Sa Gitna ng Dalawang Dagat Nanatiling matunog ang University Student Government (USG) hindi dahil sa mga malalaking nagawa nito kung hindi sa mga kontrobersya na bumalot dito sa mga nakaraang administrasyon. Ang dalawang tanyag na partidong YLAW at BUGKOS ay nanatiling prominente bilang mga

halal na opisyal. Ngunit sa pag-usbong ng mga negatibong usapin, hindi malayong ang pagtakbo ng malaya sa anumang partido ay magbubunga ng pagbabago sa USG. Matatandang noong nakaraang taon nang isakdal sa ‘impeachment complaint’ ang presidente ng USG ng mismong bise presidente dahil hindi umano ay bigo ito na hawakan at pangalagaan ang USG. Ngunit, ang ‘impeachment’ ay hindi naisakatuparan at nauwi na lamang sa pag-alis nito sa puwesto. Ito ay salungat sa inaasahang pagkakaisa ng dilaw at asul. Hindi ito naging kaaya-aya para sa mga estudyanteng umasa sa kanilang tapat at sapat na serbisyo. Sa isyu ng publikasyon TOMO LVXI BILANG III, nagpahayag ang mga mag-aaral na nakasira ito sa imahe ng USG. Halimbawa

na lamang ang pahayag ng isang estudyante na hindi naramdaman ang presensya ng USG sapagkat mas marami pa ang mga isyu kaysa sa mga nagawa. Sa sumunod na taon walang isinumiteng Presidente at Bise - Presidente ang parehong partido para sa eleksyon. Kahit pa nagbigay ng sapat na palugit ang Commission on Election sa pagpasa ng Certificate of Candidacy, wala pa ring nagnais tumakbo sa pagkapangulo. Gayunman, mayroong naglakas-loob panindigan ang pagiging bise-residente galing sa YLAW. Nagpapatunay lamang ito na maging ang pinakamalalaking partido ay nahihirapan maghanap ng kandidato na magdadala ng kanilang pangalan. PATULOY SA 02

UNC’s 7nd Foundation Anniversary highlights student life beyond classroom By Joelyn Arlante

On its 72nd Foundation Anniversary, the University of Nueva Caceres (UNC) embodied its motto by celebrating student life beyond the corners of a classroom on February 13-16, 2020. “We do not only give importance to what is inside the classroom, but it should also be that we make use of everything that we learn here outside the school, and that is a purposeful life,” Kim Francia Bigay, Director of Students Affairs (DSA), highlighted this year’s motto, “UNC in 2020: Non Scholae Sed Vitae”. The four-day celebration exhibited activities towards students’ social involvement in life. Contests and title redemption The university flag raising, followed by the iconic Tala flash dance, commenced the annual celebration participated by students, employees, and administrative officials. Briefly after the kick-off activity, various events and competitions started. The events includes the opening of Alumni Photo and Foundation exhibits, dubbed as “We Are UNCeans” and “UNC in 2020: A Timeline of Educational Journey”. The exhibit acknowledged outstanding alumni achievers and awardees, as well as the university’s educational accomplishments in the past years. Another event steered was the launch of Partnership among Academes and Communities Teaming (PACT) and signing of the memorandum of understanding (MOU) up for cultivating the family planning services in the Bicol Region. Other events conducted were the day-long CAMPeers, a wellbeing fun day activity, hosted 02 by the Guidance Center and

the College of Education; Dugong Buhay Bloodletting Activity; opening of CYA’s Moonbucks Café; and SSS Caravan. Students also joined variety of competitions, including the President Jaime Hernandez Debate Cup, Speechfest, Festival of Talents, PNSA Quiz Bee, Indak Dance Competition, and the highlight of the night, the Coronation of Mr. and Ms. University 2020. Hailed as the newly crowned Miss University was Kate Tormes of the College of Business and Accountancy (CBA), who also took home major awards, like Best in Production Number and the official Candidate Shirt Ambassadress. John Kert Rabeje, College of Arts and Sciences (CAS), clinched the Mr. University crown for the department’s back-to-back title. Lalo pa itong nabatid sapagkat ngayong darating na eleksyon ay wala ring naitalaga ang mga partido bilang kandidato sa pagkapangulo. Kung magpapatuloy ang ganitong tagpo, hindi nakagugulat na uusbong ang mga lider-estudyante na malaya sa kapwa partido. Tulad na lamang ng nag-iisang tumakbo sa pagkapangulo na si Marie Angella Averilla. Hindi lamang sa matataas na pwesto umusbong ang mga liderestudyante na walang inaanibang partido. Ngayong taon, 41% sa mga tumatakbo sa eleksyon ay independyente. Ang bilang na ito ay lumobo mula sa hindi hihigit sa bilang na tatlo sa mga nagdaang eleksyon. Isa itong patunay na ang pagiging liderestudyante ay hindi nakakabit sa kahit ano pang partido. Hindi ang paglahok sa partido ang tutukoy sa kakayahan ng isang lider kung hindi ay ang kaniyang malasakit at kagustuhan na magsilbi sa nakararami. Higit lalo kung ang mga partidong ito ay kinakapos sa pagtugon nang dekalidad na serbisyo. Minsan na rin itong nakita sa mga nagdaang admistrayon. Si Magello Fenis ay naging Bise-presidente kahit pa tumakbo bilang independiyenteng kandidato. Siya ay nagsulong ng malayang pagpapalitan ng ideya at pagbubukas ng diskurso sa mga isyung dapat pag-usapan. Walang takot niyang kinuwestyon ang UNC

Hindi malabong sa bilang ng mga malayang kandidato ay magmumula ang ilan sa mga lider na siyang tutugon sa pangangailangan ng kanyang mga kapwa estudyante. Minsan na itong napatunayan at hindi malayong muling matunghayan. Sabik na tayong muling maramdaman ang tunay na liderato mula sa mga lider na hindi natatapos ang responsibilidad sa pag-oorganisa ng mga programa kung hindi isang lider na hindi natatakot na sumalungat sa mali at itaguyod ang karapatan ng mga estudyante. Mamulat tayo sa katotohanan na hindi sukatan ang pagiging kasapi sa isang partido o maging ang pagiging independyenteng kandidato upang makapagsilbi ng maayos sa estudyante. Kung nagnanais tayo ng pagbabago, nararapat lamang na bigyan ng pantay na pagkilala ang mga malayang kandidato katulad ng ibinibigay sa mga kilalang partido. Marahil sila ay magsisilbing salbabida sa nakalulunod na dagat ng mahinang pamumuno.

SJF notches yearlong Inter-OFS clash

Spearheaded by the Federation of Student Organization, Fraternities and Sororities (FSOFS), various accredited organizations of the university concluded parts 2, 3, and 4 of the year-long Inter-OFS competition.

Peace, Rhythm of Love, and Tree of Life. The Philippine Society of Mechanical Engineers (PSME) won first place in the Gift Wrapping, Carolling Instrument Making, and Tree of Life events while, AEM took the top place in Calligraphy Writing and Christmas Wreath Making. To cap the annual InterOFS, the Solidarity Night was concluded last February 14, 2020, where participating members of student organizations, fraternities, sororities, and College councils gathered. The Society of Junior Fellows was hailed as the top performing organizations this academic year, followed by Nu Kappa Phi - Nu Kappa Beta and Association of Psychology Majors, respectively. “Lahat na nangyayari sa school, we make sure na always involved ang mga organization para malaman nila yong role nila sa communty ng UNC” Art Jun Sumalinog, FSOFS president, stated about his term’s success and contribution. [With all the happenings inside the university, we made sure to let the organizations be involved so they will identify their role in UNC community.]

Life, and the opening of the 1st Nueva Caceres Arts Congress. Along with this was the opening of the Medical Humor Photo Booth aligned with the week-long Open House of the university clinic. Competitions such as InterOFS Part 4 and E-games also took place on the campus grounds. The Solidarity Night, participated by various university organization, ended the day.

School Department, Michelle Sophia Corales (ABM A) and Jyle Anthony Diaz (STEM E). Meanwhile, Jianne Malonda from Junior High School and Kim Alexis Macalindong from the College of Engineering and Architecture (CEA) bagged the 2nd runners-up titles.

Olympics, the UNC way Highlighted on the third day of the celebration were the training and seminars, such as the Basic ICT Skills Training, Parenting Seminar (Elem. Dept.), and Law Lecture. The Community Outreach, General Alumni Homecoming, Feb-ibig Cheers, and the first-ever UNC Olympics also occurred. The UNC Olympics was joined by the offices of Student Affairs, University Registrar, College of Engineering and the Human Resource Department (Blue Team), Vice-President for Academic Affairs, Junior High School, Clinic (Green Team) and this year’s champ, the Pink Team from SHS reaping off 110 points. Employees’ Solidarity Lunch followed shortly after the morning activities of the UNC Olympics. In the afternoon, an awarding of appreciation to the participating teams filled the university covered court smiles and laughter.

The day of hearts and bliss The Valentine’s Day marked the Foundation Day itself of the university, which was distinguished by a morning Walk for Joy of the JHS Department, and a Thanksgiving Mass, followed by the Happy Students Parade. Among the events held was the exhibition of booths including the Larawan: Capturing Love and

The Part 2 called Gawad Kilyawan, showcased student talents and creativity in multiple events. The Sounds and Sight 2019 ,composed of Vocal Duet, Dance Revolution, Band Bout, Clash of Officers, Your face sounds Familiar and Commercial Spoof Contest, was also featured in the second part. Elimination was held last October 21, which determined the qualifiers for Finals held on October 25, 2019. United Architects of the Philippines Student Auxiliary (UAPSA) contender Chrissa Payadi was crowned Mutya ng Sining ,while Lakan ng Sining was claimed by Vimar San Jose Bacelonia from the Association of English Majors (AEM). Mutya at Lakan ng Sining was the highlight of the former competition, where candidates wore costumes out of recycled materials. Just in time for the Christmas season, the Inter-OFS Part 3 Greening the Holidays welcomed entrants from different organizations with the theme “A close to nature Christmas Experience”. DILG prompts constitutional reform talk in Cam. Sur

The Department of Interior and Local Government (DILG) discussed the proposed constitutional amendments among government personalities in Camarines Sur at a convention rally last February 21, 2020, at UNC Sports Palace. The discussion included The Balangay: Constitutional Reform (CORE) Convention Rally, CORE talk, and People’s Day, highlighting the ‘Disipilina Muna’ campaign of DILG. “Kung naalala niyo ang unang SONA ng Pangulo (President Duterte) talaga sinabi niya kailangan natin mag-amend ng konstitusyon at ang obligasyong iyon ay inatang niya sa kamay ng DILG,” Atty. Arnaldo E. Escober Jr., DILG Region V asst. regional director, said who rendered a short overview of the objective of the Constitutional Reform Convention. The event discussed the information on Constitutional Reform and its impact relative to the proposed amendments 04 of the 1987 Constitution.

Former Vice Governor of Camarines Sur, Fortunato Peña was one of the resource speakers, together with Manila Standards Columnist Sec. Gary B. Olivar of the Center for Federalism and Constitutional Reform (CFCR) and Professor Alfredo S. Soreta Jr. They discussed the need to change some provisions of the Constitution, and opening up the economy and Dysfunctional Political System Prospect for Reform, respectively. The Department of Justice (DOJ) Representative Atty. Aldan Reuben D. Luna said in his talk, “Your number that you have here right now speaks volume of a growing intense of the public, para dito sa pagbabagong ninanais ng ating gobyerno.” “DOJ, at the onset, has shown its support to this program as its vice-chair doon sa tinatawag natin task force for federalism and constitutional reform and kasama ang DILG at ng mga sangay ng pamahalaan, we have been studying, deliberating, and finding possible solutions to the sociopolitical concern and economic needs through calculating and datadriven proposals for constitutional change,” Luna emphasized. Before the activity concluded, participants were given a chance to ask through an open forum, with Atty. Escober Jr., DILG Provincial Director Atty. Melody E. Relucio, Peña, Sec. Gary V. Olivar, and Prof Soreta Jr. as the panelists. One of the questions raised during the forum was from Kylie

Francine Tripulca, Sangguniang Kabataan Federation president, Naga City councilor, and a student from UNC College of Law. She asked, “How certain are we that the states we are pooling will be ready to stand on their own, raise their own taxes and revenues not to mention the downside of Political Dynasty?” “We are not talking Federalism, we are just laying down the foundation for the federal system. For the meantime, wala masyadong pagbabago, we just empower, we will strengthen the policy,” Peña answered. “Para yung mga urgent needs ng mga Region natin hindi na tayo maghihintay sa National Government, [then] we will now effective the federalism in the future,” Peña added. Camarines Sur was the last province to have the campaign.

EDUCATION IS A RIGHT, NOT A PRIVILEGE.

“On safety measures, I think the university has done well, especially with sanitation. Even before the lockdown, the University has already been practicing strict sanitation methods to make sure that students are safe and everything would remain clean. In online classes, UNC took criticism from the students well. The RED implementation came back better than before, it was designed to be more inclusive.” Ria Merilles

During the first week of quarantine, everyone was encouraged to fill out forms regarding the students’ situation either academics or well being. It was really a good move because the students felt and saw that the university staff cares. The University adheres to its motto “Not of School, But of Life” by being certain that health is the utmost priority and concern. The University has taken its serious step from the start which is through following protocols, such as temperature taking when entering the campus. Until during the pinnacle moments of the pandemic, the University continues its step by spreading precautions, medical and guidance staff offering their hand through telehealth insurance services during this crisis, offering relief goods to those students and constituents staying in their dormitories, and as well as offering transportation service to those frontliners.” Irah Monica Dulpina Nursing, 1st Year

“I find the measures of the university in dealing with our current pandemic comprehensive and well-thought of. Even before the ECQ was implemented, UNC already started planning its resilience actions. When students asked for a suspension of the online classes, the administration listened, and even though classes resumed on April 1, I believe that the University set up good plans that will cater to the needs of all students from all cohorts, being true to its mission that everyone makes it.” Carla Mañago Law, 1st Year “Ever since the outbreak started, UNC has been consistent in making sure that the students are well taken care of. They considered the diverse situations of the students and made sure that everybody will be catered with the cohort system in which the students will be given different considerations depending on their situation. The advantage of this program is the continuity of delivering the postponed lesson; however, the disadvantages of it are the hows and why it should be laid down to the students (it all boils down on it, generally). The memorandum from the president which came up from the agreement of all admins has some loopholes in executing it. There are some negativities that happened. First, there was a confusing communication from the teachers in giving information, like the IP marks, grading system, and the distribution of works. Second, some teachers were not ensuring if their students are learning from the activities, PPTs and lessons they were sending. Third, anxiety arose while doing those online school works and at the same time searching for signals and doing some homework. Lastly, there were some teachers who did not conduct and comply with the distance learning from the given MEMO.” Anonymous Education, 2nd Year

“I am very grateful to serve others in a short span of time. I personally thank my officers who wholeheartedly serve the students in my term and to the faculty who passionately guide me in realizing all programs conducted,’’ Esteves stated in his resignation letter. “I will be facing a new venture in my life this year, and professionally take this chance as a learning environment for me to grow as an individual,” he added. It was on January 24 when the Student Tribunal received an impeachment complaint against Esteves from Mariposa.

Preliminary investigation followed to determine the merit of the case filed. On February 20, a letter of resignation was sent to the Student Tribunal authored by Esteves, which dismissed his pending case. Meanwhile, when asked on the urgency of filing his resignation and reasons behind it, Esteves remained close-mouthed to speak up upon the issue. Esteves remained silent when asked to speak regarding the issue that linked his name even through online interviews, this is after his absence around the campus for almost a week after filing his resignation letter.

Currently, he is the chairman of the Technical Working Group under the Legal Education Board who is tasked to create the Magna Carta of Law Students of the Philippines which will be passed to Congress next year. Following his duty as the head of the committee responsible for the resource speakers and VIPs for the 1st Regional Convention of Law Students last March, Jamer was also chosen to represent the Philippines and Asia in the forthcoming International Students of Law Conference 2020 at St. Petersburg, Russia in April 2020.

he world could be dying tomorrow, but hell to that, you would most probably be enjoying your last hours with little to no worries at all. That could be a good thing living the rest of your lives to the fullest, as most would say. If you have thought of something to be thankful for, I should say, wow. You must be one of those who see the silver lining in almost but not limited to everything blue. But have you ever caught yourself only agitated by literally anything? Have you seen yourself leaping away from that silver lining and surrendering yourself to the darkness of a gloomy spectacle? If not, your problem occurring would appear from a scale of little to massive. Once you set your eyes to see more of the upbeat during grave situations, your overwhelming positive aura intoxicates you. It is as if taking an addictive painkiller to engulf yourself in a false euphoria. The place we live in is turning dire and ultimately sad for the many. Poverty still reigns upon millions of poor, whose hungry mouths can only take another “let one more day pass.” An emerging pandemic is on the rise and is about to kill 5% of the population if not

contained. There is a bloodbath enveloping our country, while millions of fanatics give praise to every “I will kill you.” Fake news continues to spread faster than access to education. I can keep riding this heartbreaking itinerary, but you would still be riding a unicorn in a fairyland that does not exist. There is something bothersome to such an approach. It can divert your gaze towards the positivity that you may lose sight of what truly matters, say justice for everyone. You may find yourself detached from the reality that oppressions happen among the marginalized, that the world can be plain cruel, and yet there exist perpetrators of the inhumane. Too much light can be blinding, no? And because of this perplexing vision of delight upon the brighter side, you lose the empathy to care for humanity. You gain apathy, a cancer of the selfish. It is when we failed to watch out for the ferocity that a failing society sinks deeper. It is when we neglect the cry for help that the whipping hits stronger. It is in every “but if you look at the better side” that the road for justice remains unfinished. We do not want good things if they cost riding the coattails of brutal abuses. There is always a way to positivity. It would be sad to always look for them even when situations turn rough and unfair. You do not have to always look for positivity on these occasions. Sometimes, it is better to feel rage. Let it seep through your being and let it be the engine driving you to call for a positive change instead. Being outraged is far more acceptable than trying to color dreadful events. Positivity is when you choose to act upon your actions. It is when you realize that life can be harsh. When you start seeing the bad in people, you begin to appreciate what goodness truly is. Your vision redirects towards your fellows stranded somewhere in the abyss. It is not too much to share with them compassion and sympathy and to offer them a beam of hope. There is no need to be swallowed by a blinding light only to feel good about yourself. You can create your ray of light and transcend it to those who need it. Together with those urging to turn the tables of injustices, the barricade of peace and security is stronger than ever. Only when we act together like one full wave that we can fully embrace positivity. After all, it has been said and reiterated a million times, ‘anything too much is harmful.’ Your toxic positivity is no exemption. When you feel the desire to play the words of bliss when not needed, do something you hate. Feels dumb, eh?

Tila ba normal lamang na kapag nakakakita ako ng post na “Hindi ako mahilig mag-make up kaya iba ako sa ibang babae”; o kaya naman “Maingay ako at least hindi pabebe!”, ila ba nakasanayan ko ng ang mundo ng mga babae ay naghihilahan pa rin pababa dahil lamang sa maliliit na bagay. Kailan nga ba ang huling pagkakataon na iniangat ko rin ang aking sarili upang mapagaan ang aking loob? Ito nga ba ang aking motibo.

Tila ba ang mundo ay papaboran ang babaeng marunong mag-ingay kaysa sa mga hindi; ang mukhang may natural na ayos kaysa sa bugbog sa kolorete; ang masugid mag-aral kaysa sa may ibang ipinagmamalaki; ang babaeng manginginom kaysa sa conservative at vice versa. It is outrightly glamorizing the whole idea of these trials for the past few months. A nightmare that no one would dare to want. Few moments before the announcement… “In the left corner of the ring, stands an unknown, invisible and rising challenger from the coronaviruses. With a record of 786, 228 cases, more than 37, 820 deaths and over 166,000 recoveries, “Coronavirus ‘The Silent Killer’ Disease 2019!” “And in the right corner, wearing their blue, white and green PPEs! With a record of some defeats but a greater number of victories, the ‘New heroes’ frontliners!” It was not a fair fight from the start. A fight between the frontliners who did not even have the vaccines yet to fight with and an invisible opponent to defeat and eliminate. Would they be able to take it down or will it take them down instead? Coronaviruses are a large family of viruses that are common in people and many different species of animals, including camels, cattle, cats, and bats. Rarely, animal coronaviruses can infect people and then spread between people such as with MERS-CoV, SARS-CoV, and now with this new virus (named SARS-CoV-2, to Novel virus and Covid-19). Going back to 1996, before these big three caused deaths, infectious diseases were considered as the world’s leading cause of premature death. Of about 52 million deaths from all causes in 1995, more than 17 million were due to infectious diseases, including about nine million deaths of young children. Some were caused by the ones that have vaccines already, but because of complacency, they are still just around the corner waiting for the opportunity to strike at humanity. Rounds 1 to 3: The starting line Early on, many of the patients at the epicenter of the outbreak in Wuhan, Hubei Province, China had some link to a large seafood and live animal market, suggesting animal-to-person spread. Later on, a growing number of patients reportedly did not have exposure to animal markets, indicating person-to-person spread. Person-to-person spread was subsequently reported outside Hubei and in countries outside China, including in the United States. Some international destinations now have apparent community spread with the virus that causes COVID-19, including in some parts of the United States. similar to pneumonia. It took several months for the outbreak to be reported to the World Health Organization (WHO) on Feb. 14, 2003, when there were already more than 300 cases. At that time, Chinese officials were not sure what caused the illness. By March 21, there were cases in 13 countries and 10 deaths. It is primarily transmitted thru person to person contact and appears to have occurred mainly during the second week of illness, which corresponds to the peak of virus excretion in respiratory secretions and stool, and when cases with severe disease start to deteriorate clinically. Its symptoms are influenza-like and include fever, malaise, myalgia, headache, diarrhea, and shivering (rigors). No individual symptom or cluster of symptoms has proved to be specific for a diagnosis of SARS. Although fever is the most frequently reported symptom, it is sometimes absent on initial measurement, especially among elderly and immunosuppressed patients. Cough (initially dry), shortness of breath, and diarrhea are present in the first and/or second week of illness. Severe cases often evolve rapidly, progressing to respiratory distress and requiring intensive care. The distribution is based on the 2002–2003 epidemic. The disease appeared in November 2002 in the Guangdong province of southern China. This area is considered as a potential zone of re-emergence of SARS-CoV. Other countries/areas in which chains of human-to-human transmission occurred after early importation of cases were Toronto in Canada, Hong Kong Special Administrative Region of China, Chinese Taipei, Singapore, and Hanoi in Vietnam. Rounds 7 to 9: Me before you Middle East respiratory syndrome (MERS) is caused by a coronavirus named MERS-CoV. It was first identified in Saudi Arabia in September 2012, and about 35 percent of infected patients died from the virus, according to WHO. MERS-CoV doesn’t pass easily from person to person unless there is a close contact like physical touch. By June 2013, there were 55 laboratory-confirmed cases reported to WHO. Cases were reported in Saudi Arabia, Qatar, Jordan, and the United Arab Emirates and some infected travelers were reported in the United Kingdom, Italy, France, and Tunisia. In 2015, there was a separate outbreak of MERS-CoV in South Korea. The first patient of the outbreak developed symptoms on May 11, 2015. WHO and the South Korean government estimated that the outbreak ended in July 2015, after about two months. By the end, there were 186 confirmed cases and 38 deaths. Rounds 10 to 12: The final blow Up until now, global medical experts are trying to come up with a solution or a vaccine to reduce and avoid further damages caused by the current pandemic, which did not just kill lives but also left other people jobless. It did not just inflict the lives of many but also beat up the economy. The future is still in a blur, but everyone is evidently trying their best to defeat the virus. Don’t let it knock you out. Of course, it's not a perfect metaphor -- a pandemic is not a choice individuals can make. "But if that's the hand that we're dealt, we should do our part and help each other," Wen said. We looked up to 2020 as clear as a perfect vision. We thought that this would be the perfect time to challenge ourselves to grow, stare up new opportunities, and to hope that this year could be a good one. Even so, there still exists numerous deaths, worldwide dilemmas, disease outbreaks, death of a legend, a​nd ​ several natural phenomena—heart-breaking incidents that hit the headlines just in the first quarter of the year.

A previously arising tension between two nations was brought after Major General Qassem Soleimani got killed last January 3. The second most powerful person in Iran died after a US drone striked near Baghdad International Airport. The death of the major general widely sparked speculations that World War 3 might begin. Luckily for all of us, the tension between U.S and Iran cooled down. On the seventh day of January, China confirmed the new virus called “2019-nCoV” or Novel Coronavirus or Wuhan virus. While the World Health Organization (WHO) was first alerted to several cases of pneumonia in Wuhan City, Hubei Province of China on December 31, 2019, it was only last January 7 that Chinese authorities confirmed the new virus. The deadly strain of virus easily spread all over Hubei and even to other Asian countries, such as Japan, Taiwan, Thailand, Vietnam, Singapore, Macao, Hong Kong, as well as to US and Europe.

March 2, President Rodrigo Duterte’s special powers were approved and given by The House Committee on Flagship Programs and Projects. Around nine trillion pesos will be spent on the implementation of 100 flagship infrastructure projects and over 10,000 small infrastructure projects. We all know that being president is already powerful, but why is this a need for special power? Strongly, Duterte’s allies reasoned out this would provide an inclusive growth translating to poverty reduction from 21.6 percent of the population in 2015 to 14 percent by 2022. A program that will complement meaningfully to the economic and social legislations that were already passed by Congress, designed to accelerate the country’s growth rate, change the socio-economic structures, ensuring ecological integrity and towards achieving peace and security.

January 26, many people around the world broke their hearts off the death of Los Angeles Lakers’ Kobe Bryant after his helicopter crashed in Calabasas, California. With him was his 13-year-old daughter Gianna, including eight other passengers. Filipinos were shocked that the deadly disease COVID-19 landed in the Philippines. The first patient was a Chinese national, a 39-yearold female who had symptoms of cough and sore throat and was admitted at the San Lazaro Hospital in Manila last January 25. Her physical examination was unremarkable until January 30 when her PCR test yielded positive. She was then identified as the first confirmed COVID-19 case in the Philippines. Eventually, her symptoms settled and she was released. Because of this case, people and authorities were alarmed. Later on, they began to observe proper procedures to deal with the virus.

Reported on March 2, ​the data from the Bureau of the Treasury (BTr) said that Phillippines’ outstanding debt as the of end of January rose to P7.76 trillion, an increase of by 0.4% from P7.73 trillion in December last year. The government borrowed from both domestic and external lenders to plug the expected deficit in its budget which is capped at 3.2 percent of the 2020 gross domestic product (GDP). BTr stated that the reduction in domestic debt was mainly due to the net redemption of government securities amounting to P3.86 billion which more than offset the P30 million effect of peso depreciation on onshore dollar bonds. A

I think, representation. As I’ve noticed, hindi masyadong pansin ang scholars sa university. Some are regarded lang ng iba as varsity or PEP or SA, but it should be more than that. Scholars are one of the best groups of people that keep and raise the name of the University. It’s good that, for the very first time, scholars had their first gathering. And I think it should be continued kasi it makes them feel valued by the administration.

Mocha Uson She must always make her work in government as part of her priority dahil hindi ko nakikita na pinapahalagahan niya ang trabaho niya since wala syang ginawa para mag-improve siya sa position niya.

Yung issue I think sa crossdressing. Sa tingin ko ay dapat na syang pagbigyan ng Admin for the reason na dito mas mag kakaroon sila ng pagkakataon na maipakita kung sino or ano sila.

I think it’s good. Hindi naman natin makakaila na bawat term may kanya-kanyang pagkukulang. But considering the absence of a president, the incumbent USG made it a point that we won’t feel it. They address concerns and relay it to the admin. They reach out to the students in the best way they can.

I think the general dress code - crossdressing included, is not highly necessary. It is understandable that these dress codes are made to observe decency among students. But there are dress restrictions that are also tolerable. Also, the way the students dress will not affect their scholastic performance. We should understand that dressing up is a form of expression for people.

The year 2020 started with tragic events: bush fires, volcanic eruptions, and the conflict between Iran and the US. It was last January 3, when Iran’s Top General Qasem Soleimani was killed by an airstrike at Baghdad airport after orders from US President Donald Trump. Top General Soleimani was hailed as a hero in Iran. Supreme Leader Ayatollah Ali Khamenei once called him a “Living Martyr of the Revolution.” The death of him brought agony to the people of Iran and promised to have their revenge on those responsible for his death. The fire started to ignite between the two. Scattered around the globe, tensions are raging for many years now and there’s a reason to be worried. The odds of World War 3 happening seem forthcoming. People started to conclude and connect things from the Bible—that if

the tension between them will continue, it will be the sign that the world will come to an end. If World War III were to take place, initial speculations suggest a nuclear war, and the effects are devastating. Imagine, the nuclear bomb dropped in Hiroshima and Nagasaki killed about 80,000 people in Hiroshima alone. How much more in this technologically developed age? In a simulation done by Princeton University predicting a US-Russia exchange of nuclear warheads, 34 million would be killed within 5 hours. Scientists believe that death tolls would rise due to the ‘nuclear winter.’ The aftermath will cause forest fires and burning cities to produce smoke and soot that would block sunlight. This entails a decline in crop growth leading to ‘global famine’ that could kill billions. This chilling period is calculated to last up to 10 years.

When I was little, I dreamed of taking over the world. But that did not shed hope in me even just a crack. I live in the dark, survive without light. I knew I was fit to die— when a medicine called Feminism finished curing people, all other members of my family started to die out. I was bred in this very same place, I did not move, still little yet mature. But one day I found this kid, he was crying and throwing out all of his toy robots in the trash. He continued crying and sat down on the dirt. Say no more, he found me. I started taking over his body, and I can finally mutate to take over the world! STAGE I This boy feels like a good host. We are in some way connected -- I won’t find it hard to mutate. While he cried about his feelings of being in the wrong body, I cleared out his hesitations and convinced him that he is just who he is -- a man, someone strong, someone to carry the patriarchy. His parents did not notice me inflicting the child. They even degraded his immunity and put in his mind that his dad should not do the laundry or wash the dishes because his mom should. Even with his doubts making me weak, thoughts of him being abandoned by his parents weakens him more, making him more susceptible to my symptoms. STAGE II Throughout the years, his ability to shed tears weakened. His schoolmates and friends laughing at him made me stronger. I was successful at installing in his mind that he is contained in a body that will be the only

breadwinner in the future. Now that in this stage I have fairly enough erased his past, I will continue spreading that gender equality is a lie. Although feminism has fought for a great cause, this child and his co-generates will be blinded by the distortion of the same. Making men triumph is no longer my concern. Rather, topple down the truth and make equity more impossible. STAGE III My symptoms worked well and consumed the now teenage boy -- he’d be scared of seeing women stand in the train, would accuse in his mind that public breastfeeding is indecent, and would be disgusted by women wearing revealing outfits. He is both inflicted with machismo and gentleman mindset. Men are men, women are women, there’s still a class on top, and one at the bottom. STAGE IV I remain unnoticed, while being highly infectious throughout eons and tons of generations. I am alive for centuries, and no one seems to initiate a cure. Although antibodies like real feminists and sensitive men made it impossible for me to take over, I can still lurk over the shadows and blind both men and women. I make women violent, and infected men cannot complain. I make men “strong”, they don’t cry and they seem apologetic for showing signs of “weaknesses”. I still rule, equity is weak. That’s what I strongly believe. I named myself GR-69, or Gender Role-69 -- I make imbalances more stable, there’s a class on the top and one at the bottom of society, only two of which exist. The bible is my strength, defending my every principle. Equity is impossible. Everybody is asleep. I challenge the antibodies to fight me, to wake everyone up of my fantasy of taking over the world.

Kapansin-pansin ang gutom ng dalawang koponan sa unang set pa lamang. Ito ay matapos na maingat agad ng NCF ang lamang na mabilis namang sinagot ng UNC nang maidikit nito ang iskor sa 12-11 sa isang sulidong hampas. Out of 10 competing teams, the University of Nueva Caceres (UNC) Greyhounds Men’s Volleyball team ranked 5th in the third season of Bicol Universities and Colleges Athletic League (BUCAL) held from October 2019 to January 2020 in Naga City and Albay.

or years, E-sports have established its trademark in various sporting events and, recently, in foreign academe. Different universities across the world have opened their institutions for E-sports courses. Unfortunately, the Philippine educational system still has a damaged engine to be repaired that we cannot have a good race yet. Main educational issues, such as K-12 efficiency and graduates employability, shall be the top priority. Also, embracing and accepting this proposal will be in driving along endangered zone as we face today’s new set up. More so, this pandemic is giving us death threats, not to mention the unceasing teachinglearning process. Valid enough, the challenge to CHED and institutions of sustaining education and its effectiveness through blended learning has never been tougher. Although E-sports career may convert screen time into something educational, it cannot change the fact that this endeavour requires long term preparation and a thorough discussion. Efficient due process is necessary because the one with an incomplete gear on a battlefield is highly prone to fatality. Given the assurance that this would cater the interest of today’s generation, contemplating that we are to most likely hold a doubleedged sword is more interesting. For when it comes to E-sports, the possibility of video game addiction may cause young people to become out-of-focus. This may also confuse them between the boundary of education and entertainment.

In collaboration of Lyceum of the Philippines and Tier One Entertainment, E-sports gaming agency, a curriculum of four-year degree on Bachelor of Science in Electronic Sports (E-sports) will be offered this coming school year once approved by the Commission on Higher Education (CHED).

Furthermore, job mismatch has been a big issue in our country. Some underappreciated college degrees are frowned upon. There are graduates who are easily employed, what more for E-sports? This may not be an unacceptable career yet, in the Philippines at least. Filipino families want certain undergraduate programs that would grant their children higher chance of success in their chosen field in the future; not another ignored bachelor’s degree. With its uncertainties, providing stability for continuous practice in acquiring and enhancing professional skills are at risk. The success of both the curriculum and the students do not only lie upon finishing the course while balancing playtime and education. It is about meaningful learning experiences. One big time preparation is needed to guarantee success. As a result, every goal that E-sports has falls under how it was planned, if accepted gradually. However, it arguably poses an opportunity to look forward to when the Philippine education started to embrace technology, snot only for entertainment but as a field of proper studies. There is still a need to induce E-sports in game development curriculum to know if we are capable in spearheading the degree. Such move will also enable further studies and findings that will tell the country’s readiness and preparedness. Let the trials and errors from K-12’s instant implementation be a learned lesson and not another wasted experiment. It is good to be early, but it is better to be right. Nevertheless, giving birth to E-sports in higher academe at the wrong time costs a huge bet in a gamble that we cannot afford to lose.

ndividuals, whether a sports fanatic, enthusiast or not, were all rocked and astounded as the death of NBA legend, Kobe Bryant, hit the news. The basketball community mourned after hearing the unfortunate episode of one of the biggest names in the industry in a helicopter crash at Calabasas, California on Sunday, January 26, 2020. The world’s distress intensified when one of his children, Giana, was confirmed to be part of the other eight victims. LA Lakers point-guard first laid hold of his NBA scene after the Charlotte Hornets, an American professional basketball t e a m , selected him with the 13th overall pick of t h e 1996

NBA draft, and later traded to Lakers where he started to transform his name not just into a star player but a public icon. Kobe Bryant sealed his two-decade basketball journey and stepped his shoes out the court for retirement in 20152016 season with breaking records after claiming five NBA championships, two Olympic gold medals, and 17 NBA All-Star game appearances. His NBA All-Star game appearances helped him achieve the record for most wins of the NBA All-Star Game MVP with four awards in his entire journey. An exemplary icon bidding the world adieu and the sound of misery of those being left had served as the denouement of Kobe’s iconic story. However, the basketball community will forever carry the legacy as well as the sadness in not seeing the icon-tobe and the possible future pillar of women’s basketball in the persona of Gigi Bryant.
