VIVA PIT SENYOR: D E V O T E E S CELEBRATES NEW NORMAL FIESTA
CITY’S VACCI PROGRAM NOTCHES REGION-VI By: Faye Angela Alimane
By: Tricia Nicole Panzo The Feast day of Sto. Niño, one of the biggest and most popular fiesta in the country, celebrated its first unusual fiesta with no crowds. Celebrated during the third week of January, the Feast of Sto. Niño is usually celebrated with millions of crowds coming from different places locally and internationally. The feast starts off with its novena masses every week and a parade during the highlight day, but with the restrictions brought by the pandemic, the lively and cheerful chants of the devotees were no longer heard. Novena masses and programs prepared from different places in the country such as the Sinulog in Cebu, Dinagyang in Iloilo and Ati-atihan in Aklan celebrating the same event, have gone virtual. Despite the Covid-19 pandemic, Cebu Archbishop Jose Palma said that there is no reason to despair and he added that even with the empty church pews the Sto. Niño will always be in our hearts. This April 2021, the Philippines along with the entire Catholic community will be celebrating the 500 years of Christianity and the 500th Anniversary of the arrival of the image of Sto. Niño in Cebu.

Bacolod City’s COVID-19 Vaccination Plan was recognized by the Department of Health (DOH6) as one of the most prepared Local Government Unit among the cities and provinces in Western Visayas. According to the DOH-6 infectious disease cluster head, Dr. Mary Jane Roches Juanico, the city garnered a rating of 75.9% which was said to have the “highest readiness”, followed by Capiz having 53.4% and lastly, Iloilo province with 43%. A COVID-19 Vaccination Council (CoVac) was formed through Executive Order No. 83, which makes sure that the city will have accessibility and adequacy of vaccine supply. The City would be expecting to receive vaccine supplies from the national allocation and such vaccines were from different pharmaceutical companies namely Pfizer, AstraZeneca and Sinovac. The target of the city will be the 68 % of the overall population, which means a total of 424,992 individuals out of 624,987, according to Mayor Evelio Bing Leonardia. Meanwhile the excluded 32% or the remaining 199,995 individuals pertain to the minors or below 18 years of age and those who are not included in the list of beneficiaries. The vaccination program will give priority to the following sectors in
the society: workers in the Frontline Health Services, all senior citizens, Indigent population, military and uniformed personnels. Apart from this, Bacolod City was also one of the first five cities along with Manila, Davao, Quezon and Makati to order large amounts of doses from AstraZeneca amounting to 650,000 that are expected to arrive in the third quarter of the year. The said vaccination plan was established last December 22, 2020 to prepare for the upcoming vaccination which is said to be in coordination with the private and public sectors which are willing to help with the vaccination program. Vaccination program of the city has a pre-registration form to be filled up by those who are willing to be vaccinated by opening tinyurl.com/ bcdceironline or they can also go to their respective barangays where they can sign the registration forms. According to Leonardia, there are already 27 identified public targeted sites in the city where the vaccination programs will be conducted, then there will be a total of 40 but if and only if the private sector would allot 13 more sites. A cold storage facility was already said to be set-up at the New Government Center.
the school also extended their help on Augustinian students and their respective families who were displaced by the flood by giving out relief goods. “Experiencing the flood first hand is really devastating but we’re thankful to the Augustinian community who initiated and extended their help to
us.”, KJ Zamora, a flood victim and who is also a 2nd Year Augustinian Nursing student said. A total of 38,675 families were affected with the flood that hit at least seven towns and cities according to the report made by the provincial government.

“Choosy” VacciNation The Philippine government allotted a total of 72.5 billion pesos budget for COVID-19 vaccination program which aims to vaccinate 10 million Filipinos within the year. The most intriguing part is that leaders claim that the said fund will depend on the availability of revenues and will be under “waitlisted” for now. Wait, there’s more! Among the possible choices of vaccines available for COVID-19, the government chose to purchase China’s Sinovac’s vaccine which has only 78% efficacy compared to the 95% efficacy of Moderna and Pfizer’s vaccines. Is it safe to say that this scheme is due to the tight bond between the two countries’ presidents? Being “choosy” isn’t the right word for someone who only wants the best for himself especially if it involves his safety. The big question that bothers the netizens, “SinoVacumita”? Malacañang spokesperson Harry Roque recently made a statement that Filipinos should not picky, “mapili” or “choosy” on the brand of vaccine acquired by the government to combat COVID-19 and protect them. Due to high demand of vaccines from more efficacious brands, Sinovac, a Chinese manufacturer, is the only available option that will arrive before June. A double dose of Sinovac costs Php 3, 629.50 and if the government plans to get at least 10 million Filipinos to be vaccinated, it needs an additional 70 billion pesos to its existing cash of 12. 5 billion pesos. The debt piles up as fast as the number of active cases increases. Sinovac vaccine utilizes the traditional method of vaccine production which uses inactivated viral particles that exposed the body’s immune system to the virus without triggering serious disease response. On the other hand, Western
vaccines such of Moderna and Pfizer were developed using mRNA sequence of the virus. This works by triggering the body to make viral proteins which is enough to train the immune system to attack the foreign matter. Apparently, this novel method is more successful and efficacious compared to the ancient method we knew. Science tells them “no” and facts aren’t foreign to the government but why did they settle for less, if they can have the best? This limitation does not boost the trust and morale of Filipinos in trusting mass immunization. Furthermore, Sinovac’s vaccine costs quintuple the price of Astrazeneca’s vaccine (Php 610) which also uses inactivated virus. It is almost double the price of Pfizer’s vaccine which only costs Php 2,379. How could one not raise an eyebrow with this notion of purchasing a least effective vaccine at a higher cost? Scientific data and reports about the efficacy of the vaccine had been misleading over time. Could the 20 million vials go to waste and the 72. 5 billion funds vanish like Philhealth’s 15 billion fund? It will never be right to highlight being “choosy” during this adversity but the main issue here is the credibility and audacity of those on the top position procuring million doses of vaccines that were not recommended by health experts and surrounded by anomaly in price difference. When China announced the probability of having a successful disclosure of the vaccine, it was considered a done deal. Secretary Duque of DOH tried to steer the public by reiterating that the original plan was buying from Pfizer however, it was incompetently delivered hence, they surreptitiously closed the deal
with Sinovac. Was the deal intentionally delayed or faux at all? Added to the raging fire was the fact that Presidential Security Guards (PSG) got their first dose of the vaccine which was acquired illegally. Needless to say, a deal is a deal anyway and the palace shuts everyone’s mouth by reiterating it was donated and done for the safety of the president. This is the miracle that everyone had been waiting for. It took much effort, resources and time of scientists to come up with an effective and safe vaccine to combat COVID-19. Country leaders had been running to and from one manufacturer to another just to have a grasp of a precious vaccine. The effort of our leaders wouldn’t be put to waste since at least one among three Filipinos are willing to take vaccines no matter what brand it is. It is better to hope for the best that at least 5 million among the 10 million Filipinos can be immune with the virus. The Philippines is far from being a COVID- free “VacciNation” because Filipinos are “choosy” when it comes to vaccines provided by the government. But there is no harm in wanting the best for all especially when it is attainable and well-deserved. Limiting Filipinos to Sinovac highlights the anomaly behind such an act which will cause distrust with the entire vaccination program leading to more infections, hospitalization and deaths. The healthcare system and economy were at stake and health should never be politicized. “SinoVacumita?” Who benefited from this? The answer will be felt the moment the injection pierced the skin.
6 | Opinions Challenges that remain in 2021 Joaquin Angelo A. Alpas
“WAXXXX” The blinding power of ignorance has fooled Filipinos, for several generations and until now, most are still blind. Considering that several factors that most Filipinos are blind to the truth are because most of us are afraid to accept the truth in our lives. Many are still bound in the slavery of ignorance and chooses to remain still. Superstitions, fanaticisms, and poverty are just few of the reasons why we cannot eliminate ignorance on things happening in the society and to the environment. Ignorance is a hindrance and barrier towards improvements and change for good. SUPERSTITIONS Our forefathers have been really engaged into several superstitious beliefs and despite how the society has progress and the age of enlightenment and reason has come many still fail to accept facts to be reasonable about it. Superstitious beliefs can be a primary reason why some of us would still fail to progress and change, it is because we have been left to believe in beliefs and superstitions that has been carved into our culture rather than the acceptance of a more scientific-rational approach. One specific example on how superstitions has affected our society and culture is that when we get sick, many would believe that it is caused by supernatural beings and not by bacteria and viruses. The beliefs on faith healers have sometimes worsened situations rather than approaching things scientifically and medically. IDEOLOGIES CANNOT BE KILLED. Fanaticism and the beliefs on ideologies are as well, factors that contribute. The main reason is that despite the wrong teachings and negative ideologies, many Filipinos still fail to see that it is a wrong action already and still believes that what they are doing is still the right thing. One of the examples is that how Filipinos, have set to believe that everything that the current president, Mr. Duterte’s doing in our country is
right. The extra-judicial killings and unexplained deaths stands wrongly in ethical and morality scenarios. On the other hand, many would argue as well that the Aquino’s, the opposing party, are the ones that sabotaged and made the downfall of the economy of the Philippines after the Marcos Regime. Who is right – who is wrong, who made the good or bad, which is which, is on the hand of the Filipinos and in the decision for the future. Politics has divided our nation instead of uniting it into one. It has shown that the ideologies continue to live on, focusing on the argument of who is better, leading to separation and division in some of us. Fake News Era One of the worst things that had come with technology is the abrupt spread of fake news and misinformation. Filipinos have become victims of “trolls”, most especially in social media sites. Trolls are the ones that initiate and promote the spread of fake news and misinform people. Early of last year, when quarantine began, there was not much to be known of about the COVID 19 Virus, along with the breakout of the new virus, there is also a breakout of fallacies, conspiracies, claims, disinformation with regards to the cure of COVID 19. Many of these claims have already been debunked by the World Health Organization (WHO) and our country’s very own Department of Health (DOH).
Vol.55 Issue 3 On the other hand, there are also news that are engaging, those that has the “clickbait’s”, confusing headlines, and fake news. There have also been cases in which a death of a celebrity was posted in social media although they are still alive. To counter this misinformation and disinformation thru fake news, we should be evaluative and knowledgeable to assess the information that are being disseminated in social media and other platforms. It is much better to be sceptic on these times rather than to easily be deceived by false information. Superstitions, Beliefs, ideologies, are few only the things that remains a challenge for us in the dawn of a new decade, it is year 2021, although a lot of changes has already occurred many remain in belief and been hindered by change. If we remain to be hindered by these factors, it may one day a challenge for us to change for the better good.

President Duterte’s administration. Our country witnessed excessive use of force by police officers during this COVID-19 pandemic. Police are often depicted as heroes of the masses. They protect us from people that threaten our safety. However, as we’ve seen for the past few years, it seems as if those who are alleged to serve and protect are those who also are holding our lives at gunpoint. Several cases of police brutality have already been reported and spread throughout the country with the foremost recent being the case of Sonia Gregorio and her son Frank getting killed at the hands of policeman Jonel Nuezca. Two lives lost at the hands of one cop. As early as 2016, President Duterte pledged to safeguard the police and military in the administration’s bloody “war on drugs” plan. He has given state forces the power to shoot people dead and won’t allow one of them to go to prison. He may not have pulled the trigger but according to the Philippines Drug Enforcement Agency (PDEA) the police killed 50 percent more people between April to July 2020. The confrontations of the police can get violent and can lead to guns being drawn and victims being shot. This inappropriate behavior comes from an abuse of power granted to the police. Last December 20, 2020 Police Senior Master Sergeant Jonel Nuezca shot dead Sonya Gregorio and her son Frank Gregorio in broad daylight after a disagreement regarding by using a home-made noise-maker. After Nuezca brazenly shot the victims, without remorse— he casually walked away with his kid and went home. Like he’s used to it having the fact that he has gotten away with it before. This case is making headlines for the reason that it was caught on video. Amidst the pandemic, numerous people have been murdered
and experienced brutality at the hands of policemen. One victim is ex-soldier Winston Ragos was shot dead by another police master sergeant named Daniel Florendo Jr. after violating quarantine protocols—also in broad daylight. The National Bureau of Investigation (NBI) later classified the act as murder and concluded that the police involved also planted evidence. Police brutality in our country is infuriating. Jonel Nuezca was caught due to footage. There are many that will stay free because there was no footage. We’ve to ask ourselves why have our policemen gone thus far on murder innocent lives? Is it for the rationale that the present administration has ordered the police and military to ‘shoot to kill’ amidst the pandemic? Or do they only favor violence? Who can we attend if even the government gives injustice judgements? The crime perpetrated by police Master Sergeant Jonel Nuezca happens every day both in rural areas and urban areas. An anger management program won’t solve the culture of impunity in our police force. The moral character of some policemen is completely at the lowest. Those that engage in violent acts have no moral code to stop them from doing such. Even cops who don’t engage in such acts still help perpetuate a system that oppresses people. A badge isn’t a license to kill. After these happenings, many of us are now aware that there are many more cases involving the police in previous years. Justice remains being demanded—not just for the victim’s families, but others who’ve been struck down by police brutality over the years. We can never achieve peace in our country if violence is prominent altogether corners. We cannot sleep in peace if we fear for our lives at the hands of authorities. Our lives are always at stake. We’ve the right to talk out against the injustices our policemen are partaking in. We’ve the power to criticize them for his or her unwarranted violence against our fellow Filipinos. We’ve the voice to demand justice for all the victims whose blood they need shed. Police brutality doesn’t just end here. The abuse of their power remains happening. Use your voice to keep spreading awareness. Who knows there might be others that weren’t filmed?

Academic freedom; but not for Lumads Arienne Joyce O. Amodia Imagine being grabbed in the middle of a class by state forces because they will supposedly rescue you using their Gestapolike abduction. In an academic community, you seek refuge because of displacement. This is an ordinary scene for Lumads. The difference is, it is situated in the middle of a highly urbanized community. Inside the walls of a prestigious university. Back in their ancestral lands, these indigenous people, along with volunteers, are redtagged and maliciously labeled as part of the communist movement. Extrajudicial killings, militarization, and other stateled violence spiked. Schools were bombed or demolished. The community was threatened and harassed. It was even heightened when Duterte announced that he will bomb the Lumad schools in one of his press briefings. The Lumads are victims of a variety of social issues. That includes the loss of their ancestral lands through legal and illegal land grabbing. Multinational companies, politicians, miners, and the government

took advantage of their illiteracy to trick them into selling their ancestral lands, disregarding the Indigenous right to land ownership. This is the main reason why Lumad communities, with the help of allied groups, volunteers, and religious groups, established alternative schools. These schools teach them basic literacy such as reading and writing and empower them to protect their land and lives through critical thinking and basic human rights. From 215 Lumad school campuses, there are only 38 schools left in September 2020. The continuous attack on their academic freedom left them with no choice but to displace in the different parts of the country, through another alternative learning program - the Bakwit schools. Now, the Bakwit schools have yet faced another attack. The termination of the UP-DND accord paves way for the Anti-Terror law. Citing that the University of the Philippines is a breeding ground for
Women have proven countless times that they are worthy of respect, and should be treated equally like their male counterparts. From politics, business, and even family life— women excel in all kinds of fields. Unfortunately, there are those who are still living their lives perceiving every woman as lesser than men despite all the things they have achieved. Instead of empowering women to become better versions of themselves, and to encourage them that they can freely would be glad to cooperate in fulfilling a exercise their rights, degradation is being goal that most people have longed to achieve. employed towards them. the rebel movement, the call shows a desperate movement, of the government, against dissent. This doesn’t only affect the zone of peace and academic freedom of the university. But it also decreases the chance to protect the Lumad Bakwit Schools, and their academic freedom, from state forces inside the UP campus. The most recent attack against the Lumads was the unannounced entry of policemen inside the University of San Carlos - Talamban Campus. Police called it “rescue operations” of Lumad students from alleged kidnapping. It ended up with the detention of 26 students, teachers, and datus, while the rest are transported back to their community, with minors who don’t have parental consent. The Lumad children are once again affected. It just shows that these attacks are not only in case of academic freedom but rooted in the exploitation of human rights and indigenous people’s rights. Education is empowering and powerful. The unconstitutional government actions towards Indigenous people show that the government is afraid of the educated. As issues arise about academic freedom, the government shouldn’t have the right to define it. With their slanted motivations, how can we trust our education, our future, to these people?

Shannon Marie R. Libo-on needed. This means that women should have equal access to education, resources, and a role in making decisions. If these are not practiced, revamping a country’s economic status will be harder for everyone. With all the women’s movement that has happened throughout the years, a mix of emotions were witnessed through time. Some felt grateful. Others remained ignorant, and a number created a distance because they never believed that there should be gender equality. This negative impression about women empowerment should stop now. People who still think this way should be taught that women’s rights are human rights. The world will definitely be a better place if everybody knows how to give someone their due.

Quaranflings
Features | 9
By: Therese Marie B. Benares
Being stuck inside our homes for nearly a year now due to the global pandemic that affected everyone is mentally exhausting. The world that we were used to suddenly came to a stop, even time stopped. This phenomenon made everyone concede to the internet for their source of entertainment, which prospered dating applications. During this quarantine period, applications like Tinder, Bumble, and Telegram have reported that their usage has increased. These applications made people between the ages of sixteen to thirty find their own “quaranfling.” But what is really a quaranfling? According to Urban Dictionary, Quaranfling is defined as “an online dating encounter that begins during quarantine, used as a means to fill the dating void, and ends before quarantine is over.” You might say to yourself, “if it’s just an online dating encounter, then it’s not serious.” This uncertainty has caused ghosting culture to rise. Ghosting culture has been the main topic ever since this quaranfling became universally known. According to Urban Dictionary, ghosting is defined as “the shutdown/ceasing of communication with someone without notice.” People who are currently having their own quaranfling have this fear of being ghosted, but who wouldn’t?
Imagine pouring yourself to someone without certainty that they will stay. But don’t you worry, long before quarantine happened, long distance relationships have always been a thing. The rapid development of the internet has fostered people from different countries to build friendships and relationships. Long distance relationship, even if it is criticized, is actually more serious than you thought. Youtuber like Pewdiepie and his wife, Marzia, actually met on the internet, and now they’re in their 10th year of being together. But how about quaranfling? Is there a certainty that it will be like Pewdiepie and Marzia? Well, it’s 50/50. It all depends on the person you meet and your vibe together. The internet is similar to an open arena filled with millions of people with different personalities. It’s obvious that finding someone here is hard, but with determination and pure intentions, maybe you can find one, you just have to be cautious. Though most quaranflings end up in heartbreaks, some say it’s a good way to de-stress yourself. Having a support system amidst this depressing time is what made people search for quaranflings. Having a distraction to fill the void inside your heart, and having someone who can fill your romantic fantasies without being too serious is easier because you can easily leave them without feeling too guilty or hurt. But, there are other ways you can distract yourself. I know this is long overdue, but finding a hobby and getting to know yourself better is a good distraction in this quarantine. We, humans, are social beings. We cannot exist without other people, but, there are other ways to be social without romantically involving yourself with someone. T h i s
generation is so obsessed with the thought of love, but not love. We are so obsessed with the thought of relying on someone that we forget about ourselves. But, let’s break this mindset. Let’s focus on ourselves first before diving into a relationship. Being in a relationship without knowing yourself truly will be hard in the long run because we will rely everything on them, expecting them to stay despite everything, and when they suddenly leave, it will break us, which is why there are suicides due to breakups. Focusing on yourself will allow you to do things you’ve always wanted to do, achieve goals you’ve always wanted to achieve. If we rely on people to be there for us all the time, if they react in a way you didn’t want to, it will break you. That is why you need to learn how to love and focus on yourself first so you won’t need to seek acceptance from other people. When you live a life without relying on someone or seeking approval from others, you will enjoy successes and failures without expecting their reactions. It will solely be about you, and you alone. It will be just you and your successes. You just need to keep doing your best every day, and if no one is proud of you, be proud of yourself.

The New Wave of Virus is Fast Approaching By: Mary Jane D. Hortelano The nightmare begins when the news about the new variant of the COVID- 19 virus surfaced out of nowhere. The thought of winning against this fight slowly crippled and was replaced by new dread of horror. The variants are fast approaching; spreading from country to country and waiting in the dark alley to lurk someone with weakened immunity. Where would you hide? They can be anywhere inside you. The idea of mutation is not new with viruses. All organisms, including humans, are prone to mutation because genetic sequences can alter at some point during replication. The widely known new variant of COVID-19 virus known as the B.1.1.7., was first detected in the United Kingdom and was the product of viral mutations of the known strain. It is said to be transmitted faster and may increase severity of symptoms. However, as early as August and September 2020, a SARS-CoV-2 variant linked to infection of farmed animals and transmitted to humans was identified in North Jutland, Denmark. The variant is referred to as the “Cluster 5” variant by Danish authorities which has a combination of mutations not previously observed. Recently, national authorities in South Africa announced the detection of a new variant that is rapidly spreading among their three provinces. They named this variant 501Y.V2. The aforementioned were some of the thousands of variants produced by viral mutations which continuously brings threat to public health. The current variant of concern is the one detected in the UK which demonstrates increased infectious rate and transmissibility. It was discovered that a switch from asparagine to tyrosine at position 501 located in the receptor-binding domain of the spike protein occurred which brought the added attributes of the deadly virus. A British professor said that higher levels of virus release will result in
infection of more cells and lead to higher rates of virus transmission as well as the frequency of human and animal transmission. On the contrary, there is no clear evidence of the new variant being associated with more severe disease or worse outcomes. Further investigations are needed to understand the impact on transmission, clinical severity of infection, laboratory diagnostics, therapeutics, vaccines, or public health preventive measures. Viral mutation happens when a change in genetic sequence occurs which paves way to viral evolution into a new variant. There were changes on the proteins which can be harmful or advantageous. Scientists reiterated that there is a possibility that the new variants will show reduced sensitivity to immune responses to the recently introduced vaccines. However, the identification of a new variant of the SARS-CoV-2 virus does not impact the rollout and administration of the vaccines. Since some developed vaccines use viral mRNA, it would not be difficult to change the sequence of the genetic code in the vaccine to match the new variant. Nevertheless, the new variant is discretely finding its way towards several countries amidst the unending run for the attainment of a precious vaccine. Thus, it is important to closely monitor the neutralization of the new variant in those vaccinated individuals. In the future, it may be necessary to alter vaccine composition to adapt to the new variant. The World Health Organization (WHO) recommended that the public must be aware of these facts and emphasize the importance of maintaining ongoing preventive measures to reduce transmission. Since our body is constantly adapting to change, it is important to never let our guard down because we cannot afford to be lurked into the shadows and get infected. So, try to run away from it while you still can.

Are Negrenses cursed?
By: Arienne Joyce O. Amodia
As cliche as it sounds, everyone holds on to this mantra after a year of despair and isolation caused by the pandemic. But as the clock dawn at midnight, emergency calls are muffled in cheers and glee. The night sky illuminated with pyrotechnics as waves of hurrying flash flood entered, carrying away everyone’s hope for a better year. Negrenses, like their Media Noche that night, manage to stay afloat despite the devastating aftermath of the muddy floods. However, exactly a week later, with half-dried mattresses and hanging clothes, the water rose again, affecting the neighboring cities up North. The pandemic is nowhere near over, yet Negrenses are submerging in knee-toshoulder-deep flood water. Ironically, the supposedly new beginning is a start of a new dilemma. Is it a curse or karma? Wake up call for a broken sanctuary It is disturbing that a flash flood happened due to “a light and moderate rain and thunderstorms,” as PAGASA advised. How is this even possible? Imagine what will happen if a storm or typhoon hits the island. Poor waste management. Careless flood control measures. Deforestation. Sand and gravel quarrying. One thing is for sure, even in this pandemic, nature finds its way to retaliate against the damage we accumulated to its sanctuary. Specific to this event, the damage is rooted in the Northern Negros Natural Park (NNNP), the critical watershed in the province. NNNP is a protected forest area. The home of Negros bleeding-heart pigeon, Visayan spotted dear and leopard cat, endemic and endangered bird species, hardwood trees, and other living species. As the province watershed, it mitigates the effects of flooding. Through these years drastic changes in the forest cover were noted. There are laws established for the conservation and protection of the remaining forest area, the National Integrated Protected Areas System (NIPAS), or the RA 7586. However, forest clearing, landscape alteration, illegal human settlements,
land-grabbing, intensive conversion of the forest to agriculture, and road construction projects are still rampant. It causes the fast deterioration of ecological benefits and services of the forest. In recent years, there is a rise in cafes and mountain resorts. Consumerism and commercialism in the mountains increase the demands and consumption, paving the way to more environmental damage. So it is possible that your weekend getaway coffee in the mountaintop somewhat contributes to the dwindling Negros forest. Illegal, make it legal The Northern Negros Natural Park has boundaries - the Buffer Zone and Protected Zone. Under the law, minor to no construction is allowed in these zones, respectively. The number of resorts, coffee shops, and vacation houses inside the buffer zone is quite alarming. What’s worse is, most of them are illegal. Moreover, the ongoing Silay-Calatrava road project in the middle of the protected zone. These are not just violations of NIPAS law (RA 7586) but of the National Building Code of the Philippines (RA 6541) and the Expanded National Integrated Protected Areas Act of 2018 (RA 11038). The Department of Environment and Natural Resources (DENR) is responsible to safeguard, and protect the NNNP by regulating the projects and structures inside the forest. However, their answer to these illegal anomalies is to make them legal. The Protected Area Management Board (PAMB), which is composed of mayors from the NNNP and DENR representatives, legitimizes the SilayCalatrava road construction by allowing the Department of Public Works and Highways (DPWH) to proceed with the project. Since the national government invested in this highway, business and economic activities in the area need to prosper, thus legitimizing the structures in the NNNP is the answer. According to the DENR Undersecretary, property owners can apply for a Special Agreement in Protected Areas (SAPA) to make it legal.

All for the sake of economy, development, and progress. Environmentalists have sent out petitions and called for actions as they believe that real developments do not come at the expense of the environment. They claim that DENR has no authority to approve SAPA, and these are illegal schemes that opened the floodgates that allow wealthy and powerful individuals to have more environmental violations in the NNNP.

Peer Educators: A Cause for the Youth By: Audie Jeorge Salazar
More
than
resilient, action
a
call
for
The consecutive flash floods were brought to the attention of local government officials. In the Third District, the representative plans together with DPWH, DENR, DA, and local government units (LGUs) an integrated master plan on flood and water management. Meanwhile, the Negros Occidental governor urged the cities to procure their dredging machines to prevent flooding and keep their waterways clear. Dredging of rivers in the affected area may help, but it is not the main solution. Negrenses are resilient but having two consecutive floods in a week is enough. They need proper action to prevent this in the future. An action that is focused on the root of the problem. The damage is done and most likely irreversible. The government should invest in a proper and comprehensive, sustainable, and research-based program regarding environmental protection and rehabilitation, especially the forest. They need to seek professional help, researchers, and analysts, for proper planning and program development. Moreover, they need to track down illegal activities that affect the NPPP. -The forest they find solace in is the same forest that can’t keep them safe on the mainland. Negrenses celebrated an unexpected new year but this open to a new beginning. The unfortunate event was neither a curse nor karma but an effect to the accumulated damage humans caused in the environment. For what cause? It is the beginning of social responsibility and to be the guardian of the forest. Negrenses are ready for it.
Illustrated by: Amelia Fatima Alaban January 7, 2021 - that was the beginning of my three day seminar in our municipal hall. I didn’t know what to expect because everyone was new to each other. A woman with greyish black hair made us introduce ourselves to each other and told us that this wasn’t just an ordinary training. A few moments after giving the opening remarks, the door swung open and the mayor stepped in. He told us about a girl, 14 years of age, who approached him. She was asking help because she got pregnant. “She could’ve done more in her life but now she is tied with responsibilities of being a mother,” said the mayor. Imagine, teens at that age become young parents. This is mainly because they lack guidance and knowledge about these things and that’s exactly what the Pop Dev Training is for. Pop Dev or Peer Educators training is composed of two students per LGU. It is composed of Level 1-3
and teaches teens about changes in ourselves both physically and mentally, how to prevent teenage pregnancy, how to have a healthy lifestyle for adolescents and etc. “This is going to be a investment to your schools,” said Lily Grace Nisnisan, Pop dev head educator. “Students who participated in this activity will also become the peer educators in their schools or LGUs.” The three day activity was a blast. It didn’t just consist of sitting and listening only to the speakers. They have activities in which all of you are taking part in. It is an interactive workshop where students can voice out their opinions with regards to the topics. “If this program will be implemented to our school our fellow students can surely gain more knowledge on how to cope up with being a teenager.” said Jireh, one of the student participants.

The power of Art(ivism) By: Shanen Aika Marie Rodrigazo
The museum is most likely the first thing we can think of whenever we hear the word “art” and “history”. Along with it are the graphics of sculptures, paintings, installation arts, and photographs in different styles and sizes arranged almost perfectly in their places. Beyond the frames are thousand magical emotions coming from the artworks you see hanging on museums’ walls. That is to say, what draws people to visit is not the museum itself, but the power and story of the artworks it possesses. Art has multiple forms with multiple functions making it immensely influential. It can be art made through songs, dance routines, literary pieces, or visual artworks in which all have the potential to move people, especially for social change. Even long decades ago, arts have been used by many artists to convey awareness for different societal issues. A renowned artist, Nunelucio Alvarado is one of the many artists who depict the different stories of oppression and inequalities through his artworks. He is known for his paintings showing the lives and struggles of sugarcane workers in Negros, where he was born. His artworks revealed the hidden truth beyond the richness and beauty of the Negros land. This heightened the social orientation not only of the Negrosanons but of the Filipinos. Along with Alvarado are various filmmakers, photographers, and even art students such as from Ang Gerilya (The Guerilla), a group of students from the University of Philippines Diliman who use street art to portray socio-political issues including the lumad killings and challenges of farmers in the provinces. They do not only expose the issues that the Filipinos are facing but also the history and culture of being a Filipino. Their artworks are not stagnant in art galleries, it continuously flows from every heart of the people, radiating from flesh to bones, allowing them not only to be mindful, but take action for equality, justice, and human rights. Art is not displayed for aesthetics alone, it is there to convey a message of love, peace, change, and even revolution. So the next time you visit museums and art galleries, know the artist, look at the art piece, and carefully listen to what it has to say.

GOT7 and A Happy Ending By: Princess Jewel V. Guzman
As a fan, it is odd to celebrate the possible end of an idol group that you are following. But fans of GOT7 were beyond ecstatic when the rumors were confirmed that the boys would not be renewing their contracts with JYP Entertainment (JYPE). GOT7 is a South Korean idol group that debuted on January 16, 2014. It comprises seven members: Lim Jaebeom (JB), Mark Tuan, Jackson Wang, Park Jin-young, Choi Youngjae, Bambam, and Kim Yugyeom. Their music genre spans from pop to alternative R&B. Throughout their time as a group, GOT7 had released 5 studio albums, 15 EPs, 22 singles, and 2 box sets; sat atop charts; received countless awards, and; performed sold-out shows globally. After rumors of GOT7 signing with different agencies days prior, JYPE had finally released an official announcement on January 11, 2021. It stated that GOT7 would not be staying with the company after their sevenyear contract expires. Although that signaled the possibility of never seeing GOT7 as a group again, the response from fans online was exceedingly supportive. Messages of love and encouragement poured out for the seven boys. Though saddened, fans are more glad that the group is leaving the company after having long speculated GOT7’s mistreatment under JYPE— citing instances such as lack of promotion and not dealing with sasaengs (or invasive fans). Indeed, fans seem to see that with JYPE out of the picture,
GOT7 members can now freely pursue what they want and move their careers farther. After the contract ended, JB rumored to sign with a global label, and Mark returned to Los Angeles and gained 1 million subscribers on his Youtube account without posting any videos. As for Jackson, he continued his activities with Team Wang and even established a business deal with Sublime Artist Agency—which is also Youngjae’s new company. For the rest of the members, Jinyoung continued with his acting career under BH Entertainment; Bambam focused on balancing his promotions in Thailand and South Korea; and Yugyeom set to sign with hip-hop label AOMG. “The past 7 years have been the best years of my life. Nothing is coming to an end, just the beginning. The seven of us are going to continue to bring you guys the best version of us till the end. #GOT7FOREVER” Mark wrote to fans. GOT7’s friendship extends beyond their contract, promising that there will always be seven of them. They may focus on their solo careers from now on. But the members assured fans that the group would stay together despite joining different companies. They have also teased fans of a possible album in the future. There is much to expect, and fans are excited and supportive of each member. GOT7 not re-signing with JYPE is a happy ending, and it would be odder if fans did not celebrate.
