Council car park closes for Brewery redevelopment From Monday 15 September the Brewery car park at Baynham Way will close permanently. The 23 space car park is closing as preparations start for phase two of the Brewery redevelopment. Hoardings will be put up ready for the contractors to start on site next month. Jeremy Williamson, managing director of Cheltenham Development Taskforce, says: “The car park will be closed from Monday 15th September for the next phase of work to the Brewery to start. “Whilst we appreciate that may be inconvenient to some people, the benefits to the town of linking the Brewery through to Cheltenham’s High Street will be enormous and this is a very exciting time for Cheltenham.” The nearest car parks to Baynham Way are the NCP and North Place on St Margaret’s Road. New era for Cheltenham's leisure and culture services A significant point has been reached in establishing a trust to manage Cheltenham’s leisure and culture services. At a meeting next Tuesday (16 September) cabinet will be asked to agree the awarding of the contract to The Cheltenham Trust from 1 October 2014.The decision will be subject to The Charity Commission approving the trust as a charitable body by that date. The decision would meanThe CheltenhamTrust would oversee the management, operation and development of some of Cheltenham’s most iconic cultural venues.These include CheltenhamTown Hall, TheWilson and Pittville Pump Room.The trust will also be responsible for running leisure-at Cheltenham, the Prince ofWales Stadium, our tourism services and theTourist Information Centre, as well as our ‘Sport, Play and Healthy Lifestyles’ outreach service.

The trust will be working closely in partnership with the council but it will be run independently by a board of trustees. The trustees – two of whom are councillors - bring with them a range of skill sets and will be chaired by Joanna Stringer. The creation of the trust will result in net savings to the council of £125,000 in 2014/15 rising to £833,000 by 2018/19. As a trust, it will also look to generate additional income through fundraising, as well as commercial activities through its trading subsidiary. The trust will also ensure that the services continue to make a vital contribution to the town, both to the everyday life of its residents and as a destination that inspires and excites visitors. Councillor Rowena Hay, cabinet member for healthy lifestyles, said: “It’s taken two years and a lot of hard work but I’m delighted to be at the point where we are seeing The Cheltenham Trust taking on the management and development of our leisure and culture services. ‘’I am confident that the board members and staff will bring a huge range of skills and expertise that will drive the trust forward and will help promote Cheltenham as a town rich with leisure and culture services and attractions.” Joanna Stringer, chair of the trust, added: “We are honoured to be trusted with this considerable responsibility and look forward to working with all those in Cheltenham to develop these services over the next decade.We would also like to extend our thanks to all those involved in the project at the borough council, particularly Pat Pratley, Ken Dale and Rowena Hay who have gone above and beyond in the spirit of creating a better future for Cheltenham.” The contract is for ten years, with a review at five years, with potential for the council to extend the contract by a further five years. Staff currently working in these areas will transfer under TUPE to The Cheltenham Trust. In the event of The Cheltenham Trust not being registered as a charity before 1 October 2014 the cabinet will be asked to delegate authority to the council’s deputy chief executive in consultation with the cabinet member to complete the transfer by 1 November. If services are not transferred by that date a further report will be brought to cabinet on 11 November.

Autumn Fruit Chutney METHOD: INGREDIENTS: • 450g pears peeled, cored and chopped • 900g cooking apples peeled, cored and chopped • 400g onions chopped • 1 crushed garlic clove • 250g raisins • 1 litre cider or white wine vinegar

Technology taking the expense out of heating your home

With summer a rapidly fading memory it’s likely that you’ve had the central heating on for weeks or even months. With energy prices constantly increasing, a few simple bits of kit can make a huge difference to your outgoings. One of the simplest changes you can make is to replace your boiler’s old timer with a modern digital programmer, such as Siemens’ RWB29. This £45 device enables you to set different times for weekdays and weekends, and you can set three different heating times per day. Installing it and any similar programmer isn’t a particularly difficult job and the extra control it offers can help reduce your heating bills. Another option is to invest in thermostatic radiator valves, or TRVs for short. With prices starting at around £7, TRVs are simple to fit and enable you to set different temperatures in different rooms, so for example you might set the bedrooms to be several degrees cooler than the living room. You can even get digital ones such as the Terrier i-temp i30, which enables you to set up to 6 different temperature settings per day - handy if the room’s temperature is subject to

outside factors such as late afternoon sunshine. For many of us our heating systems are fairly low tech, but that’s changing with the arrival of systems such as British Gas’s Hive. Hive connects your boiler to your broadband, and that means you can control it with a smartphone app. You might override the heating settings because you’re coming home later than expected, keep an eye on your daily energy use, or just show off by turning the heating on and off when you’re at work. British Gas reckons that the £199 Hive will pay for itself very quickly, offering savings of up to £150 a year on your energy bills, and it’s compatible with 99% of the UK’s gas boilers. One of the most advanced home energy gadgets is the Nest learning thermostat, which is now owned by Google. The £249 device isn’t just a good looking thermostat; it’s a computer that learns your everyday activities and sets the heating to suit - and it knows when you’re out, lowering the heating accordingly. Once again the big selling point here is reduced energy bills, and Nest has proved so successful at doing that in America that

some US energy companies are giving them away free to their customers to help keep their bills down (and the customers loyal). A thermostat is hardly the most exciting sounding gadget, but Nest has big ideas: Google has teamed up with the likes of Mercedes-Benz and fitness gadget maker Jawbone, remote control firm Logitech and garage door firm Chamberlain to make Nest compatible with their products. A Mercedes car knows what time you’ll be home and can alert the thermostat accordingly; a Jawbone fitness tracker can tell when you’re waking up and can turn the heating up automatically; allin-one remotes can get all your entertainment gadgets ready for a movie while dropping the temperature to make the thriller even more chilling. It won’t be long before Google adds voice control to the mix, and it’s clear that it sees Nest as the centre of a much wider home automation system. It’s hot stuff already!

Tax Talk - by Stephen Edwards Cheltenham Tax Accounts PROPERTY INCOME I often see how clients invest their money, although accountants are not regulated to offer 'investment advice' we can certainly discuss the tax implications of property investments and lettings. At this time of year the prospect of owning a second property possibly in the form of a holiday let can be appealing. Who wouldn't like a short escape in a picturesque cottage in the likes of Cornwall? The two main taxes involved here are income tax and capital gains tax (CGT) although IHT also comes into the equation. Income tax involves short term planning and CGT is more for the patiently minded. Your main home normally qualifies for full tax relief and you can also 'Rent a Room' receiving £4,250 tax free. Tax on income from a second property is not quite as generous so getting your tax return completed far in advance of the January deadline is recommended. With regards to CGT there are certainly ways to minimize this tax, albeit with a little planning in advance.

VAT - The Flat Rate Scheme (FRS) I have many clients who adopt the 'Flat Rate Scheme' for VAT. This is a godsend for many small businesses and is invariably win win for business owners. How does it work? Instead of owing VAT on one hand (your sales) and claiming it back on the other (some of your purchases) with the FRS you still charge (or collect) the VAT at 20% but pay over a lower amount to HMRC. EG - You charge 20% VAT on a £1,000 invoice so get paid £1,200 with the VAT being £200. On the FRS scheme (depending on your industry) you may pay over only £105 to £175 of the £200 to the VAT man, pocketing the difference in the process! The Better Life Pump Ups the Volume

This year, our aim was self-sufficiency in water for the garden. The addition of a Rainwater Hub - fixed to the wall and intersecting a downpipe (never underestimate the value of a competent neighbour) - means that we now have a gravity-fed system of connected water butts. Like many homes these days we’re on a water meter, so it makes economic as well as eco sense. Our back up system is a subterranean tank at the rear of the house, which - fortunately for us - was a present to the previous owners from their grown-up children. (Sometimes chocolates, flowers or socks just aren’t enough!) The only downside is that you have to prime the top chamber with water each time and then pump like billy-oh until the

Recently we noticed that the pump needed more priming even though it was delivering less water. My reactive solution was to impersonate Stephenson’s Rocket until the pump shrieked in pain. Luckily, taking the pump apart was a job I could actually do for myself, thanks to my trusty antique mini wrench (a £1 bargain at a local car boot sale). To be fair, the warped shaft was both not my fault and my fault - like a Zen riddle. Specifically: I didn’t manufacture the inferior quality pump shaft, but I had bought it online because it’d seemed like a bargain. “There’s a blacksmith down on the industrial estate,” Anne revealed, as I looked on - not for the first time - in awe. My admiration faded a little when she added, “And we’d better buy a proper gasket as well, while we’re about it.” I always get a thrill at meeting craftspeople. Not only are they doing something that I can’t (which could cover anything beyond growing mint and

writing unpublished novels), but they are also artisans with a heritage. The suitable burly blacksmith shook his head in dismay as I handed him the warped shaft. I felt though I’d insulted his profession. He told us that he’d made a few cast-iron pump shafts recently and he liked to make them individually. Now, you don’t get that at your local DIY store. Next on Anne’s list was the gasket, which entailed a visit to a leather outlet. The oldtimer behind the counter, who, frankly, looked a little leathery himself, gave me a withering smile when I meekly passed over the ailing gasket. He seemed to take a shine to us though, recommended that he manufacture a new gasket from quality hide, and then tried unsuccessfully to sell me a leather hat and motorcycle belt combo. Alas, I was never born to be wild though - born to bewilder, perhaps. A week or so later, we collected the parts and I redeemed myself by putting the pump back together. I’m no expert, but I’d say the pump is now working brilliantly. We’ve learned valuable lessons too - the benefits of using local craftspeople, how buying cheaply can be a false economy, and that my feet can’t touch the road on a standard Harley. Fortunately for me, my eco-bike suits me down to the ground.

Planning for Building Work Thinking of getting the builders in? Forward planning is vital. Our expert Katherine Sorrell has some handy advice Ready, Steady, Go?

It may sound obvious, but do you know exactly what work needs doing to your home? Think structure first, then decoration. Are the walls and roof safe and sound? Is the house warm enough in winter? How good is your boiler – have you got hot water whenever you need it? Do your windows stick; do your stairs creak, do your gutters drip or is your plaster crumbling away? Aim to get all the boring but necessary repairs and renovations out of the way – you might want to look

for tradespeople (from builders to carpenters, electricians to plumbers) in the pages of this magazine – before turning your attention to paint colours, floorings and soft furnishings. Then sort out your budget, agree a programme of work and get ready to make a few cups of tea.

Before Work Starts

If you want your project to run as smoothly as possible, make sure you get the following issues sorted in advance: • Hours to be worked • Access to the house (especially if you won’t be living there), and security • Parking • Storage of tools and other equipment

• Who is responsible for clearing the working area in advance, and cleaning up afterwards • Use of a WC, and a sink to clean tools • Disposal of rubbish • Use of power points • Potential aggravation to neighbours (anything from loud building noise to playing a radio)

Keep safety first and foremost if you’re doing any building work yourself. Never attempt any work that you are not competent to handle and, if it involves gas or electricity, call in a professional. If necessary, take the time to do a course, read a book or at least watch relevant internet videos. Use the right tool for the job, and ensure it’s in good working order before you start. Make sure you know how to use hire tools properly. Wear appropriate clothing, keep pets and children out of the way, tie long hair back and don’t smoke on the job. Heavy lifting to be done? Get help at the appropriate time. Be especially careful when using a ladder, don’t rush or cut corners, and store tools and equipment safely. Ventilate any areas where there are fumes or a great deal of dust and, last but by no means least, keep a first aid kit handy, just in case. Page 26

Finance Three Easy Ways to Save Money This Winter

Fuel bills are a major worry for all of us in winter. Prices go up but the need to stay warm remains, and it’s not just heating the house that’s the problem. Skyrocketing costs of petrol and food drain your finances on a weekly basis, but there is a little cheer on the horizon. Below are three ways to help you make ends meet this winter. All are easy to implement, they just take a little thought and planning, so make a start now before the bad winter weather strikes.

Reduce energy consumption

According to the Energy Saving Trust, savings of around £300 a year can be made using cavity wall and loft insulation in an average semi-detached house. At the time of writing, British Gas offers free or subsidised loft and cavity wall insulation to eligible homeowners on mainland Britain. Even small measures make a big difference though, the result being a warmer home and reduced bills: Draught excluders - It’s surprising how much heat is lost through small gaps under doors and around windows – not something you’d always notice day to day.

Energy monitors - These monitors let you know how much energy each appliance consumes. Most people quickly change their habits once they see the spikes in energy usage recorded by the monitor. Lighting - This is one of the easiest areas in which to reduce consumption. Energy-saving light bulbs, external light sensors, and switching off lights when not in use all help to keep down costs. Appliances - Freezers work more efficiently when full, as do ovens. Not only that, but you’ll save money buying and cooking food in bulk.

Halve grocery bills

A little planning goes a long way when it comes to shopping. Preprepared menus and shopping lists are easy ways to reduce waste as well as save money. The ‘Love Food Hate Waste’ website has some useful tips in this respect, and offers advice for saving money on food. The main message is buy and cook in bulk. Cooking becomes less of a chore when you can just grab a home-cooked meal out of the freezer several nights a week. Late Sunday afternoon shopping trips are a revelation, when incredible deals can be found in the ‘reduced’ aisle if you time it right. This alone saves a huge amount of money over the course of a year. Cooking from scratch, making your own bread, home brew and wine all save money, and if results are good you can always give away your goodies as Christmas presents.

The biggest savings of around 5%-10% can be made when you manage your own account online and pay by direct debit. Plastic recycling has proven to be a big hit with local residents and now the service looks set to stay. Following an overwhelming response to its recent trial, Cheltenham Borough Council will offer permanent facilities to recycle mixed plastics at their most popular recycling sites, if agreed by cabinet members when they meet on 16 September. A pilot project began three months ago and it meant that residents could go along to 12 of the borough’s most popular ‘bring bank’ sites to recycle a range of mixed plastics. This included items such as; yoghurt pots, margarine tubs, ice cream tubs, ready-meal trays and plastic fruit punnets. Officers soon realised how well the trial had been received as the banks were being emptied once and sometimes twice a week. ScottWilliams, strategic client officer said: ‘’Before the trial was launched, residents could recycle plastic bottles but no other type of plastic at these banks. Almost as soon as we promoted the scheme, the bring banks were being filled with a mixture of different plastics.There is an increasing demand for this service as people become more aware of the action they can take to reduce their carbon footprint.’’ Councillor Chris Coleman, cabinet member for clean and green environment added:‘’These positive results speak for themselves and I am delighted that we are in a position to consider permanently increasing the recycling provisions available to residents. Prior to the trial, we were aware of the number of residents who said they wanted to recycle mixed plastics.We acted on that feedback and it’s because of the great response to the recent trial that we feel it’s only right to permanently enhance our services in this way.’’ Page 36

Community Pride grant breathes new life into Italian Gardens Cheltenham’s hidden gem, the Italian Gardens in Sandford Park, has had a welcome addition thanks to funding of £1,500 from the council’s Community Pride scheme. A new information board has been put up so that visitors can learn all about the history of the beautiful gardens. The gardens were designed by Edward White in 1920s and are complete with a sunken pool and fountains.They lie to the west of Sandford Park and are accessed from the Bath Road. In a joint collaboration between Cheltenham in Bloom and Cheltenham Borough Council, the new board will help both tourists and local visitors to understand more about the little beauty spot. Councillor Chris Ryder, chair of Cheltenham in Bloom, said: “The information board, which was funded by

Cheltenham in Bloom through the award of a Community Pride Grant, will be a permanent feature, informing visitors who enter the Italian Gardens of their history. “The gardens were opened in 1927, as commemorated on a tablet at the entrance to the park, by a party of dignitaries which included the town clerk, R.Owen Seacome, the grandfather of the present vicechairman of Cheltenham in Bloom, Councillor Diggory Seacome. “School parties on educational trips, or visitors from all over the country and beyond, will all benefit in their knowledge of this little haven in the centre of Cheltenham.’’ Wayne Sedgwick, senior community ranger for Cheltenham Borough Council, continues: “This is great example of partnership working in action.The Italian Gardens are a little-known gem and really are worth a visit.We hope that the new information board will help residents and visitors find out more about their history.”
