The Bottomline A well-established bridge requires a very sturdy and stable footings and columns in order to remain durable. This is also true to Student Government which requires a very strong foundation among its officials for them to serve effectively for the student body. Thus, failure to do so, also means, failure of fulfilling its purpose.

I

n the last year’s turn-out of events, Young Leaders at Work (YLAW) dominated the University Student Government (USG) elections, therefore, claiming the majority of the positions on both USG and College Boards. With this regard, unifying and making their platforms of government work could be easily executed for they all shared the same goal – providing a more-than-justpwede-na service to the UNCeans. The real challenge is not selling the promise of a rebranded USG to the voting populace, but, turning such promise into reality For this year, USG showed off a very strategic use of their social media account starting on the first month of their term. Information dissemination, an aspect where previous administrations usually failed, was given priority. This was further intensified by Byaheng USG a series of information caravan that discusses their programs for the first semester. The executive branch also spearheaded (as expected annually from USG) the orientation seminar, “Tuklas.” Through the Student Congress, the student body also witnessed USG taking a more active stance on political issues. Amidst the issue on late dictator Ferdinand Marcos’ burial in the Libingan ng mga Bayani, they initiated series of socio-political campaigns which aimed to develop socially aware and vigilant UNCeans. However, such compliments can’t be rendered to activities like USbonG and Mr. & Ms. Palaro which fell short on their promised standard. USbonG, an activity that aims to form network of UNCean leaders, failed to secure the attendance of its participants that resulted to “more than just pwede na” expenses for just a two day seminar and workshop. On the other hand, USG could be given points for the effort of attempting to produce a “more than just pwede na” Mr. and Ms. Palaro which adapted the vibes of the Mr. and Ms. University pageant. However, the five hour draggy program filled with incomprehensible Old English spiels from the hosts failed to

connect and efficiently entertain the students. Aside from the execution of year-round activities, USG also fell short on adhering with its other inherent responsibilities. The promised Student Tribunal (ST) and Student Audit Commission (StAC) never fully materialized even though there were resolutions passed by Student Congress. In a unitary form of student government like ours, these two can potentially serve as the foundation of a transparent, accountable, and genuine USG. The ST which would have judicial power would eventually serve as an avenue for settling students’ disputes and grievances. Meanwhile, StAC that would have served as our watchful eye regarding the proper use of funds we all paid for. Merely implementing short term activities is not enough to deliver a “more than just pwede

na” brand of service. The formation of a well-established and united USG which does not leave half-baked responsibilities behind will do. To be fair, it isn’t just the USG’s sole burden to redefine leadership and service. We, their constituents, must be committed to help elected officials the moment we cast our votes. Never let the culture of apathy be the theme of your college experience. It is not enough that you choose wisely during election, you must also work wisely and make use of your time to help, cooperate and participate. The success of your USG is directly proportional to your participation. As for aspiring USG officers, make sure you use your power to develop the spirit of unity and cooperation among the students as well as yourselves. Never use

the power to overthrow this year’s administration like how Traditional Politicians (TRAPOs) usually do. Aspire for something better not because you need to (for credentials and leadership awards) but because the student body deserves it. Be aware of your duty, your laws, and everything that will guide you to be better leaders. Acknowledge every previous administration as reference point on where, when and how to be “more than just pwede na” not as you’re against them but as a part of them. A well-established USG requires a very functional and cohesive officials in order to be effective. This is also true to usual bridge that requires a very strong foundation on its footings and columns so it would be operational. Thus, a very weak footing and column is a very weak foundation and that’s the bottomline.

USG Polls ‘17 back to automated BY RUBY JANE L. BANDOLA

Through seeking the assistance of Computer Studies faculty member, Dex Nobleza, for the development of a new computer program, the Student Election Commission (SEC) gears towards a faster and smoother electoral process for the University Student Government (USG) Elections 2017. The shift SEC Vice Chairman and Arts and Sciences Commissioner, Gladwill Artiaga, said in an interview with “The DEMOCRAT” that in addition to lessening the hassle for both SEC and the voting populace, the automation is expected to resolve issues raised on last year’s elections regarding the speed of counting votes and proclamation of winners. Due to concerns with the compatibility of the old electoral program with the University’s newly procured computers, USG Elections 2016 adapted a manual voting process where the reading of ballots by SEC, party representatives, and “The DEMOCRAT” took until approximately 3:00AM. The development of the program costed SEC Php 2,500.00. As of the date of the interview (February 14), Artiaga said that they have, yet, to see and explore the program, but they were assured by Nobleza that it will be completed and be subject for testing before election day, March 2. He added that they still lacked some candidates’ pictures and other data which are essential for the program’s completion. SEC is expected to summon representatives from each party for a dry run that will simulate possible scenarios and problems that may arise. SEC’s pre-election day operations USG Elections 2017 kicked off with the Political Summit on January 25 which was followed by the

THE MAKING OF A LEADER. To enlighten students on how they can maximize their votes, The Democrat in cooperation with SEC, SCon, FSOFS, UAPSA and JPIA initiated a voter’s education program on effective student governance and leadership entitled AGORA on Feb. 10, 2017 at the UNC Sports Palace. Filing of Certificates of Candidacy from January 26 to 30. SEC received 49 applications from aspiring Constitutional Convention (concon) delegates, 41 for College Board posts, and five for USG posts. Concon delegates will be tasked this summer to revise and propose new provisions for the USG constitution. When asked about the filing of candidacy of an independent candidate, Artiaga said that such move delights him since it will challenge existing parties to step up and strengthen their founding principles.

Artiaga narrated that among the difficulties SEC encountered so far is the resolution of petitions and grievances, including matters on parties’ late submission of campaign paraphernalias and motion to disqualify a candidate on the ground of an insufficient number of remaining subject units. “Fellow UNCeans, please exercise your right to vote on March 2 because we no longer want to have a failure of elections. That will cause much trouble,” Artiaga expressed as SEC’s message to the student body.

EA stude qualifies in 19th AYLC BY CATHERINE C. BUENA

Able to ace three phases of intensive screening, Jalen Ferniz of the College of Engineering and Architecture was selected as one of the 80 delegates of the 19th Ayala Young Leaders Congress (AYLC) held last February 7-10 at the Lima Park Hotel, Malvar, Batangas.

COME BACK IS REAL. After 17 years, the flag of the College of Engineering and Architecture (EA) is once again waved in the Ayala Young Leaders Congress (AYLC) after Jalen Ferniz, Bachelor of Science in Mechanical Engineering, aced this year’s screening process. The last EA student to set foot on AYLC is Engr. Mark Anhony Muroda, an alumnus of AYLC Batch 2000. (Larawan mula sa Ayala Young Leaders Congress at mga salita ni Johnell B. Cabusas)

AYLC is a youth leadership development program launched in 1998 by the Ayala group of companies which aims to transform its delegates into active nation builders. “One must be a recognized active and effective student leader; a model of integrity, discipline and excellence; aware of and involved in national, community and school issues; and most importantly, has the sincere desire to serve and a passion

to bring about positive change in the society,” Ferniz said when asked what are the needed qualities one student must possess for him or her to become an AYLC delegate. Holding the position of the Vice President of Internal Affairs in the Philippine Society of Mechanical Engineers and also a former Secretary to the Mayor in Naga City Youth Officials, Ferniz’ credentials in social involvement are among her assets that helped her outshine other applicants from all over the country. According to Ferniz, Don Jaime Zobel de Ayala, one of her interviewers, saw her desire for change and her passion to serve the nation. “For those students who want to join the AYLC, maging magiting at gawin ang nararapat para sa lipunan at para sa bayan. Also, this may sound so cliché pero, always be true to yourself kasi yan talaga ang secret para makapasok sa AYLC,” she added.

T A E S T O H A BY NOLI G. AM

CHARLENE B. PEÑA USG SPEAKER OF THE HOUSE Who is Charlene Peña as speaker of the house? Ako as Speaker of the House, I’ve always maintained objectivity in every decision na the Student Congress makes, the main role of the Speaker of the House is to preside over the House of Representatives - to recognize each of the representatives’ ideas and sights regarding a discussion na ginagawa namin every session. I’m also the kind of a speaker [of the house] who stands firmly whatever decision the Student Congress makes. What are the resolutions that you were able to pass? Day on the month of November. Second and third major resolution is ‘yong organization ng StAC and Student Tribunal which we think kasi shouldn’t become in operative kase may specific function and stak and Student Tribunal more importantly ang Student Tribunal kasi it is the judicial branch ng USG and yung fourth is ‘yong ConCon calling for the organization of the Constitutional Convention which will amend and revise the USG constitution. From 1-10, rate the performance of the incumbent student congress. (1=lowest, 10=highest). I would rate the current student congress a humble 7, dahil para sakin mas naging involved talaga ‘yong student congress, actually isa talaga sya sa main objectives namin, if not totally involved, the start of being involved kang Student Congress, and masasabi kong seven dahil dakol kaming napasang resolution na I think is beneficial talaga sa mga estudyante. What are the successes and struggles of the incumbent Student Congress? In terms sa successes, ang masasabi kong ang success ng Student Congress is yung lahat ng resolutions na pinasa and ang objective ng Student

Congress ngayon is to pass as much as possible mas dakol na resolutions mainly for the students’ welfare. Another success would be yung pagiging more involved ng Student Congress sa student body, sa USG. In terms naman sa mga struggle, hindi na maalis dun ‘yong struggle if ever maiimplement, kung papano maiimplement or kung successful yung pag implement ng mga resolution namin. Kasi even though it’s not anymore our function kasi function na siya ng executive department syempre we are making the resolution para magibo siya. Why did you initiate the movement against the burial of Ex-President Marcos in the LNMB? I initiated the black Friday protest mainly because of the reason na habo kong magkaigwa ning historical revisionism. Second is for student awareness, for them to get involved. Third naman is to give the students who has same stand as we are to be able to speak up, to make a stand regarding the issue kasi it’s very obvious naman kung ano yung ginawa ng mga Marcos sa mga Pilipino and dapat hindi magkaroon ng transistion from bad to good dahil lang sa historical revisionism. What will be the legacy of the incumbent Student Congress? One of the legacies I think ng Student Congress ngayon first is ‘yong pagbibigay ng idea sa mga (kung hindi man lahat yung mga students na nagging involved including na din yung leaders na naiinvolved sa USG) kung ano ang role ng student congress as a legislative branch. I think mas nakita yun ng mga estudyante kung hindi man lahat. Second would be ‘yong pagiging parang impression na we are an independent branch sa USG. Another is yung sa Constitutional Convention dahil after calling for the constitutional convention, may bago nang magiging revised and amended constitution and hopefully mas maray na constitution for the welfare kang students.

How are the College Boards so far? Ang mga college boards para sakuya, they did very well and sigurado man ako na iniyong mga governors kang mga kada department, tried their very best man to serve their department. Ang nahihiling ko ngunyan na sobrang magayunun talaga ang department is ang Educ, dakulon ngani sindang activities and headed pa sinda ni Cristia and sa CBA man na department ko, mayo kami ngunyan nahihiling na conflict like the past few years. How is the University Student Government Executive Department so far? During the start kang summer, may mga committee na talaga si Kuya Josh and itong mga taong nilaag nya sa committing ito masasabi kong very talented and skillfull man which the executive branch should be proud of, and iniyung mga estudyanteng ini is parte man lang kang student body the nagvolunteer lang na mayong hinahagad na ibang kapalit para lang mashowcase ang skills ninda, ang talent ninda syempre experience man ta ayos man talaga pag naghiheld ka ning mga activity, nagiging involved ka sa eskwelahan. Very talented and skillfull ang students na yaon na surely ako ngani naaappreciate ko and surely itong ibang student man maappreciate ang volunteerism ninda. Dae man mawawara ang conflict in terms sa ideas, sa pagdesisyon, sa paniniwala. Dae man mawawara itong garo difficulty to communicate and mag intindi, to the best man gayod kang kada saro sainda, ginibo man ninda ang kaya na gibuhun maski may pressure. Is the entirety of the USG “More than just Pwede na”? Its better siguro na I itemize ko ang answer ko, kung sa kakayahan,”more than just pwede na”, pero siguro sa pag execute mainly kang USG, partly yes partly no ako kase para sakuya, we could have done so much better siguro as a whole and kung nagkasararo talaga

kami more importantly in the USG post kung nagkasararo talaga sinda. Were you able to uphold the students’ rights and welfare? Para sakuya iyo, dahil saro na ‘tong sa Black Friday protest mi, nagkaigwa sindang chance para sabihon kung anong gusto nindang sabihon, panduwa is itong sa constitutional convention sa pagrevise and pag amend para mas maging maray itong constitution na mismong framework kang USG, ito ang magiging basehan and mainly para sya maging maray itong welfare kang students kaya sya pigpapakaray talaga. Were there times that you have to stand for the students against the school admin? During kang term mi, mayo man akong naging problema sa admin, lalong-lalo na ngunyan na ang admin is very supportive sa USG. Ta once man na nahiling kang admin na maray ang objective kang mga activity mo, dae ka man ninda pighohold back, kaya maray talaga ngunyan ang admin for the USG. What advice can you give for the next Speaker of the House? Ang masasabi ko lang sa next Speaker of the House is to maintain objective nya pati ang Student Congress as a whole saka pangalawa is to stick kung ano man ang role nya which is to preside over the house kasi the representatives are the once talaga na nagriraise ng motion and dinidiscuss lang nila yun sa session, siguro to stick kung ano lang ang function niya at kung ano yung boundaries niya, pangatlo and last advice would be to maintain ang maray na reputasyon kang Student Congress lalo na na we are starting ngunyan na mas mapansin sya. If not dae nya ma maintain, mas maging maray kaysa sa administration mi ngunyan. Watch the full Hot Seat video on The DEMOCRAT’s Facebook page!

They are specialized in that cabinet so they will were able to work with their cabinet thoroughly.

It’s just that they have to follow the standard na ang babae ay kailangan magsuot ng pambabae at ang lalaki ay magsuot ng panlalaki.

Hindi po ako sang-ayon na ibalik ang death penalty sa Pilipinas because there are lots of innocent people na which are wrongly accused and killed and we cannot conclude na mababawasan ang rate ng kriminalidad sa Pilipinas through death penalty.

Bakit “YLAW Viaje: A Journey Beyond”? YLAW Viaje: A Journey Beyond because this is a further continuation of what have been started by YLAW beyond last year and yung maganda nilang nagawa. We will adopt those positives na nagawa nila and kung may kulang, dadagdagan po natin ‘yan ngayong taon.

Mahalaga na makialam tayo sa national issues because we are the future generation and we are the future leader of this country.

Siguro, kung ihahambing ko ang sarili ko sa isang cellphone app, I will choose ShareIt because it’s a matter of give and take – kung ano ang binigay nila, susuklian ko yun.

Kasi naniniwala ako na kapag tayo ay merong faith, ito ang magga-guide satin sa day to day decision making kung saan ako’y naniniwal na with the interference with our God, lahat ng ating mga decision will be in place and yun lang.

So, I can say that there is a big difference between me and my opponents and one of which is they are popular and good speaking. Well, me, I’m just a simple yet ambitious girl who tried to compete with them. But, above all differences, I can say that my leadership experience is quite extensive compared to them. Why? Because in Education, we are trained not just to be a good teacher but also to be a good leader. And we are highly capable to be good leaders in the community. And also, in education we believe that it is necessary for us to know lots of things in life because education is the only profession that teaches all other profession.

Ito ay kanilang karapatan na malaman kung saan magkakaroon tayo ng tatlong representative from the College of Business and Accountancy, sila yong mag-au-audit at magsusuri kung ang bawat organisasyon ba, academic o non-academic man yan, USG man yan, SCon man yan, Student Tribunal man yan, kung sila ba ay tapat sa kanilang mga tungkulin especially when it comes to finances. Thank you.

Bakit pinili mong maging independent candidate?

At marunong siyang mag-counsel, actually he is also a good counselor. Pero, leadership skills, I think, para siyang magic sarap, all in one, completos recados. Yan ang pinakamagandang katangian ni Juvin Durante.

Pagka-file ng aking certificate of candidacy, isa talaga yan ang pinakaunang tanong na aking nakuha, bakit ka ba tumakbo bilang independent when in fact you can piggy back under the banner of YLAW or BUGKOS. Unang-una I believe that those political parties are just not-so-political parties in the sense that they are all existing during election period and they were no nowhere to be found when the student needed them the most. And one more thing is that, I think it’s conventional for me to run as independent. I can campaign when I only have my free time, I have only despite my limited resources. But this is the most comfortable thing about being independent because I can actually work with myself, hindi sa pagiging mapaghati ngunit sa tingin ko makapagtratrabaho ako na may malawak na kapit sa mga mag-aaral.

First and foremost, I will give emphasis to the universal services which includes student involvement and also the information dissemination. If I were to be the next vice president, I would like to put some radio announcements station so that in the dissemination of information, it is easy for the officials to disseminate the information so that the students will be informed. Second is the student empowerment which includes the involvement of students in every activity because I believe that we learn through our experience and our experience is our best teacher. Third is for good governance because I believe that good governance is one of the most important ingredients to be a good leader.

Ano ang pinakamagandang katangian ng iyong katambal? I first met Ate Liezel Amoroso in the Leads Camp and we are teammates and I observed that she’s very tough. She’s just like Ate Cisa. I can compare her to Ate Cisa’s behaviour and she’s very kind-hearted and I believe na dawa dae siya title holder dae siya qualification para masabing mayo siyang kapasidad na magtaong quality service. I believe na igwa talaga siyang natatanging capacity and I also believe in her because she’s my ate.

I can compare myself to sinuman. Kasi sino man ako para mag-run bilang vice president, sino man ako para makipagcompete sa mga mas popular, mas intelligent na tao, sino man ako? I’m just an education student and I’m Joan Redota and I firmly believe that I am confidently competent with a mind. Though I’m not good at speaking, I can be a good leader because I believe that no matter how good speaker you are, if you don’t walk the talk, it’s useless. Just like sinuman, sino man ako para iboto niyo?

Bawat isa man ay totoong may opinyon, may punto subalit nawa’y mas maging bukas-isip at palad tayo.
