Hammond mayor and lobbyist Miller help to defeat Gary land base casino enue. McDermott was quoted earlier last week saying that a land based casino in Gary would take revenue from Hammond, and would be in direct competition to Horseshoe Casino.

Recent revelations that Hammond mayor Thomas McDermott Jr. hired an Indianapolis lobbyist to block legislation that would allow Gary to get a land based casino drew the ire of city officials. This week the Indiana State Senate approved legislation that made minor changes to the state’s gaming law. However, the bill passed 33-17 without the provision for a land based casino. State lawmakers from Gary believe that Hammond lobbyist Andrew Miller

McDermott said he was also concerned about the legislature changing the casino legislation in what is perceived as “midstream.” (Continued on page 2)

East Chicago Mayor George Pabey hit with public corruption charges The United States Attorney’s Office announced this week a four-count indictment was returned against East Chicago mayor George Pabey and East Chicago city employee Jose Angel Camacho. Pabey, 59, and Camacho, 52, a former Supervisor/Division Manager in the Engineering Department of the City of East Chicago, and currently assigned to the East Chicago Marina were charged with conspiring to unlawfully convert property and services of the city of East Chicago to Pabey’s personal use. The indictment alleges that the unlawful activity was carried on from October, 2007 through August, 2008. In December, 2007, Pabey and his daughter purchased a single family residence at 8530 Locust Avenue in Gary’s Miller section. The indictment alleges that Pabey and Camacho conspired to use skilled laborers who were employees of

East Chicago to work at the Miller residence. Work performed included the pouring of concrete, painting of the interior, and installation of improvements. While

working at the Miller residence, employees were paid by the city of East Chicago. In addition, the indictment alleges that Camacho utilized a city of East Chicago engineering account to purchase items for the Miller residence. Items purchased included a bathtub, bathtub surround, 40-gallon gas heater, and numerous doors. These items were all billed to and paid for by the city of East Chicago. City employees installed these items in

the Miller residence. The first count of the indictment alleges that Pabey and Camacho conspired to violate 18 U.S.C. § 666, a statute covering conversion or fraud relating to entities receiving federal funds. The second count of the indictment alleges a specific violation of that statute. The city of East Chicago received in excess of $10,000 in federal funds during the relevant time period, a jurisdictional require(Continued on page 3)

Matlock’s concession helps Fajman win County Recorder’s spot By Carmen M. Woodson-Wray Lake County Election Board supervisor and Democratic Party vice chairwoman Michelle Fajman has been elected Lake County Recorder by the party’s precinct organization after opponent Calumet Township Board Member Ron Matlock threw his support to her. Fajman, of Crown Point, won the position by a vote of 240-160 over East Chicago City Councilwoman Myrna Maldonado. There were originally six candidates in the race. The others were Merrillville Town Councilman Andrew Sylwestrowicz and Michael Troxell, a former Schererville Town Council president. The Lake County Recorder’s Office is an archive of public records such as mortgages, leases, bankruptcy notices and other business documents with a staff of 15 and an annual budget of $458,000. It became vacant last month when former recorder Mike Brown stepped down to become county clerk, the first African–American to serve in that position. State law requires the departed official’s political party to name a replacement to complete the term. The public will not vote for county recorder until 2012. Matlock said his decision to support Fajman was based upon the low number of precinct committeepersons from Gary in attendance and his coming in third place during the 1st round of voting. He said, “Of the 130 members of the precinct organization from Gary only about 90 were there to vote and when I looked at the first round and saw the numbers were not there for me I knew there was no way I could overcome Michelle. What I said is what I need to do is concede to who would do a good job.” Matlock said he also knew his chances were slim when Gary Democ-

ratic Precinct Organization Chairwoman Elsie Franklin, Gary Mayor Rudy Clay and Lake County Commissioner Roosevelt Allen supported Maldonado. He said, “With these three supporting the candidate from East Chicago, I might be able to pick up a few votes from Merrillville and Hammond, but it wasn’t enough.” His loss to Fajman has not deterred his interest in running for Recorder after she completes the three years left on the position by Brown. He said, “I’m interested in running in the regular election for Recorder because I do well with the people. When I ran for Township Board during the General Election I received over 16,000 votes which proves the people are on my side.” But if Matlock does not seek the Recorder’s position he still has to seek re-election for Township Board and that race will become heated when Glen Ryan Neighborhood Association President and longtime ally of Matlock’s Kevin Carr seeks to unseat one of the three in the board seat. Carr, a precinct committeeman, has filed to run in the Calumet Township Advisory Board race. He previously ran for 1st District Councilman coming in second to Marilyn Krusas last year. Now, Carr says he is running to introduce himself to the voters of the Calumet Township. He said, “I am running for the position not against any of the present board members. I am running because with the many years of financing and banking I have, I bring a wealth of corporate financial experience to the board from the private industry.”

Indiana receives $71.4 million in high-speed rail funds Grant to Address Country’s Most Delay-Prone Intercity Passenger Rail Line Indiana recently received a $71.4 million grant for High-Speed Rail under the American Recovery and Reinvestment Act. The Midwest received $2.6 billion of the $8 billion distributed nationwide under this program. “By working across state and party lines, the Midwest showed unified support for this energy efficient, modern form of transportation,” said Indiana Department of Transportation Commissioner Michael W. Reed. “Indiana’s much-needed award will attack the country’s most delayprone rail corridor.” More than $244 million was awarded to improve the efficiency and reliability of rail service for the priority route connecting Chicago and Detroit. Northwest Indiana’s portion of $71.4 million will build passing tracks, high-speed crossovers and signal system improvements for the existing Norfolk Southern rail line between Porter and the Illinois state line. Congressman Peter Visclosky said, "This investment in highspeed rail will create jobs now in Northwest Indiana and stimulate economic activity into the future. Bringing high-speed rail to our area will connect us with cities across the Midwest, enhancing our economic infrastructure and improving energy efficiency and environmental quality. I commend the Obama Administration on recognizing the potential of high speed rail in Northwest Indi-

ana and throughout the Midwest, and look forward to watching local workers turn this vision into a reality." Senator Evan Bayh also praised the high-speed rail investment, “This investment will put Hoosiers to work building the next generation of rail infrastructure in Indiana,” Bayh said. “High-speed rail will reduce travel times and, most importantly, create jobs and economic development across Northwest Indiana.” The upgrades to Indiana’s passenger rail system consist of eight independent improvements along a congested railroad segment between Porter and the Illinois/ Indiana state line. Seven of the investments will be on the NS railroad line and one on the Amtrak Michigan Line at Porter. Nine states are part of an ongoing effort to develop and expand access to an improved passenger rail system in the Midwest. This proposed system would provide 80 to 110 mile per hour rail service with shorter travel times, increased frequency of service, accessibility and reliability. Other participating states are Illinois, Iowa, Michigan, Minnesota, Missouri, Ohio, Nebraska and Wisconsin. In addition to High-Speed Rail grants, the Recovery Act also provides $1.5 billion in transportation funds nationwide known as Transportation Investment Generating Economic Recovery (TIGER). Indiana has submitted eight competitive applications, and awards should be announced by February 17.

THE SECOND DISTRICT Youth Voice Forum, a youth panel discussion with and for youth ages 13-19 was held Saturday, January 23 at Berean Fellowship Baptist Church. The indictment also seeks forfeiture from Pabey of any property constituting proceeds of the alleged activity in Counts one and two. If convicted on either of those counts, the United States would seek to forfeit from the Miller residence an amount connected to the improper use of city workers and city accounts. Counts three and four allege attempts by Jose Camacho to interfere with witnesses. Count three alleges that Camacho approached one of the city employees who worked on the Miller residence and told the employee to lie to investigators about his work at the Miller residence. Count four alleges that Camacho approached another city employee and told that employee not to tell investigators anything about having worked at the Miller residence. United States Attorney David Capp stated, “this is another indictment in the ongoing federal effort to inThe Gary Crusader

vestigate public corruption. Our office will continue to investigate allegations of corruption and we will follow the evidence wherever it leads.” Capp praised the excellent work of the law enforcement agencies involved in this investigation. At Crusader press time Pabey and Camacho were expected to surrender and prepare for an initial appearance before a United States Magistrate Judge in Hammond on Thursday, February 4. The case was investigated by the Federal Bureau of Investigation with assistance from the Internal Revenue Service and the United States Department of Labor-Office of the Inspector General. This case is being prosecuted by Assistant United States Attorneys David Nozick and Gary Bell. The specific sentence in each case to be imposed upon conviction will be determined by the judge after a consideration of federal sentencing statutes and the Federal Sentencing Guidelines.

EDITORIAL HAITI’S MARTYRDOM AND MALDEVELOPMENT Long after the cameras are gone, Haiti will still be fighting for survival after one of the most devastating earthquakes in recent history, because Haiti was super poor before the damages. There are reasons for this abject poverty, and chief among these, suggested by numerous pundits, is that Haiti is the only land in the Caribbean that successfully warded off colonialism by defeating Napoleon and his cohorts. Since then, it is alleged, that the West has enacted “unofficial sanctions,” which have, in part, resulted in its impoverished state of being. According to an internet article entitled “Why is Haiti so poor?” by Jason DeRusha, WCCO, April Knutson, a senior lecturer in French who teaches the history of Haiti at the University of Minnesota, is quoted... “These self-emancipated slaves defeated Napoleon’s army in 1804, January 1, 1804. It’s a glorious moment in the history of Haiti and the history of the world,” Knutson said. But this victory came at a tremendous cost, according to the same article, ... “In 1802, most countries still held slaves and seeing them rise up and gain independence freaked out the Western World, and they got even.” “They cut (Haiti) off from trade and development,” Knutson said. “This lasted through most of the 19th century, a total blockade.” In addition to the above opinion, Knutson also offered another answer to this question, “Greedy dictators” and “a long line of Western imperial powers that have maldeveloped, purposely maldeveloped Haiti.” Knutson has been to Haiti five times doing research and humanitarian work. Though we are proud of the groundswell of support that has come from Americans to help alleviate the plight of Haitians after the recent earthquake, the United States’ hands are not clean regarding Haiti. In 1900, after peasant uprisings threatened Caribbean instability, U.S. Marines occupied the country for 19 years and thwarted every attempt on the part of Haitians at self-reliance and independence. Black people in America don’t always have a sense that the struggle we face has its tentacles around the globe, extensions of manipulative invisible powers. Haiti is poor because of this manipulation. And though we are not excusing the ruthless, greedy dictators that have helped keep their own people down, we can see how they, too, were manipulated by materialism and illusive, truncated power. In hindsight, the Haitian situation may be one of the chief reasons why Black people around the world have acquiesced to White imperialism. It, no doubt, has left subconscious scars in the Black psyche resulting in the thought that resistance is futile. This is truly unfortunate. If Black people would think back on what happened in Haiti in 1804 wherein 20,000 (thousand) French troops were defeated by self-emancipated slaves, it would be realized that self-determination is a potent reality. That was a powerful event! In addition, we should know that those invisible tentacles of manipulation are still alive and well in America’s Black Urban communities and elsewhere. The key to Black Liberation is to unify economically, spiritually and socially in order to combat those who want to keep the people poor and oppressed, and after uniting, to keep up the momentum by eschewing greed and by reaching out for the support of the Black Diaspora. If this were done, the economic and social status of Blacks worldwide would change for the better! A luta continua...(the struggle continues). 4

Nosing Around By Nosey EDITOR’S NOTE: The following column is a gossip column. WHOEVER IS BLACKEST AMONG YOU There was a lot of accusations of Uncle Tomism being thrown around last Saturday during the countywide precinct caucus to fill the vacancy in the Lake County Recorder’s office. Word is when Ron Matlock threw his support to Crown Point resident Michelle Fajman on the second ballot, folks from Gary who were backing East Chicago candidate Myrna Maldonado, branded Matlock as an Uncle Tom. On the other side of Blackness those from Gary who didn’t support Matlock were also labeled Uncle Toms and Aunt Sallies. To some it didn’t matter if you marched with King, voted for Jesse and Obama for president – if you weren’t for the Black candidate from Gary your Blackness was called into question. Then there were the folks before and leading up to the vote that were say-

ing that Matlock wasn’t qualified for the office, as if his opponents had degrees for the College of Recorders. The sad part about it was that it was Blacks who were saying these things. Seems they forgot that for decades they have been electing whites to county offices that barely had high school diplomas much less college degrees. Nosey knows that there were some people who didn’t have a choice, but to support someone other than Matlock, and we understand that. But for those who are still shackled to the political machine of East Chicago to suggest that someone is an Uncle Tom because they didn’t support Massa’s candidate is at the least disingenuous and at best and all out lie. Just keeping it real. -Nosey– NOT A GOOD NEIGHBOR Seems like Hammond Mayor “Junior McDermott� doesn’t know the meaning of being a good neighbor. Junior hired an Indianapolis lobbyist to block Gary’s effort to get a land based casino cause he doesn’t want any competition for the casino in Hammond. The casino in Hammond is already raking huge profits due to being close to the Chicago market and Junior feels that a land

based casino that would be located along Interstate 80-94 would put a serious dent in Hammond’s profits. Of course this ain’t the first time Hammond has tried to stifle Gary’s economic growth. A while back Gary lent Hammond funds to complete it’s marina and when it came time for Hammond to pay back the funds they reneged. So apparently Junior is following in the footsteps of his predecessor in not being a good neighbor. 54 VOTES FOR SALE Nosey’s Mailbag Dear Nosey: I wonder how much Ron Matlock got for selling out to Hammond Mayor Thomas McDermott. I attended the meeting last Saturday where I witnessed Matlock throw in with Hammond and South County over a minority female to Michelle Fajman. The mayor of Gary, along with a number of Gary precinct committeemen chose to do the right thing in supporting a minority woman, Myrna Maldonado. Matlock, who had been talking about needing to place a Black person in the Lake County Recorder’s office, when he saw that he couldn’t win decided to support a white woman from

Crown Point. Did the mayor from Hammond order Matlock to support the white woman from Crown Point? And if so, what did he get in return for selling out? The mayor of Hammond doesn’t care about Gary. He is using Blacks in Gary to disrupt the Gary precinct organization and Nosey I have heard that the mayor of Hammond wants to get rid of the Chairwoman of the Gary Precinct Organization and replace her with one of his puppets, maybe Matlock or Tommy Berry. I read in the newspaper that the mayor of Hammond

had a lobbyist in Indianapolis work to block legislation that would allow the city of Gary to get a land based casino. It should be quite clear to anyone paying attention that the mayor of Hammond is no friend of Gary. It is also quite clear that anyone supporting the mayor of Hammond is also not a friend of Gary and is not looking out for the city’s best interests. I believe that Ron Matlock in siding with the mayor of Hammond is not acting in the best interest of Gary. Sincerely A Pro Garyite

Taxpayers in Maine, Maryland, Massachusetts, New Hampshire, Vermont, Virginia and the District of Columbia will now send their tax returns to the IRS Kansas City Service Center in Kansas City, Mo. Taxpayers in Indiana and Michigan will send their tax returns to the IRS Fresno Service Center, in Fresno, Calif. Taxpayers in Alabama will send their tax returns to the IRS Austin Service Center in Austin, Texas. The IRS continuously monitors work flow at its centers and makes appropriate adjustments by altering the volume of returns to be sent to each. Taxpayers who use

the envelope provided with the income tax instructions do not have to be concerned with the address change; their returns automatically will go to the correct center. Taxpayers who e-file will not be affected by the address changes. Two out of three filers choose IRS e-file; it’s faster, easier, more accurate and more convenient than filing a paper tax return. For taxpayers who file paper returns, the correct center addresses are on labels inside the tax packages they receive in the mail. Taxpayers who do not receive a package and need the service center address should refer to the back cover of the instructions to Form 1040, Form 1040A and Form 1040EZ.

7,000 ballots turned in for Gary’s 2nd Annual Stellar Gospel Awards By Carmen M. Woodson-Wray Next to Gary’s version of Dancing with the Stars, The Annual Stellar Gospel Awards presented at the Glen Theatre was one of the premiere events in the City of Gary that hosted a standing room only crowd and generated over 7,000 ballots to name religious artists, musicians and people of faith for the year. The 2nd Annual Stellar Gospel Awards—Gary Style is one of the most popular events that the African American Achievers and the Glen Theatre’s Board of Directors Gary has come up with according to its Director and Organizer Dr. Vernon G. Smith. He said, “Although we put on 6 plays a year to maintain the financial obligations of the building and knowing Gary is a Christian community we came with the idea of the awards based on the Stellars shown on television.” Those nominated for the various categories were named based on entries submitted. The top five nominated in each category were then eligible to be voted for from ballots submitted from entries either mailed in or delivered to the theatre. Dr. Smith said the board had no influence on people

named in any category. He said, “The person’s named were from the number of votes that came in.” The show also included performances by praise dancers “God’s Image,” songstress Gloria Morrison, Altoviese Ferguson and Kathy Townsend, saxophonist Mike Turner, The Goodwill Baptist Church Choir and The Sons of Purpose. Those receiving the most votes were: Church of the Year-20th Century Baptist Church; Preacher of the Year-Rev. Benjamin Holmes; Choir of the Year-Clark Road Baptist Church; Choir Director of the Year-Dolena Mack; Organist of the Year-Terry Richardson; Drummer of the Year-Willie Miller; Pianist of the Year-Maulty C. Jewell, IV. Others receiving the most votes were: Group or Duo of the YearHeaven Bound; Male Vocalist of the Year-Rev. Eddie Scott; Female Vocalist of the Year-Momma Rose Dumas; Praise Dancer of the YearEbony Wynslett; Praise Team of the Year-New Nazareth Baptist Church and Radio Personality of the Year-Kenneth Williams. Dr. Smith said next year he would like to add an honorary award category possibly in the name of Mahalia Jackson.

College Goal Sunday provides free help to Indiana students filing for financial aid

Ivy Tech Community College Northwest will host College Goal Sunday at the Gary campus, 1440 East 35th Avenue, and the East Chicago De La Garza campus, 410 East Columbus Drive on Sunday, February 21 at 2:00 p.m. College Goal Sunday is a charitable program of the Indiana Student Financial Aid Association (ISFAA) that provides free information and assistance to Indiana families filing the Free Application for Federal Student Aid (FAFSA). For Indiana students seeking undergraduate admission to a college or technical school in 2010, it is important to file the FAFSA – the form required by educational institutions nationwide – so that it is received by the federal processor by March 10. By filing on time, students have an improved chance of receiving federal and state grants, loans and scholarships, as well as other financial aid. At the event, financial aid professionals will walk through the FAFSA forms and answer families’ individual questions. Students should attend College Goal Sunday with their parent(s) or guardian(s) and bring their parents’ completed 2009 IRS 1040 tax returns, W-2 Forms and other 2009 income and benefits information. If students worked last year, they should also bring their income information. Students 24

years of age or older may attend alone and bring their own completed 2009 IRS 1040 tax return, W-2 Form or other 2009 income and benefits information. Pens and FAFSA forms will be provided, but students are encouraged to bring their own FAFSA forms and their U.S. Department of Education Personal Identification Numbers (PIN) if filing online. An exception to this requirement is available in certain Targeted Areas. 4. The acquisition cost of the Single Family Dwelling may not exceed acquisition costs set from time to time, a listing of which may be obtained from the Authority. 5. The Mortgage Credit Certificate may not be issued in connection with the acquisition or replacement of an existing mortgage.
