Funeral services set for officer killed in Park Manor as police hunt his killers By J. Coyden Palmer Chicago Police have enlisted the help of the FBI in capturing the people responsible for killing a uniformed Chicago Police Officer outside his Park Manor home Sunday morning as the officer cleaned his new car. FBI spokesperson Ross Rice said the bureau will lend whatever resources and help it can in identifying suspects, including the use of sophisticated electronic and audio devices. As the family of Officer Michael Bailey finalized his funeral plans, police announced they are looking for a tan Ford pickup truck with bullet holes on the passenger’s side and described one of the suspects as a light-skinned African American, tall and thin with a short haircut. Bailey was a month away from retirement when police believe he was accosted by up to three men shortly after 6 a.m. in front of his home in the 7400 block of south Evans. Bailey had just finished the night shift of guarding Mayor Daley’s

after his shift ended. Mayor Daley said he personally knew Bailey and was angry when learning about his death. He called the killing “senseless.” Daley remembered Bailey as a kind man who was dedicated to his family and was looking forward to spending more time with them during his retirement. “I knew this officer personally and this one really hurts,” Daley said. “He was so happy about getting his new car; he even showed it to me.” Before joining the police force at the late age of 42, Bailey had been a firefighter in the north suburbs. He had multiple friends in both the police and firefighting community and his family says he was a “dedicated public servant.” The married father of three was also the vice president of his block club and often planned events for senior citizens. “Here was a guy that got all the things to look forward to in his golden years (and) it’s taken away from him,” said Bruce Ford, an officer who had been friends with Bailey since the two worked as firefighters.

“He was about to start his youth again.” Neighbors say Bailey was an engaging guy who often taught the martial art of Tai Chi to youngsters in the community. They say he also took pride of his property and lawn. They say his martial arts training was a big part of his laid back, mellow personality. It was Bailey’s neighbors and family who first ran to his aid. Alderman Freddrenna Lyle (6th) was angry and shaken after learning that yet another officer with whom she was acquainted had been murdered. In May it was Officer Thomas Wortham IV who was gunned down outside his parents’ home in the Chatham community of the 6th ward. She said she is ‘ticked off’ with the continued increase in crime in her ward. She has done everything from holding community meetings with residents and police, to sponsoring a basketball league for youth in conjunction with police in her ward. though Blacks are 12.8 percent of the U.S. population, they represent 45 percent of all people infected each year with HIV, the virus that causes AIDS. Black women represent 66 percent of all new HIV cases each year among women, a study conducted in five major cities found that 46 percent of gay and bisexual Black
men have contracted HIV, compared to 21 percent of similar White men, and although Black teenagers are only 15 percent of U.S. teen population, they account for 68 percent of all new AIDS cases among teens. In what it calls the first federal study of its kind, the Centers for Disease Control and Prevention (CDC) has now added poverty as another factor – at least for heterosexuals living in poor, urban communities in the United States – likely to increase the risk of becoming infected with HIV. “The study reveals a powerful link between poverty and HIV risk, and a widespread HIV epidemic in America’s inner cities,” Dr. Kevin Fenton, director of CDC’s National Center for HIV/AIDS, Viral Hepatitis, STD and TB Prevention, said in a statement. “In this country, HIV clearly strikes at the economically disadvantaged in a devastating way.”The CDC findings were released here at the biennial (Continued on page 2)
NEWS Quinn signs tougher gun law in honor of slain African American cop By J. Coyden Palmer Merely yards from where Officer Thomas Wortham IV was shot and killed in May during an attempted robbery, Govenor Pat Quinn on Monday signed new legislation that toughens the penalties against people carrying a gun without a Firearms Owners Identification card. The new law, which will begin in January, increases the punishment to one year mandatory confinement upon conviction. Previously a person could receive probation. The change comes on the heels of three Chicago Police Officers being killed within an eight-week period. Mayor Daley along with Alderman Freddrenna Lyle and the family of Officer Wortham joined Quinn during the signing of the bill at Cole Park in the Chatham community where Officer Wortham was a member of the Cole Park Advisory Council. “We must work together to prevent gun violence in Chicago and all across Illinois,” said Governor Quinn, as residents and bystanders applauded. “By signing this legislation here today, we are one step closer to eradicating irresponsible, tragic gun violence on our streets.” Mayor Daley said one of the
suspects in the killing of Officer Wortham had been caught before with a handgun by police but did not have to spend time in prison for it. He said the new law will help get some criminals off the streets but said much more is needed. He said there are too many gun-touting thugs on the streets and not enough parents participating in positive activities with their children. “Parents have to start taking responsibility for the actions of their children,” Daley said. “And if they have young adult children living with them, they are partly responsible for them too.” Officer Wortham’s father, who is a retired Chicago Police sergeant, is concerned about the youth in today’s society. He said too many do not have positive role models and only encounter male figures of authority when they are arrested by the police. In addition to more community outreach resources and services, Wortham said changing the mindset of the young people who are causing all these problems is a challenge everyone must be willing to accept. “We have to do better in raising and teaching our children,” the elder Wortham said. “The kids today don’t have a second

tion, stated, “There is nothing biological that has caused AfricanAmericans to have such a disproportionate rate of HIV infection. It’s the social, it’s the economic, it’s the epidemilogical environment in which people live.” He added, “There are multiple factors associated with HIV infection in the United States. One of the main factors is race. In addition, even among AfricanAmericans, poverty is also a risk factor, as it is with others.” According to the National Poverty Center at the University of Michigan, 24.7 percent of Blacks lived below the poverty line in 2008, compared to 23.2 percent of Hispanics, 8.6 percent of nonHispanic Whites and 11.8 percent of Asians. Poverty was defined in 2007 as an individual with an annual income of approximately $10,000 or less. “What’s surprising about these results is that if you are living in these areas and your household income is less than $10,000 a year, your’re seven times more likely to have HIV than if you’re in these areas and your household income is greater than $50,000 a year,” said Mermin, whose department supervised the study. Phill Wilson of the Black AIDS
international AIDS Conference. The study, conducted in 2006 and 2007, included more than 9,000 heterosexual adults aged 18 to 58, about 77 percent of whom were Black. Specific census tracts in 25 communities with a poverty rate of at least 20 percent were selected to be studied. The CDC report combined data from census tracts in 23 of the 25 cities, including Atlanta, Washington, D.C., Newark, St. Louis, New Orleans, Dallas, Detroit, Philadelphia, Los Angeles and Seattle. It did not provide data on the individual cities. Although the CDC has conducted major studies on HIV prevalence rates among gay and bisexual men as well as drug users, this is the first time it has conducted a separate study on heterosexuals living in poor urban communities. Researchers were surprised to discover that although AfricanAmericans overall have disproportionately high HIV- infection rates, there was no significant racial or ethnic gap among heterosexuals living in poor urban neighborhoods. “Within the low income urban areas included in the study, indi-
viduals living below the poverty line were at greater risk for HIV than those living above it (2.4 percent prevalences vs. 1.2 percent), though prevalence for both groups was far higher than the national average (0.45 percent),” the CDC said in a statement. “There were no significant differences in HIV prevalence by race or ethnicity in these low income urban areas: prevalence was 2.1 percent among blacks, 2.1 percent among Hispanics, and 1.7 percent among whites.
“By contrast, the U.S. epidemic overall is characterized by severe racial/ethnic disparities: the HIV prevalence rates for Blacks is almost 8 times that of whites, and the HIV prevalence rate among Hispanics is nearly 3 times that of whites.”

Blacks Must control their own coMMunity
Phill Wilson and Dr. Jonathan Mermin
In an interview Sunday with a group of African-American reporters assembled by the Black AIDS Institute, Dr. Jonathan Merimin, director of the CDC’s Division on HIV/AIDS Preven-
Institute looked at the numbers from another perspective. He said, “The study tells us that when other racial and ethnic groups face the same social determinants of health as Blacks – the social and econiomic conditions within which they live and that impact their well-being – their HIV rates rise to similar levels as those of Blacks, even for Whites whose rate of infection is normally substantially lower than rates for both Blacks and Latinos.” The link between poverty and HIV is an intriguing one that raises critical questions about access to health care, the socio-economic standing of sexual partners and the impact one’s environment has on contracting the virus. CDC officials acknowledge that additional research needs to be conducted now that a direct link has been clearly established between poverty and HIV. “Why poverty is associated with HIV infection among AfricanAmericans and even more so, perhaps, among White Americans and Latino Americans?” Mermin asked, rhetorically. “That’s something we need to look at.” The Chicago Crusader
NEWS Group: Black channel ownership must be part of Comcast-NBC-Universal merger deal [RTF page header: } [RTF page footer: } Group: Black channel ownership must be part of ComcastNBC-Universal merger deal By La Risa Lynch The proposed merger between Comcast and NBC-Universal will create the nation’s biggest media entity putting hundreds of cable channels, local broadcast stations, and internet service under the control of one company. That concerns media analysts and activists, who contend the merger would hinder fair competition and limit content. But for one Los Angeles-based advocacy group the proposed merger may have a broader impact for Black viewers. The National Coalition of African-American Owned Media or NCAAOM wants more Blackowned channels as part of the proposed merger if approved by federal regulators. The Federal Communications Commission (FCC) must approve the $30 billion marriage between Comcast and NBC-Universal. “We think that it is appalling … when you look at the ownership model that Comcast has that there is not one independently owned, wholly owned, 100-percent owned African-American channel on their platform,”
NCAAOM’s head Stanley Washington said. NCAAOM wants Comcast to set aside at least 50 channels or 10 percent of Comcast’s 500 channels to be solely owned by Blacks. Additionally, the group wants independent ownership of content on the NBC-Universal side of the deal. NCAAOM seeks at least four hours of prime time a week targeted to AfricanAmerican viewers. Washington said NBC-U does not have any African-American owned production companies. NBC Universal owns 34 TV stations nationally and 13 cable networks, including USA, CNBC, MSNBC, Syfy, Bravo and Oxygen. The idea is about Blacks controlling their image, Washington explained. “We are not at the table when decisions are being made around who we are and how we are being stereotyped,” Washington said. “In order to solve that, you got to have ownership, and you got to have control over how those images are being distributed.” He called the matter one of simple economics. He noted much of Comcast’s success stems from its penetration in large urban markets heavily populated by African-Americans. Comcast generates $36 billion annually from its 25 million sub-

NCAAOM estimates African-Americans comprise 40 percent of Comcast customers generating half of its revenue. Black subscribers contribute $15 billion to Comcast’s bottom line, and that money “is not touching any of our hands,” Washington said. Allowing Blacks channel ownership on Comcast’s platform provides an opportunity to “grow our own economic wealth,” he noted. The group’s position of 100percent Black-owned channels has met with criticism. Opponents, Washington contends, ar-
gue Blacks lack capacity to establish cable channels without outside investments. That argument is flawed, he said, noting that there are numerous companies and individuals, like filmmaker Tyler Perry, who have grown their business organically and are multi-millionaires. Reliance on private equity lessens a Black business’ chance to grow and sustain themselves long term, Washington contends. If a Black business does not make a return on an investor’s investment, they can sell it to someone else, he explained.
“You want over time to create a sustainable environment where African-Americans own what they have and continue to own it,” he said. Comcast works contrary to that, Washington said. He noted the company often seeks equity in a channel in order for Comcast to carry it. NCAAOM wants unencumbered Black ownership of channels. He said the Black Family Channel folded after its investors refused to give up equity. A bevy of entertainment heavy hitters fi(Continued on page 15)
said the president of the Fraternal Order of Police Mark Donahue. He and other officials as well as members of the rank and file, think criminals are losing their fear of the police. Donahue said the increase in violence against officers can not just be measured by officers killed. He said on a daily basis officers are verbally and physically assaulted. He said often underreported in the media, officers are regularly attacked during the course of their work shift by being hit, spit on, shot at and having items thrown at them. “The frequency which we are experiencing this is extremely disturbing, but it does go along with what’s happening in our communities,” Donahue said. “It’s unfortunate. Times have come where we have to readjust with how we police, to bring situations like this to an end.”
dents from her community. “How do you convince people to stay in a community when you have armed police officers shot down?” Lyle asked. “It’s devastating because these are the people who are supposed to protect us and they are under attack. I never thought that in my life it would be this way.” Lyle said there is a variety of reasons for the increase in crime, including a shortage of police officers. Chicago is currently about 800 officers underemployed. Lyle also continues to reiterate the city’s lack of planning when they demolished public housing and unleashed many of those residents on what used to be middle-class Black communities. She also believes there needs to be more jobs in the community that pay a living wage and benefits. The slaying of Bailey comes a week after Officer Thor Soderberg was killed in a police department parking lot with his own handgun after he had ended his shift. The fact that two uniformed officers have been attacked is disturbing to everyone,
The wake for Bailey was held at the A.R. Leak and Sons Funeral Home at 7838 S. Cottage Grove on Thursday, July 22nd. The funeral was held at 10 a.m. on Friday at St. Sabina Church, 1210 West 78th Place.

OPINION
EDITORIAL APARTHEID IN ARIZONA A new Arizona law, SB 1070, is looming and is scheduled to take effect on July 29. The law is the hardest crackdown against undocumented immigrants made by the United States for a generation. There are about 12 million illegal immigrants in the United States, and most of them are Mexican, according to an online article entitled “Latinos flee Arizona’s new laws” by Ed Pilkington. About 500,000 of these undocumented immigrants live and work in Arizona. Basically, from all indications, this new law will legalize racial profiling. It will allow policemen to detain and check the documents of individuals they “suspect” of being illegal immigrants. These people can then be deported, if discovered. This situation brings to mind the South African Pass Laws Act of 1952, which made it compulsory for all Black South Africans over the age of 16 to carry a “pass book” at all times. The law stipulated where, when, and for how long a person could remain. An observer might ask: “Just what does an undocumented immigrant look like?” The answer is probably a no-brainer to Arizona cops; they look like Latinos! This new law opens the door to detaining and questioning every Latino in the state, and it will be interesting to see how much abuse will follow in its wake. It’s almost certain that there are undocumented members of other ethnic groups in Arizona besides Latinos. African Americans should watch this situation carefully, although many are apparently embittered against Latinos because they feel undocumented immigrants are taking away jobs that should rightfully belong to them. One might wonder, however, why African Americans are still targeting jobs at the bottom of the socioeconomic ladder, usually the realm of undocumented workers. But this is a digression. African Americans have a lot at stake, because if this type of law can pass targeting a whole group of people, it might only be a matter of time before others are painted with the same brush. This brings to mind a famous statement attributed to Pastor Martin Niemöller (1892 - 1984) about inactivity among German intellectuals during the Nazi regime: “They came first for the Communists, and I didn’t speak up because I wasn’t a Communist; then they came for the trade unionists, and I didn’t speak up because I wasn’t a trade unionist; then they came for the Jews, and I didn’t speak up because I wasn’t a Jew; then they came for me, and by that time no one was left to speak up.” African Americans should take heed. A quote attributed to the venerable Noam Chomsky expresses one of the reasons that we should care: “If we don’t believe in freedom of expression for people we despise, we don’t believe in it at all.” A luta continua. 4

LETTERS TO THE EDITOR National Minority Donor Awareness Day 2010 Dear Editor: This year, August 1st marks the fourth annual National Minority Donor Awareness Day and I hope to motivate even more residents of Illinois to consider giving the ultimate gift of life. The point of observing National Minority Donor Awareness Day is to encourage people from various racial backgrounds and ethnic groups to educate themselves and realize why it is so important to become organ and tissue donors. Minorities account for approximately 54 percent of the people on the national organ transplant list. Kidneys are needed the most as there are over 52,000 potential recipients waiting for kidney transplants alone. Many of the conditions leading to the need for a transplant – such as diabetes and high blood pressure – occur at a much higher rate among African Americans. In 2009, there were 2,054 African American donors and 5,702 African American potential organ transplant recipients – clearly there is a large disparity.
Due to the significance of genetic makeup, African Americans match better with a kidney donated from an African American than any other ethnic group. This is why I think it is so important that more people join the registry. Presently, we are combating many falsehoods about what happens when people sign up to become organ donors. • It is a complete myth that doctors will not resuscitate a patient who is registered as an organ and tissue donor. On the contrary, doctors will do everything in their power to save lives. Organ and tissue donation can only be considered once brain death has been established. • Some believe their organs will end up on the black market while others fear not being able to have a proper funeral. This is not the case. Selling organs and tissue are illegal. As an organ and tissue donor, your body will remain intact and presentable for viewing. • Contrary to popular belief, every major religion in the United States supports organ, eye and tissue donation as one of the highest forms of humanity and compassion. Essentially, there are very few reasons not to give. Consider the power you have in using your body to improve the lives of others. A single donor can save the lives of up to 25 other people. BEYOND THE RHETORIC
BP is Déjà Vu By Harry Alford NNPA Columnist Yes, we have experienced such a cocky, greedy and arrogant bunch of business raiders before. Remember Enron and how about that old MCI? Business circles called them “cowboys” as they were wild and appeared to be racing to a particular end. They thought that end
Harry C. Alford would be big pots of gold and treasures beyond belief. However, the end would be their demise. The companies would spiral down like a big boulder descending from the Rocky Mountains. Like the two
aforementioned pariahs I pray that BP meets a similar fate as its recent activities certainly mimic them all too well. BP originally was a product of the British Empire. It was formed in colonial Iran back in 1908 as a fledgling company and partly owned by the British government. As the British Empire started to wane it sought a new business model for itself. In 1995, the British government sold its last stake in the company and the very flamboyant John Browne, a politically connected wheeler dealer, became the CEO. Within a decade this fledging oil company has become a giant, second only to Exxon. They did it the dirty way: winning the favor of the British politicians and then lately “buying” up key American elected officials. They bought the once fine company Amoco and then Atlantic Richfield. BP quickly developed a reputation by skirting the rules. Under Browne, BP ignored small projects and slow steady growth. It went after the riskiest, most expensive and potentially most lucrative ventures – known as “elephants” in the oil industry. Safety and regard
for human capital just never seem to play a role in the rise of BP as its stock and dividends rose exponentially. Caught up in a homosexual scandal John Browne eventually resigned and the now infamous Tony Hayward took control in 2007. Mr. Hayward proved to be of the same ilk and the reckless, greedy ways continued. The Deepwater Horizon rig which is spilling oil by the millions of gallons into our once pristine Gulf of Mexico is just the latest in a long line of dangerous safety gaffes. In fact, over the last three years BP has been fined for “egregious safety violations” by our government 760 times. The second worst company is Conoco with 8 violations. The largest oil company, Exxon, had just one violation during the same period. It is quite clear that BP doesn’t give a damn about safety or its employees who have died by the dozens as a result of these violations. BP dodged a big “bullet” in 2005 when Hurricane Dennis came through the Gulf. Its 15 story rig, Thunder Horse, nearly sank. Not because of the Hurricane but due to a valve that was installed back-
wards plus a welding job so shoddy that it left cracks in underwater pipelines. Somehow they repaired it before major leakage. Thank God for that because if we had a spill like we are having now it would have been there waiting as the massive Hurricane Katrina came through. That’s a scary thought: Will another event such as Katrina, Rita or Ike be waiting for us in the near future as we try to figure this mess out? BP cheats on safety, clips its contractors trying to clean up the Gulf and reneges on thousands of claims by damaged citizens. They are evil and that isn’t the worst of it. It is now becoming apparent that in order to win rights to new offshore oil finds off of Libya, BP meddled with justice. It seems that through its manipulation of politics in England it was able to get one of the Lockerbie bombers (terrorist bombing of a passenger plane) out of jail to win favor with Libya. What a slap in the face to the families of the 270 passengers who were murdered from that act of terrorism. What a message to send to other terrorists – get the money, gold, oil, etc. and you can get out of
prison. It appears that they swapped justice, human life and peace for a chance to make more quick money. It is evil by any other name. Despite this deplorable history and methodology, BP struts around like the “Big Willie” of business. Right now this foreign company of ill repute is enjoying over $1 billion in US military contracts. That should be going to our own companies who play by the rules and honor safety and our environment. It gets worse! Somehow this foreign company is enjoying big loan guarantees by our own EXIM Bank. How can they queue up in front of American companies to get royal treatment from our own government bank and procurement offices? Simple, they have bought off certain politicians and get preferential treatment just like the old Enron and MCI. I look forward to their eventual and certain demise. Good riddance! President Obama's Mixed Record on HIV/AIDS By George E. Curry NNPA Columnist VIENNA – Unlike any president before him, President Barack Obama has announced a national HIV/AIDS strategy, something AIDS activists had been demanding for more than a decade. Instead of being perceived as a president in a class by himself, however, Obama is being unfavorably compared to another U.S. president – George W. Bush. The AIDS Healthcare Foundation, the largest non-government provider of HIV/AIDS medical care, launched an ad campaign against Obama earlier this month. The centerpiece of the campaign is a composite photo – one half of the face of Bush merged with half of Obama’s face – with the inscription: “Who’s Better on AIDS?” In case that question stumps anyone, Michael Weinstein, president of the foundation, will eagerly supply what he argues is the correct answer: George W. Bush. Weinstein criticized Obama’s “laggard approach” to the AIDS epidemic as well as his recently unveiled national strategy. “The strategy is a day late and a dollar short: 15 months in the The Chicago Crusader
making, and the White House learned what people in the field have known for years. There is no funding, no ‘how to,’ no real leadership.” Phill Wilson, president and CEO of the Black AIDS Institute, the only African-American think tank on HIV/AIDS, believes Obama is far better than Bush on policy issues, including fulfilling his campaign pledge to create an HIV/AIDS national strategy. He said the president will be ultimately judged on whether he and other leaders reduce the HIV infection rates, especially among AfricanAmericans. Although Blacks are only 12.8 percent of the U.S., each year African-Americans represent almost half of all new HIV infections. Ironically, Obama is being criticized for doing something he refused to do last year – direct federal resources to targeted groups most in need of help. Rejecting such suggestions at the time, Obama said: “The most important thing I can do for the African American community is the same thing I can do for the American community, period, and that is to get the economy going again and get people hiring again.” He added, “It’s a mistake to start thinking in terms of particular ethnic segments of the United
George E. Curry States rather than to think that we are all in this together and we are all going to get out of this together.” We are all in the HIV/AIDS morass together, but to different degrees. The president’s National HIV/AIDS Strategy recognizes that reality and boldly states: “While anyone can become infected with HIV, some Americans are at greater risk than others. This includes gay and bisexual men of all races and ethnicities, Black men and women, Latinos and Latinas, people struggling with addiction, including injection drug users, and people in geographic hot spots, including the United States South

and Northwest, as well as Puerto Rico and the U.S. Virgin Island. By focusing our efforts in communities where HIV is concentrated, we can have the biggest impact in lowering all communities’ collective risk of acquiring HIV.” It noted, “Resources will always be tight, and we will have to make tough choices about the most effective use of funds. Therefore, all resources allocation decisions for programs should be grounded in the latest epidemiological data about who is being most affected and other data that tell us which are the most urgent needs to be addressed.” The administration’s strategy plan does not call for increased funding, a sore point with some AIDS activists. Bill Gates addressed the funding issue Monday in a speech here. “Today, the skeptics look at the struggling economy and say: We can’t beat AIDS unless we can treat more people. And we can’t treat more people without more money. So if we don’t raise more money for treatment, we’ll lose the fight against AIDS. It’s hopeless,” says Gates, who knows a lot about money. “The skeptics have a point,” Gates said. “This is a tough economic environment. Right now, Saturday, July 24, 2010
there isn’t enough money to simply treat our way out of this epidemic. If we keep spending our resources in exactly the same way we do today, we will fall further behind in our ability to treat everyone.” Gates’ answer: “…Even as we advocate for more fundng, we can do more to get the most benefit from each dollar of funding and every ounce of effort.” A study by the Black AIDS Institute, titled, “At the Crossroads: The State of AIDS in Black America, 2020,” says additional allocations will be needed even after the belt-tightening. “Despite all the many advances that have occurred in the AIDS fight over the past year, discretionary federal funding for fighting AIDS is barely keeping pace with inflation,” the report found. “Many states have begun to cap enrollment in the AIDS Drug Assistance Program, effectively telling low-income Americans who urgently need HIV treatment that they will simply have to wait. As a nation, even in tough economic times, we can do better.” In order to be successful, Obama must meet some measurable goals. (Continued on page 16) 5

Improving Life with Broadband-Enabled Medical Care Telemedicine, while not a new concept is still a foreign concept to many in the minority community, a potentially fatal result of the Digital Divide. Tests have shown that through the widespread adoption of broadband and its emerging health technologies more lives are being saved, quality of life is being improved, and significant cost savings are being provided to individuals on all levels of the playing field. A pilot program was recently announced in Florida which provides mobile blood pressure monitoring. The University of Miami Miller School of Medicine and Ideal Life teamed up to provide this device to hypertensive patients. Users easily capture and store blood pressure readings daily, and then send them to their healthcare team. Programs like this are designed to provide a functional independence for older adults who are unable to visit a doctor’s office regularly.
ball legend that we should never forget. There are many Chicago basketball legends, but Brother Paxton Lumpkin is a stand out among them. This great basketball player, who was not called a “point guard” at that time, but who is probably the “Original Point Guard.” The following is an article that I wrote in 1991 following the death: In 1954, the cease fire between the United States and North Korea was agreed upon. Also, in 1954, the great basketball team from DuSable High School inspired the African American Community, throughout this state, with their dazzling display and execution of the game of basketball. This team was led by one of the greatest basketball players that Chicago ever produced. His name was Paxton Lumpkin. On .Thursday, January 10th, I read in the papers that Paxton had died of cancer at the Lakeside VA Hospital at the age of 54. I was tremendously saddened by Paxton’s death and began to call other athletes who had been influenced by the DuSable 1954 team, and Paxton. From all those athletes
I was able to contact, I could feel the profound respect they all had for the contributions Paxton Lumpkin made to the game of basketball in this city. I was in the 7th grade in 1954 when DuSable played in what was called the Sweet Sixteen State Tournament during that time, at the University of Illinois, Huff Gymnasium, in Champaign. The entire Black community, and particularly those participants and supporters of athletics, had their eyes, ears, and spirit fixed on the 54 DuSable team as they entered the state tournament. Like so many other African American youth, during this era, basketball was a game we were just beginning to learn to play. Most of us admired the Harlem Globetrotters and their stars, Goose Tatum and Marqus Haynes. We all tried to emulate their styles of play dribbling, shooting, passing, and rebounding. Some of us had an opportunity to watch some of the DuSable players play on the playground, so we were somewhat familiar with the talent they possessed. We especially had great admiration for the skills Paxton exhibited in dribbling and passing the basketball and his overall leadership ability on the basketball court. For those of us who were not able to go to the state tournament in 1954, we listened to the games on the radio. It appeared that DuSable was on its way to winning the state championship with Paxton leading the way. They were literally “blowing out” their opponents in the preliminary, quarterfinal and semi-final games. The championship game against Mt. Vernon was televised. Sitting in the living room with my father, I can’t ever remember pulling for an athletic team to win a game as hard as I pulled for DuSable. This championship game was one of the greatest basketball games I had ever seen. The DuSable players had so much impact on me that I can almost remember the starting line-up of Shellie McMillian, Charlie Brown, McKinley Cowsen, Carl Dennis, and Paxton. DuSable lost the championship game to Mt. Vernon in a very close game 76 to 70. Ironically, it was an African American player for Mt. Vernon, Al Avant, who scored 30 points and provided the leadership for their winning the ti-
tle game. My heart, along with so many others, was broken as a result of DuSable’s loss to Mt. Vernon. Many of us felt the men who officiated the game called the game poorly and many of their calls were racially motivated. As I recall, Mt. Vernon had only one Black player and that was Avant. Nonetheless, the DuSable team became the sports heroes in the African American Community of Chicago. I can truthfully say, I idolized Paxton Lumpkin. Paxton and the DuSable team influenced a whole generation of aspiring basketball players like me. As a matter of fact, in the summer of 54, it seemed that most of the youth in the Black community of Chicago were trying to learn to play, or trying to improve their game, on the playgrounds throughout the neighborhoods. DuSable and Paxton were on the minds of all of us as we ran up and down the concrete playground basketball courts. There were many great basketball players before the 54 Paxton Lumpkin led DuSable team and obviously there have been many more great players and teams to emerge from Chicago since that time. But, I don’t think there has been a player and a team that so inspired a community like DuSable. Even though they lost they were our heroes and champions in the fight against racism in sports. From that moment on, African American teams and players from Chicago began to dominate the annual state tournament exhibition of the best teams and players in the state of Illinois. Finally, the great Marshal High School Team of 1958 won the state tournament for the first time that a Chicago high school basketball team accomplished this feat. Of course Marshal won the state tournament again in 1960 and then the great Carver teams began to emerge. There is no question that Chicago and Chicago area teams have dominated the winning of the state basketball tournament the last 30 years. All of us who love athletics, and particularly basketball, should take a moment of silence and pay tribute to one of Chicago’s greatest basketball players— Paxton Lumpkin. We will miss you Paxton, but your spirit will live among us.

Other remote monitoring technologies, like the in-home monitoring systems used by the Veterans Affairs Department, have also been proven to save tens of thousands of dollars in patient care. While in-home monitoring saves money, broadband-enabled monitoring at hospitals have proven to saves lives. The attention a hospitalized patient currently receives is limited to the number of doctors and nurses that are on duty, with remote monitoring, more clinicians are able to watch for sudden changes in the patient that might lead to serious complications. The earlier the changes are caught, the earlier the patient can be rescued. For years, experts in the healthcare field have pushed the notion of telemedicine. However for many in the minority community, where both healthcare quality and broadband adoption are the lowest, telemedicine remains no option.

Motorcycle Riders Foundation Supports Right to Repair Act to Safeguard Vehicle Ownership Rights Dear Editor: The Motorcycle Riders Foundation strongly believes that consumers are entitled to the freedom to choose how their motorcycle, car or other type of vehicle is maintained, serviced or upgraded. That’s why we support the Motor Vehicle Owners’ Right to Repair Act (S3181/HR2057) and urge Congress to swiftly pass the legislation in order to safeguard individual vehicle ownership rights today and in the future. The Right to Repair Act is a bipartisan bill that protects the right of American consumers to choose how they take care of their vehicles, be it in their
driveway or at a trusted repair facility. It simply ensures that they have access to all the information required to complete service and repairs. Vehicles, including motorcycles, are becoming increasingly complex with more and more computer technology, and that is only going to increase in the future. Complete access to accurate service and repair information from the manufacturers is essential to the safety and well being of the entire American motoring public. We encourage all motorists to visit www.righttorepair.org to send a letter to each of their congressional representatives, urging them to support the Right to Repair Act by adding their names to the growing list of co-sponsors. Sincerely, Jeff Hennie Vice President of Government Relations Motorcycle Riders Foundation 236 Massachusetts Ave. NE

fused to go, I said, ‘Alright, John, you have to go.’ That’s when he made a stance like he was going to hit me. So, I came up close behind him and escorted him out of the office.” The story did not indicate whether or not Loveless stained the back of Hickman’s shirt with greasy palm prints. Now don’t get Ima wrong. She aint discriminating against nobody for having sugar in their socks or fish on their lips—-to each is own. But couldn’t the town’s Black gay community find a better leader than Loveless? Its not that we don’t like his greasy gheri-curl, or the pink socks, or the lisp, or his constant sweating, its just he doesn’t seem to be the most credible leader a person could have. Since creating that black gay protesting organization, CJR has been hit with all kinds of allegations of fiscal mismanagement and not paying its bills on time—not to mention, according to folk on the street, a peculiar odor. Maybe Hickman got it all wrong, when he pressed charges against his leader, Marc Loveless. Maybe when Mr. Pink Socks snuck up behind him he was really fixing to show Hickman just how much he cared, after all isn’t being “behind” sorta like assuming the position. Ima thought being “grabbed from behind” was what made them gay in the first place. Oh well. This story once again proves that not only is the regular Negro leadership in the town off its rocker but so is the alternative Negro leaders with or without pink socks. -Ima-
Wallace “Gator” Bradley -ImaA SAD DAY! Watching stupid people like Jody Weis speak offends me. Anyone else would have come across better. I don’t believe anything that’s reported on the news except the Blago trial. You can’t even pretend to be that stupid. Officer Thor Soderberg was indeed a tragedy. When I first heard I listened for the facts. He may have been the salt of the earth. But, what was he thinking? Englewood has the highest crime rate in the state. How do you let your guard down before you clear that area? I’ve read that he taught the same tactics that cost him his life. Why were you not aware of your surroundings? You see this every day. Is it arrogance? His family is in my
Apparently there is a very nasty and very public fight brewing in the town’s Happy Land otherwise known as the “Black gay community,” specifically with none other than Marc “Mr. Pink Socks” Loveless, the self styled, pudgy, gheri-curl wearing activist who was often seen running behind Jesse Jackson and his much gossiped about growing entourage of flaming homosexuals at Operation PUSH. Sources claim not only is Mr. Pink Socks doing some unsavory things that has nothing to do with other men’s behinds but he also committed battery against one of his Coalition of Justice and Respect (CJR) board members when they tried to fire him from his own organization. Some people have been skipping around Happy Land saying Mr. Pink Socks was fired because he has lost tens of thousands of dollars in contract money that the group used to do HIV awareness and to get more people to understand what it feels like to be a homosexual. They say more than $200,000, some of which is coming from the University of Chicago, has been lost or mismanaged or has disappeared from the coffers of CJR within the last six months. They also claim somebody has been breaking into their sweetsmelling headquarters and have stolen bus passes, loose change and the latest copy of Playgirl. According to a recent news report, police arrested Loveless in late June after grabbing CJR board member John Hickman. The story said: “The arrest comes as Loveless and the organization he founded three years ago have become embroiled in controversy surrounding a host of issues, including the use of government and private grants, unpaid bills, opaque fundraising methods and charges of embezzlement. Sources close to Loveless with knowledge of the issues have forwarded documents supporting their claims to local authorities. Loveless denies all wrongdoing.” Mr. Pink Socks told one reporter a different story: “The only mistake I made was when I confronted John and came up close behind him,” he said. “John came into the office and was yelling and screaming and I told him that he had to leave. prayers. Jody stated that the community should be in an uproar. Why? Because he wore a uniform? The community has not received the service we deserve from the police. The police have gotten away with crimes that would seal the fate of many. The man that took his life has a history of criminal activity. Got it. We deal with this every day we venture outside. Is his life more valuable than any other? Get ready. With Quinn cutting more than 20% from the mental health programs, there will be plenty more that can’t get their medication roaming the streets. I respect the words and the meaning from Mrs. Soderberg. I felt them. I am sorry for her loss. It’s just hard to conceive that Jody feels that we should feel bad when the police are killing our children and getting away with it. Burge left a nasty taste in the mouths of many. Especially Blacks. Officers often feel like they are Gods, when they are in reality people with power paid by tax dollars to keep us safe. We don’t feel safe. The uniform worn by military gets more respect. This tragedy will only place a bigger chip on the shoulders of the bullies in uniform. Jody, how does the officer sleep that killed those two young men
Jody Weis and didn’t face one charge? How does that officer that beat the lady in the bar feel? What about the officers that started a brawl in the bar that broke a man’s jaw feel? We feel like your group feels now, everyday. You described the attacker like he was lower than well shit. He’s mentally disturbed. Sorta like you. He has no health insurance or resources to turn to. What he did was wrong. He’s sick. Can you say that about your rank and file? When an officer costs the taxpayer millions of dollars you don’t speak about them in the same manner. Hell he’s not even fired. Melrose pension board set a new standard by denying the ex-chief his pension. He’s a crook in a uniform with rank. (Continued on page 16)

Payday Lending Still Nation’s Most Abusive Small Loan By Charlene Crowell NNPA Financial Writer (NNPA) - While some economists and Wall Street traders see glimmers of an improving economy, a distinctly different perspective exists in America’s heartland. The number one concern for people affected by layoffs or business closures is often whether unemployment benefits will last until a new job is secured. Others who watched
“I think payday lending is the Jim Crow issue of our time” said Corbett. “The payday lenders come in, and they charge the minimum of 400 percent interest. They borrow money from banks at cheap rates, then they loan it to people in the community at really high rates.” The irony is that despite 17 states and the District of Columbia having enacted double-digit interest rate caps, the payday industry continues to find ways to evade state laws and continue its predatory lending - even in the
face of resounding voter mandates to the contrary. For example, in 2008 voters in two states from different regions and distinctly different populations – Arizona and Ohio – rejected payday lending by wide margins. Yet in 2010, payday lending remains a contentious issue in both states due to the industry’s efforts to circumvent laws. This year in Arizona, the payday industry-sponsored bills in both chambers. Neither version gained enough support to pass out of committee. As a result, state advocates
celebrated the pro-consumer victory but quickly pledged to remain watchful even as the July 1, 2010 sunset took effect. According to Bishop Henry L. Barnwell, pastor emeritus of First New Life Baptist Church in Phoenix, “It was a people’s victory, supported and fought on moral high ground. It was a victory supported by several members of the Valley’s clergy, who spoke to the immorality of 400 percent interest rates.” Bishop Barnwell’s sentiments mirror those that Ohio consumer advo-
cates face. Despite a 2-1 voter mandate in 2008 against payday where voters said no to payday lending, payday lenders continue doing business as usual by posing as check cashers and loan brokers. Ohio’s HB 486 was crafted to close the loopholes in the law. If enacted, HB 486 would stop predatory payday lending and restore the intent and will of the Ohio General Assembly and the Ohio voter. On May 12, HB 486, the Small Loan Consumer Protection Act, passed the Ohio House 61-37 with (Continued on page 15)
Charlene Crowell their neighbors lose homes to foreclosure wonder whether their upside-down mortgage loans will ever be right-side-up again. Then there are students who heeded their parents urging to get a college education and now have a new diploma in one hand, a stack of student loans in the other and no job prospects on the horizon. And despite several laws designed to ensure equality, when it comes to access to fair credit, being Black in America still imposes an undeniable financial burden. Whether shopping for groceries, a car, a home, or insurance, African-Americans often pay what should be illegal mark-ups. Moreover, a range of predatory products such as payday lenders, pawn shops and auto title loans are often more visible than any other retail operation. According to Center for Responsible Lending research, each year, $5 billion is taken from the pockets of working families to pay for interest on loans from one of 24,000 payday lenders now in operation. This figure surpasses the number of McDonald’s or Burger King Restaurants nationwide. The average payday borrower has nine repeat loans per year, which means he or she pays $450 in interest on a $300 loan. In a recent edition of the NAACP’s Crisis Magazine, Keith Corbett, executive vice-president for the Center for Responsible Lending (CRL) put payday lending in a historical context. SPIRITUALLY
Bishop Lucius Hall The late Reverend Clarence H. Cobb, of Bronzeville’s First Church of Deliverance, was spiritually known as the “Preacher.” So, if you take a young man who was guided by, grew up under and considered Rev. Cobb his surrogate father, and who would himself become a preacher, then I guess you could say you have a “Preacher’s preacher.” More than 30 years ago in 1979, that “Preacher’s preacher” Bishop Lucius Hall, pastor of First Church of Love and Faith, was licensed to preach during the 54th Congress of the Metropolitan Spiritual Churches of Christ, Inc. And earlier this week on July 20, for his commitment and devotion as a dedicated servant of God and “helping a hurting people everywhere,” Bishop Hall was elevated to Archbishop of the First Spiritual Churches of Truth, Inc., in a service held under the auspices of the Metropolitan Spiritual Churches of Christ, Inc.
You could say Archbishop Hall has come full circle. Hall’s road has been filled with feeding the spirituality of others, and what a spiritual journey it has been! In April 1980, Archbishop Hall organized First Church of Love and Faith, which is located at 2140 W. 79th St., a month before he was ordained a minister. It’s uncommon that one would organize a church before being ordained, but Archbishop Hall wasn’t hesitant at all. Shortly after the church was formed, he and the congregation were able to pay off all the mortgages associated with the building, giving the church full ownership of the property. But for all his accomplishments, Archbishop Hall will tell you that he never set eyes on becoming a clergy member, let alone Archbishop of the First Spiritual Churches of Truth, Inc., (an organization that he founded) whose mandate is simple—
IN A PROGRAM that ran well into midnight and that was attended by a standing room only crowd, Bishop Lucius Hall was elevated July 20 to Archbishop of the First Spiritual Churches of Truth, Inc. Among the attendees at the ceremony held at the First Church of Deliverance were former 16th Ward Alderman and pastor of Spiritual Holistic Ministries Pastor Shirley Coleman; the Reverend Charles Hayes; Reverend Dr. Clay Evans; 3rd Ward Alderman Pat Dowell; Chief Judge of the Circuit Court of Cook County Tim Evans and Cook County Circuit Court Judge Arnette Hubbard, Judge Lenord Murray and the publisher of the Crusader, Dorothy Leavell. (Photos by Al Cato) “preaching, teaching, healing and prophecy,” or four square. “We believe in God’s man,” Archbishop Hall said. When asked whether he prepared for his recent elevation, Archbishop Hall, who has served as Bishop for about three years,

was modest. “Absolutely not, I never had any intention of even going into the ministry, let alone receiving such a high honor,” he said. “I grew up at First Church of Deliverance, and I had worked in mostly every area of the church, but I never thought that I

elevated to Archbishop and Rev. Cobb was like a father to me, as my father died before I became a teen.” He added that Rev. Cobb pushed him and gave him opportunities. “He helped raise me.” This involvement with church and being committed to a spiritfilled life is something that Archbishop Hall says is missing with so many Black youth today. “When we can reach the youth and parents, this is a good start, although it’s not easy. I don’t just talk the talk, as we have to do more than just talk to save our communities. You have to live the life that you sing about, and I believe I live the life that I preach.” When Hall was ordained a minister, he said the service occurred at Dr. Clay Evans’ Fellowship M.B. Church. However, Dr. Evans didn’t ordain Hall. The Rev. Charles Hayes, of the Cosmopolitan Church of Prayer, was the officiant. And even though Hall wasn’t being ordained a Baptist minister, it was all a “kinship” at Fellowship. He joked about the unlikelihood of such a cross-denominational service occurring today, while adding that his church is really non-denominational, in that folks from all dif-
ferent churches come to worship at First Church of Love and Faith, as well as he goes to worship with others. Archbishop Hall’s worship with others has included trips throughout the United States, as well as Canada, Central America and West Africa, where there are other churches under the First Spiritual Churches of Truth, Inc.’s umbrella. A few are even named First Church of Love and Faith, Archbishop Hall said. His training also helped him later as he became the Senior Vice President of the Broadcast Ministers Alliance’s cable television ministry. And no one can forget Isabel Joseph Johnson and her radio and television broadcasts, in which Archbishop Hall was also involved. Pastor Shirley Coleman, former 16th Ward Alderman, is part of a contingent who advocated for Hall’s elevation, because it was the right progression for his spiritual career. “Archbishop Hall has led a reformation organization for more than 30 years, and he has eight Bishops under him,” Pastor Coleman said. “He came from
under Rev. Cobb’ leadership, in a church that is the only Black landmark church in the nation.” Pastor Coleman has known Archbishop Hall for about 20 years, and she knew when she became pastor of the Spiritual Holistic Ministries that she wanted to be under the umbrella of the First Spiritual Churches of Truth, Inc. “When I met Bishop Hall in 1991, I remember thinking that if I were ever a pastor that I wanted to be under his leadership.” Pastor Coleman added: “Bishop Hall was truly interested in helping and sowing seeds in ministry as well as helping to build other ministries as God had blessed him to build his own.” This help transcends to Archbishop Hall even serving as head chef for the head start program affiliated with his church. “I am proud to call him my spiritual father; he’s a leader that really sets the example through his humility, but yet he possesses a confident spiritual demeanor,” Pastor Coleman added. Archbishop Hall has much on his plate, and his esteemed record is not just one of the spiritual
realm—even though that would be quite enough—he also has exemplary military and civilian track records. He served in the U.S. Army as a member of the Military Police, and he worked with the U.S. Treasury Department and the Veterans Administration. He received his undergraduate training at the University of IllinoisChicago, and in 1993 he received
an Honorary Doctor of Divinity Degree from the Gospel Ministry Outreach Theological Institute in Houston, Texas. Ten years ago, Archbishop Hall was also appointed Chairman of the Human Resources Board for the City of Chicago by Mayor Richard M. Daley, and he continues to serve in this capacity. The board is charged with the responsibility of conducting hearings and rendering decisions in instances of alleged misconduct by career service employees During the elevation service, which was a special time set aside by the 85th Congress of the Metropolitan Spiritual Churches of Christ, Inc., Archbishop Hall’s administrative assistant, the Rev. Roland Chapman, was also elevated to Chief Adjutant of the First Spiritual Churches of Truth, Inc. The NEW Four-One-One By Raymond Ward DENISE JEFFERSON DIRECTOR OF THE AILEY SCHOOL NEW YORK — The Ailey family is deeply saddened to announce the passing of Denise Jefferson, who, for the past 26 years, was the director and impassioned steward of The Ailey School. She died on Saturday night in New York of ovarian cancer. Appointed as director by Alvin Ailey in 1984, after teaching at the School for 10 years, Ms. Jefferson — affectionately referred to as Ms. J — has been instrumental in identifying the potential, and mentoring myriad students as they began their journey to becoming some of the greatest dance artists in the world. “Powerful,” “technical,” “elegant,” “consistent,” “beautiful,” “fierce,” “a force of nature”— these are some of the adjectives most commonly used to describe Ailey students. They are also the words that best describe Denise Jefferson. Words cannot express the magnitude of Denise’s loss to both the Ailey organization and to the world of dance. It is a testament to her leadership that 87% of current Alvin Ailey American Dance Theater dancers honed their skills through training from The Ailey School. Dancers trained Denise Jefferson under Denise’s nurturing direction have also gone on to successful careers in the ranks of other prominent national and international dance companies, including Martha Graham Dance Company, Hubbard Street Dance, Mark Morris Dance Company, Ballet Frankfurt, Ballet Nacional de Espana and Nederlands Dans Theater, among countless others. Denise Jefferson’s indefatigable dedication and clear vision of the elements required to train world-class dancers, produced a challenging, innovative and sophisticated program that is sought out by students from around the world. Since its inception, The Ailey School has attracted students from 93 countries. Denise traveled the globe teaching and offering opportunities for the most talented dancers to receive unparalleled dance training at The Ailey School. Her foresight and ingenuity led her to break new ground in 1998 with the development of the innovative Ailey/Fordham BFA Program, which offers students the best of two worlds–the artistic pre-eminence of the official school affiliated with Alvin Ailey American Dance Theater, combined with an exceptional liberal arts education from Fordham University. With a firm but compassionate hand, Denise demanded excellence from both students and faculty members; instilling discipline, an astounding work ethic, and respect for the form. She took great pride in the fact that one can always tell a student who was trained at The Ailey School - not only because of their ability, but also due to their professionalism. Tracy Inman and Melanie Person have been named Acting Co-Directors of The Ailey School and Ana Marie Forsythe has been appointed Acting Director of the Ailey/Fordham BFA program. Denise Jefferson was born in Chicago, Illinois, where she began her ballet studies with Edna L. McRae. After receiving a B.A. in French from Wheaton College and an M.A. in French from New York University, she was awarded a scholarship to Martha Graham Center of Contemporary Dance and, after one year, began her professional career with the Pearl Lang Dance Company. While her professional achievements were great and many, it was Denise’s humor, wit, grace and authenticity that made everyone who knew her love and appreciate her. Denise is survived by her daughter Francesca Harper, her sister Margo Jefferson and her loving mother Irma Jefferson. Her legacy will endure and her spirit will forever have life through all of the dancers she influenced. Whenever a curtain goes up, Denise’s light will be cast upon us, and warm us, and we will remember. A celebratory memorial concert is being planned at The Ailey Studios for a later date. At the request of the family, donations may be made in her memory to the Denise Jefferson Scholarship Fund at The Ailey School. 12

WORLD OF MUSIC
By Dr. Barbara Wright-Pryor
Walter Hawkins, dead at 61 Walter Hawkins put a powerful stamp on contemporary gospel music during a career that spanned 40 years. As a singer, songwriter, producer and pastor, he helped bring the music to mainstream audiences and influenced a generation of singers. Contemporary gospel artist Walter Hawkins died Sunday, July 11 at his home in Ripon, California, after a two-year battle with pancreatic cancer. He was 61. Hawkins left an extensive legacy of songs that included “Oh Happy Day” (as part of the Edwin Hawkins Singers), and his own “Goin’ Up Yonder.” His singing career began in older brother Edwin’s Northern California State Youth Choir. Their recording of the 18th-century hymn “Oh Happy Day” became an international hit in 1969 and won a
Grammy in 1970. By 1972, Hawkins had earned his divinity degree from the University of California-Berkeley and established the Love Center Church in Oakland. Mr. Hawkin’s third album, “Love Alive,” firmly established Hawkins as a force in contemporary music. With his then-wife, Tramaine Hawkins, taking the lead, “Goin’ Up Yonder” became one of gospel’s most enduring hits. She also appeared with him on the 1980 Grammy Awardwinning compilation “The Lord’s Prayer.” Over the years, Hawkins would release several more hitladen albums in the “Love Alive” series and was planning to release another this year. His music showed the influence of other genres as he infused pop and R&B flavors that made

gospel more accessible. His influence can be heard directly and indirectly in the music of such current gospel stars as Kirk Franklin, Yolanda Adams, John P. Kee, Donnie McClurkin, Kurt Carr and the Williams Brothers. Not limiting his collaborations to gospel music, Mr. Hawkins also worked with rock star Van Morrison, R&B’s Jeffrey Osborne, actress Diahann Carroll and the late disco singer Sylvester. Survivors include five siblings, two children and two grandchildren.

bipartisan support. Yet it is still stalled in the Senate Insurance, Commerce and Labor Committee and will have to wait until full-time legislators return from their summer recess. Beyond these two states, several others this year also addressed payday lending. Maryland Governor Martin O’Malley signed legislation that cracked down on payday lenders’ attempt to act as “credit repair” agencies. These lenders were charging over 600 percent annual interest, far in excess of Maryland’s legal limit of 33 percent. In Colorado, Governor Bill Ritter recently signed a bill that takes effect August 11 and will reduce the total costs of payday loans in Colorado by two-thirds. The new law also extends the amount of time a borrower has to pay back the loan to at least six months. When Wisconsin Governor Jim Doyle received a bill that offered no rate cap proThe Chicago Crusader
tection for payday lending, he used his unique veto authority to effectively ban auto title lending and significantly strengthen an otherwise weak bill. Real financial reform will only occur when legislation and regulation is available at both the state and federal levels of government. In the meantime, states are wellpoised to enact legislation that addresses the core abuse of payday products. According to Hilary Shelton, NAACP Senior VicePresident for Advocacy, “The answer, really, is usury caps. You have to limit the amount of the annual percentage rate. There are states that cap the APR at 36 percent, which is the amount charged to members of the military.” Charlene Crowell is the Center for Responsible Lending’s communications manager for State Policy and Outreach. nanced the channel. They included attorney Willie Gary, boxer Evander Holyfield, baseball player Cecil Fielder, and Marlon Jackson, brother to the late Michael Jackson. The Black Family Channel’s Alvin James said Comcast created TV-One as a competitor and positioned the station in better markets. That affected his channel’s ability to get advertisements. The channel folded fives years after it aired in November 1999. Comcast and DirecTV have a stake in TV-One, which launched in 2004.Comcast denies seeking equity in the Black Family Channel. “That’s not true,” Comcast’s Payne Brown said. Brown, vice president of strategic initiatives, contends it is a fallacy to think that something is not Black owned if it is not 100 percent Black owned. Brown also called it “disingenuous” to tell Blacks they cannot seek venture capital funds, even though government officials fought to give Blacks greater access to capital. However, Brown reaffirmed his company’s commitment to diversity that, he said, goes beyond channels and programming. The company proposes: To create a $20 million venture capital fund to expand opportunity for minorities to develop new media content. To increase minority talent both on and off the air. To create opportunities for Black ownership of on-demand programming, such as Hip Hop on-demand, co-created by rap mogul Russell Simmons. To set aside four out of ten

new independently owned and operated channels for Blacks. James, of the Alvin James Group, a media consultant company, supports NCAAOM ownership position. “When you have other people who don’t understand our culture, they tend to compromise it in a very significant way, and it loses its validity,” said James, a 25-year veteran in the cable industry. NCAAOM’s position of 100-percent ownership is gaining traction. Reverend Jesse Jackson, founder of the Rainbow/Push Coalition, at a July 8 hearing in Chicago also called on more minority ownership of cable channels. Jackson said the emergence of cable gave civil rights organizations hope that the industry would allow for minority ownership, program- ming and staffing. Jackson said that has not happened. “The FCC must make sure that there’s a fair and enforceable process that ensures Comcast carries independent networks and programs…,” Jackson said. “The process must also ensure that Comcast won’t favor their own programming and networks over their competitors.” Congressman Bobby Rush, who sponsored the July 8th hearing, said that he knows of Comcast’s diversity commitments. He said they do not go far enough for a merger that will create a “colossus” media and information company. “Minority owners and investors must have better seats at the boardroom table, not just in the movie theaters wearing 3-D glasses or holding set-top remote controls in
our living rooms,” Rush testified at the hearing. “If this merger is truly going to be in the public interest Comcast and NBC-Universal will have to do more for and with minorities than what they have offered to do,” he added. Washington agreed. He said Comcast’s diversity goals
must go beyond the obvious. “Comcast is more than willing to talk about employee diversity,” he said. “They want to talk about supplier diversity and … board seats. But what they don’t want to talk about is revenue the economic value of what they are taking out.”

make sure it would not be a problem on the day of travel, was met by the owner saying that she would not do it. Now the customer had had the experience before that the name was incorrect for travel to another country and they missed their flight when the line was so long and the agent at the airline took their blessed time in waiting on the customers. So it was not without foundation that there was some worry that it would not be a problem when they arrived at the airport. So the owner told them to go fly a kite or take a hike. Or better still arrive at the airport more than the customary two hours before. The customer decided to call the airline direct and was told by the airline that they would make a note and it would not be a problem when they arrived at the airport. What pains Ima is that the owner of the travel agency is a Black woman. Maybe she was just having a bad day or maybe a bad life, but one thing is for sure she just lost some customers. VIENNA, AUSTRIA - The Centers for Disease Control (CDC) released a study today looking at race, poverty, and HIV among heterosexuals in 23 poor inner-city neighborhoods in the United States. The study found that when other racial ethnic groups are confronted with the same social determinants faced by Black Americans their risk for HIV rises. Some media organizations are erroneously concluding that race is not a factor in HIV transmission in this population. This is a false choice and an absurd and dangerous conclusion. The point is not whether race or poverty matters, the point is race and poverty matter. Black people are disproportionately impacted by HIV/AIDS. One of the reasons this is so is because we are poor. Seventy-seven percent of the participants in the study were Black and the majority of the residents in the communities surveyed were Black. According to a study by U.S. Department of Agriculture, nine out of every 10 Black Americans who reach the age of 75 spend at least
one of their adult years in poverty. By the age of 25, the findings show, 48.1 percent of black Americans will have experienced at least one year in poverty. By age 40, the number grows to two-thirds and to more than three-fourths by age 50. More than 90 percent will have lived below the poverty line by age 75. The researchers say that by age 28, the Black population will have reached the cumulative level of lifetime poverty that the white population arrives at by age 75. “In other words, Blacks have experienced in nine years the same risk of poverty that whites experience in 56 years, the report stated. “Does poverty matter? Of course, but to pretend that race is not a huge factor in who is poor in America is naive at best and maliciously racist at worst. The fact that virtually every Black American will experience poverty at some point during their adulthood speaks volumes about AIDS in America, says Phill Wilson, President and CEO of the Black AIDS Institute. “Poor people get AIDS. Black people are poor.
