Getting digital evidence difficult By Cat Zakrzewski The Washington Post Digital evidence — such as emails, location data and cellphone videos — is increasingly essential to law enforcement investigations. But state and local police often don’t know which tech companies hold certain types of data, or even how to request it. That’s why Rep. Val Demings, D-Fla., is introducing bipartisan legislation that would create a new federal office to facilitate law enforcement’s access to
data from tech companies. Demings, a former Orlando police chief, says she knows firsthand how essential this data can be to solving everything from financial crimes to child endangerment, and she wants to make sure law enforcement at every level can access it. “You can’t fight today’s battles using yesterday’s weapons, and the weapon of choice for criminals has changed,” Demings told me. “We need to make sure that we

have a workforce that has the proper training and has proper support to be able to investigate those cases and solve those crimes.” The Office of Digital Law Enforcement, which would reside at the Department of Justice, would train and support cops and investigators from across the country on how to handle evolving technology in investigations. The bill would also create a Center of Excellence for Digital Forensics, which would be a resource as a central hub for tech expertise and legal assistance. This kind of fed-
eral clearinghouse could improve the law enforcement community’s icy relationship with Silicon Valley. Historically there has been a low level of trust between the two communities: Technology companies grappling with pressure to protect users’ privacy at times have resisted broad or invasive requests from law enforcement. That’s contributed to a perception among law enforcement officials that the tech industry makes it difficult to access evidence and isn’t willing to work with them. The bill follows a
Center for Strategic and International Studies report last year that found federal, state and local level encounter barriers to “effectively accessing, analyzing, and utilizing” digital evidence in one-third of cases that rely on such data. Jennifer Daskal, one of the report’s authors, said talking with law enforcement and tech companies about digital evidence “was like having two separate conversations.” The report’s recommendation to create a new digital evidence office to work with law enforcement at all
levels of government shaped the bill, which Reps. Conor Lamb, D-Pa., John Rutherford, R-Fla., and Brian Babin, R-Texas, are co-sponsoring. The bill would also create a new program that would guide DOJ grants to help local law enforcement handle digital evidence and stand up a new Technology Policy Advisory Board to coordinate between the tech industry and law enforcement. Demings said her office has not yet been in touch with the tech companies about this,

Here’s how to measure snow like a pro By Ian Livingston The Washington Post If you’re a weather geek, the first thought that crosses your mind when it’s snowing might be “how much has fallen?” Grab a ruler, and head out. The answer should be easy enough. Not quite. As with anything else, there are rules. Before exploring the most scientific method, let’s talk about how we can all get better snow measurements without much or any preplanning. ► “Good enough” measuring technique To begin, if possible, it is best to avoid measuring on the grass. Air caught in between tall blades will add extra accumulation. The last thing you want to be known as is a snow exaggerator. But, if you have no choice, measuring on low-trimmed grass is OK. Flat and level surfaces are preferable. Wood is probably the best, but picnic tables, car tops, or flat trash can lids also work. Pay attention to potential obstructions in and around your measurement spot. You
don’t want to measure under a tree, which can intercept snow. Also try to find spots some distance away from buildings that can influence amounts by blocking or funneling wind. For this reason, decks adjacent to homes can be a problem, even though they’re otherwise very good surfaces for measuring. Once you find an undisturbed spot, or several, you’ll want to take at least a handful of measurements. The more the merrier, but three to five should be enough. Try to round amounts to the nearest tenth of an inch, but a quarter inch works in a pinch. After you’ve taken at least three solid measurements, average them to determine your total. ► Measuring like a pro Even if you’re a hobbyist, it’s easy to measure like a pro. Official measurements logged into the
National Weather Service records are typically done with a snow board — basically a square piece of wood, placed flat on the ground. Place the snow board before the storm. Perhaps mark it with a flag or stake so it’s easy to find once buried. You’ll want to make sure the snow board is not close to obstacles that may interfere with the snowfall. Placing it at least 10 feet from fencing or trees or structures is wise, as is trying to find areas with minimal drifting. The snow board standard is to measure once every six hours, then clear it to allow new accumulation, then sum each measurement. This method is considered most accurate because over longer periods the weight of additional snow leads to compression and lowers totals. Clearing more frequently than every six hours is frowned upon, as it will inflate totals.

Often, storms don’t cooperate by ending on the six-hour mark. If snow ends or changes to mixed precipitation during the course of a storm, it’s best to get a measurement as soon as possible once accumulation ends. You want to take the maximum total on the ground, prior to a change to rain, settling of the snow, or melting. ► The value of snow measurements While it may seem “it’s just snow, so what?,” reliable snowfall measurements are important for historical records and may even determine whether relief is sent to a location after a major storm. They are also extremely helpful for storm tracking and verifying the accuracy of forecasts.

The bill’s timing is especially interesting, since law enforcement agencies around the world have been warning against Facebook’s plans to expand encryption across its messaging services. Investigators are concerned they’ll be cut off from accessing a key trove of data. But Daskal and her co-authors argue that while the communities duke it out over encryption, a federal digital evidence office would make sure law enforcement has access to low-hanging fruit that’s more easily accessible. She said in many instances, investigators just need IP address and other basic identifying information.
“As that debate rages on, there are a range of things that can and should be done to tackle this problem and ensure law enforcement has the ability to access evidence that it is legally authorized to access,” Daskal said. Daskal said more training at the federal level could also ensure that law enforcement is properly weighing privacy concerns in its requests from tech companies. “Better-trained law enforcement have the information needed to make better tailored and thus more privacy protective requests,” she said. Demings says she is optimistic a new office could help unite law enforcement and the tech industry in a common goal of keeping people safe online. “This is a new, ever-changing world we’re all living in,” she said, despite “bumps and hiccups in the road.”

Animal adolescents have drama and peer pressure By Duncan Strauss The Washington Post There are no reported sightings of surly teenage elephants reluctantly sitting down at the family dinner table, trusty earbuds in place, occasionally trumpeting monosyllabic answers. But adolescent elephants do exhibit other behaviors many parents of human teens would recognize, said Cynthia Moss, a researcher who has studied and written books about elephants in Kenya’s Amboseli National Park for nearly five decades. “They’re naive, they have a lot to learn and they make mistakes,”
Moss said. This is particularly true for males, she explained: They raid crops. They get speared. They die. “It’s just like young human males who drive too fast,” she said, “and the insurance companies know very well to make them pay higher insurance rates.” These sorts of low-judgment, highrisk actions, and many other youthful traits that traverse species, are explored in a recent book, “Wildhood: The Epic Journey From Adolescence to Adulthood in Humans and Other Animals” by Barbara Natterson-Horowitz, a
Harvard evolutionary biologist, and Kathryn Bowers, a science journalist. The authors make clear that, in a fundamental sense, adolescent animals and teen humans encounter the same sorts of challenges — and that what may strike elders of any species as nutty, exasperating behavior is not only inevitable for most creatures in that stage of development but truly valuable. Other scientists who have studied adolescents — human and nonhuman — echo their findings. Those elephants that charge
right into harm’s way? Their behavior is wholly in keeping with the adolescent modus operandi. Human “adolescents frequently put themselves in danger deliberately,” Natterson-Horowitz and Bowers write, adding: “Adolescent risk-taking is seen throughout the animal world” The result, unsurprisingly, is that adolescence can be pretty dangerous for animals, ranging from fish to birds to mammals. For the youths that have big bodies but little life experience, there’s a “spike in mortality . . . they are easy prey,”
Natterson-Horowitz said. One reason is that they engage in behaviors that are risky but beneficial, Bowers said in an interview. An example is a practice called “predator inspection,” or approaching predators rather than fleeing. The trade-off for the danger of proximity is that adolescent animals watch, smell and learn, accumulating all kinds of information that can keep them safer as adults. “The idea that adolescents are hardwired to take these risks can put a new spin on the knuckle-
headed antics of our own human teens,” Bowers said. Teens seem driven to chase novelty and test boundaries in their own version of predator inspection, Bowers said: chalking up as many experiences as they can — the good, the bad, the ugly — before they leave the nest. But before anyone leaves any nest (“dispersal,” in scientific parlance), there’s considerable time spent roving in battalions — marked by peak levels of peer pressure — and flirting with disaster.

Creatures of ‘Frozen II’ are marvels of design
By Michael Cavna The Washington Post Although the new “Frozen II” begins by treading the familiar terrain of royal Arendelle, the filmmakers had a distinct challenge this time around: How could they create several fresh characters that would propel Elsa’s next adventure, let alone look appealing enough to perhaps fill an entire Disney Store wall? The sequel to the billion-dollar 2013 smash travels to a mystical forest, as our lead characters come upon such natural spirits as wind, fire and water. Yet none of the new elemental symbols looks as conventional as viewers might expect. To symbolize fire, the designers of “Frozen II,” which opened Friday, leaned into high-end cuteness. To embody water, they went with galloping strength, and to depict
wind, well, they had to render what couldn’t be directly rendered. The wind spirit, Gale, “doesn’t have a face, doesn’t have a body and, like, a real wind, is utterly invisible,” Marlon West, head of effects animation on both “Frozen” feature films, said during a visit this month to Washington, D.C. “The only effect is on people and the environment — like blowing characters’ hair and clothes — so we had to provide an (animation) rig to suggest when and where Gale is.” Gale stirs up a forest’s autumnal palette, summoning beautiful similarities to all the colors of the “Pocahontas” wind — another Disney movie that West worked on. The fall shades, West said, are meant to mark a stark contrast from all the whiteout snow back in Arendelle. For the fire spirit, the “Frozen II” team cre-
ated a blue-and-fuchsia salamander named Bruni, whose mad dashes leave a fantastical blaze of color in his wake. Instead of realistic reds or oranges, the filmmakers chose a tint — magenta — that reads as surreally magical. “We knew, storytelling-wise, that this couldn’t be natural fire. It wasn’t burning the forest and (nothing) was being destroyed,” said West, who joined Disney Animation in 1993, just in time to work on the classic “Lion King” (which has its own memorable fire scenes). Yet because the specialists want viewers to feel the effect of the fire, they rendered realistic size, movement and warbling heat distortion of a blaze. Those effects, West said, “keep the viewer going: ‘Ooh, that looks pretty hot!’” Such visceral preci-

It’s a weird little tightrope to walk” as an effect, said West, who also worked on the largely oceanset “Moana.” “The first time you actually see the Nokk in the film, the first shot of him, his hindquar-
ters almost drift off — almost pure ocean,” West said. “His forehooves and his chest and his face really leap out at you.” And as Elsa rides the Nokk, the symbiotic teaming is intended to reflect that the ice princess is growing in strength and empowerment. “We wanted her to lean into all aspects of herself,” West said. “That was important.”

The channel, which airs episodes of “Family Feud” and vintage reruns of “The Match Game,” has also scored successes with new programs such as “Common Knowledge,” a trivia show hosted by former ‘N Sync singer Joey Fatone. The network generated
profit of about $85 million on sales of $232 million, according to S&P Global Market Intelligence. It also has an online games business that Sony intends to grow. Up to now, Sony has experimented only lightly with its biggest game-show hits. It offered “Sports Jeopardy!” on its former Crackle online service for a couple of years with host Dan Patrick, before canceling it, according to Cory Anotado, founder of BuzzerBlog, which covers the industry. The company is planning a prime-time all-star “Jeopardy” contest featuring Holzhauer on ABC in January that could signal Trebek is “getting ready to hang it up,” Anotado said. For fans who want to know where Sony’s is heading with its quizshow programming, Anotado suggests they keep an eye on the Game Show Network, which uses focus groups to survey consumers.
Apostrophe warrior conceded battle Ignorance wins this round By Antonia Noori Farzan The Washington Post For nearly two decades, John Richards dedicated his life to protecting an endangered species: the correctly placed apostrophe. As the founder of the Apostrophe Protection Society, he waged war against signs advertising “ladies fashions” or claiming that “Diamond’s are forever.” But last month, the 96-year-old admitted defeat. “The ignorance and laziness present in modern times have won!” Richards wrote on the Apostrophe Protection Society’s website. Given the lack of interest in correct apostrophe usage and his own advancing age, Richards recently announced that he is shutting down the group. “When I first set it up I would get about 40 emails or letters a week from people all over the world,” Richards told the BBC on Friday. “But then two years ago it started to tail off and nowadays I hardly get anything” Perhaps unsurprisingly, Richards previously worked as a copy editor. For years, he was bedeviled by public messages that lacked necessary apostrophes or added gratuitous ones. In 2001, after retiring from his job at a newspaper in eastern England, he founded the Apostrophe Protection Society “with the specific aim of preserving the correct use of this currently much abused
punctuation mark,” as the group’s website puts it. To kick off his campaign, Richards created a form letter that could be customized and sent to offending businesses, alerting them to their misdeeds. “Dear Sir or Madam,” it began. “Because there seems to be some doubt about the use of the apostrophe, we are taking the liberty of drawing your attention to an incorrect use.” Initially, the society counted just two members: Richards and his son, Stephen. The response to the form letters was lackluster, and one butcher summed up the prevailing ethos when he told the New York Times, “Sounds to me like this man wants a bleeding job.” Richards told the paper that in its first few weeks of existence, the group claimed only one victory, which was getting a local library to correct its sign for “CD’s.” But after the Daily Telegraph published an article about his quixotic crusade, Richards developed a small but devoted following. Several hundred people signed up to join the Apostrophe Protection Society, he told the Times in 2001, and others sent letters of support or unsolicited donations of cash. Many were waging their own ineffectual campaigns against grammatical atrocities, and one man even admitted to carrying around tape and printed-out apostrophes to correct signs on the fly. A seventh-grade English teacher in America who grew apoplectic at the sight of errors on billboards founded her
own offshoot, the Apostrophe Protection Society of Southwest Montana. “Why did the Apostrophe Protection Society not have a militant wing?” grammarian Lynne Truss wrote in her 2004 bestseller, “Eats, Shoots & Leaves: The Zero Tolerance Approach to Punctuation.” “Could I start one? Where do you get balaclavas?” After achieving some mild level of celebrity — he was once featured as “Mr. October” in a calendar that purported to celebrate the most boring men in Britain - Richards began taking on larger targets. He unsuccessfully protested retailers like Harrods, Selfridges and Waterstones that dropped apostrophes from their names, as well as government bodies that followed suit. In 2013, Richards and the Apostrophe Protection Society scored a major coup when the Mid Devon District Council reversed its decision to ban apostrophes from all street signs. The government body had claimed that GPS devices would melt down when confronted by the punctuation mark, an argument that Richards deemed “appalling.” “It set a bad example for local children who were being taught about apostrophes in local schools,” he told the Canadian Broadcasting Corp. For the most part, though, officials tended to ignore the society’s complaints, saying that they had more pressing matters to deal with than a missing apostrophe here or there. And experts in lan-
guage and cognition concurred, pointing out that a misplaced apostrophe was unlikely to confuse anybody, and, in fact, apostrophes could likely be eliminated from written English altogether with no ill effect. But for years, Richards remained dedicated to defending the humble punctuation mark’s honor. “People do tend to look on me as a little bit pedantic but I don’t mind — I think we need pedants,” he told the Sunday Express in 2012. “The apostrophe is a vital piece of punctuation and grammar. To do without it would be confusing, as well as inelegant.” Though his days of lobbying on behalf of the apostrophe are over, Richards wrote last month that he plans to keep the society’s website up “for reference and interest.” In addition to a defunct message board and helpful guidelines about the correct use of apostrophes, it hosts a hall of fame of sorts, dedicated to some of the most egregious offenders. Over the years, fans have submitted examples such a cafe advertising “light bite’s,” a warehouse offering storage for “boat’s” and “car’s,” and a restaurant selling “snow pea’s.” And Richards told the BBC that he might once again return to campaigning, though this time for a different cause. “The use of the comma is appalling,” he said. “When I read some newspaper websites they just don’t understand what it is used for.”
