Hit by earthquakes, Puerto Rico waiting on billions for hurricane relief By Erica Werner The Washington Post WASHINGTON - As Puerto Rico weathers devastating earthquakes, the island is still waiting on more than $18 billion in federal funding that was designated after hurricanes that struck more than two years ago. The holdup has continued past a congressionally mandated deadline last fall for more than $8 billion of the aid to be officially announced. As aftershocks continue to shake the U.S. territory after a 6.4-magnitude earthquake Tuesday morning, Democrats are questioning whether the federal government will give Puerto Rico what it needs to recover this time. “I think it puts a considerable burden on the administration to show good faith,” said Rep. David Price, D-N.C., pointing to President Donald Trump’s history of criticizing Puerto Rico and moving to slow the disbursement of money. “And in this case, good

faith involves not just responding to this latest disaster, but cleaning up from the previous one as well.” An ongoing dispute over Puerto Rico could also become an issue in the presidential election. Residents of Puerto Rico cannot vote in federal elections, even though they are U.S. citizens, but many live and cast ballots in Florida, a critical swing state. Trump’s opposition to sending aid to Puerto Rico stalled a major nationwide disaster relief bill last year and led to disputes with Democrats. The island’s governor at the time, Ricardo Rosselló, described Trump as a “bully” and threatened to punch him in the mouth. Rosselló resigned in August amid political pressure and sweeping protests. Trump repeatedly said that he had done more for Puerto Rico than any other U.S. president and that his concerns about sending more money to the

HUD officials and the White House Office of Management and Budget (OMB) have defended the administration’s response to Puerto Rico. Trump approved an emergency declaration for the island on Tuesday, which will allow for $5 million to be spent on emergency services in response to the earthquake. Larger amounts could follow if the island’s governor requests a major disaster declaration. The extent of the damage from the quakes has yet to be determined, and it is unclear how much money would be required to respond. At least one casualty was reported, and there have been widespread power outages. “This administration has been working to support recovery efforts

Over $90 billion has been forecast to be spent on Puerto Rico recovery relief, which is unprecedented,” said OMB spokesman Chase Jennings. “Under President Trump, Puerto Rico has received more recovery funds than at any time in U.S. history. Sen. Rick Scott, R-Fla., said in an interview that the federal government “ought to try to release money as fast as they can.” He added that he was staying in touch with Puerto Rico’s leaders and representatives, as well as federal agencies, to ensure the territory’s needs would be met. Scott said he was confident Trump had “committed to do the right thing.”

Spike Lee will be first black president of the Cannes Film Festival jury By Sonia Rao The Washington Post The Cannes Film Festival announced Tuesday that Spike Lee would serve as president of the jury in May, making the American director the first black person to do so in the French festival’s 73-year history. In a statement signed from “Da People’s Republic of Brooklyn, New York,” Lee detailed his history with the prestigious festival dating back to his 1986 debut feature, “She’s Gotta Have It,” which won the Prix de la Jeunesse, an award honoring young directors. Lee, 62, has since returned to Cannes six times. His most recently chosen

film, 2018′s “BlacKkKlansman,” won the Grand Prix, or second place overall. “In this life I have lived, my biggest blessings have been when they arrived unexpected, when they happened out of nowhere,” Lee wrote. “When I got the call that I was offered the opportunity to be President of Cannes Jury for 2020, I was shocked, happy, surprised and proud all at the same time.” “BlacKkKlansman,” a thriller starring John David Washington as a black police officer who infiltrates a local Ku Klux Klan chapter in the late 1970s, marked Lee’s return to the Cannes competi-

Australia air-drops vegetables for animals stranded by fires By Kim Bellware The Washington Post Thousands of pounds of sweet potatoes and carrots rained down from the sky over New South Wales last week in an effort to feed endangered species like the brush-tailed rock-wallaby whose food sources have been destroyed in Australia’s historic wildfire season. The helicopter-aided effort was the most widespread food drop ever conducted for the endangered wallabies, NSW Environment Minister Matt Kean said in a statement Sunday. “The wallabies typically survive the fire itself, but are then left stranded with limited natural food as the fire takes out the vegetation around their rocky habitat,” Kean said. “The wallabies were already under stress from the ongoing drought, making survival challenging for the wallabies without assistance.”

The aid for the brushtailed rock-wallaby is the latest effort by Australian officials and conservationists to save what they can in one of the most diverse — and now devastated — biodiverse habitats in the world. An estimated 1 billion animals have been lost in the fires as scientists warn that species of mammals, birds, insects, fungi and plants may have been wiped out before they were even discovered. Even animals that survive the fires are still at risk. If their habitat is gone, “it doesn’t matter,” Manu Saunders, a research fellow and insect ecologist at the University of New England in Armidale told The Washington Post. “They’ll die anyway.” Amid scenes that aid workers have described as “apocalyptic,” burned landscapes are littered with animal carcasses. The toll the fires have

The crisis, however, has pushed Prime Minister Scott Morrison to shift ever-so-slightly on his government’s approach to climate policy as the fires have killed 27 people and torched millions of acres of land equivalent to the size of South Carolina. Morrison, however, stopped short of calling for significant cuts to carbon emissions or taking action that some say could have a negative economic impact on the country’s energy sector. He tried to distance the government’s position on climate change from the climate skeptic, pro-coal stance held by both the center-right coalition of his Liberal Party and members of his own cabinet. Kids need a strong network of supportive adults By Anna Nordberg Special to The Washington Post Growing up, I lived in an apartment next door to one of my best friends. At Halloween, we’d gallop down the stairwells of each building together, raking in candy. When we were in high school, I went over to her house every Wednesday to watch Beverly Hills 90210. And when my mother was dying and my father was with her in the hospital, it was my friend’s family I stayed with, and her parents who made me feel like one of their own. Years later, her mother officiated when I married my husband. My brother and I grew up with a lot of adults in our life - aunts and uncles and godparents and family friends we’d known since we were born. My parents were good at friendship, even as busy professionals with young kids, and they did the things that actually have to be done to keep friendship strong - making plans, cooking dinners, carving out time to get together. Recently my brother and I were talking about resilience and our own small kids, and this sprawling, loving network of grown-ups came up. “They were people we could have called for help if we needed to,” my brother said. “We never did, but we could have.” In some ways, just that knowledge was enough. Now that I’m a parent, I want to make sure my children have a similar support network. “You can’t have too many adults who love your kid,” says Bruce Feiler , author of “Council of Dads,” which is being turned into a TV series that will air on NBC in March. Faced with a rare cancer diagnosis in 2008, Feiler reached out to six friends and asked them to be part of his twin daughters’ lives. “Anthropology has a term for this, the alloparent,” Feiler says. “It means someone who provides care to a non-descendant. In the past, parents died much more frequently, or might need to be away from the child for long periods of time, so it literally did take a village to raise that child.” Feiler notes that our current mode of living

- alone in our homes, often far from extended family, valuing privacy - has inadvertently worked to wipe out this support system. In addition, “friendship is under a lot of pressure in our culture today,” Feiler says. In many families, parents are working outside of the house and are protective of the time they spend with their children at home. While this is positive for families, “it means we don’t see our friends as much,” Feiler says. When he received his diagnosis, he gave a lot of thought to the men he wanted to play a role in his daughters’ lives, especially if he did not survive. “What I did unknowingly, out of instinct and fear, is create this different kind of person - not family but more than a friend,” Feiler says. “A special category that has made all of us feel connected and has created a kind of reciprocity with one another’s children.” Feiler wrote letters to each friend. If you’re looking to create your own alloparent village, you can do that too, or it can be more informal. A group of friends can agree to play a role in all of their children’s lives. Each parent can form their own council of moms or dads. Another route is to simply put effort into spending time with other families and let the bonds develop naturally. As kids get older, the role of trusted adults other than parents only grows in importance. “It’s very useful for a young person to get something that’s like parenting advice from a person who doesn’t have parenting skin in the game,” says Lisa Damour, a clinical psychologist who works with adolescent girls and is the author of “Under Pressure” and “Untangled.” While it makes sense that teenagers are going to seek emotional independence from their parents during adolescence, Damour says, that doesn’t mean they’re ready to operate without adult guidance. That support can come from teachers as well as family friends, and parents should welcome these relationships, as long as boundaries are being maintained. “Good schools understand that you’re not

going to educate a child well unless you’re supporting the whole child,” Damour says. “It makes sense that teachers develop appropriate and supportive relationships with students that go beyond the class work.” What that looks like is “an adult who has an incredible fondness for your child, but does not see you as competition,” Damour says. “When a child comes to me, I always think, ‘What would I want another adult to say to my kid in this situation?’ “ It can also be comforting to parents to remember that no matter how good their advice is, in the normal course of development teens will want to reject it. That’s why it’s helpful for them to have a network of other adults they can turn to.

Feiler says one mother reached out to him about forming her own Council of Moms, saying she put a list of names on the refrigerator and told her kids they could call these people, no questions asked, and talk to them about anything - drinking, identity issues, relationships. I’ve found most adults will be happy to play a role in your child’s life, because even with all the chaos of modern life, we are primed to care about other people’s children. The joy I take in my nephews and nieces is a given, but one of the surprising gifts of adulthood is how much I care about my friends’ kids, with all of their strange and charming quirks. I am always honored when a friend reaches out to me for help with a play date or a drop-off, because it

shows they trust me and think their child will be comfortable with me. While the concept of a parenting village has lost steam in recent years, Feiler notes that we may be poised for the pendulum to swing back. Parents are stretched and need each other for the endless schlepping of carpools and games and birthday parties. And there are many single parents and same-sex couples raising families who may want an adult of the other gender to play a role in their children’s lives. Each phase of life presents different opportunities to build and adjust that circle of support, as your child finds new interests and faces challenges. “Remember that the adults that are in your child’s life are not a museum, not Library of

Congress,” Feiler says. “You can change them.” Or keep adding to them. Last Halloween, we went trick-or-treating with our neighbors, who are close friends and have kids about the same age as ours. When we got home, my 5-year-old daughter plopped down on my friend Emily’s lap and embarked on an animated conversation, involving several props. I watched this unfold for about five minutes. The happiness on my daughter’s face delighted me, but what surprised me was how much my friend’s kindness and ability to be present for her moved me. And I realized the connection between them was as important to me as it was to my daughter. I guess we all need a village.

Tortoise whose sex drive helped save his species is retiring By Brittany Shammas The Washington Post The Española Giant Tortoise was once considered beyond saving. After decades in decline, just over a dozen were left on the Galapagos island by the 1970s, most of them female. Their numbers were so sparse that some likely had gone decades without encountering another tortoise. Extinction seemed inevitable. Then Diego came along. Flown in from the San Diego Zoo in 1976, the extremely sexually active tortoise went on to father upwards of 800 offspring. His considerable effort helped his species, known scientifically as Chelonoidis hoodensis, rebound to a population of 2,000. It also turned him into a star, his sexual prowess the subject of articles in newspapers across the globe. Now, the ancient tortoise is headed for retire-

ment. Officials with the Galápagos National Park service announced Friday their breeding program has been so successful that it is being terminated. Diego, who’s believed to be over a hundred years old, will be released from captivity and returned to the wild. Not that it’ll slow his storied sex drive. “He might actually amp it up,” said James Gibbs, a professor of environmental and forest biology at the State University of New York in Syracuse who has assisted in the Galapagos program. “I don’t know — we shall see.” Little is known about Diego’s early life. The long necked, yellow-faced tortoise is thought to have been picked up in Española during a scientific expedition sometime between 1900 and 1959. At some point, he landed at the zoo. When scientists discovered that Chelonoidis hoodensis was its own

species, and that Diego was one of the few still in existence, he was brought back to the Galapagos for the breeding effort. The tortoises had nearly died out, Gibbs said, after serving as food for whalers, colonists and others who passed through the islands. It did not help that settlers introduced goats, which depleted the cacti the massive turtles relied upon for food, water and shade. Through captive breeding, which the Galapagos began in 1965, scientists have worked to restore the population of threatened tortoise species. The Giant Tortoise Restoration Initiative has an ambitious goal: to bring tortoise populations back to their historical numbers. Despite the program’s successes, there was a setback in the case of Lonesome George, who died in 2012 as the last known member of the Chelonoidis abingdo-

ni species. Over decades of mating attempts, he failed to produce any descendants. “Only when George had died did an autopsy reveal it wasn’t lack of potency that impeded his reproduction,” the New York Times reported in 2017, “but a more anatomical ailment affecting his reproductive organ.” Diego had no such difficulty. At the breeding facility, he lived in a corral with his mates, a kind of reptilian Hugh Hefner. He won over the female tortoises who, Gibbs noted, choose whether or not to mate. His popularity was not limited to his own species: Galapagos tourists became fond of him, too. Unlike most tortoises, he isn’t reclusive, Gibbs said, and was often seen exploring his home or mating. He has been known to stare out at each of his visitors. Sometimes, he even hisses at them. “It’s not just that he

has a name and a story,” Gibbs said. “He is a very distinctive tortoise. He has this very bold personality, kind of broken scutes, a big yellow neck. He’s just an out and about tortoise.” With Diego responsible for about 40 percent of the tortoises produced in the breeding program, there is debate among scientists over the consequences of having such a small gene pool. Gibbs said that this “bottleneck effect” is a concern, though the true impact won’t be known until it is tested over time. The Galapagos National Park said in its statement that researchers had decided to end the breeding program and release the tortoises after using mathematical models to predict population changes over the next hundred years. “The conclusion was that the island has sufficient conditions to maintain the tortoise population, which will

continue to grow normally — even without any new repatriation of juveniles,” said Washington Tapia, director of the Giant Tortoise Restoration Initiative. That result, Gibbs said, offers a hopeful message for conservation efforts across the world. “I don’t know what’s been the most successful species restoration campaign; there are many,” he said. “But this one is very, very inspirational, that we can truly take something written off as extinct to fully recovered, and let them carry on.” Diego is set to be released within the next few months, after being quarantined to avoid carrying seeds from plants that are not native to Española. Then, Gibbs said, he’ll likely be released along with the other captive tortoises to a cactus-rich area in the middle of the island. Given his “spryness,” he could live another 20 years.

But after initial questions about the glowing article — a Q&A with five women working at Facebook and Instagram, boasting a “behind the scenes” look — Teen Vogue added an editor’s note beneath the headline that read, “This is sponsored editorial content.” Shortly after, that note disappeared. At one point, the post was apparently re-published with the byline of an author who said she had nothing to do with it. Amid the din, a photographer tweeted a link to the story, asking “What is this @TeenVogue.” The magazine’s own verified Twitter account spoke for many onlookers when it replied “literally idk.” And then, the story was gone altogether, replaced by an error page

with an apropos message: “Uh-Oh. Unfortunately this page does not exist.” Facebook initially denied they had paid for the post, calling it “purely editorial.” But in a statement to The Washington Post, a company spokesperson elaborated, saying Facebook had “a paid partnership” with Teen Vogue for one of the magazine’s 2019 events, “which included sponsored content.” “Our team understood this story was purely editorial, but there was a misunderstanding,” a Facebook statement said. In a statement to The Post, a spokesperson for Condé Nast, which owns Teen Vogue, apologized for the maelstrom, but did not elaborate or answer specific questions about the article’s

inception and whether it had been a latent advertisement. “We made a series of errors labeling this piece, and we apologize for any confusion this may have caused,” the Condé Nast statement said. “We don’t take our audience’s trust for granted, and ultimately decided that the piece should be taken down entirely to avoid further confusion.” Sponsored content, which often mimics the style and tone of news articles, has become increasingly common and profitable for U.S. outlets, occasionally raising thorny questions about transparency and the separation of a media organization’s business and editorial departments. After fans said Bieber looks like drug addict, singer reveals he has Lyme disease By Lateshia Beachum The Washington Post Singer Justin Bieber announced that he has Lyme disease — and an upcoming documentary series. In a Wednesday post on his Instagram account, the Canadian crooner, 25, explained that he was recently diagnosed and that his often-discussed appearance is a byproduct of illness. The pop star also told his followers he has battled chronic mono that affected his skin, brain function and overall health. More details about his Lyme affliction will be

unveiled in an upcoming documentary series, he said. “It’s been a rough couple of years but getting the right treatment that will help treat this so far incurable disease and I will be back and better than ever. NO CAP.” About 30,000 cases of Lyme disease are reported to the Centers for Disease Control and Prevention. The illness is transmitted through the bite of infected blacklegged ticks (aka deer ticks), according to the federal agency. The sesame-seed-sized adults and their poppyseed-sized babies attach

themselves to hard-tosee areas, such as at the groin, armpits and scalp for 36 to 48 hours, which allows them to pass on their Lyme disease bacterium. Nymph ticks, which are smaller than adult ticks, are more likely to affect people because of their size. Last April, the CDC reported that certain species of ticks have expanded their geographic range along with their ability to spread illness such as Lyme disease. Counties in the U.S. Northeast and Upper Midwest are considered high-risk areas. A bitten person can

develop a rash around the bite area that could feel hot to the touch and will look like a bull’s eye, according to the National Institute of Neurological Disorders and Stroke. For those who don’t develop the characteristic Lyme rash, diagnosing the disease can be more difficult because it can mimic symptoms of other diseases. Those can range from flu-like symptoms to neurological disruptions, such as facial paralysis or severe headaches. Early Lyme diagnosis can be cured with antibiotics, according to the U.S. National Library of

Medicine of the National Institutes of Health. A late-stage diagnosis can result in joint inflammation, heart rhythm problems and brain and nervous system complications. Model Hailey Bieber, Justin Bieber’s wife, urged people who downplayed the severity of the illness to educate themselves. She also thanked other celebrities, such as fellow models Bella and Gigi Hadid and their mother Yolanda, for informing the public about life with Lyme disease. Canadian singer Avril Lavigne is among those

who have talked about their struggles of Lyme disease and its complications. Lavigne told Billboard magazine in 2018 that she was bedridden for two years while she was battling the illness. She founded the Avril Lavigne Foundation that provides funding and education about Lyme disease. She tweeted that she was sorry that Justin Bieber was diagnosed with the disease. “The fact that it’s so hard to diagnose and is so debilitating was something I suffered through also,” she wrote.
