This is a fantastic feature, especially as we have another half term holiday to look forward to at the end of the month. With October also comes the annual Cheltenham Literature Festival which is one of my favourite events of the year! This year it will run from Friday 6th October, right through until Sunday 15th October. Town Centre Talking Bikes, rain, historic buildings and giant murals – A weekend for Cheltenham to celebrate It was the weekend Cheltenham ground to a halt. But I, for one, was absolutely delighted. The only thing that was missing on Saturday 9th September was unbroken sunshine. The day the Tour of Britain came to town will be remembered as much for the fun that everyone had in the rain as for the world-class cyclists. If you were caught up in one of those afternoon downpours, you’ll probably have forgotten that as late as 11.30am the sun was still shining. The town certainly had a completely different feel to a normal Saturday. With market stalls on the inner Prom between the Long Gardens and the Municipal Offices, there was a fantastic buzz about the place. Part of that was because there were no cars and no buses – and not even any white vans parked illegally on pavements – in the heart of the town centre. The Cheltenham of the future? That’s a discussion for another day. What Cheltenham did offer that weekend was outstanding. As well as the Tour of Britain, it was Heritage Open Doors Day, with buildings across town giving access to areas normally closed to the public, and the very first Cheltenham Paint Festival.
were down. There were exceptions in both areas though, with one restaurant saying the Tour was bad for business while a jeweller told me they’d had a very busy afternoon. But when I asked the businesses to step back and look at the bigger picture, the response was overwhelmingly positive. Here are just some comments I received: “I think the tour has been great for Cheltenham”, “There was a real buzz in the town centre even considering the biblical weather”, “Everyone was smiling”, “A great event for the town”, “Cheltenham looked amazing in all the TV footage and definitely like a desirable place to visit” and
“There was a brilliant atmosphere”. The BID helped bring the Tour of Britain to Cheltenham and it is these comments that convince me that we need more of these inspiring events, even if they don’t mean additional direct spending in all our businesses there and then. What they do, is show what a fantastic place Cheltenham is for regional, national and international visitors. Many of those here for the Tour were paying their first visit to Cheltenham and they’ll have every reason to come back. “The warmth and the friendliness and the support for the Tour was unprecedented." Those are not my words, but those of race director Mick Bennett. Cheltenham made its mark and we should not be ashamed to shout about it.

Ukulele band performing at the Tour of Britain Cycle Race After a short summer break, the club members are back at work. On Saturday 9th September, the club helped provide entertainment for the Tour of Britain Cycle Race. Tango Cheltenham demonstrated their skills and The Cheltenham Ukulele Group provided over an hour of music, most of it in the pouring rain! Thanks to both these groups for their support and also to the Centre Cross Drive Café for helping with power and a lot of good will. On the same Saturday and on the Sunday members also joined forces with

At the time of going to print preparations are underway for the Club's Book Sale in the Regent Arcade, running from 18th to 24th of September. Saturday 7th October will give gardeners a chance to add winter colour to their gardens with the Lions Club's Plant Sale at the Exmouth Arms, Bath Road. You can look forward to top class plants at good prices. The sale starts at 9.00am and runs until early afternoon. It is always rewarding to hear that past projects have been successful. In 2009 the club donated £1,000 towards the costs of a Braille computer for a young girl in Gloucester. This was part of an appeal made by local clubs to raise £4,500 on behalf of Millie Bywater, who had an

Cake and Bake Chocolate and Orange Puddings Chocolate and orange are perfect flavour partners and these lovely individual puddings taste delicious served warm with custard or cream.
Ingredients: • 3 small clementines or satsumas, thinly sliced • 175g unsalted butter, softened, plus extra for greasing • 175g caster sugar • 3 large eggs, beaten • 125g self-raising flour • 50g cocoa powder, sifted • 1 tbsp fresh orange juice • 2 tsp orange zest • Custard or cream, to serve
Makes 6 Ready in 1 hours 30 mins

You can cook the puddings a few hours before serving then simply re-heat in the microwave. Turn out onto a microwave plate and reheat three at a time on High for 30-45 seconds. Page 10
1. Preheat the oven to 180°C, fan 160°C, gas mark 4. Butter and line the bases of 6 x 175ml metal pudding basins with circles of baking parchment. Place a slice of clementine or satsuma in the base of each basin and press 2-3 slices around the sides. 2. Put the butter and sugar in a bowl and, using an electric mixer, beat until pale and fluffy. Gradually beat in the eggs then sift over the flour and cocoa powder and fold into the creamed mixture with the orange juice and zest. 3. Divide the mixture between the pudding basins and cover each with a square of pleated, buttered foil, scrunching it tightly around the sides of each basin. Transfer to a roasting tin and pour in enough boiling water from a kettle to reach halfway up the sides of the basins. 4. Bake for 1 hour, until the puddings have risen and are firm to the touch, and a skewer inserted through the foil of one of the puddings comes out clean. Turn out and serve with custard or cream.

Cheltenham Calendar It’s October in Cheltenham and we all know what that means – The Times and The Sunday Times Cheltenham Literature Festival, my favourite event of the year, is back! Kicking off on the 6th, the festival, which was set up by a group of friends in 1949, never seems to disappoint. Each year the team manages to scour all corners of the literary globe and puts together a killer line-up. There will be many big names coming to Cheltenham this month to take part in over 550 events during the 10-day festival. From Russell Brand to Salman Rushdie and Matt Lucas to Twiggy, this year's line-up has outdone itself, especially with their latest announcement of Hillary Clinton joining the programme. My personal recommendations are Richard Osman’s World Cup of Everything, 260 days of Trump, Welcome to Just a Minute, Tongue Fu and the one and only Sir Michael Parkinson! The theme this year is “Who Do You Think You Are?” but literary legends, actors, politicians and everyone in between will be talking about a whole host of topics. With family tents and displays, delicious food stalls, free events and enough books to keep the biggest bookworm happy, there is literally something for everyone. The Literary Festival will be in the spotlight this month but that’s not to say there aren’t some great events happening elsewhere in the town... The Cheltenham Lido, for example,
is taking full advantage of any last glimpses of the sun by hosting a bucket full of events and races before it’s too late. These include the All Out Swim on the 14th of October in support of the Macmillan Cancer Trust, the Devil’s Aquathlon in the unheated water on the 8th and even the pets can get a few lengths in with the Dog Swim on the 15th of this month. As well as hosting a large proportion of the Literature Festival events, Cheltenham Town Hall has also got a great line-up with iconic duo While and Matthews performing on the 8th and controversial comic Jim Davidson delivering his well-crafted brand of humour on the 31st. Theatre-wise this month you’ve got the options of the laugh-out-loud comedy Driving Miss Daisy and the famous thriller “Deathtrap” which features a few familiar faces. The Russian State Ballet is also bringing three classical ballets to Cheltenham, which is a great opportunity to see Swan Lake, The Nutcracker and Romeo and Juliet from the 26th to the 28th of October. The lead-up to Halloween shall be the best yet with ghost tours around the most haunted areas of Cheltenham, for both adults and children. Those over 16 can head to Newark Park to get the chills around the eerie grounds and those who are a little more faint-hearted can join one of the many local ghost walks which run from early September to mid-December. If you fancy putting your feet up for Halloween, hop on the train at Cheltenham Racecourse on Saturday 28th for a special Steam and Scream event. If this isn’t all enough to get you into the spooky spirit then head down to Berkeley Castle and Sudeley Castle for a week of pumpkin carving, apple bobbing and a chance to meet some owls in the great hall. Many of us yearn for the luxury of a dressing room, a dedicated place in which to store clothes, leaving the bedroom as a comfortable, tranquil place, uncluttered by bulky wardrobes and chests of drawers. When space allows, this could be an immensely useful, functional space, with clothes storage, a dressing table, seating and plenty of mirrors. When space is restricted, it may be more efficient to turn a small room, part of a landing or one end of a bathroom or the master bedroom into a dressing area packed with carefully designed storage. How big should a dressing room be? It’s best to measure everything that you’re planning to put in the room, then draw up
plans and elevations of where and how they’ll fit. Most people opt for a combination of hanging space and drawers. Think of rails for full, half and three-quarter-length hanging, deep, shallow and compartmentalised drawers, and useful fittings such as tie holders, pull-out shelves, boxes, trouser hangers and laundry bins. The hard-toreach top parts of the space are ideal for infrequently used items, and shoes can be kept in racks or on trees at the bottom. To create a full-on dressing room, leave enough space for a dressing table with a good mirror and drawers for cosmetics, hair styling kit and so on. A full-length mirror is essential, and for drying hair you’ll need a plug socket nearby. There are three ways to fit out the space: find a carpenter or joiner to make you an utterly bespoke room; commission a fitted-furniture specialist; or use off-the-shelf elements from DIY sheds or storage specialists

and make it up yourself. The latter option is cheapest but less flexible, and may not make the best use of your space. It is important to get the lighting right in a dressing room. If wall fittings, dangling pendants or floor lamps are in the way, inset ceiling spotlights are best. Fit enough to ensure the room is brightly lit, particularly if your finishes are dark. If clothes are screened off with doors, fit sensor-operated lights that switch on when you open the doors. While the organisation of storage is essentially utilitarian, there is always an element of aesthetics, too. Even plain, open-fronted storage comes in a choice of finishes, while bespoke versions could incorporate exotic woods, leather or wicker. Ideally, match the style of the dressing room and bedroom, picking out colours, finishes and details such as drawer handles and light switches, to seamlessly blend the rooms together.

Creating a dressing room area in a bedroom If you don’t have space for a dedicated dressing room, consider sectioning off one end of the bedroom instead. Use a curtain or screen to separate the spaces or build a false wall to act as a headboard and, on the other side, a wardrobe. Make the wall as high as the hanging space needed for your longest clothes, but stop it short of the ceiling to increase the sense of space and light in the room. As with any space-saving storage requirements, ensure that any fitted furniture makes use of the full height and width available, and look for clever fittings such as corner carousels, pull-down hangers and tilting laundry baskets. A greenhouse is a purchase you won’t regret, literally transforming your gardening activities and opening up a whole new range of possibilities - but what should you consider? A greenhouse needs to be sited well away from large trees, to prevent shady conditions within, as well as falling branches or other tree debris damaging the glass and clogging the guttering. If you are going to want to install any electrical equipment, bear in mind that the further the greenhouse is from the existing supply, the more expensive it will be to install underground armoured cable. Choose the largest greenhouse your space and budget allows, as many gardeners end up wishing for something larger. But any greenhouse is better than none, so if 4ft x 4ft is the only option, then still go for it! Most greenhouses have a frame made from wood or metal (typically aluminium). Many prefer the look of wood, but it will need regular maintenance unless it is western red cedar. Whichever you choose, make sure it is sturdily constructed, especially if you live in a windprone area. Plenty of ventilation helps reduce the temperature, particularly in the height of summer, preventing damage

to plants or even their death. It also improves air circulation, so reducing problems with plant diseases. Consider roof vents, which aid air circulation and efficient loss of excess heat. Make sure that greenhouse doorway is wide enough for easy access - ideally wide enough to push a wheelbarrow through, as this makes jobs such as changing the soil or bringing in compost easier. A greenhouse should be erected on a solid base - perhaps paving slabs, concrete or bricks - or on a skirt or surround of paving or concrete. A solid path up the centre is practical and can be combined with an open bed up one or both sides. A bed has the advantage that it can be filled with quality soil and planted directly, making maintenance of crops like tomatoes straightforward. A solid base means greenhouse crops must be grown in containers. I recommend greenhouse staging, usually made from slatted wood or metal, as a perfect place to stand seed trays, pots and propagators. Most greenhouses are fitted with horticultural grade glass, but this can be replaced with safety glass or reinforced glass if the garden is used by children. Plastic, polythene or corrugated plastic ‘glazing’
are also available; these are generally lower cost and less of a potential hazard - but check how long they will last and consider how they will look. Useful extras include: shading; guttering and a linked in waterbutt; and an electrical supply, which allows heating, lighting, fans and installation of a heated propagator. Beef And Pepper Stroganoff Serves 4
Ready in 25 minutes
This is a fabulously quick and easy supper that is packed full of flavour. Serve with a watercress or rocket salad, if liked.
Ingredients: • • • • • • • • •
350g tagliatelle 1tbsp olive oil 4 flash-fry steaks (each about 125g), cut into thin strips 1 large onion, peeled and thinly sliced 1 garlic clove, peeled and crushed 1 large red pepper, deseeded and thinly sliced 300ml carton half-fat crème fraiche 2tsp coarsely ground black pepper 1-2 tbsp freshly chopped flat-leaf parsley

Bring a large pan of lightly salted water to the boil. Add the tagliatelle and cook for 8-10 minutes or according to the packet instructions. Meanwhile, heat the olive oil in a large frying pan and stir-fry the steak strips over a very high heat until browned. Remove with a slotted spoon and set aside. Add the onion and garlic to the pan and fry for 3-4 minutes until golden then add the pepper slices and cook for a further 2-3 minutes. Return the steak strips and any meat juices to the pan and stir in the crème fraiche and ground black pepper. Heat through gently. Stir in the parsley and adjust the seasoning to taste. Drain the tagliatelle and divide between four warmed shallow pasta bowls. Spoon the steak mixture on top and garnish with a little more freshly ground black pepper.

COUNCILLORS CORNER The 2007 floods are a distant memory now, but Cheltenham was very lucky compared to those being battered by the hurricanes in the Caribbean and Gulf of Mexico this year. Yet, even that pales into insignificance when compared to the recent floods in India, Bangladesh and Nepal which affected 40 million people; 1,200 people have died and millions are left homeless. There is accumulating evidence that weather events are becoming more extreme; but what are we doing to change our lifestyles in order to reduce our impact on the planet? Since 2007 the recycling rate in Cheltenham has increased dramatically (now 50%), and from 16th October small electricals, textiles, shoes, mixed plastics, mixed cardboards and household batteries will now also be collected at the kerb. Microscopic particles of plastic have recently been found in sea salt, so it
is not just sea creatures that are being affected when plastic is dumped in the ocean. We must all reduce the amount we throw away, not just increase the amount of recycling. Again, looking back 10 years, who would have thought we would have solar panels and electric cars, and that there are now times when renewables can provide all our electricity needs. Offshore wind subsidies are now virtually half those for nuclear. Cycling in the UK increased by 23% over the last 10 years and yet only amounts to 1% of miles travelled. Hopefully, the recent Tour of Britain event will encourage more cycling. Race Director Mick Bennett said:

I’ll walk under stars for Ken A Gloucester woman will be joining hundreds of people walking 10k under stars in memory of loved ones in October, raising funds for Sue Ryder Leckhampton Court Hospice. Jacky Stewart, 51, is preparing to walk 10k around Cheltenham in memory of her husband Ken who lost his fight to cancer in 2016, raising funds for the hospice who supported them. Jacky said, “My wonderful husband Ken was diagnosed with throat cancer in April 2015. From the prognosis we were quite hopeful of a full recovery, however, in the December we got the devastating news that it had spread and he was terminal.” “We became part of the Sue Ryder family in the middle of February 2016 when Ken went into the hospice so they could stabilise his pain medication. Everyone was so lovely and we came out a week later, but they never let us go.” It was important to Jacky and Ken that they stayed together at home to spend the time Ken had left, but in March 2016 Ken came to a point in his illness where they needed more support, so the Sue Ryder Leckhampton Court Hospice at Home

Hobbies You’re Never Alone With A Book Club By Kate McLelland Who said reading was a solitary occupation? These days, thanks to the popularity of book clubs, you’ll find book lovers throughout the world coming together to socialise and share their views. And avid readers who can’t meet face-to-face will find plenty of online platforms where they can discuss the books they have enjoyed with others. The main objective of a book club is to invite a group of people to read a novel or work of non-fiction in their own time and then come together in a social setting in order to discuss it. Some book clubs meet in group members’ homes, while others meet in libraries, pubs or community centres. These gatherings are usually informal in nature, with few set rules, although limits may be set on the time allowed for conversations that are not related to books! Joining up Many clubs are set up by word of mouth, so you could ask friends, family or work colleagues if they know of any groups operating locally. Your local library can also be a good source of information. If your library doesn’t already run its own club, it may provide Page 32
space for an independent group to meet, or carry a list of book clubs operating in the area. Websites such as readinggroups.org or mybookclub.com also carry lists of local groups you can join. Starting your own book club If you’ve researched your area and found that there are no groups that meet your needs, you could always set up your own club. Here are a few ideas to get you started: choose what type of book club you’d like to run. Should it be seriously academic, or light and frivolous? The answer may depend on the type of people who will be attracted to join: their ages, gender and areas of interest. Decide how many people should be invited as members. A group of between 8 and 16 is a comfortable size, allowing you manage conversations and continue with sessions even if several members are absent. think about when and how often the club should get together. Meeting on a monthly or six-weekly basis works well for most people and gives time for books to be read. It is
best if the timing of meetings is agreed through discussions with other members, in order to accommodate their work or childcare commitments. Once you’ve decided on a schedule that works well for the group, try to stick with it. there are many different ways to keep in touch with members but the quickest and most efficient way to communicate is via email or social media. Set up a Facebook group for your club or sign up to the website bookmovement.com, which lets you set up a private book club page to keep track of book selections, send out meeting invitations and track acceptances. In addition to all the pleasure you’ll get from reading and discussing a wide range of books, by joining or starting up a book club you will also enjoy linked activities such as visits to literary festivals, meeting local authors or trips to the cinema to see the film version of a book you’ve read. It’s the perfect activity for socially-inclined book lovers. If you ever thought reading was a lonely pastime, there’s no doubt you’ll revise your opinion when you join a book club.

Chalk Talk Delays caused by utility companies digging up the road always feature highly in an MP’s postbag. I have every sympathy. It is incredibly frustrating for motorists to be stuck in roadworks and tailbacks. The 2.5 million roadworks currently carried out each year cost the economy £4 billion. People are unable to get to work on time and deliveries are delayed, resulting in higher costs for businesses. And how often do we get stuck in traffic as a road is dug up by one utility company, only for another company to tip up a few weeks later and do the same thing? The Transport Secretary is absolutely right: the delays caused by roadworks can be the bane of drivers' lives, especially when they take place at rush hour on busy routes in and out of Cheltenham. So I’m really pleased that the Government is bringing forward plans to charge utility companies by the hour for roadworks which
cause significant disruption. The proposals have already been trialled in London and Kent. Severe congestion fell by more than 50%. The charges aim to encourage utility companies to avoid busy routes and times and to work together to avoid repeatedly digging up the same piece of road. Companies could avoid the charges by carrying out works in the evening or at weekends. The proposals could improve journey times for drivers at the same time as delivering a boost to the economy. One reason why I am enthusiastic about these proposals is the potential reduction in congestion and traffic emissions. Air pollution is an ongoing concern in Cheltenham. It plays a role in many chronic conditions such as cancer, asthma, heart disease and neurological changes linked to dementia.
Parts of Cheltenham are designated as 'Air Quality Management Areas' because of high levels of nitrogen dioxide. No surprise then, that the worst areas for air pollution are located around the key junctions on our main roads. Anything that can be done to help reduce congestion and traffic emissions has to be worth exploring. Thirty seconds of idling can use more fuel than turning off the engine and restarting it. Idling for 10 minutes uses as much fuel as travelling five miles. If these proposals reduce severe congestion as much as predicted, then it will benefit motorists, pedestrians and cyclists alike. - by Alex Chalk

Could Brexit Cloud Your Plans To Retire In The Sun? by Kate McLelland When the TV programme “A Place in the Sun” launched in the year 2000, international travel was becoming easier and cheaper thanks to the birth of low-cost airlines such as easyJet and Ryanair. The show was intended to demonstrate how simple it could be for British residents to buy a home - or a second home - in countries such as Spain, France or Portugal. The prospect of owning a place in the sun was particularly tempting for older people planning their retirement, as cheaper EU property prices allowed downsizers to retain some capital from the sale of their UK homes. Legislation allowing the free movement of EU citizens made it easy to take up residence in another country and travel freely without the need for visas, while reciprocal EU healthcare arrangements provided access to free medical treatment. Thanks to Brexit, the picture is changing. Earlier this year a report by Spain’s Association of Land and Commercial Registrars revealed that British demand for second homes had reduced by 30% since the referendum, while estate agents on some of the more popular Greek islands reported an even sharper decline, with Page 36
an estimated 80% drop in interest. One of the greatest concerns for prospective buyers is that the rights and benefits UK citizens have previously enjoyed as a result of the UK’s membership of the EU and the European Economic Area (EEA) will be withdrawn when we leave. Buying a property Currently the fall in the pound is making property purchases abroad more expensive for UK buyers, but it is hoped that the pound’s value will eventually strengthen when more is known about Britain’s prospects outside the EU. While there is no doubt that Britons will continue to be able to buy property and live in an EU country after Brexit (just as non-EU and non-EU European nationals do without problems today), there are questions as to whether property owning Brits will be charged higher taxes on their assets. Although nothing is certain at this stage, the economic benefits UK property owners bring to less affluent areas of France, Spain and Portugal may make EU members more reluctant to penalise British owners. travel Once we have left the
European community, it’s unlikely that we will experience the same speedy passage through passport control that we once enjoyed, but the jury is out on whether you might need a visa to visit another EU country. If visas are required, spontaneous trips to the UK from your home abroad - or from Britain to your EU holiday home - could become a thing of the past. Medical treatMent At present, anyone receiving a UK state pension whilst living in an EU country is entitled to free healthcare. It would be extremely costly for the NHS if, after Brexit, it had to care for everyone who currently receives treatment abroad, so it is expected that negotiators will try to keep some sort of reciprocal arrangement, provided the UK remains in the EEA. There is - inevitably - much speculation about how our exit from the EU might affect our ability to live in or visit European countries, but the truth is no-one can give an accurate answer until negotiations with the remaining 27 member states have been completed. Until that time, the dream of retiring to “a place in the sun” may simply have to be put on ice.

Autumn Fayre raises £6,500 for hospice Leckhampton Court Hospice said, “I want to say a huge thank you to everyone who supported this event, which over the past three years has helped raise a staggering £21,000 for our hospice.”
Sue Ryder Leckhampton Court Hospice’s Autumn Fayre on Saturday 9th September raised over £6,500 for the charity, which could pay for over 4 00 hours of specialist hospice care. Despite the wet weather conditions, local people and families donned their wellies and waterproofs to take to the grounds of the hospice’s Grade II* listed Cotswold manor house for a day of fun, food, live music and entertainment, all officially opened by the Mayor of Cheltenham, Councillor Klara Sudbury. As is tradition, Gloucestershire Morris Dancers and guests gave a special performance to close the fayre, rounding off a day of performances throughout Cheltenham where they collected over £1,000 for the hospice thanks to the generosity of local people.
