USG Polls ‘16 to undergo manual voting BY KACY D. FARAON

C

onfirmed by the Student Election Commission (SEC), a manual voting process will be implemented during the University Student Government (USG) elections on March 2 upon which the student body will be selecting new set of officers for corresponding USG and College Board posts. On the day of the election, the UNC Sports Palace shall be divided into seven areas, for each department. “CS, CJE, and Nursing, despite having no representatives for their respective College Board posts, will still be having their own designated areas to vote for president and vice president,” Kirth Harvey Cordis, SEC Chairman, said. Cordis noted that not much will be changing on the voting process. Two computers will be placed on the threshold of the venue where voters are to register themselves for validation. Then, they are to be ushered on their respective areas. Each area is set up with 10 armchairs. A folder is placed on every chair containing a ballot sheet with the names of the official candidates running for their respective positions. Once the choice is made, an oval found before the name of the desired candidate shall be shaded. SEC states that the programmers from the College of Computer Studies of last year’s election program application were unable to update the program for this year, so they decided to use a manual voting process, albeit temporarily. Automated elections are expected to be utilized next year.

REVERTED NECROPOLITICS. Noreen Paige Sapalo, KATRIBU chairperson, shares her idea of choosing a leader using the reverted sense of necropolitics in campus politics scale. Sapalo adds that necropolitics is a thing of the past for national elections, but it should never be a thing of campus elections. Sapalo is one of the resource speakers during the AGORA: Voters’ Education Program on Effective Student Governance and Leadership, held on Feb. 18 at the UNC Sports Palace. AS, CED studes join in AYLC 2016 BY MARYVIL O. REBANCOS Out of the 158 finalists deliberately chosen from the top colleges and universities nationwide, Francis Paulo Panergayo and Christine Valencia of the University of Nueva Caceres (UNC) were two of the selected delegates, along with 79 others, to participate in the 18th Ayala Young Leader’s Congress (AYLC) held on Feb. 9-12. Serving as a concrete expression of Ayala Group of Company’s commitment to national development, AYLC aims to nurture a community and form a network of values-based and principled Filipino leaders committed to nation building capable of “Shaping Tomorrow’s Leaders”. The congress looks for outstanding student leaders with a track record of effective leadership who possesses a strong love for our country, a sincere desire to serve people, and passion to bring about change in society.

USG Secretary partakes in AYLC Acknowledged for his programs and involvements seeking for social change, Francisco Paolo Panergayo, executive secretary of the University Student Government (USG); vicepresident of the Social Arts Council (SAC); debater, adjudicator, and minister for external affairs of the UNC Debate Society; and a third year AB Political Science student, was one of the delegates in this year’s AYLC. Aside from his affiliations, Panergayo is also recognized due to his involvements and achievements focused on community extension services. As a leader, Panergayo believes in the principle of sustainable leadership. He wants to generate projects that will create a positive impact to the people and to encourage others to serve. “There will be times that not all of my projects will be sustained, but at least, I am creating more servant leaders. ‘yong tipong masasabi ko na there will always be Pau in their little

Implementing continuous programs and community extensionbased services balanced with her outstanding academic status, Valencia indeed upholds the qualities of a student leader. “As a leader, I’m not counting kung ano ‘yong mga nagawa ko na. o have a Christmas celebration primarily for the students, the University Student Government (USG) spearheaded a culminating activity dubbed as USG Paskuhan 2015 on Dec. 17 held in front of the UNC

E-Library. According to USG President Renan Joseph Ortua Jr., December activities were usually conducted for alumni, and teaching and non-teaching personnel, so, USG solely organized the Paskuhan for the students. Several events were held during

the Paskuhan, namely: Jingle Contest, Spoken Word Poetry, Parol Making, Departmental Christmas I.D and fun games that were participated by every department. Thus, the winners are as follows: 1st Place - College of Business and Accountancy (CBA), and 2nd Place

n pursuit of equipping participants with the basics of good campus governance, the University Student Government (USG) hosted the UNCean Leaders Congress on November 28 and 29, 2015 at Room AMS 114 and the Student’s Pavilion. The two-day training-seminar was joined by the officers of different College Boards, Academic and NonAcademic Organizations, Fraternities, and Sororities. According to the organizers, they had difficulties in securing the confirmation of their invited participants. “Though we were lacking in terms of quantity of participants, I believe the objectives of the congress was achieved since student leaders who were present received useful knowledge and insights in addition to their newly built friendship with each other,” said Renan Joseph Ortua, Jr., USG president. “We saw the need to host the

UNCean Leader’s Congress as an alternative to Movers which did not have an installment this year. There are also a lot of young and rookie leaders in the university, and they need to be trained with the basics of leadership,” Ortua added. The event featured lectures regarding the following topics: The Institutionalized Community Extension Service (ICES) and how it can aid student organizations; Campus Leadership; and Parliamentary Procedures. Invited resource speakers include Marissa F. Trinidad, ICES director, and Buddy De Lima, former Camarines Norte State College (CNSC) professor. Moreover, a team-building activity was facilitated during the second day of the congress. With their performance during the congress as basis, ten participants were also hailed as the “Ten Outstanding UNCean Leaders.” However, the USG failed to release a

complete list of the awardees’ names and the actual criteria used for the selection. According to Francis Orasa, USG vice-president, their only list was given to the event’s emcee. In addition, the award did not take into consideration participants’ leadership contributions outside of the congress. No official and qualified screening committee was formed to review relevant credentials. Furthermore, Dr. Armin Fullante, Assistant Vice President for Student Affairs and Services, said that she appreciated the initiative of the USG considering that Movers, previously an annually hosted leadership congress of the Office of the Director of Student Affairs and the Federation of Student Organizations, Fraternities, and Sororities, had no installment this year. Fullante also plans to revive the said leadership congress at the beginning of the next academic year.

Even though, dae mi na-achieve si expected ming bilang ning participants. [At least], na-achieve mi man si pinaka-goal mi ta si mga nag-attend na participants [are] very participative. Kumbaga, regalo naman ito samo, ta dae man ‘tig-langaw’ si event mi,” (Our main goal was, in a sense, to give joy to the students. Even though we did not achieve our expected number of participants, [at least], we achieved our main goal that the participants who attended were very participative. That was, somehow, a gift to us that our event had thrived),” he further stated.

Last year’s USG elections were one of the most colorful elections that UNC had ever witnessed. There was drama, a failure in election and a fuss as to who were the real winners. But after everything was resolved, we moved on and faced the real deal, their real purpose of running for a position – to serve the students. What happened during this year’s term of office in USG? What were the accomplishments and the developments? Let’s find out all of that and more in this HotSeat with the USG 2015-2016 president, Bitoy Ortua. What are your primary roles as USG president?

What difficulties have you faced, so far, as USG president and how did you overcome them?

Sa difficulties, siguro, sobra, sobra-sobrang, I mean, difficulties ang na-experience ko throughout the term. Kasi, noong in-announce na nanalo na ‘ko, there was this issue, this commotion na ganito-ganito, alam naman ninyo yan. Then, summer, nabigyan ako ng chance na maging City Youth Official [member]. so kumbaga, nahati ‘yong oras ko na dapat ginagawa ko ‘yong mga dapat ko na ring gawin noong summer, pero nagagawa ko pa rin. Then, noong pumasok ‘yong 1st sem, ‘yon ‘yong medyo ano, kasi hindi pa masyadong buo ‘yong mga kasama ko sa USG. Kung baga, kami pa lang ni Kiko, kakakaunti pa lang na pagpaplano. Pero, naasikaso rin namin, naplantsa rin namin. Pero, nagkagulo pa rin noong nag-change ng admin, kasi ‘yong mga request namin na kailangan namin na i-relay sa admin, naputol, kasi, there was this transition. So, before namin nakausap ang bagong admin, Ayala, sina Sir Alfred, may transition period muna na dinaanan. So, ‘yong mga concerns namin, ‘yong mga concern ng estudyante, naisabi namin, probably, November, December na. Ngayon, we’re doing fine naman. Are you satisfied with your performance as the USG president?

Kung ako ang tatanungin, hindi pa umaabot sa level of satisfaction na gusto ko, kasi doon nga [sa] mga problem o hurdles during the term.

What makes this year’s USG distinct from among previous USG administrations?

‘Yong mga usual na activities natin na ginagagawa-OrSem, Mr. & Ms. Palaro, Christmas Activities- medyo nilagyan namin ng bagong twist. Kung baga, triny namin na maging innovative. And, syempre, nagpapasalamat ako sa team ko, dahil sila rin naman ‘yong tumutulong na mangyari ‘yong activity na ganon. How was the experience of working with the vice-president who came from another party?

Si Kiko, okay siya, kasi, may skills siya na wala rin ako. Kung baga, nakakatulong ‘yon nang grabe, kasi, kumbaga, ‘yong skills ko at ‘yong skills niya pinaghahalo namin and maganda ‘yong result. Kasi, ‘yong brains niya and ‘yong galaw ko, kung baga, parang mind and body ang dating. Where was the “Prinsipyo, Puso at matuwid na Pagkatao”?

‘Yong “Prinsipyo, Puso at matuwid na Pagkatao”, kung baga, nakikita naman sa galaw at ginagawa namin. Kasi, kahit na maraming nangyayari, ‘yong prinsipyo na gusto naming ibigay, ‘yong para sa estudyante, ginagawa pa rin namin kahit nahihirapan din kami. And, ‘yong puso, syempre, tina-try naming i-reach-out ‘yong mga students, ‘yong mga orgs, ‘yong mga college boards, ‘yong admin sa mga bagay-bagay. And, ‘yong matuwid na pagkatao, makikita mo naman ‘yan, kasi kahit medyo busy ‘yong mga tao, busy rin ako, pero, nagagawan pa rin namin na ipakita na. Kung baga, okay pa rin kami, in terms of leading. Where was the centralized government?

We tried to get the attention of all the departments, all the orgs, but,

Rate your performance, 1 is the lowest and 10 is the highest, as the USG president. Justify.

Honestly, I would rate myself around 6-7. Nandiyan lang sa bracket na ‘yan, sa numbers na ‘yan. Because, what we want[ed] to do is hindi namin lahat nagawa, and it’s because of the problems namin na na-encounter. Kung baga, ‘yon din ‘yong nakapa-delay ng mga gusto namin and working with a group na mahirap rin na ‘yon nga, sabi ko, ‘yong mga centralized overnment, mahirap i-reach. So, hindi ko talaga ‘yon totally na-reach ‘yong gusto ko, pero konti lang ‘yong lumabas do’n sa mga iniisip ko, sa mga naplano ko. Kaya that’s why mga 6-7, around that. Were you able to protect the students’ rights and welfare?

In some way, I was able to protect naman ‘yong welfare nila, ‘yong rights nila. Kasi, no’ng una, before magtransition, nahirapan kami mag-reach out talaga sa admin. And, kung baga, ‘yong new admin, sila ‘yong naging avenue namin na mai-ano namin ‘yong mga gusto ng estudyante-ano ‘yong kailangan, ‘yong gusto ng estudyante. And, they’re trying to work it out little by little, kung baga, through us, naisabi namin. Kasi, for the past years, kahit noon pang ki Ma’am Dolly, nahihirapan ang mga students. Kahit very approachable si Ma’am Dolly, syempre may pino-protect din sila na mga rules sa loob ng school, but now it’s a good

thing na pakonti-konti na nasasagutan na ‘yong pagkukulang. What are the loopholes of the USG 2015-16 that should be addressed by the incoming USG officers of 2016-2017?

‘Yong mga issues-issues per department, kasi may mga times na hindi namin alam kung bakit sila ganito, bakit ‘di sila nagri-respond, bakit ‘di sila nagri-reach-out, kasi may problem pa rin sila within the department, either it’s a big matter or a small matter. Kung baga, do’n kami nahihirapan, ‘yon ang pinaka- loophole, kasi hindi namin magagawa ang lahat ng activites namin kung wala sila, kung wala ang tulong nila. So, when we’re trying to reach out to them, some of them respond[ed], some of them did not. ‘Yon ‘yong pinakanakikita ko na loophole. What were the platforms that you were able to realize?

In such a way, wala talaga kaming totally na platform na talagang sinabi ko no’ng nag-speech ako, but, we’re planning to have nga ‘yong centralized government. Kung baga, halfway, nameet lang, pero, not really, and we still have enough time to do the other things na kailangan din naming gawin or nasabi sa estudyante. So, we still have time to do it. So, I’m not saying na ‘di ko lahat nagawa. We still have time for the other things that we’re planning. Were there times you that had to stand against the school admin? As of now, wala pa namang issue or concern regarding dyan, but, regarding other matters, like tuition fees, o kung ano pa ‘yong matters regarding sa school, siguro, that will be a time or an avenue for me to stand up for the students. Kasi, I know naman na hindi lahat ng nandito is ‘yon ‘yong iniexpect natin. We’re just normal persons here and, kung baga, privilege sa mga estudyante na nag-aaral dito, kasi very pang-masa ‘yong school, and sana hindi dumating sa time na ma-ano ‘yong mga estudyante na admin ang nasusunod. So, as of now, wala pa naman, but I’m waiting for something.

Suriin ang kasalukuyang nanunungkulang USG. Ang kasalukuyang USG natin ngayon ay nandyan, pero, hindi masyadong naramdaman. I was able to work with them. They were good, but, throughout the year, they were never [able] to carry out their plans, kaya hindi masyadong dama ‘yong presence nila.

Well, first off, I’m from University Student Government. I’m the executive secretary. And, I think, one of the problems na nag-e-exist sa USG now is as to how they maximize their executive cabinet members. I do believe kasi na as the USG president, one of your primary roles is to unleash the leadership skills of every individual who is actually part of the University Student Government. You have to make out [the beat] of the student leadership.

Ano ang iyong saloobin sa maaaring pagtaas ng matrikula at ibang mga bayarin sa susunod na taon? Personally, ako ay against sa pagtaas ng tuition fee, because UNC is known for affordable education yet it is [of] quality. Pero, kung magkakaroon man ng tuition fee increase, it should be gradual, hindi biglaan. Kailangang magkaroon ng consultation between the student, the parents and the admin, of course kasi, kailangang magkaroon ng proseso sa kung ano man ang change na magkakaroon sa school natin.

I would be very hypocrite if I will say [that] it’s okay na mag-increase ‘yong matriculation or ‘yong miscellaneous and the tuition fee. However, I think, it’s for the betterment of the UNC itself, lalo na kung magtaas ng tuition. It’s for the betterment naman sa mga teachers. Pero, for as long as merong consultation na mangyayari, ‘yong legitimate consultation, it is open for everyone, for the entire university, I think, it’s okay naman na mag-increase ‘yong both the tuition fee and the miscellaneous.

Paano mo mapangangalagaan ang karapatan ng mga kasapi ng LGBT sa UNC? Marami akong kaibigan na nasa LGBT [community], and I find them so fun to be with and I believe na kailangan nila ng inclusion in terms of the activities and sa lahat ng programs, ‘yong hindi sila madi-discriminate. So, personally I wanted to work with them, because most of them has this idea, brilliance. Kasi, ‘di ba, those who belong to them [ay] sila talaga ‘yong may artistry, so, we need them.

And we would want to include the LGBT rights specifically sa Magna Carta for Student Rights. Kasi, para mas ma-define, para mas maging legitimate kung ano ba ‘yong mga karapatan ng LGBT sa UNC, for example.

Naniniwala ka bang dapat magkaroon ng presensya ang mga Amerikanong militar sa Pilipinas? Ang presensya ng mga militar na Amerikano ay may dalawang bagay para sa akin. Una, ang advantage nito ay nakatutulong ito sa pangangalaga ng seguridad ng bansa. Pangalawa ‘yong panget na bagay ng presensya nila ay ‘yong pang-aabuso na hindi natin pwedeng isantabi na lamang. So, we are not [in] the middle of deciding, pero, for this time, napakaganda ng presence nila.

This is most probably benefits versus negative effects of EDCA or the US influence here in the Philippines, right? But, I think, that to a certain extent, okay lang naman na may influence ‘yong US. Why? Suriin ang unang taong pamamahala ng Ayala Education. Sa aking personal na opinyon, nasa proseso pa lamang ang Ayala Education na needs assessment at pagsusukat kung ano ang maaaring gawin sa UNC. Maaring hindi pa natin ito nakikita, pero, naniniwala ako na sa mga sususnod na araw, magkakaroon tayo ng physical improvement. As of now, talagang needs assessment pa tayo.

For the past few days, galing akong AYLC Congress, and I would like to quote coming from the AYLC theme song, “We’re called to lead the youth and we’re called to serve the youth.” Meaning, sa plataporma namin, mas maipag-iigting namin ‘yong serbisyo na kailangan ng bawat estudyante. Lahat ng karapatan, lahat ng dapat naming gawin para sa estudyante ay gagawin namin para sa kanila.

Samakatuwid, kabilang dito ang pagbabantay sa sapat na bahagdan sa pagtaas ng dagdagbayarin at matrikula, pagdaan sa tamang konsultasyon sa stakeholders ng paaralan at pagpapasa ng mga panukalang

programa at resolusyon na tutugon sa pangangailangan at hindi lamang sa kagustuhan ng karamihan. Ang karapatan ng mga estudyante sa malayang pagpapahayag, pag-oorganisa ng mga asosasyon, pagkamit ng impormasyon, paglahok sa paggawa ng mga patakaran at pagkakapantay-pantay (talumpati ni Abila, Marc Lino ng CEGP; 2016) ay ilan lamang sa mga dapat bantayan ng USG sa loob ng kampus, kaisa ang ilan pang organisasyon na nagsusulong ng civic-oriented causes. Bagama’t maraming salik sa pagpapasa ng mga proyekto ang dapat na isaalang-alang ng USG, katulad ng pondo at pakikilahok ng mga estudyante sa mga programa, hindi dapat panghinaan ng loob ang isang student government sa pagtataguyod ng pro-student advocacies, dahil, sa huli, hindi lamang mga isyu sa loob ng paaralan ang nakakaapekto sa

pag-unlad ng mga kabataan. Ayon sa Artikulo III, Mga Patakaran ng Estado, Seksyon 13, sa ilalim ng Saligang Batas ng Pilipinas, ‘kinikilala ng Estado ang napakahalagang tungkulin ng kabataan sa pagbuo ng bansa at dapat magtaguyod at mangalaga ng kanilang kagalingang pisikal, moral, espiritwal, intelektwal, at sosyal. Dapat nitong ikintal sa kabataan ang pagkamakabayan, nasyonalismo at pasiglahin ang paglahok nila sa mga gawaing pambayan at sibiko.’ Samakatuwid, ang tahasang pagpapahayag ng pagmamahal sa bayan sa pamamagitan ng walang takot na pamumuno para sa isang prostudent USG ay makatwiran dahil ito ay konstitusyonal, sabihin pang ang sinusunod natin ay ang Saligang Batas na mayroon mismo ang USG, hindi tuwirang natatapos ang problema nating mga estudyante sa oras na lumabas tayo sa pamantasan. he real scores then, the burden of living up to this rhetoric happening around does not apply exclusively to Spiderman alone but also to our leaders today, in real life. They have the power to direct and therefore they should possess good leadership skill in order to lead the people and the community into holistic and sustainable development. A failed leadership might result to distrust then later apathy and disrespect from the populace. Given that a failed leadership will cost a lot, honesty and integrity must be protected at all times. Leadership skill, as they say, is not something that we can have out of nowhere. It is a skill that we can develop through time and experiences. Our childhood experience is an important factor in molding our personality as a person. So, training starts the moment we are able to count from numbers one to ten and recite the ABC. And the training for becoming a good leader is not mutually exclusive at home. School also

gives us the tools that we need in order to craft our leadership skill as well as ones we merge the community. School is a good mirror to reflect on; the hierarchy that exists on its boundaries such as existence of policies and regulations, organizations, student government and school officials are things to reckon with. Our performance in school determines how much we already evolved in terms of leadership.Working in a certain organization and being a good listener “with a heart” to your co-members are good starts, the same way as how people do their job in the outside world. Therefore, school molds us to become a student leader on our own as people who will continue the legacy of our parents in the future. As we can say, selfdevelopment starts with school participation. You can never be a student leader in the first place without taking the first step. Participation depends on you, how you can be an active member of the

Leader inside out student government or a club and organization, exercise your suffrage during school elections, initiate and join campaigns. So long as you get yourself involved with school activities and social issues, all these things become part of your experiences and contribute to your leadership as a student. On the other hand, student participation hits two birds in one stone. Participation is important especially when we talk about matters which concern the majority like school elections and consultations. Imagine if most students are going to ditch the upcoming University elections, what future is waiting for UNCeans? I know you will not be surprised if I say “failure of elections” will likely happen. Then, the student government will probably cease to exist because majority is no longer interested to cast names on the ballot as a form of consent for their governance. And we’ll say goodbye to projects and activities that promote the welfare and happiness of UNCeans because

we are no longer interested in participation. Like the student government, organizations will likely die because few people only want to be part of them. We will silence our voices and we can’t assert our rights as students in crucial consultations. So, we say that our participation as a student is something that we should not just ignore because it hurts progress as well as students’ welfare. Making the scenario real, Naga City would have never been progressive as today if Nagueños didn’t walk the talk and turn their backs to Robredo on his advocacy about good governance through “tsinelas leadership”. Disengagement from student organizations become extremely dangerous and erodes the balance of interests among various groups. Can everyone be a student leader? Yes of course. Learning is a continuous process. As what people say, if there’s a will then there’s a way. The drive to become a student leader all starts from within ourselves.
