Obama Library to benefit Black community By J. Coyden Palmer Whether or not the Obama Presidential Library was going to be built in Chicago was never a doubt in the minds of most people as there was more uncertainty surrounding the city’s failed Olympic bid a few years ago. Mayor Rahm Emanuel called the official announcement made earlier this week “the worstkept secret in Chicago” and Marty Nesbitt, chair of The Barack Obama Foundation, said, “It was Chicago’s to lose from the start.” But, community activists and prominent Black community members say the battle is only beginning. Questions on who will get full-time jobs, construction contracts and leadership positions at the library is the concern for some. Historian Timuel Black was excited when he spoke to the Crusader at the Gary Comer School where the announcement took place on May 12. He said the African-American community will benefit by having a historical museum in the heart of the South Side and sees it as a place for current and future Black academia to congregate and analyze President Obama’s tenure.
Black said it was a great day for the South Side, although it is not yet known where exactly the library will be built—either in Jackson or
Washington Park. “This is a big deal for Chicago, but particularly for the South Side,” Black said. “It will

Medley, who is a World War II Purple Heart recipient, Tuesday filed documents in federal court seeking a retrial to clear his family’s good name of charges he never committed. Filing pro se, Medley filed a petition for Writ of Error Coram Nobis at 219 South Dearborn he believes will prove that he was allegedly denied effective assistance of counsel at his first and second trials in violations of the Sixth Amendment to the U.S. Constitution and that there was insufficient evidence at his second trial which resulted in his conviction. The issue is Medley’s reluctantly accepting a $22,500 finder’s fee for identifying a potential buyer for a warehouse located at 4800 South (Continued on page 3)

CTA bus tracking goes high tech By J. Coyden Palmer Anyone who rides the CTA on a regular basis knows how frustrating it can be to wait for a bus for 30 minutes and then have three buses show up at once; it’s called “bus bunching.” During a press conference earlier this week at CTA headquarters, agency leaders announced it is taking steps to eliminate “bus bunching” by using the latest in transportation technology. They have installed a direct communication link between the CTA control center and each bus driver to go along with installed GPS technology in over 1,800 buses. CTA President Forrest Claypool said this is just the latest in infrastructure upgrades to the transit system to improve service for customers. Much of the funding in recent years was spent on security upgrades at train stations, rail cars and buses. Along with several train platforms undergoing rehabilitation, Claypool said improving the timeliness of buses is a priority. “Our customers have been telling us about this problem for years. They are especially frustrated in the winter months when it is freezing outside and they have been waiting for a bus for too long,” Claypool stated. The ability to communicate di-
rectly with drivers from the control center will help drivers avoid areas of congestion, according to CTA officials. The technology, known as Bus Transit Management System (BTMS), provides real-time monitoring of bus movements. The touch-screen terminals on every bus will allow instant communication between drivers and the control center. “We are able to track for ‘bus bunching’ and large gaps in service in real time and make better use of the equipment that is already out on the street,” said Michael Haynes, CTA manager of Transit Systems Support, who also serves as the project manager. Claypool said he hopes the new technology will lead to an increase in ridership. Last year, ridership went down four percent from 2013. Much of that had to do with the controversial implementation of the Ventra card, which was riffled with problems for almost a year. Many riders, like Mary Rivers, began losing faith in the system. “They made it too difficult and frustrating for me as a customer to give them my money,” said Rivers, who lives on the West Side, but works downtown. “I ended up either carpooling or taking Metra down to work and using CTA only when I had no other options.” Riders along King Drive and Cot-

It’s also a part of the overall museum campus along the lakefront, and it’s accessible by bike, bus, car, train, and walking. The

This library shows the success of ordinary people like Michelle and Barack Obama doing extra ordinary things,” Black said. “My preference is Washington Park because it carries all of the history I just spoke about.” The president of DuSable released a statement in which he did not name a preferred site. However, his statement suggests the museum could prefer the Washington Park location. “Since Presidential libraries are not libraries in the traditional sense, but

munities. We could use the boost in morale and economics.” Dr. Carol Adams said as a resident and historian on the South Side, she could not fully express how happy she was with the announcement. She acknowledged the South Side has been historically known as the great migration of Blacks from the south coming north for a better life. She went on to say that the best long-term benefit the library will bring is educational and cultural development. “Of equal significance is the powerful message it sends to our youth; those future leaders, inventors, teachers, scientists, artists, and yes, presidents that will emerge in its wake,” Adams said. “The library and museum will add to this. President Obama did indeed get there from here and I, along with thousands of others, welcome him back home.” Nesbitt said while it is too early to say when exactly the Obama Presidential Library could open, he assumes some time in either 2020 or 2021. Hire Ex-Felons urges Rep. Davis and Safer Foundation Rep. Davis (D-7th) and Safer Foundation officials recently called on the healthcare industry to hire more ex-felons. “If Johns Hopkins Hospital can do it, we can do it,” said Davis who spoke before about 30 healthcare providers including GEO Reentry Outreach and Operations manager Emanuel Barr, during the workforce development healthcare forum at the Illinois Medical District (IMD), 2100 West Harrison. They honored Melody Young and her son, Bennie Walker, 20, who was given a scholarship by Rep. Davis to attend Jackson State University where he is a sophomore majoring in communicating disorder speech. Young, a 48-year-old mother of eight, is now a Licensed Practical Nurse (LPN) whose goal is to become a registered nurse, but her road to success has been more than bumpy. The daughter of a Chicago policeman whose mother worked for the Board of Education, Young once sold drugs and a “hustler”; that is until she went to prison. “I had a chance to go to a drug rehab center, but I wanted to go to the penitentiary,” she told this reporter. “It was the best thing that ever happened to me because it was there that I said, ‘this is not the place for me’.” When she got out of prison, Young reached out to the Safer Foundation,
headed by Victor B. Dickson, and Rep. Davis. Together, they wrote letters of recommendation for her to get a job in the healthcare field. She needed a waiver because of her record. Young said of all the names she provided they only recognized one, Rep. Davis and she received her waiver needed to become a certified nursing assistant. Introduced by Attorney Sodiqa R. Williams, associate vice president of Policy & Strategy at the Safer Foundation, Pamela D. Paulk, president of the Johns Hopkins Medicine International, first spoke of the “huge tragedy” that happened in Baltimore, MD but said, “people are coming together” as a catalyst for social and economic change. “The key to that is jobs,” she said praising Johns Hopkins who set aside $7 million to build a hospital and a university. It was the largest philanthropic gift in American history. The Johns Hopkins University opened in 1876. Paulk and Davis told of the amazing story of Mr. Johns Hopkins, one of 11 children, who donated $7 million for a university and a hospital in Baltimore. Hopkins, who died on December 24, 1873 at the age of 78, was not just an entrepreneur but an abolitionist who said in a letter to the trustees dated March 10, 1873, “The indigent sick of this city and its environs, without regard to sex, age, or color, who may require surgical or medical treatment…and the poor of this city and state of all races, who are stricken down by any casualty, shall be received into the hospital, without charge.” He also said those who could pay should be admitted as well.

The warehouse was heavily mortgaged at the Central National Bank and the partnership had lost the sole tenant. They were looking for a buyer. The warehouse was sold and after refusing several times, Medley accepted the $22,500 finder’s fee, which was paid to his accountant, John Wilson. Medley paid taxes on and donated the rest to the NAACP, the Chicago Urban League and for tickets to Mayor Harold Washington events. However, sources told this reporter it was the 18 U.S. Code: 666 that is the real culprit. One source who is skilled in this area, said, “666 has been criticized and even reversed in certain situations. Medley is an Exhibit A why it should be reversed even though Brian Flisk, a businessman who was president of www.chicagocrusader.com
Metropolitan Petroleum Co. who had a $38 million CTA fuel contract, said during the trial he never bribed Medley. Yet, Medley was convicted for accepting a bribe. “Medley should become the poster child for abolishing 666, and it should be given retroactive to all those persons who have been aggrieved and unfairly convicted, and this statute that bears the name of the devil should be sent back to hell where it belongs.” Medley’s attorney, James D. Montgomery, did not return this reporter’s calls. He was Medley’s lawyer during his first trial, which ended in a hung jury. Medley hired attorney Stanley Hill for the second trial where he was indicted. Hill is now a sitting judge. When contacted, Hill said, “I was the one who got Flisk to admit he did not bribe Medley.” Hill said he could not comment further. However, reliable sources familiar with criminal cases said even though Flisk admitted he did not bribe
Medley the state used Code 666 and argued that Mr. Medley received a benefit from Flisk and as a result his conduct was influenced by that benefit in his capacity as a CTA commissioner. He too said 666 should be abolished. Mayor Richard J. Daley appointed him as Chicago Board of Elections Commissioner. That is where he met two lawyers, Robert Sperling and Michael Zavis from the Katen and Muchin Law firm. They were to serve as his advisers. Medley often had lunch with them and a trusting friendship developed, but, after Washington died, Medley’s troubles began. Medley, then 62, said he relied on his lawyers to clear his name. In fact, he was frightened of the idea of going to prison especially since he had not committed a crime. Medley said Montgomery assured him that the government “had nothing on him” but allegedly told Medley not to testify on his own behalf, and he did not introduce the FBI tapes

which Medley said, “Would have cleared my name. If he had done that, this never would have gone to court.” Medley said later Zavis and Sperling subsequently “admitted to the government prosecutors and the FBI that” Medley “did not want a commission.” However, in Medley’s initial trial, Montgomery failed to introduce the FBI tapes as well, and after Medley was released from prison Montgomery asked again to try and get an appeal. Professing his innocence, Medley said he never took a bribe of $22,500 adding “That is an insult to me and my family. I have more than that in my petty cash fund…. The U.S. Attorney should not be allowed to withhold exculpatory evidence in order to get fame or monetary rewards. “The judge said the feds gave the tapes to my lawyer. Why didn’t he submit them? I wrote U.S. Attorney Eric Holder about my case and he
said the government was not at fault; rather it was with my attorney. If the government knew I did not commit a crime, why was I indicted”? Medley said he served 10 months of his 30-month sentence in Duluth, Minnesota where he got a “botched up, unnecessary operation and tainted blood. I am still suffering from that operation,” he said. “I’ll probably be taking that for the rest of my life.” Coming from a humble but religious background, Medley lost his parents in 1930 at the age of 3 and was raised by his grandfather who had a favorite scripture, “A good name is rather to be chosen than great riches, and loving favor rather than silver and gold.” Neither Medley nor his four children has ever had a police record. And, until he draws his last breath on this earth, Mr. Medley said, “I am innocent, and I will fight this unjust conviction to clear my family’s good name.” SATURDAY, May 16, 2015

EDITORIAL WORLDWIDE WAR ON BLACK PEOPLE? Some years ago, Minister Louis Farrakhan said that he had contact with an Unidentified Flying Saucer (UFO) and heard a mechanical-sounding voice that sounded like the late Honorable Elijah Muhammad, who had been long dead at the time. According to Farrakhan, he was warned that a war on Black people was being planned. Of course, most people paid no attention to this notion and chalked it up to nonsense. When we look around the world today, however, it is interesting to note the violence that is decimating Black communities worldwide. Some of it is coming from others, and some is a result of the community turning on itself. Let’s look at the evidence. According to Wikipedia, there are quite a few current wars in the world and the following are all occurring in Africa. The Boko Haram insurgency has impacted Nigeria, Cameroon, Niger and Chad, and the cumulative fatalities to date are 18,000. There is war in Somalia (Somali Civil War) and Kenya with cumulative fatalities of 500,000. There is war in Darfur, with cumulative fatalities of 178,258. There is the Libyan Crisis (Civil War) with cumulative casualties of 13,225 to date. There is the Central African Republic Conflict with 7,472 casualties to date, and then there is the South Sudanese Civil War with current total casualties of 50,000+ according to one source, and 10,000 according to another. There is the Katanga insurgency in DRC (Democratic Republic of the Congo) with 100,000+ casualties to date; the Ogaden insurgency in Ethiopia with 1,300 fatalities to date; The ADF insurgency in DRC with 3,053 total casualties; the Kivu Conflict in DRC and Burundi with 1,600,000 casualties to date; the Sudanese nomadic conflicts in the Sudan with 5000+; the Sinai insurgency in Egypt with 2,091 casualties; the South Kordofan conflict in the Sudan with 4,900+ casualties; the North Mali conflict in Mali with 2,416+ casualties and the Cabinda Conflict in Angola with 30,000 casualties. Also, there is the LRA insurgency in DRC, CAR and the South Sudan with 100,000 casualties to date; the FRUD conflict in Djibouti with 1,000 to date; the OLF insurgency in Ethiopia with 1,300 casualties; the Second Afar insurgency in Eritrea with 2,000; the Ituri conflict in DRC with 60,000+; the Insurgency in the Maghreb in Algeria, Mali, Tunisia, and Niger with 2,764 casualties; the Conflict in the Niger Delta in Nigeria with 4000+; and the RENAMO insurgency in Mozambique with 100+ casualties to date. Basically, out of the 51 wars occurring today, 23 are in Africa; 22 are in Asia; two are in North America (Mexico); two are in South America (Peru and Columbia); and two are in Europe (Russia and the Ukraine). In other words, the majority of war casualties taking place in the world today are disproportionately impacting Black and Brown people! Now, think of what’s occurring in America right now...we could say that the Black community is dealing with an undeclared war as evidenced by reports. According to an online article by NNPA correspondent George Curry, two Black men per week are killed by a cop in America. This is bad enough, but in some urban communities Blacks are also killing other Blacks at alarming rates. A blogger citing an earlier blog post and The Blaze stated that between 8,000 and 9,000 Blacks are killed each year with 93 percent being killed by other Blacks. However you look at it, the Black community is in trouble. Recently, George Zimmerman, the man who murdered (yes murdered!) teenager Trayvon Martin, was involved in another violent incident, one of several since the Trayvon Martin case. It is patently obvious in hindsight to see that some racial shenanigans were involved in the verdict that let him off the hook. In light of the foregoing, Minister Farrakhan’s assertion that he was told about an upcoming war on Black people seems to be plausible. The question now is what Black people are going to do about it. End the end, no one can save us BUT us, and this is the message that we must embrace. A luta continua! 4

Everyday mothers sacrifice their dreams to provide a better living for their children. They don’t eat, when their children need to, they don’t rest, when their children can’t sleep, and they get up everyday and go to work because sometimes they don’t have a choice in the matter; and when things get really bad, they get up in the middle of the night to protect us from the monsters hidden away in our closets and under our beds. The everyday sacrifices that mothers make, no matter how big or small, are like small investments that earn big dividends once their children grow up to be successful and have loving families of their own. The last thing any mother expects is to have her number one investment stolen from her by senseless gun violence or at the hands of police officers whose jobs are to serve and protect all of its citizens. Mothers make great sacrifices for their children—which is why being a mother is so special. This Mother’s Day, increase the peace for mothers who have dedicated their lives to their number one investment—their children.
A friend in Geneva, Switzerland told me news of the Chicago agreement on reparations for Jon Burge torture victims made news over there. The fact that it made international news isn’t surprising. This certainly is a major accomplishment for the city and those men who went through unimaginable agony at the hands of some Chicago cops. Maybe if someone other than Mayor Rahm Emanuel was involved, I could be happy about the deal. We all know that Emanuel has made an art form out of twisting words around and saying later what he meant wasn’t what he said earlier. When we look at the CPS debacle how many times did the mayor say the city would save this much money only to recant that amount when someone else added up the numbers? One or even two times that can be an accident but nearly every time the mayor gives us a different story. I just hope that when that $5.5-million fund is to be set up, we don’t get a different story from Emanuel. Another concern I have is how do Chicagoans ensure that the men and their families get every-

thing that is promised to them in the agreement, as well as the services such as substance abuse and psychological counseling which are high quality services. It would be a shame if they were directed to professionals who don’t have a great record. Who is there to enforce the agreement? Frankly, I don’t trust the city council with something this important. The Games in Federal Procurement Beyond the Rhetoric By Harry C. Alford Our federal government is the biggest consumer of supplies and services in the world. Its procurement laws are immense and require a lot of policing and updating. Within that system, Congress has the responsibility of ensuring that these laws are just and enforced. However, our courts are filled with cases of abuse, collusion and bribery. Right now, in the telecom industry our Congress is investigating the possibility of such a case. Spectrum is the electro-magnetic system of sending airwaves through the air and into televisions and computer screens. This is the lifeblood of the industry. It is vital that each company in this industry has ample stock of Spectrum. As the outdated analog televisions are closing down, Spectrum becomes available for broadband use and the Federal Communications Commission (FCC) holds auctions to sell it to the highest bidders. As a means to make way for small businesses (including minority and women-owned firms) the federal government will sometimes provide set-asides or preferences to such firms so that they can com-
Harry C. Alford pete against much larger corporations. If properly administered, this can be successful and provide new jobs and revenue in communities that are underserved and disadvantaged. But sometimes things go wrong via greedy “robber barons” activity and collusion. Right now, the U.S. Senate Committee on Commerce, Science and Transportation is looking at activity that occurred during Spectrum Auction 97. There were two competing “Very Small Businesses” in
the competition. Northstar Wireless and SNR were these two entities. It turns out that the majority of their ownership actually belongs to the DISH Network, a $32 billion giant in the telecom business. Thus, in reality these two aforementioned firms did not belong in this competition as very small businesses. By being in that category they would receive a discounted cost of 25 percent on any bids they would win. So here goes the alleged scheme. DISH would fiercely enter into each bid all the while Northstar and SNR were also in it. As the bidding whittled down the competitors, there would be only three left – DISH, Northstar and SNR. At that time, DISH would suddenly withdraw and either of the other two would win the bid. In essence, DISH was steering who would win and there would be a 25 percent discount also. Besides getting the bids, DISH was getting a whopping $3.3 billion discount and 702 new licenses. Small African American firms can’t win when there are alleged games like this. The following comes via a formal notice of investigation from the Senate Commerce Sub-Committee to the three subject companies: “In the end, DISH did not win a
single spectrum license. Very small businesses Northstar and SNR, however, won 702 spectrum licenses, representing over 40 percent of the total licenses on auction, at a cost of $13.3 billion. As DISH owns an 85 percent ownership stake in both companies, it is no surprise that news reports on Auction 97 often cite DISH as a big winner. In addition, the 25 percent discount on the licenses to which Northstar and SNR may be entitled would amount to $3.3 billion.” The practical effect of the bidding activity of DISH, Northstar, and SNR may have been to suppress rival bidders. Many of these rival bidders were small rural wireless companies, and some of them were not even eligible for a discount under the FCC’s small business discount program. In fact, several small rural telcos indicated in a recent FCC filing that DISH, Northstar and SNR bidding against each other in the same market during Auction 97 had a “devastating impact” on the vast majority of small rural telcos. The small telcos contend that multiple identical bids by DISH, Northstar, and SNR gave a distorted impression of heavier competition than actually existed and effectively pushed small
companies out of the auction.” Yes, this time it looks like a real investigation is going down and those who attempted to be slick are going to pay the price. DISH and its subsidiaries may have to pay hefty fines and some of their executives may have to do some time. But yet, small firms including minority-owned firms are still out of the opportunities that may have existed. Perhaps a class action lawsuit should be considered if it is determined that crimes were committed. That would send word out to others who might want to game the system at the expense of the pure-at-heart. While the investigation proceeds, Congress should move the small business programs at the FCC to the responsibility of the Small Business Administration. The SBA is more equipped to police this and also deliver the full intent of Congress, which is to invigorate small business with revenue and jobs. We must learn to stop playing these games!!! Controversy Over Videotaping Cops By George E. Curry NNPA Columnist Feidin Santana, the young Dominican immigrant who videotaped North Charleston, S.C. police officer Michael Slager firing his gun eight times, killing Walter Scott, an unarmed Black man who was fleeing, was a hero. His quick decision to videotape the unfolding action on his telephone led to the arrest of Slager for murder. However, in some states, instead of being hailed as a hero, Santana would be the one behind bars. Illinois, Maryland and Massachusetts have used their wiretapping laws to prevent videotaping police in public places. Some states are moving in that direction. But, as we can now see, videotape can be a game changer. This was vividly illustrated in 1991 with the brutal beating of Rodney King in Los Angeles. More recently, the July 17 choking death of Eric Garner in New York City was captured on video as he pleaded, “I can’t breathe.” Thanks to a passerby, we also saw the July 1 video of a California Highway Patrol Officer Daniel Andrew straddling Marlene Pinnock, a 51-year old Black woman near a Santa Monica freeway and punching her 10-15 times. She reached an out-of-court settlement that rewww.chicagocrusader.com
George E. Curry quired a $1.5 million payment and the resignation of Andrew. Although no one can creditably deny the value of citizens being able to videotape on-duty police officers operating in public spaces, courts are sharply divided on whether that’s protected under the First Amendment. In an article titled, “The Legal Right to Videotape Police Isn’t Actually All That Clear,” the Atlantic Citylab noted, “… The truth is that courts have not uniformly recognized that a right to record police actually exists. Though the U.S. Department of Justice has expressed its support for the right to record, only four federal appeals courts have ruled that such a right exists; others have either not ruled
at all or narrowly rules that no right had been ‘clearly established’.” I am not a lawyer and I don’t play one on TV. But the best available legal advice seems to be that generally speaking, it’s legal under the First Amendment to videotape onduty police officers as long as it is on public property and you are not interfering with them performing their official duties. As noted above, some state laws ban such recordings. One legal site, findlaw.com, recommends that you: • Tell police you are recording them; • Comply with their requests to step back or identify yourself; • Keep your camera out of the way (low and close to your body); and • If need be, calmly remind them of your right to film them. Another site, reasons.com, lists seven rules for recording police, including knowing your state’s law and passcode protecting your cellphone. Given recent success, you can expect police unions around the nation to push for legislation that would bar citizens from videotaping such incidents involving police. Even before the recent spree of police killing African Americans, there was strong resistance. A woman in Rochester, N.Y., for ex-

ample, was arrested and charged with obstructing governmental administration in 2011 after videotaping three White police officers interrogating a Black man from her front yard. Charges were later dropped against the woman, Emily Good, 28. What would have happened to Officer Slager in South Carolina had there been no videotape? In a word –nothing. In fact, the officer had radioed, “Shots fired… Subject is down. He grabbed my Taser,” a charge not supported by the videotape. Instead, what we see in the video is Slager dropping the Taser near Scott’s motionless body. The cover-up was underway before Scott’s body could be moved to the morgue. The local newspaper reported the next day: “A statement released by North Charleston police spokesman Spencer Pryor said a man ran on foot from the traffic stop and an officer deployed his department-issued Taser in an attempt to stop him. “That did not work, police said, and an altercation ensued as the men struggled over the device. Police allege that during the struggle the man gained control of the Taser and attempted to use it against the officer. “The officer then resorted to his service weapon and shot him, police alleged.”
Of course, that was a lie. According to the Washington Post, Victoria Middleton, executive director for the ACLU of South Carolina, said: “…I think one of the concerns that immediately comes to mind is the discrepancy between the initial story, the kind of rush to judgment, the rush to say that procedures were followed and this was justified, and then when the video surfaced that quickly unraveled. That could raise concerns about other incidents in which we have been assured that nothing was out of order and the officer acted completely properly but there were no witnesses or video documentation to dispute that.” And that’s why we must resist all efforts to prevent citizens from freely videotaping police while they are supposedly acting in a lawful manner. AFRICAN LIBERATION DAY CELEBRATION: PART II This is the second of a two part series discussing the origin and development of African Liberation Day. The month of May is very important in the worldwide African Liberation Movement. During this month, throughout the African world Community, African Liberation Day (ALD) is celebrated. It is important that African Liberation Day be a vehicle to continue to highlight the problems, challenges and the future of African people everywhere. The challenges facing Africa and African people worldwide require that we remain dedicated to the cause of Africa’s redemption and liberation. One way we can continue to showcase that dedication is to actively participate in all of the African Liberation Day activities throughout the world. On Friday, May 15 the Jacob H. The colonial period in Africa, as well as the enslavement of African people who were captured and brought to North America, had a devastating impact on Africa and African people. African people did not sit idly by. Just as we resisted our slave circumstances in America, African people resisted their colonial condition. Pan African meetings were called to plot strategy to end colonial rule. The Garvey Movement and the Universal Negro Improvement Association (UNIA) galvanized African people worldwide to embrace the idea of African independence under “One God, One Aim, and One Destiny.” The Garvey period in our history, more than any other era, laid the foundation for what we now call African Liberation Day. African people began waging a battle to reclaim their lands. This has been a long and bitter struggle. Resistance to white supremacy and colonial domination took many shapes and forms. The Pan African meetings (19001945) provided a mechanism for a small group of African leaders to plan and plot strategy for African
freedom. The Garvey Movement of the 1920s brought the idea of African freedom and independence to the masses of our people around the world. “Africa for the Africans – At Home and Abroad,” was a slogan that captured the spirit of African people. This slogan gave a clear understanding of who we are as a people and what we should be struggling for. It was not until the early 1950s that the first African country gained political independence in the movement to reclaim Africa. That country was Ghana, under the leadership of Kwame Nkrumah, who led the Ghanaian people to their fight against British colonialism. Shortly after this successful defeat of the British, Sekou Toure led the people of Guinea towards their independence from French colonialism. Right on the heels of this victory was the victory of Patrice Lumumba and the people of the Congo, who won the battle, for a brief moment, against Belgium. This independence movement sparked an onslaught of African people reclaiming their territories and led to the formation of the Organization of African Unity (OAU) in May 1963. (This is why we celebrate ALD in May.) It was during this period that Malcolm X linked
the struggle of African people in this country with the struggle of African people worldwide. It is interesting to note that the Civil Rights Movement in this country was sparked in Montgomery (1955) at approximately the same time the independence movement in Africa began (195657). The call for Black Power (1966) sparked a discussion in the Black Liberation Movement in America that placed the re-identification with Africa and African people on the Movement’s agenda, once again. This renewed a new phase of the Pan African Movement. The call for support of our brothers and sisters fighting against the Portuguese in Angola, Mozambique, and Guinea Bissau led to the formation of the African Liberation Day held in the country on May 27, 1972 that attracted over 60,000 African people. African Liberation Day has become an institution in America since that time. African Liberation Day is a day when all Black people should come together. As I have emphasized many times before, whether you were born in Ghana, Nigeria, Kenya, Ethiopia, South Africa, Mozambique, Zimbabwe, Jamaica, (Continued on page 16)
For Profit Colleges – Let The Buyer Beware By Julianne Malveaux According to the National Center for Educational Statistics, about 1.7 million people will receive their Bachelor’s degrees, and another nearly 750,000 will receive associate’s degrees this May and June. The numbers have been rising over the past ten years, with 22 percent more receiving bachelor’s degrees (the growth in women’s degrees is faster than that of men), and 12 percent more associate’s degrees (again, with the degrees awarded to women growing faster than those awarded to men). Too many of these students will graduate with heavy debt. While the data suggest that the average student graduates with about $30,000 of debt, the fact that some students have no debt at all makes the number even higher. African American students are nearly twice as likely to graduate with debt as Caucasian students. And it is often much harder for African American students to find jobs than it is for others. Still, a college degree makes a difference in life chances and life6

time earnings, which is one of the reasons that public policy has focused on postsecondary education. Students who have attended for-profit colleges go to school with the same hopes and dreams as those who attend traditional not-for-profit universities. They attend schools like Kaplan and DeVry and Corinthian because they want to improve their education and find better jobs. They go into debt, and seek grants because they believe the investment is worth it. And too many of them have been sold a bill of goods. Corinthian Colleges, Inc. had more than 77,000 students at its peak, although those numbers have dropped since then. Their students, in 2012-2013 were mostly adults who worked full time, mostly minority (51.8 percent), and mostly low-income enough to qualify for Pell Grants (72.9 percent). According to one source, these students borrowed more than $7,600 each year to pay for their education. Corinthian is among the for-profit schools that depend on the feder-

They direct them to apply for Pell grants, push them to seek federal student loans that have subsidized interest rates, and encourage them to get bank loans with higher interest rates. They tell students that these loans are worth it because it will help them get better jobs later. The federal government has been scrutinizing Corinthian and other for-profit colleges for years,
especially because they have found that these colleges often exaggerate their success in placing students in better jobs. Now, Corinthian Colleges have shut down, leaving more than 16,000 students stranded. These students have used up semesters of their Pell grant eligibility (which is capped at 12 semesters), and have thousands of dollars of debt. If they are mid-degree, they face the challenge of trying to transfer credits to another college. While there may be some relief for these students who owe money, others will either be forced to repay debt or imperil their credit standing. Is Corinthian the exception, or is it the rule in the world of forprofit colleges? We know that these colleges target adult learners, and market to minority populations. More than half of the students at Corinthian were students of color, and at many of the other for-profit colleges the enrollment of minority students exceeded 30 percent. We know that these colleges rely on tuitions for their profit, which means that when they find students who qualify for Pell grants, it boosts

their bottom line. According to the California Association of Private Postsecondary Schools (CAPPS), at least 60 percent of the students enrolled in the top six for-profit colleges received Pell grants. Corinthian topped the group with nearly 73 percent of their students receiving Pell grants, but ITT Technical Institutes was not far behind with a 71.8 of their students receiving Pell grants. In comparison, 39 percent of the students at public colleges, and 34 percent at private nonprofit colleges have Pell grants. Some for-profit colleges do a better job than Corinthian, and many have not run into trouble with the federal government. Still, because taxpayer dollars are being used to finance these colleges, they must be more carefully scrutinized both by the federal government and by accrediting associations. Furthermore, the Corinthian debacle is a warning to students who might get a lower cost and better education by going to a public university or to a community college. By Charlene Crowell The men and women who wear our nation’s uniform are expected to defend our nation at home and abroad. Yet when it comes to financial services, service members are not always protected in return. The 2006 Military Lending Act (MLA) was enacted with broad and bipartisan support as a remedy to predatory lending that diminished military readiness. The first major step to provide financial protection to our armed forces was to limit interest rates and fees to no more than 36 percent rate cap for consumer credit. This rate cap initially applied to just three types of products: tax refund loans, and both payday and auto title loans. The law also prescribed limits of indebtedness for payday loans less than 90 days and auto title loans with terms less than

While technically observing the letter of the law, these profiteers exploited a lending loophole to continue entrapping active duty service members in predatory lending products.

Last fall, the Department of Defense (DOD) proposed MLA broaden proposed amendments to existing regulations that would better ensure against evasive practices of predatory lending. These proposals are supported by the military community, Congressional leaders, state attorney generals, as well as consumer and civil rights groups across the country. Even so, this year some Members of Congress inserted into the 2016 National Defense Authorization Act a short clause that would have given predatory lenders the opportunity to prolong their exploitative practices and also delay in implementing new regulations by the Secretary of Defense. The surprise move also undermined DOD’s previous findings that predatory lending is a threat to our national security. Fortunately, and largely through the leadership of a veteran, Illinois’ Congresswoman Tammy Duckworth, offered an amendment to the proposed authorization to preserve DOD’s regulatory plans. After 18 hours of debate, enough support was gathered to remove the harmful language. A 32-30 vote by the House Armed Services Committee removed the harmful language as the measure proceeds to the House floor for a final vote. The Duckworth amendment will enable stronger regulation to move forward. The goal of ensuring effective regulation of predatory lending aimed at active duty military families and will include new safeguards affecting credit cards, highcost installment loans and payday loans offered by banks that are termed ‘deposit advances.’ “As the Department of Defense and Consumer Financial Protection Bureau’s own reports show,” observed Congresswoman Duckworth, “service members have not been fully protected since the MLA was passed, and further delay will put more service members and their families in harm’s way.” Working with the Office of Service Member Affairs, CFPB published a
December report that found: • Some depository institutions extended millions of dollars in deposit advances to service members with APRs that typically exceeded 300 percent. As open-ended lines of credit, the loans were not bound by the MLA; • In Illinois, a 12-month auto title loan of $2,575 carried a finance charge of $5,720 plus a $95 lien fee. The loan was technically legal because its duration was beyond 181 days; • In Texas, a lender sold a $485 installment loan to a service member with a 584.72 APR for a period of less than six months. In addition to the borrower’s $1,428 repayment, the borrower was charged a separate credit access business fee and 9.75 percent interest on the loan. “The products that have been marketed and extended to service members while the current Military Lending Act regulations have been in place underscore the limitations of those regulations in protecting service members and their families across the credit marketplace,” states CFPB’s report. “This issue is of substantial concern to the Bureau and we will continue to use the tools available to us to address the consumer financial challenges affecting the military community.” “Service Members continue to be vulnerable to abusive lending that causes incredible financial difficulty for them and directly impacts military readiness,” added Congresswoman Duckworth. “Those who work every day to defend our nation deserve the strongest protections our government can provide.” Representative Duckworth and other members of the House Armed Services Committee that worked to stop the ploy to delay financial protections for our troops did the right thing at the right time. Customers Beware of Utility Scam Artists Illinois Utility Companies Join Forces to Make Customers Aware of Scam Artists Posing as Utility Workers The arrival of warmer temperatures is always welcomed, but sometimes they also bring about an increase in unwelcomed solicitations by scam artists. ComEd, Nicor Gas, Peoples Gas and North Shore Gas are joining forces to warn Illinois customers to be on alert for scam artists posing as utility representatives. The Better Business Bureau states that the number of reported scams generally rises with warmer weather. Nationally, there has been an uptick in people claiming to be utility company workers over the past several years. In fact, they are scam artists who pose as utility workers and who usually target customers through door-to-door visits and phone calls. With the door-to-door scams, someone impersonating a utility worker will visit customers’ homes looking to get personal and/or account information, and
to shine a light on this fraudulent activity and create a greater awareness amongst all of our customers,” said Fidel Marquez, senior vice president of Governmental and External Affairs, ComEd. “Safety for people, pipelines and the public is always our numberone priority,” said Jim Griffin, vice president for operations, Nicor Gas. “In addition to our commitment to the safe, reliable delivery of natural gas, we take seriously the protection of our customer’s personal information. We are aware of and continually monitor scams that could negatively impact the communities we serve.” “Raising awareness of possible scams is one way we aim to protect our customers and their personal information from fraudsters and identity theft,” said Larry Szumski, vice president, Customer Relations. “We urge our

Variations of the phone scam include stories that the customer’s billing cycle has changed and payment is needed immediately; the account is past due and immediate payment is required to avoid disconnection of service; or that the customer’s previous payments were not accepted or processed. In those cases, the scammers instruct customers to buy a prepaid credit card and direct them to call back with the personal identification number (PIN). “We want our customers to be informed and avoid becoming victims to this type of scam. That’s why we have teamed up with Peoples, North Shore and Nicor Gas 10
customers to contact their utility or the police if there is any doubt a caller or worker is genuine.” The utility companies also are reminding customers that representatives from their company always carry proper identification and never ask customers for cash or personal financial information. “Fighting scams and rip-offs requires a unified effort from the entire community,” CUB Executive Director David Kolata said. “We’re asking everybody to be their own best consumer advocates. Tell your neighbors to be skeptical anytime a person calls or knocks on the door claiming to be from the electric or gas company. Utility workers will never go

This Week in Black History – William Grant Still (1895-1978) premiere of the symphony in 1935 at Carnegie Hall. William Grant Still moved to Los Angeles in 1934 and on July 23, 1936, he conducted the Los Angeles Philharmonic in a performance of his own compositions at the Hollywood Bowl, the first time a Black conductor led a major symphony orchestra in concert in the United States.
By Barbara Wright-Pryor This week, we celebrate the 120th anniversary of the birth of William Grant Still, the “Dean of Afro-American composers,” who was born on April 11, 1895 in Woodville, Mississippi and raised in Little Rock, Arkansas. Still was the first Black American to have a symphony played by a major American orchestra when the Rochester Philharmonic, with Howard Hanson conducting, played his Afro-American Symphony on October 28 and 29, 1931. The New York Philharmonic gave the New York
William Grant Still won two consecutive Guggenheim Fellowships and a third in 1938 followed by a two year Rosenwald Fellowship (1939-1940). After sound movies came into being, Still
wrote music for such early films as “Lost Horizon” (1935), “Pennies From Heaven” (1936), and “Stormy Weather” (1943). Later he served as composer for television, writing music for “Gunsmoke” and the original “Perry Mason Show” (1954). All the while, however, he gave serious attention to his symphonic, chamber, and operatic interests. Eminent historian Dominique Rene de Lerma has made an extensive study of Still and numerous other Black musicians that can be accessed at africlassical.com. William Grant Still left a rich legacy of instrumental and
vocal works of classical music, jazz, blues and popular music. His works are available on a huge number of recordings. After suffering a series of strokes and heart attacks, William Grant Still died in Los Angeles, California on December 3, 1978 at age 83.

He was the conductor and arranger for a recent symphony tour with Sarah McLachlan and has collaborated with artists such as Janelle
Monae, Gloria Estefan and the Pink Martinis. This is the 26th year for Corporate Night, which always features popular artists and some of them have been Michael Feinstein, Herbie Hancock, Dianne Reeves and Nancy Wilson. Corporate Night pays special tribute to Chicago’s business community each year and the proceeds from this fundraising event benefit the CSO’s general operations and community engagement and music education programs. Broadway In Chicago has crafted a full day of workshops with theatre professionals for these twenty-four finalists that culminates in a performance on stage at the Broadway Playhouse at Water Tower Place. During the day, finalists will audition for a panel of casting agents and theater professionals who will choose the recipients of performance awards, as well as the newly-established honor for High School Musical Scenic Design (The Grosh Scenic Design Award). The top two Illinois performers (one actor and one actress) will be invited to attend the National High School Musical Theater Awards with an all expense paid trip to New York City.

Jason Moran and The Bandwagon close out “Jazz at the Logan season” Jason Moran and The Bandwagon will close UChicago Presents’ and Jazz at the Logan’s 2014-15 season Friday, May 29 at 7:30 p.m. in the Performance Hall at Reva and David Logan Center for the Arts. Since his formidable emergence on the music scene in the late 90s, jazz pianist Jason Moran has proven his brilliance as a performer. His debut album, Soundtrack to Human Motion,” was named the best album of the year and the best debut recording. With bassist Tarus Mateen and drummer Nasheet Waits, Jason Moran and The Bandwagon are considered the future of jazz. Later that evening, Chicago Stage at the Logan, a post-concert performance featuring the Juan Pastor Quintet, takes place at 9:30 p.m. in Café Logan. “Chicago Stage at the Logan” is presented in partnership with The Jazz Institute of Chicago to showcase local jazz artists. On Saturday, May 30, a documentary film will be screened featuring Moran and his fellow collaborators as they prepare “Looks of a Lot,” a multi-media work that the Symphony Center Presents Jazz Series commissioned for performance in 2014. The film runs just over 60 minutes with screenings scheduled at 11:00 a.m. and 1:00 p.m., followed by postscreening Q&A with Jason Moran. Screenings will be held at the Logan Center for the Arts, Film Screening Room, Room 201. Admission for the film screening is free and open to the public, with reservations required. A Moment to Super Size Your Thinking By Effie Rolfe God Is…Amazing, forgiving, gracious, great, good, loving, merciful, omnipotent, omnipresent, omniscient, wonderful—totally indescribable. Words cannot explain the awesome wonder of our God. Probably, the best thing any of us can do is praise Him with a grateful heart for all He has done, is doing and will do. I am fortunate to have a job listening to some of the best gospel music on the planet. On Urban Praise Radio (urbanpraiseradio.org) we play several songs that exemplify this message that shares God’s greatness. Rev. James Cleveland and Southern California community choir’s “God Is” paints the picture of his majesty. The lyrics are “God is the joy and the strength of my life. He moves all pain, misery and strife—He promised to lead me and never to leave me –he never, never comes short of his word. God is my all and all.” These powerful words can only cause one to pause and think of His

Can come between us…” Wow—it’s easy to see that God’s love for us is crazy amazing. God’s breathtaking beauty is all around us. It’s in the skies, the waters, people and places as I travel through the lands and even the water. Oftentimes, I experience tears of joy for what seems so overwhelmingly awesome until it’s indescribable. We’ve often heard it said but it’s difficult to believe that anyone past or present could not clearly see the real awesome power of God. Only a God could do this or that and this… see nature’s beauty the Psalm 90 is not only the oldest psalm in the bible but also another poignant
prayer and passage of scripture written by Moses. This inspiring passage is a great expression of God’s awesome power. “Lord, you have been our dwelling place throughout all generations. Before the mountains were born or you brought forth the whole world, from everlasting to everlasting you are God. You turn people back to dust, saying, “Return to dust, you mortals. A thousand years in your sight are like a day that has just gone by, or like a watch in the night. Yet you sweep people away in the sleep of death—they are like the new grass of the morning: In the morning it springs up new, but by evening it is dry and withered. We are consumed by your anger and terrified by your indignation. You have set our iniquities before you, our secret sins in the light of your presence. All our days pass away under your wrath; we finish our years with a moan. Our days may come to seventy years, or eighty, if our strength endures; yet the best of them are but trouble and sorrow, for they quickly
pass, and we fly away. If only we knew the power of your anger! Your wrath is as great as the fear that is your due. Teach us to number our days, that we may gain a heart of wisdom.” This passage of scripture should remind us of the higher power and supreme being whose name is Jehovah Jireh, Yaweh, the Supreme Being and Lord of Lord—Jesus Christ, our Heavenly Father that loves us more than life itself. Without Him—we are without. Our very essence depends upon His presence. Just look around and see the magnificent splendor—His presence is all around and cannot be denied. These young people are exceptional Dear Editor: There is no shortage of social media videos, television news coverage, and other accounts of young Black people behaving badly. For everyone who wants to show Black people fighting in the street or acting a fool on public transportation, or in the public period; I wish they could have visited the Mother’s Day Brunch at the South Shore Cultural Center and saw the 16
young folks working there. The Crusader should lead the charge in telling Chicago and the world of this group of young Black men and women, maybe 40 all told who provided service that exceeded what a patron at a fine dining facility would receive. All of those working were students or graduates of the Washburne Culinary School at Kennedy-King College. Watching them work and being served by them was an absolute pleasure; whether they were bussing tables, carving turkey, or just checking on patrons, they showed a high level of professionalism and expertise. They carried out their work without the need for the managers to hover over them or watch their every move. It is rare to run into students who are so attentive, pleasant, and engaging. Having brunch there was simply one of those events that I can’t say enough good things about. Too often

Black people rush downtown or to some other place where there are few to no Black people working, and the service we get is not always top rate, and the food may be ho hum. The Washburne students and grads proved without question we can stay in our own community, and get exceptionally good service and great food.

Blacklight runners have fun supporting a cause A unique race at night that’s enjoyable for the runners and the spectators Chicago is the location for more than 200 different types of runs from January to December according to the online calendar RunGuides.com and the Blacklight Run™ race is certainly one of the more popular fun runs considering more than 20,000 participants registered to have glowing powder thrown on them at a recent event in Joliet. Fun runs have become increasingly popular because not only do serious marathoners participate but also novice runners, joggers and walkers depending on the race. The competitive marathon race is not in competition with these new fun races. The two coexist with a shared love for running just in different ways of expressing it. Some races color the runners with different types of non-toxic powders, or runners dressing up as
superheroes with rewards ranging from chocolate to wine. Of course, the greatest reward is the fun they have with friends, family and sometimes the kids, while supporting a worthy cause. Social media plays a major role in both organizing and promoting these family friendly races, which tend to get more people involved than just the runner. To participate in the Blacklight Run™ 3K runners received an online invitation to register for a $20 fee with the option to upgrade to VIP status for an additional cost. The standard registration fee is for a two person minimum team that you pick a custom team name for with the words “glow” in it.
