County hires director of flood mitigation, resiliency

In an ongoing effort to address the increasing impact of flooding and severe weather storms on residents, businesses and infrastructure in Westchester, the County Department of Planning has hired a Director of Flood Mitigation and Resiliency. Dean Tarulli, formerly of the New York State Office of Storm Recovery and Federal Emergency Management Agency (FEMA), has joined Westchester County Government to help develop and manage flood prevention and mitigation projects, as well as look at ways to maximize state and federal funding in communities plagued with flooding issues.

Westchester County Executive George Latimer said: “We have all seen the catastrophic impact flooding and severe storms can have on our residents and businesses throughout Westchester

County, which is why we created this brand new position as part of our 2024 County budget. Dean Tarulli has been brought on to create a more comprehensive approach to flooding concerns in all of our communities, and we know the County will greatly benefit from his past experience and expertise.”

Westchester County Commissioner of Planning Blanca Lopez said: “Almost every day, we hear from municipalities and County residents alike about the need to increase the resiliency of communities impacted by flooding. Adding Dean Tarulli to the Planning staff sends a clear message that this is a priority and a critical step forward in order to take immediate action. We welcome Mr. Tarulli to the Planning Department and look forward to his leadership in this role.”

Tarulli said: “I am looking forward

Tarulli’s responsibilities will also include:

- Administrating the County’s Flood Mitigation Program funded in the Capital Budget

- Addressing concerns from local municipalities as the County’s Floodplain Coordinator

- Collaborating closely with many County Departments including the Department of Emergency Services, Department of Environmental Facilities and Department of Public Works and Transportation

George Latimer, a Democrat who built a career in public service delivering progressive results, added to his record of electoral victories by winning the Democratic primary race in New York’s 16th Congressional District, beating incumbent Jamaal Bowman.

It doesn’t matter your age, the color of your skin, your religion, sexual identity, whether you’re a Met fan or a Yankee fan, we will govern so everyone is included.

“We will consider the needs of everyone in the district. We see in this room the men and women of labor, they represent the secretaries, plumbers, carpenters, firefighters, and the people like my mom and dad, who work with their hands. We’re all included. There are many countries in this world run by different kinds of systems. Out of all of the forms of government, this form of government is the best hope that we have for the greatest number of people to have the greatest possible future. We have to fight to make sure we do not vilify each other, and that we remember we are all Americans. We have serious issues to deal with, from climate change to immigration. We will argue and we will debate, but we must come together and understand the necessary for unity.”

WJCS awarded grant to support vulnerable seniors

Westchester Jewish Community Services (WJCS) is thrilled to have been awarded a $40,000 grant from the Field Hall Foundation for Geriatric Care Management. This support is especially needed because addressing the issues faced by the elderly is becoming increasingly important as the population in Westchester County ages. It is the fastest growing age group in Westchester, with people over age 65 representing 18.4% of our county’s population in 2022.

Seniors living on limited incomes in Westchester often face financial insecurity. More than 39%—45,000 people—in Westchester live in poverty, which is higher than Rockland, Nassau, or Putnam counties.

“Seniors face great challenges as they try to age gracefully and safely. They need someone to help them navigate care options and connect them with available social, financial, and health resources,” said WJCS CEO Seth Diamond. “WJCS fills a vital need, to support lower income older adults who are often left isolated with limited mobility and transportation at an age when their emotional, physical, and financial concerns are increasing.”

“Field Hall Foundation’s mission is to improve the lives of vulnerable older adults,

which aligns with WJCS’ Geriatric Care Management Program, and we are very happy to support the program,” stated John R. Heart, Field Hall Foundation’s CEO.

The WJCS Geriatric Care Management program provides low-income seniors with in-home assessments for safety, personalized care planning, on-going case management, guidance on senior housing options; individual and family counseling based on identified needs of the senior and/or their caregiver(s); access to other WJCS services as identified through individual counseling and telephone inquiries; and connections to a network of service providers, including home health care, social services, and legal and financial experts. The Field Hall Foundation grant will benefit more than 200 seniors in Westchester.

WJCS Geriatric Care Managers serve as an ongoing resource to clients as well as their children and other family members, many of whom live out of town.

“Our highly professional staff delivers services with compassion and dignity to some of our county’s most vulnerable people,” said Diamond. “We are so grateful to the Field Hall Foundation for helping to make this possible.”

Town of Rye observes Juneteenth

Juneteenth officially became an American federal holiday, called “National Independence Day” by President Joseph Biden. Juneteenth, which is both a day of solemn reflection and remembrance and one of emancipation celebration, commemorates June 19, 1865: the date when the last enslaved people in the Confederacy were notified of their freedom following the Civil War. The town of Rye, which is home to one of the area’s most important Black History sites, The Rye African-American Cemetery, once again honored the memory of our forebears with its third annual event of service and spoken word at the cemetery, on Saturday, June 22.

For years, the town has worked hand-in-hand with the Friends of the African American Cemetery, The Osborn, and civic-minded volunteers to care for the grounds and maintain/restore memorials and pathways of the site. This year, the ceremony will be followed immediately by

volunteer service activities that center upon preparing for a new gravel pathway into the historic cemetery, and a gentle cleaning of stonework, paying tribute to those interred within.

Rye Town is the sole New York state municipality to receive a 2023 National Park Service (NPS) grant, based upon the community’s strong support and advocacy of preservation projects for this key site, which is intrinsically tied to the struggle of African Americans to gain equal rights.

The Historic Preservation Fund’s African American Civil Rights grant program worked alongside its partners from The Friends of the African American Cemetery and The Osborn, as well as local legislators, descendants, and students to help beautify the landmark in an ongoing preservation project. The project aims to detect, via cutting-edge technology, any unmarked grave sites so that the Town can

appropriately map the site for historical records and place headstones for those unknown, who currently have none.

Work at the site began in October 2023. Using ground penetrating radar (GPR) and a team of specialists brought on board by Heritage Consultants to take aerial photographs of the cemetery, they created 3D models of each headstone. A total of 232 potential burials were located in the cemetery. Only 120 of these are associated with burial markers. Of the remaining 112, 64 were identified as “probable unmarked burials” and the remaining 48 were identified as “possible unmarked burials”.

This important and deeply meaningful work is an ongoing project. In light of these recent discoveries, and together working side by side, we will learn more about our rich history while honoring the African Americans who built our towns.

Additionally, two landscaped courtyards will include grill and lounge areas, a heated pool and fire pits.

Floor plans are varied, with 30 studios, 75 one-bedroom units, 11 one-bedroom dens and 84 two-bedroom units. Five percent of units at the project are reserved for residents earning 80% of the area median income.

A Game Plan for Success

I’ve been a Knicks fan for a while, but for the life of me, I can’t remember the last time I was this excited about the NBA in June.

In the lead-up to Wednesday night’s draft, the Knicks made some big splashes, resigning OG Anunoby and unloading a heap of draft capital for Nets star Mikal Bridges. Were the moves good ones? Obviously it’s took early to tell, but what I do know is that the Knicks—after decades of futility—are finally operating in the off-season with a distinct plan to vie for one of the top spots in the Eastern Conference.

As far as Bridges goes, there aren’t too many moves that could have made me happier as a fan.

Aside from my love of the Knicks, I’ve also been a longtime supporter of Villanova basketball. To see Bridges join the rest of the “Nova Knicks”—and play alongside his college teammates Donte DiVincenzo, Josh Hart and Jalen Brunson—is a dream come true, the realization of something many fans with my rooting interests have been calling for since the former Wildcats began to leave their mark on the franchise.

As for Anunoby, the main question is health.

He’s been an incredibly productive player for the Knicks while on the floor, as his defense, rebounding and ability to hit timely shots helped to transform the Knicks from a nice story prior to the trade deadline into a legitimate powerhouse. Can he stay healthy? That remains to be seen, but the fact is, when he is out on the court, he helps hold every -

thing together.

For too long, I’ve gotten used to the “almosts” when it comes to Knick off-seasons. Historically, the Knicks would put all their eggs in one basket—a top flight free agent who would reject their overtures—and be forced to recalibrate a plan once said star signed elsewhere.

Now, the Knicks are loading up on good, solid professionals, guys who buy-in to Tom Thibodeau’s game-plan and know how to play together.

I’d almost forgotten what it’s like to root for a Knicks team that identifies its priorities and operates with an overarching plan to develop a consistent winner.

It’s not so bad, is it?

Now obviously, we don’t know if these moves—perhaps just the start of the off-season retooling— will pay off. We’ve got a while before the NBA season rolls

around and even longer before we get a sense of exactly how good this Knicks team is.

But it’s June, I’m smiling, and I’m excited.

And it’s been a long time since I could say that.

This week, the Knicks made some major movies, including resigning OG Anunoby and trading for the Nets’ Mikal Bridges. For long-suffering New York fans, these moves were music to our ears.

Section 1 votes on rule changes for 2024-2025

With the 2023-2024 school year now behind us, local teams—and Section 1 officials—are now looking forward to the upcoming year.

On June 11, the Athletic Council of Section One of the New York State Public High School Athletic Association (NYSPHSAA) reviewed several proposals related to multiple sports, including Boys and Girls Soccer, Football and Baseball, and others that would have a section-wide impact.

Perhaps the biggest decision made was in the boys and girls soccer soccer realm, as the committee voted to reject a proposal to reinstate overtime periods as a means of determining the winner of contests tied after regulation.

The proposal would

have done away with the current system, which sees games tied after regulation declared draws, but the Section 1 opted to maintain the status quo, using player safety and overuse as its arguments for keeping the system intact.

“The decision was made to provide relief to athletes and prevent unnecessary injury risk with additional playing time,” read an press release from the Athletic Council. “It was determined that this was an important safety measure during the fall season, when weather-related postponements can cause the schedule to shift dramatically.”

In football news, Section 1 opted to keep its planned start date of Aug. 24, 2024 instead of opening training camp on Aug. 19, which was announced last month by the NYSPHSAA as the earliest possible start date

for football teams.

Lastly, in an ongoing effort to curb unruly fan behavior, the Athletic Council announced that they are reviewing a proposal to make amendments to guidelines concerning comments made by spectators. Currently, fans are forbidden from singling out individual athletes during play. The newest proposal, if adopted, would not permit spectators to make derogatory comments about coaches, event staff, or game officials.

“This change would support athletic administrators in helping to maintain a welcoming and affirming atmosphere around education-based athletics,” said Section 1 officials.

The proposal is still under review and will be voted on at a future meeting.

Eastchester strength coach wins inaugural WCSCA award

With deep playoff runs, a handful of league and section crowns, and state titles to boot, it has been a banner year for Eastchester’s athletic teams. But this week, one more member of the Eagles’ sports community received some well-deserved recognition, as Eastchester’s Shane O’Connor was named the Strength and Conditioning Coach of the Year by the Westchester County Strength Coaches Association.

O’Connor—a 12-month district employee tasked with guiding Eastchester’s student-athletes through training programs designed to prevent injuries and enhance performance—was lauded by the WCSCA for his devotion to his craft. He is the first strength and conditioning coach to be so honored by the WCSCA.

“Shane’s unwavering com-

mitment and positive influence on athletes and the local community are truly exceptional,” said the WCSCA in an Instagram post announcing the award. “[He] serves as an inspirational figure, cultivating leadership and teamwork among his athletes. His devoted efforts towards promoting health and fitness initiatives, as well as his contributions to the Westchester County Strength Coaches Association, have set a remarkable standard of excellence.”

O’Connor said he was excited to receive the award, but it was the outpouring of responses from Eastchester community members after the win that truly allowed him to feel like his work has been a success thus far.

“When I started seeing people repost it, leaving comments, and I saw the congratulations from the student athletes coming in, that was the best part,” said O’Connor.” If, every year, I get the sense

that the community is happy, if kids are coming up to me to talk about what they’re getting out of it or that they’re going on to study exercise science because of the impact my work had, those are the kind of things that are a currency you can’t achieve any other way.”

O’Connor noted that while his work with the students is partially concentrated on preparing them for athletic competition, he is—in a broader sense—trying to provide Eastchester students with a blueprint and a passion for strength training and healthy living that they will carry with them well beyond their athletic endeavors.

“There’s the social aspect of it too; I’m trying to create a place where kids can come after school so that they can participate in healthy habits, healthy behaviors and love being there,” said O’Connor. “And to see what students have achieved over the last several years of doing this,

the kids keep coming back and the program continues to grow.”

He also reiterated that watching the success of Eastchester’s teams this year was a true thrill, especially as he’s been able to watch the Eagles’ young athletes develop.

“It’s the best feeling, that’s the award right there,” said O’Connor. “Watching these kids perform at a level that has increased as a result of their training and hard work, that means everything right there.”

Lastly, O’Connor thanked the administration—both on the building and district levels—for their overwhelming support that has been an integral part of the success that has been had by Eastchester’s athletes this year.

“I want to give a lot of credit to how hard the athletes work because they’re the ones who show up and put the work in,” he said. “But without the support of the administration, both from the Athletic Department

with Brad Gitlin, Tom Puccini and all the coaches who advocate for what we are doing, as well as the high school administration, especially [EHS

Principal] Jeff Capuano, we don’t have a program.”
