PRESIDENT S Message The holiday season is here! The weather is cooler – even in South Florida, Thanksgiving is just a few weeks away, and Christmas decorations are already on display at your favorite store! Your Society has had a great year. Despite COVID, we had a great conference, and the surveying business is strong across the state, while FSMS continues to support and protect your profession. Our biggest success this year was what “didn’t happen.” Like last year, we had another legislative attack attempting to roll back our education and experience requirements to qualify for licensure as a Professional Surveyor and Mapper. Our legislative committee and lobbyist did an excellent job of tracking and killing proposed legislation that would have been detrimental to our professions. We fully anticipate similar legislation being filed again next session, so we need to be prepared. With the year wrapping up and 2022 just around the corner, in a couple of weeks FSMS membership renewal notifications will be going out. The good news is that our Dues for 2022 will be remaining the same as for 2021!!

Included with your FSMS renewal notification is an FSMPAC application form. FSMPAC is our Political Action Committee and is critical to supporting our interests with legislators. As the FSMPAC funds are used to provide donations to elected officials’ campaign committees, the funds must be kept separate from FSMS dues. SURVEYORS IN government

The demand for professional services has been drastic this year, and the cooling-off period does not appear to be in sight. I know in the government sector we are seeing this trend both internally and with external applicants in the land development process. I am routinely being asked for relief of requirements because of the difficulty in finding a surveyor, mostly because their regular surveyor is not available. I also hear they have called many different firms and have been told they cannot do the work, or give an estimate of 10-12 weeks before they can start. I am not sure if there are exaggerations, or if this is the case, but I am hearing this more frequently, and so too is our leadership. When economic development is being impacted, you find that senior officials are becoming more involved in the processes of why there is a delay, especially when their constituents are complaining. Why does this matter to you? Well, because the outcries from the development community are more than just to the City of Orlando, they will begin reaching out to legislators. I see this as being an issue, especially when development suffers. As long as I have been in government, development and the health of the economy has been vital, especially when some of the largest employers are construction companies or land development companies. Where do we go to address this issue? Do we wait and do nothing while continuing to fight deregulation or the change to education requirements? Do we entertain the idea of segmenting licensure where those who have degrees and licensure are a separate license to practice full board geomatics/surveying, and then a separate license for the lot and block surveyor? The term practitioner comes to mind. I know the proposed language for removing the education requirement last year was originally asking for two years of experience and no high school diploma. The consideration must be made that maybe for those doing mortgage surveys (lot and block surveys) and elevation certificates be allowed to sit for the exam with, say, 12 years experience with six years in responsible charge with boundary surveys and a high school diploma. For geodetic design work and larger boundary surveys, one must have a bachelor’s degree to ascertain that license. I know these are issues that require serious thought, but as a good friend told me today, the best defense is to move on offense instead of just defending. New Papers

Progress in Ongoing Projects

Two new papers were released last quarter, relevant to NSRS modernization: Improvement of the GRAV-D Processing (Willberg, Ahlgren, Zingerle, and Pail), NOAA TR NOS NGS 85: Outlines various to the processing improvements of GRAV-D data in that will ultimately be considered the final processing of all airborne gravity used to create GEOID2020. Transforming Modernized NSRS Coordinates and Uncertainties from One Frame to Another (Smith), NOAA TM NOS NGS 89: Documents the equations necessary to transform coordinates between modernized NSRS frames or from an NSRS frame to ITRF2020. This is a companion to NOAA TM NOS NGS 85.

There are currently 27 ongoing projects related to NSRS modernization around NGS. Here are some highlights:

First Joint USA/Canada/Mexico Geoid Last quarter, the geoid model xGEOID20 was released. Although previous xGEOID models (14 – 19) were released as NGS-only models, xGEOID20 is the first gravimetric geoid model jointly computed by NGS, the Canadian Geodetic Survey (CGS) of Natural Resource Canada and the National Institute of Statistics and Geography of Mexico (INEGI). It covers all of North America, including Canada, Mexico, the contiguous United States, Alaska, Hawaii, the Caribbean (including U.S. territories Puerto Rico and Virgin Islands), Central America, and Greenland. For more info visit the NGS website or the International Service for the Geoid. Future xGEOID models, and the final GEOID2022 model are expected to continue this tri-agency collaboration.

OPUS-Projects 4.0 and OPUS-Projects 5.0 (Project Manager: Dr. Daniel Gillins) OPUS-Projects 4.0, was released in July, providing new tools to streamline the preparation and submission of static GPS surveys to NGS for review and publication on datasheets. NGS has also released OPUS-Projects 5.0 for BETA testing. Using the GVX file format, users may upload GNSS vectors from real-time kinematic (RTK) or real-time network (RTN) observations for inclusion in the adjustment. Once BETA testing is complete, OP5.0 will replace OP4.0.

Geoid Monitoring Service (Project Manager: Dr. Kevin Ahlgren) NGS field crews were recently in Alaska conducting GNSS, deflection of the vertical, and gravity observations in support of the Geoid Monitoring Service (GeMS). These observations will help quantify geoid change in this region since the USC&GS measured leveling lines after the 1964 Alaska earthquake and provide a basis for monitoring future geoid change in Alaska.

FSMS Geomatics Scholarship Fund In May of 2006, the Florida

here in Florida. These students have been accepted to an ABET–accredited Surveying, Geomatics, or Geomatics Engineering program at a Florida University. Each applicant submitted a packet with their personal essay, along with three letters of recommendation, as well as a certified copy of their college transcripts. Please join us in celebrating the very first recipients of the FSMS Geomatics Scholarship Fund: Brett Costanza, Karol Denisse Hernandez, and Kevin Marzan.

Surveying and Mapping Society began its scholarship fund through the Community Foundation of North Florida(CFNF). Since that time, FSMS has been building up funds to provide financial assistance for selected students to aid in their collegiate education to become licensed professional members of the surveying and mapping industry. Awarded candidates are students who have shown a demonstrated interest in becoming members of the licensed surveying and mapping profession

Brett Costanza

My name is Brett Costanza and I am a senior at Florida Atlantic University, in Boca Raton, majoring in Geomatic Engineering. I will be graduating with my bachelor’s degree in the Spring of 2022. At the start of my senior year, I was accepted into the joint Bachelor of Science/Master of Science degree program at Florida Atlantic University. My graduate studies will be in Civil Engineering with a concentration in Transportation/ Geomatics Engineering. I am currently the President of the Florida Atlantic University Chapter of the FSMS. As president, I have been working hard to increase awareness and enrollment of the FSMS at FAU. I attended the FSMS annual conference this past summer. Additionally, this summer I worked at WGI, Inc. in West Palm Beach, Florida as a Geospatial Intern. The conference and the internship were both great experiences that allowed me to put my education to practical use and allowed me to meet many professionals in the field of surveying. My academic achievements include President’s List and Dean’s List at FAU, Tau Beta Pi (The Engineering Honor Society) and the Phi Kappa Phi Honor Society.

In the Spring of 2022, I will hopefully be participating in a research opportunity at FAU involving building a portable sensing system using visible, infrared and Lidar sensors. Additionally, I will be taking the FS exam in the Spring of 2022. I hope to obtain my Professional Surveyors License and obtain a Remote Pilot Certificate to fly UAS in the future. I am looking forward to a career in the field of surveying and mapping. I am particularly interested in doing research in the development of new technologies for surveying and mapping and possibly teach at the university level. On a personal note, in my free time I like to stay active. I have been playing recreation basketball since elementary school and swim whenever I can. I was a distance swimmer in high school, while swimming on the varsity team for three years, and managed the varsity water polo team for two years. I love history and enjoy reading books, as well as watching documentaries on World and American history.

Kevin Marzan

Bio: Kevin Marzan grew up in South Florida. His skills, credentials, values, personality and knowledge over time has made him an outstanding candidate to become a professional in the field of surveying and mapping. Kevin Marzan is a 4th year Florida Atlantic University Student who is obtaining a Bachelor of Science in Geomatics Engineering. Throughout his endeavors, he became a member of the Tau Beta Pi Association, which is the oldest engineering honor society, as well as the second oldest collegiate honor society in the United States. He has already engaged in several internships, and always makes sure he is surrounded by people who will lead him to achieve exceptional experiences in the field. This empowers Kevin to grow into a professional Geomatics Engineer. Kevin has enjoyed every step of the way working towards his degree, and is very much excited to begin a whole new chapter within the land surveying profession.

Karol D. Hernández García

My name is Karol D. Hernández García, and I am the youngest of three girls born to Maria T. García and Jorge L. Hernández. My birth was on September 11, 1986, and it took place at the Roosevelt Roads Military base hospital, in Ceiba, Puerto Rico. I grew up in a town call Boquerón, in the city of Las Piedras, Puerto Rico. My father was a pastor and a veteran who sadly passed away when I was six years old. Ever since then, my mother has taken care of us and stayed widowed. I graduated with high honors from elementary school at the Luis Muñoz Rivera school. After graduating, I was selected to win a scholarship at Colegio San Antonio Abad. I was one of five among 30 students from the district who won the scholarship. During the following six-years in Colegio San Antonio Abad, I participated in multiple sports like track and field, cross country and varsity basketball. The varsity basketball team

was the champion of the Puerto Rico High School Athletic Alliance for four consecutive years. I was also involved with multiple clubs like serving as treasurer within our student government, the junior and varsity honor societies, as well as the United Nations club. I graduated middle school with high honors, was elected salutatorian, vice president of the class, and most valuable feminine athlete of the 2001 school athletic games. I was also elected to be part of the Presidential Classroom list multiple times during my high school years. Outside of school, I was part of my church worship dance team and was leader for a whole year. At home, I tutored elementary students as a side job, while graduating high school with honors, and was the only recipient of the Robert C. Byrd scholarship for that year. From 2004-2008, I studied at the University of Puerto Rico in Humacao, where I served two years in the student government as the representative for “Junta Universitaria.” In that position, I was part of the university council/board with the campus dean and the

presidential council/board. I was the only student representative with a voice and vote for my campus. Because I wanted to pursue a specialized major, I moved to the University of Puerto Rico in Cayey. From 2008-2010, I completed a bachelor’s in Spanish Education for Elementary Levels. As a student, I had the honor to work at the San Juan National Historic Site, preparing an educational program about the preservation of the castles San Felipe del Morro and San Cristóbal. In 2010, I completed the degree and passed the Teacher Certification Test for Spanish Elementary. Unfortunately, my diploma was denied because of two credits, one in art and one in music. With no diploma, I was not able to work as an educator and was denied the certification. With the frustration of my educational career, I decided to pursue another passion of mine, the missionary field. I left Puerto Rico and moved in with my oldest sister in Florida, with plans to prepare to board the Logos Hope missionary ship. After nine months, I ended up

in Lakeland doing missionary work in a church called The Boat. It was there that I was reunited with the love of my life, Luis Betancourt. We soon got married and extended our family with two boys. After multiple attempts of going back to college in Florida, in 2017, I enrolled in the Assemblies of God Bible Institute. In 2018, I was able to enroll in Polk State College. Thanks to my STEM advisor, Mr. John Fynn, I learned about the geomatics and surveying profession, which prompted me to pursue a career in this field. In the summer of 2019, I obtained an Associate in Arts degree and transferred to the University of Florida Geomatics department, where I am currently enrolled. During the summer of 2021, I was accepted at Pickett and Associated Inc. to complete my first survey practice. In July, I was hired by Pickett and began my professional career as a Survey Technician.
