A bill that would ban smoking in all public places except gambling facilities was withdrawn temporarily by the bill’s sponsor. State Rep. Charlie Brown withdrew the legislation after two amendements were approved. The changes in the legislation would exempt bars, restaurants and tobacco shops from the smoking ban. Brown, who says he plans to reintroduce the bill next week said he was concerned about the amendments that changed the intent of the legislation. He said after the amendment allowing smoking in restaurants was approved it was an indication that there would be drastic changes in the bill. The House voted 52-48 to exempt restaurants and bars from the ban, and in another vote they exempted tobacco shops from the legislation. In voting for the amendments, legislators were swayed by businesses that argued that the ban would hurt their businesses. Brown countered that the health of those who would be affected by the hazards of smoking–including secondhand smoke should have been the concern of the legislators. “The thought process saying that I don’t want to bring harm to my businesses is disheartening,” said Brown. legislation as a means of avoiding opposition from the casino lobbyists, but planned to add casinos if the legislation passed. Brown will reintroduce the legislation on Monday, February 1. In the Senate a proposal to protect state’s smoking cessation program was introduced by Senator Karen Tallian. Tallian attempted to protect the ongoing work by the state’s smoking cessation program under an amendment offered today. Tallian said the nationally recognized work of Indiana’s smoking cessation program is at risk under Senate Bill 298, which abolishes the Tobacco Use Prevention and Cessation (ITPC) Board. The amendment was rejected by a voice vote after several Senate Democrats spoke in support of the effort. “The only way to save money under the board’s elimination is lay off the 14 staff members currently responsible for this program,” Tallian told colleagues in the Senate. “I don’t understand how you can just give the responsibilities of 14 people to other people who already have full time duties and expect this program to succeed.” Under Senate Bill 298, the board’s duties and management of the program’s dedicated fund would be transferred to the Indiana Department of Health. The program is funded through the Tobacco Master Settle-
ment Agreement Trust Fund, not the state’s general fund. The program is appropriated $10.9 million annually, of which $1 million is spent on administrative costs. The remaining $9.9 million goes to approximately 200 local community tobacco
Buoyed by the enthusiasm of about two dozen supporters, Calumet Township Township Trustee Mary Elgin confidently registered her candidacy for reelection with the Lake County Board of Elections in Crown Point on January 19. Prominent among her entourage were her campaign managers Lamar Taylor and Alex Wheeler, Jr. Registering for the third time, Elgin acknowledged being an old hand at the process. Following her registration, Elgin, one of the better known political leaders of Northwest Indiana, was bombarded with questions from several reporters. “Actually, this is the easy part,” she said to them.“The tough part for any candidate is convincing voters that, they should vote for you. But I’ve tried to do a good job during my seven years as

Census Bureau ‘Insults’ Historic Influence of Black Newspapers By Pharoh Martin NNPA National Correspondent
CHARLOTTE (NNPA) Flanked by dozens of Black newspaper publishers from across the country, National Newspaper Publishers Association Chairman Danny Bakewell is demanding that the U.S. Census Bureau allocates more funding in advertising for Black newspapers throughout America in order to conduct an accurate count in the 2010 U.S. Census. The current allocation both disrespects the Black Press’s ability to influence African-Americans to respond to the census and woefully inadequate to properly inform Black communities about the importance of being counted, he said. “It’s an issue that grieves us to make public,” said the Los Angeles Sentinel publisher at a news conference in Charlotte on Thursday. “We are deeply troubled that we have to speak out about the lack of commitment and resources that have been allocated to the Black Press of America in order to do an awesome task of counting the undercounted in Black America throughout the country and the Diaspora.” Bakewell said he believes the Census Bureau has a lack of political will to allocate the appropriate resources that are needed to properly and thoroughly reach the African-American community. He said the $2.5 million dollar advertising budget that is currently being rationed to nearly 200 Black newspapers “insults” and undermines the historic influence of the Black Press and is not nearly enough to reach the more than 20 million Black people that read those publications. “It is the source of trust, it is the source of information that guides our community,” Bakewell said. “If we don’t tell it, who will tell it? And we will tell it. And we are
telling it today. We are calling the Census to task and we are asking our representatives in the United States Congress please do not allow this to happen. ” There is much at stake. The outcome of the 2010 Census data will determine how more than $3 trillion in federal funding will be allocated over the next decade as well as how states will be represented in Congress. And so, the flow of federal funds into Black communities and congressional representation will be determined by how accurate the Black population is counted. So accuracy is paramount. In 2000, the national undercount was 0.1 percent, but the Black under-count was 2.8 percent, according to statistics cited by National Urban League President Marc Morial. Fewer than 60 percent of African-Americans returned their 2000 Census questionnaire compared to 77.5 percent of whites, according to the Census Bureau. Bakewell says the U. S. Census Bureau could miss an opportunity to avoid a travesty by not using Black newspapers to get the word out. “In the 2000 Census, we were undercounted by two percent,” Bakewell said. “We believe that we are on the cusp of being given a devastating blow by the 2010 Census of being undercounted in a way like we have never been undercounted before in the history of America.” 2010 Census chief operating officer Arnold Jackson said in an earlier interview that although the last Census in 2000 had an under-count of less than one-half percent overall, he believes masses of people have gone uncounted in the past because of a lack of returned data. According to his agency, fewer than 60 percent of African-Americans returned their 2000 Census questionnaire compared to 77.5 percent of Whites.

With tears dribbling down his cheeks and his voice splintering with emotion, Wyclef Jean's message- spoken partially in his native Kreyol at a press conference in New York-captured the devastation felt by Haitians worldwide after a 7.0-magnitude earthquake plunged the Caribbean nation into further economic decay. "I'm not the one that was reporting the news," Jean said. "I'm the one that was carrying the dead bodies on the street. After the camera is off, I still gotta' report back for duty. That's just the reality of my life." But Jean spoke these words before a 6.1-magnitude aftershock jolted Haiti once again in the early morning hours of Jan. 20, according to the U.S. Geological Survey. The aftershock is one of many powerful tremors to plague areas in and around Port-auPrince following the initial Jan. 12 disaster, and sent droves of shouting, tearful people onto the streets, CNN.com reported. The effects of the Jan. 20 seismic convulsion have yet to be seen, but the additional quakes have done little to restore the Haitian people's sense of calm and safety. At the Jan. 18 news conference, Jean urged international relief organizations to construct tent cities outside earthquake ravaged Port-au-Prince so aggressive cleanup measures could begin and aid could flow more freely into the country. "Port-au-Prince is a morgue," Jean said at the press conference,

However, Jean's seemingly heartfelt address did little to assuage claims that Yéle Haiti, a nonprofit charitable organization that began as the Wyclef Jean Foundation 12 years ago, has misappropriated funds in its fiveyear history and provided little aid to Haitians caught in the throes of poverty and hunger. In a Jan. 14 article entitled "Wyclef Jean Charity's Funny Money," TheSmokingGun.com unearthed an Internal Revenue Service (IRS) document pointing to the charity's inconsistent fi-

nancial record keeping and a copious number of expenses for studio rentals, public relations fees and a $100,000 payment for Jean to perform at a benefit concert. The article also claims Jean and Jerry Duplessis, a Yéle Haiti board member, paid $250,000 to for-profit TV station Telemax S.A. for "TV airtime and production services" as part of the foundation's outreach efforts in their native country. However, Jean and Duplessis both own an alleged "controlling interest" in the Haiti-based company. "Did I ever use Yéle money for personal benefits? Absolutely not," Jean said at the press conference. "Yéle's books are open and transparent, and we have a clean bill of health by an external auditor every year since we started." Lugar-sponsored Haiti legislation sails through United States Senate Several pieces of legislation aimed at helping the victims of the earthquake in Haiti have quickly cleared the U.S. Senate and Senator Dick Lugar has taken a key role in cosponsoring them. "The Haiti earthquake has personally touched each one of us as we try to discern the best way to channel the assistance from those who want to help. This will be a long and difficult recovery and Americans will endure in their support. “We have already seen remarkable generosity in stories of adoptions, volunteers and unique efforts to communicate with people. The Senate stands ready to provide our support to individuals, institutions and governments who want to assist," Lugar said. Last night (Jan. 21), the Senate unanimously passed two Lugar
cosponsored bills. H.R. 4462 will accelerate income tax benefits for charitable cash contributions for the relief of victims of the earthquake in Haiti. It is similar to 2005 legislation to encourage Indian Ocean tsunami relief donations and allows taxpayers to deduct cash donations made to Haiti relief efforts on their 2009 tax filings. Having already passed the House of Representatives, the bill goes to the president for his signature. S. Res. 392 expresses the sense of the Senate on the humanitarian catastrophe caused by the earthquake in Haiti. Next week, the Senate Foreign Relations Committee will hold a hearing on Haiti, focusing on recovery and reconstruction. Lugar is the Ranking Member on the Committee. Lugar is also working with Sen.

EDITORIAL WHERE DO WE GO FROM HERE?
A Chicago Public School teacher recently shared a scenario that took place in a 2nd grade classroom. Apparently, there was a white male teacher and an African American assistant teacher. Allegedly, the assistant teacher was treated very badly by the students who disrespected her. She decided to ask them why. The answers that they gave were instructive when looking for the roots of prejudice and dissention in society. One student said that they disrespected the assistant teacher because she was Black, and that the white teacher, in so many words, was better because he was white. Another student opined that she was treated poorly because she was a female, and that males are stronger than females. A third student offered the opinion that the white teacher was a “real” teacher and that the assistant teacher wasn’t a “real” teacher. All of these ideas came from second graders! They haven’t been in school long enough to be jaded by experience or to have formed valid conclusions from them. So where did they get these ideas? From everywhere; from their parents, from pre-school, from the media, from their peers, and the list goes on and on. What this shows is that prejudice, our ideas about the world and our relationship to it, are very deeply ingrained in the very fabric of society. These ideas are buried so deeply that they permeate the subconscious minds of children as young as those in the second grade, and even children younger than that. How can we combat deleterious stereotypical thinking, then, when the still waters of bigotry run so deeply? Where do we go from here, when African American children from a very early age express the opinion that white is better than Black, and that males are better than females? A Black male adult who was present said that, to a certain extent, he shared the opinion that white is better than Black. He said that all you have to do is look at Black neighborhoods and compare them to white ones. Black people accept a lot more garbage and disrespect than whites do in their neighborhoods. He pointed to the reluctance to demand cleanliness and other amenities that white people take for granted. If these ideas are widely held by Black and white people, it’s no wonder that the glass ceiling exists, that white people think that Blacks are inferior, and that Black people occupy the bottom rungs of the socio-economic ladder all too often. The fact of the matter is that Willy Lynch is alive and kicking among Black Americans. There are Black achievers all around, but if we focus our attention on the stereotypes that are gleefully portrayed by the mass media, it is easy to sink into the negative, self-hating loathing stature that is evident among too many Black people. The only way to combat this unfortunate, but predictable situation, is to make sure that our children receive strong counter images and ideas in the home in order to neutralize what they will surely meet in the streets. We must craft cocoons of self-respect around them so that they will be able to see beyond what society presents to them. Actually, this is done every day; Black people are achieving in every area of human endeavor, but the focus is not on them. We must, therefore, take our destiny into our own hands in order to refocus and place greater emphasis on images of a glorious and exciting future in the minds and hearts of our progeny, so that they can take us all to the mountain top! 4

NO THIN BUT POLITICS Calumet Township Board member, Mr. Ronald Edward Matlock, in his quest to become the next Lake County Recorder is finding the road to that office a bit rocky. Members of the Lake County Precinct Organization will fill the vacancy for that office on Saturday, January 30 at the Hammond Civic Center. Word is Mr. Matlock has been aggressively pursuing the position and rumor has it the place where he is facing the most opposition is right here in Gary. Rumor has it Mayor Rudy Clay and Gary Democratic Precinct Chairwoman Elsie Franklin aren’t backing his candidacy, and it’s rumored that Clay is paying Matlock back for not backing him when he sought reelection as county chairman. Nosey hears that Matlock backed Hammond Mayor Thomas McDermott Jr. for the job and now the chickens are coming home to roost. Nosey has been told that Matlock, though not happy with the way things are going, vows to continue his campaign all the way to the caucus on Saturday. This will prove to be a test of an indomitable spirit or a Quixotic quest … We also heard that the “Great Black Leader in Exile,” a Matlock supporter, was denied an opportunity to speak at the Gary endorsement meeting. Supposedly he was going to speak about the need for more Black representation in Lake County government, something that apparently the committeemen were in no mood to hear… Folks within the Gary Precinct Organization are wondering whether Six District Councilman Ronier Scott is a candidate for Recorder or not. Word is a while back he indicated that he was interested in running and then later decided not to run. However, at a recent endorsement meeting his name was submitted as a write in candidate. Rumor has it among the fifty precinct committeemen voting, Scott received three write in votes, obviously not enough to encourage him to continue his candidacy… The Gary Crusader
Meanwhile word reached Nosey that Elsie Franklin’s time as City Chairwoman may be coming to an end soon. Nosey hears that Junior McDermott since becoming county Democratic chairman has not been pleased with Franklin and feels it’s time to remove her. Franklin, however won’t be the only casualty, he plans to remove other city and town chairman. In the future the city chair position will be filled by the county chairman and not elected by the members of the precinct organization. Other than that, it appears to be business as usual.

Washington believes that the city could increase its revenue by taxing people who work in Gary, but don’t live here. He ought to know what he’s talking about because the Gary School System is loaded with folks, including the superintendent, who make a big buck and take it outside the city. Nosey hears that Washington has been down in Indianapolis lobbying for the tax, but got no where with his idea. Heard that one of the legislative leaders told Washington that he’d talked with some of the local legislators and there wasn’t any interest in the proposal. Seems they’re all locked into getting legislation passed for a land based casino in Gary. The belief among the legislators and city leaders is that a land based casino would bring in more revenue. That may be true, but just because the city is getting more money doesn’t mean they’ll know what to do with it. Gary has had two casinos for the last 14 years and the city is about as bad financially as it was before the casinos. Even if Gary does gets a land based casino it couldn’t hurt to have additional revenue that would be generated from the residency tax. Wonder why it’s so hard for them to see this? It’s like that can’t walk and chew bubble gum at the same time.

Indiana Chamber Takes Next Step Help to Remedy State’s Workforce Skills Challenge INDIANAPOLIS — The Indiana Chamber has unveiled a new E-Learning Services program to further promote Hoosiers’ workforce development, which unfortunately is currently lagging behind most other states. In fact, a recent Kauffman State New Economy Index ranked Indiana 43rd in workforce education level. The E-learning Services program, released in partnership with Ready Indiana, features courses designed to help companies of all sizes reduce training costs and travel time, while providing 24/7 online access for users. Courses focus on improving basic business skills such as writing, math, communication and common computer applications as well as more advanced topics like project management, human resources, accounting, compliance, top technical certifications and much more. Companies can register employees for either the business course package (over 700 courses for $249) or the technical course package (over 2,000 courses for $749). “Nearly one million Hoosiers need to master or improve even basic skills to meet the needs of Indiana’s employers,” explains Kris Deckard, Ready Indiana executive director. “Many companies are unaware of available training and do not
have resources to provide it themselves. The Chamber is responding by offering an affordable way to provide training in hundreds of topics, all of which can drastically improve the quality and
productivity of front-line, administrative and professional staff.”

Indiana Heritage Quilt Show returns for 19th year BLOOMINGTON, IN – Now in its 19th year, the Indiana Heritage Quilt Show (IHQS) continues to offer a unique experience for both quilting enthusiasts and anyone who simply appreciates the artistic nature of quilting. This year's show will be from 9 a.m. to 6 p.m., Thursday and Friday, March 4 and 5, and 9 a.m. to 5 p.m., Saturday, March 6, at the Bloomington/Monroe County Convention Center. Admission will be $7 for children 12 years old and older and free for children 6 years old and younger. The IHQS will feature over 150 quilts from across the United States. Each beautifully quilted creation will be vying for a portion of $17,000 in cash prizes and awards. Winners will be chosen in each of 10 judged categories, including appliqué, pieced, fabric art, wall quilts, mixed technique, ensemble and small scale quilts. The IHQS is also proud to host several internationally recognized instructors who will present three
full days of workshops. Space is currently still available for many of these workshops offered for quilting enthusiasts. Workshops feature a wide variety of topics and suit all skill levels. Reserve your space quickly, as the deadline is approaching and workshops are filling up fast. Workshop registrations must be postmarked by Sunday, Feb. 14, in order to qualify for pre-registration. Ivy Tech Community College is offering a Body Sculpting Class beginning February 8 through March 17. The class will be offered on Mondays and Wednesdays at the Gary campus from 6pm to 7pm. Read “Simeon’s Story: An Eyewitness account of the Kidnapping of Emmett Till” CHICAGO - “Simeon’s Story: An Eyewitness Account of the Kidnapping of Emmett Till,” a book by Simeon Wright, has been published and released by Lawrence Hill Books, an imprint of Chicago Review Press, January 2010. According to the publishers, Wright “puts to rest the many discrepancies and false accusations associated with his cousin’s murder in this powerful, comingof-age memoir.” Also, he “relates a profound snapshot” of: growing up in segregated Mississippi during the 1940s and 1950s; the nation’s reaction to Till’s killer’s acquittals; and the family’s ongoing strive for justice. Rev. Protho named One Church One School president for Gary’s schools Carmen M. Woodson-Wray
Rev. Jerry Protho, pastor of Unity Baptist Church, has been named President of the One Church One School Program for the Gary School System. The One Church One School Community Partnership Program is the innovation of Bishop Henry Williamson, its founder and CEO. This nationwide program involves churches and schools in partnerships that teach young people to value life and learning. Over 200 One Church One School partnerships across the nation are positively impacting students through tutoring and mentoring programs, parent involvement, homework assistance programs, scholarships and student empowerment conferences.
Rev. Protho was recommended to the nominating committee by the National Vice President and local Coordinator Rev. Carrell K. Cargle, Sr. Rev. Cargle said he believes Rev. Protho will be an asset to the program since he has been on board since the program started in Gary in 1994. He said, “With Rev. Protho’s motivational skills God wanted him in this leadership position. We look forward to him moving the program to the next level as well as working on the national level.” The goal of the One Church One School Program is to improve student academic achievement, social behavior and personal development. Rev. Protho said his church will continue the work they have already started with the One Church One School as well as encourage other churches to
get involved. He said, “We want to see more churches adopt schools in their neighborhoods and become actively involved. We want to see them meet with the principals, teachers, parents and students. We need them to get aggressively involved in the future of our children.” Rev. Protho said one of the programs being implemented is Fu-
ture Teachers of Tomorrow. This program explains to students the importance of being a teacher, what a teacher does and the rewards of being one. Beginning at the 8th grade level teachers in the church are recruited to educate students in considering the teaching profession. He said, “I am excited about seeing this program progress due to the drop off of
students pursuing careers in the field of education.” Rev. Protho and his church are partnered with Williams Elementary, Jefferson Elementary and Roosevelt High School. He said he would hope churches already involved and other churches will come on board and adopt schools in their communities.

Notice of indian a housing and community developmen t authority to issu e mortgage credit certificates for 2009-A Notice is hereby given pursuant to the provisions of Treasury Regulation Section 1.25-4T promulgated under Section 25 of the Internal Revenue Code of 1986, as amended, that the Indiana Housing and Community Development Authority (the "Authority") will issue Six Hundred Eleven Thousand Two Hundred Eighty Dollars ($611,280) in Mortgage Credit Certificates for 2009 (hereinafter referred to individually as "Mortgage Credit Certificate" or collectively as "Mortgage Credit Certificates") pursuant to its 2009-A Mortgage Credit Certificate Program. The Mortgage Credit Certificates will be available to qualified individuals after April 30, 2010. In order to be eligible to receive a Mortgage Credit Certificate, an individual must meet the following requirements: A Mortgage Credit Certificate will be issued only to an eligible borrower in connection with 1. the purchase of a Single Family Dwelling located in the State of Indiana. For this Program, a Single Family Dwelling means structurally sound and functionally adequate housing (of a type generally taxed as real estate) including fixtures intended for occupancy by one family, the real estate appurtenant thereto reasonably necessary to maintain the dwelling's basic livability. 2. A Single Family Dwelling to which the Mortgage Credi Certificate will be applied must be the eligible borrower's principal residence. 3. An eligible borrower may obtain a Mortgage Credit Certificate only if he/she has had no ownership interest in a principal residence during the three-year period prior to the date on which the mortgage or other security instrument applicable to the Single Family Dwelling to which the Mortgage Credit Certificate is provided has been executed by the eligible borrower. An exception to this requirement is available in certain Targeted Areas. 4. The acquisition cost of the Single Family Dwelling may not exceed acquisition costs set from time to time, a listing of which may be obtained from the Authority. 5. The Mortgage Credit Certificate may not be issued in connection with the acquisition or replacement of an existing mortgage. The Mortgage Credit Certificate will be issued only to an individual who does not have a mortgage on the Single Family Dwelling with respect to which the Mortgage Credit Certificate is issued at any time prior to the execution of the mortgage or other security instrument. 6. The Mortgage Credit Certificate may not be issued with respect to any residence any of the financing of which is provided from the proceeds of a "qualified mortgage bond" or a "qualified veterans' mortgage bond" as defined in Section 143 of the Internal Revenue Code of 1986. 7. Mortgage Credit Certificates will be issued in response to applications which must be completed by an applicant for a Mortgage Credit Certificate.
