. Conrad Worrill The movement to implement an appropriate African Centered Curriculum in predominately African in America inner city schools is critical to the on–going struggle for the liberation of African people in this country. We must continue to demand
that the truth be taught as we continue to struggle to build the Reparations Movement in America. This movement has now become popularly known as the African Centered Education Movement. Simply stated, it focuses on teaching the truth in all subjects, concerning the contributions of African people to the development of civilization. We must heighten the dialogue concerning the importance of this movement, particularly as it relates to the question of reparations. Throughout the country, Africans in America are now becoming more sensitive to challenging the racist and white supremacist basis of the African public school curriculum. Through the National Black United Front (NBUF) and its world African Centered Education Plan, more Africans in America are beginning to see the need for massive curriculum change in the public schools of this country and the youth must take leadership in this project. There is not a day that goes by that someone does not call my office seeking information and help on how to start the process of changing the curriculum in their school. Parents are becoming more and more dissatisfied with what their children are being taught. They are also be-
ginning to realize how much isn’t taught. It is clear that the public school system is the place where African America children receive a significant portion of their view of the world and the history of the world. And, it also is a place where large numbers of African in America youth are miseducated under the system of white supremacy through the ideas and interpretation of history that is presented to them. Let’s turn to Carter G. Woodson’s great book, The Mis-Education of the Negro to get some further insights into this problem. Woodson observes “the so–called modern education, with all its defects, however, does others so much more good than it does the Negro, because it has been worked out in conformity to the needs of those who have enslaved and oppressed weaker people.” For example, Woodson says, “The philosophy and ethics resulting from our educational system have justified slavery, peonage, segregation and lynching. The oppressor has the right to exploit, to handicap, and to kill the oppressed.” Continuing on Woodson explains that, “No systematic effort toward change had been possible for, taught the same economics, history, philos-
ophy, literature and religion which have established the present code of morals, the Negro’s mind has been brought under control of his oppressor.” Concluding on this point Woodson states, “The problem of holding the Negro down, therefore, is easily solved. When you control a man’s thinking you do not have to worry about his actions.” Therefore, it is inspiring to see so many of our people waking up all over America and seeking the truth concerning the real contributions of African people to the world. Through study groups, conferences, Black talk radio, information network exchanges, African Americans are coming into a new African consciousness that seeks to reclaim the African mind and spirit. Through the Portland Model Baseline Essays, the work of the Kemetic Institute, the Association for the Study of Classical African Civilizations (ASCAC), and other writings and curriculum materials, Africans are becoming much more aware of the following points that must be incorporated into the curriculum. 1. Africa is the home of early man. 2. Africa is the cradle of modern man. 3. Africa is the cradle of civilization. 4. Africa once held a position as
world teacher including the teacher for the western world. 5. There was and there still is a continental wide unity in Africa and in the African communities around the world. 6. The first time Africans left the continent was not on slave ships. 7. Africa and African people all over the world have been under siege for nearly 2000 years and only recently by European slavery and colonization. 8. There is an African Diaspora all over the world today. 9. African people have resisted domination on the continent and all over the world. 10. Even under slavery, colonization, segregation, apartheid, African people have made monumental contributions to arts, science and politics. These ten points, and others, have become the basis upon which we can judge the white supremacy public school curriculums content in textbooks and other learning materials. In other words, these points have become the basis of determining whether the truth is being taught in the public schools of this country. In seeking the truth about the Reparations Movement, join an organization that is working on this great, just, and mighty issue. The Truth will set us all free!
PAINFUL DOCUMENTARIES AND HARD CHOICES By Julianne Malveaux I usually don’t pay much attention to the Academy Awards unless African American actors are nominated and win or unless African American themed films have an opportunity. This year, I am paying much attention, what with “Fences,” “Hidden Figures,” and “Moonlight” among the nominees for Best Picture, and with Denzel Washington (“Fences”), Ruth Negga (“Loving”), Mahershala Ali (“Moonlight”), Viola Davis (“Fences”), Naomie Harris (“Moonlight”) and Octavia Spencer (“Hidden Figures”) up for best actor/actress or supporting actor/actress roles. To be sure, I think that there should have been more nominations for “Hidden Figures,” and that Denzel should have been nominated for a directing award. But we all know the Academy “ain’t fair.” Let’s see what the outcomes are. One of the more difficult choices may be the choice for Best Documentary. Two films that rocked my world have both been nominated. Raoul Peck’s “I Am Not Your Negro” was riveting and had me sitting at the edge of my seat. James Baldwin had always been a 6
searing critic of race matters in these United States. To see his wit and wisdom come to life reminded me of how passionately he cared, and how wittily he responded, to some of the questions too often raised about Black life. To hear Samuel Jackson’s voice-over of Baldwin’s words, and to combine that with some of the Peck-inspired visuals, is absorbing. The multi-media experience raises questions about stereotypes that reign in film, even in cartoons, and how these stereotypes shape the way African Americans are perceived and treated in our nation. I have never experienced such silence in the theatre, a few uhhums, but none of the whispered conversation typical of a movie experience. I’ve seen the documentary once, and plan to see it again, both because I was a big Baldwin fan, and also because the movie is sharing immutable facts that many would like to forget. The other film nominated for Best Documentary is Ava DuVernay’s 13th, an examination of the relationship between the 13th Amendment to the Constitution (the one that outlaws involuntary servitude, except when one is convicted of a crime) and the current system of mass incarceration.

Dr. Julianne Malveaux DuVernay is masterful in connecting stereotypes of Black people to the way the criminal justice system treats us, in weaving voices of luminaries like Angela Davis, Michelle Alexander, and Jelani Cobb with footage of police violence in Ferguson, Mo, and in using the voices of the formerly incarcerated to examine the system. When I saw 13th, I sat next to a sister who sobbed her way through the last moments of the movie. 13th leaves much to sob about, much to shake
one’s head about, much to become enraged and energized about. The adage “follow the money” is never more pointed than it is when we look at issues of mass incarceration. Predatory capitalists are making profits on everything from maggotinfested meals served, to telephone calls, and inmates and their families are the losers. This movie is a call to action. There is much overlapping material in these two films, and I’d not advise anyone to see both films on the same day. Both films enrich us, and I’d be hard pressed to say which is better than the other. I hope that the Academy chooses one of the two, and will be most chagrined if they duck the choice and go with one of the other nominations. Even if neither film is chosen, I’m grateful that, at this moment in our history, we have films that remind us where we have been, what our challenges have been, and that the struggle, indeed, continues. This year’s Academy Award nominations give African Americans much to celebrate, and these nominations are also reminders that momentary visibility is not the same thing as structural change. How many African Americans can ac-

tually green-light a movie? How many compelling stories, like that depicted in “Hidden Figures,” will never be movies because of misperceptions about American audiences and racial material? When will African American history be viewed as American history and savored all year instead of only in February? Kudos to Raoul Peck and Ava DuVernay. Their films make the case that documentaries about African American life and history can reach broad audiences. IT JUST GETS FUNNIER I had to take a week off ‘cause President Wheathead manages to do something funny every week, that is if it wasn’t so sad. Well, all of the Black folks the Prexy knows went with him to the Smithsonian Museum of African American History this week. That would be Dr. Ben Carson and his wife Candy, Dr. Alveda King (Dr. MLK’s niece), Omarosa Manigault (his Urban Interpreter), and Senator Tim Scott (Black Senator from South Carolina). I guess he was scared to be in the museum without some friendly faces he thought Frederick Douglass would know. You know Frederick Douglass that was a personal friend of the president! (wink wink) It was said when he did his 30 minute tour he saw the Thomas Jefferson exhibit with the names of the 612 slaves he owned inscribed on 612 bricks. Ima is wondering if he and Thomas Jefferson were friends too? Well Lonnie Bunch, the Curator of the Museum, told him he
couldn’t understand Jefferson without understanding about slavery and it’s rumored he said oh yeah Jefferson was a great slave owner (ha ha, well it sounded like what he would have said). He promised to come back, but Ima doubt it if he will, cause too many of his racist friends like Jefferson might remind him of his own racist behind!!! I guess he thinks the visit will make us forget that he doesn’t even know who the Congressional Black Caucus is. Well you know Tim Scott ain’t no member and he’s waiting on April Ryan of NPR Radio to set up a meeting with them!!! How uninformed can you be? And where is his Urban Interpreter? I guess she knows who the CBC is! Ima thinks it’s going to be more fun than a barrel of monkeys to keep watching this person the uninformed voted for as President!!!

Now we look like we’re headed for the election to fill the shoes of former Alderman Will Burns (who couldn’t stand the heat in the kitchen) who was clearly Rahm’s man, by his bougie appointee Sophia King who represents the Prexy’s old ward and is being backed by the Prexy and the Mare, who appointed her. Oh yeah, and the former POTUS Barack Obama is backing her as well. Well we know how he has “done great” things for Chicago in the past. He done treated us like stepchildren with the plague. So, what is this un-
holy alliance really all about? Sounds like the Prexy is planning a run for the Mare’s office to Ima.Well all I know she raised a lot of money and she has decided to use it all on the precinct organization and obviously a measly $600 or so was too much to take from her stash to place an ad in any Black newspaper. At least all the newspapers I asked wasn’t getting one.

Crusader leading community recognition initiative Located in the heart of Chicago’s urban violence for 53 years, the Chicago Crusader newspaper is in the vanguard of organizations acknowledging positive contributions in the community. The newspaper’s “Heroes in the Hood” program will celebrate its 24th year of fostering community activism by honoring selfless volunteers in 2017. Noting that the rising violence in the city indicates a need for expansion of the program, Crusader edi-

tor and publisher Dorothy Leavell remarked that “as successful as we have been in identifying positive community volunteers across the city, we need to do more, and we can’t do it alone.” Leavell’s acknowledgement prompted the Crusader to host an expansion reception on February 9, on the University of Chicago’s campus. She and “Heroes in the Hood” cofounder John McCarthy appealed to community, business and civic

leaders to support the proposed enhanced initiative by becoming sponsors. “Everyone is cash strapped,” said Leavell, “from small business to corporate entities. The Winning Works program is the culmination of Joffrey’s national call for ALAANA (African, Latino(a), Asian, Arab and Native American) artists to submit applications for the Joffrey Academy’s Seventh Annual Winning Works Choreographic Competition. This year’s Competition winners – Shannon Alvis, Sean Aaron Carmon, Karen Gabay and Jimmy Orrante each have choreographed an original work created at the Joffrey Academy Trainees and Studio Company. Karen Gabay grew up in San Diego and has had a career as a ballerina that spans over 35 years. Ms. Gabay made her professional debut at the age of 18 as a principal dancer with Ballet San Jose (BSJ). Her repertoire includes Odette/Odile in “Swan Lake,” Giselle in the title role and her favorite role of Juliet in “Romeo and Juliet.” As a choreographer, she created numerous ballets for the company including the 2012 production of
BSJ’s annual production of “The Nutcracker” which led to her first children’s book, “The Nutcracker: A Story in Verse.” Gabay is the co-founding Artistic Director of her own ballet troupe, Pointe of Departure, which performs in the Bay area and in Northeast Ohio. Her world premiere for the Joffrey Academy features 10-15 dancers with the women dancing en pointe. The (Continued on page 14)

The box office wasn’t great and neither were the reviews, which especially criticized Kitt and Davis for what the writers felt weren’t strong performances. Although that’s all very debatable. But the film is a genuine rarity – a Hollywood-backed, serious, dramatic Black film which was almost unheard of then back then, and, sadly, still is a rare occurrence almost 60 years later.” Kitt plays Anna, and Davis plays Rudolph, who is a sailor and has been paying Anna for her services for a few years while she had been living in San Diego. She left her parents’ home after a continued strained relationship with her father. Rex Ingram, who was born in Cairo, Illinois, in 1895, plays Anna’s father, Joe. Ingram graduated from Northwestern University medical school in 1919, according to online sources. Henry Scott plays Rudolph, the recent college graduate whose father is an old friend of Joe’s. Joe is concerned about making sure that Rudolph settles down and marries well, having a proper family. Frederick O’Neal, who was a co-founder of the
American Negro Theater, plays Anna’s brother-in-law Frank. Her family is devious about trying to grab what they know to be $4,000 from Rudolph’s paws, and they each have plans on just what can be done with it. The father isn’t excited about going to San Diego to persuade Anna to come back home, but he travels the short distance by bus from the neighboring town where the family lives to talk her into coming back home. Although the family seems to be doing well—they all live in the finely-appointed home together—they are not quite as successful as it appears. However, I’m sure the family enjoyed better trappings than they did while in their native home in Alabama. The sign on the porch advertises a public stenographer and also a billboard advertises an antique business. I imagine this family was just one of many who migrated from the South to California to escape Jim Crow conditions, and the “upward mobility” meter was alive and kicking. One theme I didn’t like in the movie was that of domestic violence, as I watched as the father pushed the mother down on the stairs and also as Davis hit Kitt at one point.
I agree with Shadow and Act about the film’s success being debatable. I enjoyed it, as I admired Kitt and fondly remember when the late Fine Arts columnist for this paper Dr. Theodore Charles Stone and I saw her perform at the Martin Theatre at Ravinia early in my Crusader career. I was mesmerized, as were many of the audience members, both male and female. And her performance erased the complaints that Dr. Stone levied at me about the muffler on my Saab being too loud and the car as a whole being too small. I understood that Dr. Stone had been accustomed to riding in bigger cars, and he probably felt a bit cramped. All in all, we had a great time together. I always say that Kitt had the steak and the sizzle, compared to socalled big name female performers of today, who are mostly just sizzle. In “Anna Lucasta,” when Kitt walked in the room, she commanded everyone’s attention, and in some scenes the seductive music traced her every step. FBI seeks to educate more communities with new program By J. Coyden Palmer Historically, the Federal Bureau of Investigation does not have the best reputation within the African American community. The highest-ranking law enforcement agency in the country has itself to blame for much of that. Agents in the Chicago field office are hoping a new program aimed at college students will help demystify the organization and let people know the days of J. Unlike local police agencies that often create effective public relations via an “officer friendly” who goes to schools and meets kids at a young age, people know nothing about the FBI except what they see on TV and in movies, according to Supervisory Special Agent Jeffrey Moore, who was born and raised on Chicago’s South Side. That means even those who are interested in an FBI career have to research on their own to find out the information they need. Moore believes the mystery surrounding the agency has hurt the Bureau, and with America being more diverse now than ever before, says the FBI must become more racially diverse as well. “The key to the effectiveness of any law enforcement agency is the trust and confidence the community has in it. That is necessary for cooperation, support, and to show that we are a part of the community. Everyone’s goals are the same so in developing that relationship with the community we have several formal and informal initiatives,” Moore said. “Quite often the FBI is a mystery so people are standoffish towards us because they don’t know what we are about.” One formal initiative is the FBI Student Academy at the University of Illinois-Chicago, which is in its first year. The FBI holds monthly meetings on campus; agents from the Chicago field office come in and do an hour-long presentation for students and answer questions afterwards. Early in 2017, the Chicago Crusader received an exclusive invitation to attend the campus meeting. Special Agent Gary Turlington of the Evidence Response Team prepared the presentation for about 50 attentive students, telling them about high-profile cases he worked on, gathering forensic evidence. Among the memorable cases he has worked in his career are the Burr Oak Cemetery Scandal, the exhumation of Emmett Till’s body in 2005, the crash of Flight 93 on 9-11 and the mass shooting at Northern Illinois University on Valentine’s Day in 2008. 14

What’s so sad is that too many of us walk around ignorant of this very fact. Growing up, my mom constantly reminded us that we would have to give account of every idle word that was spoken. To be honest, a constant reminder to sit still and be quiet would be great to have, even today. Now I recognize the significance
of her teachings, and try my best to apply them to everyday life (Matthew 12:36). She knew that our words would produce a very real world. How badly mistaken I was to find out that my mother being quiet was not indicative of her having little to say. Now my heart weeps for the times I failed to listen more, but rather, allowed words to carelessly utter from my lips in jest. Too often, we complain about outside forces, yet so often it’s the words that we have spoken concerning our own lives, family, career and friendships that have caused a good, bad or ugly situation. Unfortunately, no one is to blame but me—myself and I—life and death is in…the tongue (Proverbs 18:21). Yet, I am thankful that the prayers of the righteous interceding on my behalf intercepted some of those deadly expressions of mass destruction that could have taken me out, under and away from my destiny.

Even in the court of law, you are advised that what you say can and will be used against you. are out of whack? The CPD gives the asinine rationale that the officers are working in the areas known for violence, namely the south and west sides. We know that is a crock because an analysis by one of the local dailies concluded that Black people (the majority occupants of the South Side and West Side) are no more likely to have drugs or weapons than any other racial group. Cops are saying they stopped thousands of Black folks because they fit a description of some suspect. That is another crock because we all know that police will put out a broad description of a Black suspect, for instance, male, 6 feet, 180 pounds and dark hair. How many Black men does that qualify as a suspect? On the other hand, the description of the white suspect is male, 5 feet, 11 inches, 185 pounds, wearing a red hoodie, and pink baseball cap, four tattoos on the right arm, and walks with a limp. So, you see how Black people are being set up by the cops. It is beyond reason that CPD maintains they are not targeting Black people when we look at the fact that there were nearly 61,000 stops of Black people, while white people were stopped fewer than 16,000 times. It gets even worse when you throw in the fact that Black people were second on the list of the number of frisks by CPD. The police department officials are behaving as though white people have suddenly stopped committing crimes. Of course, flooding the Black community with cops just to stop and harass us is going to send the signal that things are worse in our

Hospital workers urge Congress to keep Obamacare By SEIU Healthcare Illinois and Crusader Staff Writer As members of Congress returned to their home districts this week during recess, they were confronted with tough questions about what their plans are to “repeal and replace” the Affordable Care Act (ACA) that provides affordable healthcare to millions of Americans. Although the House Republicans have voted over 60 times to eliminate the ACA, or “Obamacare,” the GOP has yet to release comprehensive legislation of what the “replacement” should be. This fact prompted Cook County Board President Toni Preckwinkle and Dr. Jay Shannon, CEO of the Cook County Health and Hospitals System, along with healthcare and hospital workers from SEIU Local 73 and SEIU Healthcare Illinois, to hold a joint press conference and rally outside Stroger Hospital with signs that said, “Congress: what’s your plan for healthcare?” Preckwinkle said, “The ACA has changed the face of healthcare. It has had a positive impact on our communities and our economy, and most importantly, it has provided dignity to the patients we serve. So today, it is perfectly reasonable to ask those who would destroy a system that has done so much for so many – What’s Your Plan? We cannot and should not go backwards. We must protect this basic human right.” Repealing the Affordable Care Act will take away healthcare for more than 30-million Americans and cause an estimated 1,150,000 Illinoisans to lose health insurance coverage. In addition, gutting the ACA will cost at least 114,000 job losses just in Illinois by 2019 with further economic damage to the state to come. Such a nightmare scenario would cause chaos for working families unable to get affordable health insurance. Cook County’s and Illinois’ safety net hospital system would be at risk, and hospitals and clinics might be forced to close. Thousands of jobs could be lost, burdening taxpayers with enormous unforeseen financial repercussions and spiraling health insurance premiums. “Repealing the ACA would put our patients in real danger,” said Sylvia White, MSW, a Psychiatric Social Worker in the Cook County Health and Hospitals System. “Access to vital services and affordable critical care will cease to exist and lives would be put at risk for no reason. We cannot allow this to happen. “Republicans suddenly say they care about our economy. Yet repealing the Affordable Care Act will cause Illinoisans to lose health insurance coverage and the loss jobs. This isn’t conservative – this is just a con,” said Nettie Newman, a home healthcare worker for over 20 years. The long-term damage to repealing the ACA means the incentives
for early detection of disease could be gutted. Approximately 5.9 million Illinoisans with private health coverage (including 1.2 million children) and 2.1 million Illinois seniors on Medicare will lose guaranteed access to free preventive care, like blood pressure screenings, immunizations, and cancer screenings. Safety net hospitals could be forced to close if the ACA is repealed, due to stripping away resources and Medicaid funding. Wellington Thomas, an ER technician from Loretto Hospital on the west side of Chicago said losing more community hospitals would cause a major downward spiral. “If Loretto Hospital were to close, our community – which is already struggling for lack of opportunity and spiraling violence – would be utterly shattered. Where would the individuals and patients who need mental health counseling and psychiatric medication go to get care? Where
