Wildermuth to be renamed Dr. Carter G. Woodson Library
Library board finally opens the book on “racist” Miller library named after By Carmen M. Woodson-Wray The history of the person Gary’s Wildermuth Branch Library is named after finally caught up with him Tuesday when Gary Public Library Board member Atty. Tony Walker revealed racist remarks he penned. Atty. Walker called for the Ora L. Wildermuth Library to be immediately renamed the Dr. Carter G. Woodson Library based on views Wildermuth wrote opposing racially integrated dormitories on the Indiana University campus during the 1940s and 1950s. Atty. Walker said because this is Black History Month he remembered reading a 2007 article written in an Indiana University student newspaper article about 1940s letters in which Wildermuth advocated racial segregation. Wildermuth wrote in a 1945 letter to an IU administrator that while he had no objections to giving Blacks educational opportunities, “I am and shall always remain absolutely and utterly opposed to social in-
termingling of the colored race with the white,” Wildermuth wrote. “The further we go….the nearer we approach intermarriage and just as soon as colored blood is introduced, the product becomes Black.” Last year the school was considering renaming its gymnasium the “William L. Garrett-Ora L. Wildermuth Intramural Center” after Garrett, its first Black basketball player from 1948 to 1951 who earned All-American honors. That recommendation from the All University Committee on Names was denied by the school’s trustees after being informed that members of the Garrett family did not support the change. Even more disturbing to Atty. Walker is the fact that Wildermuth served as the city of Gary’s first school teacher, librarian and city judge during the early 1900s. The Gary Public Library named its Miller branch after Wildermuth who served on its board as president for 35 years. (Continued on page 10)
McDermott to seek Senate seat vacated by Evan Bayh Hammond Mayor Thomas McDermott Jr. announced this week that he will be a candidate for the U.S. Senate seat recently vacated by Evan Bayh.

McDermott’s announcement came on Tuesday, February 16, one day after Bayh announced that he would not be seeking a third term as U.S. Senator. Bayh’s decision to step aside took party leaders by surprise and the announcement came within days of the deadline for filing for the office. Faced with not having a candidate to replace Bayh in the May primary the Democrats will meet this summer and decide who they will field for the November election. Mc Dermott, in announcing his candidacy, said that he presents a fresh face that the party needs and said he would be an asset to the Democratic party. Bayh’s decision not to run again brings added problems to the Democrats and threatens to erode the majority that they (Continued on page 2)

Calumet Township Recoups $1.3 million State overpays Gary; township, others must be reimbursed The sharp eyes and quick brain of Calumet Township financial advisor Curtis Whittaker, CPA, spun into action January 20. when he saw the City of Gary and related entities were overpaid $8.3 million by the Lake County auditor at the expense of other governmental units, including Calumet Township. “This was not through the city’s fault but because of a miscalculation by the state auditor’s office, which calculates such payments,”
Elgin and I, in conjunction with the Gary Community School Corporation, brought it to their attention.” According to Whittaker, when the city petitioned the DUAB, it granted $23.5 million in relief to the city and other city-related agencies such as the Gary Storm Water Management District, Gary Public Transportation Corporation and Gary/Chicago International Airport; but because of low tax collections and the impact of the circuit breaker, they should have received only $16 million. Once Whittaker discovered the mistake he dispatched a flurry of e-mails to State Auditor Tim Berry and his staff about the problem. Elgin, Whittaker and school corporation financial consultants Alicea Pritchett and Michael Washington met with Berry February 8, in Indianapolis to press their case for a review of the allocations. Berry responded swiftly and by midweek had concluded Whittaker was right. The $8.3 million loss to the city will be divided as follows: Gary Community School Corp., $3.5 million; Lake County, $1.5 million; Calumet Township $1.3 million and the remainder to other Gary-related funds and the Lake County solid waste fund.

I believe that’s why the mistake was made. But to their credit, the mistake was corrected as soon as Calumet Township Trustee Mary

If it had not been straightened out it would have caused a severe crimp on our budget, meaning we would have been able to serve fewer of those in need. With the projection that the party will lose several seats in the fall election and with the devastating loss of the Senate seat last month in Massachusetts, party leaders are concerned that they will not be able to hold a majority of seats needed to see President Barack Obama’s agenda through the Senate. Chief among the legislative concerns is the president’s health care legislation which has faced an uphill battle in the Senate. Senate supporters of the measure have faced stiff opposition from Republicans and some Democrats have also raised concerns about 2
the legislation. If the Democrats are able to hold on to Bayh’s seat in the fall it would go a long way in helping to see the health care legislation passed. Due to Bayh’s abrupt departure the state party wasn’t able to find a candidate to fill the requirements to be placed on the primary ballot. The State Democratic Central Committee will convene in Indianapolis on June 30 to select a candidate for the fall contest. On the Republican side, former U.S. Senator Dan Coats announced that he will seek his old seat. McDermott, a first term mayor of Hammond, is the chairman of the Lake County Democratic party.

Daniels appoints Carolene Mays to IURC Governor Mitch Daniels this week announced the appointment of former state representative Carolene Mays of Indianapolis to the Indiana Utility Regulatory Commission. Mays will fill the vacancy left by Jeffrey Golc whose term expired December 31, 2009. Mays served in the Indiana House of Representatives from 2002-2008 and sat on the committees for Small Business and Economic Development, Ways and Means and Public Health. She is currently the publisher and president of the Indiana polis Recorder Newspaper and the Indiana Minority Business Maga-
zine, and serves on the board of directors for the Indianapolis Chamber of Commerce, the Marion County Capitol Improvement Board and Peyton Manning’s PeyBack Foundation, among others. Mays received her undergraduate degree from Indiana State University. “In both business and government, Carolene Mays has established a reputation for fairness and firmness, the qualities of a good regulator,” said Daniels. “As a lawmaker she never let blind partisanship prevent her from supporting positive change for Indiana. It’s been my hope since she left the legislature that we
could bring her many talents back to public life, and it’s good news to every Hoosier that it’s going to happen.” Following an application period and interviews, the IURC Nominating Committee, chaired by Mike Sample, recommended three candidates for the governor’s consideration based on education and academic honors received, professional experience and reputation, financial interests in the utility industry, and public service. Mays’ appointment will be effective March 8. Her term will expire December 31, 2013.

EDITORIAL
BLACK HISTORY IS CREATED TODAY
Black History is being made on a daily basis - it is a continuum, yet, to many people, it represents the past, it represents bygone eras populated by larger than life heroic figures, both male and female. People tend to think of Sojourner Truth, Harriet Tubman, Denmark Vesey, Frederick Douglass, Phyllis Wheatley, Madame C.J. Walker, Booker T. Washington, W.E.B. Dubois, and more recently, Dr. Martin Luther King, Jr., El Hajj Malik Shabazz (Malcolm X), and others. We forget, however, that we have living, breathing forgers of history living today; people who are carving out their own niches in the annals of time. Some of these heroes and sheroes are unknown, and some are household names. The truth is that each and every Black American alive today has an opportunity to make a difference, to make this a better world. The contributions don’t have to be grandiose or magnificent; they could be as simple as being considerate to others, or raising a healthy, community-conscious child, or starting a baseball team, heading up a dance ministry, capturing the beauty of the world around us through painting, poetry, or song, or it can be the simple act of just being a good neighbor. Yes, we all contribute to Black history. How will our progeny view us in years to come from a Black historical perspective? Some pundits offer the opinion that, if Black-on-Black violence does not diminish, or if the escalating march of Black men away from schools and into prisons doesn’t stop, there will be no future for the Black community. In some quarters, the community has already been written off as a hasbeen, with Hispanics moving to the forefront in the minority arena. With their burgeoning population, they have surpassed the African American community and, therefore, are in a position to demand the lion’s share of resources that have traditionally gone to minorities. Many Black people resent this situation, but it is moving ahead, nevertheless. At what point will the tide of Black consciousness turn toward the better? What will it take to grab ourselves up by our collars (if we don’t think we have the proverbial bootstraps) to better ourselves as a collective? Just what is holding the community back? The answer just might lie in a lack of self-esteem. There is a curious situation that exists that can keep the greater Black community forever in the mindset of nonsensical non-achievement, even while other Black people are achieving in almost every area of life. This is the crab in the barrel syndrome, also known as the Willie Lynch syndrome. It is rooted in self-hatred. Black people are always between a rock and a really hard place; darned if we do and darned if we don’t. Successful Black people are, more often than not, torn down by other Blacks at every possible turn. If this continues to be the state of affairs, future Black history will be bleak, indeed. For now, however, it will benefit us if we keep in mind the earlier assertion in this editorial, and that is we all contribute to Black history, and, therefore, we owe it to ourselves to love ourselves. Prior to providing assistance to the city of Gary it required the city to make deep cuts in the number of employees working for the city, resulting in drastic reductions in city services and increases in unemployment. Instead of aiding Gary, the DUAB seems to be intent on crippling the city. With all the problems confronting Gary the city sure don’t need help in creating difficult situations ’cause clearly we can do bad by ourselves, and don’t need no help from no one else.
BETTER UP THE MONEY! With the recent screw up by the Distressed Unit Appeals Board it’s no wonder that other financially troubled cities around the state have opted to work out their problems instead of seeking assistance from the DUAB. Last week it was revealed that the DUAB errored in its calculations on the amount of state funds the city is to receive and in doing so short changed other taxing units by some $8.3 million. Ever since Gary went to the DUAB seeking help, city officials have been presented with a number of hoops they’ve had to jump through in order to please the board. The city has had to hire an out-of-town firm to the tune of three hundred thousand plus bucks to come in and recommend that the city get rid of firefighters, the health department and

Seems that junior, who heads the Lake County Democratic Precinct Organization, feels that Pabey’s recent indictment on federal charges is a blight on the organization’s reputation. Yeah right. As if the organization is a paragon of integrity. The feds have sent so many Democrats to prison
over the last several decades that they (convicted Democrats) could start their own hall of shame. Anyway, junior feels that it would be in the best interest of the party if Pabey stepped down, at least until this whole thing is behind him, and recently sent a letter asking that he vacate the position. Of course Pabey’s response was that junior could take his letter fold it four ways and stick it where the moon don’t shine. In order to remove Pabey it would take at least 24 of the 36 members of the East Chicago precinct organization to vote him out. Right now don’t look like that’s gonna happen. More than likely he’ll be there until he’s convicted. If that don’t happen then he’s in there until he don’t want to be. -NoseySEE YA! Evan Bayh’s announcement that he would not seek a third term shocked quite a few folks locally and nationally. Even though the rumor that he wasn’t going to run again had been circulating throughout Indianapolis it was thought to be
just that - a rumor. Why he decided to not seek a third term has not been made public, leaving the door open for all kind of speculation. There are rumors that he decided to leave the senate so he can concentrate on a run for president in 2012. There seems to be a belief that Barack Obama may be a one termer and Bayh is looking to step in should that be the case. Then some are wondering if Bayh will switch parties to run as a Republican in 2012. He has been known to be a fiscal conservative and in the senate he often sided with the “Blue Dog” Democrats, a group of fiscally conservative senators. Whatever the reason he’s stepping aside, Nosey couldn’t help noticing the irony associated with the announcement that Bayh was leaving the senate. Twelve years ago when he announced his bid for the senate incumbent Dan Coats decided not to run again. Twelve years later it’s Bayh who’s stepping down and Coats is running for his old seat. Although they didn’t enter the room hand in hand, the fact that thy came in together set tongues to waggin. John Buncich and Roy Dominguez attended a fundraiser for Congressman Pete Visclosky over the weekend and the fact that the once bitter rivals were palling around at a Valentines Day function was not lost on those attending the event. Seeing the two of them together no doubt raises speculation as to whether Dominguez will stick by Marco Kuyachich, his chief of police who wants to replace Dominguez as sheriff, or will he gravitate to Buncich, who is viewed as the front runner in the race. Now Nosey has been hearing that because of Buncich’s front runner status that a deal may be in the works between Kuyachich and Buncich. Rumor has it that Kuyachich is supposed to drop out of the race and throw his support to Bunchich in exchange for him being able to remain chief if Buncich wins. Before Nosey put this column to bed we went online to see if Kuyachich had signed up to run for sheriff, and so far he hadn’t. Charles Kirkland leaves a legacy of business On Wednesday, February 6, 2010, Charles Kirkland, who was one of Gary, Indiana’s most prominent citizens and businessmen for well over seventy-five years, passed away. He left behind a family that loved him dearly, a community that he loved intensely to go to a new residence, and a God that loved him best. Mr. Kirkland was born on October 24, 1920 in Fayetteville, Alabama, to the late Thomas and Lucille Kirkland. Early in his youth, he professed a strong and lasting faith in Jesus Christ that sustained him in life and became a baptized Christian. Although he completed grammar school in Alabama he graduated from Roosevelt High School in Gary, Indiana where he excelled in academics and achieved an even greater record in sports. He lettered in track and field, was the Gary Golden Gloves Champion at 112 lbs. and was truly an outstanding athlete. As a young pugilist, he boxed his way through his teenage years and early twenties to achieve the title of Golden Gloves Champion, during the same time period he also lettered in track. Due to the economic times but nonetheless with a fervor in his heart to attain higher education, Charles left Gary with less than fifty dollars in his pocket for all his impending college costs to attend Hampton Institute in Hampton, Virginia. Knowing that the rest of his expenses had to be earned through his own skill and ingenuity, Charles
worked intensely hard to support himself while attending Hampton. While there he engaged in a number of inventive and entertaining ventures which provided the invaluable beginning experience an idea of becoming an independent entrepreneur. Remembering the friendship his step-father James Ivey (also of Gary) oftentimes recounted many times that he shared with Booker T. Washington inspired the idea that much like Booker T. Washington and even as a poor student he could get an education at Hampton paying his way by working. With a little artistic license and remembering stories he was told by his step-father, he led campus tours for incoming freshmen which always seemed to end with mention of his dormitory room as being one of the probable spots Booker T. Washington might have slept. As a young man he rode wild horses, studied the arts, learned how to fly planes – all while a student at Hampton. As an early entrepreneur, during his student years in the 1940’s, he created and led his all student, tuxedo clad band of musicians better known as “Student Kirk and the Hamptonians.” They played at numerous engagements in the Tidewater, Virginia area so much so that the proceeds of their engagements helped to defray the cost of his education. He was detoured along the way by his draft and induction into the U.S. Army at Fort Carlisle, Pennsylvania in 1942. During his tenure in the military, he
Charles Kirkland was sent to Germany where he achieved the rank of 1st Lieutenant and Army Medical Special Services Officer. Charles was highly decorated having received the Soldiers Medal for Valor, Defense Meritorious Service, Good Conduct and Sharp Shooter medals. He retired from the military with over thirtyplus years of honorable service, with time spent covering World War II and the Korean Conflict. After completing his military service, he returned to Hampton University where he completed his education, before graduating with a degree in business management and accounting and also excelling as an athlete, reigning as boxing champion in 1941, 1942, and 1946-48. Charles then returned to Gary where he used his education in business, working the owner-operator,
real estate broker and general contractor of the House of Charles Realty during which time he formed a baseball team. He was also the owner and operator of DCC Mortgage Brokerage. Later he founded Kirkland’s Auction Company, which he owned and operated for the rest of his life as a state certified and licensed, professional auctioneer since 1991. Charles was an avid political activist and firm supporter of civil rights. Having himself run for political office, he also served as Precinct Committeeman and Third District Captain for the Republican Party. Though oftentimes chided and challenged by his political affiliation, he remained in life a staunch advocate of the two-party system and not of the belief that all Blacks are or must be Democrats and thus status quo. In 1963, he became only the second Black person to run for county-wide office (Treasurer, Lake County). In that same year, Charles served as the Gary Campaign Manager for the first Black citizen to run for U.S. President, Atty. Frank Beckwith of Indianapolis, Indiana. Mr. Kirkland was a devoted and loyal member of First Baptist Church with over seventy-three years of attendance and service. He was an elder in the church and became a member of the First Baptist “Brotherhood.” Charles was a Life Member of the NAACP – Gary Branch, the Indiana Guard Reserve Retired Association (as Lieutenant Colonel), the National Association of Real Estate Brokers, and held a Commission as a Kentucky Colonel with the Honorable Order of Kentucky Colonels, an honor bestowed to him by Governor Paul E. Patton. He was recently commended as an honoree of the 2nd annual Central District Love Award by the Central District Organizing Project, which recognizes and celebrates those who have dedicated their lives to carrying on
the work for peace and social justice. Those who new Charles best will fondly remember him as a consummate gentleman, with a compassionate, thoughtful and loving spirit. There are also those who will remember him as a uniquely decent person with steadfast, unabashed conviction to social change and political activism whom it was a pleasure to know and call friend. He engendered the character and essence of an authentically genuine “Renaissance Man,” engaged in the art of living. In 2003, he was predeceased by his late wife Bloomie`Gore-Kirkland. He is survived by his former wife Elvira Johnathon-Kirkland, mother of his son Andrew Kirkland, and step-sons Galen and Bryan Kirkland of New York City; then later married to Helen F. Harris, Kirkland-Smith, mother of his two children, his late son Charles J. Dharathula “Dolly” Millender: Gary’s unofficial historian By Carmen M. Woodson-Wray Dharathula Millender has a long history of researching history. A graduate of Indiana State University in 1941 where she studied Library Science, back then there were only two Black libraries she could work for—one in Missouri and the other in South Carolina. She said, “I chose South Carolina because my family knew someone who lived there and it was for an elementary school that needed a librarian so I
munity and was there for 12 years.” She ran twice for City Councilwoman before she won and became the first Black woman to win at-Large. When she lost in the at-Large race in 1992 for Council she ran for at-Large for the Gary Community School Corporation and won. She said, “I think I was supposed to run for school board. That was my last political position. I think I’ve done enough.” History has always been a part of her life. She said, “I get calls all the time about not only Black history, but history. I just love researching his-
Millender said she just loves reading and researching stuff. Her family recently surprised her with a 90th birthday party, which included her two daughters Naomi and Justine and two grandchildren Christine and Isaac Preston, along with 100 friends.
“There were so many people there. There were students I didn’t even recognize. My 95 year-old sister Gladys even came from Terre Haute,” she said. Millender said she loves the City of Gary. She said, “The city of Gary has so many beautiful people. I
would like to see its people learn to love this city and it’s potential. There are people with money and power who want this city, especially the lake and the airport. Gary is the Crossroad of America. I wish young people would take it over, but it’s not easy.”

went.” Known all her life as “Dolly,” Millender said the nickname started because kids she grew up with couldn’t pronounce her first name and the name Dharathula was her aunt’s and great-grandmother’s name. Before Millender located in Gary she worked as a librarian for the Library of Congress and in the Baltimore School System as a librarian. She came to Gary in 1960 because Pulaski School needed a librarian and she could do her Sabbatical. Millender said Pulaski was more than just a school to her it was like a family. She said, “It was a beautiful experience for me to come to Gary and I’ve never been sorry for the move.” It was at Pulaski that she also became interested in politics under the Hatcher Administration. Her first office was vice precinct committeeperson. She said, “I worked in the comThe Gary Crusader
tory.” She is known not only locally, but nationally for her expertise in preserving historical information. She started the Gary Historical and Cultural Society in her home in 1976. It is a museum of printed material, mementos, videos and films she has collected. Because of the volume of history from this collection she has had to move the information to the Gary Land Co. – the first building to be constructed in the city. Millender is also known for her writing and has authored five books, two of which are on Gary. The first is “Gary Central Business District” and the second “Yesterday in Gary.” Copies of “Yesterday in Gary” are no longer in circulation and Millender is willing to purchase copies if anyone has one. Years ago she used her writing skills to pen a weekly column for The Gary Crusader and INFO Newspapers.

Our condolences to her husband and family and to her proud father, former Gary Fire Chief RIXIE McCARROLL. Mr. Kirkland was a storied local business pioneer who was a success as a mortgage broker and real estate agent. He also founded Kirkland’s Auction company which made him the first Black auctioneer to be licensed and certified in Indiana. He broke local political color lines in 1963 when he became the first Black to run for county office (surveyor). A veteran of World War II and The Korean Conflict, Mr. Kirkland was a valuable living piece of vital local Black history whose importance will be forever felt. Library board finally opens the book on “racist” Miller library named after (Continued on page 1) During the board meeting Atty. Walker brought the information to its attention and called for a motion for the library to be renamed the Dr. Carter G. Woodson Library. Dr. Woodson, a historian, author and publisher helped found the Association for the Study of Negro Life and History (which later became the Association for the Study of Afro-American Life and History) and in 1926 began Negro History Week which later became Black History Month. He is known as the “Father of Black History.” Atty. Walker said the choice to rename the library after of Dr. Woodson was made because of his role in black history throughout the years and the positive influence he represents. He said, “Woodson is a symbol to inspire

This is a documentary in the “30 for 30 Documentary Series” for ESPN Films. It also will be a benefit for the Pacers Foundation, Peoples Burn Foundation/Brave Hearts Camp and Ri-
ley Hospital for Children Pediatric Burn Unit. The ticket price is $10 in advance and they are on sale at the Conseco Fieldhouse Box Office and at Pacers.com. The ticket price will be $12 the day of the premiere. Filmmaker Dan Klores focused on the 1994-95 Eastern Conference playoffs which the Pacers eventually won four games to three.
