County implements enhanced safety measures following assault on DSS caseworker

Following a recent assault on Westchester County Department of Social Services (DSS) caseworker Marie Coto, the County has announced additional safety measures for its staff. Effective immediately, DSS will offer enhanced security escorts for staff during community and home visits. While DSS has long provided escort services, the new initiative expands their availability to cover more visits and programs.

Westchester County Executive George Latimer said: “This

unforeseen and tragic incident has prompted us to take immediate action to protect our personnel from further harm while they perform their duties on behalf of the County of Westchester. DSS staff perform essential work within the community, we respect them and we want to do all we can to keep them safe.”

Coto, was attacked while making contact with clients in Peekskill, sustaining severe injuries and remains hospitalized. Century Protective Services, Inc. will provide

escorts on a case-by-case basis to assist DSS staff.

DSS Commissioner Leonard Townes said: “Due to the urgent nature of this situation, DSS has determined that an immediate contract with a security services provider is necessary. Our employees perform the most selfless work, and we want to ensure their safety every step of the way.”

Latimer said: “Our thoughts are with Marie Coto and her family during this difficult time.”

Lymeshield system installed at Edith Read sanctuary

Four LymeShield System products, from pest management company, JP McHale, have been installed at Edith G. Read Wildlife Sanctuary in Rye to reduce the risk of Lyme disease.

The LymeShield System administers food pellets for mice, which include a vaccine against Lyme disease, so the non-infected mice cannot spread the infection to ticks. The pellets are harmless to other animals and no pesticides are used.

Ticks are not born with Lyme disease; they pick up the bacteria the first time they feed from mice and then pass it along to other animals and humans. The LymeShield product will help break the cycle.

Westchester County Executive George Latimer said, “Edith G. Read Sanctuary is a Westchester County Park gem, nestled along Long Island Sound, which offers tranquility to visitors. The nuisance of ticks can hinder a visit to the Sanctuary, and with the installment of the LymeShield System, I’m hopeful that guests will be able to enjoy this County jewel a little more.”

Commissioner of the Westchester County Department of Parks, Recreation and Conservation, Kathy O’Connor said, “Our Conservation Division is at the forefront of industry trends and the installation of the LymeShield System is another example of our staff’s forward-thinking skills that help keep our parks’ environment healthy.”

Westchester County Environmental Health Deputy Commissioner, Christopher Ericson said, “Ticks don’t jump or fly. They stay low to the ground and grab onto people, pets and wildlife that brush up against them. That’s why it is best to walk in the center of trails, take preventive measures to keep ticks away from your skin and always do a tick check of your body when you are finished with outdoor activities.”.

The LymeShield System has been installed at the boardwalk, behind the bird-feeding station near the visitor center, in the meadow near the chimney and at the bamboo forest.

Park-goers are still encouraged to take regular precautions and use repellants and do thorough tick checks after visiting wooded areas.

WJCS awarded grant to support vulnerable seniors

Westchester Jewish Community Services (WJCS) is thrilled to have been awarded a $40,000 grant from the Field Hall Foundation for Geriatric Care Management. This support is especially needed because addressing the issues faced by the elderly is becoming increasingly important as the population in Westchester County ages. It is the fastest growing age group in Westchester, with people over age 65 representing 18.4% of our county’s population in 2022. Seniors living on limited incomes in Westchester often face financial insecurity. More than 39%—45,000 people—in Westchester live in poverty, which is higher than Rockland, Nassau, or Putnam counties.

“Seniors face great challenges as they try to age gracefully and safely. They need someone to help them navigate care options and connect them with available social, financial, and health resources,” said WJCS CEO Seth Diamond. “WJCS fills a vital need, to support lower income older adults who are often left isolated with limited mobility and transportation at an age when their emotional, physical, and financial concerns are increasing.”

“Field Hall Foundation’s mission is to improve the lives of vulnerable older adults, which aligns with WJCS’ Geriatric

Care Management Program, and we are very happy to support the program,” stated John R. Heart, Field Hall Foundation’s CEO.

The WJCS Geriatric Care Management program provides low-income seniors with in-home assessments for safety, personalized care planning, on-going case management, guidance on senior housing options; individual and family counseling based on identified needs of the senior and/or their caregiver(s); access to other WJCS services as identified through individual counseling and telephone inquiries; and connections to a network of service providers, including home health care, social services, and legal and financial experts. The Field Hall Foundation grant will benefit more than 200 seniors in Westchester.

WJCS Geriatric Care Managers serve as an ongoing resource to clients as well as their children and other family members, many of whom live out of town.

“Our highly professional staff delivers services with compassion and dignity to some of our county’s most vulnerable people,” said Diamond. “We are so grateful to the Field Hall Foundation for helping to make this possible.”

County hires director of flood mitigation, resiliency

In an ongoing effort to address the increasing impact of flooding and severe weather storms on residents, businesses and infrastructure in Westchester, the County Department of Planning has hired a Director of Flood Mitigation and Resiliency. Dean Tarulli, formerly of the New York State Office of Storm Recovery and Federal Emergency Management Agency (FEMA), has joined Westchester County Government to help develop and manage flood prevention and mitigation projects, as well as look at ways to maximize state and federal funding in communities plagued with flooding issues.

Westchester County Executive George Latimer said: “We have all seen the catastrophic impact flooding and severe storms can have on our residents and businesses throughout Westchester County, which is why we created this brand new position as part of our 2024 County budget. Dean Tarulli has been brought on to create a more comprehensive approach to flooding concerns in all of our communities, and we know the County will greatly benefit from his past experience and expertise.”

Westchester County Commissioner of Planning Blanca Lopez said: “Almost every

day, we hear from municipalities and County residents alike about the need to increase the resiliency of communities impacted by flooding. Adding Dean Tarulli to the Planning staff sends a clear message that this is a priority and a critical step forward in order to take immediate action. We welcome Mr. Tarulli to the Planning Department and look forward to his leadership in this role.”

The Osborn’sC concert series presents Theall Roadhouse Band

The Osborn’s WellSpring Free Thursday Night Summer Concert Series presents the Theall Roadhouse Band on June 20, from 7 p.m.-8 p.m. The Theall Roadhouse Band is a wonderful 7-piece jazz ensemble dedicated to big band music. You can swing along with this local group from Rye for an evening of musical enjoyment.

The Concert Series continues with the Art Lillard Jazz Group on June 27, from 7 p.m.-8 p.m. The Art Lillard Jazz Group plays jazz, swing, blues, Latin and well-known standards from the American Songbook. A truly versatile group, they play something for every audience member to enjoy.

Town of Rye observes Juneteenth

Juneteenth officially became an American federal holiday, called “National Independence Day” by President Joseph Biden. Juneteenth, which is both a day of solemn reflection and remembrance and one of emancipation celebration, commemorates June 19, 1865: the date when the last enslaved people in the Confederacy were notified of their freedom following the Civil War. The town of Rye, which is home to one of the area’s most important Black History sites, The Rye African-American Cemetery, once again honors the memory of our forebears with its third annual event of service and spoken word at the cemetery, on Saturday, June 22, beginning at 10 a.m.

For years, the town has worked hand-in-hand with the Friends of the African American Cemetery, The Osborn, and civic-minded volunteers to care for the grounds and maintain/restore memorials and pathways of the site. This year, the ceremony will be followed immediately by volunteer service activities that center upon preparing for a new gravel pathway into the historic cemetery, and a gentle cleaning of

stonework, paying tribute to those interred within.

Rye Town is the sole New York state municipality to receive a 2023 National Park Service (NPS) grant, based upon the community’s strong support and advocacy of preservation projects for this key site, which is intrinsically tied to the struggle of African Americans to gain equal rights.

The Historic Preservation Fund’s African American Civil Rights grant program worked alongside its partners from The Friends of the African American Cemetery and The Osborn, as well as local legislators, descendants, and students to help beautify the landmark in an ongoing preservation project. The project aims to detect, via cutting-edge technology, any unmarked grave sites so that the Town can appropriately map the site for historical records and place headstones for those unknown, who currently have none.

Work at the site began in October 2023. Using ground penetrating radar (GPR) and a team of specialists brought on board by Heritage Consultants to take aerial photographs of the

cemetery, they created 3D models of each headstone. A total of 232 potential burials were located in the cemetery. Only 120 of these are associated with burial markers. Of the remaining 112, 64 were identified as “probable unmarked burials” and the remaining 48 were identified as “possible

unmarked burials”. This important and deeply meaningful work is an ongoing project. In light of these recent discoveries, and together working side by side, we will learn more about our rich history while honoring the African Americans who built our towns.

Harrison Youth Perishes in Bike Accident

The town of Harrison mourned this week, after a tragic accident claimed the life of 13-year-old Mark Anthony Giordano on Sunday, June 9.

According to police reports, Giordano, an eighth-grade student at Louis M. Klein Middle School, was with a group of friends in the public parking structure next to the Metro-North Station in downtown Harrison when he lost control of the electric bike he was operating and fell from the roof of the five-story structure.

Giordano was taken to White Plains Hospital by emergency responders where he was pronounced dead.

In a statement to the Harrison community on Monday, June 10, Harrison Central School District Superintendent Louis N. Wool urged togetherness in this time of pain.

“Nothing is more difficult to fathom nor more tragic to experience than the loss of a child,” wrote Wool. “In moments of extraordinary tragedy, I am always comforted by the generosity and love our community shows to those most in need and one another.”

Wool lauded Giordano as a vital young member of the Harrison community, noting that the 13-yearold was “beloved by his teachers, coaches, and friends.”

The Superintendent also announced that HCSD staff was available to provide counseling to any Harrison students or staff in the following days.

“Our exceptional faculty, coaches, and SROs stepped in immediately to support his family and our students,” he wrote. “We have mobilized support for our middle and high school students, faculty, and staff and extend that support to anyone in our schools who may have known this resilient and remarkable

young man.”

The rest of the Harrison community wasted little time showing their support for the Giordano family.

The Harrison High School Wrestling Page on Facebook posted its condolences as well as remembrances for Giordano, who was a varsity start despite his young age. This past winter, Giordano qualified for the Section 1 tournament at 220 pounds.

“Mark was an incredible young man who achieved so much in such a short time,” read the post. “His potential on the mats and the football field seemed limitless. However, beyond his athletic prowess, Mark was always kind, respectful, and a loving teammate, brother, and son. In this difficult time, let’s keep Mark’s mother Michelle and sister Liza in our thoughts and prayers, and extend our support to them however we can.”

A GoFundMe campaign started for his family had raised upwards

of $137,000 dollars by Wednesday night, prompting a message from campaign organizer Frank Barchella, thanking the more than 1,600 people who donated in Giordano’s memory.

“It is amazing the outpouring of love and support each and everyone of you has shown the Giordano family; thank you is not enough to give to you all who have donated

in this families time of need,” wrote Barchella. “Once again, the Harrison Community has taken care of one of their own . . . The Giordano family wants all to know that they are eternally grateful to you by making it possible to laying this young man to rest.”

The Eastchester baseball team’s quest for a state title may have fallen a bit short this year, but the Eagles’ tenacity, grit and competitiveness was on display from the first day of preseason to the final out of the state semifinals.

On June 7, the Eagles’ campaign came to an end in the Class AA NY State semifinals, as Eastchester was edged by Section 4’s Bethlehem Central in a heartbreaker at Binghamton University, with the eventual state champs posting a 3-2 win over the Section 1 representatives.

Buoyed by a two-run single in the second inning by Declan McLaughlin, East-

chester rode the arm of starter Jake Warnock throughout, as the senior turned in a terrific performance, fanning 11 batters and allowing just five hits throughout the course of a complete game effort.

Eastchester head coach Jesse Waters noted that while Warnock struggled with location early on, it hasn’t been unusual this year to watch the right-handed figure things out as the game progressed.

“That’s Jake, he’s said all year that he has first inning problems,” said Waters. “But we’ve seen it all year, he’s able to shake it off and find it as the game goes on, and that’s one of the reason’s he’s been so important for us all season long.”

Bethlehem would chip away at the Eagle lead, eventually tying the game in the sixth inning and taking the lead in the top of the seventh when a a throwing error after controversial walk gave the visitors a lead they wouldn’t relinquish.

The Eagles refused to go quietly in the bottom half of the frame however, putting two runners on base before left-hander Tim Sparks closed the book on the Section 1 champs. Sparks would allow just four hits on the afternoon as he battled

against a feisty Eastchester lineup.

“That’s been our story; we don’t always get a lot of hits, but we’ve gotten the big hits when they mattered most this year,” said Waters.

“That tells you a lot about the toughness if this group, and

unfortunately, we just came up a little short.”

The following day, Bethlehem Central would win the Class AA state title with a decisive 11-5 win over Section 5 Hauppauge.

Eastchester head coach Jesse Waters lauded his

team for a superb season, noting that the 17-9 ball club far exceeded the expectations most had placed on them this year.

“I want them to take away all the ups and downs of everything we’ve been through this year,” said Waters.
