Paul Vallas Rauner’s Pick

Rauner stirs tensions as he pushes Vallas for president of Chicago State By Erick Johnson Tensions are escalating at Chicago State University, where sources tell the Chicago Crusader that Gov. Bruce Rauner is getting

pushback from some officials as he seeks to make former CPS chief, Paul Vallas, president of the university. It’s a possibility that may have been planned all along when Rauner appointed Vallas

and four new members to the school’s Board of Trustees in January. While the appointments marked a new era at CSU, it may have set in motion the reality that the predominantly Black school may get a white

president as it celebrates its 150th anniversary. While Cecil Lucy remains the school’s interim president, heads may turn as the Board of Trustees prepares to decide on a new permanent president when they meet near the end of the month. Since January, Rauner has publicly repeated his plans to boost enrollment and academic achievement at CSU, but privately the governor has been pushing another agenda that is causing a rift on the school’s Board of Trustees sources told the Crusader. The Crusader has learned that Rauner is using his political muscle to push his handpicked trustees to give Vallas the job. Some are concerned that may happen now that the majority of the Board of Trustees were chosen by Rauner. Sources told the Crusader that on March 3, Rauner’s Education Secretary, Beth Purvis, called a meeting with Board of Trustees chairman Marshall Hatch and Tony Anderson. Anderson is board chairman of Perspectives Charter Schools and serves on Rauner’s newly-created eight-member advisory council at CSU. Rauner was not at the meeting, but sources told the Crusader that Purvis told Hatch and Anderson that Rauner wanted Vallas to be the president to replace Thomas Calhoun, who abruptly resigned last September under mysterious circumstances. Sources told the Crusader that if Rauner’s request isn’t met, he will not secure additional funding to help solve the school’s financial woes and withdraw his support. The Board of Trustees would also risk losing Vallas—an important member who gained praise when he served as CEO of Chicago Public Schools from 1995 to 2001. At a time when CPS was financially bankrupt, Vallas was credited with keeping the school system afloat and (Continued on page 3)

A hole in one for the elite How Chicago officials played the game to merge South Shore and Jackson Park golf courses in Black neighborhoods By Keith Chambers It was a busy Saturday afternoon at the Jackson Park golf course in East Woodlawn. The sunny skies and mild winter weather drew an army of eager golfers who came ready with their A game. They

whipped out their designer clubs and for hours whacked plenty of little white balls amid the naked trees and a malnourished landscape. But in the past several months, another group of people has been doing some

swinging of their own. During several rounds of community meetings, residents from the predominately Black South Shore and Woodlawn neighborhoods have been teeing off with the Chicago Park Dis(Continued on page 2)

Rev. Jesse Jackson galvanizes support for the Affordable Care Act By Lee Edwards Rev. Jesse Jackson along with elected officials and medical professionals lent their voices to the chorus of support for the Affordable Care Act at a recent press conference. The Rainbow PUSH leader held the press conference at the University of Illinois’ Mile Square Health Center, 1220 S. Wood St., in response to the American Healthcare Act (AHCA) bill or “Trumpcare,” proposed by GOP lawmakers in Washington, D.C. If passed, political analysts from CNN reported up to 24 million fewer Americans will be insured by 2026. Rev. Jackson stated over a million Americans will lose their health care coverage in Illinois alone, and well over 100,000 jobs may be lost as well from locations such as the Mile

Square Health Center. “It’s not just the sick who are affected, but the number of jobs closes in a city services center like this one,” said Jackson. “In rural centers, I guess those people ironically voted against Obamacare thinking it wasn’t the Affordable Care Act. There’s no such thing as Obamacare. The Affordable Care Act is a landmark piece of legislation that’s under attack.” “What we know is that fewer people will be covered at a greater cost… many of the people in the lobby today will not get service if this bill passes,” said Jackson. Henry Taylor, CEO of the University of Illinois’ Mile Square Health Center, explained that, “60 percent of Illinois public health care centers are covered by Medicaid, and adequate (Continued on page 14)

A hole in one for the elite (Continued from page 1) trict. Despite issues of transparency, park officials in four months will break ground on a controversial plan to merge the golf courses in South Shore and Jackson Park to create one 18-hole championship caliber golf course designed by golf legend Tiger Woods. Currently, Jackson Park has an 18hole golf course while South Shore’s facility has nine holes. With the support of Mayor Rahm Emanuel, Chicago Park District Superintendent Mike Kelly hopes the $30 million facility will lure a major PGA championship to the South Side as early as 2021. With little money in the park district’s $450 million annual operating budget, 80 percent of the project will be funded by private investors and leading golf industry professionals, raising concerns of elitism in neighborhoods that have been predominately Black for decades. Private funding for public facilities has become a common practice for the

cash-strapped park district that has kept operating costs at a minimum in recent years because of budget cuts. Meanwhile, the 63rd Street Beach remains an underfunded facility that gets little attention as a tunnel that connects the east and west portion of Jackson Park Harbor on both sides of Lake Shore Drive, but continues to be flooded with people during the Spring and Summer months. While Kelly aggressively pursued plans to build his grand championship golf course, little has been done to address the needs of places that are popular among Blacks. Golf is an expensive sport that has high equipment costs and playing fees. Somehow, park officials believe that a championship golf course in a Black neighborhood- one designed by a Black golf legend- could be a game changer on the South Side. On January 11, despite community opposition, the Chicago Park District Board of Commissioners approved a $1.1 million contract to design and engineer the merger of the

Jackson Park and South Shore golf courses. While Board President Jesse Ruiz called the plans “preliminary,” to many residents the game was over. Park officials won and the real losers were many residents in South Shore and Woodlawn. That same day, the mayor announced the formation of the Chicago Park District Golf Alliance to “upgrade facilities and enhance programming opportunities.” From the start, it’s a plan that heavily divided residents in both neighborhoods. Supporters and opponents have been outspoken at packed community meetings, where Kelly and city officials have dodged questions of transparency with claims the project will help revitalize both neighborhoods. For a while, it appeared that these goals had little chance of winning, but after throwing in some concessions and promises to please dissenters, Chicago Park District officials may have come out on top. By playing a game of Chicago-style

politics that involved big key players and little community input, park officials engineered a major victory. Kelly was the biggest force behind the effort. In August last year, Kelly sent a message to the mayor’s private email address informing him of the golf course proposal. The email was one of 2,700 messages that a judge forced the mayor to release after the Better Government Association filed a lawsuit, accusing Emanuel of doing city business on his personal email account. In his message to Emanuel, Kelly expressed concern about community reaction to his proposal to merge South Shore and Jackson Park golf courses. “We must be very cautious as this community typically weighs in loudly on any capital project that makes change,” Kelly said in his email to the mayor. In addition, Kelly said, “It is critical for YOU that this project has the support of the Obama Foundation and the surrounding community.” In that email, Kelly also mentioned plans to eliminate the portion of Marquette Road that runs from Cornell Drive to Lake Shore Drive. While the street divides parts of the Jackson Park golf course, Kelly suggested that it be closed to better serve the Obama library. The proposal never went before a public hearing or Chicago Board meeting for review. A detailed plan of the finished golf course was never presented. “When you hold community input sessions at the very last minute trying to create the appearance of public input when the park district and the mayor have been secretly putting together a plan for a long time, you create mistrust,” Juanita Irizarry of Friends of the Parks said in news reports. As the project moves closer to breaking ground, the First Tee of

Greater Chicago – a group from the affluent, predominately white Northwest suburb of Glenview – plans to move its headquarters to Jackson Park to expand its youth golf program, which had 1,000 participants last summer. It’s one of several goals park officials hope to achieve from the project. With the planned Barack Obama Presidential Center, park officials say the new championship golf course would bring jobs and the potential for new businesses. However, opponents aren’t buying it. And with several facilities used by Blacks in Woodlawn in poor shape, Kelly has drawn opposition from residents who are concerned the facility would be too expensive to use and would benefit only elite patrons who don’t live in the neighborhood. The Crusader left phone and email messages for Kelly asking for comment, but he did not respond by press time on Wednesday. Despite email and phone messages, the Crusader also did not get a response from Alderman Leslie Hairston (5th Ward), who hasn’t publicly expressed where she stands on the project. Tiger Woods in a statement said he strongly supports the project. “We want to design a course that everyone will enjoy,” he said. One organization that supports the project is the Jackson Park Advisory Council, which gave its support in January after it held a meeting called by Alderman Hairston. Kelly promised the council that playing fees for residents would remain below $50. Non-residents could pay at least $200. Based on the day of the week, residents currently pay as much as $30 to golf on Jackson Park’s 18-hole golf course. Players 17 or younger play free, but park officials are uadecided if it will stay that way with the new golf course. www.chicagocrusader.com

Services set for wife of U.S. Rep. Bobby Rush Crusader staff report Services have been set for Carolyn Rush, the wife of U.S. Representative Bobby L. Rush (IL-1) who announced her death. She died Monday morning of congestive heart failure at the University of Chicago Hospital. Carolyn was 68. A wake at 10 a.m. will precede Carolyn’s funeral at 11 a.m. on Saturday, March 25, at the Freedom Temple COGIC, 1459 W. 74th Street. Flowers, acknowledgments, resolutions and other well wishes should be forwarded in care of Leak & Son Funeral Home, 7838 S. Cottage Grove, Chicago, IL 60619. Born in Memphis, Tennessee on May 27, 1949, Carolyn moved to Chicago at an early age. She graduat-

Bobby L. and Carolyn Rush ed from Hirsch High School and later graduated with high honors, receiving a Bachelor of Arts in Organizational Leadership from Roosevelt University in Chicago. In addition to her work as a community orga-

nizer, precinct captain and political strategist in many campaigns, she was also instrumental in the Civil Rights Movement, working to end discrimination in housing and employment.

“Today I have lost my best friend, the love of my life, my confidante and my best half,” said Rep. Rush, who was at her bedside, along with her children, when she died. “This is one of the most difficult days of my life. If there is any comfort at all, it is in knowing that Carolyn is no longer suffering and that she has returned to our Father in Heaven. I will always cherish her. She was everything to me. I am devastated.” He also said, “I want to thank everyone for their outpouring of love and support over the last several months as Carolyn’s health faded. I want to commend the University of Chicago’s medical staff who provided excellent care for her for the duration of her illness. “I also express my sincerest appreciation to my colleagues in Congress,

and to my constituents, for understanding why it was so important for me to be with my wife when I also had to be in Washington. Choosing to be with her until the very end was really no choice for me at all. As her husband it was my duty and as a man of God it was also my responsibility to be by her side,” Rush reflected. “Carolyn never left my side when I was diagnosed with cancer. She’s the reason I’m still here. I will forever miss my friend.” Mrs. Rush and her husband Congressman Bobby Rush, have a blended family of seven children (one son is deceased), and 11 grandchildren. The couple were married for 36 years. For the latest update on funeral services for Carolyn, visit www.chicagocrusader.com.

Chicago Police Department graduates new officers from its academy By J. Coyden Palmer Calling for a new and improved police department that can face the challenges of policing in 2017, Mayor Emanuel and Superintendent Eddie Johnson presided over one of the largest police graduations and promotion ceremonies in recent history. Usually held at Navy Pier, Tuesday morning’s ceremonies had to be moved to Arie Crown Theater to accommodate the large crowd. The ceremony took place a day after Supt. Johnson rolled out a number of reform initiatives for the department. Many of the changes have already started taking place, according to Lori Lightfoot, Chicago Police Board Chairperson. Community policing, enhanced training, clearer use of force policies, along with increased supervision of officers are all changes Johnson is touting. “This isn’t everything. It’s not the

specifics of the project plan,” Lightfoot said. “But if these specific reforms are implemented in 2017, I feel confident that they will create a foundation on which the department can continue to build.” Lightfoot said the success of the 19page report on the changes, which was released to the public on March 14, will depend on both officers and the public “buying-in” on the changes. She said it is a blueprint of the reforms that will take place this year and give the department something to build upon in the future. “The primary performance evaluation we will focus on is increasing the relationship, and bettering the relationship between the police and the community,” she said. “Putting it all in a document for everyone to read means that both the officers and public know we are taking this seriously.” Superintendent Johnson said all of

He also said he is not waiting for a court consent decree to come. There has been much debate with

the changes at the U.S. Justice Department as to whether or not the scathing report about CPD that came under the Loretta Lynch administration will be followed up on by current U.S. Attorney General Jeff

Sessions. He has already publicly stated he did not like how the investigation took place under Lynch. But Johnson said he is moving forward with or without Washington’s (Continued on page 7)

Whitewashing or cleaning house? (Continued from page 1) boosting academic achievement among the district’s minority students. However, Vallas has never held any position at a university or college. For this reason, some at CSU believe Vallas is unfit to be CSU’s president. With low morale and enrollment problems, some say the university cannot afford to have an inexperienced president at the helm. Vallas’ supporters disagree. With CSU’s years of academic and financial woes, they believe his experience at CPS would make him an ideal president who is qualified to turn the school’s fortunes around. In addition to the meeting, sources told the Crusader that telephone calls in support of Vallas were made to six board trustees, www.chicagocrusader.com

some whom the Crusader was unable to reach. A message to Hatch’s voicemail was not returned as of press time on Wednesday. The Crusader was unable to reach Purvis to comment for this story. Sources said Rauner’s plan to get Vallas as president did not sit well with Hatch, who has served on the Board of Trustees since 2015. Another board member, Nikki M. Zollar, who has served on the board since 2013, said she said “no” when she was called about Rauner’s request. “I said under no circumstances that I would support Paul Vallas as president of Chicago State University,” Zollar told the Crusader. “This is a university that requires someone with higher education experience. This university has

Paul Vallas been starved for money, not leadership.” The school’s last three presidents—Calhoun, Dr. Wayne Wat-

Blacks Must control their own coMMunity

son and Elnora Daniel—all served in high positions at other universities before they arrived at CSU. In addition to their experience, they were Black individuals who fit in with the school’s ethnic culture. However, all three showed distrust after they left the school in a financial mess from corruption, mismanagement and wasteful spending. Many students and faculty are still seeking answers after the Board of Trustees paid Calhoun $600,000 after he quit with just nine months on the job. Hopes were high in 2009 when former Gov. Pat Quinn appointed four trustees to the board, but cronyism still festered. Despite the opposition by some, the wave of frustration from years of mismanagement may carry Val-

las to the top job. The Board of Trustees will hold its monthly meeting on March 29, but members are considering moving it to March 27 since some members cannot attend on the originally scheduled date. Without Rauner’s support, CSU’s future looks bleak. The school has received only about $35.5 million in stop-gap state funding for the past 20 months, compared with the $36.1 million it received in 2015. Despite deep cuts in staffing, operating expenses and supplies, CSU may end the year with a deficit. The school also has crumbling facilities that it cannot afford to repair or maintain. More than $59 million for upgrades are needed to improve CSU’s facilities.

CELEBRATE AND SUPPORT BLACK WOMEN March, Women’s History Month, is a time to celebrate the contributions that women have made, or are making, to the world. This year, it seems as though women’s history is taking on extra importance. Black Lives Matter was started by women a couple of years ago and is still going strong, and the movie “Hidden Figures” recently highlighted the role that African American women played in NASA’s Moon program. One of the biggest catalysts, though, for the growing profile of women was Hillary Clinton’s unsuccessful run for president. Of course, a lot of people thought she was going to win, and this created a lot of enthusiasm among many women and girls. They were proud to see a successful, intelligent woman hold her own in an arena that is usually the domain of men, as a serious presidential candidate. The truth be told, however, is that women have been doing great things for many years. Black women in particular have done a phenomenal job in keeping families and communities together. From slavery days to the present, Black women have taken a big hit for the things that they have done. For instance, there is an African American pundit with a number of YouTube videos that blames all of the ills in the African American community on Black women. He basically says Black women raise their girls while being single mothers to be “hoes” and hood rats with the main goal of destroying Black men. Interestingly, he has nothing to say about the fact that men also bear half of the responsibility for raising Black children. But this is a digression. He also said that Black women today are the worst examples of women that the world has to offer. The truth of the matter is that the Black community would be much worse off if Black women didn’t hold down the proverbial forts. Suppose Black women decided to abandon families …what would happen to our children? They have done a yeoman’s job, often sacrificing their own wellbeing to ensure that Black men survived. They have had to raise their boys defensively, often without men, by equipping them to deal with a world that has been hostile to them. Historically, and even today, Black women have taken the lead in all types of initiatives. Many sheroes too numerous to name have helped forge a successful path for African Americans. Women have made inroads into just about every area of endeavor even though women still do not have the support that is due them from a patriarchal society. Women are often paid less money for the same jobs that men have, and there is definitely a glass ceiling in America. Yet, if we look around it is becoming more and more evident that women are succeeding at a phenomenal rate in nontraditional fields. There are women at the heads of corporations, there are airline pilots, award-winning architects, race car drivers and other movers and shakers. Think of Oprah Winfrey and OWN; Ava DuVernay and her television and video projects; Cathy Hughes with TV One; and thousands of other female entrepreneurs who are changing the face of things in America. Women have come a long way. Considering the hostile climate that will probably impact the African American community during the current presidential administration in America, it would behoove us to ensure that both Black women and men work together to better community fortunes. This would mean that women must develop a greater trust in their men and that Black men must put aside their chauvinist demeanor (those that fit this category) to work together to ensure the viability of the Black community. This would mean that Black pundits (and rap artists, both male and female) strive to project a better image of Black women. It has been said that a society can go no further than its women. If they fail, so does the society. We should all take heed of this admonition and become “the wind beneath the wings” of our Black Queens. A luta continua.

Sun-Times columnist Mary Mitchell created a social media storm last week with her column about Chance the Rapper and his domestic dispute over how much child support he should be required to pay. Part of the problem for a lot of Facebook and Twitter fans was the column appeared on the front page of the paper. The other problem was Mitchell wrote something that is factual rather than favorable about the young rapper who had just pledged to give $1 million to certain CPS programs. She warned in her column that the image Chance has honed with his Election Day march to the polls and his recent announcement regarding CPS might be tarnished because of the child support issue. Although she identified Chance as “one of the good guys” people still got their underwear in knots because she wasn’t singing his praises. Of course, there was the tired hue and cry about “bringing down a Black man.” Any bringing down would happen because people don’t read properly and when they start yelling, many who haven’t read the piece that caused the upset are yelling too. It is sad. It was no sur-

LETTERS TO THE EDITOR Anger over Mitchell column is misplaced Dear Editor:

prise when folks started pushing the idea of boycotting the SunTimes. Unless we are talking about tens of thousands of people boycotting the paper, it is meaningless. Now boycotting those who advertise in the paper is a different story. It got worse when too many called Mitchell’s journalism credentials into question. In our community we need to try to better understand the role of Black reporters and columnists. It has been a long time, a few decades, since there was a Black columnist who could call his shots. Mary Mitchell is the closest thing we have to that kind of columnist. That is why when one of our own is treated unjustly, and we want some publicity about it, Mary Mitchell is among the first, if not the first we reach out to. We all beam when she pens a column about some obscure honor a Black student or adult receives. We don’t heap praises on her for that, especially not to the degree, we dump brickbats on her when she writes something we don’t like about another Black person. Chance, and every other public figure, should understand that being involved with a court case essentially removes any hopes of privacy they may have had. Even though it was a column, Mitchell’s Chance piece read much more like a news story as it was long on facts, and short on opinion. She used the space to voice her opinion, like she does several times a week. Her column colleague at the

Sun-Times, John Fountain does the same in his weekly work. Fountain rarely uplifts Black folks, and has a penchant for blasting Black preachers, but apparently that is OK. A major part of the problem with news coverage of the Black community—stories or columns— is there are too few Black reporters and editors at the daily newspapers. That also is a problem with (Continued on page 16)

Border Adjustment Tax – The Great Equalizer Beyond the Rhetoric By Harry C. Alford Right now, if a company makes a product in the United States and sells the product overseas, it is required to pay income taxes to the U.S. on the income from the sale. But under a border adjustment, companies would no longer be required to pay income taxes to the U.S. on their income from exports – because the products are not sold in the United States. On the flip side, under the current tax code, if a company sells a product in the United States that was produced overseas, it doesn’t pay income taxes to the U.S. on the value of the imported product. But under a border adjustment, companies would be required to pay income taxes to the U.S. on the value of their imports – because the products are sold in the United States. In sum, under a border adjustment, the income tax would apply to goods produced and sold in the United States and goods produced in foreign countries and sold in the United States. As it stands now, companies like homegrown Apple can open a massive production plant in China under the lowest wages for

Harry C. Alford workers, who are housed inside the plant to work continuously, and only allowed to visit their families once or twice a month. It is a form of “mild slavery.” It is so depressive that they have erected netting around the building to

prevent workers from committing suicide when they jump out the windows to end their misery. You have all heard of “Blood diamonds” well this is a case of “Blood IT” devices. Apple does not have to pay taxes on the millions of devices they ship back to the United States. They keep thousands of Americans from work, and implement slave like working conditions all because the U.S. does not tax imports. There are many more American companies that take advantage of this flaw in our tax system. Here is another living example. The African Growth and Opportunity Act (AGOA) is a free trade agreement between the United States and African nations. The United States can buy products from Africa with the intent of improving trade with the continent tariff and import tax free. Our big box and retail stores support this strongly. Why? Because it is loosely managed. Many of the clothing retailers are involved in this fraud. Fraud? Yes, because the cotton used in the apparel is not from African farmers. In fact, they are excluded from the process. It is China conspiring with the retailers. They use Chinese cotton, which is grown us-

ing Chinese prisoners for free. It comes to Africa; they make the products; pay the workers $1.50 per day; put on labels “made in Kenya or Ghana” or anyplace in Africa and ship it to America tax free. So, this is a case of “blood apparel.” Our Big Box retailers love this scam. They are making billions of immoral dollars through the loophole. If we would start taxing imported products the lure would go away and we can return to legitimate trade practices. Therefore, they oppose the Border Adjustment Tax. Therefore, BMW auto manufacturer put a plant in South Africa. They produce the products there and ship them directly to the United States tax free. If we would have an import tax they would move that plant to America. By exempting exports from U.S. taxes, the border adjustment would initially create higher demand for U.S. goods and U. S. dollars. At the same time, by taxing the value of imported products, the border adjustment would initially create lower demand for foreign goods and foreign currencies. Together, these two effects would cause the value of the dollar to rise significantly. Under the standard

economic theory, the rise in the U.S. dollar would offset the higher taxes on these companies, leaving importers unharmed. Let’s do this! More than 140 countries are already doing this. It will not be extreme and we can enjoy all the advantages a strong U.S. dollar can bring to our economy and help us start reducing our outrageous national debt. A strong U.S. dollar is a strong U.S. economy. Think of all those foreign companies putting plants here and hiring millions of Americans to operate them under this new law. Think of all our plants overseas coming back home because we won’t hit them with our corporate tax rate. Speaking of corporate tax rate, under a stronger American dollar our corporate tax levels would decrease down to at least the 20% percent level. It is a win, win, win proposition. Urge our Congress to approve this law. President Trump will certainly approve it because it is a part of his Tax Reform initiative. Here’s to a better America. State AGs ask Education Secretary DeVos to protect federal student financial aid By Charlene Crowell An old adage teaches, ‘if at first you don’t succeed, try, try again.’ In recent months, the troubled Accrediting Council for Independent Colleges and Schools (ACICS) tried and lost two legal attempts to recover eligibility for federal education funds. But don’t be surprised if a third ACICS effort soon makes its way to the desk of U.S. Education Secretary Betsy DeVos. Secretary DeVos brings to her position a long record of support for private education. The vast majority of schools formerly accredited by ACICS were private, for-profit colleges. If ACICS sounds familiar to readers, there’s a reason. In December 2016, then-Education Secretary John B. King ruled that the educational accreditor would no longer be recognized by the department. That action also meant that none of ACICS’ 240 institutions would have access to federal funds – including the 17 institutions that have been sued by either state or federal officials for defrauding students and other deceptive practices. Last year, shortly before Christmas and on December 21, ACICS’ request for a temporary restraining order was denied. Then in late Feb-

ruary, DC’s U.S. District Judge Reggie B. Walton refused to rescind the Education Department’s ruling. So what would make ACICS and its institutions so determined to have federal funding restored? The answer is money. Each year, $129 billion is spent on federal student aid. In just one year – 2015 – ACICS schools received nearly $5 billion in taxpayer dollars. It is also legal for up to 90 percent of forprofit college revenues to come from Title IV federal aid. If veterans’ financial aid is added to that of Title IV, taxpayer dollars can subsidize even more than 90 percent of forprofit revenues. These and other concerns have now led to attorneys general from 17 states and the District of Columbia sharing their collective concerns directly with Secretary DeVos. Among those signing the communique were Attorneys General (AGs) representing largely populated states such as Illinois, Maryland, New York, North Carolina and Pennsylvania. Noting their support to protect students and taxpayers, the AGs letter alerted the new Secretary to three specific and major concerns: 1. How for-profit schools have harmed student borrowers; 2. Why vigorous oversight of accreditors is in the best interests of

Charlene Crowell taxpayers and students; and 3. The importance of preserving two departmental rules – the Gainful Employment Rule and the Borrower Defense to Repayment rule set to go into effect at mid-year. “We are deeply concerned that rollbacks of these protections would again signal ‘open season’ on students for the worst actors among for-profit post-secondary schools,” wrote the AGs. “Over the past 15 years, millions of students have been defrauded by unscrupulous for-

profit post-secondary schools. With accreditors asleep at the wheel, State Attorneys General Offices have stepped in to stop some of the worst abuses.” “Many schools inflated job placement numbers and/or promised career services resources that did not exist,” continued the AGs. “Many students were placed in loans that the schools knew from experience their graduates could not pay…In short, the entire for-profit education system was failing students and taxpayers.” The Gainful Employment Rule is designed to ensure that programs equip graduates with skills and employment opportunities that enable them to successfully repay their student loans. Should annual loan payments be more than 30 percent of discretionary income or 12 percent of earnings in two out of three consecutive years, the educational program loses access to Title IV federal student loans and grants. Similarly, the Borrower Defense to Repayment Rule, set to take effect on July 1, provides legal recourse for students who were harmed by for-profit colleges. Many of the issues raised in the seven-page letter to Secretary DeVos were noted in an earlier report pre- pared and released last fall by the Office of Senator Eliza-

beth Warren. “[T]his taxpayer investment is wasted when student aid funds are funneled to sham colleges – many of which operate as forprofit entities that use federal student aid dollars to enrich top executives. Meanwhile, students are left with a shoddy education and a staggering debt load, unable to rely on their education to secure a job that will help them responsibly repay their loans,” states the report. “The title of a recent Century Foundation report characterizes the situation we find ourselves in perfectly: The For-Profit College Story: Scandal, Regulate, Forget, Repeat,” said Robin Howarth, a senior researcher with the Center for Responsible Lending specializing in student loans and related debt. “We now have the opportunity to break this vicious cycle that is so costly to students and taxpayers. It’s imperative that we keep the pressure on for-profit colleges through prudent regulation and oversight thus avoiding a repeat of past abuses.” Charlene Crowell is the communications deputy director with the Center for Responsible Lending. A BOOK TO READ: SHOULD AMERICA PAY? Dr. Conrad Worrill, Professor Emeritus, Carruthers Center for Inner City Studies (CCICS). New office location is at 1809 E. 71st Street, Chicago, Illinois 60649, 773-592-2598. Email:cwworrill@neiu.edu Website: www.drconradworrill.com

Dr. Conrad Worrill Henry Louis Gates recently wrote an Op-Ed article that appeared in the New York Times on April 23, 2010, essentially attempting to re-conceptualize the reparations issue by implying that history is too complicated to bring about a “just and lasting agreement on the divisive issue of slavery reparations.” In my view, Professor Gates is “dead

wrong” and we should begin reviewing the history of the Reparations Movement by reading and re-reading Dr. Raymond Winbush’s book on this subject. A few years ago a new book on the African in America Reparations Movement was released. The title of the book, edited by Dr. Raymond A. Winbush, the Director of the Institute for Urban Research at Morgan State University is Should America Pay? In February 2001, Dr. Winbush, who was formerly the Director of Fisk University’s Race Relations Institute, sponsored a two-day conference on slavery and reparations that brought together leading researchers, politicians, historians, and activists from throughout the country to dialogue on the issue of Reparations for African people in America. The conference was so successful that Dr. Winbush suggested that several of the presenters be included in a book he was proposing, which would entail several articles addressing the broad spectrum of the reparations debate in this country. Dr. Winbush has emerged as one of the leading scholar/activists in this country, and throughout the world, and has used his considerable skills as a researcher and writer to become the editor of this newly released book, Should America Pay? What makes this book, perhaps one of the most significant and comprehensive books published on the issue of reparations for African peo-

ple in America is that it thoroughly covers the broad spectrum of this movement in six sections with more than twenty articles that address: Part I – History and Reparations, Part II – Reparations and the Law, Part III – Voices For and Against Reparations, Part IV – Reparations and Grassroots Organizing, Part V – Reparations and Intervention, and Part VI – Historical Documents. The worldwide African Reparations Movement has become unified around the fact that the Trans Atlantic Slave Trade, Slavery, and Colonialism were Crimes Against Humanity. This unity impacted the United Nations World Conference Against Racism that was held in Durban, South Africa in August and September 2001, to officially declare in the conference outcome that the Trans Atlantic Slave Trade and Slavery was a Crime Against Humanity. The momentum gained by African people who participated in the United Nations World Conference Against Racism, particularly the Durban 400, organized by the December 12th Movement and the National Black United Front, led to “The Call” for the Millions For Reparations Mass Rally held in Washington, D. C. on August 17, 2002. More than fifty thousand African people from thirty-eight states and sixty-six cities participated in this all day rally, whose theme was “THEY OWE US.”

Against this backdrop, Should America Pay? has now been published by Amistad: An Imprint of Harper Collins Publishers. In the introduction chapter Dr. Winbush writes, “As this book goes to press the reparations movement, historically considered a fringe issue in the American Black nationalist community, is now firmly established among various constituencies in the United States as well as in African communities around the world. Its ascendancy as an important social movement— I would argue the most important since Civil Rights— is confirmed by the amount of print space and air time the media devote to it.” Winbush continues by observing, “Though the movement is picking up speed, compensatory measures for Africans have been elusive because of the entrenchment of white supremacy in world politics that provided legal sanction for this crime against humanity.” Perhaps the most significant aspect of, Should America Pay? is the framework Dr. Winbush develops in his introductory chapter for understanding the rise of the Reparations Movement. Dr. Winbush explains, “A convergence of four groups provides a conceptual framework for understanding the current discussion of reparations: 1) grassroots organizers, 2) legislators, 3) attorneys, and 4) academics. A similar convergence of cooperation occurred during the late 1940s and re-

sulted in what we now call the Civil Rights Movement.” In this context, Dr. Winbush makes the analogy that, “Reparations have a similar history. Grassroots organizations such as the December 12th Movement (D12), National Coalition of Blacks for Reparations in America (N`COBRA), and the National Black United Front (NBUF) worked closely with legislators in the mid-1980s. John Conyers Jr. (D-MI) for example, collaborated with the Reparations Coordinating Committee (RCC), consisting of attorneys such as Willie Gary, Randall Robinson, and Johnnie Cochran and academics such as Manning Marble and Ron Walters.” Dr. Winbush writes, “These groups conversed long and hard with each other, and as you will see, these discussions were often heated and difficult. What united them, however, was a goal of pressing for reparations on a global level for African people.” I encourage those of you who are interested in learning more about the Reparations Movement to purchase this book. In my judgment, Should America Pay? will be the definitive textbook on the Reparations Movement with contributing chapters from Molefi Asanté, John Conyers Jr., Deadria C. Farmer-Paellmann, Wade Nobles, Adjoa A. Aiyetoro, Roger Wareham, and others. And yes, I even have two chapters in this most outstanding contribution to the continued rise of the Reparations Movement in America.

AN ATTACK ON EDUCATION By Julianne Malveaux The effort to repeal and replace health care is generating headlines, and the attempt to investigate our 45th President’s Russia connections is of high importance. The specious claim that President Barack Obama wiretapped Trump Tower, too, has generated interest, largely because it is unprecedented for one President to accuse another of a felony, and because 45 has absolutely no proof that President Obama has done any such thing. While President Obama, with a multimillion-dollar book deal tucked into his pocket, is living his life like its golden, 45 has indulged in several public tantrums, with episodic moments of calm. Too many of us have been riveted to the drama, while there is a more quiet revolution happening in Congress, with the approval of the White House. There has been an attack on education, with legislation being introduced as early as January 23, 2017. That legislation, HR 610, 6

is titled the Choices in Education Act. It would repeal the Elementary and Secondary Education Act of 1965, and limits the authority of the Department of Education so that it should only award block grants to states. It also sets up a voucher system. If states do not comply with the rules of this legislation, they would be ineligible for block grants. The legislation would also repeal nutritional standards for the national school breakfast and lunch programs, which were set by the No Hungry Kids Act of 2012. Schools would no longer be required, as former First Lady Michelle Obama advocated, to increase the availability of fruits, vegetables, and other healthy foods at lunch. Are we going back to the days when Ronald Reagan declared that ketchup should be considered a vegetable? Seems like it! The 1965 legislation was passed as civil rights legislation, providing more opportunities to a broader range of children, including disabled children with requirements

Dr. Julianne Malveaux to make provisions for disabled children). It requires reporting around issues like the achievement gap, bullying, and underperforming schools. All of these provisions would be eliminated if HR 610 were passed. Actually, the entire public education sector could be eliminated if HR 610 is passed. Not to be bested by legislation that would limit the reach of the Department of Education, Rep.

Thomas Massie (R-KY) has introduce a sentence-long piece of legislation. HR 899 reads, in total, “The Department of Education shall terminate on December 31, 2018.” Of course, Massie hasn’t put the thought into considering how things like Pell grants would be administered, or would he eliminate those, too? HBCUs are part of the education budget. What would that mean for us? The bill has been co-sponsored by several of Massie’s colleagues. It speaks to a national antipathy to education, so that even as we hunger for jobs, and elected 45 so that he could “create” them, we are prepared to limit pathways to job preparation. Efforts to eliminate the Department of Education are, at best, shortsighted. Even though he nominated the extremely limited Betsy DeVos as Secretary of Education, 45’s precampaign policy book advocated the elimination of the Department of Education. Is the hidden agenda to run the department into the ground to the point that elimina-

Blacks Must control their own coMMunity

tion is the only option? One-note Betsy, with her focus on school choice, must be gratified, especially by HR 610. The Department of Education is one of the lowest-spending government agencies. Eliminating it could save taxpayers more than $68 billion enough, perhaps, to “build a wall.” Of course 45 is finding lots of other fund sources for the wall, with proposed cuts from the Coast Guard and The State Department. The good news about this odious proposed legislation is that it has not passed. It has been referred to the House Education and the Workforce Committee, and after vetting by the committee, must also be approved by the Senate. But these bills need not even come out of committee if opponents are vocal. Check out www.edworkforce.house.gov to find out who is on this committee. Call and write them and tell them that you support the 1965 legislation, as most recently amended, and that the Department (Continued on page 17) www.chicagocrusader.com

WIRETAPPING OR DISTRACTION The deadline for President Donald “Duck” Trump to give evidence of wiretapping he says President Obama committed against him at Trump Tower has come and gone and NO EVIDENCE has come forward out of the bowels of Trump’s lying reservoir. Most folks believe that it was just a distraction so that his Affordable Care Act that

he has slithered out will not be easily detected as not being better than the original act put forth by President Obama. The camouflage so far seems to be working and if that distraction was not enough, all of a sudden two pages of a 2005 income tax form shows up. Now “Duck” is trying to say it is yet another leak to get folks looking the other way on the “Unaffordable” Act. Distractions have been a busy business in the White House ‘cause even his chief allies Attorney General Jeff Sessions, Vice President Mike Pence, Speaker of the House Paul Ryan et al ain’t ready to say they know of any evidence that President Obama wiretapped Trump in any tower. Then he sent out his latest immigration bill that should now be in effect has been stopped by a Judge. I guess you can say he ain’t too fond of the judiciary these days. I wonder has he changed his mind on his pick for the Supreme Court? It wouldn’t surprise Ima. Word is that he does his own leaks to distract. A Dream Deferred: The Future of African American Education A Crusader Exclusive Part 1 of 3 By Danielle Parker Last month, the Chicago Urban League released a sobering report titled “The Impact of Segregation on Education in a ‘No Excuses’ Environment,” which outlined the inequities at every level in the educational system in Illinois. While this report focuses on the state, metropolitan and district levels, it prompts one to think about what similarities in disproportionate funding exist at the federal level, particularly for Historically Black Colleges and Universities (HBCUs). During a recent meeting between the presidents of many HBCUs and the new White House administration, Vice President Mike Pence

Danielle Parker told the group how much he and President Trump “admire the contributions of historically Black colleges and universities,” and the administration was “committed” to ensuring HBCUs get “the credit and attention they deserve.” Ultimately, the visit was designed to serve only as a photo opp announcing an executive order that the onus of the White House Initiative on HBCUs would be transferred from the U.S. Department of Education to the executive branch of government. And in the same political headwind, Secretary of Education Betsy DeVos likened HBCUs to the “real pioneers of school choice.” As many, including the Chicago Urban League, reminded the world, Blacks were not allowed to attend predominantly White schools; therefore, they had no “choice” but to start their own institutions of higher learning. This is yet another example of the administration spreading a false narrative. Meanwhile, we are tasked with correcting the information before the masses accept it as truth.

Adding insult to injury, the United States Senate recently voted to throw out regulations that bolstered the Every Student Succeeds Act (ESSA) accountability and public reporting provisions. The regulations explained and clarified some key provisions in the law that were designed to protect vulnerable students. Signed by President Obama on December 10, 2015, this bipartisan measure reauthorized the 50year-old Elementary and Secondary Education Act (ESEA), the nation’s national education law and longstanding commitment to equal opportunity for all students. This law ensures that states, districts and schools meet their legal obligations to historically marginalized groups of students, many of whom walk through the Chicago Urban League’s doors daily. Chicago Urban League program participants like Diana B* and K’Shawn D*, who face systemic challenges, continue to thrive in a postsecondary environment thanks to advocates and organizations like the League. The civil rights protections included in ESSA make it clear that vulnerable students cannot be ignored and that key resources must be allocated to assist these students. With changing of the guard in the nation’s highest office and blatant measures already taken that threaten the fair treatment of people of color, the future of Black education in America is uncertain now more than ever. Each day is filled with soundbites and “alternative facts” that make it hard to determine where one falsehood or inconsistency begins and another ends. The future of African American education hangs in the balance of politicians and big interests. At every point in the system, African American stu-

It appears that those in control are so far removed from the plight of marginalized people that our Black and Brown youth will suffer just as previous generations of Jim Crow Laws and even slavery. How can we use our individual and collective voices and educational platforms to call out injustices and to help ensure that all students, regardless of race, background, economic status or zip code, are able to pursue their dreams? Concerned citizen and Chicago’s own Chance the Rapper just donated $1M to the Chicago Public Schools Foundation. It’s this type of leadership and out-of-the-box thinking that sheds light on the importance of a quality education for all.

While everyone can’t make major financial contributions, there are other ways to get involved in support of our youth. Attend public meetings, volunteer at local schools, write legislators about issues of concern including funding, safety, curriculum and equitable opportunities, to name a few. The Chicago Urban League will continue to monitor how the educational landscape unfolds at the federal level while working in our community on behalf of the hundreds of students we serve annually. Active and consistent involvement in their lives helps ensure that their dreams are not deferred. Let us not be afraid to speak up against unjust measures nor be paralyzed by the untruths of the news. Instead, we must let these things propel us to action, and make

America’s educational system equitable again. Danielle S. Parker is the Director of the Center for Student Development for the Chicago Urban League, where she is responsible for the strategic planning, organizing and directing of all phases of the Urban League’s programs that serve students in middle school, high school and college. Parker has worked in the Chicago Urban League’s Center for Student Development since 2009. Parker received her bachelor's degree in Criminal Justice from the University of Illinois at Chicago and her Master of Public Administration from Roosevelt University. In a Crusader exclusive, Parker presents the Chicago Urban League Series: The future of education for African American youth in a three-part series.

Inspiring the Next Generation: Why Mentoring Students Matters By Johnell Williams Since my first day at Ombudsman four years ago, I have done my best to educate and inspire our students. As an Assistant Dean in the School Support Office and a Sports Director, my philosophy is to appreciate what we have, and tackle challenges that come along the way. I have children of my own, but the kids at Ombudsman are like my extended family. One of the things I love about my job is the ability to inspire others, primarily the students I work with. Growing up in a small town in Mississippi, I truly appreciated my community. When people say “it takes a village,” it definitely rings true for me. Without the support system I grew up with, who knows where I would be today. As a teen, I moved to the South Side of Chicago with my mother and attended Kenwood High School. I know how rough it can be growing up in the city, where

Museum collaboration presents ‘Hidden Figures Revealed’ Three-Day Event Celebrates the Many Contributions of African-American Women in STEM The Adler Planetarium, in partnership with the DuSable Museum of African American History, is hosting a three-day event—March 22, 23 and 25—inspired by the real-life stories of the women in the novel turned Oscar-nominated movie, Hidden Figures. Through a newly installed exhibition case dedicated to these women as well as special STEM-based programming and panel discussions at both museums, Hidden Figures Revealed is a celebration of African-American women in STEM—past, present and future. At the Adler Planetarium, the women of Hidden Figures—NASA mathematicians Dorothy Vaughn, Mary Jackson and Katherine Johnson, now

have their own installation in the museum’s Mission Moon exhibition. Mission Moon tells the compelling story of America’s first steps into space through the lives of those who lived it. Without the NASA mathematicians who developed the complex mathematical calculations needed to ensure successful space travel, many of them African-American women, America would not have won the space race. Guests will learn more about Vaughn, Jackson, and Johnson through photos, artifacts, and excerpts from their stories. The women of Hidden Figures succeeded despite the racism and sexism they faced, but five decades later, women and people of color are still severely underrepresented in scientific fields. Why did the story of these women remain hidden for so long? What can we do to make sure the next great computer programmers, engineers, and mathematicians have the role models, mentors, and resources they need? During Hidden Figures Revealed, African-American STEM professionals will discuss these challenges and share their own stories during panel discussions. Guests will also have the opportunity to participate in film screenings and a variety of STEMbased programming designed to inspire the next generation of leaders in the sciences. Event Details: Wednesday, March 22, 11:00 a.m. – “Hidden Figures…Hidden History” at DuSable Museum: FREE Student Screening – “Hidden Figures,” Limited Seating - Reservations Required -773-947-0600 x225 or via email whamilton@dusablemuseum.org. I had the opportunity to screen Disney’s “Beauty and the Beast,” courtesy of Liquid Soul Media, and I must say that the film is just fantastic. “Beauty and the Beast” is a story about a handsome young prince who rudely turned down the rose of a poor, old woman, and at that moment he is cursed and turned into a beast. He can only return back to the handsome buck that he used to be, if he is able to have someone fall in love with him before a glass-encased rose loses its last petal. The Shack By Jeong Eun Kim and Pastor Olivia Johnson “The Shack” is a movie that depicts the unveiling of the unconditional love of God in the life of Mack, who was abused by his father as a child and who as an adult experienced a family tragedy — the loss of a child. God, played by awardwinning actress Octavia Spencer (affectionately called “Papa”) invites Mack on a journey toward healing through a love relationship with God. The movie addresses Mack’s pain, bitterness and anguish and unveils the mysteries of God’s love in the midst of his tragedy and offers Mack a myriad of opportunities to be healed by God’s power through

(Continued from page 12) jazz-infused operatic event, Charlie Parker’s Yardbird – A Chamber Concert. Directed by Ron Daniels, this opera explores the extraordinary life of legendary jazz saxophonist Charlie Parker. In partnership with the Harris Theatre, performances take place two nights only, March 24 and March 26, at the Harris Theatre, 205 E. Randolph St. Tickets start at $35 and are available at www.lyricopera.org/yardbird or at 312.827.5600. In that empty twilight between life and death, tortured jazzman Charlie Parker composes his final masterpiece, revisiting the inspirations,

Angela Brown demons and women who fueled his creative genius. This freeform expedition into the mind, heart and personal purgatory of the bebop great stars Lawrence Brownlee as the legendary saxophonist. Set in the famed NYC jazz club Birdland, Angela Brown sings the role of Parker’s mother, Addie. Krysty Swann, Rachel Sterrenberg and Angela Mortellaro portray his wives Rebecca, Chan and Doris. forgiveness. Viewers are prompted to reflect and look within themselves and visit their own shacks wherein pain and hurts of our pasts dwell and challenge us to forgive and allow God to love and heal us. My favorite part was where Jesus tells Mack that Christianity is not about religion, but more about being in a “friendship” relationship with God, discrediting the notion that Christianity is all about being enslaved to laws and regulations with God being the master. Theologically, I was concerned that God and the Holy Spirit are depicted as female. Though biblically inaccurate, it seems to be a deliberate portrayal in consideration of

role of Dizzy Gillespie, Parker’s fellow jazz legend, and Julie Miller as the “Baroness of Jazz,” Baroness Nica. Kelly Kuo conducts a 16-piece orchestra, and it is performed in English with projected English texts. Following the opera, audience members are invited to enjoy a performance of Parker’s music by members of Orbert Davis’ Chicago Jazz Philharmonic featuring Rajiv Halim (alto sax). Brown, who was raised in Indianapolis and whose mother remembers her dressing up at the age of 6, talked about her performance in this opera. “All through my career, I have played matriarchal figures like Serena in “Porgy and Bess” and Cilla in “Margaret Garner,” regal figures like Elisabetta in “Don Carlo,” “Tosca,” “Aida.” Taking a few attributes from each one of these women and stirring in a little Angela Brown with some research on Charlie Parker’s life and mother, I came up with my version of Addie Parker.” Parker’s story very well lends itself to an opera, Brown added. “It is one of the many stories that can be told about a very important musician. He was the father of bebop, a very important part of jazz. He had a life that operas are made of: humble beginnings, love, tragedy, discord, and he died young. His life story is made for opera.” However, she added that this presentation is different. “Yardbird is a total twist from the normal opera. It is something that everyone will enjoy and understand, especially with the supertitles. The music is palatable, easy to understand. You can even leave humming some tunes. And, you learn more about Charlie Parker’s fascinating life.”

AVIV ALUSH AS Jesus, Sam Worthington as Mack, Octavia Spencer as Papa and Sumire Matsubara as the Holy Spirit look upon a brighter day in a scene from “The Shack.” the fact that Mack’s father abused him as a child. For when Mack told God, he always thought God would be a father, God told him, “I can take any form” and explained that the female form was chosen because Mack couldn’t take God in father form because of what his biological father had done to him. Thus, rather than appearing as a strong male force, God, as a female, offered a very angry Mack a softer, gentler, more nurturing experience which, over time, he embraced. It was later in the movie that God would transform into the father figure Mack needed in his life. As well, the diversity of nationalities of God, Jesus and the Holy Spirit appears to depict

God as creator of all nations. Additionally, though the Bible clearly speaks of the wrath of God along with the love of God, there are some questionable scenes where it seems that God denies wrath as one of His attributes. However, there is mention that “sin has its own consequences.” In conclusion, the dominant message was clear that God is love and He wishes His creation to know that we are most affectionately loved by Him, even when His love seems unrecognizable due to great difficulties of life. Indeed, “The Shack” is a timeless work, and is an inspiration to all, and is based on a New York Times

bestselling book of the same name by William P. Young. For more information, call (708) 935-1951 or visit www.generationalblessings.org. Mannequins honor Best Dressed African American Women March 19 By Sharon Fountain More than 77 years ago a group of beautiful, elegant and accomplished African American Women established an organization to assist Black women to break into the fashion and modeling industry. It was called the Association of Mannequins. When you consider last summer a young beautiful African American woman named Ebonee Davis was the face of Calvin Klein’s fashion campaign, you realize some of their work was not in vain. The Society of Mannequins, which was established in 2000 to continue the legacy of the association, will host their 17th annual Scholarship and Presentation Luncheon at the beautiful Tuscany Falls Banquets and Events in Mokena, Illinois from 1:00 p.m. until 5:00 p.m. on Sunday, March 19, 2017. Each year this luncheon has grown, with more than 700 guests expected to attend this year representing Who’s Who in Chicago. Robin Robinson, who is also a trophy board member, returns as Mistress of Ceremonies to charmingly engage the attendees while keeping the program moving from the presentation of awards to the last runway models. In keeping with the Society of Mannequins’ first mission, they will again award scholarships at the luncheon to students that need financial assistance to pursue a college education. Last year one new student received the Emma Beck Scholarship and six other students were awarded the Continuing Scholarship. The Continuing Scholarship provides any eligible African American high school student with the opportunity to receive continuing financial support for four years.

Their second mission is to present the “Woman of the Year” and the “Ten Best Dressed African American Women of Chicago Awards. Women who belong to this select group are exceptional in their commitments and glamorous. They are good role models and outstanding leaders in their fields and communities. These women achieve remarkable success while impeccably dressed and elegantly poised. The 2017 Woman of the Year is Bonita Herring. Herring is the director of the Office of Field Placement at Chicago State University and the Immediate Past National President of Sigma Gamma Rho Sorority, Inc. Bestowing the distinctions on the new honorees and also modeling are the 2017 Governing Board Members: Lee L. Brown, president; Cecellia M. Rev. Jesse Jackson galvanizes . . . Medicaid reimbursement is essential to maintaining current service levels.” He added that approximately 25 million Americans receive their health care from places like Mile Square Health Center. “More than any public program, the Medicaid program is critical to health centers’ ability to serve millions of Americans who depend on us,” said Taylor. “It’s hard to imagine cuts to our patient population. Mile Square provides care to some of the most underserved communities throughout the Chicagoland area, now imagine if we were not there and where patients would go to receive their care.” Taylor identified his two major areas of concern if the ACHA was passed. First, the ACHA would undo the expansion of Medicaid in 31 states including the District of Columbia that went into effect from 2013-15 that would greatly impact 14

(Continued from page 2) health centers’ ability to provide services. Second, he took issue with Medicaid being capped to a federal contribution under the ACHA, which he believes does not incentivize creativity, value or quality. Keia Hobbs, chief medical officer and family physician at Mile Square, said the implementation of the ACHA would send health care backwards. She said prior to the Affordable Care Act patients without insurance had difficulty receiving preventive care like prescriptions for medications, visits with specialists, or receiving screenings. “I believe [health care] will go back to what it was before 2010 where primary care physicians on the frontline faced so many challenges providing people the services they needed,” said Hobbs. “The challenges were that services were provided through charity care or donated care but with such a great need and such a limited

amount of resources it was difficult to get them all in to get the services they needed.” State Rep. Mary Flowers (Dist.31), chairman of the state’s general assembly health care access and availability committee, stated she was in favor of lowering “high” health care premiums to increase the access of the Affordable Care Act. She suggested a model where individuals would pay healthcare premiums based on their income similar to the Social Security system. But primarily she wants President Trump to honor his campaign promise of increasing access to health care. “When Donald Trump ran, he ran on the promise that everyone will have access to care but when you factor in right now that insurance companies have responsibilities to their shareholders you’re asking me to get coverage from someone who does not have my best interests,” said Flowers. A Moment to Super Size Your Thinking By Effie Rolfe Letting God Be. During this season of Lent people are determined to give up or let go of guilty pleasures. It is also a good time to say ‘Father not my will but thy will be done.’ In other words, let God be God which is not only healthy spiritually, but also adds to a much more balanced life. None of us can pretend to understand all of God’s decisions, or how He arrives at them. Why is His strength made perfect in weakness? Why does He allow suffering in the world? Why does God sometimes not answer my prayers, especially when I am praying for a loved one to live and not die? Why did He allow His only Son to be taunted and abused, and hanged until dead? This and the following is an excerpt from Pastor Calvin Robinson’s book titled, ‘Letting Go 101.’ He also serves as coleader of Celebrate Recovery at Bethel Church Crown Point. Additionally, it is a response to my sister’s inquiry ‘Why does it seem like God doesn’t heal cancer as quickly as a headache: Is it a lack of faith?’ Calvin continued, “I am glad that I have not been called to give a full account of the Lord’s actions. I hope that my very brief and simple word of en-

couragement helps us to be ready to give an account of our own.” In 2 Samuel 12:19-20, “David therefore besought God for the child; and David fasted, and went in, and lay all night upon the earth. And the elders of his house arose, and went to him, to raise him up from the earth: but he would not, neither did he eat bread with them. And it came to pass on the seventh day, that the child died. And the servants of David feared to tell him that the child was dead: for they said, Behold, while the child was yet alive, we spake unto him, and he would not hearken unto our voice: how will he then vex himself, if we tell him that the child is dead? But when David saw that his servants whispered, David perceived that the child was dead: therefore David said unto his servants, ‘Is the child dead?’ And they said, ‘He is dead.’ Then David arose from the earth, and washed, and anointed himself, and changed his apparel, and came into the house of the Lord, and worshipped: then he came to his own house; and when he required, they set bread before him, and he did eat.” Other than the specific circumstance surrounding God’s decision to take away David’s newborn son, it of-

Effie Rolfe fers some foundational lessons to us as to the mature(ing) believer’s disposition in prayer, and how he responds when God declines His wholehearted requests. Concerning the disposition of prayer—David besought God and we are to seek God diligently in prayer, making our requests known in faith. But faith is not the only criteria for effective prayer. He “besought” God. Often when we pray we con-

ceive God as being at our service. We think that our “asking” is in a sense “demanding.” We do not go there on purpose, but I think that through ecclesial conditioning we believe that God is somehow OBLIGATED to do whatever we say. This is such a misconception of who God is and how we ought to relate to Him. God is completely free to do whatever He desires to do. Now that may sound quite obvious, but I wonder do we really understand what that means. God is free to make us rich. He is free to make us poor. God is free to speak to our hearts. He is free to shut up heaven and not respond to us. And He is right in every instance. When one is completely free as God is, everything He does is right. To be free in the sense of God-freedom is to not be bound by rules or traditions or others’ expectations. To be free in God-freedom is to have no laws at all. He does what He wills. It will be asked then, “How can we depend on God to follow through with His promises of salvation if He can do whatever He chooses to do?” That is a great question! I believe that the answer also to this can be found in God’s freedom. God, under absolutely no compulsion whatsoever made a

decision to bring us into His family and to give us eternal life. His reason is His own and we must believe by faith that it’s because of His love for us. He did it willingly. God knows exactly what we need. He also knows exactly how He intends to provide for us. Rest in knowing that when His answer is no, it only means that He has something better in mind! Something that eyes cannot see, ears cannot understand, and my little heart (imagination) cannot penetrate. God is a mystery. His goodness exceeds our highest desires. Far be it from us to think that our desires are better than His. God will give you the grace to accept His ‘no’ and when I think about it, even His ‘no’ is grace as it was for the Apostle Paul. “My grace is sufficient…” (2 Corinthians 12:9). Now isn’t that interesting? So spring forward and release. Are you ‘letting God be’…? ©Effie Rolfe is an Author of “Supersize Your Thinking,” Media Personality and Motivational Speaker. The Crusader Gospel Corner Grammy nominated songwriter and Producer Montage Pheloan Celebrates The Greatness of God. While the 2017 edition of the ever-

Montage Pheloan popular WOW Gospel series maintains it hold at the number one spot on the Billboard Top Gospel Albums chart, Grammy and Stellar Award nominated producer and songwriter Montage Pheloan continues to count his blessings. His composition, Celebrate the King (as recorded by Ricky Dillard and New G) is a perennial favorite of choirs great and small across the nation, not only making the WOW Gospel series, but also becoming a radio favorite, reaching the top 20 on the BDS Radio Chart and maintaining its position for more than half a year.

The Chicago native music minister and music educator is quick to credit God as the source of his many blessings. “Believe it or not, we are all inspired by God to do something,” Pheloan states. “My gift just happened to be music and through Divine inspiration, the music just flows. I am grateful to be a vessel that God uses to touch people through the powerful medium of music. It was an honor to have both Celebrate the King and Everything on Ricky Dillard’s Amazing CD. I was humbled and honored to receive notification when the album received the Grammy nomination and I am equally humbled and appreciative to have Celebrate the King exhibit staying power on the radio for this long and to make the WOW Gospel series. Without a doubt, God is a great God and worthy of praise. In addition to writing for Ricky Dillard, Pheloan has contributed his songwriting and production skills to several CDs over the past decade that include the Edwin and Walter Hawkins Music and Arts Seminar Mass Choir, Chicago Mass Choir, Joshua’s Troop, Johnell Nichols & ISM and Isaac Carree. Current projects include the latest offering from his home church choir, the Verizon How Sweet the Sound Regional Runner Up award winning Pleasant Green MB Church Choir, whose single, Oh the Blood is mak-

ing waves at radio. “If ever there was a time that we needed to be covered by the blood of Jesus, that time is now,” Pheloan says. “It is comforting to know in over 2000 years, the blood of Jesus is well able to cleanse us from sin and daily gives us strength to endure. *** Philanthropist, Mentor and Community leader, Dr. Paul Phillips and his phenomenal program, “Better Man Than Me Foundation,” launched in 2011, currently hosts a program for young men residing in the Bronzeville area of Chicago. LETTERS TO THE EDITOR (Continued from page 4) mainstream media across the U.S. That is why for decades I have encouraged parents to nudge their sons and daughters toward a career in newspaper journalism. Black minds, who understand the challenges of urban America are very much needed in so many newsrooms. Increasing our numbers won’t necessarily eliminate columns like the one that has so many people in a snit, but the increase will mean we will see more columns about issues and people that we do like and don’t get coverage now. What are the Bulls with an unhappy Wade? Dear Editor: For those of us who get some level of excitement all year round because that’s when our sports teams are playing, this winter has been a bust 16

thanks to the Chicago Bulls. Personally, with Derrick Rose gone, I didn’t expect that much from them this year, but I did have high expectations for Dwayne Wade. That hope has been shot as well given the amount of playing time he gets and push for a seemingly younger team. In short, he has not been treated like the force that he is. You don’t bench a player like him, but the Bulls have. The Bulls knew when they signed him he was not the player of six or seven years ago, but he is a champion, no doubt about that. When you have a champion of his caliber, he is worth building a team around. Can anyone tell me why the Bulls aren’t doing it? Why do the coach and management insist that these youngsters with minimal talent can make the Bulls competitive? There is no doubt that if the Bulls had been up front with Wade about how he would be treated here, he would have looked elsewhere to finish his career. As he is not given time on the court, upper management doesn’t want him speaking out about team issues or problems. Sorry Gar

Heard and John Paxson, all around the NBA, that is what stars do. They see something out of sorts with the team and they do something. It might not always be put diplomatically, but it is something they see as necessary. The Bulls really need D-Wade to be happy because he has a lot of influence on which players will join him on the Bulls. If another big name player was looking at coming here, he would check in with Wade to get a feel for the climate of the team. If Wade throws shade on the Bulls, that big name doesn’t stop in Chicago. He doesn’t even touch down at O’Hare. Although they are an also-ran team, if Wade was being treated better he might be able to attract another baller that could make the team a true and consistent contender. Unfortunately, it seems the Bulls’ management doesn’t give a hoot how much the Robbins native can help, or be influential with players. Fred Bowie

Inspiring the Next Generation: (Continued from page 11) others. In working with teenagers, I found that mentorship was my passion, and I was proud to see some of those who I had coached go on to achieve success. Thanks to my wife, I then took the next step in my service journey, to continue mentoring at Ombudsman. When I started my role at Ombudsman, I knew it wouldn’t be easy. Trying to keep the kids on track, coming to school and participating was a challenge. But, the more I grew into my role, the more the students saw me as someone they could rely on. To this day, I help students out when they can’t afford a school uniform, or ensure they get to school on time and are prepared. I also check in with our staff, to see where I can help them help our kids. One of my biggest accomplishments was starting the sports program at Ombudsman. As the athletic director, I co-manage the football, volleyball and basketball teams – two of which have won championships. The sports program has been successful, as it brings students together, instills discipline, and provides them with a positive extracurricular option. The success of the program has garnered recognition, especially during orientation day. Many incoming students ask about our sports programs, which motivates me to do even more with Ombudsman. The greatest benefit of my work is seeing our students succeed. I was recently visited by a former student, who while at Ombudsman, had financial difficulties and problems at home, which was something I could relate to. I did what I could to help to ensure she received the education she

The ‘Wall of Respect’ phenomenon lives again When a group of artists formed an organization to bring public art to their African American community in 1967, they did not know it would become a worldwide phenomenon or the catalyst redefining how people protest worldwide. The art created by the group of artists was “The Wall of Respect.” Once located on a building at 43rd St. and Langley Ave. in

duced a monumental mural within Chicago’s Black South Side communities. Featuring the images of leading Black icons ranging from Sarah Vaughan and John Coltrane to Marcus Garvey and Ossie Davis. The OBAC was a collaborative effort consisting of artists, writers, and musicians. It was a bold endeavor because of the cultural indifferences of the time.

A PHOTOGRAPH OF Robert A. Sengstacke, who was a member of OBAC and a professional photographer. Chicago, it became a movement. Today, expressing ones disapproval or objection to something through murals has become a common occurrence, but it was not always the case. The Chicago Cultural Center, recently held a reception followed by a panel discussion the next day in conjunction with the opening of the “Wall of Respect: Vestiges, Shard, and the Legacy of Black Power” exhibition. Romi Crawford, Abdul Alkalimat and Rebecca Zorach curated the various components of the exhibition. Although a few months ahead of the original completion date, the exhibition coincides with the 50th anniversary of the “Wall of Respect.” It is open now through July 31, 2017. Roy Lewis, who was on the panel, made the following statement: “After 50 years the spirit of the “Wall of Respect” still lives. When you walk into the exhibit, you feel as though you just turned the corner at 43rd & Langley and what you heard and read about is there in front of you. It’s attributed to having institutional support like the Art Institute of Chicago, the South Side Community Art Center and the Chicago Cultural Center, where the exhibit is housed. In addition to the curators, Romi Crawford, Abdul Alkalimat and Rebecca Zorach, who had the vision to collect the photographs from the photographers and to make their museums available to bring the wall downtown from 43rd and Langley so that it is available to the whole world.” The exhibition chronicles how the Organization of Black American Culture’s Visual Artists Workshop (OBAC) designed and pro-

A process to design and paint the “Wall” was presented by Sylvia (Laini) Abernathy. Abernathy suggested dividing the wall into themed sections of contemporary Black heroes and sheroes. Everyone set about bringing it to fruition — including the community, which supported the project. Walker, who had the strongest relationship with the community, was the liaison. It would take three months from the start in June 1967 to complete. Members included Ed Christmas, Jeff Donaldson, Hoyt Fuller, Barbara Jones-Hogu, Elliot Hunter, Wadsworth Jarrell, Carolyn Lawrence, Norman Parish, William Walker, Onikwa Bill Wallace, who suggested the idea of a pubic work of art to the organization, and Myrna Weaver. Photographers were William (Fundi) Abernathy, Darryl Cowherd, Roy Lewis, and Robert A. Sengstacke. A section of the wall was painted a second time by Eugene Edah. On the dedication of the “Wall of Respect” Gwendolyn Brooks read her poem, “The Wall of Respect” on the day of dedication and Don L. Lee (Haki Madhubuti) also read his “Wall of Respect” poem. The “Wall of Respect” received national media coverage catapulting the idea into communities in other major cities. Ebony magazine wrote one of the first articles featuring the opening dedication with detailed photographs of the wall. It gave expression to other walls in Boston, St. Louis and Philadelphia, as well as the “Wall of Dignity” in Detroit. Just the other day, March 15, 2017, the Internet newspaper
