The danger of buying Diamonds abroad
Included Diamond
Included Diamond Plot
Cracked Diamond
“Diamonds are forever” That’s how Welsh singer Shirley Bassey always told it. And of course, if diamonds are sourced from a reputable high street jeweller they will certainly lustre on, sparkling round your little finger, stimulating and teasing you all the days of your life — just like the old Bond hit predicted. But all you big spenders take note! If you are heading abroad this summer be sure you don’t go chasing glitter and end up with flawed stones in your pockets. With holiday season now upon us, managing director of Matthew Stephens, the three level Diamond Destination store in Limerick, Matthew Ryan has warned of the huge risks involved in buying diamonds overseas. In recent years, the store has witnessed a steady rise in the number of couples finding the sparkle quickly disappear out of their sunshine holiday on realising that they’ve been victims of fraud. “We are seeing it more and more every week that people are being conned while buying abroad. Most of the time they don’t realise it — they actually think and boast that they got a good deal, when in fact they were ripped off,” Mr Ryan explains. “It is human nature to seek out a bargain, but unfortunately you don’t always get what you have paid for and there is no comeback afterwards. “We have found ourselves breaking the bad news on increasingly frequent occasions to unsuspecting customers who have brought rings into our store to be valued on their return from places like Turkey, Dubai, New York, India, Thailand and Mexico. It is very upsetting for people. “The problems with these diamonds are numerous and varied but constantly recurring.” According to Matthew Stephens Jewellers in Limerick, over 25 per cent of the rings bought in places like Dubai and New York turn out to be ‘fracture-filled’ — a practice that makes a diamond more attractive to the naked eye by disguising its inclusions with a polymer resin. Over-time the filling seeps out leaving a
very flawed diamond. While it is not an illegal process, jewellers who retail fracture-filled diamonds are obliged to disclose this information. The Limerick diamond specialists are of the view that Irish holidaymakers are not being made aware their diamond has been through this process or it’s not being fully explained to them. “Couples come in and tell me they saw the same ring in Ireland for €14,000, while they purchased from these dealers for €10,000. Nine times out of ten when I inspect these diamonds they are always a very poor grade, seriously over-valued, generally accompanied with a fake certificate and the diamond is fracturefilled. In many cases these spec diamonds are worth €5,000 max, and the customer has paid twice what they should have while believing they were ‘getting a great deal’,” Mr Ryan revealed. “Irish holidaymakers thinking of buying diamonds abroad are taking a huge risk. It is an absolute minefield. We are now noticing a trend where the surplus of diamonds with strong fluorescence or with high colour, clarity and terrible cuts are appearing on the market. Essentially Irish couples purchasing abroad are being sold worthless lifeless diamonds with no sparkle, which seem good on paper but when translated into the finished product are a very different story altogether.” It is usually only when the diamond is brought into a local jeweller for cleaning, the horrible truth is uncovered. Goldsmiths around the country are now refusing to clean or polish these rings as once heat is applied it can very often deteriorate. The quality and craftsmanship is nowhere near what gullible holidaymakers were lead to believe by conniving fraudsters before parting with anywhere from €2,000 to €20,000. But the deceit doesn’t end there. It also runs deep through the paperwork and certification that comes with these inferior cut diamonds. Reputable dealers are finding that these
White Vs Tinted Yellow Diamond
rocks are generously over-graded. While the paper trail that sealed the deal on these scams to begin with will not point back to the fraudster who pinched your money. After-sales services are as important as moral scruples to many foreign jewellers in holiday destinations abroad. Many disappear overnight and in most cases these hustlers will never see their customers again. “It is imperative to know that you are dealing with a legitimate supplier. If it sounds too good to be true, then it probably is. “One of the biggest problems is that we, the jeweller, are very often the only ones who will ever find out about the problems that Irish consumers experience abroad, as they will often be too embarrassed to tell friends or family what happened. Nobody likes to admit that they were ripped off, especially after telling friends weeks earlier of the great deal they got. It is upsetting and deeply frustrating to have thrown away thousands of Euro, and most rather keep it to themselves. This is a real shame as customers should be warning others so that the same thing doesn’t happen to them.” Matthew Stephens Jewellers on O’Connell Street in Limerick are now warning Irish holidaymakers of the pitfalls of buying diamonds abroad in the hope of breaking this cycle. “Always purchase at home,” Matthew advises. “I would encourage people to buy from reputable Irish jewellers whose reputation is built on quality. It is imperative to remember that diamonds are bought and sold in an international market so ‘like for like’ diamonds are the same price in Ireland as they are overseas. In many cases when ‘like for like’ quality is compared Irish retailers can often be slightly cheaper. “The biggest advantage to purchasing at home becomes apparent when there is a problem with the ring. If it needs to be sized, if a stone has come out after a knock or if it requires something as basic as a clean and polish, the jeweller is only a car journey away. Exceptional customer service is a prerequisite in almost all Irish jewellers,” he concludes.

I am 18 and flying to Spain for a holiday this summer. Can I use a passport card when travelling to Spain, and how do I apply for one?
Answer
The Irish passport card is a credit-card sized Irish passport. You can use it for travel within the European Union, the European Economic Area (which includes Iceland, Liechtenstein and Norway) and Switzerland. So, you will be able to use it when going to Spain this summer. You must be aged 18 or over to apply for a passport card. You must also hold a valid Irish passport that is not due to expire in the next 3 months. The personal details you provide when applying must be exactly the same as those on your passport book. The passport card is valid for a maximum of 5 years or until your passport book expires, whichever period is shorter.

I am 17 years old and I have just finished school. I would like to get a part-time job over the summer. Are there restrictions on the number of hours I can work and will I get the minimum wage?
Answer
The maximum working week for young people aged 16 and 17 is 40 hours, and you cannot work more than 8 hours a day. If you work for more than one employer, your combined daily or weekly hours of work cannot be more than this maximum. Usually, you are only permitted to work between 6am and 10pm, but in licenced premises (pubs and restaurants) you are legally allowed to work until 11pm at weekends and during school holidays. The national minimum wage for an experienced adult is currently €9.55 per hour. People aged under 18 are only entitled to up to 70% of the experienced adult rate This is €6.69 per hour. Your employer is free to pay you more than the minimum wage if they wish, but they are not required to do so by law. You must get a payslip
from your employer. A payslip is a statement in writing from the employer that shows your total pay before tax and details of deductions from your pay. If you get tips from customers there is nothing in law to state you are automatically entitled to these tips. However, the law does not require you to hand these tips to your employer either. Instead, it depends on the custom and practice in your workplace. These rules are set out in the Protection of Young Persons (Employment) Act 1996. Your employer must give you the official summary of the Act, along with other details of your terms of employment, within one month of your start date. All employers with employees under 18 must display the official summary of the Act somewhere visible where it can be easily read. Your employer must also see a copy of your birth certificate, or other evidence of your age, before employing you. Further information is available from the Citizens Information Centre below.
Home Renovation Incentive Scheme
Question
My partner and I own our home and want to extend it this year. Would we qualify for a tax credit for the work, and if so, how do we apply?
Answer
If you plan to use your passport card when travelling, you must use the passport card number when checking in online. The passport card costs €35. If you are applying from outside Ireland, there is an additional delivery cost of €5. You can apply for a passport card online on dfa.ie. When making the application you need: • Your current passport book • Your digital photograph (see the detailed guidelines on dfa.ie) • A valid email address • A debit card or credit card When you submit your application online, you are issued with an 11-digit application number. You can track your application’s progress on the Department’s website using the application number. Further information is available from the Citizens Information Centre below.
The Home Renovation Incentive (HRI) scheme lets homeowners, landlords and local authority tenants claim tax relief on the cost of repairs, renovations or improvement works carried out on their main home or rental property. To qualify for the HRI, you must be paying income tax and be up to date with your Local Property Tax (LPT). The work must be carried out by a contractor who is registered for Value Added Tax (VAT) and is tax-compliant. Any repair, renovation or improvement work subject to VAT at 13.5% qualifies for the scheme,
so your proposed extension would be covered. Work that is subject to VAT at 23% (such as architect’s fees) is not covered. Neither are items such as furniture, white goods or carpets. The HRI is paid as a tax credit at 13.5% of the cost, effectively reducing the rate of VAT on qualifying work to zero. The qualifying work must cost at least €4,405 before VAT at 13.5% (€5,000 including VAT). The credit can be claimed up to a maximum of €30,000 (before VAT) of the total cost of works. The work must be carried out and paid for before 31 December 2018. However, this can be extended if you need planning permission. If this is the case, planning permission must be in place by 31 December 2018. You will then have until 31 March 2019 to complete the work. To apply for the HRI, your contractor(s) must
done. In general, the tax credit is applied over the two years following the year in which the work is carried out and paid for. Further information is available from the Citizens Information Service below.

Rugby Camp BBQ HEAVEN
Just a few short months ago the whole country was in an out and out panic about bread and three foot of snow, now we find ourselves experiencing the unthinkable in an actual Irish heatwave that has come on strong and shows no sign of letting up any time soon.
generous amount of mayonnaise and freshly cut onion rings, allow the mixture to marinate for a few hours in the fridge. Prior to cooking take the meat out of the fridge and allow it to come up to room temperature. Then using steel skewers add chunks of pork, onion ring, fresh red and green peppers or courgettes to the mix to create a delicious pork kebab. A handy tip when cooking meat on the B.B.Q. is to allow your coals or briquettes to go completely white prior to cooking the meat. B.B.Q. temperature is at 150 degrees C. If during cooking you find that flames appear which will quickly burn meat rather than cook it, simply dampen the flame with a drop of beer poured over the meat to add a final flavour to the “Shashlik” kebab. When sourcing meat for the B.B.Q. make sure especially during the current heatwave that
When cooking chicken on the B.B.Q. for example if it is breast it is usually fairly straight forward in that you open up the meat with a knife to check that the interior of the flesh has become white during cooking and the juices run clear. But if you are considering meat on the bone it is actually always better to consider precooking the chicken in the oven and then simply finishing off the meat on the B.B.Q adding the flavour to the meat. A traditional tip for cooking pork on the B.B.Q. is to cut a shoulder of pork into square chunks and marinate the meat overnight in carbonated spring water. The next morning add the salt and pepper to the meat and a

For the sun worshippers out there the time to fully enjoy the garden and a B.B.Q. has arrived. It goes without saying that the pale Irish complexion should be well coated in sun cream during this heat wave as exposure to sunlight of the current intensity can be quite dangerous.
In the same way cooking food on the B.B.Q. can also hold certain hazards and you need to get a few simple things right to prevent food poisoning.

Templemore College of Further Education need to develop further. Ultimately, students who complete a PLC course are in a better position to decide future directions. It is an interesting fact that many Higher Education providers universally agree that students who complete a PLC course, younger as well as more mature students, are more resilient with completion rates far higher than students who go directly to Higher Education after doing the Leaving Cert. Students who are unsure about progressing to Higher Education can defer for a year to do a PLC course, after which they are better positioned to be assured of the choices they are making. Furthermore, students who are approved for the SUSI grant, will continue to receive the grant if they progress to Higher education.
Templemore College of Further Education is the only exclusive Post Leaving Cert. (PLC) College in Tipperary. We provide a unique further education environment for all our students – both younger students just completing Leaving Cert. and more mature students returning to education. Collaboration of young and mature, experienced and fresh, provides a learning culture in the College that is challenging yet supportive. Our
objective is to enable all students get the best out of themselves and this is achieved by developing relationships which are respectful and inclusive. We provide thirty programmes at levels 5 and 6 with certification from awarding bodies including QQI, Dept. of Education, City & Guilds, CIBTAC, CIDESCO, and CISCO. Many students are prepared to progress directly into employment while others progress to Higher Education.
We welcome students throughout the summer and we will be holding an Open Afternoon on Tuesday August 28th from 2:00pm to 5:00pm. This is an occasion for potential students to visit and talk to teachers and management, see the facilities, and get a feel for a College that has been providing a ‘college experience’ for thousands of students over the past decade. We look forward to seeing you.

Many of our students take the time on a PLC course to find out a little more about their likes and dislikes, their strengths as well as areas that they
All in all, the benefits to doing a PLC course are compelling. It’s a winner for younger students and their parents who can be more assured about Higher Education choices and be confident that the major financial investment will result in the completion of the degree chosen. It’s a winner for more mature students who are nurtured into a supportive learning environment which ultimately leads to more confident, self-directed learners.

OFFALY DARTS YOUTHS
GET BEHIND IN YOUR WORKOUTS! By: Darren Barnes, CPT
On the 3rd & 4th of June 2018 the Tuborg All Ireland Darts Championship was held in the Talbot Hotel Stillorgan. With players from all over the country competing in the competition this is one of the biggest weekends in Irish Darts. Offaly County Darts was represented with both men’s and youth’s teams competing. The men’s team were unlucky and were beaten in the semi-finals on Sunday by a very strong and experienced Dublin team, but it was the Offaly youths team that showed their class over the weekend. The team led by captain Mark Griffin consisted of Dylan Slevin, Gary Shields, Corey Buckley, James O’Conor and Ben Hynes. On Saturday the team competed in the qualifying stages where they fought off tough competition in the group stages from Dublin B, Carlow 2 and the Youths Darts School from Laois. Offaly played the Youths Darts School in the first match beating them on a close score line of 3-2. Their second game was against Carlow 2 where they had an impressive 5-0 win. Their last group game was against Dublin
B where the team once again showed their class with another impressive 5-0 win against a strong Dublin team. Offaly topped their group and set up a Semi-Final game against Carlow 1 on Sunday in the knockout stages. Once again, these young men kept their cool and produced a 3-1 win over Carlow 1 to secure their place in the finals where they would play Dublin A. Although Dublin A were the favourites going into the final this did not stop Offaly producing a magnificent 3-0 win to secure their first ever Youth’s All Ireland Darts Championship. Following in the footsteps of the Offaly men’s team who won their first ever all Ireland last year this youths team has secured their spot in History by winning their first but not their last All Ireland Championship. A big thanks to their managers Dwayne McEvoy and Trevor English who looked after the team for the weekend and also a big thanks to the parents and supporters who travelled to Stillorgan to support the team. Everyone wants to look their best. It’s one of the main reasons why we
work out. Sure, some people say they do it for their health, but the truth is that unless we’re dealing with specific health issues like high blood pressure or cholesterol or rehabbing some type of injury then a clean bill of health is just a natural side effect of working out. So, what’s wrong with just being honest and saying, “I want to look AND feel my best.”? One of the most noticeable features of a healthy, fit physique is a good set of glutes. I bet if you ask any woman in your gym what body part she is most interested in shaping up (other than abs), the answer will almost always be the glutes. Butt (pun intended), it’s not just the ladies. As guys, we don’t say it as often but we
all know the ladies do notice and appreciate the way a guy fills out a pair of jeans. So how important is glute training? VERY IMPORTANT! The glutes are the largest muscle in the human body and have an important role. They have the job of keeping the trunk of the body in an erect posture and are very powerful in walking upstairs, running and squatting. Glute training should be part of every leg workout, just as quadriceps, hamstrings and calves. Although the glutes are one of the primary movers in exercises like squats and lunges, you can also incorporate movements like glute bridges to isolate the muscles. Did you know that bridges actually recruit more gluteal muscle fibers than even squats? Bridges can be done with a weight across your hips or just your body weight for high reps. I personally recommend a little of both for best results. They are also an effective way to work the core muscles, so this will in turn help you improve your squats and prevent lower back injuries. Another good tip for developing the gluteal muscles is to make sure you squeeze them at the top of every movement such as squats, kettlebell swings, deadlifts and Romanian deadlifts. I tell my clients to treat the contraction as a separate repetition. It’s that important (with every muscle group)! First the movement, then the contraction. Throw weighted step-ups into your routine and you will be well on your way to building a great set of glutes and powerful legs. I hope this article helped to create new ideas for your lower body training. As always, feel free to contact us with any questions. Until next time, get your butt in the gym and start building it!

School Fun Day 2018
A school fun day took place recently in Coláiste Phobal Ros Cré. The purpose of the day was to promote a sense of wellbeing, encourage positive attitudes and to encourage an atmosphere of positivity around the school. All students took part in the day’s festivities which consisted of two distinct styles of activity. The transition year students coordinated a series of activities in ‘The Top Corridor Challenge’. These activities tested students’ knowledge in games that required them to identify different songs, sports stars, celebrities, flags and much more. Students were also given the opportunity to test their skill at mini golf. Coupled with these activities were other fun-based activities and challenges that were suitable for everyone. Also, indoors there were a variety of inflatable challenges that aimed to test balance, coordination, speed and agility. These challenges were; Total Wipeout, The Wrecking Ball, An Obstacle Course, Dash and Grab and Last Man Standing. These activities allowed both students and staff to burn
off some excess energy and have great fun while doing so. Outdoors there were more events for students to try their hand at. The outdoor activities included; Target Practice, Tug-of-War, Novelty Relays and An Obstacle Course. There were some hotly contested races amongst classes on the obstacle course and some very competitive ties between students and teachers in the Tug of War. The day finished with the main event, The Teachers Vs The 6th Year Students Soccer Match. Places on the 6th Year were hotly sought. The match was a tense encounter. The sides were level at various times during the game. The teachers were victorious in the end but well done to all the 6th year students who played in such a sporting manner and who were magnanimous in defeat. The day would not have been as successful without the help, co-operation and positive contributions of all the students in attendance. Well done to Mr Mc Cormack who along with a team of teachers organised a memorable day for both students and staff.

ZUMBATHON FOR MIKEY DORAN
A bone marrow transplant is a medical procedure performed to replace bone marrow that has been damaged or destroyed by disease, infection, or chemotherapy. This procedure involves transplanting blood stem cells, which travel to the bone marrow where they produce new blood cells and promote growth of new marrow. Bone marrow is the spongy, fatty tissue inside your bones. It creates the following parts of the blood: red blood cells, which carry oxygen and nutrients throughout the body white blood cells, which fight infection platelets, which are responsible for the formation of clots That’s why myself and my fiancee Richard Fight it

Toyota Aygo Irish drivers have traditionally bought a far smaller proportion of A segment, city cars than in other European countries. In days of yore, plenty of road space and car parking availability contrasted favourably with intensively urban areas like the South of England. This is changing fast now, as the clogged M50 shows, and demand for car parking becomes a lot more intense, especially in the Dublin areas and cities around the country. Small cars are becoming a much better option. The Toyota Aygo is the perfect car for urban living- and it can capably do a three or four hour journey across country if required. The current Aygo was launched in early 2015. While it is built using the Toyota manufacturing system, the plant is actually in the Czech Republic and also makes sister cars- the Peugeot 108 and Citroen C1. In Ireland Aygo is powered by the 1 litre VVTi petrol engine, a superbly smooth and efficient
power plant. Prices start at €13,985 for the 3 door manual X grade. 5 doors costs €370 more but improves resale value while some will spend the €1,015 premium for automatic transmission. The Aygo comes in three grades- X, X-play and X-cite. The latest Aygo has many features including an adjustable speed limiter on X-play and X-cite. This allows the driver to pre-set a speed and the system then supresses acceleration so that the vehicle speed does not exceed the drivers pre-set. This function can aid the driver to stay within the legal speed limits. All Toyota Aygo’s in Ireland are now provided with ‘Safety Sense’ pack, which before cost €425 and is now provided free. It is designed to help prevent or mitigate collisions across a wide range of traffic situations, and includes: Pre Collision System (PCS) Lane Departure Alert (LDA). The Aygo is an amazingly manoeuvrable and versatile car and with a road tax of €180 and 3
years free servicing on offer now, it is probably the most economical motoring available in Ireland today. With special 182 offers from Toyota for which you will need to speak to your local franchised Toyota dealership, there’s plenty of incentive to consider the Toyota Aygo for 182.
Best Version: 1.0 VVTi X-Cite Price Range: €13,985 to €16,000 Euro NCAP Safety Rating: 4-Star Adult 80%, Children 80%, Pedestrian 62%, Safety Assist 56%.

VEHICLES MORE FUEL EFFICIENT YET IRELAND FACES CARBON PENALTY Vehicle history and data expert Cartell.ie reports that fuel efficiency for vehicles in Ireland has increased significantly yet Ireland still faces stiff EU penalties for increased carbon emissions. Cartell.ie examined fuel efficiency figures for all new vehicles sold in Ireland between 1998 and 2017. Over that time efficiency has increased by 35 per cent from 6.98 litres per 100KMs in 1998 (“l/100”) to 4.53 l/100 in 2017. The largest increase was recorded between 2007 and 2017
EU Emissions Target In terms of our EU targets: the average emissions level of a new car sold in Europe in 2016 was 118.1 grams of CO2 per kilometre (g CO2/km), significantly below the target of 130 grams. In Ireland the average emissions level for a new car
Ford Fiesta
when efficiency figures jumped from 6.56 (l/100) to 4.53 (l/100) an increase in efficiency of 31 per cent. This coincides with the Government’s Carbon Budget in 2007 and the change in the Motor Taxation regime for 2008 to benefit vehicles which produce less CO2. A corollary of that is to confer a benefit on vehicles which are more fuel efficient as increased efficiency leads to the production of less CO2.
Graph 1: Average Private Consumption by Year in Ireland (Source: Cartell, Carstat) It has been reported recently that Ireland faces significant fines for a “serious rise in Irish greenhouse gas emissions” – which has been partly attributed to the transport sector where emissions increased by 3.7 per cent in 2016. Yet fuel efficiency figures for new cars improved by 2.2 per cent between 2015 and 2016. Cartell.ie earlier reported to the media that the average annualised mileage travelled by a car 5 yearsof-age or less in 2016 was 21,028 KMs. This represented an increase of 7.1 per cent over the equivalent figure for 2008 (19,635 KMs). So, while our vehicles are more fuel efficient we are using them more – this is resulting in our increased levels of CO2.

sold in 2016 was even lower at 113 g CO2/km. However, the value for cars imported in 2016 was 118 g CO2/km and this actually increased to 120 g CO2/km for cars imported in 2017. It will be a source of frustration for the Government that while we easily surpassed the EU emissions target (and the EU average) for new vehicle sales in 2016, we still face significant penalties in 2020, due to our overall production of CO2 – largely attributable to economic growth. John Byrne, Legal and Public Relations Manager, Cartell.ie says: “While our vehicles are 31 per cent more fuel efficient than they were in January 2008 we are using them more. This has obviously led to an increase in our carbon footprint and Ireland is facing heavy fines – partly due to the transport sector. Vehicles imported into Ireland are also producing more CO2 than vehicles purchased new in Ireland. Overall the Government will be disappointed: we easily surpassed the EU emissions target in 2016 but still face heavy penalties.”

Citroen C3 The new Citroen C3 taking the supermini segment by storm in Europe, is already making a strong impact in Ireland in its first year of launch here. Starting at just €16,395, the new Citroen C3 has already shaken up the market with its highly ‘customisable’ character and the very latest automotive technologies, including a world premiere for ConnectedCAM Citroen™, an on-board HD camera that allows drivers to share their road-trip photos and videos directly with friends and family. New C3 comes with a choice of three generously equipped trim levels, Touch, Feel and Flair, meaning it’s easy to find your perfect car. While traditionally Citroen sell 75% diesels, the fact that you have to do 160,000km to get your diesel premium back in Ireland, will mean Ireland’s C3 sales will be closer to 50% petrol. For the first time ever, Ireland has three drivers competing in the FIA World Rally Championship- all in Citroen C3’s. Fermanagh’s Kris Meekle and his codriver Paul Nagle from Killarney along
with Waterford driver Craig Breen are testing the C3 to the limit. The range begins with the Touch Trim which offers a very high level of standard equipment including features such as USB socket for media streaming and Bluetooth hands-free, safety features including Lane Departure warning and coffee break alert, as well as comfort features including cruise control and power steering. Stepping up to Feel Trim, from €17,995, brings added styling features such as 16” alloy wheels and LED daytime running lights; more intelligent and useful technology including mirror Screen with Apple Car Play and a 7-inch touch screen; and the added comfort of automatic air conditioning.
