Ministers declare state of emergency on urban violence Alderman Lyle removes basketball rims to stop shootings By La Risa Lynch While Reverend Jesse L. Jackson, Sr. is calling for a national response to the gun violence plaguing city streets, Alderman Freddrenna Lyle (D-6) wants a more local response—more Chicago police patrolling south side parks. Lyle’s demand comes after three teens were shot in the last two months at Cole Park, 301 E. 85th Street, in the Chatham neighborhood. In both incidents, the teens where shot while playing basketball in the early evening. Lyle wants the Chicago Park District to place security personnel in the park the same as they do for downtown parks. “They have a whole department that monitors the lakefront to protect the tourists,” Lyle said, “and we say protect

the people who pay the taxes for the tourists to come here. We want an off duty Chicago officer or a security person in this park every evening.” Until then, Lyle offered a temporary solution. She removed basketball rims from the park and put locks on others. Lyle said the

County Board limits Stroger’s power By J. Coyden Palmer After learning that Cook County Board President Todd Stroger has doled out some questionable contracts since he lost in the February primary, the Board passed a resolution to limit his powers for his final few months in office. The Board must now approve any purchase over $750. Stroger must also notify the Board within three days of any hires unless it was previously approved by the Board. The vote for these measures passed by a count of 16 to 1, with the only no vote coming from Commissioner William Beavers (D-4th). “I don’t see how this county board is going to operate if they have to come to us for every little thing over $750,” Beavers said. I think it is ridiculous and I vote no.” Two weeks after Stroger’s election loss, his campaign spokesperson Carla Oglesby was hired to be his Deputy Chief of Staff at an annual salary of $106,000 a year. Two

Todd Stroger weeks after that her public relations business received a $24,975 check from the county for the work some say was never done. Stroger said nothing wrong was done and he hired Oglesby to do a job.

But he also had no explanation why he spent thousands of dollars on new executive office furniture when he only will be in office for 7 more months or why he put three items from a weekend birthday celebration on his county credit card. He welcomed an Inspector General’s investigation into all of the matters and said he has since suspended Oglesby without pay pending the outcome of the investigation. But those actions have not quieted his critics or made voters less angry. People the Crusader spoke with said the actions by Stroger were one of the reasons he was not reelected and that his attitude once these things come forward does not help his image. “He seems to not have a conscious and thinks everything is a joke with that arrogant smirk on his face,” said constituent Harold Jefferies from South Shore. “It seems obvious to me that he is bitter about the election and has decided he is going to

get his before he leaves.” Others say Stroger is violating laws that are put in place to protect taxpayers. “It is a violation of the Cook County Ethics Ordinance and I think it’s a criminal infraction as well,” said Stroger’s longtime political rival Tony Peraica (R-16th). Other commissioners said they were upset that Stroger was hiring people with whom he had close ties, knowing that the county does not have an influx of money right now. Commissioner John Daley (D11th) told Stroger he must tighten his belt just like everyone else. Others said Stroger’s actions were making the county government look foolish and was only going to lead to more distrust from constituents. “Any campaign staffers put on the payroll are driving up employee costs and it has people circling around here like vultures,” said Commissioner Liz Gorman (R-17th). Vote on proposed Pullman Wal-Mart delayed yet again By J. Coyden Palmer Saying they wanted more time to hear from both sides, the city council’s Zoning Committee delayed a vote on a proposed WalMart in the Pullman community until June 3rd. The decision came during a day of testimony from those who say bringing the world’s largest retailer into the community will fulfill a desperate need for a grocery store while those against it say it will kill smaller businesses and only bring low-paying jobs. Chicago only has one Wal-Mart store which is located on the city’s West Side. Proposals for a Chatham store and the Pullman location have never materialized. Alderman Anthony Beale (D-9th) is in favor of bringing Wal-Mart to his ward

Beale said the community needs businesses that cater to the needs of the people and the city needs the revenue a Wal-Mart would generate. He said he believes the company’s meeting with labor leaders earlier in the week could have resolved many of the issues. “I’ve always said that if we can all come to the table with cool heads that maybe we could work something out,” Beale said. “I have seniors and people without cars in my ward and they constantly ask me about a grocery store. None of the major grocery chains are interested in our community but Wal-Mart is. The store they want to bring to this site would have a grocer section inside.” Zoning Committee Chairman Alderman Daniel Solis (D-25th) said the decision to delay the vote was an easy one after he saw the number of people who wanted to testify. He said with something this important to so many people, it is imperative that everyone gets a chance to be heard. “We heard a lot of good dialogue and debate and this is something that is so passionate for so many people,” Solis said. “Obviously you have those who 2

live in this great community of Pullman who would be most affected if a store were to come to their area. But we also have labor unions that for decades have ensured workers are being treated fair. I think the committee will take all that we have heard today and be prepared to vote on the issue next month.” But even if the Zoning Committee does vote for the WalMart, which was recommended by the Department of Planning, it would still have to pass the full city council later next month. In 2004 the city council gave the OK for a Wal-Mart store to be built in Austin on the city’s West Side, but was one vote short of approving one in the West Chatham community. Alderman Howard Brookins (D-20th) has continued to fight for the store in Chatham Marketplace without success. He thinks as the city struggles more to find new revenue sources, more aldermen are softening their stances against Wal-Mart. Like Brookins, Beale believes the votes are there to approve the store in Pullman Park as more council members are being pressured by their constituents to bring in new jobs. He said getting the two sides to talk earlier this week was a big step forward. “Both sides have the same objective in mind: to find the common ground. Everyone knows the importance of addressing the food desert. Everyone understands the need to fight crime by creating jobs. Everyone realizes we need the tax revenue,” Beale said. Those for and against have been making their voices heard for years and Wednesday at the Zoning Committee meeting was no exception. Gerald Roeper, CEO of the Chicago Chamber of Commerce was among those in favor of Wal-Mart. He said other major stores could follow WalMart’s lead if the city gives them an opportunity. “If we are going to be a global city, we need to start acting like one,” Roeper said. “Denying the biggest retailer in the world a chance to do business in Chicago just isn’t smart business.” Those who live in Pullman say the decision whether or not to bring Wal-Mart to their community should not be in the hands of those who do not live there. They see Wal-Mart as an opportunity to improve their quality of life. Several residents told committee members that while Wal-Mart might not be seen as a big deal to Chicago’s affluent communities, it definitely would have a major impact in Roseland and Pullman. “We are urging you to look at

cured, so the focus is on a company who has a business model of wiping out local competition.” Union leaders said they were also glad the vote was delayed but would not give specifics on what was discussed at the earlier meeting. Legislation would be devastating to the Virgin Islands Senator Robert Menendez of New Jersey has introduced legislation that would devastate America’s only African American-majority state or territory, the U.S. Virgin Islands. The territory’s economic development initiatives play by the rules Congress established, will strengthen the local government’s fiscal health and will keep jobs in the United States. We urge Menendez to reconsider his bill, which could force the Virgin Islands into economic ruin and was introduced to satisfy Puerto Rican demands. Powerful Puerto Rican leaders are lobbying to overturn the Virgin Islands’ public-private partnerships with two rum makers, Diageo and Fortune Brands. The agreements invest in the territory’s rum industry for the next 30 years, growing rum-related local government revenue from $90 million to $240 million annually. Puerto Rico wants to see this money diverted from the Virgin Islands to its own coffers and is pressuring Congress to make it happen through a tax quirk. We understand the politics involved and know that Puerto Ricans are influential. But there is no sugar coating the anti-Virgin Islands campaign: this is a Puerto Rican cash grab, clear and simple. After years of a “big brother”-“little brother” relationship, the smaller, less influential Virgin Islands now has made smart business decisions that will help it recover from the global recession. Puerto Rico is using its political heft and campaign dollars to try to push its little brother back down. Congressman Don Payne, the Congressional Caribbean Caucus chairman and the first African-American to represent New Jersey in Congress, wrote to Menendez just days ago on the issue. He expressed concern about “unnecessarily punitive” legislation that could “create unnecessary havoc at a sensitive economic time.” Virgin Islanders need Payne, who understands the challenges faced by the United States’ Caribbean territories, to keep fighting for fairness. We hope others join him. Diageo, whose contract to purchase Captain Morgan rum from a Puerto Rican rum maker expires in 2011, decided several years ago that it will leave Puerto Rico. Harming the Virgin Islands by blowing up the Diageo agreement will not bring the company back to Puerto Rico. But it might force Diageo to leave the United States and head to a foreign country, taking American union jobs and significant economic impact with it. Menendez’s legislation would retroactively cap the Virgin Islands’ investments in local economic partnerships. That could unwind the deals, even with construction already begun, workers hired and bonds issued. The Virgin Islands’ Governor John deJongh has been clear that his territory’s economic stability is riding on these agreements. Numerous African American members of Congress nd business leaders agree. Will Menendez stop to listen? And if not, what is his plan to help the Virgin Islands replace the revenue lost if the deals are overturned? The bill, named the “Reinvesting in U.S. Territories, Not Corporations Act,” won’t solve the economic problems in Puerto Rico, where Governor Luis Fortuno seems unable to prevent jobs from fleeing. And it will create decades of pain for the Virgin Islands just as it is poised to revive its economy. We think it should be called the “Un-American Act.” The National Puerto Rican Coalition’s campaign against the Virgin Islands is infused with racial undertones. The group organized a national Hispanic boycott of Diageo and also is actively pressuring members of Congress of Hispanic background or with large Hispanic populations to attack the Virgin Islands. A “black versus brown” economic war would be like quicksand. As the country struggles in the recession, the last thing we need is a fight between minority communities over economic issues. African Americans and Hispanics need every opportunity to head back to work, start or expand small businesses and get ahead as the recovery begins. That means uniting rather than letting special interests and lobbyists divide us. If passed, Menendez’s bill would sacrifice the interests of Virgin Islands’ black population to please Puerto Rico. Will he do the same in New Jersey, where the black and Hispanic populations are of roughly equal size? What about other states, or other industries, where African Americans are doing good things that could be undercut by damaging federal intervention. Senator Menendez should listen to those warning of the consequences of retroactive legislation on the Virgin Islands’ economy. We strongly urge him to reconsider and are confident the Senate will see his bill for what it is: bad legislation. The Chicago Crusader

Crisis like the floods in Nashville, the gulf oil spill and the failed bomb threat in New York’s Times Square all were responded to nationally, said Pfleger, pastor of St. Sabina Church. “When you have 30,000 people killed by gun violence every year, when you have [Black] unemployment rate at 26 percent, when you have the foreclosures at the rates we have in Chicago, there should be a national response to this problem just like there is to all the other problems,” Pfleger said. “We don’t need the National Guard. We need a national response.” Jackson said State Representative LaShawn Ford’s plea for the National Guard was done out of desperation, but is not needed. Jackson said there should be a national response to bring jobs to urban communities, to open up unions for skills training, reinstating the assault weapons ban and funding for more parks and recreation. “The National Guard is not good at policing,” Jackson said. Emma Lazano, of Centro Sin Fronteras, a community organization servicing the Humboldt Park and Pilsen communities, is also troubled by the rash of gun violence. She noted violence erupted during a recent parade that celebrated children. Lazano said violence is a problem that should be tackled locally. “We need to do this our way,” she said. “We need to invest in our communities. We need to put our communities back to work. We can’t close our schools. We need to open the doors of our parks. We need to have jobs and our churches need to get involved.” Jackson plans to take a page from his civil rights days and hold mass marches on the state house and the White House. He also wants to meet with Mayor Daley, Governor Quinn and President Barack Obama about creating a national agenda to address urban violence. When asked if money collected from the newly installed pay meters at several lakefront beaches, including 63rd Street Beach, could offset the cost of patrols, Lyle said that was not necessary. She noted that the park district already has off duty police officers patrolling Myron, Grand Crossing and Foster Parks.

Vincent Fry received the contract in March, just a few weeks after the election. Any contracts over $25,000 had to be approved by the Board and critics say this is why Stroger made sure to keep the amount under that which would have required board approval. Stroger said none of that is true. “No one was given a contract with the knowledge that they work here,” Stroger said. “That won’t happen as long as we know it. EDITORIAL FLEECED IN CHICAGOTAXATION WITHOUT RECIPROCITY Chicagoans are still smarting from the invasion of the ubiquitous parking boxes found all over the city which seem to be in every nook and cranny. And many of the residential side streets that do not have parking boxes have sticker requirements, in other words, in order to park, you must display a sticker with a particular number on it or get a temporary one from a resident of the block. Now that the smoke is clearing from the outrage about the parking boxes, word has it that it now costs to park in Chicago Park District parking lots! Once upon a time people could bundle up the kids and pack them off to the beach and park for free. Apparently, according to reports, that is a thing of the past! What does all of this mean? The economy is tanking, with people calling it the “Great Recession.” This recession, though pundits differ, does not seem to be receding, and people all over the country are suffering. In some communities, unemployment tops 16 percent. People are hurting! This is why the parking situation in Chicago is so appalling. This couldn’t be happening at a worse time. What are citizens expected to do? Pretty soon, the average citizen will not be able to afford to drive in the city. Paying parking boxes can be seen as a kind of tax for allowing your vehicle to sit on the street. This is on top of the city sticker, which is a tax; the state license plate, which is another tax; the tax on your vehicle when it was purchased; the gasoline tax, and drivers’ license fees. Chicago drivers are also getting fleeced in downtown parking garages where many of the fees have risen to more than $30 to park for a few hours. Finally, cameras flash at key intersections, resulting in a number of drivers getting unpleasant parking violation notice surprises in the mail with hefty fines attached. Driving in Chicago is becoming a rich man’s sport. There is a lot of hoopla surrounding the Tea Party and their antics. The original tea partiers, however, during the early days of the American Revolution had “Taxation without Representation” as their hue and cry. Today, in Chicago, its citizens have a right to the same refrain, but taking it a little further, they could call it “Taxation without Reciprocity,” since citizens actually pay taxes on taxes in Chicago and get little in return but more taxes. We know that the city, like the state, is strapped for cash, but trying to squeeze funds from the pockets of over-taxed citizens is not the smart way to go. Enough is enough! 4

LETTERS TO THE EDITOR Mother’s Day: Is About Better Parenting Dear Editor: Celebrate this Mother's day by doing something you have never done by making a commitment to yourself and to your family to be a better parent to your children than your parents were to you, by talking to your teenaged sons and daughters about responsible sex and abstinence. Mother's day and Father's day is not just about being the "greatest mom or dad," it's about teaching your kids how to be responsible parents too. The social and economic hardships felt by single parent households throughout this country is devastating to urban communities--where a sense of hopelessness and a lack of self-worth is prevalent among teenage mothers faced with the challenge of raising their children alone. All too often, grandparents are forced to assume the role of parenting their grandchildren. And when the children grow up they internalize feelings of abandonment from both teenage parents-which puts them at risk for continuing the cycle of having sex at an early age. As mothers and fathers your responsibilities don't stop with providing food, clothing, shelter and

There has been considerable media coverage of Rep. Mell’s announcement, but what hasn’t been addressed strikes at the very heart of this debate: the public purpose of marriage. Connecting the Dots within the Black Diaspora By Harry Alford NNPA Columnist There are more than a billion people of African descent living on this precious earth. There are 800 million in Africa; 140 million in South America; 40 million in the United States and the remaining spread amongst the rest of the globe. No matter which way you look at it, we are at the bottom rung of each economic ladder in

of organizations such as the United Nations, NATO, World Bank, IMF, etc. that give token attention to the needs of the Black Diaspora. There will never be true progress from these groups because it is in their economic interest to exploit the Black Diaspora not nurture it. Descendents of Africa must do for self. First we need to get thoroughly organized. We cannot do this with social worker types forming committees and liaisons. The glue that can put us all together is COMMERCE. The best example is that of the Chinese Diaspora. The common thread and link to all people of Chinese descent is commercial interaction. Economic empowerment solidifies the population which is spread throughout the world. This is obviously successful and we, people of African descent, should use this as our new model. As the nation of China is the center of the Chinese Diaspora commercial activity, the United States should become the commercial center for the Black Diaspora. Our economic status, educational levels and personal wealth are the greatest amongst the Diaspora. It is our destiny to lead this major project and set policy, trade routes,

best practices for all of us to follow. It won’t be easy but anything of value never is. Let’s begin working on this. During the next few months I will be working furiously on setting exchange programs with Afro Latinos in the heavily Black populated nations of Colombia and Brazil. They possess the two largest Black populations in South America. We have had interaction in the past and now it is time to pick up the pace in a turbo fashion. African-Americans should get ready to learn a lot about these two nations and many of you should plan on traveling to and from and, also, seek business opportunities amongst all the players. Both Colombia and Brazil have what we call Historically Black Colleges and Universities. We should develop a Sister Program between them and some of our HBCUs. The business and engineering schools should be in constant interaction and we, the United States, should provide good internship opportunities for students in the South American schools with major U.S. corporations. This would develop capacity and valuable experience that the students can take back to their re-

spective communities. They could start entrepreneurial ventures that would create significant numbers of jobs and start them on a wealth building journey. My plan is to develop partnerships with at least two U.S. schools and one Colombian campus and one from Brazil. We will assemble a working group of African American entrepreneurs and go on fact finding missions to these two nations. We will also host fact finding groups from Brazil and Colombia to likewise see how we do it in America. From there we will organize aggressive trade missions and seek to form joint ventures and other economic collaborations with our entrepreneurial counterparts. Perhaps we can get the World Bank to provide some token financing that could jump start our newly formed ventures. Some way; some how we will find the seed money (even if it comes from our own pockets) and start the long and glorious mission. Of course, we will have to develop a good political strategy. Nothing gets Congress and the U.S. State Department more nervous than a group of African American entrepreneurs visiting foreign nations on a business trip. This is a

“game changer” and will revolutionize the economic order and the place where descendents of Africa will interact. We must charge quickly and at the same time let them know that our intent and purpose is peaceful and positive. After all, why can’t descendents of Africa be self sufficient and economically viable? There is absolutely nothing wrong with this and only we, ourselves, will be the ones to change it. No, we cannot wait on the “gatekeepers” to open the gate. Let’s jump the gate! This will be the start. Soon we should have all of South America connected along with the Caribbean. From there we go for the grand prize – the wonderful continent of Africa. Africa, our motherland with all its treasures and natural resources that exceed any other geography in the world, is the final prize. Professor Gates and the Blame for Slavery Like everyone else who read Professor Skip Gates’ piece in the New York Times asserting that Africans were just as responsible for slavery as Europeans, I was aghast because he is one of the most acclaimed scholars in the country and his position lends credibility to those who oppose an historical corrective for the oppression of African peoples. Admittedly, my concern also arises from the publication of my most recent book on Reparations, “The Price of Racial Reconciliation” in which I take a strong position favoring Reparations as a long time member of this movement. Although Prof. Gates’ argument is cast in scholarly terms, it should be said that he is not a recognized scholar of African history, a fact which has caused him to design a simple equation of the culpability of Africans with Europeans in the slave trade. This cannot be so, even if he accedes his point that Africans were surely involved in the slave trade. The other side of the story is that in the 300 years from the middle of the 16th to the 19th

centuries, the slave trade evolved into one of the primary, if not the engine of the first sincere wave of globalization. The development of trading firms from Spain and Portugal to England were the result of the enormous profits from the trade that enriched towns and cities throughout Europe and the Americas and allowed for the extension of European armies and traders into the interior of Africa to concretize the process of colonialism. I use the word “concretize” because Professor Gates seems to infer that Africans were on an equal part with Europeans in this process. They were not. Consider if you were a chief who sold an enslaved African to a European and received a bottle of rum or some trinkets for the sale. What could you do with that resource? How powerful was it? On the other hand, the person who was sold to the European constituted a dynamic resource because he and she could produce others, could work for years to enrich the owner and with the profits, the owner could create new civilizations. There then, is no sense of “equality” between the two in the process of the exchange of slaves.

Ron Walters But even if you credit Professor Gates’ argument that Africans were just as culpable as Europeans for slavery, how does that wash when it was the Europeans who possessed the gold, salt, trinkets, liquor and other items they could exchange for slaves, together with the means of transporting them to new areas of the globe. Even though Europeans did not traverse the interior of Africa until the middle of the 19th century, they did not need to do so, because most of the West African population was near to the Coastal areas except for the Angola/Congolese areas. The great civilizations of the Mali/Songhai area was defeated by the Islamic

invasion beginning in the 7th century and was still under the control of much of North Africa at the time of European entry into Africa. So, Europeans built fortresses on the coast of West Africa to administer the process of slavery made possible by the introduction of European armies that did make forays into the interior and back to the coast with slaves. In short, the truth is that if Europeans did not have the infrastructure for slavery, it would not have been profitable to Africans and thus, would not have become the vast commercial global enterprise that it did. I consider the slave trade one of the aspects of what I call “The Grand Narrative of Oppression.” This narrative has many parts. Professor Gates’ argument does not even take into consideration the fact that when the Transatlantic slave trade ended, a local slave trade matured inside the United States run by whites with the same features of production and distribution of enslaved peoples that carried over from the original trade. Then, he does not consider the fact that slavery itself extended into the 20th century and that the Saturday, May 8, 2010

racism against so-called “free” peoples of African descent became a major feature of oppression that also calls for Reparations. While writing my book, I was in South Africa and ran into a Zulu chief who understood Reparations this way: my friend stole my bicycle from me, then he came to me several months later and wanted to be my friend again. I told him that he must return the bicycle first. His friend hesitated because not only did he not have the bicycle, he had used it to enrich himself beyond the status of his friend. Thus, the issue of Reparations is one of justice. With the monumental profits that were derived from the slave, although one can accede to the fact that Africans did participate in the Transatlantic slave trade, one cannot equate that fact with European culpability for slavery. AFRICAN LIBERATION DAY 2010: PART I

I’m Afraid that We’re Leaning the Wrong Way Was it just me who had the hair rise on the back of my neck when those legislators, who had the moxie to step up to the mic and explain to the public that they thought it out, came up with the most stupid thing and that was to call in the National Guard with their fully automatic weapons to suppress the murder rate by use of the force of the Illinois Guard? What were they thinking and how dare they have the gall to fail civics?!! Well, you have to know that these two guys won’t make it to the top of the heap at the legislature. Madigan would have told them not to open their thoughts, especially when it was for sure that they would lose any high committee in the future. I think they weren’t aware that they wouldn’t ever get a leadership role on any committee. They set themselves up and obviously did not gain anything. They seemed to not know that what they were about to open up was a can of worms. I almost fell over on the floor. My mind was screaming and the angels had to have flown in and landed one on each shoulder. The two of them did. These two guys apparently did not see the movie titled “The Siege” with Denzel Washington, Bruce Willis, and Annette Bening. I will assure these two guys that they were about to set off the real deal with what they were proposing. We the people of Chicago who are or have already lived through this scenario with a mess of Illinois National Guardsmen, with tanks prepared to answer to a command understand living in a chaotic state. The quality of life in the Black community had been truly diminished. Now the community was no longer plagued by the looting and destruction of property it was also dealing with the forces that

These ALD events have been very successful and we have been honored to sponsor them. Other groups are now sponsoring African Liberation Day celebrations and activities throughout the United States. African Liberation Day has become an institution throughout the African world. It is a day

when all people of African ancestry should come together. Whether you were born in Ghana, Nigeria, Liberia, Kenya, Ethiopia, South Africa, Mozambique, Zimbabwe, Haiti, Jamaica, Mississippi, Alabama, Georgia, Belize, Bahia, Canada, Cuba, Trinidad, Puerto Rico, Paris, or Chicago, as long as you are Black, you are an African, with a common heritage, and a common set of conditions. As we prepare to participate in the upcoming weekend of events and activities, we must always remember the origin and development of African Liberation Day. Our ancestor, Kwame Ture, explained, “ALD was founded by Kwame Nkrumah on the occasion of the First Conference of Independent States held in Accra, Ghana and attended by eight independent states. The 15th of April was declared African Freedom Day to mark each year the onward process of the liberation movement, and to symbolize the determination of the people of Africa to free themselves from foreign domination and exploitation.” Further, the AAPRP (AllAfrican People’s Revolutionary Party) points out that, “On the 25th of May 1963, 31 African heads of state convened a summit meeting to found the Organization of African Unity. They proclaimed May 25th as ALD and called for mass demonstrations and manifestations in every corner of Africa and the African Diaspora.” The idea of ALD has its origins in the long history of African people to break free of the yoke of European domination and white supremacy. This is a time in which we emphasize our oneness as a people with a common past, common set of problems, and a common future. The capturing of millions of African people, who were placed in slavery and introduced into the western hemisphere as property and commodities, is the backdrop upon which we commemorate African Liberation Day. It was the slave trade industry of the fifteenth, sixteenth, and seventeenth-centuries involving Britain, France, Portugal, Spain, Belgium, and Germany that served as the foundation for these western powers and provided them the

margin of profit in getting the greatest return off of their investment. The western world still seeks to keep Africa and African people worldwide in bondage, so they can continue to maximize the greatest return off of their initial investment. After chattel slavery was abolished in England and the United States, the slave trade industry began to wind down. The former slave-trading nations found themselves no longer needing slaves, but yet stumbled upon the other natural resources of Africa. They began to fight each other over the gold, diamonds, and other mineral and plant resources they were discovering. This resulted in the calling of the Berlin Conference in 1884, where the European powers united to divide the continent of Africa among themselves. It has been discussed, historically, that those who control Africa, control the world. Therefore, the Berlin Conference was a crowning blow in African history. The results of this conference led to the carving up of Africa so that France, Britain, Portugal, Spain, Belgium, and Germany controlled separate territories throughout the continent. This became known as the colonial period in African history. The colonial period in Africa, just as the enslavement of African people captured and brought to North America, had a devastating impact on Africa and African people. It was not until the early 1950s that the first African country gained political independence in the movement to reclaim Africa. That country was Ghana under the leadership of Kwame Nkrumah who led the Ghanaian people in their fight against British colonialism. I will continue the discussion of the origin and development of African Liberation Day in my next column. Enacting Effective Consumer Finance Reform: A Federal Duty By Charlene Crowell NNPA Financial Writer On April 29, the Senate Subcommittee on Financial Services and General Government Committee met to address the shortfalls of current federal programs intended to stem still-unfolding foreclosures. The session led by subcommittee chair, Illinois’ Sen. Richard Durbin, and ranking member, Sen. Susan Collins of Maine, included candid testimony by Treasury Secretary Timothy Geithner. After acknowledging how the housing crisis continues to affect millions of Americans, Secretary Geithner recounted the resources dedicated to a series of federal response programs before shifting the focus from government action to the private sector’s inaction. “I want to be clear,” said Geithner, “that we do not believe servicers are doing enough to help homeowners – not doing enough to help them navigate the difficult and often frightening process of avoiding foreclosure.” Geithner continued, “We are troubled by reports that servicers

have foreclosed on potentially eligible homeowners ... That they have lost documentation, or claimed to. That they are not responding to the needs of responsible and increasingly desperate homeowners.” New research from the National Community Reinvestment Coalition (NCRC), also released this week substantiates Geithner’s claims. The report entitled Foreclosure in the Nation’s Capital examined loans in the Washington, DC Metropolitan Statistical Area (MSA) that includes the District of Columbia, five Maryland counties, another 10 counties in Virginia and two in West Virginia. According to NCRC, this specific geographical area was chosen because it reflected the procession of foreclosures in other locales and additionally builds on earlier findings by numerous other organizations, including the Federal Reserve. Citing the U.S. Congress Joint Economic Committee finding that $2.7 trillion of housing wealth was lost from 2007-2009, NCRC’s study confirmed many of the same conclusions earlier reached by the Center for Re-

For example, NCRC found that in the metro DC area, lending patterns revealed that 70 percent of Latinos and 80 percent of African-Americans were more likely to receive a subprime loan. Secondly, African-American

mortgage loans went to foreclosure more often than those held by whites. As early as 2006, CRL’s own research determined that minorities were significantly more likely than whites to receive a high-cost, subprime loan even when credit scores were the same for both home purchase loans and refinance loans. Much of the disparity in lending was related to higher interest rates, pre-payment penalties and yield spread premiums - a fee lenders paid to mortgage brokers for selling high-cost loans. Most importantly, CRL warned in this report that “We believe that evidence of disparate pricing for borrowers of color is likely a symptom of a larger set of issues in a market that has gained notoriety as a magnet for predatory lenders.” The irony is that all of these

lending disparities occurred when federal laws have already been enacted to assure fair housing, fair lending, community reinvestment and more. So the logical question becomes, “What happened to enforcement?” The unfortunate answer is that all too often, regulators relegated consumer concerns to those of private enterprise. In that process, all consumers, but especially consumers of color were hurt financially while lenders made record profits and bonuses. Consumer financial reform should address these ills – not just for communities of color – but for everyone. Exelon employee volunteers spruce up Jackson Park for earth Day and National Volunteer Week Exelon employee volunteers joined Friends of the Parks recently to plant and care for trees at Jackson Park on Chicago’s South Side in recognition of Earth Day and National Volunteer Week. Volunteers planted 25 young trees and mulched existing trees in the park to promote healthy growth. When mature, the 25 new trees will absorb up to 1,200 pounds of carbon dioxide per year, helping to counteract greenhouse gases emissions in the Chicago area and address climate change. Friends of the Parks is a nonprofit park advocacy organization, dedicated to preserving, protecting and improving Chicago’s parks and forest preserves. “Exelon is excited to join Friends of the Park again to celebrate Earth Day as part of our companywide National Volunteer Week observance,” said project leader Jerrold Martin, Exelon’s vice president of IT Infrastructure & Operations. “Planting and caring for trees is just one way our employees are taking an active role in Exelon’s response to global climate change.” The event was one of more than 70 community service projects Exelon employee volunteers are leading in recognition of National Volunteer Week. The performance by first cousins Adé Williams (age 12, violin), Mira Williams (age 12, violin and viola), and Ayanna Williams (age 18, cello) will showcase a diverse repertoire of music arranged for string trio, including classical, gospel, jazz, and popular tunes. Cellist Ayanna Williams says, “One of our favorite pieces is a medley called R.I.P Michael Jackson. Whenever we perform it, people sing along, dance, and even cry a little. They are amazed that even popular music can be performed on string instruments. John Luther Adams wins Nemmers Prize in Music Composition American composer John Luther Adams has been named the 2010 winner of the $100,000 Michael Ludwig Nemmers Prize in Music Composition. The announcement was made April 29 by the Northwestern University Henry and Leigh Bienen School of Music. The biennial award honors classical music composers of outstanding achievement who had a significant impact on the field of composition. Past winners include John Adams (2004), Oliver Knussen (2006) and Kaija Saariaho (2008). “John Luther Adams was cited by the selection committee ‘for melding the physical and musical worlds into a unique artistic vision that transcends stylistic boundaries,’” said Bienen School of Music Dean Toni-Marie Montgomery. The Nemmers Prize committee that selected Adams is comprised of three anonymous individuals of widely recognized stature in the international music community. Adams has earned awards and fellowships from Meet the Composer, the National Endowment for the Arts, the Rockefeller Foundation, the Rasmuson Foundation, Opera America, the Foundation for Contemporary Arts and the Alaska State Council on the Arts. In 2006, Adams was named one of the first United States Artists Fellows. Adams’ music is influenced by nature, especially the landscapes of Alaska where he has resided for more than 30 years.

John Luther Adams (b. 1953) came to music as a rock drummer. He studied composition at the California Institute of the Arts where he received a bachelor of fine arts in 1973. Two years later he made his first trip to Alaska, where he has lived since 1978. Adams has served as timpanist and principal percussionist with the Fairbanks Symphony Orchestra and the Arctic Chamber Orchestra. From 1994 to 1997 he was composer-in-residence with the Anchorage Symphony Orchestra, Anchorage Opera and Alaska Public Radio Network. He has served as president of the American Music Center, a New York-based national information and support center for new American music. “When I learned I’d been chosen to receive the 2010 Nemmers Prize, I was stunned,” said

Saint John Church was proud to celebrate its 106th anniversary on April 4, 2010. The Mission Department has been involved in mentoring and tutoring children for many years at the Overton School. A large percentage of these women are retired teachers, administrators, and principals, for the Chicago Public Schools. The Mission Department helps outfit the children with over 100 book bags and school supplies each year. While

this focus has been on the children, members also help support and encourage the parents with food vouchers and food baskets at Christmas, Thanksgiving and Easter. For many years the Mission Department had a food pantry out of the church. The members visit nursing homes on a regular basis. In past years the church along with the Mission Department helped in organizing and maintaining a school for unwed mothers working with the Chicago Board of Education. The school was located in the church Parish House. Currently members visit a women’s shelter and have been for several years. The HRDI shelter is a substance abuse 90 day half way house, where care packages are distributed for special holidays. Members also have an ongoing relationship with the Cook County Jail and the Warrenville Prison. At these places the Mission Department aids with a food pantry for the young

women incarcerated there and distribute care packages and toiletries. The Mission Department has actively supported church member Leslie Pelt, a niece of our beloved late Pastor William A. Johnson in a missionary post in Nigeria, West Africa. The Mission Fund aids both the home and foreign mission activities. After many years the school started by our members and the church in Issele Azagba, Nigeria is still being supported. Senior Pastor, Dr. Ricky Freeman said “we hope to see many friends and family on Sunday May 30, 2010 as Saint John Church-Baptist celebrates the centennial of its Department of Missions, which is the oldest, continuously functioning organization of the one hundred-sixyear-old congregation. The celebration will honor the legacy of leaders and workers who have guided the Department of Missions in its efforts to promote the

Recently, a judge in Madison, Wisconsin voted the government sanction this national day as being unconstitutional, under a lawsuit presented by a resident of Wisconsin. The administration of President Obama however, recently decided to appeal this ruling allowing America’s citizens to once again freely pray for the country, the states, the cities and

Daley and City Council members passed a resolution recently, proclaiming Mother’s Day, May 9, 2010 “Pin-A-Sister Sunday™.â€? Council members wore pink to a recent session in a proud display of their support for the resolution. During a short ceremony marking the resolution’s passage, council members decorated one another with pins of a woman in a pink dress, and shared testimonies about how breast cancer has affected their lives and the lives of their loved ones. Mayor Richard M. Daley was pinned by Access Community Health Network CEO Donna Thompson. The “Pin-A-Sister™\Examinate Comadre™â€? Stand Against Breast Cancer 2010 Resolution, named for the Pin-A-Sister™\ Examinate Comadre™ Cam-

paign launched by ACCESS in 2007, draws attention to racial disparities in breast cancer mortality rates and encourages African-American and Hispanic women to get regular mammography screenings. Each year the campaign culminates on Mother’s Day with a signature event, called Pin-A-Sister Sunday™, in houses of worship throughout Illinois and in other states. While advances in medical technology have reduced the mortality rate for white women over the past two decades, survival rates have not improved for African American and Latina women. “Despite the fact that African American women are far less likely to get breast cancer than white women, they are 116% more likely to die from it.
