More police headed to troubled areas By J. Coyden Palmer Mayor Daley on Wednesday announced that an additional 300 officers will be deployed into some of the city’s most troubled neighborhoods to combat violence before July. The announcement came as Daley received new data about crime in Chicago. Already the police department is reassigning current officers to try to make use of their manpower. The department will move 33 officers, who are currently in administrative positions, and 11 detectives from the arson unit, to help with criminal investigations and street crime. Daley also said 86 cadets will be graduating from the police academy in July and will be ready to hit the streets to begin patrolling upon graduation. Daley said although the city is in a financial crunch, he’s not worried about the economic impact the moves will have. Instead he said these measures won’t cost much at all because the cadets’ salaries will be paid for by federal stimulus dollars for the first three years and the other resources are coming from within the department. “We are doing well with the resources that we have, but we are still looking at ways to improve,” Daley said. “These may not seem like a lot of officers, but every officer counts.”
Critics, including Fraternal Order of Police President Mark Donahue, say Chicago’s crime rate can be related to the shortage of officers. The department is currently
830 short of its authorized strength of 13,500. Last month alone, 130 officers retired and there could be as many as 1,000 retirements by the end of the year, Daley
said. The shortage of officers not only is putting the public in danger, but current officers as well, Donahue said. (Continued on page 3)

Group: Criminalize police torture Illinois Coalition Against Torture also seeks to lift limitation statues on filing torture cases By La Risa Lynch Allegedly, former Area 2 Police Commander Jon Burge and his underlings used a makeshift cattle prod to shock the genitals of suspected murderers, suffocated others with plastic bags over their heads or simply used their fists to beat confessions out of men held in police custody. These acts of torture are punishable under the law, but Burge is not standing trial for that. Rather the 22-year police veteran faces perjury charges for allegedly lying about his role in torturing 110 men to federal investigators. But a newly formed group of 30 community organizations want to change that. They are demanding city, state and federal officials make torture by law enforcement

June marks torture awareness month. “In the state of Illinois, there is no statue that criminalizes acts of torture by police officers,” said Joey L. Civil Rights organizations support Congressional action The Minority Media and Telecommunications Council (MMTC) applauded the efforts of Congressman Rush and 73 other Democratic members of Congress who seek new laws to stop the Federal Communications Commission’s (FCC) attempts to reclassify broadband and impose ill-conceived regulations on the Internet. In the wake of the submission of the FCC’s National Broadband Plan in March, many members of Congress and elected officials from across the country want the Commission’s first priority to be achieving universal broadband adoption and informed use by all Americans. That means getting the 14 million Americans who are not online connected to high-speed Internet services. Congressman Bobby Rush is leading the effort to protect our communities. Congressman Rush,

The FCC’s current push to reclassify broadband as a “common carrier” service has been deemed by many notable organizations as a dangerous hindrance to the goal of achieving universal broadband adoption by minorities and underserved communities. “High-speed Internet is critical infrastructure that minority communities must have to survive in a digital economy. The FCC’s proposed rules would hinder the ability of low income and underserved communities to receive the full benefits of broadband,” said MMTC President David Honig. As MMTC’s David Honig explained, “We want access to the
underserved to be the FCC’s top priority. We would encourage the FCC to consider the potential detriment that common carrier regulation of broadband could have on minority communities and new digital entrepreneurs. We support Congressman Rush’s efforts, every step of the way, and we encourage Congress to step in and pass a law that protects digital civil rights.” The movement to stop the FCC proposed rules also includes many distinguished minority and labor organizations including the National Black Caucus of State Legislators, the National Organization of Black Women Elected Officials, the National Black Chamber of Commerce, the Rainbow PUSH Coalition, the League of United Latin American Citizens, the National Coalition on Black Civic Participation and the Communications Workers of America.
Broadband for America and CBA open new technology center for youth in Chatham By J. Coyden Palmer Despite the recent news of violent crime terrorizing the Chatham community, good news was brought to the area boosted by a $25,000 grant from Broadband for America. The Chatham Community Tech Center, in conjunction with the Chatham Business Association [CBA] will be opened in the QBG Foundation Building at 806 E. 78th Street. The center will be a facility for youth community organizing and leadership development that focuses on increasing youth participation in all aspects of the community using technology as a tool. The center will also teach youth the skills that are being sought by employers in today’s digital world. “CBA is very grateful to Broadband for America to share in our mission to provide the youth of our community with an opportunity to acquire technological skills they need for seeking and retaining employment,” said Melinda Kelly, executive director of the CBA. “In addition to basic computer skills training, job readiness workshops and other training programs, our youth will have a place to complete research and homework.” The Pew Internet & American Life Project released a report last year that showed 63 percent of Americans had broadband internet in their homes. But for African American homes, only 46 percent had the technology. Ironically the number of African Americans using the internet on mobile devices increased while it 2
is less likely they will have broadband use at home, according to the report. Congressman Bobby Rush (D1st) said the new facility will help ensure Chatham’s place as a stronghold in the city’s African American middle-class. He said addressing the issue of preparing people for employment is one that also helps reduce crime. He said many criminals turn to the lifestyle because they are unemployable due to a lack of basic job skills. This need among young people, especially young men, is growing.
“The Chatham Business Association understands the need for opportunities and mentorship for our nation’s youth, that is why their effort to create a stateof-the-art technology center in the Chatham community is a great example of business and civic leaders working towards solutions,” Rep. Rush said. “The center will go a long way to closing the digital divide in urban America.” Ava Parker is a member of the adopting council for Broadband for America. She praised the CBA for their efforts in helping
to inform youth and give them a voice in public policy making as it relates to issues of buying a home, paying for school, seeking a job or own a business. “Today our nation is at a crossroads,” Parker said. “We’re fortunate to live in a country where internet adoption and its use are growing each year, yet we are showered with the reality that this growth occurs slowly in some of our communities. Many members of our community who could most benefit by the digital revolution are the same people who sadly are too often left of-
fline.” As a result for the Broadband for America funding, the CBA tech center will provide training for 100 low-income youth at no cost. Best Buy will make it possible for some center users to receive the Internet and Core Computing Certification (IC3). The Illinois Institute of Technology will be a major source for providing innovative technological programs for the Tech Center and will help the organization reach its goal of providing 25 computers for the tech center.

NEWS ComEd customers fleeced by con artists impersonating ComEd workers Number of reported scams has increased more than 70 percent so far in 2010 With a more than 70 percent increase this year in cases involving con artists impersonating ComEd workers to obtain cash or personal information from customers, ComEd is warning customers to protect themselves. ComEd officials report that impersonators use a number of tactics to snare their victims. In some cases, the scam artists wore plain clothes, and other times they wore some clothing similar to a utility worker such as a hard hat, a shirt with a ComEd logo, or a generic orange safety vest. And with the number of impersonations rising at an alarming rate, what should customers do? 1.) Always ask to see a company photo ID before allowing any utility worker into your home or
business. 2.) Never pay on-site for “services.” ComEd employees never will ask for cash payments or personal banking information. 3.) Be skeptical of individuals wearing clothing with old or defaced ComEd logos. If you have any doubts, ask to see a company photo ID. ComEd Vice President of Strategic & Support Services Rita Stols said the key is to always ask to see a company photo ID before letting anyone into your home or business. This applies whether the individual identifies himself as a utility worker, a postal carrier or cable technician. “Twelve incidents have been reported to ComEd so far this year, up from seven for all of 2009,” Stols said. “Other utilities have reported additional incidents, and a wide variety of customers have been targeted, ranging from

individuals to a church to small businesses. So everyone should be on the alert.” Customers have reported losing as much as $700, but in some cases, customers’ skepticism has protected them from being scammed. The most recent incident occurred on May 27 on Chicago’s Northwest Side when a customer reported that a man knocked and claimed to be a ComEd employee. The man asked several questions about the customer’s home and requested to enter. When he would not show a company ID, the resident refused and contacted the police and ComEd. No arrest has been made. If you believe you are a victim of a scam, please report it your local police and call ComEd security at 800-550-6154.

Law Will Improve School Principal Certification Requirements
“I consider what the Mayor is doing as a ‘Band-Aid’ solution to something that needs major surgery,” Donahue said. “We have more officers working now on patrol by themselves, which isn’t as safe as a two-person car. We have a continual concern on this issue. The department has not given as much attention to this as they did in the 1970’s when they deemed it was necessary to have two people working in a car so they can properly service the members of the community. I’m especially concerned about officers who work on midnight patrols by themselves.” Donahue added that when the city agreed to lower the retirement age to 55 as a cost saving move, they also agreed to fill all of the retirement positions with new officers. That isn’t taking place, according to Donahue, and the citizens are the ones who suffer. “We understand the city is in a financial storm, but the question the mayor and the citizens have to ask is at what cost to public safety are these decisions to save money going to have on the community?” Residents in many African American communities have complained about slow response times from officers and in some cases police never respond. They say it’s obvious there is a shortage and can’t understand how a department with a $1.3 billion annual budget can’t put officers in areas where needed.
Governor Pat Quinn this week signed a bill into law that will strengthen Illinois’ application for federal ‘Race to the Top’ funds. Senate Bill 226, sponsored by Sen. Deanna Demuzio (D-Carlinville) and Rep. Mike Smith (D-Pekin), will revise the certification process for individuals who would like to become school principals. “We are committed to doing everything we can in Illinois to make sure our students receive the highest quality education possible,” said Governor Quinn. “This law will ensure school principals receive the best training and put us in a good position to receive federal ‘Race to the Top’ funding.” Under the new law, nonprofit organizations can offer certification and endorsement programs without working in conjunction with an institution of higher learning. Such programs need to be approved by the Illinois State Board of Education (ISBE) and must meet all of the criteria that are required for university-based programs. Senate Bill 226 requires that the State re-accredit all current principal preparation programs to ensure that they meet the new targeted standards. The law also creates the principal endorsement for individuals who are interested in becoming school principals. Principal training programs will be approved by ISBE and will prepare participants with
Governor Pat Quinn the skills they need to oversee Illinois’ schools. To receive a principal endorsement, one must have four years of full-time teaching experience and a master’s degree. They must also have successfully completed a principal preparation program. The legislation was based on recommendations from the School Leadership Task Force, and it will improve the state’s ‘Race to the Top’ application, which is due June 1. The law goes into effect July 1. ‘Race to the Top’ is a $4.35 billion competitive grant program funded through the American Recovery and Reinvestment Act (ARRA). ‘Race to the Top’ aims to drive education reform and boost student success principles to which Illinois is deeply committed. States are evaluated based on their commitment to enhancing standards and assessments; improving data collection and use; strengthening teacher and administrator effectiveness; and turning around struggling schools. “People have become frustrated and I think that’s why you saw the large public response last week when that senior citizen killed that burglar,” said Charles Hanson, a resident of Grand Crossing. “The mayor and police chief tell us to dial 911 and report crime, but when you do that, you’re hoping they show in time. People are ready to take matters into their own hands and I don’t think that would be good for the city. I’m in favor of keeping the handgun ban, but at the same time, I think people have a right to feel safe.” Just hours before Daley’s press conference, police announced the arrest of a Chicago man and charged him with a felony for making a false 911 call to try to get a quicker response time. Joshua Wells, 21, allegedly called 911 twice; first to report his car was stolen, but when officers hadn’t responded, he called back and said he had been shot. Three police units responded and were looking for a shooting victim when they learned the report was false. They arrested Wells on a felony count of disorderly conduct. A day earlier, the parents of a Chicago Police officer who was killed in the line of duty last month, were honored by the Cook County Board. nals if we want to stop the rash of violence in the county. “I would hope that my son's death would make the city of Chicago, the world a safer place,” said Wortham as he choked back tears. “That’s what he wanted. He wanted us to be better people in the world. If all the good people come out and do what they gotta do, this could be a safe place for everyone.” Thomas Wortham IV was an army veteran and police officer who was killed two weeks ago by a group of men who were trying to rob him of a motorcycle outside his parent’s home in Chatham. His death has galvanized that community to pull together and fight crime. The fallen officer’s mother said her son was a “poster child for personal responsibility,” something that many young people in the community lack. “Some of these youngsters out here need someone they can look up to or we are going to continue to have the carnage in our community that we have now,” said Cong. Bobby Rush, who spoke at an event in Chatham Wednesday. The increase in patrol officers is just one step in stopping the crime, Rush said. More jobs and better parenting are also necessary, he added. 3

EDITORIAL RETURN OF THE WILD, WILD WEST? Recently, there were two unfortunate events in the Black community in America that brings to mind the era of the wild, wild west! In one incident, a young off-duty policeman was killed when three individuals attempted to "jack" his new motorcycle right outside of his parents’ home! The father of the slain cop, a retired policeman, yelled at the assailants to leave his son alone. They fired a shot at him. He retreated into his home, came out, shot and killed one of the culprits and seriously wounded another while they were still trying to make off with the motorcycle. In another incident, an elderly man shot and killed an intruder who was trying to break into his home. The intruder entered the home through a basement window and was attempting to break into a first floor apartment where the 80year-old man, his 83-year-old wife, and 12-year-old grandson were residing. According to reports, neighborhood residents clapped and cheered when the dead body of the intruder was removed. They were apparently fed up with the rampant crime in the Black community. These incidents bring to mind the conundrum surrounding the right of citizens to bear arms, and the laws in various states and municipalities that ban the use of handguns. The problem, as some see it, is this: if you prevent citizens from owning handguns for their own protection, the only ones who will be armed are the criminals and the police, both of whom have a shaky relationship with the community. Some states have opted for conceal and carry laws, while others have enacted outright bans on the private ownership of handguns. Though it is true that violence only begets violence, as evidenced by the examples above, it is also true that people should have the right to protect themselves from those who would do them harm. Had the elderly gentleman not had a gun to protect his family, there is a chance that he, his wife and his grandson would have been slain. In both of the above cases, the perpetrators fired first. It is sad, indeed, that society has reached a point where innocent citizens are routinely shot down in cold blood by criminals. It is also ironic that in the first case above, the off duty police officer was a member of the National Guard and had served two tours of duty in Iraq, returned from that deadly war zone only to be shot down in the street by someone at home! And in each case, those who were protecting themselves placed themselves in jeopardy of facing charges for their actions! Some individuals are calling for the National Guard to patrol urban streets. This would be unwise, since the military operates from an entirely different mindset than community policemen. And if every citizen is allowed to carry firearms, the streets of America would return to the notorious lawlessness of the earlier days of the settling of the Western frontier. In a case such as that, no one is really safe. What could be a solution to this conundrum? The answer might lie in tightly knit community groups that ban together without weapons to intervene in the quality of life and protect their communities through walking patrols and "drop -a - dime" networks wherein citizens work hand in hand with the police. That would greatly help offset what is otherwise a seemingly hopeless situation. 4

LETTERS TO THE EDITOR Challenging Conductors of the current Underground Railroad Dear Editor: This message is to the conductors on the current underground railroad: Conductors, Please let us resolve to challenge racism whenever and wherever we find it. Based on this concept, I am writing to a local Chicago hospital. Imagery is very important because it sends both covert and overt messages. It is important that all marketing be honest, positive and inclusive of all American citizens. This is something that I have always done in the past, but I must admit, I’ve gotten a little lax because I’ve been so engaged in the present situation of this racist reaction to OUR PRESIDENT. When furnishing my home, I always called companies and asked if they had any employees of African descent. If no, then I told them I could not spend my hard earned money with them until they hired some. We have more power and control than we often realize and the
best way to exhibit that is the way we spend our dollars and with whom. If we want employment in the Black community then we have to demand it. If we want to be respected then we have to demand and command it. The racists are on duty 24/7; they never sleep. They are continually dreaming and scheming of ways to keep their feet on us. Can we not spend some of our time forcing their feet off of us? Letter writing might take up a little of our time, but it is well worth it and it does get attention and if continually repeated, it gets some of the results that we want. Let’s get fired up and “Take our Rights back.”

Some words for President Obama about the Oil Spill By Harry Alford NNPA Columnist Mr. President, your predecessor paused for two weeks when Hurricane Katrina hit the Gulf Coast. We are well into the second month of the worst oil spill in the history of America. 400 species are at risk and millions of humans will be eco-
Harry C. Alford nomically destroyed and Mother Earth is about to be bludgeoned. We anticipate your bold action to rescue us but anticipation doesn’t make it happen. Allow me to give you some ideas of what is needed.
Do not trust BP to cap the well, clean up the mess and make the victims whole. They appear to be an “outlaw.” While safety is extremely paramount to the rest of the oil industry BP shuns it. BP has received 760 willful safety violations at their U.S. refineries in three years. No other company had more than eight during the same period. This company appears to have no regard for safety. Truth seems to be a fleeting trait also. They have bamboozled everyone who is working with them on this tragedy. They even punked you May 28 at Grand Isle, LA by stuffing the beaches with parolees as if they were bona fide clean up workers. Do you really think they are going to make the victims whole? All three companies involved – BP, Transocean and Halliburton are foreign entities. BP has always been in England. Transocean left Alabama for the Cayman Islands and is now based in Switzerland while Halliburton with its dubious past has left Texas for Dubai. It is not an understatement to say they are terrible credit risks concerning the cost of clean up and
reparations to the victims. Levy BP’s bank accounts and freeze its assets. Their 2009 revenue was $246.1 billion and their assets are $236 billion. Thus, take $50 billion in cash to set up an operating account for us to clean up the mess, cap the well and pay the victims. Set aside another $50 billion in their assets as backup. Halliburton and Transocean are much smaller firms so take a billion dollars each from them based on principle. So now we have the treasury to finance the mission. Thus, kick BP off the project. You will now be in control from a literal aspect. Recruit the Honorable Russel Honore, hero of Katrina, to oversee the coastline cleanup. This will significantly raise optimism among our local government officials and the public at large. Bring in the Navy as the command center for the water clean up. The Coast Guard is not military and this requires military discipline. The Coast Guard is way over its head right now. We need a Naval Admiral and all that entails to be in action. Recruit retired Shell CEO John Hofmeister to oversee the well
project. He has the experience and with a team of workers from other major and responsible oil companies he will get this done. Now, you have an all American team with proven loyalty to the people and integrity running the show. Do this now! The largest oil spill in world history happened in the Persian Gulf during the first Iraq War. Studies have been done and updated about that event. Have personnel from Interior, Energy and EPA review them and come up with an interim plan of action (Do’s and Don’ts) within the next five days. A final plan should be implemented within the next 14 days. Danger to human health is apparent. Cancer levels are probably going to skyrocket. Please get the Center for Disease Control (CDC) and the National Institute of Health (NIH) to provide recommendations for prevention and care. This should be implemented immediately. Millions of Americans are now at risk. Norway has the best safety process for offshore oil drilling. Have Interior, Energy and EPA study their process and make suggestions for
our standards within the next three months. We cannot be caught off guard again. Sir, DO NOT punish the entire oil industry for the mistakes of the British firm. The worse thing you can do is cease drilling and issue “pink slips” by the thousands to people who have played by the rules and have done the proper things. Let us not have knee jerk reactions that will further hurt our economy and put our security at risk. Our oil industry possesses the best engineers in the world and it is important that we all work together to supply the life blood of our energy needs, Oil. We should take out the “ulcer” not the “stomach”. I say these words and give this advice with the utmost respect. You are the President and as you go so do we. After we get through this major challenge may history report that this was your finest hour and America grew stronger. God bless you. Campbell Brown’s Exit Leaves CNN in a Crossfire By George E. Curry NNPA Columnist Campbell Brown’s decision to quit hosting her weeknight program on CNN because of poor ratings has left a void that some network officials are considering filling by hiring former New York Gov. Eliot Spitzer, possibly using him in an old “Crossfire” format. Yes, that’s the same Eliot Spitzer who had to resign two years ago after patronizing prostitutes. Spitzer was forced to step down after arranging for a New York prostitute contracted by Emperors Club VIP to meet him at the Mayflower Hotel in Washington, D.C. on Valentine eve. According to authorities, Spitzer paid the 22-year-old prostitute $4,300 in cash, which included a $1,100 deposit toward future services. The former New York attorney general and governor was said to have paid the agency more than $15,000 over six months, which was part of the $80,000 he was said to have spent on prostitutes over several years. With his wife, Silda, at his side, Spitzer said, “I have acted in a way that violates my obligation to my family and violates any sense of right or wrong. to my family. I apologize to the public to whom I promised better.” CNN obviously can do better than tarnish its brand by hiring Spitzer. But if it chooses to go that route, it should go all out and hire former New York Giants linebacker Lawrence Taylor as Spitzer’s co-host. Taylor was arrested in May and accused of paying $300 to have sex with a 16year-old runaway. He was charged with third-degree rape as a result of having sex with a minor as well as patronizing a prostitute. On their first show, the two could discuss how best to negotiate for the services of a prostitute. Spitzer could explain why he agreed to pay the expenses associated with getting a prostitute to travel from New York to D.C. to service him. Excluding the deposit for future services, that came to $3,300. He could have probably saved a couple thousand dollars by patronizing the local ladies of the night. Taylor, an All-Pro during his football playing days, proved that he is an All-Pro negotiator, compared to Spitzer. He spent $2,900 less than the New York governor. But Spitzer could, in turn, give Taylor some advice on making sure the prostitutes are at least of legal age. Both Spitzer and Taylor apparently prefer talent from

The fact that CNN executives would even consider hiring Spitzer, with or without Lawrence Taylor, shows how desperate they are to climb out of the ratings cellar. Its star hosts have lost 40 to 50 percent of their viewers over the past year. Larry King, for example, lost 771,000 viewers in the first quarter of 2010, compared to the same period last year. Moreover, Rachel Maddow of MSNBC frequently draws a larger audience than King in the 9 p.m. slot. Sean Hannity’s show on Fox reaches four times the number of Larry King viewers. “Larry King Live,” has lost 42 percent of his audience this year. Meanwhile, Fox News had its best year in 2009, with Bill O’Rilley, Glenn Beck and Greta Van Susteren significantly improving their ratings. As CNN struggles to reverse its slide, the logical person to replace Campbell Brown is Roland Martin, who substituted for Brown when she was out on maternity leave. Unlike most CNN hosts, who come across highly-informed, but boring, Martin is a perfect fit for cable TV. He’s knowledgeable, brash, opinionated, energetic, and lives and breathes social media, including Facebook and Twitter. Equally important, he represents the future. Although Fox News is riding high in the ratings, their days are numbered. In a memo to Time Warner employees last month, CEO Jeff Bewkes, said: “For Time Warner to keep growing, our great content must appeal more than ever to a broad and increasingly diverse audience.” Bewkes, who heads the parent company of CNN, noted: The Hispanic, African-American and Asian communities make up one-third of the U.S. population ($103.5 million people). lion. Eighty-five percent of U.S. population growth is because of the gains among Hispanics (56 percent); African-Americans (16 percent) and Asians (11 percent). Forty-five percent of American children under the age of 5 are minorities. “What that tells us is that, within the next three decades, Hispanics, African Americans, Asians and other minorities, as well as young consumers, will become the country’s new majority,” Bewkes said. “This increasing multiculturalism provides Time Warner with perhaps its greatest growth opportunity.” Rather than panicking by hiring someone as disgraced as Eliot Spitzer, CNN needs to diversify its on-air talent as well as those working behind the scenes. Unfortunately, the system of white supremacy developed in the western world, has caused far too many African people in America to
Dr. Conrad Worrill believe that the problem we face as a people is “us.” We must remind ourselves, time and time again, that African people in America were captured from Africa and brought to America against our will. As the “1974 Black Capital” article asserted, “Our introduction to the West was in the form of a commodity raped from Africa to be used as labor, capital, chattel, and currency to build a nation for someone else.” In the article, it explained that “. . . our history tells us that we were below slaves and less than human. We were things who were traded for horses, our women used as breeders and our children raised like chickens.” Finally, the “Black Capital” article pointed out that during the slavery process— “The level of our existence was based upon the skill and the will of those who owned us. They had the right to deem that which was best for their property. Therefore, the profit motive and 6
the skill of the slave master determined how this Black wealth would bring the highest return on his investment.” This formula is still at work today. Just examine the role of African people in the entertainment and athletic industry. White people own and control these industries and use African people to “bring the highest return off their investment.” If African people are going to ever have a serious mental breakthrough in terms of how we analyze our condition in America, we will have to resolve the question “are we our own worst enemy,” or has the system of white supremacy created a set of conditions that continue to keep us in an oppressed state? We must accept responsibility for answering this question as well as accepting responsibility for solving all the problems we face as a people. But in accepting responsibility for addressing the problems we face as an African people in America, we must have a framework out of which to properly conceptualize our problems. In 1852, the great African thinker in America, Dr. Martin R. Delany, wrote one of the most important books that accurately described our condition at that moment in history that is still applicable to our condition today. The title of the book is The Condition, Elevation, Emigration and Destiny of the Colored People of the United States. Delany wrote, “Unfortunately for us, a body, we have been taught that we must have some person to think for us, instead of thinking for ourselves. So accustomed are we to submission and this kind of training, that it is with difficulty, even among the most intelligent of the colored people, an audience may be elicited for any purpose whatever, if the expounder is to be colored. . .” Further Delany wrote, “and the introduction of a subject is treated with indifference, if not contempt, when the originator is a colored person. Indeed, the most ordinary white person, is almost revered while the most qualified colored person is totally neglected, nothing from them is appreciated.” In resolving the question of whether “we are our own worst enemy,” we should reflect that for over three hundred years white people openly discussed African people as a problem (1600 - 1900). Today they still discuss us as a Saturday, June 5, 2010
problem but the language is coded differently. As Dr. Anderson Thompson has written on the discussions that white people have had on what they have historically called “the Negro Problem,” “There is a duality in the story of western white man and his culture, which, paradoxically, is thrown into sharp relief wherever the Black man appears (or is dropped) on the scene.” Dr. Thompson says, “Whenever or wherever the white man exists in proximity to the Blacks the Negro Question appears.” The idea of the “Negro Question” is discussed further when Dr. Thompson writes, “The Negro Question in Western society has been a perennial subject of endless international debates, actions, decisions, wars, riots, lynchings— all of which flow out a recurring western dialogue: a conversation (for Europeans only) which for a long time took place between white men over what should be done with, about or to the Blacks they found in their captured territories.” Concluding on this point, Dr. Thompson informs us “The International Negro Question, or Nigger Question has, for the most part, been an integral past of European Civilization. Wherever in the world there existed Europeans in proximity to the African, inevitably the question arose as to how (not why, nor whether) the Black man should be exploited or should be eliminated.” We are not our own worst enemy— even though some African people in this country behave in manners that are not in our best interest. What we must continue to do is to understand this negative African behavior and assume responsibility for changing it. The enemy and problem is white supremacy and its continued impact on us.
There are two bills in Congress now that could potentially put considerable new resources into communities with high unemployment around the country to create jobs. The first is the $118 billion bill, H. R. 4231, that is essentially designed to extend unemployment insurance and provide tax incentives to companies to create jobs. That is being put on the fast track to pass before politicians leave for the recess in June to campaign for re-election. The second bill on the horizon however, is H. R. 4812 the Local Job Creation Act, a more far reaching bill that is the subject of a major effort by the Congressional Black Caucus (CBC ) to get groups mobilized to support it. It is an important piece of legislation because it sends funds to localities targeted to places with high levels of unemployment and poverty. A major recipient of such funding will be local government, not state governments, and a unique recipient will be non-profit community organizations that engage in local job creation. The Leadership Conference on Civil Rights recently sponsored a forum on Capitol Hill in collaboration with the CBC that featured mayors and economists, but also representatives of the unemployed, poor and homeless who told their stories. It built a strong foundation for the support of H.R. 4812. The importance of this legislative proposal is that it breaks with 30 years of ineffective urban policy. When Ronald Reagan came into office, cities were put on the backburner of public policy because they were associated with Blacks who were becoming majorities and producing local officials. So, the conservatives did not want to re-create President Lyndon Johnson’s Great Society approach of funding Model Cities or a War on Poverty. Most of the money went to corporations large

In return, they became exempt from billions of dollars of taxes for creating jobs in what became known as Empowerment or Enterprise Zones. While Bill Clinton sent $100 million to six big cities (Chicago, New York, Detroit, Los Angeles, and Atlanta), businesses received $17 billion (2002-2009). However, in 2005 a critical study by Harvard University for the U. S. Department of Commerce surveyed these programs and found that they produced very little economic development in cities that benefitted disadvantaged populations. There has been substantial agreement with its findings by researchers at the Brookings Institution, the Urban Institute and other authoritative organizations since 2005. It is time for the White House Office on Urban Affairs to go back to what worked. Lyndon Johnson’s approach of direct funding for job creation helped to create a new Black middle class which cut the poverty rate from 50% in 1960 to 30 percent by the end of that decade. But like any bill that has the hint of spending money on people who need it most, the Blue Dog Conservative Democrats are opposing it unless it is paid for, that it means it must abide by the “paygo” rule. However, Rep. Barbara Lee, is leading the CBC in trying to have this effort declared an “emergency” so that it does not have to conform to the Pay-go rules. Blacks and others who live in the Congressional Districts of conservative Democrats must finally challenge them. For example, I previously have mentioned John Barrow, a leader of the Blue Dog coalition in the House, whose district (Georgia 12) has a 45 percent Black population. But there are other Blue Dog districts with over 30 percent Black population, such as: Jim Marshall Georgia 13, John Spratt S Carolina 5, and Bob Etheridge N Carolina 2. With these healthy

THEY FIGHTING A certain non profit that is run by a couple of undercover lovers is hurting bad for money. When they were on the verge of getting a little, the couple got into a nasty fight at a board meeting and now everybody on the board realized they two been playing hide the turkey salami for a few months. Now people on the all Negro board of directors are wondering what happened to all of the operational funds and why they can’t seem to raise no cash. Will everybody’s “millionaire” friend, who has no problem evicting people, come to save them too? -ImaWHAT CHU TALKIN’ BOUT Isn’t it interesting that less than a month after an ashy-looking Gary Coleman appeared on Inside Edition with a huge knot on his head, that he winds up dead due to a massive head wound. Folks are buzzing about the possibility that Mr. Coleman, best known for playing wise-cracking Arnold on Different Strokes, was possibly murdered by none other than his own wife. Negroes flocked to You Tube to check out the video of Coleman going ape boo boo on the TV interviewers who wanted to know if his wife was the one who’d put that giant knot upside his head. The former child star didn’t outright say his trailer park bride did beat him down but he didn’t deny it ei-
ther—because both of them had been accused of whupping each other’s behinds in the past. One nosey person is so convinced Gary’s quick demise was due to foul play they have posted the phone number to the local police in Utah on the internet and have started asking America to call in? Really now? Do this person think America give one damn about a short, black, sickly, Negro, who marries and slaps around white women? This boy has had the worse luck on the planet. Makes us think he was born on Friday the 13th when his mama went into labor holding an open umbrella that she used to break 7 mirrors with right after a black cat crossed her path and she'd run out of salt. Coleman, adopted as a toddler, became a child model and TV star making him one of the richest kids in America. Though his folk pretended they was from Chicago they were really living in that broke down Zion, Illinois, where they ain’t even got one horse. The child star never grew to a normal height which meant when he was 13 he looked like he was three. Shortly after Coleman’s rise to fame his adoptive parents said “what chu talkin’ ‘bout Willis” to his millions and spent all of the boy’s dough on high hog living and bad investments before he turned 18. Somehow they ran thru about $30 million in five years--which is a new record for Colored foolishness. Once grown and living with a Michael Jackson impersonator (guess the real King of Pop didn’t want him), Coleman set out to sue his parents after he realized he didn’t have enough cash in his account to afford Jack N’ the Box and Rodney Allen Ripey changed his phone number. He wound up cussin’ out his parents, suing them in open court, winning a million dollars of his own money back—which he never got and then had to file for bankruptcy. We suppose its easier to intimidate folk who ain’t strapped and don’t give a damn about no Mother Ship and a bald headed scientist who invented white people. Joint Conference to Determine Final Consumer Protections July 4th New Target for Final Enactment By Charlene Crowell NNPA Financial Writer (NNPA) - When the U.S. Senate passed its version of Wall Street and consumer reform on May 20th the vote became a source of celebrated progress for those who waged a battle reminiscent of the biblical David and Goliath. In this 21st century battle, financial sector interests funneled $1.3 billion from 2009 through the first quarter of 2010 to preserve the status quo. Staffed with an army of 2,106 registered federal lobbyists, the financial industry seemed mighty compared to about 30 lobbyists fighting for the public interest. But in this case, “David’s warriors” won and the Senate passed a bill with solid consumer protections. The measure now advances to joint conference committee where designated members of each chamber will be charged with reconciling differences between the House version, passed last December and the newer Senate version. Their shared goal is to complete their work early enough to send a final bill to the President before the July Fourth recess. While Rep. Barney Frank (DMass.), chair of both the newlyappointed conference committee and the House Financial Services Committee, has offered some

Frank has already stated his intention to hold public hearings and deliberations. Quoted in a recent article from the Washington-insider publication The Hill, Rep. Full degree programs can also provide the flexibility that some students might need in order to complete their schooling while working through the day. The many applications of broadband in the education spectrum have had positive impacts on student achievement and the development of real-world skills. However, those without broadband at home sometimes compare it to life many thought had faded away decades ago as minority children are segregated from online schools and courses.
As the U.S. recession continues a greater emphasis has been placed on education as a means to not only make it through difficult times, but to ensure future generations aren’t afforded the same troubles, particularly in minority communities where residents have felt the impact of the recession the most. Many have turned to distance learning through broadband Internet. Broadband is revolutionizing the way that American students learn both inside and outside of the classroom. In some cases, broadband-enabled learning has replaced the traditional classroom entirely, allowing students to participate in classes and degree programs online. These op-
portunities enable students of all ages to receive quality education (despite location or income), while engaging them more fully in the educational experience. More and more students are finding ways to expand their learning through supplemental resources available at websites like Smithsonian Education (www.smithsonianeducation.org). Educational games found on websites like FunBrain (www. funbrain.com) are also helping children learn in a way that keeps them engaged. Because of these resources, and others like them, the playing field is being leveled for rural students, low-income students, nontraditional learners, and even those with disabilities.

Conversely, the House version calls for a new independent agency, the Consumer Finance Protection Agency (CFPA) that would be similarly charged to curtail abusive lending and deceptive practices but would exempt some industries such as auto dealers and real estate brokers; the Senate version would not allow these exemptions. Many pro-business interests have argued for a combination of limited consumer protections and exemptions while most consumer advocates have urged that an independent agency operate on a broad basis on a range of consumer concerns. Citizens are less concerned with the technicalities of proprietary trading or derivatives than they are about whether they can keep their homes, earn a living, and count on our country to ensure that every financial deal is a fair one. And, if by chance they should somehow find themselves caught in a dastardly financial deal -- will they have a true federal commitment to consumer protection and justice? It seems that in 2010, the time has arrived for our duly-elected representatives to give the people what they want: fairness and transparency in financial transactions. Those who would oppose these values may find themselves looking for their own Wall Street bailout. In the United States, the gender gap in the math and science fields continues to remain quite large. According to figures from the National Center for Education Statistics, women are far less likely than men to earn master’s degrees in computer science, engineering, the physical sciences or math. But two Chicago State University students — twins Keri and Kelli Jones — are changing that statistic. The Jones sisters each received their Master of Science Degree in Mathematics at Chicago State’s commencement ceremony. Earlier this spring, both were presented with the Graduate Honors Award during the University’s annual Honors Convocation. The annual award is presented by Chicago State’s graduate office to recognize superior academic achievement in each college department. Keri completed a master’s thesis, while her sister finished a master’s research project in math education. According to Dr. Rohan Attele, chair of the mathematics and computer science department, “both have a perfect

State graduated 474 students with a bachelor’s degree and 172 master’s degree recipients. As for teaching mathematics in a field traditionally dominated by men, Keri and Kelli agreed that hard work and perseverance are key to success. “I never really thought about math being a male-dominated field. I feel like anyone can be successful in math if they are willing to put in the work,” said Keri. Keri is currently teaching advanced algebra and trigonometry at Carver Military Academy. She has also taught math at Morgan Park High School and at St. Augustine College. Kelli completed her student teaching at Simeon Career Academy where she is currently teaching. She will continue teaching high school algebra and geometry, and is considering teaching at the university level in the future. “I like mathematics and teaching…there is never a dull moment. [Studying math] takes a lot of perseverance…there will be a lot of wrong answers before you get it right,” said Kelli. The Chicago Crusader

Austin Community Embraces AIDS Awareness Mural Residents, business owners, and politicians gathered Saturday, May 22 to dedicate newly-completed AIDS awareness mural; event featured special performance by Bin Laden Blowin’ Up Residents, business owners and politicians gathered at the northeast corner of Chicago and Mayfield avenues on Saturday (May 22) for a ceremony to dedicate a recently unveiled 15 x 30 feet community mural entitled “Austin is Doing Something (A.I.D.S.)” designed by Pilsen artist Carla Carr. More than 150 people turned out for the event, which featured food, music, giveaways, health information, a PSA film festival and an iTunes gift card raffle. The mural, which has the message “We have the power to

Kirk Franklin Gospel artist Kirk Franklin’s faith wasn’t always as strong as it is today. His father abandoned his family; his mother constantly told Kirk that he was an unwanted child and left him to be adopted when he was four; his sister became a crack addict; and he never saw a Black man who was faithful in marriage. Despite his shaky foundation he found strength and success through his music and through God. In “The Blueprint,” Franklin explains how, by communicating with life’s architect, God, he learned to see hardships as necessary life propellants and moved on to become the best-selling gospel musician in recent history, as well as a devoted husband and loving father. for four decades, it seems that nothing has changed since she began her career and the issues artists have faced before her and since. “One of the major obstacles that I have faced in my career has been financial racism,” she said. Chaka was excited about this documentary, however, in that it highlights the achievements of Chicagoans, so that everyone can see just what influences our residents have had on this great city and the world. “I feel very proud that we now have our first African-American president in the White House with Pres. Barack Obama and the fact that he hails from Chicago.” Throughout all her success and travels, Chaka spoke during the concert about being sober for seven years and gave many shoutouts to her family members from the area who attended the concert. Chaka could live just about anywhere, but she still truly loves Chicago. “I was born in Chicago, and it is a very special place,” Chaka added. During her drug addiction, Chaka says that she pulled through artistically and personally while still clinging to her music. “I wrote Angel while I was still using to remind me of what I mean to God,” Chaka said at the concert. “I have been able to sus-

Deeply Rooted Dance Theater kicks off 15th anniversary World Premiere Highlights Concert at Merle Reskin Theatre Deeply Rooted Dance Theater (DRDT), which creates world-class African-American dance theater that is innovative, thought-provoking and passionate, kicks off its 15th anniversary year with a performance featuring a world premiere and company repertoire June 24 at the Merle Reskin Theatre in Chicago. Deeply Rooted Artistic Director Kevin Iega Jeff will premiere I Am Deeply Rooted, featuring music by Mahalia Jackson, Roger Eno and Drums Over Miami. “We’re blessed to have people in our lives who support our talents, dreams and aspirations, unsung heroes who help to make us possible,” says Jeff. “There are also heroes we each admire from afar, ‘sung’ heroes loved the world over. These powerfully rooted and intuitive connections help shape Deeply Rooted’s process and remain vital to ensuring our sustainability. ‘Nothin’ But the Blues’ opens BET’s summer season The Black Ensemble Theater (BET) continues its “Five Play Season of Excellence” with the world premiere production of “Nothin’ But The Blues” opening the summer season. Written by Joe Plummer and produced and directed by Black Ensemble Theater Founder and Executive Director Jackie Taylor with Co- Director Daryl Brooks, “Nothin’ But The Blues” recreates the historic Theresa’s Lounge that was owned and operated by Theresa Needham and tells the story of one of the most notorious blues clubs in the history of Chicago. Theresa’s inhabited a basement on Chicago’s South Side and established its reputation nationwide as one of the most prominent blues clubs in the city. From its opening in 1954 until it closed in 1983, legends such as Junior Wells and Buddy Guy performed there. “The blues have such a rich history in Chicago culture and this show is meant to celebrate that his-

Criminalize police torture: Group (Cont’d from page 1) The group supports legislation that U.S. Rep. Danny K. Davis (D-7) is sponsoring that uses the United Nations’ definition of torture. Davis was unable to attend the press conference. But his legislation also sets no statue of limitation on when tortures victims can file a complaint with the U.S. Attorney’s Office. The UN defines torture as any intentional infliction of severe physical or mental pain. Police brutality, in come cases falls, under that definition. The UN ranks torture as a crime against humanity similar to genocide and slavery. Mogul noted that if such a law existed now Burge would be on trail for violating individuals’ human rights instead of lying about torture in a civil rights case. And while there are laws against law enforcement violating people’s rights, those laws are preempted by a five-year statue of limitation at the federal level and a threeyear limitation at the state level.
Mogul called those laws inadequate because of the entrenched code of silence that allowed Burge and other officials to hide their “crimes and misconduct.” “It took decades of litigation and organizing in the streets and in City Hall for the truth to finally come out,” Mogul said. “A longer statue of limitation is needed to hold police officers accountable for their crimes so they are not above the law or beyond the long arm of the law.” The group also wants new trials for 23 wrongfully convicted men based on coerced confessions. Their convictions, Mogul contends, based on those confessions violates state and federal laws. “It is time that there are given due process and be given new hearings,” she said. Mogul added that four individuals convicted by confession gained through torture were pardoned off death while two more were pardoned based on finding of innocence. However, Ald. Ed Smith
contends new trials are not the answer. Smith believes those individuals tortured should be exonerated. “I want them out of jail …,” Smith said, adding that the city should pay for these individuals’ time in jail. Smith added that he is working to get Burge to pay back “every dime the City of Chicago has spent on him.” Burge still collects his policeman’s pension, and the city is picking up his legal tab. The group is also demanding reparations for Burge’s torture victims. They contend the city should provide financial compensation along with counseling and educational services. Attorney Standish Willis, founder of Black People Against Police Torture, applauded ICAT for joining the call seeking reparations. Willis has long championed the idea since most torture victims suffer from post-traumatic disorders. “We have many dozen of torture victims who have never gotten redressed,
who have done the time, are in the community suffering from post-traumatic stress disorder, unemployed because of torture and false convictions,” he said. He added that under international law states that are “involved in or acquiesce to torture … must pay reparation to torture victims.” Jonathan Jackson, of Rainbow Push Coalition, a civil rights advocacy group, supports the legislation noting that torturers like “Pol Pot in Cambodia, Pinochet in Chile, Sadam Hussein in Iraq or Jon Burge in Chicago … must have no safe asylum.” Darrell Cannon, a Burge torture victim, praised the group for getting a cross section of people involved in this effort. He said the Burge case cannot be seen
as just a Black issue because “injustice has not color.” However, he added more political support is needed for change to happen. “I think politicians need to be serious in stepping up and saying ‘We condemn all forms of torture,’” said Cannon, who

Urban Health Initiative serves on the Southside The Urban Health Initiative (UHI) of the University of Chicago Medical Center held its 8th Annual Day of Service and Reflection on May 15th. The annual service event touched over 24 community organizations
with its volunteer workers composed of faculty, staff members, U of C Students undergrads, medical students and their families and friends. The volunteers were bussed into 9 neighborhoods such as Englewood, Wash-
ington Park, Woodlawn, South Shore, and Fuller Park. Some of the organizations served were the Sherman School of Excellence, Eden Garden Center, Vital Bridges, Casa Kirk, Healthy Southeast, Brickyard Garden,
DUE TO INCREASED awareness about the shortage of fresh vegetables in some communities there were a large number of requests for assistance from community vegetable gardens. Saturday, the Urban Health Initiative teams worked hard to meet the demand.
