UNC celebrates Founder’s Day, kicks off year-long 70th Foundation Anniv Celeb BY PRECIOUS KACY D. FARAON

The activity had been participated in by elementary, JHS, Senior High School, college students, and non-teaching personnel. Lastly, a Mass Oath-Taking Ceremony was conducted at the Covered Courts where officers of the University Student Government (USG) and other organizations had been inducted. The day was capped off with a feast prepared by each organizations.

Proudly wearing red, UNCean students, faculty members, employees, and administrators took part in the Founder’s Day in commemoration of the birth and death anniversary of UNC’s founding father, Dr. Jaime Hernandez, Sr., on the 11th of July as well as in officially launching the year-long 70th Foundation Anniversary Celebration. #LoloBrownAt125 The whole day celebration was composed of activities including Alay-Lakad along the principal streets of Naga, followed by a zumba session in the campus grounds and flag raising ceremony with President Alfredo I. Ayala and Vice President for Administration and Finance (VPAF) Eleanor S. Salumbre. After the Thanksgiving Mass was the offering of wreath, followed by the official launch of the 70th foundation anniversary at the UNC Sports Palace. The program for the launching kicked off with the introduction of the new core values of the University through festival dance presentations participated in by all the departments. The Junior High School (JHS) was declared as champion with their Ibalong Festival performance, while 1st and 2nd runner-ups were College of Engineering and Architecture’s (EA) Ati-Atihan and College of Business and Accountancy’s (CBA) Pintados Festival, respectively. The program featured also the unveiling of the UNC 70th Anniversary logo design making contest results, hailing entry number 15 of Joshua James Diño (BS Architecture) as victor Ayala delivered a speech afterwards, recognizing and giving thanks to all departments for their delivered renditions of the core values. He gave emphasis on UNC’s brand promise and the foundation anniversary’s theme “Nurturing Better Tomorrows for All” as UNC’s way of “celebrating the past, together with our future.”

LIVING THE DEATH. In commemoration of the 125th Founder’s Day Celebration, UNC students, faculty members, employees, and administrators gathered on July 11, 2017 for a series of events. Among these are the Zumba Session, Thanks Giving Mass, Wreath Laying Ceremony, and the performance of all departments at the UNC Sports Palace featuring their renditions of the new core values through integrating such principles with the festival themes assigned to them. The program ended with the entire crowd rising to perform the “Unity Dance” led by P.E. instructor Janet Aquino, and singing of the UNC Hymn. The Founder’s Day celebration had also served as the opening of the 2017 Bicol University and College Athletic League (BUCAL) Basketball games. In the afternoon, as a tribute to UNC’s

founder who once served as a Certified Public Accountant (CPA) and the country’s Secretary of Finance, the Junior Philippine Institute of Accountants (JPIA) spearheaded the Lecture-Forum on Ethics in Accountancy with Atty. Salvador Reyes III, CPA, as the resource speaker. The aforementioned events had been simultaneous with other activities, such

as the whole day “A Red Day at the Red and Gray” Blood Donation, and Fitness and Health activities at the Covered Courts. The Institutionalized Community Extension Services (ICES) also spearheaded a tree-planting activity, co-sponsored with Maginhawang Nagueño Program at the Liberty Village, Cararayan, where 150 Mahogany seedlings were planted.

70th Foundation Anniversary celebration The office of the Assistant Vice President for Student Affairs and Services (AVPSAS) has released a plan of activities as part of the year-long 70th foundation anniversary of the university. The first activity for the months of August and September, was the recently concluded Inter-OFS part 1, themed “Tomorrowland”, where JPIA was named the top organization, followed by a Team Fun Run last August 6. Additionally, simultaneous with the Buwan ng Wika celebration, a series of school level contests from elementary to college will be conducted all throughout August. The plan for the month of August also includes the first installation of the four-part Foundation Exhibit-Cherishing Memories and Lecture Series. Accordingly, this year’s college intramural games on the August 29 to September 2 adds another event entitled “Sayaone” Dance Competition spearheaded by the University Student Governement (USG). The rest of the activities planned for the entirety of the celebration are: September Peñafrancia Youth Camp; October - Sounds and Sights, Visual Arts Competition, Lecture Series Part II, Foundation Exhibit Part IIRenewing Scool Spirit; November - University Grand Community Service, Lecture Series Part III; December - Glee Club and Band Concert, Institutional Christmas Party and Awards, Inter-School Christmas Choral Competition, Alumni Homecomings; January 2018 - Career Fair, Foundation Exhibit Part IIIEmpowering Aspirations, Lecture Series Part IV; February - Foundation Week, Mini Trade Fair, Field Demonstration, University Parade, Search for Ms. University, and Grand Alumni Homecoming. These programs and activities are in line with the aforementioned foundation anniversary theme and in keeping with the brand promise and core purpose, “everyone makes it.”

The UNC Administration discussed the annual priorities for 2017-2018 including their infrastructure plans, employment plans for graduates, student financial aid, curriculum and program changes, and system improvements during the Town Hall Meeting held last July 1, 2017 at the UNC Sports Palace. UNC’s performance in the recent board exams was also tackled, with emphasis on the siginificant rise in the number of passers in the BAR Exams and the consistency in the passing percentage for Engineering Board Exams. New core values, core purpose, and brand promise of the University were introduced during the town hall meeting attended by university officials and employees last July 1; performance in Bar and Board Examinations, enrolment and annual priorities for this school year were also among the agenda of the said event. Replacing the old core values of the school, CORE-IT, are the following: “We champion excellence,” where excellence is consistently strived for; “we are dynamic and creative,” following their mission to adjust in a globally dynamic environment, UNC anticipates the forces of changes and explores possibilities with intent and purpose; “we nurture dreams,” as the University passionately guides and inspires students to leverage their potentials and aspire for better lives; “we respect each other and work as a team,” talents and capabilities are collectively maximized and UNCeans hold each other in high regard and passionately realize shared purpose, priorities, and promises; and “we do the right things right,” where integrity is being upheld in everything UNCeans do and hold themselves to high standards for accountability and character. On the other hand, UNC’s brand promise was introduced which was “Nurturing better tomorrows for all.” The university is serious in giving all students equal opportunities, everyone gets a chance and no one is left behind.

Performance in the past Bar and Board Examinations was also tackled, showing a great percentage rise in the number of passers in the latest Bar Exams compared with past years’ results, and the consistency in the number of passers in Engineering Board Exams through the years. The high number of enrollment this semester was also discussed where the actual number of enrollees exceeded what was expected, taking into consideration the probable decrease in the number of college enrollees due to the first year of opening of Grade 12 in senior high. Annual priorities for 20172018 were discussed, including infrastructure plan, employment of graduates, student financial aid, change in curriculum and programs,

and improvement of systems. In line with the new brand promise, included in the annual priorities of the UNC is the forging of meaningful partnerships with employer partners to create opportunities for students. It was stressed that one of the administration’s top priorities is to increase the employment rate of the graduates. This is supervised by the Career and Placement Office under the Student Affairs and Services Office. One of their programs is the Industry-Academe partnership wherein the curricula are designed to be in line with the demands of the employer. This is through another priority plan – the designing and rolling out of enhanced offerings such as new curriculum, new

programs and the student value add which includes PEP and PEP Lite. The administration also plans to increase sources for students who are financially distressed. These financial aid programs are the following – private scholarships, government aid, student assistant scholarships, MYNT (which is a partnership with Globe Telecom through loan assistance to students), and working student partnerships. Lastly, in this year’s town hall meeting, the 70th Foundation Anniversary related activities were also discussed. With the theme “Nurturing better tomorrows for all,” the celebrations will last year-long, starting from its launch during the Founder’s Day Celebration on July 11 building up to the actual anniversary on February 14, 2018.

Muling nagbigay ng karangalan ang iba’t-ibang departamento ng UNC matapos itong makapagtala ng mga bagong propesyonal, at ngayo’y nakahain na ang kanilang mga programa upang panatilihin ang mataas na passing rates sa kani-kanilang board exams. College of Engineering and Architecture (EA) Sa kalalabas pa lamang na resulta ng Master Plumber Licensure Exam nitong Hulyo, pumwestong ikatlo si Albe C. Solano na nagtapos bilang BS Civil Engineering (BSCE) noong Marso taong 2016. Si Solano at apat pa niyang kasama ay pumasa sa Civil Engineer Licensure Exam, Nobyembre ng parehong taon at 18

nitong Mayo lamang habang 5 ang nakapasa sa Architect Licensure Exam (ALE) nitong Hunyo. Tatlo naman ang pumasa sa Electrical Engineer Licensure Exam, tatlo rin sa Registered Master Electrician Licensure Exam, at lima sa Electronics Engineer Licensure Exam nitong Abril. May sampu ring pumasa sa Mechanical Engineer Licensure Exam nitong Marso. Kaugnay sa paghahanda sa mga mag-aaral para sa mga nabanggit na eksaminasyon, ang mga kursong engineering ay mayroong mga asignatura, sa ika-5 taon, na tinatawag na Correlation. Ang Correlation ay nahahati sa tatlong parte na naglalaman ng mga review ng mga nagpagdaanan nang mga asignatura. College of Nursing Labing-apat na gradweyt ng UNC College of Nursing ang nakapasa sa kakalabas pa lamang na resulta ng Nurse Licensure Exam (NLE) nitong Hunyo na may 66.67% passing rate at national passing rate na 34.74%.

Ayon sa panayam ni Teresita B. Pambid, Dean ng College of Nursing, upang mas taasan pa ang resulta, magkakaroon ang departamento ng in-house review na naglalaman ng ilan sa mga asignatura sa nursing. Ang programang ito ay ikukunsulta pa lamang sa mga magulang upang ipaintindi ang layunin at kahalagahan nito. Nasabi rin ni Pambid na plano nilang makipag-ugnayan sa isang pribadong ospital upang magkaroon ng karanasan ang mga mag-aaral sa clinical area. “What they see in [the] clinical area are basis for answering the exam,” dagdag pa niya. Nais din ng departamento na mag-imbita ng mga mula sa labas na magtuturo ng mga iba’t ibang paksa sa nursing. Criminal Justice Education (CJE) Nakakuha ng 65.22% passing rate, na may national passing rate na 24.99%, ang UNC sa inilabas na resulta ng Criminology Board Exam noong Hunyo. Labing lima ang bilang ng mga bagong lisensyadong criminologist na pumasa sa nasabing

eksaminasyon. Ayon kay Shirlene S. Esplana, Dean ng Criminal Justice Education (CJE), inihahanda ng departamento ang mga mag-aaral para sa board exam gamit ang pagbibigay ng mga sesyon na naglalaman ng mga areas ng kursong Criminology. Bukod pa rito, ang mga mag-aaral ay binibigyan ng mga pagsusulit gaya nang sa proseso ng nasabing eksaminasyon upang masanay na ang mga ito sa mga kailangang gawin sa aktwal na eksaminasyon. Nabanggit din niya, upang maitaas pa ang kalidad ng pagtuturo, na mas pinagbuti ng departamento na subaybayan ang mga mag-aaral at guro sa pamamagitan ng pagubliga sa mga guro na magbigay ng regular na ulat ng klase. Nais din ng departamentong imbitahin ang mga kukuha ng nasabing eksaminasyon na dumulog sa kanilang opisina upang mabigyan ng gabay at angkop na tulong. Ito ay naglalayong mas taasan pa ang bilang ng mga papasa. College of Law Nobyembre 2016 ng idinaos sa University of Sto. Tomas (UST) ang Bar exam at sa nilabas na resulta ng Philippine Regulatory Commission (PRC) nitong Mayo, 3745 na kabuuang bilang, mula sa 6344 na kumuha, ang pumasa sa buong bansa, at 47 rito ay mula sa UNC Ito ang naitalang pinakamataas na bilang ng mga nakapasa sa Bar exam sa kasaysayan ng UNC. “The foundation of [the] student who [will] take the bar exam [is] actually from first year to third year, these are basic law subjects,

and the subjects for fourth year are mostly Bar review subjects,” sabi sa pahayag ni Atty. Antonio C. Rivero, Dean ng College of Law, hingil sa paghahanda ng mga mag-aaral bago ang nabangit na eksaminasyon. “After graduation, they have at least 6 months of bar review,” dagdag pa niya. Ayon pa kay Atty. Rivero, isa sa mga dahilan na nakakaapekto sa kakayahan ng ilang mga magaaral ay ang pamamahala ng oras, sa kadahilanang ilan sa mga ito ay may kanya-kanya nang pamilya at trabaho. Gayunman, ang departamento ay sinusubukang gumawa ng mga makabagong ideya upang makasabay sa susunod na bar exam. College of Business and Accountancy (CBA) Isang bagong Certified Public Accountant (CPA) ang pumasa para sa UNC nitong Mayo sa CPA Lisensure Exam. Ito ay si Elthon Joyce C. Tañamor. Ito ay ang mga sumusunod: review para sa qualifying exam, pagkakaroon ng mga tutoryal sa pamamagitan ng pagsali sa mga organisasyon, pagbibigay suporta

sa mga kukuha ng board exam, paggamit ng mga online academic review kit, paggamit ng makinarya gaya ng sa PRC, pagpunterya ng mga kahinaang asignatura ng mga mag-aaral, pagkakaroon ng immersion ng faculty sa mga bagong pasildad, at ang Continuing Professional Development (CPD) na nalalayong mapataas ang kalidad ng pagtuturo. College of Education (CED) Pumwesto sa ika-3 ang isang alumna ng EA na si Flabelle Tan, sa inilabas na resulta ng Lisensure Examination for Teachers (LET) nitong Marso sa pangsekondaryang edukasyon. Si Tan ay nagtapos bilang BS Mechanical Engineering (BSME) noong Marso taong 2008. Tatlongpu’t anim (36), kabilang na si Tan, ang mga pumasa sa pangsekondarya at sampu sa pangelementarya. Base sa pahayag ni Lilly A. Vidal, Dean ng CED, ang paghahanda ng mga mag-aaral para sa LET ay nagsisimula sa unang taon ng kurso hanggang bago ang nasabing eksaminasyon. Dagdag pa niya, ang kadalasang mga rason na nakakaapekto sa kakayahan ng mga mag-aaral ay ang pamamahala ng oras, pokus sa pagaaral, at komprehensyon sa pagbasa at pag-intindi ng mga aralin. College Dep’ts welcome studes, unveils plan of action BY CATHERINE C. BUENA

Aiming to inform students of recent innovations in their respective departments, college boards welcomed freshmen, transferees and old students by leading general assemblies held on the months of June and July. CBA’s LaCBAy: Lakbay at Gabay The College of Business and Accountancy (CBA) pioneered the LaCBAy:Lakbay at Gabay General Assembly held last June 16, 2017 at the UNC Sports Palace. According to Cedrick Romales, the BACB Governor, this year’s general assembly is different from the previous ones because they’ve come up with the idea of making it more on learning and less on leaning. “The CBA students will experience different activities with the help of the different academic organizations that rendered some informative booth that will benefit both students and organizations,” he added. The BACB also launched their Mentorship Program and Guided Syllabus. Both are envisioned to aid

in improving and helping the student to excel in their chosen courses. The main objective of the Mentorship Program according to Romales is for students to be guided by their professor in this academic year. The program has given the students a chance to ask questions regarding their concern in specific subjects. “Tantamount to that, professors can also extend their help to achieve the students’ vision and accompany them towards success,” he added. CEA’s rEAtrospect: A Glimpse from the Past The College of Engineering and Architecture (CEA) organized this year’s EA general assembly and at the same time, their acquaintance party dubbed as “rEAstrospect: A Glimpse from the Past” last July 7, 2017 at the UNC Sports Palace. The EACB Governor Hadrian Tubale said that they’ve decided to combine this year’s general assembly and acquaintance party to maximize the time allotted for both of the activities. “We considered our students [and] we don’t want their time to get wasted (habo mi kayang masayang ang time ng students),” Tubale added. Among the EACB’s line up of activities is the EA Math Tutorial Class entitled Engage and Aspire., a series of tutorial sessions which involves peer tutors and is supervised by faculty members. They will also

be having a seminar on Calculator Manipulation Advanced Version and a Seminar on Occupational health and Safety engineering this 1st semester together with the launching of their community extension programs. CED’s Vista: A View of Brighter CED Journey The College of Education (CED) General Assembly was held last June 30, 2017 at the UNC Sports Palace, and it was dubbed as “Vista: A View of Brighter CED Journey” Also included in this activity is the reorganizational and election of new officers in their respective academic organizations. Robert John Carillo, the governor of the Education College Board, said that their general assembly includes the presentation of their plan of activities, accomplishment and other reports that the education students needed to know. He stated that their community extension projects and involvements is one of their main innovation in the department. This project will promote charity and good deeds among the education students. He also added that the ECB is planning to implement Educ Grand Academic Day, a whole day activity for them to have fun and learn. After assuming the position as Dean of the College of Law last July 1, Atty. Antonio Rivero learned that their department offered a refresher course despite not meeting the Legal Education Board’s (LEB) 2016 Memorandum Order on the policies, standards and guidelines for the accreditation of law schools to offer and operate refresher courses. With the department’s mishap on opening a refresher course, Atty. Rivero initially planned to ask reconsideration from the LEB on considerable grounds but seeing no certainty on being granted, they decided to re-enroll the students to Aquinas University of Legazpi (AUL). The thought of substantially complying with the requirements Pursuant to Supreme Court Bar Matter No. 1161 (RE: Proposed Reforms in the Bar Examinations), a bar candidate, after failing three to five (or more) times, is qualified to take the Bar Examinations, provided, among others, that he/ she successfully completes a one (1) year Refresher Course, under a curriculum prepared by the LEB, and in a law school accredited by it for that purpose. “Ining refresher ta, this is for the purpose of taking the bar and as a help of the university ta ma-take sindang exam for bar,” Atty. Rivero said. In 2016, LEB has issued a Memorandum Order No. 03 containing the policies, standards and guidelines for the accreditation of law schools to offer and operate refresher courses starting in academic year 2016-2017. It states that, for a law school to qualify for a Special Government Permit to offer and operate a refresher course, it should have 1) a valid Government Recognition (GR) for the basic law course; 2) has produced graduates of the basic law course for at least three consecutive

academic years; 3) has maintained a passing rate in the bar examinations for at least ten percent (10%) annually for new or first-time examinees based on the latest 3 years of the bar examinations statistical data released by the Supreme Court preceding the filing of the application for a Special Government Permit; and 4) is not under, or has not been imposed within the last 3 years prior to the filing of its application, any sanction or admonition by the LEB. Prior to the 2016 LEB Memorandum, the university used to offer refresher courses. “Unfortunately, sa records kang [UNC College of Law], in 2014, 2015, hababa ang [percentage kan] satuyang first time takers, below 10%. So on that point, nag surat ang LEB na dai kita qualified to conduct a refresher course,” Atty. Rivero stated. “Now I would assume, I don’t know kun pano ‘yan [Law students] naka-enroll kadto, the office was thinking na itong passing rate kan 2016 Bar exam (48%) has already substantially complied with the LEB requirement kaya nagkaigwa garo ning enrollement,” Atty. Rivero added, referring to the possibility of how the university opened the course. It can be remembered that during the 2016 Bar Examination, the University was able to produce 47 passers, nailing the highest passing rate in the history of UNC College of Law at 48%, where the first time takers are more than 10%. Settlement Atty. Rivero then detailed the department’s action with the untoward incident. “Now, pag abot kong July, igwa nang naka-enroll. They were already taking their refresher course tapos na-brought out itong issues, so I was then thinking to go to the Legal Education Board to ask for

a reconsideration on the grounds that: (1) There has been a substantial compliance; (2) The LEB circular in 2016 is medyo unreasonable because it made to apply in getting the cut-off of 10% on previous results.” He added that the rule should have been applied from the date of its effectivity onwards, so that the previous records would not be considered as grounds for disqualification, “So 2016, 2017, 2018, if three consecutive years dai kita maka-10% passing, then the rule should be applied. But what was done was when they passed the circular in 2016, pinabalik ninda si applicability so they considered 2015, 2014.” Atty. Rivero believes that it violates the rule on prospectivity, making it unreasonable. He said, “Generally, all rules must be prospective enough in application. To be inclusive and not divisive--this has been the goal of Juvin Durante and Magello Rainer Fenis as the President and VicePresident of the University Student Government (USG), focusing their commitment to serve the student body as a whole, and extending it outside the University. “Hindi kami tumututok sa particular groups lang. Dahil sa pagserve, kinakailangan maabot yung malawak na hanay ng masses, ng students. From the student-leaders, to the LGBT community, up to the ordinary students, binibigyan namin ng chance makapag-grow.” Furthermore, Durante and Fenis pointed out that, to better manage their tasks as the highest executives in the student government efficiently, they decided to split the general responsibilities of the USG between themselves, with Durante tasked with the implementation of their projects and Fenis to take charge of the concerns and issues posed by the students. Projects, Activities, and Accomplishments A notable implementation of USGA notable implementation of USG this year is the re-organization of their ExeCab wherein, apart from the Executive Committee composed of the President down to the Auditors, seven additional agencies were formed based on what the USG deemed was necessary, namely: Department of Interior and College Government (DICG); Department of

The draft is currently under the legal counsel of the university and is set to be released upon the administration’s approval. Amendments are being informed to the student body through general assemblies wherein students were given the highlights of the draft and its purpose in preparation for the plebiscite which is tentatively set before the end of the semester.

Long after operating with only its Executive Committee (ExeComm) and Student Congress (SCon) in power, the University Student Government’s (USG) three branches are set to be completed by September after SCon’s Commission on Appointments (CoA) thoroughly screen nominees for the Student Tribunal (ST). Pursuant to the process mandated by the 2012 USG Constitution, ST “shall be composed of a Chief Justice and six (6) Associate Justices, all of whom shall come from the seven (7) College members of the USG.” USG President Juvin Durante chose ST Justices from 14 students nominated by their respective college boards (with two nominees from each college), subject to the confirmation of CoA. To ensure that the pioneer ST is free from any political bias, USG Vice President Magello Rainer Fenis stated that, “There is a provision in the ST article in our Constitution

stating that ST Justice shouldn’t have been part of [any] campus political party.” “We asked them through the [screening] process [that] if they will be a member of a [political] party, they will be marked off the list automatically,” Fenis added. Nominees selected are as follows: Benedick Andes (College of Arts and Sciences); Aleris Delos Reyes (Criminal Justice Education); Ralph Hernandez (College of Computer Studies); Joel Canaco (College of Education); Cheralyn Joy Barbacena (College of Nursing); Kristine Bethany Panuelos (College of Business and Accountancy); and Dixie Ann Relativo (College of Engineering and Architecture). According to SCon Speaker of the House, James Peter Pacio, they’ll require nominees to submit pertinent documentary requirements and have them undergo individual panel interviews. CoA will then assemble for the initial deliberation of the results of the aforementioned screening process, with emphasis on ensuring that nominees are qualified to be ST Justices. “A second session will be convened by CoA for final deliberation and confirmation of the appointees”, Pacio added. When asked what the importance of establishing ST is, Pacio said that it is “to formally complete the three branches of the USG that has been previously

neglected, to ensure a proper justice system that delivers what is needed by the plea of the students who are in need of such justice, and to penalize the abuse or wrongdoings of what is mandated and expected as to the functions of the other [USG] branches.” Once confirmed, ST Justices are mandated by the USG Constitution to “elect from among themselves, according to seniority and integrity, the Chief Justice.” Among the constitutional powers granted to ST are as follows: Decide in all cases involving the constitutionality or validity of any law, instruction, act, order, resolution and other regulations; Investigate, study, try cases involving students for immediate disposition, or if necessary, make referral to the Committee on Discipline; Recommend sanctions for any student found guilty of any offense provided in this constitution to the committee on Discipline; Review, revise, reverse, modify, or affirm decisions made by the Student Election Commission and other quasi-judicial bodies that may be created pursuant to this constitution; and promulgate rules concerning the speedy and inexpensive disposition of cases and duties. The constitution further states that ST Justices shall remain in their office so long as they are bona fide students of UNC unless they become incapacitated, removed from office, or have resigned.

Three of the Bachelor of Science in Accountancy (BSA) Program’s top-performing seniors took oath as members of the Student Audit Commission (StAC), marking the first time that such constitutional commission is established by the University Student Government (USG) in position. Chairwoman Jeana Estrada, Commissioner Chieza Manigbas, and Commissioner Mary Grace Llaban will be guided by StAC Adviser Helenita Ruiz, the newly appointed program chair of BSA. StAC is an independent Constitutional Commission given the “power, authority, and duty to examine, audit and settle all accounts pertaining to the revenue and receipts of, and expenditures or uses of funds held in trust by the USG and the College Boards,” as defined by the 2012 Amended USG Constitution. In accordance with the selection process stipulated in the constitution, USG President, Juvin Durante, narrated that they tapped College of Business and Accountancy Governor, Cedrick Romales, for nominees who were then screened and interviewed to ensure competence in auditing. Chosen commissioners were then confirmed

by the USG-Student Congress (SCon). The USG Constitution further mandates that “all entities of the USG shall submit a financial report to the StAC after the end of each semester,” duly supported by pertinent documents. StAC is then tasked to work on “a semestral audit report covering the financial condition and operation of the entire USG subject to its audit,” with “a copy of such semestral audit report [which] shall be furnished to the Vice President for Student and External Affairs and to the Director for Student Affairs.” Though only the USG and College Boards are obliged to report regularly to the StAC, accredited student organizations, fraternities, and sororities also have the option to have their financial statements audited. Failed attempt to form the 20162017 StAC Last Academic Year’s SCon passed a resolution mandating the past administration to establish StAC alongside with the Student Tribunal (ST) by the end of second semester, but to no avail. “Even though the resolution was passed, the president ignored [our] mandate and took no action,” said 2016-2017 USG-SCon Speaker Pro Tempore and current Speaker of the House James Peter Pacio. “What’s in a name? That which we call a rose by any other name would smell as sweet.” Juliet, “Romeo and Juliet” (II, ii, 1-2)

t has long been immortalized in every literary piece, the value of having a name. For instance, in the classical tragedy, “Romeo and Juliet,” Juliet questioned the value of a name. Romeo being a Montague while Juliet is a Capulet; and she did not fully understand why they can’t be together just because of their names –as their families are rivals. She then narrowed the idea down that if a rose is called ‘rose’ and its characteristic is that it has a sweet smell, then calling a rose ‘daisy’ –for instance --wouldn’t mean a thing because it’s still a rose and would smell as sweet as a rose. Is this logic correct? Another familiar scenario is that a knight coming to a village, visiting a castle, introduces himself after the king or the guardsmen as they ask for his name. A damsel in distress being saved by a prince would be asking the same thing. Even the bible states that having a good name is more valuable than riches because it can’t be bought with money. And it doesn’t end there, for whatever circumstance there is for a name to be asked, we use it.

Our name is something important, we protect it, and we take care of it as if it is in our flesh yet we cannot see it in our bodies But what’s in a name? Defined as a word or set of words by which a person, animal, place, or thing is known, addressed, or referred to, a name simply is our mark of identification. It is something that completes our being. It is a must, therefore, to build a strong and reputable name for yourself for it is something that would help you and others to describe who you are. Having a good name and maintaining a good image doesn’t mean you have to be perfect and committing mistakes is not in your list. It is but natural to make mistakes, what matters most is the

learning you gained from that experience and the things you can do to make things right. Similarly, it is important to maintain a good name by consistently doing the right things right. There are loads of very simple ways to help you become true to yourself and keep a good name. Besides, that’s what we should all aim for, right? Fulfill your promises. Being true to your word and exerting extra efforts to fulfill your promise –for yourself or for others – with whatever measures, can help you establish a good reputation. You should accept the fact that you will be accountable to accomplish whatever promise you made. It also applies in keeping your dreams at the forefront of your plans. If you have decided to make a “change”, “try new things”, or “explore” to fulfill your “dreams”, like opening a new business, enrolling in graduate school, establishing a charity, or whatever it is that you long dreamt of, be serious about it. Never take it for granted. Work for it. Besides, it’s your “biggest dream ever”, right? Be strict with disciplining yourself to keep your promises and be careful in choosing your words. As what they say, a

Even your boss is more likely not going to tell you how to be professional. It simply refers to the conduct a staff shows at work, but it also applies to all spheres. For instance being a student, you should learn the boundaries being set between you and your professor. It is highly important to create a professional student – teacher relationship where both of you knows your limit without crossing-over the wall of professionalism. You, being a student, should also be cautious in your manner of dealing with your teacher for your name carries your reputation and dignity. You don’t want to be misinterpreted by others to be over confident, over reaching, or worst, playing with fires, right? Likewise, being a teacher, you should stand firm on your profession’s nature. Avoid being overly attached to your students to the extent of showing too much familiarity and unprofessional relationship. Choose your words carefully in conversing with them because your name, too, carries your reputation and dignity. It wouldn’t hurt that much to be professional, right? Same as in dealing with your officemates, always consider the things you’re planning to do and never commit mistakes you’ll soon end up regretting. Never play with the devil, always think of how your name is powerful enough to reflect your behavior. Besides, you don’t want to be remembered with your name as someone incompetent, unprofessional, shows amorous attention to workmates, who have always mistaken the work place as a fertility area, right? I often feel guilty whenever I eat chocolates. Not because it has a very high count of calories (that’s for another column). The succulent taste of chocolate where sweetness melts in your mouth together with some almond-y sometimes nutty taste, we cannot resist taking an extra bite of our chocolate and we forget all the calorie counting. But no, calories are far from my concern after taking that extra bite of chocolate.

feel guilty because I always remember the documentary I’ve watched years ago. In a cacaoplantation in Africa, farmers grow the exquisite cacaos used to manufacture chocolate. It wasquite a large plantation commissioned by one of the biggest chocolate brands in the world. Theytreat the cacao with extra care that would make the chocolate, well, taste like chocolate. Andyou would think, “they’re so lucky they have a bottomless supply of Cadbury (oops).” But no. When visited by an organization aiming to combat modern day slavery, they found out that these cacao harvesters do not know what they are harvesting these cacaos for. They don’t know chocolates! They were made to bite at one of the chocolates given to them when one of them shouted “I’ve tasted the food of the Gods!” And it’s not even a happy event that they were made to taste the product they didn’t know they had a lot of contributions to make. Considering that they supply to a very prominent and rich company, one would think that these people are living good lives. But no, they live in poor, dreadful conditions – no electricity, no education for children, poor living quarters. It was an eye opener to their situation and to the situation of many others who live their lives in bondage. When we hear slavery, our minds would conjure images of African men and women in

bondage being shipped to the New World; or of history book pictures where Spaniards are ordering an indio to build a house or plant crops. Some of us might have thought that slavery is a very primitive concept and as it had long been abolished no one practices it any more. But think again. Your neighbor who left yesterday for her flight to work abroad might be the next victim of modern day slavery. Modern day slavery does not look anything like slavery circa 19th century and earlier. Systems of slavery has evolved and with this, its forms. Contemporary forms of slavery include bonded labor, forced labor, descent-based slavery, trafficking, child slavery and early and forced marriage. Bonded labor occurs when people who are indebted to another fails to pay his due and does not have the capacity to pay so as a form of payment, he had to work to the person he is indebted to free of charge. Forced labor are done by force or intimidation against people who are unwilling to work for an employer and is therefore being forced to do so. Descent-based slavery is slavery by birth, for instance a mother who is in bonded labor gave birth to a child and with circumstances, the child is to bear also being a slave. Trafficking is the most common form of modern-day slavery specially to third world countries where people would go abroad to look for jobs but unfortunately, find

themselves in the middle of having been illegally recruited and is forced to work as he/she has nowhere to go because the papers that are given to him are illegal. In child slavery, children are being sold, sometimes by their own parents as domestic or forced laborers. Early and forced marriage are still happening in some countries in Africa and poorer parts of the middle east wherein girls of ages 10-15 are being forced to sexual and domestic servitude in exchange of dowry to her family. Statistics show that 90% of the 21 million are exploited by individuals or companies, while 10% are forced to work by the state, rebel military groups, or in prisons under conditions that violate ILO standards. Sexual exploitation accounts for 22% of slaves. On trafficking 29% end up in forced labour after crossing international borders, the majority through trafficking for sexual exploitation. About 56% of the 21 million are exploited where they live. The United Nations recorded that profit from illegal trafficking amounted to 44 billion dollars and that it is the third largest global criminal industry. In the Philippines, it said that the most recent survey on overseas Filipino workers by the Philippine Statistics Authority suggests that one in every two Filipino women working abroad is unskilled and is employed as a domestic worker, cleaner, or in the service sector.

As he turned over his position as the Vice President for Academic Affairs and External Services to Dr. Nora Elizabeth F. Maniquiz, let us look back at the office’s developments under Rev. Fr. Danilo T. FR. DAN and have your questions be answered as they clarify issue on Academic Quality, Student Handbook, Cross-dressing and Changes in the Curriculum. Read, analyze, respond, and be involved. Let the ‘hot seat’ begin! How long have you been in the University? FR. DAN: I have been in the University since 1980 when I pioneered the campus ministry. In 1984, the Campus Ministry was formally organized as an office and then through the years, from Chaplain and Campus Ministry Director, I became the Director for Student Affairs, Dean of Arts and Sciences, and in my last stint, as acting Vice President for Academics, then I retired in 2007. In January 2016, I was invited back precisely to help in the transition by the AYALA management because they needed somebody who has a sense of culture in history of the University, who has been in the admin position, and a local guide who would know the context of Bicol. So in this position, I started in January 2016, until now and by August the 16th, I will be relinquishing my position to my Assistant Vice President, Nora [Maniquiz]. What are your major achievements after taking hold of the position of VP for Academic Affairs and Services? FR. DAN: It’s always a collaborative effort. In the one-and-a-half transition that I have been with the AYALA team, very crucial is really providing a transition continuity. Connecting the new with what has transpired in the previous administration and I noticed basic developments in the following areas: There is now a sense of corporate touch. Highly organized, highly focused, very clear yung mga deliverables and these deliverables are measured in terms of metrics so that at the end of the quarter, people are responsible to really deliver and they are assessed how much has been delivered, so in that way it has become very effective. Innovation. One innovation is the LINC Learning with Industry Collaboration that precisely ties up the academe with the industry translated into better employment opportunities. Another aspect of innovation is in the delivery of instruction in the Senior High School. It’s already using the 21st Century Learning Framework, which I can sum up into the 4Cs –Creativity, Critical Thinking, Collaboration and Communication. Hopefully, this year, we will go to an English Immersion Program (EIP), this might translate into an assessment of the English proficiency level of the faculty members, strict English for major subjects, office transaction and equip them with necessary tools. It’s still in the pipeline but that’s along the line of Communication. In terms of Collaborative teamwork effort, it’s a series of meeting forever and ever, there is the daily huddle, weekly huddle, and there is a monthly leadership. The purpose is really to strengthen collaborative teamwork. Specific activities, one would be the Rockefeller Habits, it’s a management model that is implemented in leading corporation and we are trying to translate it in an academic setting which is quite demanding but the efficiency is definitely going to a higher level. Another is PEP, which is really equipping our graduates to be in terms of a higher acceptance rate, employability and entry rate. We identified our Core Values, that would pivot where you are now toward a certain direction. The core values have really guided leadership, the administration to be able to chart specific directions and strategic interventions. Lately we have gone into academic linkages. We had a benchmarking in Holy Angel University, trying to know their best practices, and very soon we will ink memo agreement. Three leading universities from Taiwan came over including their Taiwan Economic and Cultural Office (TECO) Head. TECO is Foreign Affairs of Taiwan under the One-China Policy and then there are many beautiful opportunities wherein we can send students who can take a course and work at the same time. I tied up with [Universidad de] Sta. Isabel, Naga College [Foundation], and Ateneo [de Naga University], and we have established the BUCAL, the Bicol University Colleges Athletic League precisely to utilize the UNC gym as a sports hub. What is the most challenging problem you have faced in your position? FR. DAN: As expected, transition pains. Making a shift from the status quo to the new and any transition would always mean exploring new avenues, new ways of doing things, uncharted path, but at the same time, adjusting to going out of our comfort zone where we have been comfortable before. But these transition pains are very productive, challenging at the same time, it gives a lot of development. What sets UNC apart from the other universities when it comes to its academic and student services? FR. DAN: The words that I will describe UNC in my almost 20 years here, is it is a Nurturing University. It has adopted an open arms policy to people who would want to come in. It has not closed

its doors even to mga dropouts, repeaters. Aside from nurturing it is very welcoming and everybody would be given a second chance to push through. And in this transition, we have adopted the promise that in a nurturing environment, we try very hard that you make it through. How does your office intent to step up the college department’s curriculum and teaching strategies so it could be at par with our SHS Department’s LINC? FR. DAN: One of the hurdles that we are facing now is how our LINC Senior High School, when they go into college, they will go to the traditional mainstream. We can come up with a transition intervention to prepare them. But at the same time, the CHED is slowly moving towards the 21st Century with this Outcome-Based Education (OBE), so siguro it’s a matter of time. But one thing good is, we are one step ahead of the other schools in terms of innovation in our directions and teaching. VP MANIQUIZ: There will be preparations starting this second semester for our college faculty members in terms of the training on teaching strategies necessary for meaningful teaching-learning experience. It’s not only UNC SHS graduates who will benefit from these, but graduates from other senior high school as well. College life would entail more focus and more rigorous efforts for studying on the part of the students especially if they will be taking courses or professional programs that will require the passing of Board examinations after graduation. Can you say that the university really provides quality education? FR. DAN: It is a core value that drives activities and strategic thinking but quality education is a very big word that has to be translated and measured into specifics. It is a commitment, but the singular differentiator of UNC is we are trying very hard to be true to the vison of our founder na its affordable, quality education. VP MANIQUIZ: Yes, UNC really provides quality education. There is not much need of explanation for this. Do you think the university’s new vision –which is to be number 1 university in the regionplausible? FR. DAN: It’s a rah rah thing. It’s a beckoning call that would really push us. But again, is it plausible? Is it recognizable? Nothing is impossible. There are different parameters to measure the ‘number 1’. VP MANIQUIZ: We call it the BHAG or the Big Hairy Audacious Goal. To be able to achieve this, all of us need to live all of our Core Values. Students should also do their part, not just the teachers and Admin. So, dear students, study hard and do your best to achieve your dream of becoming a professional, or a scientist, or a great leader in society someday Should the culture of student activism be revived in UNC? FR. DAN: I would personally recoin it to ‘Responsive and Responsible, Dynamic Engagement’ instead of that very loose term “activism”. Responsive, meaning its attune to the growing needs plight of the people, but it is being responsible. Meaning, responsible with what I am doing, responsible in leading to the path of change. Dynamic Engagement, it’s not just an attitude of going against what is established but a healthy process of engaging. Definitely I am for it because in the final analysis, learning should spill over to the society, to the community and since the university is the think tank of the society, it has to spill over, in terms of new initiatives, changes and innovations. VP MANIQUIZ: There are several avenues for taking up issues, concerns or advocacies and agreeing on what is best for the good of all, which we are doing in the University already such as debates, consultations and dialogues. On making student activism a culture, let us look at the lessons of history and study the effects brought about by student activism on the lives of students, their families, schools and communities. What’s the current status of the revision of the student handbook? FR. DAN: As of summer, it has already passed to this office, the finished handbook and I said, let’s give it 3-5-month gestation period –you will get feedback, you will be able to identify things that are vague. It’s already finished and the target is by the end of the semester to print it in its final form. It has passed several consultations – students, faculty members and deans. How is the administration going to promote gender equality inside the campus if crossdressing is not allowed? FR. DAN: We live in a society that has established norms, cultural mores, but at the same time, we have this basic respect for individual rights, and individual person, and among this is a free expression. Now to what extent should the dress express the person, human emotions, preferential choices yet, still live within the cultural mores? For instance, there is such a thing as office uniform, dress code, these are part of social convention. Definitely we respect the individual person, freedom to express, and definitely we also

respect the developing consciousness, life style where we are in now. As of the moment, I’m not aware if there is already a school in Naga or maybe Camarines Sur that has already adopted an open policy wherein you can cross-dress, you can come in shorts, or in mini-mini. Not everything is cast in stone, times are developing, times are also changing. So siguro when it comes to time, perhaps. Definitely I don’t believe that the clothes should box-in the individual person, totally curtailing one’s free expression. But again, within a context of social belief. VP MANIQUIZ: It is a university policy not to allow crossdressing so we have to abide by that. May I quote an authority on the field of Education Law, Prof. Ulpiano “Ulan” P. Sarmiento III, who stressed, “…a private school… may freely adopt its own policies, standards and regulations or set forth its own conditions for those wishing to join its community… Our Constitution is explicit in providing for academic freedom. This is the freedom of institutions of higher learning to determine their aims and objectives and the best way to attain them without threat or any form of interference.” Can cross-dressing be allowed when there are events or occasions? FR. DAN: Siguro on a case to case, I don’t see any problem, but not on a level of policy guideline. Why was the proposal to have an Activity Period dismissed? FR. DAN: This activity period has reached my table and we see the value to it because students can look forward to a common time for meetings, even activities, and for the faculty members for their own meetings and other needs. However, starting last June, we went into Optimization Plan, meaning to say maximal usage of classrooms and part of that would be scheduling so this was put on hold until finally we are able to perfect that scheduling. Kasi, once you block out certain hours for activity, you will reduce the classroom availability and specially for the coming June, it would really be tough because of the incoming fist year. But definitely we put premium to it but when will it be implemented siguro by next year when the volume of new students coming in have stabilized, then siguro we can revisit the scheduling. Are you in favor for the approval of Activity Period? Why? VP MANIQUIZ: Yes, I am in favor of that, because student organizations and their advisers need time to conduct their planning activities as well as implement their activities, such that this would not disrupt classes due to conflict of schedule between the class and any scheduled activity. Likewise, this period can also be utilized by individual students or groups of students for studying, doing assignments, projects, or other performance tasks. However, there should be mechanisms to ensure that the activity period is maximized by both students and faculty members. Why will the university have a different scheduling system? (2 days per subjects) FR. DAN: As part of the maximum utilization and availability of classroom, the administration has gone to different possibilities and we have different combinations. One would be the traditional 1-hour, 3x a week format. Second would be a straight 3-hours format. The third model is a 1.5hour format. And some are saying na it’s just manageable based on the TTh experience. Its jus a perfect time slot for the teacher and the students. It’s an open thing, we have not made a definite stand.

UNC For now, as a young student, I think I made the pride proud by establishing an organization for the LGBT+ students of our university and of course which is open for straight supporters. As the founder and the chairperson, I believe that this organization will focus on certain issues and will serve as support for the LGBT of UNC. Pride is the only strength that you can hold on to times of making decisions towards situation in which you want to prove to everyone that you can stand by your rights and principles. Me, as part of the LGBT community, I can say that in every decision I make it will always be in favor not just with what I want but with what I believe is right and equal. As we join the flow of change, we make sure that in every action we do, God will always be our priority and no matter what other people say about us, by carrying our pride, we are proud to say that yes, I’m gay and I will stand and fight for it til the day that I will catch my last breath and surrender my borrowed life in the hands of our lord without having any regrets nor anger and guilt because that life we chose is a life that as perfect as it may seem. I want to show how proud I am being gay and that being one is simply amazing, beautiful and worth surviving for. JAY ABIOG BS Financial Management Student

Will it be implemented by next semester? FR. DAN: Baka hindi pa. Baka by June pa. Do you think adopting changes in the curriculum and curricular programs can meet the standards of excellence? FR. DAN: The major consideration is, meeting the CHED minimum standards. We cannot avoid that because if we do not meet the minimum CHED standards, then we will be monitored and our attention will be called. Now, beyond the minimum standards, we now see how we can put in innovation and creative redesigning of courses. We are always challenged to explore better ways of delivering and designing the curriculum but yet meeting the basic standards. And the ultimate measure is really still excellence with a slant toward high employability rate. VP MANIQUIZ: The CHED prescribes PSGs or Policies, Standards and Guidelines for each program offering to ensure quality in the delivery of educational services. We have, ever since, been compliant with CHED PSGs, in fact, we made sure that our revised curricular programs for SY 2018-2019 are also CHED Standard compliant. Moreover, to ensure quality, we subject ourselves to audit or accreditation every now and then by an external body such as the PACUCOA or the Philippine Association of Colleges and Universities Commission on Accreditation. What are your plans as soon as you take over the position of VP for Academic Affairs? VP MANIQUIZ: I will, of course, continue the work that I have been dong as AVP for Academic Affairs, and mainly this involves promulgation and supervision of the implementation of the academic policies and standards for various academic programs. I need to take the lead in implementing on-going and forthcoming programs and projects to add value to students’ academic experience and graduates’ potentials, not only in college where we have PEP, but also Basic Education and in the College of Law, program enhancements. There are also other areas that I will now have to look into as VP. These are Research, International Academic Linkages, and external audits of academic programs. There will be other programs which we call SVAs or “Student Value Adds” but we are still working out the plans for these. We have also stared taking actions to increase our passing rates for our present performance, or to even produce more topnotchers. We will strive to achieve the Deregulated Status in the long term through accreditation of our programs and recognition as CODs or Centers of Development.

Halos kalahati sa mga UNCeano ang nagsasabi na tanggap nila ang kapwa nila mga estudyanteng lesbian at gay, subalit nananatiling matigas ang loob ukol sa transgenders at sa ideya ng crossdressing. Nang matanong naman ang mga opisyal ng UNC tungkol sa kung anong mga hakbang ang kanilang gagawin para masuportahan at maprotektahan ang LGBT+ community ay nakadepende na sa panahon kung kalian lubos na matatanggap ng lahat ang LGBT. Ayon rin sa ilang miyembro ng faculty ay nirerespeto nila ang LGBT, subalit ibang bagay na ang pagpayag na magcrossdress sa loob ng paaralan. Ang pagtatag ng ASOG at ang pagdiriwang ng Pride Day Sa pagpasok ng taong pampaaralan 2017-2018 ay naitatag ang Alliance of Sexual Orientaion and Genders (ASOG) sa UNC na binubuo ng LGBT+ students at straight allies sa pangunguna ni Juan Miguel Bernanrdo, BS Architecture, mula sa naudlot niyang planong simulant ito noong isang taon pa. Ayon kay Bernardo, naihain ang accreditation papers at lahat na kinailangan ng ASOG upang mabuo ayon sa student handbook, noong Hunyo 14 at opisyal itong nai-launch nitong Hunyo 28, kasabay ng pagdiwang ng UNC at ng lungsod ng Naga ng kauna-unahang Pride Day sa lungsod. Ang Pride Day ay pinangunahan ng USG Department of Student Welfare and Development Gender committee katulong ang UNC Student Congress, Federation of Student Organizations, Fraternities and Sororities (FSOFS), at ASOG. Ito’y nilahukan hindi lang ng mga UNCeano kundi pati na rin ng Ateneo de Naga University, Mariners’ Polytechnic Colleges Foundation, at Naga City Youth Officials. Sa araw na ito ay galak na ipinagdiwang ng UNC - LGBT+ community ang kanilang kasarinlan habang taas noong iwinagayway ang bahagharing bandila. Bukod sa parada sa mga lansangan ng lungsod ay nakilahok din ang mga estudyante sa mga seminar patungkol sa Sexual Orientation, Gender Identity and Expression (SOGIE) at antidiscrimination bill upang sila’y mas maliwanagan hinggil sa mga issue na kinakaharap ng LGBT+. Isang malaking hakbang ang tinahak ng UNC sa pamamagitan nito patungo sa mas pinalawak na pagtanggap ng ating mga kapwa estudyanteng miyembro ng LGBT+ community. Gayunpaman, hindi pa rin ito sapat upang makamit ang kalayaan na nararapat ibigay sa kanila. May mga naniniwalang ang mga nagcocrossdress, lalo na ang mga transwomen, ay pagtatawanan lang kapag nagkamali ng isinuot o kaya naman ay tutuksuhin dahil ang babae ay dapat magsuot ng pambabae at ang lalaki ay dapat magsuot ng panlalaki lamang. Na bilang isang propesyonal sa hinaharap ay dapat magsilbi siyang modelo na irerespeto. Anila, hindi nila gustong magkaroon ng oportunidad ang ibang tao na magkaroon ng rason upang maliitin ang transgenders. Dahil dito, nagkaroon ng diyalogo ang ilan sa mga kasali sa diskurso kasama ang iba pang mga kumakatawan sa USG at ASOG upang pag-usapan kung ano ang susunod na hakbang upang mas mapalawak ang suporta ng kabubuo pa lamang na organisasyon at ang mga kasapi nito. Napagkasunduang magsusumite ng postion papers ang dalawang panig upang malaman na nga kung dapat nga bang ipatupad ang crossdressing sa UNC at para na rin opisyal nang maidagdag ang mga kinakailangang mga probisyon sa nakahaing pagsasaayos ng konstitusyon ng UNC na naglalayong magbigay ng pantay-pantay na karapatan at pribelehiyo ang lahat ng estudyante dito—bagay na dapat ipinaglalaban ng lahat. Sa mundo kung saan pilit na ibinabagay sa dadalawang kulay ang mga tao, paano ba natin masisimulang baguhin ang ganitong pag-iisip kung lagi na lang natin susundin ang sabi ng iba kahit na alam naman nating hindi na ito tama? Hindi ba’t mas maganda kung mas maraming kulay ang ating pagpipilian at pagmamasdan? Sa tuwing umuulan ay umaasa tayong makakakita tayo ng bahaghari sa pag-alis ng mga ulap? Bahaghari o hablondawani ang simbolo ng ating mga kapatid na LGBT+ dahil ganito sila kahalaga, ang magbigay ng sari-saring kulay sa mundo nating dadalawang kulay lang sana. ***

“Kung nagmamakaawa ka na, tama na.” - anonymous Isang linyang kay simple lamang kung tutuusin ngunit tagos sa puso ang ibig sabihin - hugot. Naglipana sa social media ang mga hugot. Hindi na mabilang ang mga taong gumagawa at nagsusulat nito. Musmos man o matanda, marunong humugot. Estudyante man o tambay sa kanto, pag dating sa hugot, parehas ang kinalalabasan ngunit dumedepende sa pinanghuhugutan. Saan nga ba nagsimula ang hugot? Ayon sa isang artikulo, ang hugot ay nagmula noong unang panahon pa ngunit kamakailan lamang umusbong at umantig sa damdamin ng bawat netizens. Isa daw itong oral meme, kung saan ito’y maipapasa sa bawat henerasyong magdadaan. Hindi na ito kaiba pa sa ating mga Pilipino, ito’y naging parte na ng ating buhay at kultura. “Hilahin palabas,” ito ang literal na kahulugan ng hugot kung ito’y gagamitin sa paggawa ng mga pangungusap na literal din ang gustong ipahiwatig. Halimbawa: “Hinugot niya ang limang piso sa kanyang bulsa.” Hindi rin naman mag-iiba ang depinisyon nito kung ito’y gagamitin bilang isang Filipino slang, magkakaroon lamang ng pinagmumulan. Ang hugot bilang isang slang na termino ay ang paghila o paglabas ng mga hinanakit o mga nararamdamang pasakit galing sa iyong puso. Minsan, ‘yung mga pusong nasaktan, naiwan at umaasa ang suki ng hugot lines. Dahil sa hugot, maraming tao ang nakakapagpahayag ng kanilang mga damdamin. Marami rin ang nakakapaglabas ng kanilang mga saloobin tungkol sa mga pinagdadaanan ng mga taong humuhugot sa social media. Naging

pamoso sa Twitter ang hugot lines; minsan pa nga ito’y may larawang nagsisimbolo ng mga hugot na kanilang gustong ibahagi sa mundo. Ngunit kahit simpleng biogesic na para sa sakit ng ulo at lagnat, ay ginagawang simbolo na rin sa hugot. Hindi masama ang mga ganitong klase ng hugot, ngunit para sa iba, ito’y nagiging eyesore. Ayon pa rin sa mga ibang artikulo patungkol sa hugot, ito daw ay subgenre ng emo culture. Ibig sabihin, noong una, emo ang mga netizens. Yung mga taong emosyonal pag dating sa lahat ng bagay; ang pagiging melodramatic ang puhunan. May tamang pag hugot at may tamang lugar sa pag hugot. Sa dinami-dami ng hugot lines, di na malalaman kung totoo nga ba ng nadarama ng isang taong nagdurusa Sa kadahilanan na hindi lahat ng humuhugot ay heartbroken o may pinagdadaanan. Ang iba sa kanila ay sumusunod lamang sa uso at ganyan tayong mga Pilipino - mahilig, sobrang hilig, sumunod sa uso. Hugot bilang isang Coping Mechanism Kung sa mga bansang nasa kanluran o yung mga western countries, mas nauso sa kanila ang mga puns, memes at kung anu-ano pang nakakatawa, nauso naman sa bansa natin ang hugot kung saan puno ng emosyon at makaantigdamdamin ang bawat linya. Iiyak talaga kapag naka-relate at kapag napagdadaanan din nila ang sitwasyong may kaakibat na hugot.

Hugot Culture Maraming nagtatanong kung kailan matatapos ang hugot trend. Maraming nagtatanong kung bakit nga ba hugot ang isa sa mga pinagkakaguluhan ng mga millennials. Sa kasalukuyan, naging parte na ng pagkatao natin ang hugot. Minsan, ito na ang nagbibigay depinisyon sa ating buhay. Parte ito ng kulturang Pilipino, at kagaya ng ibang mga kultura, ito’y hindi matatapos. Maaaring mabago o maaaring hindi na masyadong magamit ang mga hugot sa mga susunod na henerasyon ngunit habang may taong nasaktan, nasasaktan at masasaktan ng dahil sa pag-ibig, hinding-hindi maiiwasan ang pag-sambit o pag-bitaw ng mga linyang tagos sa puso ang epekto. Positibo o negatibo man ang maaaring maging komento ng mga tao sa hugot, ito pa rin ay may kinalalagyan sa mayamang kultura ng mga Pilipino.

UNC, to bounce back on track in BUCAL 2017 standing together with the Mariners Polytechnic Colleges Foundation (MPCF) Dolphins. With their first defeat in the opening game against the Ateneo de Naga (ADNU) Golden Knights, the UNC Greyhounds have been able to find their tempo in getting on their feet again. Their struggles in making their shots on the bucket, and defending the rim in the first game were all cured thus, showing their true potential on their next match on the line against the Unibersidad de Sta. Isabel (USI) Seagulls ending the game with a surprising lead of 82 points, 130-48. Holding a comeback record of 1-1, Greyhounds faced their long-time rival Naga College Foundation (NCF) Tigers who at that time is on a 2-game winning streak.

Fueled by their high-octane perseverance, the UNC Greyhounds stressed their comeback versus their two win deficit against the two teams on top of the on-the-road games in 2017 Bicol Universities and Colleges Athletic League (BUCAL) after its tip-off last July 11 up to the month of October of the same year. On-hold 1-1 record After their third game loss in the first round of elimination against the powerhouse squad Naga College Foundation (NCF) Tigers, Greyhounds garnered a win-loss record of 1-2, being down to the second spot of the team

Tigers – Greyhounds: The Rivalry In their clash at the ADNU gymnasium, Tigers gave Greyhounds a toe-to-toe match-up starting the game with a back-to-back steals. Though equipped with tight defense and fast paced transitions, Greyhounds have been able to manipulate the

first minutes of the first quarter showing their eagerness to win, but the Tigers never let the Greyhounds be at a distance and exemplified equal power. They made 8 buckets out of their 13 shot attempts equalizing the Greyhounds’ 10 made shots to bring the end of the first quarter to a tied score of 15 apiece. In the second quarter, NCF immediately drew a consecutive score and steal bringing down the Greyhounds to a 3-point lead in an instant. Tigers continued to stretch their edge while Greyhounds tried to close the score but that was not enough to stop the roaring offense of the latter. Second quarter ends in favor of the Green shirts, 33-27. However, with a 7-1 run in the kick-off of the third quarter, the Greyhounds were able to match the point differential in their game, 34-34, courtesy of their counterattack on the Tigers’ defense, eventually snatching the lead. The quarter then marks the climax of the game, packed with action and emotion, both teams showing it their all. With 12 shot attempts and 8 made for the Red shirts against the 18-13 of the Tigers, the lead goes both

ways but the Greyhounds’ shooting and drives dominated the third part, finally capitalizing a quarter for the first time in the regulation, 52-48. In the last quarter with Greyhounds on a patient start, both teams go on a foul trouble but the Tigers using those opportunities on the free-throw line to cut the lead to 1, converting every chance to points, 56-57. Halfway on the last quarter, the Greyhounds once again were having their hard time projecting the iron. While the team struggles and nailed to a score of 63, the Green shirts quietly propelling their lead and eventually blowing it to up to 12 points. At this point, with coach Alven of the UNC Greyhounds on his team at less than 51 seconds, they were able to convert an immediate 5 points shortening the lead to 8. But as the clock ticks down and NCF Tigers on the winning atmosphere, the UNC Greyhounds have never done it and lost the match-up, 81-69, being down to a 1-2 win-loss record. With this loss, the Greyhounds were behind the top two unbeaten teams in the league namely AdNU Golden Knights and NCF Tigers.

To support the projects of the Sports Development Office (SDO) and Scholarships and Grants Office (SGO), the former fronted the 4th installment of the Greyhound Run last August 6, 2017. A total of 715 participants from the Junior High School (JHS), Senior High School (SHS) and college departments took part in this year’s Greyhound Run. Some teaching and non-teaching personnel also showed support for the said activity. The SDO accumulated a total of Php107, 250 from the registration fee of Php150 each participant. “We [SDO] are sharing 50 pesos of registration fee for each entry to come up with seed fund to everyone’s shared projects. Part of the proceeds will be for the financial aid for

whatever projects that the Scholarships and Grants will use it,” said Bing Rosales, head of the SDO regarding the proceeds of the said activity. The first placers of the Greyhound Run was the trio from the College of Business and Accountancy (CBA) composed of Twinky Marie Cano, Azalia Briones and Ara Jane Abeyo who claimed the amount of Php6,000. John Paul Louis Miranda, Veronica Abay and Rodel Renta of the College of Engineering and Architecture (CEA) were the second placers who won Php4,500. In third place were Edgardo Tipay, Janine Angellie Pejo and Gaspi from the Senior High School (SHS) who were awarded Php3,000 cash prize. Moreover, the SDO also gave special awards for the best costume trio during the run. Greyhounds from different departments are getting ready to play and be the champion in this year’s University Intramurals to kick off on August 29 to September 2, 2017. The College of Engineering and Architecture (EA) that gained the most number of championships in the previous Sports Fest is the department to beat but out to dislodge them are the Colleges of Law, Education (CED), Nursing (Nur), Business and Accountancy (CBA), Arts and Sciences (AS), Criminal Justice Education (CJE), Computer Studies (CS), and Graduate School (GS). The sports to be featured are volleyball, basketball, table tennis, chess, and sepak takraw for the regular games and modified marathon, three-point and free throw shooting contests, kick baseball, modified dodge ball, patintero, open chess, 4 man sack race relay, one-on-one basketball, tug of war, and futsal for the fun games. The Mr. and Ms. Palaro would be representing different Philippine Folk Dances during the opening program. A slight change in this year’s intramurals due to the low number of population in college, the cheerdance competition will be removed from the usual set of activities and not include cheer dance competition. Replacing the cheerdance competition are two new events - the SayaOne, sponsored by the University Student Government (USG), themed with retro and hip hop and the Dance Sport which will feature competitive ballroom dancing. Lastly, get-up-and-go for this year’s Sports Fest Highlight as the UP Pep Squad will perform during the closing program. The UNC Intramurals would serve as a venue to discover potential athletes while providing a healthy academic break to the college populace implemented in coordination with the UNC Sports Development Office headed by Roel “Bing” Rosales. “The UNC Sports Fest is there to celebrate the athletic capabilities of UNC studentry and show them that we are not all about studies but also physical activities like sports,” said Sir Bing Rosales.

Marami ang nag tatanong. Marami ang nagsasabi Ano nga ba ang nangyari? Doon sa tinatawag na lugar ng Marawi? Giyera dito giyera doon. Barilan dito barilan doon. Pasabog dito pasabog doon. Bumubuo lang kayo ng madilim kahapon. Bakit hindi kayo tumingin at lumingon? Hindi niyo ba nakikita ang mga tao roon? Gigising sila sa umaga, at mag aalmusal ng mga palitan ng bala. At mag hahapunan ng malalakas na pagsabog ng bomba. Ito’y para naring musika kung ituring nila. Giyera nga ba ang solusyon? Giyera nga ba ang tulay sa kapayapaan ngayon? Bala,bomba,at kanyon. Yan ang araw-araw na naririnig nila doon. Dugo laban sa dugo! Lahi laban sa lahi! Kayumanggi laban sa kayumanggi! Pilipino laban sa Pilipino! Yan ang nangyayari sa lugar ng Marawi. Kapayapaan, kapayapaan ikaw ba’y nasaan na? Nawa’y dumating ka na at makamtan nila. Upang ang mga takot sa mga mata’y mag laho na. At marami na rin ang nasawi.
