Teachers Union and the school district cannot come to terms on a new contract. A strike would be devastating, said Becky Carroll, a spokeswoman for CPS. As the nation’s third largest school district with 402,000 students and 675 schools, a strike would affect more than 300,000 students,
according to Carroll. “CPS has been working on a plan for the last several weeks that would allow the district to provide our kids with essential services they need in the event that the Chicago Teachers Union decides to strike,” explained Carroll. “[However] it’s prema-

Michael Clarke Duncan leaves mark on Hollywood; leaves life too soon By Elaine Hegwood Bowen More than 15 years ago, when Michael Clarke Duncan was working as a ditch digger for Peoples Energy, I can imagine that he may never have thought that his life’s work would mean anything to anyone other than his family and close friends. And, of course, little did he know back then that he would make an impact on the Black community as an esteemed actor with an Oscar nomination. But the world was astonished to learn of Mr. Duncan’s death September 3 at the age of 54 due to a heart attack. He had suffered the heart attack in mid-July—and it is one from which you would expect that a burly man such as himself could recover—so his death was totally unexpected. His Oscar nomination was for the 1999 The Green Mile and, while I liked other Duncan performances, I must say that the Oscar nod was well deserved. His role as a (Continued on page 13)
ture to release details of a plan at this time, as the Chicago Teachers Union has not yet announced that they plan to strike. [But] if the CTU should issue a notice to strike, we will release our plan in order to get the process going so that parents and kids know what services will be available in their communities and where.” However, a strike would not affect charter schools because their teachers are not members of the CTU. The last strike occurred in 1987 and lasted 19 days. CPS officials said they have developed a contingency plan as a backup. The school district plans to keep open 145 schools from 8:30 a.m. to 12:30 p.m. Monday through Friday. Students would receive two nutritional meals a day and the option of participating in several different activities. Additionally, the “Children First” plan includes: • Sites that are selected based on the size and location of the building, with preference given to those with strong leadership, air conditioning, a gym and cafeteria, computer labs and proximity to public transportation. • While instruction will not be provided, students will participate in positive activities to keep them engaged, including inde-

Plans in works to fix one of city’s biggest congestion problems By J. Coyden Palmer In the ‘90s it was the S-curve on Lake Shore Drive, last decade it was the Hillside strangler on I294, now the Illinois Department of Transportation (IDOT) wants to fix another nightmare for Chicago area drivers, the Circle Interchange. According to the Federal Highway Administration, the Interchange, which serves 300,000 vehicles a day and averages three accidents a day, is the slowest and most congested highway freight bottleneck in the nation. During a meeting Aug. 30 at the Chicago Marriot Medical District/UIC, just blocks from the proposed project, a roomful of traffic engineers, construction companies, frustrated truck drivers and vehicle owners, along with area business owners listened to possible solutions that could be coming in the next few years. IDOT officials said an ambitious $375 million reconstruction plan, 90 percent of which they hope will be funded by the federal government, could be put in motion within the next two years. IDOT has begun gathering stakeholder input and presenting technical analysis through an initial Project Working Group (PWG) meeting that involved elected officials, community representatives, agencies and other interested stakeholders. Products of the PWG meeting were the initial conceptual alternatives that were presented at the open house public meeting last Thursday. IDOT is seeking further stakeholder input on initial alternatives, and will consider this input as the planning process moves forward, said IDOT Spokesperson Guy Tridgell. Steve Schilke is IDOT’s project manager for the Circle Interchange reconstruction. He said as the city has grown, and more people have cars than when the Interchange was originally built some 50 years ago, the needs in the transportation industry have changed as well. He said most of those complaining are frustrated drivers who on average are delayed by 10 minutes a day by the bottleneck. “For years we have heard the complaints from drivers and truckers and the statistical data that we’ve compiled gives validity to their complaints,” Schilke said. “We understand that time is money and whether you’re talking about a trucker that needs to get their freight to a designation by a certain time, men and women trying to get to work on time or young drivers trying to get to school on time, everyone is affected by slow traffic.” 2
The Circle Interchange connects the Dan Ryan, Kennedy and Eisenhower expressways along with the newly redesigned Congress Parkway that opened earlier this year near downtown. There are a wide range of concepts being explored to fix the problem. Some of the more elaborate ones include building ramps that would run several stories high or digging a tunnel that would run underneath existing infrastructure. IDOT hopes to reach a final decision on a preferred alternative by next year with construction starting in 2014 or 2015. Danny Johnson is a truck driver from the South Side who attended the meeting on his own. He was going to speak during the time allotted for comments but changed his mind. But he told Crusader afterwards that people do not realize how much money they are really losing when they are stuck in traffic. “The biggest cost to you is fuel,” said Johnson, in an excited voice. “With gas at nearly five bucks a gallon, nobody has time to be wasting sitting in their vehicle. For truckers it’s even worse because we are not just burning fuel, but our money is based on getting loads to their destinations on time. Unlike a citizen in their personal vehicle, we can’t just get off the expressway and take shortcuts down side streets if you’re in an 18-wheeler. Then we’re all paying for congestion with our health, because we all are stressed out by the traffic,” Johnson said with a laugh. Schilke said at the time there are no plans to acquire private property for the project, but he admitted that is always a limited possibility once a project begins if engineers can find no way around a potential safety problem or a project cannot be completed without acquiring additional land. Eminent domain laws gives the state the power to appropriate property for public use with reasonable compensation, usually fair market value, given to the owner of the property being acquired. Until Sept. 12, visitors to the website can leave their thoughts with IDOT planners during the formal comment period.

Seaway Bank not favored by Black foundation By Wendell Hutson A recent public forum sponsored by a Black foundation concluded that the state’s largest Black-owned bank is lacking when it comes to investing in the Black community. The forum was put together to address the Community Reinvestment Act (CRA) financial institutions must abide by when it comes to lending practices. Seaway Bank and Trust Co., with assets over $500 million, is headquartered at 645 E. 87th St. and was founded in 1965 as Seaway National Bank of Chicago. But despite its rich history Otis Monroe III, chief executive officer for The Monroe Foundation, said Seaway need to step up its ‘A’ game. “Seaway continues to ignore invitations from our coalition partners to come to the table and discuss how it can become engaged in community development activities, while Citi (and others) have engaged our coalition partners in programs that are CRA qualifying that support home ownership education, lending, financial education,” said Monroe. Claudette Harris, a spokeswoman for Seaway Bank, did not return calls by Crusader press time. Citibank’s George Wright, Midwest regional director for Community Banking, said while Citibank may not be Blackowned, it responds to the needs of the community. “That is what the CRA was created for in the first place. We may not have many branches in Black communities but we know the needs of the community, which is why Citibank is recognized as a leader in community lending,” Wright, who is Black, told the Crusader. “Our strong local ties to minority organizations, such as the Hispanic Chamber of Commerce and the Chicago Urban League, is our way of connecting to the community and fostering partnerships with organizations embedded within the community.” The Foundation gave Citibank an “outstanding” grade for its CRA participation while giving Seaway an “incomplete” grade. The purpose of the Aug. 25 forum, according to Monroe, which was attended by more than 100 community stakeholders, was to inform the public about what financial institutions are doing and not doing for the community. “The Community CRA Report Card is a community grading of the efforts or lack of efforts by The Chicago Crusader
Chicago area financial institutions to engage grassroots community-based organizations in community reinvestment projects in communities where coalition stakeholders are working to improve the economic quality of life of low-income families and the working poor,” added Monroe. Besides Citibank the forum also gave grades for other financial institutions. PNC Bank was recognized for its’ support of ‘Second Chance Saturdays” launched through its’ Foundation of Checking Product and Foundation Money Management Financial Education Program that has resulted in over 400 previously “unbanked/underbanked” families opening “Second Chance” Foundation checking accounts at PNC. US Bank was recognized for its’ commitment to homeownership lending in Chicago’s Austin community on the West Side, and Marquette Bank for its’ commitment to financial access for public benefits recipients in the Englewood community on the South Side in partnership with the Englewood Food Network. Urban Partnership Bank received an “Incomplete” grade for its lack of community reinvestment engagement, said Monroe. EDITORIAL 2012 NATIONAL POLITICAL CONVENTIONS The 2012 Democratic National Convention is being held during the week of September 4 and it will certainly provide much entertainment along with some serious food for thought. The Republicans met during the previous week. It was a rare display that boggled the senses when it came to the number of outright untruths that were slung around during that event. When viewing these big political extravaganzas, the need for an informed electorate becomes obvious. Lies do not go over well with people who are conscious and informed. There is another factor, however, that can skew a person’s perception so that they may not be able to distinguish truth from lies, and that is the concept of “emotion.” The more emotion involved around an issue, the less clearly a person can exhibit rational behavior. This can be seen in people of obvious intelligence who have major employment, political and social responsibilities, but who get caught up in affairs that jeopardize their success. Many politicians have fallen out of favor due to personal peccadilloes when people assume they should have known better. A former president of the United States could not control his emotional lust and ended up being chastised because of it. Now, what does this have to do with the Democratic and Republican National Conventions? The answer is EVERYTHING. All of the pomp and circumstance they exhibit is designed to elicit emotions in the public. If, for example, a Republican candidate wants votes, they have only to deliver messages targeting their constituents with certain agendas. These constituents are more inclined to believe a message without question if the message tugs at their heart strings. It is for this reason that many voters, especially white, Republican, Tea Party constituents may end up voting against their own interests because they believe the divisive Republican hype. Recently, a woman who attended the Republican National Convention, was interviewed on public radio. She said that she hated President Obama so much that she couldn’t stand to look at him. Imagine that! What has he done that could possibly elicit such venom? The woman couldn’t cite a specific incident; she just felt that he was the worst president that we’ve ever had. Moreover, she said “We need to have a first lady who looks like a first lady in the White House.” She didn’t explain what that meant, but any astute observer could read between the lines. Every first lady in American history has been white. So, in the woman’s mind, Michelle Obama, who is Black, will never be first lady material. This is due to racism, pure and clear! This woman’s prejudice could keep her from realizing things that might be of value to her because of her bigotry. As a self-professed part of the “middle class” she stands to benefit from Barack Obama’s policies, especially the healthcare initiative. But she can’t see this because she is blinded by her emotions. Now, back to the conventions - the tone of the Democratic National Conventions tend to be much more inclusive than the Republican Conventions, especially in recent years. The Republicans have turned out to be the party of “No” while Democrats talk of positive change and feel-good unity. It is as clear as the nose on your face that the Republicans are for the wealthy class, and the Democrats are for those who are not affluent. This includes non-wealthy Blacks, Whites, Hispanics, Asians and others. If you are not wealthy, you need to vote for President Barack Obama as though your life depends upon it, because if the plutocratic Republicans have their way, you won’t have a chance! I am pretty sure it wasn’t Clint Eastwood’s intention last week to take our minds off the problems facing Chicago, but that is exactly what the award-winning actor did for a day or so. But after all the chuckling, jokes and Facebook posts about the empty chair routine, Chicagoans had to get back to the realities of unprecedented violence, a pending teachers’ strike, and a host of less pressing problems. The sides seem pretty much equally divided over whether the Chicago Public Schools teachers should strike now that a 10-day notice has been issued and a strike date identified. It seems Mayor Rahm Emanuel is adding fuel to the fire by his decision to leave the city, and go to the Democratic convention in Charlotte, N.C. Granted, technology will let him be in constant contact with his underlings and the school superintendent, but it is just the perception that he is saying he has something more important to do out of town. That is dead wrong. He doesn’t have anything more important to do. His major responsibilities are to this city and its residents – not the Democratic Party, or even President Obama. If he got laryngitis today, the Dems would, could find a replacement speaker for him in a heartbeat. He is not that important to the process. To say he cut his trip to Charlotte short

is no consolation. I have seen people write in other letters that Emanuel is not a man of his word, and he looks like he is proving them right. A couple of weeks ago he was quoted in several newspapers and on TV as saying he would get more involved as the talks with the teachers intensified. How much more intense can they get with a strike deadline set? And how can they take him seriously if he can only be at the bargaining table via Skype or some other virtual means? It seems too that CPS CEO JeanClaude Brizard is a victim in this mess, Brizard came to town bubbling with talk of education reform and improvement. But Emanuel has turned the education issue into a political one, moving Brizard’s priorities to the rear. This could be the first strike in 25 years. This is the worst times our children can be out of school. Many of them will be unsupervised during the day because of parents’ work schedules. The numbers of shootings in our community lately puts innocent youngsters even more at risk. CPS has announced some alternative plans for a number of students, but those don’t include every student, nor do they provide instruction. The district should call it what it is – glorified babysitting. But the teachers union needs to ask itself if one youngster is wounded, or worse, while the teachers are out, was the strike worth it. There has to be room for compromise, and I hope both sides find it. Frank Hill

Equatorial Guinea Takes on New Life By Harry C. Alford NNPA Columnist I have been hearing so much negative news and gossip about this small nation located on the Western African coast known as the Gulf of Guinea. It was as bad as the ridiculous things the press and others say about Cuba. We had to visit Cuba to see for ourselves. The negative things proved to be false. So, when the Sullivan Foundation formally invited us to attend the recent IX Summit in Equatorial Guinea, we jumped at the chance. During the early history of the nation, it earned a reputation for violence. But a change in government and establishment of a genuine constitution and rule of law has changed it for the better. The people of this nation are terribly upset about all the negative rumors. As the African Sun Times quoted the president of Equatorial Guinea: “archaic news and perception” of the country. President Obiang Nguema said, “Critics are free to criticize as per their freedom of expression. However, there are some who wish to undermine the sovereignty of nations and the equality for its people. This [the Summit] is a golden opportunity to come to know our country, which is small
Harry C. Alford but rich in opportunity and culture.” He added, “Unfortunately, we now face new-colonialism; where some nations continue to practice that they are above others. Today, theories show that life proceeded from Africa. Slavery was an invasion of African culture and destruction of our values. The AU [African Union] shows that Africa can unite and contribute to the global stage as a nation.” As for uninformed critics, the president advised: “Come and visit Equatorial Guinea or shut up.” We enjoyed our visit to the lovely capital city of Malabo. The airport had a nice lounge and the hospitality was genuine. From there, we got
on a bus and checked into the fivestar Sofitel Hotel Sipopo. We were on Bioko Island, which is actually located about 70 miles from the mainland. In fact, the island is close to the nation of Cameroon. The first language is Spanish and a noticeable number of residents speak French. I assume the French speaking folks are workers coming in from Cameroon to meet the labor demands. Labor demands? Yes, this nation is experiencing the greatest economic growth in Africa. There is very little unemployment. Cranes and construction are evident everywhere. The section of the island known as Sipopo is actually a brand new community. Restaurants, mansions (53 new mansions representing the 53 nations of Africa), hotels, a hospital and the elegant brand new conference center. I don’t believe there is anything in the United States like this new structure. Designed by a Turkish firm and built by a Chinese construction management company, it is certainly a message to the world: “Equatorial Guinea is open for business.” The African Union held its annual convention there as a formal grand opening. Each head of state
stayed in one of the fully furnished, 15-room mansions. Each mansion still flies the flag of each respective country out front to symbolize the royal visit. The estates will soon be offered to the open market at a bargain-basement cost of approximately $2 million each. Like all buildings on Sipopo, the mansions face the gorgeous coastline. The nine of us from the National Black Chamber of Commerce broke away from the formal agenda and started to network with government ministers who directed us to some of their successful entrepreneurs. This was a treasure trove of opportunities. They want African American businesses to come and joint venture with their businesses. The government controls many of the contracts and they are determined to build their businesses via these joint ventures. They will tell any prime vendor or contractor that a large portion of any project will include local Black businesses and, if needed, a partnering African American firm. One minister told us, “All proposals will be seriously considered.” As I write this, chamber members have one executed contract and four others are in the developing stage. This is going to be an entrepre-
neur’s paradise. The decision making for letting a project is a two-step process: The applicable minister (cabinet member) and the president. The budget is huge because they will soon begin to build two new cities on the mainland. A big affordable housing program is already underway. Down payments are affordable and interest rates on mortgages are extremely reasonable. In essence, what we saw was a democratic nation with a populace that smiles and exudes happiness and optimism. There is definitely free enterprise and the natural resources – oil, natural gas, gold, diamonds, rich farmland, lumber and a great fishing industry, all ensuring a robust economy and a well-funded government. Obama Needs to Project More than ‘Hope’ By George E. Curry NNPA Columnist The primary goal of the Democratic National Convention in Charlotte, N.C. this week is to highlight the sharp contrast between the policies of President Barack Obama and Mitt Romney, his Republican opponent. In the past, political conventions were used to count delegates to determine each party’s respective presidential nominee. That has changed in recent years, with the ballot outcome already determined by the time thousands of delegates roll into a city for the convention. Today, the speeches are directed at millions watching on television, the Internet or a mobile device, not the people sitting in the convention hall. Republicans concluded their national convention in Tampa and for the first time in 60 years, the GOP nominee didn’t make the argument that his party will do a better job in foreign affairs. President Obama took that issue away from Republicans by ending U.S. involvement in the war in Iran, bringing troops back from Afghanistan and approving a mission that resulted in the death of Osama bin Laden. the last national political convention that Republicans or any other party can make a race-based appeal to white voters. Despite token appearances by former Secretary of State Condoleezza Rice and Artur Davis, a former Democratic congressman from Alabama who couldn’t carry his on precinct in his bid for governor, Team Romney made a major appeal to its base. And the selection of Paul Ryan as his running mate served to underscore that point. The problem for Republicans is that the election will largely be decided by undecided independent voters. And Romney, a Massachusetts moderate-turned-conservative, can’t afford to appeal directly to that group without alienating ardent conservatives already suspicious of him. Except for a speech to the NAACP annual convention in Houston, Romney has done little to appeal to African-American voters. Not that it would do him much good. A recent NBC News/ Wall Street Journal poll showed Romney getting zero percent of the Black vote. Of course, that does not mean no Black person in America will vote for him. Instead, the zero was in a poll with a margin of error of 3.1 percent. That means that Romney probably will not match John McCain’s unimpres-
George E. Curry sive 4 percent in 2008. By comparison, George W. Bush captured 11 percent of the Black vote in 2004. Both Obama and Bill Clinton were elected president without receiving a majority of the white vote. And Obama can do it again this year. Look at how this plays out in the battleground state of North Carolina, which Obama carried by only 4,177 votes – or 0.3 percent – in 2008. Blacks make up 22 percent of North Carolina’s population. Over the past decade, 1.5 million people migrated to North Carolina – 61.9 percent of them non-white. According to demographers quoted by the Charlotte Observer, Obama can carry the state by winning just 36 percent to 37 percent of the

white vote. Obama’s larger problem is that after campaigning four years ago on a theme of hope and change, there is not much of either today. His severest critics note that after promising change – that’s about all they have left in their pockets after nearly four years of his leadership. Of course, it’s impossible to bring about change by yourself. And Obama was naïve to believe that he could single-handedly change the political bickering in Washington. The party out of power is always plotting to re-gain control. However, Republicans reached a new low when Senate Minority Leader Mitch McConnell announced before Obama was sworn in that his top priority was to make sure Obama was a one-term president. And Republicans have sought to block Obama’s major initiatives, including his signature Affordable Care Act. They outmaneuvered him on extending the Bush tax cuts. On the campaign trail, Obama promised to extend the Bush tax cuts only for individuals earning less than $200,000 and couples making less than $250,000, a position favored by most Americans. However, Obama consented to a GOP plan extending all tax cuts supposedly in exchange for extending unemployment benefits. Obama should have Saturday, September 8, 2012
stood his ground and forced Republicans to vote on whether to extend unemployment benefits to people who had lost their jobs. House Republicans learned early that they could simply pretend to be interested in adopting bipartisan legislation. In an effort to court them, Obama would propose legislation that he hoped would appeal to conservatives. They would play along right up to the end and withdraw from the process, leaving Obama with proposals that even his base couldn’t support. The test this week for Obama is to demonstrate that he isn’t the same naïve former U.S. Senator he was four years ago in Denver. With Republicans hell-bent on not seeing Obama return to the White House, he needs to show that he has more than just the audacity of hope. George E. Dr. Conrad Worrill The movement to implement an appropriate African Centered Curriculum in predominately African in America inner city schools is critical to the on–going struggle for the liberation of African people in this country. We must continue to de-
mand that the truth be taught as we continue to struggle to build the Reparations Movement in America. This movement has now become popularly known as the African Centered Education Movement. Simple stated, it focuses on teaching the truth concerning the contributions of African people to the development of civilization in all subjects. We must heighten the dialogue concerning the importance of this movement, particularly as it relates to the question of reparations. Throughout the country, Africans in America are now becoming more sensitive to challenging the racist and white supremacist basis of the African public school curriculum. Through the National Black United Front (NBUF) and its world African Centered Education Plan, more Africans in America are beginning to see the need for massive curriculum change in the public schools of this country and the youth must take leadership in this project. There is not a day that goes by that someone does not call my office seeking information and help on how to start the process of changing the curriculum in their school. Parents are becoming more and more dissatisfied with what their children are being taught.
They are also beginning to realize how much isn’t taught. It is clear that the public school system is the place where African American children receive a significant portion of their view of the world and the history of the world. And, it also is a place where large numbers of African in America youth are miseducated under the system of white supremacy through the ideas and interpretation of history that is presented to them. Let’s turn to Carter G. Woodson’s great book, The Mis-Education of the Negro to get some further insights into this problem. Woodson observes “the so–called modern education, with all its defects, however, does others so much more good than it does the Negro, because it has been worked out in conformity to the needs of those who have enslaved and oppressed weaker people.” For example, Woodson says, “The philosophy and ethics resulting from our educational system have justified slavery, peonage, segregation and lynching. The oppressor has the right to exploit, to handicap, and to kill the oppressed.” Continuing on Woodson explains that, “No systematic effort toward change had been possible for, taught the same economics, history, philosophy, literature and
religion which have established the present code of morals, the Negro’s mind has been brought under control of his oppressor.” Concluding on this point Woodson states, “The problem of holding the Negro down, therefore, is easily solved. When you control a man’s thinking you do not have to worry about his actions.” Therefore, it is inspiring to see so many of our people waking up all over America and seeking the truth concerning the real contributions of African people to the world. Through study groups, conferences, Black talk radio, information network exchanges, African Americans are coming into a new African consciousness that seeks to reclaim the African mind and spirit. Through the Portland Model Baseline Essays, the work of the Kemetic Institute, the Association for the Study of Classical African Civilizations (ASCAC), and other writings and curriculum materials, Africans are becoming much more aware of the following points that must be incorporated into the curriculum. 1. Africa is the home of early man. 2. Africa is the cradle of modern man. 3. Africa is the cradle of civilization. 4. Africa once held a position as
world teacher including the teacher for the western world. 5. There was and there still is a continental wide unity in Africa and in the African communities around the world. 6. The first time Africans left the continent was not on slave ships. 7. Africa and African people all over the world have been under siege for nearly 2000 years and only recently by European slavery and colonization. 8. There is an African Diaspora all over the world today. 9. African people have resisted domination on the continent and all over the world. 10. Even under slavery, colonization, segregation, apartheid, African people have made monumental contributions to arts, science and politics. These ten points, and others, have become the basis upon which we can judge the white supremacy public school curriculums content in textbooks and other learning materials. In other words, these points have become the basis of determining whether the truth is being taught in the public schools of this country. In seeking the truth about the Reparations Movement, join an organization that is working on this great, just, and mighty issue. The Truth WILL set us all free!
Who Built What? The Republican National Convention’s theme was, “We Built This.” One of the speakers was Sher Valenzuela, a Delaware businesswoman who happens to be Latina. She touted the success of her upholstery business and implied it thrived because of her hard work. That’s only partly true. She also thrived because she started out with a $2 million loan from the Small Business Administration, and got another $15 million in non-competitive government contracts. Would her company, First State Manufacturing, have made it without government help? Your guess is as good as mine. But the notion that “we built this” is extremely shortsighted. What exactly did these Republicans build without government help? They don’t even go to work every day in our nation’s Capitol without the help of unpaid en-
It reminds me of a book written by Pulitzer Prize-winner Annette Gordon Reed, The Hemmings of
Monticello (2008). As she reprises some of former President Thomas Jefferson’s diaries, he writes about all the cotton and tobacco “we” planted. I had an amazing visual of Jefferson with a hoe picking and planting. He didn’t. He appropriated the effort of other people’s work, initiative, and infrastructure. He didn’t plant a thing. Enslaved people did the work. Based on his diaries, though, the man who died nearly bankrupt, expropriates the work of others in his use of the term “we.” Republicans held their convention last week at the Tampa Bay Times Forum. This is a convention center that was partly built with government money, to the tune of $86 million. As the arena was renovated to accommodate Republican attendees to the convention, no doubt government funds were also used for some of this. This is one of the tax subsidies that Republicans often decry. And how does government justify this? The infusion of

all those big spenders might bring money to local venders and tax dollars to the community. I’d like to see the accounting. President Obama is right to talk about the way all enterprise is interconnected and the many ways that the government role stimulates business. Federal, state, and local government engage in practices that subsidize businesses because they hope for a return, or because they believe that there are benefits to the community that may come because of government investment. Most sports arenas and fine arts concert halls have some government investment, and hopefully nobody is running around shouting “we built it.” Still, the Republican stance seems to be a purposeful amnesia, an attempt to ignore the many ways government facilitates the building that they claim they do. Congressman Paul Ryan, Mitt Romney’s running mate, peppered his speech with slams on President Obama. In his Wednesday night speech, he said “None
of us have to settle for the best this administration offers, a dull, adventureless journey from one entitlement to the next, a government-planned life.” What entitlements is he talking about? Subsidies to Head Start, proven to make a difference in early childhood education? Unemployment benefits, which many in his Janesville, Wisconsin hometown community used when a General Motors plant closed under President George Bush not, as he suggested, President Obama? Would he remove Pell grant subsidies to college students? Would he eliminate Social Security? Does he visit national parks? Government subsidies built that. Does he ride on any of our nation’s government subsidized roads and highways? Ryan has told us what he feels about Medicare, but his slam on government entitlements ignores the work government has done. Who built the roads? “We” didn’t. BUSINESS Student loan reforms expected to benefit 1.6 million borrowers Online resources and lowered repayments expected to lower monthly costs By Charlene Crowell NNPA Columnist As many as 1.6 million responsible student loan borrowers could benefit from a new order that ties loan repayment to income and family size. Beginning September 30, an expanded option called Income Based Repayment (IBR) can reduce monthly loan payments. Coordinated with the Commissioner of Internal Revenue and the Secretary of Education, an online application enables borrowers to apply for the program directly instead of going through a loan servicer. To be eligible for IBR, a borrower’s current repayments must impose a “partial financial hardship.” A “partial financial hardship” occurs when the monthly payments under a Standard Repayment Plan with a 10-year period is more than the monthly payments required under an IBR for those same loans. In married households where both spouses have IBR-eligible student loans, the combined payments under a Standard Repayment Plan and under IBR are compared. Loans eligible for the IBR are:
Stafford, Grad Plus and Consolidation Loans made under either the Direct Loan or Federal Family Education Loan Program. Several loans are ineligible for an IBR: private loans, federal loans in default, and parent Plus. Borrowers who want to determine if they are eligible for IBR can use the Department of Education’s IBR calculator: http://rspnsb.li/OnQaBA. Once approved, eligible borrowers could see their monthly repayments capped to no more than 10 percent of their discretionary income. Should household size or income change, the IBR option may not remain available. To sign up for an IBR before September 30, interested borrowers will still need to contact their loan servicer, the company that receives monthly student loan payments. Borrowers uncertain as to who their servicer may be can enter information online at www.nslds.ed.gov to determine their servicer and also find out their loan balance and interest rates. Since 2009, former students have been able to enroll in a similar plan that called for higher pay-
Charlene Crowell ments of 15 percent. Two years ago, President Obama signed into law an IBR plan that lowered the monthly cap to 10 percent for federal student loans taken out after July 1, 2014. With a June 2012 executive order, the waiting time is cut and borrowers may begin applying this fall. Additional benefits derived from the executive order are:
• Since July 15, borrowers now repaying student loans and in good standing may become eligible for some student loan forgiveness after 25 years of responsible payments; • After September 30, federal direct student loan borrowers will no longer be required to contact their loan servicer as the first step to apply for IBR; • Streamlined, online applications enable income and household verification that eliminates the likelihood of errors or missed information; it also enable applicants to complete the process in one visit; • Other new online resources available through the Department of Education that now include tools to help students make better financial decisions, become more financially literate and knowledgeable of other options for monthly repayments; • Higher education institutions will have an enhanced ability to help students understand repayment options while still enrolled including choices for repayment plans. Today, nearly two-thirds of college graduates borrow to pay for
their education with an average debt at graduation around $26,300. However, for students enrolled in private institutions and/or graduate programs, loan debt can easily reach six-figures. This new reform is an important step towards enabling those who value education the chance to make affordable payments. It may not change the cost of a college education; but it will likely make repayment more manageable. At a time when the American economy is still struggling to fully recover from a severe recession, with fewer jobs available than there are people looking for work, some financial relief is better than none. Despite the high cost of higher education, it remains a solid investment for the future. CATALYST SCHOOLS WITH campuses in North Lawndale and Austin have enrolled more than 1,000 students at those sites. Catalyst, in its seventh year of operation, also opened a K12 school in August in Chicago Lawn-another economically depressed community. When the schools are at capacity, enrollment will reach 2,200.
Maria High School community welcomes Catalyst Scholars Recently junior and senior mentors from Maria High School welcomed the incoming freshmen of Catalyst Maria with a symbolic candle-lighting ceremony. Maria, the century-old girls high school sponsored by the Sisters of St. Casimir (SSC), and Catalyst Maria, the newest member of the Catalyst Schools network of charter schools, are sharing the iconic building at 67th and California for the 2012 2013 school year. Holding a leadership candle that represented Maria’s 100-year old tradition of educating the community, Sr. Immacula invited the Maria students to share the light with the young Catalyst scholars. Eventually, close to 200 candles flickered warmly in the school cafeteria as both Sr. Immacula and Gordon Hannon addressed the students, scholars, and families in attendance. Each stressed the importance of Maria
to the neighborhood and how important it is that the traditions and mission of Mother Maria Kaupas live on. Through their commitment to rigor, expectations, and excellence, the Catalyst scholars promise to do just that. For their part, the Maria mentors are assisting the Catalyst freshmen with both their transition into high school and their understanding of the Maria traditions it will be their responsibility to carry forth. Mentors will be hosting monthly activities intended to help the Catalyst students with both the academic and social adjustments associated with high school as well as learning the Maria way – Always more, always better, always with love.

Valarie Pettiford on two shows on two major networks. This Fall Valarie can be seen on the third season of HBO's "Treme" and CBS's new show "The Golden Boy," starring Chicago's own Chi McBride, who has been waiting ten years to work with Valarie. After the first day of filming with McBride (she plays his wife), Valarie went back to her dressing room to find a massive, six-foot tall arrangement of flowers with a card attached that simply read, "Finally." Valarie's parents always said that she came into the world dancing. A tenacious and driven performer her entire life, Valarie auditioned for the film version of The Wiz at the age of sixteen even though she knew it was against the rules and would mean giving up her space at the prestigious High School for the Creative and Performing Arts in New York City. When shooting on the film was complete, her father insisted that his defiant daughter graduate, and had her use her salary from the film to enroll in the Professional Children's School, something for which Valarie has always been grateful (even though it took her a minute to understand the punishment for her blatant cheekiness). For the past three decades, she has appeared on stage and screen with some of the world's most memorable performers, including Angela Bassett, Chita Rivera, Loretta Devine, Raul Esparza and Lucie Arnaz. She is the award-winning actor/singer/dancer who has created such memorable roles as Big Dee Dee Thorne on Half and Half, Aunt Jackie in Stomp the Yard, and the inimitable Aunt Geneva in Jumping the Broom. While other "fifty-somethings" are complaining that their careers in Hollywood are over, Valarie seems to be taking her cue from the title of her successful sitcom, Half and Half, and is dividing her attention between television and singing, with film roles sprinkled in between. Also coming out this Fall is Valarie's new album of original lullabies, Velvet Sky, which is being released in October. This collection of thirteen tracks were written especially for her by two legendary Hollywood songwriting duos, who carefully crafted each song to fit her rich jazzy voice. 12

Michael Clarke Duncan leaves mark on Hollywood (Continued from page 1) Death Row inmate named John Coffey was at once commanding and sensitive, due to his stature. He tried to bring a calming balance to the craziness and bigotry that permeated the prison in which he was incarcerated, as his character possessed extraordinary healing powers. This wasn’t Mr. Duncan’s first role. He was cast in the 1998 Armageddon, as a member of the drilling team sent into space to blow up an asteroid heading to Earth, a role for which his co-star Bruce Willis recommended him. But these early movies led the way for the “big guy” to gain acceptance and casting in other Hollywood movies. Reportedly, he settled on becoming a movie star after having dropped out of college to tend to his ailing mother. Afterward he worked for the utility company and as a bouncer to support his mother, Jean, and sister, Judith. Later he ended up in Los Angeles working as a bodyguard for the likes of Will Smith, Jamie Foxx and other stars, before he quit to pursue his acting career. At first glance, Duncan’s large frame could be intimidating, and he cut quite an impressive figure with his stature and booming
voice. But he always exhibited such a warmth, no matter what role he played. Of late, Mr. Duncan had been dating reality television star Omarosa Manigault-Stallworth, most notably of The Celebrity Apprentice fame. The two were engaged, and she announced Mr. Duncan’s death through her publicist. Reportedly Mr. Duncan credited Manigault-Stallworth with helping him shed nearly 35 pounds from his 6’5” frame when he became a vegetarian. Mr. Duncan was a Chicago native and King High School graduate, and his death was a shock to local fans and those in the entertainment industry. “I was shocked at the passing of this great talent and young spirit,” wrote the

These are not medical experts saying he is no longer able to hold office, but opportunists or political vultures. People who don’t
even have the experience of being elected to a library board saying they are better suited than Jackson. This is the equivalent to kicking a person when he or she is down. Personally, it also is disrespectful. I guess that is what politics has become-taking advantage of people. Anyone who wants that seat, in my opinion, should have the decency to wait and see if Jackson plans to run. If he chooses not to run, then there will be an open seat and a better opportunity for every candidate. Should he run, then these detractors come off looking as mean-spirited, small-minded vultures. City Schools may be open but closed swimming pools put some students at risk By J. Coyden Palmer As Chicago Public Schools opened their doors to a new school year earlier this week, Crusader has learned that five city high schools still are out of compliance with the Illinois Department of Public Health (IDPH) regulations for swimming pools nearly a year after they were shutdown. The five schools: Tilden, Harper, Hirsch, Bowen and Collins are in non-compliance with suction entrapment requirements as found in the Illinois Swimming Facility Code. In December 2007, the federal Virginia Graeme Baker Pool and Spa Safety Act was signed into law, mandating the U.S. Consumer Product Safety Commission (CPSC) enforce mandatory suction entrapment regulations for all pools and spas. The 2004 drowning of Virginia Graeme Baker, granddaughter of the former Secretary of State James Baker, while being held at the bottom of a hot tub, led to the new Federal standards. Starting in 2008, the Illinois Department of Public Health (IDPH) issued six memoranda to all swimming facility licensees addressing the need to comply with suction entrapment regulations by October of last year. Those businesses and schools that were not in compliance by October 1, 2011 had their pools and spas closed by IDPH, according to the Department’s spokeswoman Sab-
rina L. Miller. Originally in Chicago, 22 city high schools were non-compliant, according to Miller. That meant students could not be taught basic life saving swim lessons by trained instructors at their school. “In the last few months we’ve seen a lot of city schools come off the list so they are making progress,” Miller said. “Lindblom Math & Science Academy is the most recent to come into compliance just last month.” Lindblom has a swimming team, in addition to boy’s and girl’s water polo teams that last season had to have all of their home games played at Englewood High School, according to the Illinois High School Association. But Miller said of the schools remaining on the list, Hirsch, Bowen and Tilden have made no effort to fix their problems and have not been in contact with the IDPH since 2010. She said Harper is most likely the next school to come into compliance as they have fixed the issue and are awaiting an inspection from the IDPH that will bring them into compliance. Miller said that inspection could be happening sometime this month. “Harper is on the right track, I mean you can really tell that they want to get this done,” Miller said. “Collins applied and was issued a permit to get the work done in 2011 but we have not yet heard back from them. They will have to notify us that they are
ready for an inspection.” Last week, during an event at Washington Park with USA Olympic Gold medalist swimmer Cullen Jones, who was promoting swim safety in the Black community, Crusader attempted to ask Mayor Rahm Emanuel about the closed pools in city schools. But the mayor refused to answer any questions on the issue and was escorted away by his staff members when pressed for comment after he said, “I want all children in Chicago to know how to swim,” earlier in the day. According to Safe Kids USA, 33 children died from suction drains between 1985 and 2004. One hundred more children were injured. Suction entrapment occurs when a swimmer, usually a small child, is trapped by the suction forces created by the water rushing out of the drain at the bottom of the pool. According to the CSPC, there are five types of suction entrapment that can lead to injury or death. The most common is mechanical, where a piece of clothing, jewelry or accessories become entangled in the drain and pull the swimmer with them. Next are body and torso entrapments. But the most violent kinds are hair, limb entrapments and disembowelment.
