Portion of Playland Parkway renamed after

John Carey

At their regular Board meeting Monday night, the West chester County Board of Legislators voted unanimously to re name a portion of Playland Parkway in Rye “John Carey Place” to posthumously celebrate his career in public service.

John Carey passed away in October 2019 at the age of 95 but lived an extraordinary life. He was a veteran of World War II; he served as a Rye City councilman and mayor; he was a gifted attorney and legal scholar of international human rights law, and a Westchester County judge and acting Supreme Court judge. In addition, he authored dozens of academic articles and two books. He was appointed to the United Nations Subcom mission on the Prevention of Discrimination and the Protection of Minorities, a position appointed by both major political parties. He served in this capacity for nearly 25 years.

“John Carey was an exemplary public servant, as a judge for Westchester County and later as Mayor of the City of Rye,” county Legislator Catherine Parker said. “It is fitting that we rename a portion of Playland Parkway after him so future gen erations can honor his contributions to the community.”

As a municipal official, Carey was known for being a strong coalition builder. After serving in Rye’s City Council, he became mayor for two terms from 1974-1982. Carey worked on the acquisition of Rye Golf Club and a public beach next to Playland Amusement Park. He is also known for his success

ful efforts to both allow skateboarding for residents on public streets and to require “safety doors” on the Metro-North New Haven line trains.

“John Carey Place will memorialize the life of a remark able hometown hero who never stopped giving back,” board chair Catherine Borgia said. “Adding John’s name to the road toward Rye’s historic Playland Park is a perfect way to cele brate his life and lasting legacy.”

The section of the Playland Parkway roadway to be renamed extends from Rye Beach Avenue and runs along the beach and pool parking lot north to the intersection with the upper circle of Playland Park.

“John Carey held a long and distinguished career in public service—a Judge, Mayor, City Councilman and activist for so many important causes, a true public servant in every sense of the word,” County Executive George Latimer said. “He was a man of many accomplishments, and he shared his life, his talents and his spirit with everyone he touched. John remained present and involved in his civic life until the time of his pass ing, and he is very much deserving of this honor that we know will live on for generations to come.”

The bill signing with Latimer will take place Friday, Oct. 21 at 9 a.m.

Latimer releases proposed 2023 Capital Budget

Westchester County Executive George Latimer has submitted his 2023 Capital Budget to the Westchester County Board of Legislators for their review and consideration. The budget, which is Latimer’s fifth, includes investments in affordable housing, electric vehicles and charging infra structure, recreational facilities such as Hilltop Hanover Farm & Environ mental Center, Playland and Memorial Field, flood mitigation projects includ ing the Mamaroneck and Sheldrake River project, numerous sewer and water projects and the paving of the Bronx River Parkway.

“This Capital Budget continues the strategic investment in our County infrastructure,” Latimer said. “The overarching goal of this investment is to maintain our assets in a state of good repair, while at the same time supporting thousands of jobs within the County. Many of the projects in this budget focus on the environment and sustainability including the invest ment in electric vehicle infrastructure, purchase of hybrid and electric buses, flood mitigation funding and incor poration of energy efficiency goals. I made a promise to the people of this County years ago, that I would invest in our infrastructure, take care of our people, help the environment, raise the County’s bond rating and cut taxes responsibly - we have done all of this and more.”

The proposed budget proposal re quests $662.5 million in new appropri ations on an all funds basis for 2023. This appropriations request breaks down as follows:

• $448.8 million for general county purposes.

• $200 million for the Refuse, Sewer and Water districts.

• $13.7 million for the Westchester County Airport.

County Budget Director Lawrence Soule said: “It is very gratifying to see the results of the significant capital investment that the County has made under the Latimer Administration, from the new hybrid buses operating on our roadways, the upgrading and modernization of our waste water treatment plants, to the improvements made throughout our County parks sys tem. This Capital Budget continues this important investment in our County

assets.”

Environmental Conservation and Flood Mitigation

Total $125M

Environmental conservation and flood mitigation efforts continue with an additional $95 million in appro priations for the purchase of hybrid buses for the county’s Bee-Line Bus System, $18 million for electric vehi cle charging infrastructure at county and municipal locations including $5 million for a county/municipal fund for electric charging stations, and $12 million is added for flood mitigation efforts.

Department of Public Works and Transportation Commissioner Hugh Greechan said: “Continuing to improve the Westchester County Bee-Line Sys tem is a win for the riders in the Coun ty. Also, the focus on electric vehicles and charging stations further shows the County Executive’s commitment to the environment.”

Director of Energy Conservation and Sustainability Peter McCartt said: “Once again this administration has shown its commitment to doing what we can to mitigate climate change through innovative programs, as well as adapting and building resiliency to the disastrous effects of rising tem peratures and sea levels. The further hardening of our waste water infra structures is vastly important, but I am particularly appreciative of the support to move the County fleets to electric, and the assistance we will be giving to our municipal partners with our fund to increase the amount of charging sta tions throughout our region. Lastly, the needed investment in Hilltop Hanover Farm and Environmental Center will be enjoyed by generations, continuing to educate citizens young and old on the importance of a circle economy.”

Westchester County Parks System

Total $41.1M

A combined $28 million has been slotted for structural improvements at the Ice Casino and Playland Amuse ment Park. Additionally, $7 million has been allocated for Hilltop Hanover Farm and Environmental Center, and $3.3 million for Cranberry Lake Pre serve improvements.

The Afghan Women’s Circle raises women’s confidence

Two nonprofits, Westchester Jewish Coa lition for Immigration, Inc., WJCI, and Elena’s Light Incorporation, are joining forces to herald an “Afghan Women’s Circle” initiative.

This 5-week, biweekly, 90-minute support group serves as a safe and confidential cultural space for conversations relevant to the empowerment and personal growth of Afghan women who have recently arrived in the U.S. The collaborative group will take place at JCC Mid-Westchester and is funded by UJA-Federation of New York.

Weekly topics at the circle will include motherhood, language acquisition, employ ment, socialization, cultural competence, women’s health, financial literacy, the driver’s license application process, women’s rights and other tools to help them transition and adjust to the cultural bridge of American life. The common goal of each weekly topic is to provide a sense of independence and resil ience while advancing their understanding and practice of empowerment—sentiments

Elena’s Light staff are hoping will be strength ened by the addition of a mentor for each participant once regular group meetings have ended. These mentors are conscious of each woman’s situation and will cater their support services as much.

In the U.S., Afghan women frequently lack the resources and self-confidence to address or overcome language and cultural barriers. They endure gender discrimination and hold in trauma in unhealthy, private ways, never allowed to come up for air. Additionally, they commonly lack knowledge of opportunities available to them and their families. They need companionship, mentorship, guidance, psychological support, language and literacy skills, access to education, and information about their options. The Afghan Women’s Circle was created to address these issues.

Founded by Fereshteh Ganjavi, a refugee, Elena’s Light embodies a mission to engi neer brighter futures for refugee women and children. The staffers there accomplish this through consistent engagement with families, offering English tutoring, healthcare naviga tion, legal advocacy, covid relief, and other support. In collaboration with partners across the region. Elena’s Light is also helping to build a long-term support network for the newest members of the community.

WJCI is a non-partisan, volunteer-run and led organization dedicated to helping all im migrants. In early 2022, WJCI partnered with UJA-Federation of New York and The Shapiro Foundation to help 15 local resettlement

groups resettle Afghan refugees, effectively aiding nearly 100 Afghan refugees to come off army bases around the country.

“WJCI is honored to be working alongside Elena’s Light on this project. We look forward to seeing the results and hope that the wom en reap its rewards for years to come,” said Holly Rosen Fink, President, and co-Founder of WJCI.

The Arc Westchester was recently honored by the Westchester Parks Foundation at its 44th anni versary gala. The “Special Recognition Award” was presented to the nonprofit “for their commitment to supporting individuals with developmental disabilities and their continuous efforts with Westchester Parks Foundation’s Volunteer Program.”

"It started out as a normal outing. My husband and I had to run to the grocery store We were driving down the road casually going over our shopping list when the car ahead of me started to slow down anticipating the yellow light. Cerebral Palsy of Westchester, CPW, held its Second Annual Moonlight Soiree at Crawford Park Mansion in Rye Brook this past Friday, Oct. 7. Guests took ad vantage of the gorgeous evening, mingling throughout the mansion and spilling out onto the patio to enjoy live music and gaze at the moon, and planets Jupiter and Sat urn, through guest meteorologist Joe Rao’s enormous telescope.

Wine and spirit tastings were pro vided by lead beverage sponsor Aries Wine & Spirits (owners and long-time CPW supporters Tony Russo and Andrea Kish), with little plates and desserts provided by local businesses, and live music by the band Trifecta. With lead sponsorship from Countywide Transportation and more than 15 local businesses, along with auc tions and raffles, the event raised a significant amount of support for CPW’s programs that serve thousands of children and adults with intellectual and developmen tal disabilities.

Crawford Park Mansion, which covers more than 35 acres between North Ridge Street and Lincoln Avenue in Rye Brook, is a beautiful venue. The mansion’s open layout, wide patios, porticos, terraces and graceful gardens and lawns make it a unique resource for Port Chester, Rye Brook and

surrounding communities. Built in the 1900’s by Edna and Ever ett Crawford, the Crawford Park

Westchester County Parks Commissioner Kathy O’Connor said: “The proposed 2023 Cap ital Budget continues the much needed trend of rebuilding and restoring our nationally accredited parks system, which is widely used by residents to maintain their physical and mental health. Park usage has grown since the beginning of the pandemic, and we are appreciative of the support we receive from the County departments and both branches of government that participate in the capital process.”

Environmental Facilities

Total $198M

Twenty-five point five million dollars has been added for continuing the improvements to the Mamaroneck wastewater recovery facility in 2023. Twenty million is included for the New Rochelle Water Resource Recovery Facility. For Yonkers, $46.1 million is included for improve ments to the Yonkers Joint Water Resource Recov ery Facility.

Commissioner of Environmental Facilities Vincent Kopicki said: “The Department of Envi ronmental Facilities, working with our leadership team, is continuing to upgrade, improve and modernize all of our facilities. We are constantly looking for new technologies to improve our solid waste and wastewater treatment processes while

being cost effective, energy efficient and sustain able. Many thanks to County Executive Latimer and team for supporting our projects and our department.”

Affordable Housing

Total $90M

Affordable housing is once again a top priority for Latimer’s administration, with a combined $40 million included for land acquisition ($25 million) and infrastructure ($15 million) improvements to support the development of affordable housing within Westchester. Fifty million dollars is includ ed for the Affordable Housing Investment Fund to be funded with ARPA funds, and plans are to use these funds for further development of workforce housing.

If approved by the board, this would represent the largest single-year commitment to affordable housing in county history.

Planning Commissioner Norma Drummond said: “Westchester County’s commitment to creat ing fair and affordable housing opportunities has never been more evident than with County Execu tive Latimer’s continuing support through Capital Budget programs that help affordable housing developers fill their financing gaps. This commit ment is getting more affordable housing units built in Westchester.”

“I look forward to working with the Board of Legislators throughout the 2023 budget process, and into the future,” Latimer said.

The county Board of Legislators will receive the proposed Capital Budget and the proposed Operating Budget, and are charged with passing the budget by the end of December 2022.

DES highlights Lithium Ion Battery safety

The Department of Emergency Services is warning residents of the fire danger posed by the improper use of lithium ion batteries.

“In Westchester and across the nation, firefighters are seeing an increase in the number of fires caused by lithium ion batter ies. During National Fire Prevention Week, we are highlighting the danger these batteries can pose when they are not charged, stored or disposed of properly,” Emergency Services Commissioner Richard G. Wishnie said.

He noted that an 8-year-old girl was killed in a fire in Queens recently that apparently was caused by a lithium ion battery in an electric scooter. He called the tragedy a stark reminder of the danger posed by everyday items that most people have in their homes.

Wishnie said lithium ion batteries can be found in a wide range of devices, including cordless power tools, cordless vacuums, laptops, tablets, cell phones, e-bikes and e-cigarettes. He offered the following lithium ion battery safety tips:

· Do not charge any device under a pillow, on a bed, or on a couch or arm chair.

· Keep batteries at room temperature and avoid placing them in direct sunlight or in a hot car.

· Store batteries away from anything flam mable.

· Do not leave batteries and devices unat tended when charging.

· Only use the battery and charging cord that came with the device.

Chief Luci Labriola-Cuffe of the DES Fire Training Division said it was important to immediately stop using any battery that is emitting an unusual odor, leaking, changing shape or making unusual noises.

“If it is safe to do so, move the device away from anything flammable and call 911,” she said.

Douglas Stiller, the chief of special opera tions at DES, said that lithium ion battery fires occur during a process known as thermal runaway. This causes the battery to burst into flames and even explode. Highly toxic and highly flammable gases are emitted during thermal runaway.

“If thermal runaway occurs, you need to leave that area as fast as possible,” Stiller said.

Louis Vetrone, deputy commissioner of the Department of Environmental Facilities, said lithium ion batteries should never be disposed of with household trash. West chester residents can make an appointment to dispose of these batteries at the county’s Hazardous Materials Recovery Facility in Valhalla. To do so, go to environment.west chestergov.com.

Vetrone said residents with questions about lithium ion and other batteries can call the county’s recycling help line at 813-5425.

The wonderful thing about playoff season is that, for any team involved, it’s quite literally a whole new ballgame.

For many of our local athletes, this week—and potentially the weeks to come—will serve as the culmination of the fall season, as the postseason tournaments kick off among a wide range of sports. And those teams still aiming for Section I titles have the ultimate chance to either continue the nar ratives they’ve written over the last two months or to forge a new path; something that makes this time of year buzz with excitement.

And even for the highest-flying contender, beating some of those favorites looks to be a tough road to hoe.

Perhaps no group of teams has it tougher than the rest of the Class A girls soccer bracket, which must contend with an absolute behemoth in Albertus Magnus looming at the top of the lists. The undefeated Falcons come into the postseason with an impressive—if not scary—resume. While the Class A ranks are deep and competitive from seeds 2-12, Magnus has been near unstoppable this year, running through Section I without surren dering a single goal to an opposing team. That will prove a fearsome test for anyone, especially a club like reigning co-champ Rye, which found its way on the same side of

On the boys’ side, there are a number of unbeaten teams looking to ride that wave to a Section I crown. In Class AA—traditionally a deep bracket that has seen teams win from lower seeds—Scarsdale (15-0) stands alone as the cream of the crop, emerging as a dynamic team that even the stoutest foes like New Rochelle, have had trouble contending with. The No. 7 Hugue nots—the only team to score more than a goal against the Raiders this year—would certainly welcome a third tilt with the top-seed, but they’ll have to wait until the finals to do that, being on opposite sides of the bracket.

In Class A, the top two seeds come into the postseason without a loss, as both Yorktown and Tappan Zee posted perfect 16-0 records on the year. But No. 3 Rye (13-3) could pose a challenge to the two unbeatens, as the Garnets come

into Saturday’s first round matchup against the winner of Pelham and Nanuet riding a nine-game winning streak.

But what’s amazing, at least from a fan’s standpoint, is that all these pre-tourney prognostications don’t amount to a hill of beans. I’ve seen teams rise up from the No. 12 seed to win sectional crowns, and I’ve

seen things go chalk. The beautiful thing is we never know what we’re in for.

So let’s sit back, strap in, and enjoy the ride; because there are bound to be a few hairpin turns along the way.

Petrie qualifies for states

On Oct.11, Eastchester tennis player Selma Petrie punched her ticket to states, scoring a 6-4, 7-5 win over Scarsdale’s Natalie Hu to place third at the 2022 Section I Championship Tournament.

That the junior standout finds herself among elite company should come as no surprise to anyone who knows her. Petrie has been an exemplary student-ath lete while representing the Eagles.

Now in her fifth year playing varsity tennis for Eastchester, Petrie said she was determined to qualify for the state tournament by securing a top-three seed at last week’s tournament at Harrison High School, es pecially since she knew the road to make the cut would be a tough one.

Petrie entered the tourney as the No. 4 seed and figured she would have to topple at least one of the three higher-seeded players in order to earn the right to compete for a state title in Schenectady, NY, later this month.

“Last year, I was one match away from going to states and I lost in a really close tie-breaker match to one of my friends, so this year, it was kind of a grudge match” Petrie said. “And then to beat the three-seed, Natalie, to go to states; I knew I could beat all of them,

I just had to be really focused during my matches.”

Petrie’s accomplishment was celebrated by her Eastchester teammates who greeted her with hugs as she left the court. Although Petrie plays year-round on the tour nament circuit, she said she was especially fond of the fall months, when she gets to represent Eastchester High School.

Citing the support she received from her teammates

and friends—especially Martina Boiano and Michelle Tiso—she said that suiting up for Eastchester is a unique experience when compared to competing in tournaments as an individual.

“Playing for the school is one of my favorite parts of playing tennis altogether; it’s so different because you have this whole team behind you supporting you the entire time,” said Petrie. “And Coach [Jason] Karol has

been so amazing throughout all my matches, he’s allowed to be right on the court with me, which is great.”

Away from the court, Petrie has thrown herself headfirst into high school life, excelling academically and participating in a number of clubs. She is a member of the Science Honors Society, Rho Kappa (National Social Studies Honor Society) and the Art Honor Society and serves as the Treasurer for the Going Green Club.

Ultimately, Petrie plans to pursue science and medicine in college in hopes of becom ing a pediatrician, a goal that, interestingly enough, has its roots in her tennis career.

“At my club, Lake Isle, I just love working with kids because they always put a smile on my face,” she said. “My hope is to go to med school and to become a pe diatrician so I can continue to work with kids as I grow up.”
