Rep. Davis’ proposed changes to federal law to include bullying By La Risa Lynch Bullying has taken on a new dimensionin the digital age and high school principal Debra Crump hopes changes to a federal law on school safety will give her teeth she needs to clamp down all bullying, including over the Internet. “When you think of bullying, you only think about physical bullying,” said Crump, principal of Frederick Douglas Academy High School. “But when you look at what happens on the Internet, things that are being said and done to children, it is so important that we begin to bring legislation that catches up with the 21st Century technology.” Educators, Crump added, must have the tools to address this epidemic since bullying has morphed from mere teasing and name calling with the advent of MySpace, Facebook and Twitter. Crump may get those tools thanks to proposed changes to the federal Safe and Drug Free School and Communities Act. The changes will include language on bullying, harassment and intimidation. The law currently has no such provisions. Congressman Danny Davis (D-7) is proposing the changes, which will specifically define what bullying is. The changes also provide resources to school districts to develop programs and training to combat and appropriately respond to bullying.

Davis introduced the changes last Tuesday when Congress returned to session. The changes, Davis explained, are designed to educate students on what bully-

ing is and the consequences of their actions, while giving teachers training on how to respond to it. National headlines have been dominated

by reports of teen suicides because of relentless bullying. Massachusetts prosecutors charged six teens in connection with (Continued on page 2)

Community speaks out regarding National Guard By J. Coyden Palmer After two state representatives over the weekend urged Governor Pat Quinn to send the National Guard into communities suffering from crime, Mayor Daley and several religious leaders say it is a bad idea. State Representatives LaShawn Ford and John Fritchey made the suggestion during a press conference at the Thompson Center on April 25th. Ford, who represents the West Side and Fritchey, the North, say crime in Chicago is out of control and something must be done to pro-

tect citizens. “This isn’t about territorial egos or public relations, it’s about saving the lives of citizens,” Fritchey said. “Crime is rampant in Chicago, regardless if it is concentrated in a few communities. This is all one Chicago.” Ford said the Chicago Police Department is overwhelmed and needs the assistance. He said because of the city’s bleak financial picture, there are not enough officers on the street and the criminals are taking advantage of it. He described some communities as “war zones.”

“People shouldn’t have to worry about being robbed, shot, and stabbed and laying in a hospital on life support,” Ford said. “Many of my constituents are living in fear. There are children who cannot go outside to play during the day because of the fear they will be shot. This is not the way life should be.” Governor Quinn said he will not send troops in unless Daley requests them. Quinn also agreed with statements made by police Superintendent Jody Weis that guardsmen and police are trained differently and sending in troops could be coun-

terproductive. “I think it is important that we work with local law enforcement agencies from around the state to address the issue of crime,” Quinn said. This is not the first time the idea to bring in the National Guard has been made public. Former governor Rod Blagojevich made the suggestion a few years ago. Fraternal Order of Police President Mark Donahue said Chicago cops can handle the situation, but right now they do not have the proper resources. He said there has (Continued on page 3)

Bobby L. Rush (IL-01) teamed with the U.S. Department of Transportation (USDOT) Secretary Ray LaHood in an aggressive effort to increase access to and contracting opportunities for small, minority-owned businesses. Nearly 400 business leaders and entrepreneurs attended “Chicago Small Business Day” forum organized by the congressman and USDOT and held at Chicago Transit Authority headquarters downtown. Rep. Rush announced during the “Access to Capital: How to Contract with the Government” forum that USDOT would kick off a 10-week course to ensure small business owners are fully aware of federal bonding requirements, and how to comply, as part of the contracting process. The workshop brought a wide array of federal, state and local agencies together to answer questions from the small business community. “This is good government at work,” Rep. Rush told the standing-room only audience. “Today small and minority and women owned businesses will be able to connect with federal, state and local government agencies for a variety of contracting opportunities. Small businesses are the life blood of our economy and the number one creator of new jobs.

That is why I have worked hard in Congress to strengthen the Small Business Administration, to open up doors of opportunity, to connect entrepreneurs with economic opportunity, and, to ensure that all will have access to capital and a level playing field.” Secretary LaHood also announced a new bonding education program aimed at helping qualified small and disadvantaged businesses compete for government contracting opportunities. In collaboration with the Surety and Fidelity Association of America (SFAA), the U.S. Department of Transportation’s Office of Small and Disadvantaged Business Utilization (OSDBU) will host a series of pilot education workshops to get small businesses bond ready. A 2006 National Crime Prevention Council study found that four in 10 youth have been cyber bullied. According to Safeyouth.org, 30 percent of youth nationwide indicated that they were either the perpetrators, targets of bullying or both. Meryl Camin Sosa, Illinois Psychiatric Society’s executive director, does not need statistics to know the impact of bullying. Her two teen daughters have experienced it. Her youngest daughter was bullied because of her weight. Another daughter was a victim of cyber bullying in which the school refused to get involved because it occurred off campus. Only after the police were called did the school intervene, Sosa said. She noted victims of bullying rarely tell an adult, and believe parents and teachers will not intervene. “Children who are bullied experience real suffering that can interfere with their social and emotional development as well as their school performance,” Sosa said. State Representative Kimberly Lightford applauded Davis for proposing the changes, which she said would create a national stan-

dard in addressing bullying. Lightford has been key in drafting state legislations on bullying prevention and sexting. An initiative that includes gender identity and sexual orientation as part of a school anti-bullying policy is awaiting the governor’s signature. Lightford noted with over 900 school districts in the state, each one can interpret what bullying is which can give them an easy out when it comes to responding to complaints. By defining bullying and establishing laws regarding bullying requires the schools to act. She noted most schools do not implement anti-bullying programs because they see it as an “unfunded mandate.” With bullying and harassment in the federal safe schools’ code it forces school districts to develop curriculum, policies and procedures to address it, she explained. The Oak Park Police District received funding from Lightford to implement an anti-bullying program called STAND or Students Taking Action in a New Direction in several middle schools. The program, which uses role

playing, instructs all school personnel from teachers, cafeteria workers to bus drivers on what is bullying. Oak Park Police Commander Phyliss Howard said this empowers employees to stop it when it occurs. Since the program started in 2007, Howard said there has been a 60-70 percent drop in bullying. “In the old days, parents would say, ‘Everybody has to go through that,’” Howard said. “But it is different now. People are not fighting fair.” Douglas senior Brandon Brown said his school was not immuned from cyber bullying. He said there was a FaceBook posting that spread rumors about certain students. Brown was not a target of it, but he added the comments were hurtful to where students “were ready to lash out.” He said when the principal got the police involved, the posting was removed from FaceBook. Brown ignored the posting, but he added the person who put up the site only wanted attention. “The best thing to do for that is to ignore it,” the 18-year-old said. The Chicago Crusader


NEWS Broad Coalition Calls for Capital Projects, Jobs Now City Council must lift ban on video gaming to provide needed funds Hundreds of individuals representing a broad and diverse coalition of business, labor, community and neighborhood organizations gathered at City Hall this week to urge the City Council to promote investment in Chicago communities, create badly needed jobs and help the economy recover by lifting the City’s ban of the new, state-managed video gaming system necessary to fund critical infrastructure projects. “We must act now to help working men and women across Chicago support their families and make improvements to our neighborhoods,” said Tom Villanova, President of the Chicago and Cook County Building Trades. “People are struggling today and we can’t wait any longer. We need to get people back to work.” The $31 billion state capital plan was the first major infrastructure program signed into law in a decade. The investments in roads, transit, school construction and other important projects are expected to generate 439,000 jobs over the next five years. A mix of revenue sources to fund the plan was also approved by the General Assembly with a strong bi-partisan majority. The largest single new revenue source for capital funding will come from a new, statemanaged video gaming system. In Chicago, the City Council must lift an existing ban on video gaming in order for the new system to be deployed in Chicago. “Not only will these projects help the businesses and employees who

will build them, but these improvements will lay the foundation for long-term economic growth,” explained Doug Whitley, President of Illinois State Chamber of Commerce. “But these projects and jobs are at risk without adequate revenue to fund them.” The State of Illinois’ Commission on Government Forecasting and Accountability has reported that a capital bill revenue shortfall of up to $2 billion over the next decade would accrue if the City of Chicago does not authorize the deployment of the new gaming system. “For families in many Chicago communities, these investments will change lives,” said Juan Rangel, Executive Director of the United Neighborhood Organization (UNO). UNO will use state funds to help build charter schools in several Chicago neighborhoods. “Through our network of charter schools we not only educate the next generation, we help renew entire communities. He also said citizens would not want the Guard brought in because it would be like living in a police state, which is un-American. “With the Guard coming in, it’s making a statement that your constitutional rights will be diminished,” Donahue said. Mayor Daley said bringing in troops is not a long-term solution. He stuck with what he has been saying for years, that Chicago needs tighter gun control laws and parents need to be more responsible for their children. Daley said in addition to logistical problems with bringing in armed troops with automatic weapons, the issue of crime in Chicago will not go away in one weekend. “You can’t just put something temporary in there,” Daley said.

“There is no quick band aid. People have to get involved in their community, family by family and block by block. The community must be as upset as anybody else. One crime is one too many in any community.” But some of those who live in communities where violence is rampant say they want the Guard. Norma Range lives in Englewood and said at this point she is willing to see a new strategy. She said most people only hear about the shootings on the news in Englewood, but she said there are robberies, fights, drug dealing and use done in the open all the time. She said quality of life crimes like loitering, public drunkenness, graffiti, and illegal dumping are not given a priority because there is so much other stuff taking place. “Anyone who lives here will tell you how brutal it can be,” Range said. “Because of all this crime,

EDITORIAL SAVE US FROM OURSELVES? Recently, after a spate of shootings and killings in the Black community in Chicago, two state legislators have introduced legislation that would have the National Guard patrolling city streets in order to offset the escalating violence. Rep. LaShawn Ford and Rep. John Fritchey think it would be a good idea and a way to quell crime, and have asked Gov. Pat Quinn to call out the troops. Mayor Richard Daley and top cop Jody Weis, to their credit, are cool to the idea, and Gov. Quinn will allegedly defer to them. Some ideas sound good, but when you start analyzing them piece by piece, you often come up with a different story. This is certainly one of those ideas that should be shelved, permanently. For one thing, it is making an announcement to the world that African Americans are so inept that they need military help to keep from killing one another. This is pathetic, and is reason enough to run away from this strategy. Aside from this, another more potent reason, if this can be said, is the nature of the military itself. In essence, what they are asking for is the military occupation of the Black community. This cannot have good consequences. Though the Black community has often had a problematic relationship with the police, that situation could pale in comparison to the situation that would arise when soldiers take over. When they come into a community, they are not going to be nicey dicey observers of human feelings - they are there to do a job, whatever it takes. They are there to cut down the violence, and since they are outsiders, everyone is fair game for them. Reps. Ford and Fritchey no doubt mean well, after all, desperate situations call for desperate measures, but the best thinking does not always occur in desperation. It is naive of the legislators to expect that the National Guard's occupation of the Black community will save the community; if anything, a greater number of people could be placed in jeopardy from abuse meted out by the military occupiers. They would most likely inhibit the freedom of movement in and around the community, something that would be necessary if they are going to get a handle on crime, a goal that has eluded the police. And more importantly, this situation could pave the way for martial law. It is truly unfortunate that the Black community has sunk to such a level that long-standing enemies of the community do not have to lift a finger against the community - we're doing it to ourselves. The problem of violence is historical and systemic, just like most of the others in the beleaguered Black community, but there are those who are stepping up to the plate with promising strategies. We must be vigilant; we must pay attention to what is going on, and we must take back the streets so that our children can grow and have productive lives. Groups like the Black Star Project, 100 Black Men, and others are beginning to see the light. We should give them our support and jump on their bandwagons. A luta continua... 4

LETTERS TO THE EDITOR An Open Letter from the Chicago South Side NAACP To: Governor Quinn and the Illinois State Legislators Re: The Necessity to Adopt the 1% Illinois State Income Tax Increment Dear Gov. Quinn and State Legislators: The Chicago South Side NAACP supports and urges the Illinois State Legislature to pass and the Governor to sign legislation now increasing the State Income Tax by 1% earmarked for public education. In urging action now, we are mindful that substantial opposition exists to any tax increase. Some taxpayers oppose any tax increase. The following reasons exist: 1) too much dishonesty by public officials; 2) too much waste; and 3) many public officials place personal interests above the public interest. Unfortunately, because of too much dishonesty, waste and disregard of the public's interests in the past and an economic meltdown presently, public revenues have decreased while, concomitantly, needs for public services have increased. In addition to the need for more funds for public education, a need also exists for

more funds for public safety, transportation, health care, and human resources. We also urge that action be taken to provide more funds for these critical public services soon. However, action to fund the public schools must be taken now. Soon will be too late. We do recommend that some cuts be made in the state budget by the governor now. Further, a waiver by you of an increment in your salaries at this time can also help. However, it is our view that sufficient cuts cannot be made now to avoid the need for a 1% tax increment. A 1% state income tax increment will not balance the budget without more. Also, all public schools' financial needs will not be solved. However, an increment earmarked for public education should be sufficient to enable public school students who are most in need of education to receive the educational foundation so vitally needed now to enable them to succeed later. Remember that education is the key to success. In the words of the late George Washington Carver, "Education is the key to unlock the golden door of freedom." You hold the key to Public Education. Immigration, Drugs and Race By Harry Alford NNPA Columnist The term Immigration is very broad and misunderstood. Recently, it is being applied to Mexicans crossing the formal US/Mexico border to settle or to temporarily work in the United States. This is quite a bit different than Europeans coming to the New

Africans, South Americans and Caribbeans coming to start a new life. We must look at the historical perspective when it comes to Mexicans (let’s not use the term Hispanic). The states of California, Nevada, Utah, Colorado, Arizona, New Mexico and Texas were a part of the sovereignty of Mexico until we, the United States, violently stole this gigantic piece of real estate from the nation. In two acts, Texas Revolution (1836) and the Mexican-American War (1848) we made, without provocation, one of the biggest land grabs in the history of the world. There are more than a few Mexican Americans who can take their heritage back to the 1500’s. Yet, our press and common opinion want to think of them collectively as “immigrants.” A lot of the movement from one side of the border to the other is simply family interaction. But our press and political dogma spews something quite different. After stealing Texas via rebelling US settlers (immigrants), our nation quickly annexed it into our Republic. We then encouraged mass migration to populate and fortify the state. After the Mexican-American War, we propped

up the California Gold Rush in 1849 to stimulate mass migration into our newly stolen lands. So it is with great irony that we condemn Mexicans crossing over into land that was once theirs and where many of their relatives settled into centuries ago. This is more than about immigration. Most Mexican immigrants, legal or illegal, are hard working, family oriented persons. Their mission is to make a living through the “sweat of their brows”. It is the Judeo-Christian Work Ethic at its best. Yet, we want to paint an ugly picture as though they are criminal and immoral. Now, let’s get to the real problem. What is happening in Arizona is the fact that many of the borders crossing pathways of the Southwestern US have been effectively sealed. For some reason the federal government has put up fences along the Mexican border everywhere but in Arizona. Thus, the flow of the migration is coming up through Arizona like the water flow of the Mississippi River. Federal policy makers know this but try to act “brain dead” on the matter and will not address strengthening the Arizona/Mexico border with fencing as they have

done in California, New Mexico and Texas. With the folks seeking work crossing over comes the myriad of drug traffickers. The violence and pain is coming from the drug traffickers and the ignorant and/or racist pundants seem to mix them into one big bag with the immigrants seeking a better life. The state legislature and Governor of Arizona have just passed a very unfortunate law that will fan the flames of racism and bigotry. However, I understand why this is happening. They are frustrated. Crime in Arizona caused by border crossings is skyrocketing. Ranchers are being shot for apparently no reason other than inspecting their lands. Murders in Arizona cities is at an all time high and this is caused by warring drug gangs. Phoenix has become the World Capital for Kidnapping. Imagine an American city with that distinction! The citizens of Arizona are frightened and demand action from government. The border is the responsibility of the federal government but it has been derelict of its precious duty. Thus, the state government of Arizona, in its frustration, has decided to do something even if it may

be wrong. It will wake up the federal government and induce some kind of responsible action. The big problem here is not immigration but the lack of government policing drug trafficking. The lack of policing drug activity or the cooperation of it is what’s wrong here. In no way can you tell me that drugs can come into this nation like falling rain without government cooperation. Our justice authorities are the best in the world and they act incompetent when it comes to reducing the amount of drug importation into this nation. There is an immense amount of money, hundreds of billions of dollars annually, and corruption is well settled in. So, the “thought police” want you to think that all the crime erupting in Arizona is because of impoverish immigrants flowing into the nation with the thought of committing crime as opposed to looking for work or uniting with their families. Will Obama Fight for a Liberal on the Supreme Court? The coming resignation of Justice John Paul Stevens from the Supreme Court sets up a new fight for his successor and a question that I –and others – have is will President Obama appoint someone as liberal as Stevens has become. An indication of where the President might be coming from is the comment that he made when the Citizens United case was decided last year. Then, he said it was a victory for powerful interests like banks, oil companies and etc. that, “marshal their power every day in Washington to drown out the voices of everyday Americans.” He repeated this sentiment at his State of the Union address and after the recent announcement by Justice Stevens that he would resign, saying Stevens’ replacement would be “someone who knows that in a democracy, powerful interests must not be allowed to drown out the voices of ordinary citizens.” This theme assumes that the President will appoint someone who is clearly allied with the politics of the people rather than powerful

interests. But the pressures on the President are inexorable. The most important is the system of appointment which represented the sentiments of the white majority that are right-of-center. Conservative politics would not be as powerful without their support since most whites vote Republican. Justice Stevens, a Republican appointed by a Republican president, said that the Court had moved beyond him in becoming more conservative. So, when the advice by pundits and Republicans is for the President to pick a “centrist” or a “moderate” they mean someone within the ideological orbit of the dominant white majority. I point to the dominant white majority as the arena where this decision will be made because Blacks and other peoples of color are largely excluded from the legislative debate and the decision power that determines who will sit on a court that ostensibly represents all Americans. Blacks are largely missing in the Senate which confirms the Justices and the public debate routinely excludes their opinions. The last time I was interviewed on CSPAN I said that Justice

Ron Walters Clarence Thomas was a product of the Conservative movement and an embarrassment to the African American community and I have not been invited back since. Another pressure is to what extent the coming debate over Stevens’ replacement will effect the fall elections. I agree that the nominee will signal how much of a political problem Obama can take because I can hear his colleagues who are up for election cautioning him not to make it harder with a choice that would inflame their voting constituents. With the Tea Party phenomenon having emboldened the Republicans to begin thinking they will

take back the House and Senate, Democrats are already running scared. The contradiction however, is that the White House has to think about putting a vote on the Supreme Court that will protect the Health Care package just passed and signed into law, part of which may surely be challenged and some of it may reach the Supreme Court. I think that the Black community should support Eric Holder. Now I know that some view this as a silly suggestion and that Obama can’t make such an unsophisticated political choice. However, my mood is bolder and my political intelligence tells me that we didn’t make strides in American politics through sophistication alone. At this moment, my sense of Black politics says that we have to use our leverage to engage the essential debate on the character of the next Supreme Court nominee that takes place outside of our community and doesn’t take our views into consideration. Thus, our support for Holder becomes a vehicle for intervening in that decision to bring some balance to a right-of-center debate and to represent the interests of the people that Obama says must be reSaturday, May 1, 2010

flected on the Supreme Court. In other words, we have to help make him put as progressive a person on the Court as possible. Intervention is very important because the absence of Stevens will ironically weaken the liberal or progressive stance on the Court because a junior person will not have the status to negotiate a vote away from the conservative bloc to create a winning majority for progressive causes. Since we live at a time when Conservative activists are tolerated and liberal activists are not, it will require a genuine mobilization on the Left to make sure that a liberal is nominate to the Court because “centrists” and “moderates” are untrustworthy in the current context. Also, since the current cast of prospects emerged from the last nomination fight, if not Holder this time, maybe next. Dr. Dorothy Height—Extraordinary Leader, Lantern, and Role Model

(NNPA) - “We African-American Women seldom do just what we want to do, but always what we have to do. I am grateful to have been in a time and place where I could be a part of what was needed.” This is the quote inscribed on Dr. Dorothy Height’s Congressional Gold Medal, just one of the many dozens of awards Dr. Height received over her extraordinary life, including the Presidential Medal of Freedom. The brilliant Dr. Height was a lantern and role model for millions of women and a long haul social change agent blessed with uncommon commitment and talent. Her fingerprints are quietly embedded in many of the transforming events of the last seven decades as Blacks, women, and children pushed open and walked through previously closed doors of opportunity. To me she was a dearest friend, mentor, and role model, and the Children’s Defense Fund was blessed to have her serve on our board for over 30 years. When she passed away on April 20 at age 98, we all lost a treasure, a wise counselor, and a rock we could always lean against for support in tough times. Even as a young girl her speaking skills stood out. She attended New York University in part with a $1,000 scholarship from a national oratorical contest sponsored by the Elks (after being turned away by Barnard, which had already reached its quota of two Negro students for the year). On November 7, 1937, which Dr. Height remembers as the day that changed her life, she was the 25-year-old assistant director of the Harlem YWCA and had been chosen to escort First Lady Eleanor Roosevelt to a National Coun-

“dead wrong” and we should begin reviewing the history of the Reparations Movement by reading and re-reading Dr. Raymond Winbush’s book on this subject. A few years ago a new book on the African in America Reparations Movement was released. The title of the book, edited by Dr. Raymond A. Winbush, the Director of the Institute for Urban Research at Morgan State University is Should America Pay? In February 2001, Dr. Winbush, who was formerly the Director of Fisk University’s Race Relations Institute, sponsored a two-day conference on slavery and reparations that brought together leading researchers, politicians, historians, and activists from throughout the country to

dialogue on the issue of Reparations for African people in America. The conference was so successful that Dr. Winbush suggested that several of the presenters be included in a book he was proposing, which would entail several articles addressing the broad spectrum of the reparations debate in this country. Dr. Winbush has emerged as one of the leading scholar/activists in this country, and throughout the world, and has used his considerable skills as a researcher and writer to become the editor of this newly released book, Should America Pay? What makes this book, perhaps one of the most significant and comprehensive books published on the issue of reparations for African people in America is that it thoroughly covers the broad spectrum of this movement in six sections with more than twenty articles that address: Part I – History and Reparations, Part II – Reparations and the Law, Part III – Voices For and Against Reparations, Part IV – Reparations and Grassroots Organizing, Part V – Reparations and Intervention, and Part VI – Historical Documents. The worldwide African Reparations Movement has become unified around the fact that the Trans Atlantic Slave Trade, Slavery, and Colonialism were Crimes Against Humanity. This unity impacted the United Nations World Conference Against Racism that was held in Durban, South Africa in August and September 2001, to officially declare in the conference outcome that the Trans Atlantic Slave Trade and Slavery was a Crime Against Humanity. The momentum gained by African people who participated in the United Nations World Conference Against Racism, particularly the Durban 400, organized by the December 12th Movement and the National Black United Front, led to “The Call” for the Millions For Reparations Mass Rally held in Washington, D. C. on August 17, 2002. More than fifty thousand African people from thirty-eight states and sixty-six cities participated in this all day rally, whose theme was “THEY OWE US.” Against this backdrop, Should

America Pay? has now been published by Amistad: An Imprint of Harper Collins Publishers. In the introduction chapter Dr. Winbush writes, “As this book goes to press the reparations movement, historically considered a fringe issue in the American Black nationalist community, is now firmly established among various constituencies in the United States as well as in African communities around the world. Its ascendancy as an important social movement— I would argue the most important since Civil Rights— is confirmed by the amount of print space and air time the media devote to it.” Winbush continues by observing, “Though the movement is picking up speed, compensatory measures for Africans have been elusive because of the entrenchment of white supremacy in world politics that provided legal sanction for this crime against humanity.” Perhaps the most significant aspect of, Should America Pay? is the framework Dr. Winbush develops in his introductory chapter for understanding the rise of the Reparations Movement. Dr. Winbush explains, “A convergence of four groups provides a conceptual framework for understanding the current discussion of reparations: 1) grassroots organizers, 2) legislators, 3) attorneys, and 4) academics. A similar convergence of cooperation occurred during the late 1940s and resulted in what we now call the Civil Rights Movement.” In this context, Dr. Winbush makes the analogy that, “Reparations have a similar history. Grassroots organizations such as the December 12th Movement (D12), National Coalition of Blacks for Reparations in America (N`COBRA), and the National Black United Front (NBUF) worked closely with legislators in the mid-1980s. John Conyers Jr. (D-MI) for example, and collaborated with the Reparations Coordinating Committee (RCC), consisting of attorneys such as Willie Gary, Randall Robinson, and Johnnie Cochran and academics such as Manning Marble and Ron Walters.” Dr. Winbush writes, “These groups conversed long and hard with each other, and as you will see, these discussions were often

Farmer-Paellmann, Wade Nobles, Adjoa A. Aiyetoro, Roger Wareham, and others. And yes, I even have two chapters in this most outstanding contribution to the continued rise of the Reparations Movement in America.

During the Civil Rights Movement, while so many women were playing vital roles that weren’t featured in the spotlight, Dr. Height was always up front with a seat at the table. She was often the only woman in the room with Dr. King and the rest of the “Big Six” group of male leaders as they planned many of the Civil Rights Movement’s key strategies, and she was sitting on the stage—she should have been a speaker—at the historic March on Washington. She led the NCNW membership as active participants in the movement and reminded us that women were its backbone—unseen but strong. One of the cornerstones of NCNW’s civil rights strategies was Wednesdays in Mississippi, which brought together White and Black northern women to travel to Mississippi to develop relationships with Black and White southern women, educate themselves and each other, and create bridges of understanding between the North and South and across racial and class lines. People cannot figure out how Ford wound up with Fritchey who must have had some sort of Morrocan flashback when he came up with his nutty idea. It wasn’t no surprise that them three was standing up there alone to announce their nutty idea. Some think maybe the Republican big mouth lured Ford to the news conference with a keg of rum like the old slave traders used to do to African kings before they sold us out. Why would a skinny Black man like Ford want soldiers running down his block with M16 rifles and hand grenades as they chase some 15-year-old knucklehead with his pants hanging down and no belt? Where does Ford live where he thinks its okay to get special forces to frisk little kids before they go in the day care center? Ima want all this shooting and carryin’ on to stop but she ain’t gone strap no dynamite to her low hanging udders and run into the Dollar sto’ and blow it up—just ‘cause some Negro in there snatched her purse. That’s like Ford blowing up one of them rental properties he owns

just because the tenant on the first floor got roaches. Thank goodness somebody talked Danny Davis into staying in Congress because word was he was putting that Ford boy in place to take over his spot. Can you imagine what that Negro would do if he had federal power—-he’d probably order the welfare department to put arsenic in all the government cheese. Rep. Ford please make sober decisions. Do not get us all killed. People at a certain South Side full gospel church are getting tired of the ongoing feud between the pastor and the minister of music. They say that this lovers’ quarrel is spilling over into the church and folk are threatening to split the place in two— with one group going with their well-liked, middle age and married pastor and the other running off to start a new church with the 30-something openly homosexual minister of music. EDUCATION Reaching Black boys symposium, to advance Black boys’ achievement Educators, advocates and community leaders convene to talk solutions for Black Boys in Chicago More than 200 educators, policymakers and community leaders gathered at National-Louis University, to discuss promising practices for raising the achievement of Black boys. The “Reaching Black Boysâ€? symposium was inspired by the findings in the June 2009 issue of Catalyst Chicago. Nearly one in four Black male students was suspended at least once last year, a rate that is twice as high as the district average. This finding is part of an upward trend that has resulted in a near doubling of the number of suspended students over the past five years, according to Catalyst Chicago. The Golden Apple Foundation, MAGIC of Woodlawn, National-Louis University, Urban Prep Academies for Young Men and Catalyst Chicago discussed what leaders can and need to do to improve educational outcomes of Black boys and change the community’s view of the issue. Keynote speaker Dr. Pedro Noguera, a New York University professor who is a national authority on minority males and the achievement gap, said that no one really knows why the school system is failing young Black and Latino men. “The way we socialize boys might be implicated in this,â€? Noguera said. “The women’s movement was very clear that what we have to fight against is the narrowness of gender roles‌

(but) there has been no corresponding movement among men.â€? Noguera also called attention to factors like the chronically high unemployment rates among African-American young men and the growth of the U.S. prison system. Black male students lag behind their peers academically in every grade, have the highest dropout rate of any racial or ethnic group (54 percent), and fewer than half of those who graduate go on to college. For the young men, these numbers are a tragedy, and for society it is a crisis. Three teenagers were also present at the symposium. Faki Mohn, an 18-year-old senior at Hales Franciscan High School and member of MAGIC of Woodlawn, said students need to see the connection between school and adult life more clearly. “Some of them may not want to go to college‌ (but after dropping out) they can’t even get the job they want,â€? Mohn said. Panelists suggested that making changes, incorporating rituals and values in schools, the use of restorative justice discipline methods like peer juries, and parent education would help address the challenges African-American and Latino boys face. “This symposium is one additional step along many thousand miles of steps,â€? said Reverend Calvin Morris, executive director of the Community Renewal Society, which publishes Catalyst Chicago. “Challenge us to do the kinds of things you wish us to do, and after that, come do it with

Sailing classes now offered for the first timet through the Chicago Park District The Chicago Park District is now offering a new class: competitively priced sailing lessons at the Judd Goldman Sailing Center at Burnham Harbor, 1362 S. In 1972, having won acclaim for several film performance, her movie career peaked when she played Sally Bowles in “Cabaret.” The film won eight Oscars, including Best Actress for Minnelli. The role also earned her a Golden Globe and a British Film Academy Award. Minnelli also starred in the first concert ever filmed live for television in 1972. The special, “Liza with a Z,” produced a Top 20 album and won the Emmy for Outstanding Single Program. Minnelli went on to appear opposite Robert DeNiro in the film musical “New York, New York,” directed by Martin Scorsese, in 1977. In 1981, she co-starred with Dudley Moore in the movie “Arthur,” going on to make the sequel “Arthur 2” in 1988. Minnelli added a second Golden Globe to her already impressive list of awards in 1985 with her performance in “A Time to Live,” a made-for-TV movie. In 2008, Minnelli returned to Broadway with “Liza’s at the Palace...” which went on to win the Tony Award for Best Special Theatrical Event. She recreated the show at the MGM Grand where her performance was filmed for a public television special and a DVD. The show’s cast recording was nominated for a Grammy Award. BOOKWORM SEZ “Powder Necklace” by Nana Ekua Brew-Hammond c.2010, Washington Square Press $15.00 / $19.99 Canada 280 pages, plus Reader’s Club Guide “You’re grounded!” If you’re like most adults today, you heard that about once a month when you were a teenager. You were grounded more times than a broken-down airplane: grounded for missing curfew (10 o’clock; nine on a school night), for not keeping your room clean (it was your room, right?), and grounded for not being respectful to your elders (no comment). You can laugh about it now, though. Your parents’ rules made you into a pretty good person and you knew they meant well. But in the new novel “Powder Necklace” by Nana Ekua Brew-Hammond, a young girl’s mother makes some decisions that don’t seem quite right. Lila Adjei should’ve known better. For most of the 13-year-old’s life, her Ghana-born mother claimed that boys would “spoil” Lila, and that she should avoid them. No problem; boys really

didn’t impress Lila much anyhow. Still, it surprised her when Mum flew into a rage upon learning that Lila had been inviting a friend-boy over to do homework. It surprised Lila even more when, after being told that she would stay at Auntie’s house to give her mother “a break”, she realized her Mum was driving toward the airport. Alone and horrified, Lila was put on a plane bound for Ghana. As a native Londoner, Lila had only the barest idea what faced her in Ghana. She spoke some Twi, but no other Ghanaian languages. She’d be staying with her mother’s sister, but Lila barely knew the woman. And what about school? The answer came all too quickly: Lila was sent to Dadaba Girl’s Secondary School where she no longer had her own bedroom, but slept instead in a dorm. Everybody called her a broni, a black white girl. And those steamy showers she once enjoyed? They were a thing of the past: baths were taken outdoors from a bucket she had to carry herself. And that was if water was available. If it wasn’t, she did what the other girls did, and

powdered her neck to look like she’d bathed. As the weeks passed, Lila prayed that her mother would bring her home but when she was finally fetched back to London, it wasn’t for long. Mum always said God knew what was good for everyone, but how could such turmoil be anything good? For a debut novel, “Powder Necklace” isn’t bad. Author Nana Ekua Brew-Hammond does a fine job at giving voice to a pampered teenager who not-so-happily endures the whims of adults that only want “what’s best for her”. Basically, Lila is a likeable and believable character. What’s not believable is the multi-city, multi-continent journey that 13-year-old Lila makes in the course of just a few short months. I enjoyed her Londonto-Ghana-and-back sojourn (as well as what happened in between), but the NYC-to-Disney whirlwind storyline was pretty far-fetched. It didn’t ruin this otherwise solid novel, but it came close. If you can ignore that wordy bit of first-time-writer-itis, you’ll find a budding new author to watch. Overall, despite some flaws, “Powder Necklace” is relatively well-grounded.

BUSINESS Consumer lending reform efforts gain allies, support for enactment By Charlene Crowell NNPA Financial Writer (NNPA) - As many 2010 state legislative sessions begin to wind down, efforts at the federal level are gathering momentum on a key abusive financial practice that costs borrowers millions of dollars each year: payday lending. Just a few days ago, U.S. Senator Kay Hagan (D-NC) introduced the Payday Lending Limitation Act of 2010. In a news release, Sen. Hagan remarked, “Too many hardworking individuals have fallen victim to payday lending. Payday lenders prey upon folks who find themselves in need of a quick loan. By reining in payday lenders, we will protect consumers from racking up endless, long-term debt that can ultimately cause a family to declare bankruptcy.” Co-sponsored by Senators Dick Durbin (D-IL) and Charles Schumer (D-NY), the bill represents the latest effort to unify regulation of short-term, small dollars loans across the country by offering key provisions. To protect borrowers out of

long-term, high-cost debt, they would be limited to six, two-week loans (or no more than 90 days of indebtedness) in a 12-month period. This provision is modeled after a rule by the Federal Deposit Insurance Corporation (FDIC) which states that giving these loans to borrowers for stretches longer than 90 days is harmful for the consumer and risky for the lender. Also in recent days, the White House Council of Economic Advisors held a conference call on the importance of economic reforms for communities of color, hard-hit by the recession. According to Cecelia Rouse, a member of the advisory group, President Obama’s goal is to address a wide range of practices from payday lenders to check cashers and other unregulated lenders. In response, the payday industry is fighting hard to prevent strong rules that limit abusive lending. In an April 21 report published by USA Today, Steven Schlein, a spokesperson for the Community Financial Services Association was quoted as saying, “We don’t think we should be reg-

Charlene Crowell ulated by the federal government. Generally our battles have been in the states. This is a federal threat and we take it seriously.” Two days earlier, Terri Guzman, Executive Director of the Consumer Rights Coalition, another industry supported group, guest blogged in the Washington-insider publication, The Hill. In part, Ms. Guzman wrote, “The best way to truly protect consumers is

to let them make their own financial choices among a wide variety of options. Let’s focus on fixing Wall Street and the problems that led to this country’s financial crisis, without punishing those of us on Main Street.” Guzman is right on one point: Wall Street does need reform. But wouldn’t it be better to address what is wrong on Main Street and Wall Street at the same time? Don’t the decisions emanating from the world’s most dominant financial district affect communities too? The genesis for foreclosures that today plague much of America today began with Wall Street. It is a false choice to suggest an ‘either-or ‘approach is what America needs. In 2010, we have the opportunity to reset the playing field and address a range of lending ills that together have caused a deep and widespread recession. People in financial distress often have several problems, not just one. People trapped in payday debt deserve the same protections as those that receive other types of costly loans. Commenting on the new legislation, Mike Calhoun, President of

the Center for Responsible Lending said, “This bill would stop unscrupulous lenders from charging 400 percent interest on loans, especially during these hard economic times.” Continuing he added, “Sen. Hagan fought for these protections when she was in the North Carolina senate and is now bringing this common sense approach to the federal level.” In recent years, common sense has been absent in many lending decisions. Had more sensible lending standards been more widespread, it is doubtful that a global financial crisis would have surfaced and the phrase, “too big to fail” would never have been coined. With consumer-focused reform building support from Pennsylvania Avenue and Capitol Hill, perhaps 2010 will be the year that fair lending and transparent financial practices reach all Americans. She participated in conferences and leadership training sessions and on official delegations around the world, and from the White House to the United Nations, her expertise on civil rights, women’s rights, and human rights was always in demand. President Ellen Johnson Sirleaf, Liberia’s and Africa’s first woman president, is just one of the many people who has said she owes a debt to Dr. Height’s leadership. Through it all, Dr. Height’s intellect and strength remained as sharp as her signature sense of style. HEALTH Advocate Trinity Hospital Receives National Recognition for Environmental Leadership In observance of Earth Day, Advocate Trinity Hospital was recognized by the American Society for Healthcare Engineering (ASHE) of the American Hospital Association today as one of ten hospitals nationwide for its reduction of energy consumption. ASHE’s Energy Efficiency Commitment (E2C) encourages hospitals across the country to reduce their energy consumption by 10 percent or more in

savings of hundreds of thousands kBTU’s of energy which is equivalent to the amount of electricity required to light thousands of homes. This energy savings has resulted in greenhouse gas reductions equivalent to the emissions of thousands of cars. Not only were their efforts good for the environment. They were good for the bottom-line as they saved millions in energy costs in 2009 compared to their baseline
