Message from the LCCA Executive Director Sooner or later you may join the millions of people who remodel their homes each year. Perhaps it was that moment when you realized that avocado green and harvest gold are no longer the “in” colors for today’s trendy kitchens. Or maybe you had an epiphany one day as you stood in line to use your own bathroom. Whatever the impetus, the thought has crossed your mind: Maybe it’s time to start a home remodel. The reasons for home remodeling are as varied as the projects we undertake.
Jeanette Scibelli Executive Director
Some of these include, adding more space, upgrading cabinets, counters, appliances, and fixture, creating a floor plan that’s customized for your lifestyle, improving energy efficiency with new windows, doors, insulation, and climate control systems, Increasing the resale value of your home The first step is to develop an idea of what you want to do with your home remodel. Write a prioritized list of your needs and wants. Look at magazines and websites and collect pictures of what homes or remodeling projects you like. The more clearly you can envision the project and describe it on paper, the better prepared you’ll be in making your decision. Think about traffic patterns, furniture size and placement, colors, lighting and how you expect to use the remodeled space. If your decision to remodel involves creating better access for someone with limited mobility, you may want to consider contacting a Certified Aging-in-Place Specialist. You may want to improve home efficiency and hire a remodeler for green home remodeling. These projects include replacing windows and doors,
upgrading heating and cooling systems, adding insulation, and other remodeling to make the home more energy-efficient, easier to maintain, and comfortable. Figure out how much money you have to spend on the home remodeling job, furnishings, landscaping or any other cost you might incur. Once you have created a list of what you would like out of your home, the next step is deciding how to accomplish your vision. Hire a Professional Home Remodeler. The best way to ensure your home dreams become reality is through the work of a professional home remodeler. These remodelers are of the highest integrity and standards in the industry. See page 6 “Why Hire a Professional Home Remodeler”. Can you do it yourself? For the handyman or woman, a do-it-yourself project is both rewarding and cost-effective. However, more than 30% of all jobs home remodelers perform come from failed do-it-yourselfers. See page 11 “Should I Hire a Professional Home Remodeler”. Should you move instead? Your needs may exceed what you can or want to do with your existing home. See page 11 “Remodeling –vs- Moving”. If you’ve decided you want to hire a remodeler, contact the LCCA to learn how to choose a professional home remodeler, avoid contractor fraud, and make your dream home a reality.

Hiring a Contractor or Remodeler? What You should Know. ARE YOu PLANNiNg TO HiRE sOMEONE TO WORK ON YOuR HOME OR PROPERTY? iF sO, DO YOuR HOMEWORK. sHOP sMART While the law provides some protection from fraudulent or incompetent contractors, it doesn’t guarantee honest transactions or perfect performance. Protect your investment by being an
informed, cautious consumer. Generally, work that “adds to or subtracts from real estate” must be done by a registered contractor. Contractor registration is also required for anyone who provides construction consultation, develops residential property or “flips” houses. Businesses that provide services such as gutter cleaning, pruning, lawn care or window washing do not need to be registered.
Message from the LCCA
Building or remodeling your home is an exciting project. Many homeowners are intimidated by the prospect of finding, hiring and working with a contractor on a project of this magnitude. You shouldn’t be! Here are some simple things you can do to make this process easier:
3. AsK FOR REFERENCEs: If a contractor has been in business awhile and has been successful, they’ll be happy to share it with you. Ask for references, and then call the references. Don’t just ask about the workmanship, ask about the process and experience as a whole.
1. TAKE iT sERiOusLY: This is probably the biggest purchase you’ll make in your entire life, and you truly have to live with the results. Don’t be afraid to ask questions and ask to have things explained-more than once if necessary. Your contractor wants to build you the home of your dreams, and they want to do it right the first time.
4. gET A CONTRACT iN WRiTiNg: It seems like common sense, but sometimes we all need to be reminded. A home can’t be built with a handshake anymore; you and the contractor both need to protect yourselves with a clear, complete document spelling out responsibilities and payment.
2. DO YOuR HOMEWORK: Make sure your contractor is licensed and bonded, and make sure they don’t have excessive liens against their bond. This information can all be found at the Labor and Industries website.
5. HAVE FuN AND TREAT YOuRsELF: Building a house can and should be an enjoyable experience, and it should be exactly what you want. Splurge on the jetted tub. Have a professional landscaper put the finishing touches on. And call us if you need any referrals.
gET ANsWERs Visit L&I’s Contractor Web site at www.Contractors.Lni.wa.gov, contact your local L&I office or call the toll-free contractor registration hotline at 1-800-647-0982 to learn: N If a contractor is currently registered and for how long. N If a contractor has workers’ compensation insurance for his or her employees. N If there is any pending or past action against a contractor’s bond. N Other business names a contractor may have operated under in the past. N If a contractor has ever been cited for infractions.
BEFORE YOu HiRE A CONTRACTOR OR REMODELER N Plan your project carefully. If you know what you want done and can clearly explain it, you’re less likely to misunderstand instruction or encounter cost overruns. N Interview several qualified registered contractors and solicit written bids. N Verify that the contractors you are considering are registered by looking them up online at www.Contractors.Lni. wa.gov, by phone at 1-800647-0982 or by contacting a local L&I office. N Ask for references and then check them out. If possible, view the work, interview the homeowner and visit a site with work in progress. N Ask for references of suppliers that the contractor works with and check out his or her payment record. N Request a copy of the contractor’s insurance policy to verify what is covered.
N Do an internet search on the owner’s name to look for general comments that might be posted. N Evaluate all the aspects of the bids, including the scope of work, warranties, references, time frames and price. N Request that he contractor post a performance bond for the entire cost of the project if it is more than $6,000. N Try to anticipate problems and inconveniences, such as cost overruns or cleanup, and come to an agreement with your contractor on how they will be handled before the work begins. WHAT is REquiRED BY LAW? N In In Washington, all contractors who perform work or who advertise or submit bids in this state must be registered with the Department of Labor & Industries (L&I), post a bond and carry general liability insurance coverage.
N All registered contractors must carry general liability insurance coverage in the amount of $50,000 property damage and $200,000 public liability or $250,000 combined single limit. (Note: This requirement does not pertain to electrical contractors. Te l e c o m m u n i c a t i o n s
contractors must carry $170,000 in general liability insurance.) N A contractor must have a current business license, and if the contractor has employees, he or she must have workers’ compensation coverage.
N A contractor must provide a “Notice to Customer” disclosure statement to you for any residential project with a projected cost of $1,000 or more, and any commercial project of $1,000 to $60,000.
ONCE YOu HAVE CHOsEN A CONTRACTOR OR REMODELER: 1. Obtain a written contract that includes price, payment terms, sales tax, permit fees (if applicable), the specific work to be performed, materials to be used, warranties and start and end date. It is also a good idea to include change-order processes, final review and signoff procedures and cleanup. 2. Ask for a disclosure statement prior to work starting. Sample disclosure statements are available on the L&I web site and at local L&I offices. 3. Make frequent inspections and consult your local building department about required permits. Make sure that all permits are in place and that inspections are in order. 4. When advancing money for materials, it may be possible to make checks payable to both the contractor and the supply house or to pay the supply house directly. 5. Put all change orders in writing and ask questions as work progresses. Avoid verbal contracts, and be very cautious about paying for work that has not been completed. 6. Request signed lien released from all major subcontractors and suppliers on your job before making final payments.
BE WARY OF CONTRACTORs WHO: • Provide credentials or references that can’t be verified. • Offer a special price only if you sign today or use other highpressure sales techniques. • Accept only cash, require large deposits or the entire cost up front or ask you to make the payment in their name. • Do not provide a written contract or complete bid. • Ask you to pick up the building permit. In most instances, the contractor is required to take out the permits. Permits are your protection and help ensure that work will meet local building codes. • Offer exceptionally long warranties. • Want to do most or all the work on weekends and afterhours. • Give you an offer that sounds “too good to be true.” PROTECT YOuRsELF WiTH PERMiTs Manufactured/Mobile Home Permits L&I has statewide responsibility for approving plans and inspecting both new and altered manufactured/ mobile homes and recreation vehicles for safety. For more information go to www.FAS.Lni.wa.gov BuiLDiNg PERMiTs Contact your local county or city building department. ELECTRiCAL PERMiTs L&I performs most inspections throughout the state, but some cities do their own
electrical inspections. For more information, go to www. ElecPermit.Lni.wa.gov. AVOiD LiEN PROBLEMs Ask for the legally required disclosure statement that advised consumers about lien releases. If any supplier of materials, worker or subcontractor is not paid, a lien may be filed against your property to force you to pay. You could pay twice for the same work. Or worse, an unpaid lien could lead to foreclosure on your home. (For remodeling projects, liens can only be filed for the amount left unpaid to the general contractor.)
ask your general contractor to provide you with lien release documents from the supplier or subcontractor who has sent this notice. The contractor is required to provide you with more information about lien release documents if you request it.

Should I Hire a Professional Home Remodeler? Do-it-yourself (DIY) projects have skyrocketed in popularity in recent years on the heels of popular home improvement shows and publications. And, for certain small projects, a DIY project can be rewarding and fun - if you are prepared and have the proper skills. But before you start knocking down walls and taking out wiring, ask yourself the following questions: • Do you have a clear idea of what you want your project to look like? • Do you have the time to complete this project (be realistic!)? • Have you ever undertaken a project like this before? • Do you know everything you will need (materials, tools, etc.) to complete the project? • Are you familiar with the applicable building codes and permits? • Do you enjoy physical labor? • Do you have all the tools you will need? • Do you have the necessary skills for this project? • If not, do you have the time and resources to learn these skills? • Where will you obtain the necessary materials? • If you cannot complete the project according to your original schedule, are you (and your family) prepared to handle the resulting inconvenience? • Will you need assistance with this project? If so, who will
assist you? Do they have the time and skills required for this project? • Do you understand all the safety issues associated with this project? • Are you familiar with the architecture and structural makeup of your home (i.e., how knocking down one wall will affect the rest of the structure)? • Have you considered the hidden costs associated with doing it yourself - time, tools, and the possibility that you may actually decrease the value of your house if the result isn’t up to professional standards? It is easy to look at the cost of hiring a professional remodeler and think only of labor and materials. But remember that a professional remodeler offers you an important service - years of experience, the right tools, a network of suppliers and subcontractors, and an in-depth understanding of legal regulations, cost estimating, scheduling, and the latest construction techniques and materials. Source: National Association of Home Builders
similar, but much more costly alternative, is to have a brand new custom home designed and built. • Remodeling means that you don’t have to give up a familiar neighborhood and schools. • Remodeling is a more efficient use of your financial resources. According to the American Homeowner Foundation, selling your home and moving typically costs about 8-10% of the value of your current home. And much of this goes into moving expenses, closing costs, and broker commissions - items that have no direct impact on your home’s quality. • Remodeling can be stressful, but few experiences are more stressful than moving. While there are many reasons that people choose to remodel, the bottom line is that remodeling makes your home a more enjoyable place to live. The intangible value of this pleasure needs to be considered, along with any resale value you hope to gain. But there is no doubt that, as far as improving the sale of your home, all remodeling projects are not created equal. The general rule of thumb is that any remodeling project that
brings your home up to the level of your neighbors’ is a worthy investment. But it doesn’t pay to be the most expensive house on the block - real estate experts recommend that a remodeling investment should not raise the value of your house to more than 10-15% above the median sales price in your neighborhood. Remember that potential buyers will compare your home to ones newly built. Therefore, you’ll want to look at the design trends and amenities being built into new homes. Great rooms (open kitchen/family room arrangements), master bed and bath suites, and higher ceilings are a few of the features sought by today’s home buyers. Each year, Remodeling magazine conducts its “Cost vs. Value” report to assess which remodeling projects create the greatest return on investment. Not surprisingly, kitchens and baths regularly come out on top. These are two of the most used rooms in the home, and they receive the most scrutiny from potential buyers. Source: National Association of Home Builders
Remodeling –vs- Moving If you want to change your home, your other option besides remodeling is to find a new one. But more and more American families are deciding to stay put and improve their existing home. Here are some of the reasons: • Remodeling allows you to customize your home to meet your needs and desires. The only

“He is not only willing to go the extra mile to help his clients, he is eager to do it. He showed us houses on weekends, during lunch breaks, or any other time that we wanted, and always greeted us with a smile and an eagerness to help us find the right house for us. Mike was very helpful navigating the negotiation process and was willing to bring papers to our residence to sign at our convenience. I have never seen a realtor work harder or with a better attitude than Mike Wallin.” Matt and Shannon “Mike helped us to find the perfect home. He was very persistent and perceptive about our needs. Once he found the house he made sure things moved along and we were into the home in record time. Even after the sale closed and he received his commission, he stayed with the purchase until we were totally satisfied.” Wes and Cindy “He was honest, trustworthy, dependable, and extremely easy to get in contact with. Mike understood they style and era of home we were looking for and provided feedback for all available homes on the market. His diligence allowed us to purchase our dream home. He was always there to answer questions or let us view a house. His knowledge and professionalism provided quality service and a beautiful new home.” Aaron and Krista

Message from the 2012 Lower Columbia Association of REALTORS® (CCAR) President
Mike Wallin 2012 CCAR President
Being a REALTOR® is a full time public service that requires a discerning disposition of the real estate industry, housing market, our communities, the economy, and government actions. A real estate agent is a REALTOR® when he or she is a member of the NATIONAL ASSOCIATION OF REALTORS®, The Voice for Real Estate® -- the world’s largest professional association, a membership that comes with much responsibility. REALTORS® are pledged and held to a strict Code of Ethics and Standards of Practice. Working for America’s property owners, the National Association provides a facility for professional development, research and exchange of information among its members and to the public and government for the purpose of preserving the free enterprise system and the right to own and transfer real property.
The Lower Columbia and Washington State Associations focus on building strong communities and advocating for a high quality of life here at home. We’re involved in the communities in which we live and work and we’re dedicated to advocating for sound public policy that protects property rights and the American dream of homeownership. Through our government affairs, political action, and community involvement we’re able to use our expertise to protect our clients before and after and in addition to the closing of a sale. So when you’re considering your next real estate transaction, ask whether your real estate agent is a REALTOR®. Mike Wallin 2013 LOCAR PRESIDENT and RPAC CHAIR

FIRE SAFETY FACTS Each year, more than 4,000 Americans die in fires, more than 25,000 are injured in fires, and more than 100 firefighters are killed while on duty. Eighty three percent of all civilian fire deaths occurred in residences. Many of these fires could have been prevented. Cooking is the third leading cause of fire deaths and the leading cause of injury among people ages 65 and older. Direct loss due to fires is estimated at nearly $8.6 billion annually. Intentionally set structure fires resulted in an estimated $664 million in property damage. In order to protect yourself, it is important to understand the basic characteristics of fire. • Fire is FAST. In just two minutes, a fire can become life- threatening. In five minutes, a residence can be engulfed in flames. • Fire is DARK. Fire produces gases that make you disoriented and drowsy. Instead of being awakened by a fire, you may fall into a deeper sleep. Asphyxiation is the leading cause of fire deaths, exceeding burns by a three- to- one ratio. • Fire is HOT. Heat and smoke from fire can be more dangerous than the flames. Inhaling the super-hot air can sear your lungs.
FIRE PREVENTION TIPS BEFORE A FIRE
The following are things you can do to protect yourself, your family, and your property in the event of a fire:
SMOKE ALARMS AND CARBON MONOXIDE DETECTORS
• Install smoke alarms. Properly working smoke alarms decrease your chances of dying in a fire by half. • Place smoke alarms on every level of your residence, including the basement. • Install a working carbon monoxide detector in the common area of the bedrooms. • Test and clean smoke alarms once a month and replace batteries at least once a year. Replace smoke alarms once every 10 years.
COOKING SAFETY
• Never leave cooking unattended. • Always wear short or tight-fitting sleeves when you cook. • Keep towels, pot holders and curtains away from flames • Never use the range or oven to heat your home.
ESCAPING THE FIRE
• Have an escape plan. Review escape routes with your family. • Make sure windows are not nailed or painted shut. • Teach family members to stay low to the floor, where the air is safer, when escaping from a fire. • In high-rise, never lock fire exits or doorways, halls or stairways. Never prop stairway or other fire doors open.
HEATING SOURCE
• Place space heaters at least three feet away from flammable/ combustible materials. • Use only the type of fuel designated for your space heater.
MATCHES/LIGHTERS AND SMOKING
• Keep matches/lighters away from children. • Never smoke in bed or when drowsy or medicated. • If you must smoke, do it responsibly.
ELECTRICAL WIRING
• Inspect extension cords for frayed or exposed wires or loose plugs • Make sure outlets have cover plates and no exposed wiring. • Make sure wiring does not run under rugs, over nails, or across high traffic areas. • Do not overload extension cords or outlets.
ASK THE FIRE DEPARTMENT TO INSPECT YOUR HOME FOR FIRE SAFETY AND PREVENTION DURING A FIRE If your clothes catch on fire, you should: • Stop, drop, and roll until the fire is extinguished.
DO NOT PANIC
• Do not assume someone else already called the fire department get out of the house then call the Fire Department.
ESCAPE A FIRE
• Check closed doors with the back of your hand to feel for heat before you open them. • If the door is hot do not open it. Find a second way out, such as a window. If you cannot escape through a window, hang a white sheet outside the window to alert firefighters to your presence. • Stuff the cracks around the door with towels, rags, bedding or tape and cover vents to keep smoke out. • If there is a phone in the room where you are trapped, call the fire department again and tell them exactly where you are. • If the door is cold slowly open it and ensure that fire and/or smoke is not blocking your escape route. If your escape route is blocked, shut the door and use another escape route. • If clear, leave immediately and close the door behind you. Be prepared to crawl.
AFTER A FIRE
• Once you are out of the building,
STAY OUT!
Do not go back inside for any reason. • If you are with a burn victim or are a burn victim yourself call 911, cool and cover your burns until emergency units arrive. • If you are a tenant contact the landlord. • Tell the fire department if you know of anyone trapped in the building. • Only enter when the fire department tells you it is safe to do so.
FIRE SAFETY IS YOUR PERSONAL RESPONSIBILITY… FIRE STOPS WITH YOU!

To most communities, new business means more business. The economic spillover from the addition of a plant or factory benefits not only its employees and their families, but the entire community as well. The flow of payroll dollars into local cash registers and bank accounts results in a net gain to the local economy. Increases in other sectors of employment, plus increases in population, school enrollment, and overall growth, reflect the general economic expansion generated by new business. The overall goal is to develop an increased tax base providing a better quality of life for our businesses and citizens. Additionally, it is a sustainable economy that the CEDC is attempting to grow and promote in Cowlitz County. Sustainability is often defined as meeting the needs of the present without compromising the ability of future generations to meet their own needs. Economic Development is not the end, but rather the means to an end, which is ultimately a higher quality of life for Cowlitz County. Information Provided by:

1-888-577-1206 or 577-1206 Crime Stoppers Security Tips Cowlitz County is a great place to live, but the same crimes that plague the major cities and urban areas also occur here too. If you don’t take some precautions, you could become a crime victim. We offer some helpful ideas that you may wish to utilize.
1. Lock your doors and windows and also lock your garage and any other out building that you have, when you’re not around.
2. Utilize solid core doors as they are much more difficult to break into and have a dead bolt lock with at least a one- inch throw on all main entries to both your home and garage.
3. Have peep holes in your doorso that you can screen visitors before opening the door.
4. Have good lighting on the exterior of your residence to discourage potential criminals from your house.
5. Leave lights on at your residence, when you are gone and make it look as though you are home.
6. If gone for an extended period of time, obtain automatic timers that turn lights on and off.
7. When leaving for more than a couple of days, have your mail and newspaper canceled or picked up by a friend.
8. Don’t leave the impression that you are not there.
9. Consider an alarm system. They are quite affordable now days and can be set up to activate an exterior alarmon your residence that will scare most intruders away or they can go to a
monitored alarm station where the alarm company will call the police, where there is an activation. These alarms can offer peace of mind for you know that your property is protected while you are gone. In addition to burglary intrusion alarms, most of these alarms will also trigger in the event you should have a fire. This can be beneficial whether you are home or away. 10. MARK AND RECORD YOUR PROPERTY. Record your make, model, serial number and other identifying features of your property and valuables. If the item does not have a serial number that can be recorded, engrave your driver’s license number on the item, if possible.
11. Photograph and/or video tape your property and your entire home. This will be very helpful, if you should have a burglary, theft or a fire loss and will help you to recall what you own.

Beware of Unscrupulous Contractors It’s an unfortunate fact of life that after a natural or man-made disaster, there are people who will try to profit from a community’s misfortune. Tornadoes, floods, hurricanes, earthquakes, wildfires, windstorms and other disasters can destroy lives and property without warning. Sadly, in the wake of the tragedy, unscrupulous contractors often flock to an area to take advantage of the distressed home owners who are trying to repair the damage or rebuild their homes. But a fly-by-night contractor is one disaster you can prevent if you pay attention to some common warning signs. In fact, it makes sense to look for these signs when you are evaluating any potential contractor, whether it’s for post-disaster repairs or a planned-for renovation to your home.
Here are some common warning signs: Price and payment
• You’re told you have to sign the contract today to get the quoted price, and that if you sign later the price will be higher.
• You’re asked to pay the full cost in advance, before work begins. Paying a deposit of anywhere from 20 percent to 50 percent is common, however.
• You’re asked to pay cash to a salesperson instead of a check, money order or credit card to a company.
• The salesperson says you’re getting a special low price because you’ve been “chosen” as a demonstration project.
• The contractor asks you to sign over your insurance settlement check to him instead of paying him directly.
Continued on page 43
2012 LCCA / LOCAR Membership Directory 43
References
• The contractor doesn’t have a verifiable mailing address for his business.
• The business has complaints that have not been resolved against them with the Better Business Bureau. You can find the nearest Better Business Bureau location at www.bbb.org/us/find-a-bbb/.
• The contractor won’t provide references for past work, or the references can’t be reached.
• The business has a bad review – or doesn’t even appear – on consumer websites such as Angie’s List (www.angieslist.com).
Contract and completion
• You’re told that “a contract won’t be necessary.” Make sure you insist on a complete and clearly written contract signed by you and the contractor.
• You’re expected to make final payment before the job is completely finished and you are fully satisfied with it. Find out if any of the work requires city or county inspection, and make sure that is done and you have paperwork to prove it before you make the final payment.
Paying attention to these warning signs will help you select a contractor who will do quality work, and stand behind it. To learn more about finding a reliable contractor with an established business in our community, contact the Lower Columbia Contractors Association at 360-425-8820.

Preventing Injury, at home, at play, and on the way.
Fire Prevention Tips
A small fire can grow into a deadly one within one or two minutes. To help prevent a tragedy, closely inspect your home to eliminate potential hazards. Prepare your home for an emergency, and teach your family about the dangers of fire and how to escape. Put a smoke alarm on every level of your home, outside each sleeping area, and in every bedroom. Smoke alarms can be battery-operated or electrically hardwired in your home and are available at a variety of price points. If you have hearing problems, use alarms with flashing strobe lights and vibration. Test smoke alarms every month. Replace batteries once a year, even if alarms are hardwired. Test your smoke alarms at night to see if your child will wake up and respond to the alarm. Children sleep more deeply and may not wake up. If your child does not wake up to the alarm, try an alarm where you can program your voice to alert him or her. Mount smoke alarms high on walls or ceilings since smoke rises. Ceiling-mounted alarms should be installed at least 4 inches away from the nearest wall. Wall-mounted alarms should be installed 4 to 12 inches away from the ceiling. Replace all smoke alarms every 10 years. Consider installing both ionization alarms, which are better at sensing flaming fires, and photoelectric alarms, which are better at sensing slow, smoky fires, or dual sensor alarms. Consider installing a home sprinkler system. Plan and practice several escape routes and a safe place to meet outside. Plan and practice two escape routes out of each room of the house. It is important to have an alternate escape route in case one is blocked by fire. Have a designated person to help young children and others who might have difficulty escaping. Fire drills should be practiced at least twice a year. Home fires and home fire-related deaths are more likely to occur during cold-weather months, December through February. Practice your escape plan at night to see if your child awakes to the smoke alarms.
Designate an outside meeting place, so all members of the family can be accounted for quickly. Once you are outside, call the fire department or 911 from a cell phone or neighbor’s phone. Teach safety. A child who is coached properly ahead of time may have a better chance of surviving. Children should know the sound of the smoke alarm. When they hear it, teach them to get outside quickly and crawl low if there is smoke. Touch doors with the back of your hand before opening them. If the door is hot, use an alternative exit. Teach children never to go back into a burning building for anything such as a toy or pet, and to call the fire department or 911 from a neighbor’s home or a cell phone outside. Teach children that if their clothes catch on fire, they should immediately stop, drop to the ground and roll themselves back and forth quickly to extinguish the flames. Take children to your local fire station for a tour. Children will be able to see a firefighter in full gear and learn that he or she is someone who saves children – not someone to be afraid of or hide from. Teach children to never touch or play with matches, candles, gasoline or lighters. Be sure you are not teaching your children bad habits. Do not let them see you smoke in bed or disconnect smoke alarm batteries. Check the kitchen for preventable hazards and supervise children at all times in the kitchen. Keep children away from cooking and heating appliances. Never leave the kitchen while cooking and never leave a child alone. Keep anything that can catch fire away from your stovetop. Cook with pots and pans on back burners. Turn handles away from the front. Eliminate other potential hazards. Keep matches, lighters, and gasoline locked away and out of children’s reach. Keep flammable items such as clothing, furniture, newspapers or magazines at least three feet away from the fireplace, heater or radiator. Store all flammable liquids such as gasoline outside of the home. Place space heaters at least 3 feet from anything that can catch fire such as curtains or papers. Always turn space heaters off when leaving the room or going to bed. Plug an electric space heater into an outlet with enough capacity. Never plug it into an extension cord. Place covers over unused electrical outlets and avoid plugging several appliance cords into the same electrical socket. Replace old or frayed electrical wires and appliance cords, and keep them on top of, not beneath rugs. Establish a “Kid-Free Zone” around fireplaces, including gas fireplaces, and wood burning stoves. Glass fire screens can get very hot. Never leave a burning candle unattended. Place candles in a safe location away from combustible materials and where children or pets cannot tip them over. Have chimneys cleaned and inspected once a year.

Help Protect Your Home and Family in Winter Storms Every year, dozens of Americans die and thousands more are injured due to winter weather related hazards. Others inadvertently suffer from carbon monoxide poisoning or start a home fire by misusing alternative heat sources when riding out a bad winter storm. It doesn’t have to be that way. With a little preparation and a good plan, you can help stay safe at home, at work or even on the road in dangerous winter weather. Wherever you go, UL can help you stay one step ahead of safety concerns. WINTER WEATHER TERMS It’s important to be aware of potentially threatening weather in your area. The National Weather Service uses the following terms for all winter weather hazards. Here’s what they mean and what you should do. Be sure to listen to your local officials reports of conditions in your area. OUTLOOK: Winter storm conditions are possible in the next 2-5 days. Stay tuned to local media for updates.

WATCH: Winter storm conditions are possible within the next 36-48 hours. Prepare now! WARNING: Life-threatening severe winter conditions have begun or will begin within 24 hours. Act now! ADVISORY: Winter weather conditions are expected to cause significant inconveniences and may be hazardous. If you are cautious, these situations should not be life threatening. BEFORE THE STORM When a storm strikes in the winter, an entire community can be paralyzed and you can become stranded at home. The greatest threats to your family are loss of heat, power and a shortage of supplies. Before the winter season, update your Family Emergency Kit to include winter-related needs. A Winter Weather Survival Kit should include: • Five days’ worth of non-perishable food and water • Can opener • Flashlight • Portable emergency radio (hand-crank, solar- powered or battery-operated) • Batteries • Any prescription medication needed by family members • First aid kit • List of phone numbers for relatives • Neighbors and utility company phone numbers and information • Pictures and descriptions of your family • If you have pets, include five days’ worth of canned pet food and water, sturdy leashes, harnesses or carriers, current photos/ descriptions and a litter box. • Emergency heat source (space heater, fireplace supplies) • UL Listed Fire extinguisher, smoke alarm • Matches in a waterproof container Every family should also review their Home Safety Plan to be sure that they are ready in case of an emergency. Oftentimes, snow/ice will change your potential escape routes, so be sure to review the changes and challenges that winter weather might create. Each year, families

should also double-check their snow removal equipment to be sure that it is in good working condition and ready to go. DURING THE STORM During a storm, loss of power and the ensuing cold along with being cut-off from supplies and emergency services can cause potentially life-threatening conditions to your family. The following can help you stay warm and safe: • Stay Inside While the storm is still raging, it’s a good idea to stay warm and protected inside. You can dig out when the weather lifts. If you must go outside, wear layers of warm, light clothing including a hat and gloves or mittens. Be sure to tell someone where you are going and walk carefully on icy paths. • Be Safe with Alternative Heat Alternative heat sources can provide much needed warmth when the power goes out, but be sure to use extreme caution. Children should be kept three feet from any source of heat and you should practice fire safeguards and ventilate properly. See this article on Staying Warm and Safe with Air Heaters (http://www. safetyathome.com/home-safety/home-safety-articles/ stay-warm-and-safe-with-air-heaters) • Place Your Generator Carefully If you have a generator, be sure to place it in a wellventilated, covered area. A shed or other outbuilding is the ideal location. Be sure not to place it in an adjacent garage or in the basement as dangerous carbon monoxide fumes could enter your home. • Stay Warm When the Power Goes Out In the event of getting stuck with no heat source, close off unneeded rooms in your home. Cover windows at night and stuff towels or rags under cracks in doors. Stay warmly dressed with loose layers of lightweight, warm clothing. Pay particular attention to young children as their body temperature can drop quickly. If kids are very active, remove layers to avoid over-heating and subsequent chill when they slow down. • Don’t Forget Food Although you may not have a cooking source, it’s still very important to stay well-nourished and hydrated. Choose high-energy foods that don’t require cooking such as a granola bars or dried fried and nuts.
• Double-Check Your Alarms Even if you regularly test your alarms and replace batteries twice a year, double-check your smoke and CO alarm batteries and be sure that the units are working. Replace batteries if needed. • Prevent Pipe Breaks If the temperature is extremely cold, water pipes can freeze and burst due to the pressure. To help prevent this from happening, open the cabinet doors if pipes are enclosed under a sink to help keep them warm. Also, close garage doors if you have exposed water pipes inside. Running the water at a trickle can also help prevent potential freezing. The best prevention is also preparation – be sure pipes are properly insulated before the winter season. AFTER THE STORM After the storm is over, it’s time to clear away the snow and prevent potential flooding and icing. Here are a few ways to help stay safe: • Clear Paths Clear a safe path from your home to the street and driveway. Be sure to clear off any nearby fire hydrants as well as your house number so that it is clearly visible. • Clear Drains Although you’re dealing with snow, flooding is also a huge safety concern as the snow melts. Be sure to clear any storm drains of debris and check your gutters as well. • Shovel Safe Dress in warm layers while shoveling and be sure not to get overheated. Hydrate regularly and take frequent breaks. It is easy to over do it, so pay attention to how your body is feeling. • Stay Home If possible, avoid driving until the roads have been fully cleared. This helps keep you safe and makes it easier for emergency personnel to get around. Sources: www.nws.noaa.gov www.redcross.org
