About the American Council of Engineering Companies of Georgia •

Formed in 1956 as a non-profit, voluntary, self-governing organization and incorporated in the State of Georgia to advance the profession of consulting engineers in private practice

The Council and its members work together to improve professional management techniques and methods

About Services of Professional Consulting Engineers Consulting engineering firms offer a variety of services, including consultations, investigations and reports; engineering design; and construction-related services. ABOUT PROFESSIONAL DEVELOPMENT HOURS (PDH) REQUIREMENTS FOR PROFESSIONAL ENGINEERS ACEC/G provides excellent Professional Development Hour opportunities for members at a fraction of the cost of continuing education programs offered elsewhere. Not only does ACEC/G help members meet the state requirements for licensing, but it doubles the benefits for participants by also helping them develop valuable contacts within their professional and business community. In addition to PDH technical sessions at the ACEC/G Annual Meeting each summer and other seminars throughout the year, ACEC/G co-hosts PDH Saturday each November. This condensed program provides members with a convenient, efficient way to obtain 8 PDHs, all in one day. (b) Course/Activity. Any qualifying course or activity with a clear purpose and objective which will maintain, improve, or expand the skills and knowledge relevant to the land surveyor’s or professional engineer’s practice. (c) Continuing Education Course/Unit. 1. Continuing Education Course. A course, seminar, workshop or other professional or technical presentation or activity taken or attended for the purpose of maintaining, improving, or expanding the skills and knowledge relevant to the registrant’s practice. 2.

RULE FOR PROFESSIONAL ENGINEERS & LAND SURVEYORS CHAPTER 180-11 – CONTINUING PROFESSIONAL COMPETENCY

Continuing Education Unit. The unit of measure attributed to Continuing Education Courses is a Continuing Education Unit or CEU. Ten (10) hours of class in a Continuing Education Course equals one (1) Continuing Education Unit.

(d) College Courses/Unit Measure. 180-11-.01 Introduction. Beginning January 1, 1997, as stated in O.C.G.A. 43-15-6(b), “. . . which begins after the 1996 renewal cycle,” every registrant shall meet the continuing professional competency requirements of these rules for professional development as a condition for licensure renewal. 180-11-.02 Definitions. Terms used in this section are defined as follows: (a) Professional Development Hour. The numerical unit of measure used in calculating compliance with this Chapter is a Professional Development Hour or PDH. All units and hours attributed to the courses and activities acceptable in satisfying this Chapter’s requirements are translated into PDHs by operation of Rule 180-11-.04 of this Chapter. 12

College Course. When used in this Chapter, a College course is a technical course in a curriculum which has been accredited by the Accreditation Board for Engineering and Technology, or a technical course that is specifically relevant to engineering or surveying, which is offered by a college, university, or other institution.

(e) College/Unit Semester/Quarter Hour. A College/Unit Semester /Quarter Hour is a unit of measure attributed by the offering college, university, or institution, to a particular course, which is translated into PDHs by operation of Rule 180-11.04 of this Chapter. (f ) Registrant. When used in this Chap-

ter, a person who is licensed as either a professional engineer or a land surveyor is deemed to be a registrant. (g) Dual Registrant. When used in this Chapter, a person who is licensed as both a professional engineer and a land surveyor is deemed to be a dual registrant. (h) Board. The State Board of Registration for Professional Engineers and Land Surveyors. (i) Sponsor. A sponsor is an organization, college, university, institution, or individual which provides a course/activity for which the professional engineer or land surveyor seeks to obtain Professional Development Hour credit. (j) Successful Completion of a Course/ Activity. Satisfactory completion of a course/activity taken for the purpose of obtaining PDHs means fulfilling the course or activity’s requirements and obtaining a certificate of completion or its equivalent. 180-11-.03 Requirements. (1) Professional Engineers. Every professional engineer is required to obtain thirty (30) PDHs each twenty-four (24) month (Biennial) renewal period. If a professional engineer exceeds the requirements in any biennial renewal period, a maximum of fifteen (15) PDHs may be carried forward into the subsequent renewal period. (2) Land Surveyors. Every land surveyor is required to obtain fifteen (15) PDHs each twenty-four (24) month biennial renewal period. In addition, every land surveyor must ensure that, once every five (5) years, at least six (6) PDHs in “Minimum Technical Standards” be included in ACEC/G 2011-2012 Directory


their PDHs acquired. If a land surveyor exceeds the requirements in any biennial period, a maximum of seven and one-half (7.5) PDHs may be carried forward into the subsequent renewal period. (3) Dual Registrants. The person with a dual license is required to obtain thirty (30) PDH units for a twentyfour (24) month (Biennial) renewal period. If a dual registrant exceeds the requirement in any Biennial renewal period, a maximum of fifteen (15) PDHs may be carried forward into the subsequent renewal period. At least one-third (1/3) of the PDHs in a renewal period must be obtained in engineering, and one-third (1/3) in surveying. The remaining units may be in either field, at the discretion of the registrant. (4) PDHs may be earned as follows: (a) Successful completion of college courses. (b) Successful completion of continuing education courses. (c) Successful completion of correspondence, televised, videotaped, audiotaped, and other short courses/tutorials taken for the purpose of maintaining, improving, or expanding the skills and knowledge relevant to the land surveyor’s or professional engineer’s practice. (d) Presenting or attending seminars, inhouse courses, workshops, or professional or technical presentations made at meetings, conventions or conferences which are relevant to the land surveyor’s or professional engineer’s practice. (e) Teaching or instructing in any area relevant to the land surveyor’s or professional engineer’s practice. (f ) Authoring published papers, artiACEC/G 2011-2012 Directory

cles, or books in any area relevant to the land surveyor’s or professional engineer’s practice. (g) Active participation in professional or technical societies. (For professional engineers only) (h) Receiving patents in any area relevant to the land surveyor’s or professional engineer’s practice. (5) Sponsor Forms. Organizations or individuals that provide continuing education must complete the “Sponsor Form” available from the Board. 180-11-.04 Units. The conversion of other units of credit to Professional Development Hours is as follows: (a) (4) 1 hour of professional development in course work, seminars or examination preparation, or professional or technical presentations made at meetings, conventions, or conferences. 180-11-.05 Determination of Credits. The Board has the final authority regarding: (a) Approval of courses, classes, seminars, meetings, and all other methods of satisfying the requirements of this Chapter; and (b) The number of PDHs allocated to each course, class, seminar, meeting, and any other method of satisfying the requirements of this Chapter. 180-11-.06 Recordkeeping. To ensure compliance of continuing education, the Board shall randomly audit a number of registrants. Registrants licensed by way of examination or comity, shall be exempt from continuing education requirements for their first renewal period. Maintaining records to be used to support PDH's Claimed, is the responsibility of the registrant. Records required include:

(a) A log showing the type of activity, sponsoring organization, location, duration, instructor’s or speaker’s name, and PDHs earned. (b) Attendance verification records in the form of completion certificates, or other documents supporting evidence of attendance; or records as maintained by professional organizations, or other similar repositories designated by the Board. (c) The log and records described in Rule 180-11-.06(a) and (b) must be maintained for a period of four years and copies may be requested by the Board for audit verification purposes. 180-11-.07 Exemptions. A registrant is exempt from the professional development education requirements under any of the following circumstances: (1) Registrants licensed by way of examination or comity, shall be exempt for their first renewal period. (2) A professional engineer serving on temporary duty in the armed forces of the United States for a period of time exceeding one hundred twenty (120) consecutive days shall be exempt from obtaining 15 of the professional development hours required during that biennial period in which the majority of the days of duty fall. Likewise, a land surveyor shall be exempt from obtaining 7.5 professional development hours during that biennial period. (3) Registrants experiencing physical disability, illness, or other extenuating circumstances as approved by the Board may be exempt. Supporting documentation must be furnished to the Board. (4) Registrants over the age of 65 who have applied for an inactive license, who list their occupation as 13


“Retired” or “Inactive” on the Board-approved renewal form, and who further certify that they are no longer receiving any remuneration from providing professional engineering or land surveying services shall be exempt from professional development hours. In the event such a person elects to return to active practice of professional engineering or land surveying, professional development hours must be earned as described in “180-11-.08 Reinstatement” before returning to active practice. (5) Individuals who qualify for exemption by way of paragraph (4) above may continue to use the words Professional Engineer (or P.E.), or Land Surveyor (or L.S.) as appropriate, after their names as long as they continue to fall under the restrictions specified and are not actively practicing engineering or land surveying.

180-11-.08 Reinstatement. A registrant may bring an inactive or suspended (provided all other conditions of the suspension are filled) license to active status by obtaining all delinquent PDHs. A MINIMUM OF 15 PDHs are required for each year in an inactive or suspended status for professional engineers and 7.5 PDHs for land surveyors, up to a maximum of 30 PDHs for professional engineers and 15 PDHs for land surveyors. 180-11-.09 Comity/ Out-of-Georgia Resident. The Board shall recognize the continuing education requirements imposed by other states to the extent that such continuing education courses meet the requirements imposed by the Board. Comity/Out-ofGeorgia residents will be required to keep recordkeeping as listed under Rule 18011-.06.

180-11-.10 Forms. Included with all license renewal applications will be a continuing education summary log form that the registrant must use to summarize the professional development hours for which he/she has requested credit during the current biennial period. In order to ensure compliance with O.C.G.A. 43-15-6(b), the Board shall audit some registrants at a later date and will instruct them to submit this form to the Board office, signed and certified. The form must supply sufficient detail relevant to continuing education hours claimed in order to permit the Board to complete its audit. ACEC Professional & Ethical Conduct Guidelines Disciplinary Procedure PREAMBLE Consulting engineering is an important and learned profession. The members of the profession recognize that their work has a direct and vital impact on the quality of life for all people. Accordingly, the services provided by consulting engineers require honesty, impartiality, fairness and equity and must be dedicated to the protection of public health, safety and welfare. In the practice of their profession, consulting engineers

must perform under a standard of professional behavior which requires adherence to the highest principles of ethical conduct on behalf of the public, clients, employees and the profession. I. Fundamental Canons Consulting engineers, in the fulfillment of their professional duties, shall: 1. II. Rules of Practice 1. Consulting engineers shall hold paramount the safety, health and welfare of the public in the performance of their professional duties. a. Consulting engineers shall at all times recognize that their primary obligation is to protect the safety, health, property and welfare of the public. If their professional judgment is overruled under circumstances where the safety, health, property or welfare of the public are endangered, they shall notify their client and such other authority as may be appropriate. b. Consulting engineers shall approve only engineering work which, to the best of their knowledge and belief, is safe for public health, property and welfare and in conformity with accepted standards. c. Consulting engineers shall not reveal facts, data or information obtained in a professional capacity without the prior consent of the client except as authorized or required by law or these Guidelines. d. Consulting engineers shall not permit the use of their name or firm nor associate in business ventures with any person or firm which they have reason to believe is engaging in fraudulent or dishonest business or professional practices. 2. Consulting engineers shall perform services only in the area of their competence. a. Consulting engineers shall undertake assignments only when qualified by education or experience in the specific technical fields involved. b. Consulting engineers shall not affix their signatures to any plans or documents dealing with subject matter in which they lack competence nor to ACEC/G 2011-2012 Directory

any plan or document not prepared under their direction and control. c. Consulting engineers may accept an assignment outside of their fields of competence to the extent that their services are restricted to those phases of the project in which they are qualified and to the extent that they are satisfied that all other phases of such project will be performed by registered or otherwise qualified associates, consultants or employees, in which case they may then sign the documents for the total project. 3. Consulting engineers shall issue public statements only in an objective and truthful manner. a. Consulting engineers shall be objective and truthful in professional reports, statements or testimony. They shall include all relevant and pertinent information in such reports, statements or testimony. b. Consulting engineers may express publicly a professional opinion on technical subjects only when that opinion is founded upon adequate knowledge of the facts and competence in the subject matter.

Brochures or other presentations incident to the solicitation of assignments shall not misrepresent pertinent facts concerning employees, associates, joint ventures or past accomplishments with the intent and purpose of enhancing their qualifications and their work.

ACEC/G R. BERL ELDER MEMORIAL SCHOLARSHIP strong case can be made that R. Berl Elder was the founding father of ACEC/Georgia. In 1955, he called a meeting of engineers in Macon to explore the creation of a state organization of consulting engineers that would affiliate with the newly created national association. By 1956, CEC/G was created and has grown ever since. In 1964, Berl Elder passed away at the age of 40. In his memory, CEC/Georgia soon began a tradition of raising money for scholarships for students in engineering and awarding them as the R. Berl Elder Scholarship. These initial scholarships were founded on an annual basis by contributions from CEC/Georgia members encouraged by an annual campaign. In 1978, a separate legal entity was established to facilitate scholarship donations and the creation of an endowment; it was the “R. Berl Elder Memorial Scholarship Foundation Trust.”

Peter Giles, CEC/G President in 1978-1979 led the effort to create the Trust and provided a major contribution to the Trust. During his 22 years of leadership, he managed the wise investment of its

assets and made additional substantial personal gifts. His final gift just before his death in 2000, was a $50,000 bequest from his estate. In a similar vein, when Richard (Buddy) DeYoung, CEC/G President in 1993-94 died in 1977, Hussey Gay, Bell, and DeYoung made a special gift of $10,000 to the Trust in his memory. The current value of the ACEC/G – R. Berl Elder Scholarship endowment is over $180,000. It is held in trust at the Georgia Engineering Foundation, under the supervision of the R. Berl Elder Memorial Scholarship Foundation Trustees. Scholarships are awarded annually from income from the endowment in the amount of $5,000 $7,500 per year. The merit based scholarships are awarded to students enrolled at an ABET accredited engineering or engineering technology program in Georgia who have worked at an ACEC/G member firm during the preceding year. v

Grand Award for Engineering Excellence Target Field | Minneapolis, Minnesota

Submitted by Walter P. Moore & Associates Inc. Target Field, the new home of the Minnesota Twins, required new levels of structural innovation, creativity, and engineering excellence to transform an 8.5-acre parking lot site characterized as “too small and virtually unbuildable” into an award-winning ballpark and transportation hub, while revitalizing the edge of downtown Minneapolis. Most of the franchise-record 3.22 million fans who attend games at Target Field have no idea that the park overlays a rail line, two commuter lines, an active interstate highway, and a 30-foot-wide storm drainage culvert. This challenging project site and architectural vision for the structure to “disappear” paved the way for new levels of engineering excellence in many facets. • The early adoption of Building Information Modeling when the project began in mid-2006 was crucial to coordination of the ballpark structure with the existing infrastructure. • Incorporating sustainability throughout the project, including the site selection and merging a rail transit hub into the ballpark, resulted in LEED Silver Certification and makes Target Field a strategic component in future urban planning for Minneapolis. • Devising structural systems for the ballpark to extend over the adjacent rails and interstate – key to fitting the site and providing fan-pleasing and revenue-generating amenities. • Economically and elegantly floating a steel-clad canopy that cantilevers 95 feet at each end. • Structurally supporting the chosen site, as small as the friendly confines of Wrigley Field, allowed Target Field to become a crucial component of downtown Minneapolis, leading to greater urban sustainability. The challenges of creating a modern major league baseball stadium on an incredibly small site demanded engineering excellence for the project to be successful—and successful it has been. Target Field was completed three months early and below budget, and was recently named the top fan experience venue in all of professional sports. None of this would have been possible without structural engineering excellence. 24

No Business Creek Lift Station | Centerville, Georgia

Submitted by Brown & Caldwell | Parsons Brinckerhoff Aging developer-installed treatment facilities and undersized pumping stations were severely strained due to expansive growth in south Gwinnett County. The County needed strengthened reliability and redundancy in its system to safely collect and convey wastewater across the County, while simultaneously reducing operational expenses. The solution was to design and construct improved conveyance and emergency overflow storage in a tunnel and lift station, eliminating the aging facilities. But the tunnel solution only came about after a protracted alternatives analysis. The tunnel conveys wastewater from the former Jacks Creek treatment plant across drainage basins to the former No Business Creek treatment plant. The wastewater is lifted 215 feet from the tunnel then pumped to a highly advanced treatment facility. During extreme wet weather events, peak flows from infiltration and inflow are automatically diverted to the storage tunnel and detained to be pumped later during non-peak events. Brown and Caldwell (BC) and Parsons Brinckerhoff (PBWorld) provided design and construction management for the 12-foot-diameter, 16,000-foot-long tunnel and a 5.5 million gallon-perday lift station. The lift station is constructed at the bottom of a 32-foot-diameter vertical shaft used in tunnel construction. The tunnel was constructed in hard granite where the walls were so competent only a portion of the tunnel required protective lining. A tunnel boring machine was used to route the tunnel, appealing to public interests by avoiding residential neighborhoods, and providing an expedient and economical solution.

Historic Fourth Ward Park : Phase 1 | Atlanta, Georgia

Submitted by HDR Inc.

Just north of the birthplace of Martin Luther King, Jr. in Atlanta’s historic Fourth Ward neighborhood, an urban transformation took shape in 2010. Completion of Phase I of the Historic Fourth Ward Park addresses long-term sewer problems with a stormwater retention pond disguised as a key feature in a stunning new public park. Described by The Atlanta Journal-Constitution as “…a barren expanse of cracked concrete, weeds and towering trees surviving against a background of neglect,” the 35 acres that comprise the complete Historic Fourth Ward Park will replace an area filled with industrial waste and abandoned buildings with expansive greenspace. The massive park construction project in one of Atlanta’s oldest and poorest neighborhoods did not begin with a vision to create something beautiful. It grew, rather, out of a need to address the very unglamorous urban problem of combined sewer overflows, or CSOs. The first five acres, or Phase I, of the Historic Fourth Ward Park includes a stormwater detention pond and surrounding aesthetic features. This project marks the first constructed park of a planned 22-mile BeltLine Greenway project, described as “the most potentially city-changing project that has ever been undertaken in Atlanta.” ACEC/G 2011-2012 Directory

Dog River Dam | Douglas County, Georgia

Submitted by Schnabel Engineering The Dog River Dam is located on the Dog River in Douglas County, Georgia, approximately 1500 ft upstream of the confluence with the Chattahoochee River. The existing dam, which was put into service in 1992, impounded a 212-acre reservoir to provide a source of untreated drinking water for the residents of Douglas County. The subject earthen embankment dam had a maximum height of 55 ft and contained the first labyrinth crested chute spillway in Georgia. The existing dam was constructed in 1991 and 1992 for a cost of $5.2 million. Unprecedented growth in the late 1990s and early 2000s, as well as significant projected future growth, made it necessary for the owner of the Dog River Dam and Reservoir, Douglasville-Douglas County Water and Sewer Authority (DDCWSA), to evaluate methods to increase the supply of water. The Authority’s engineering consultant determined that increasing the storage in the Dog River Reservoir would address the long-term water supply needs of the county while controlling design and construction costs, as well as environmental impacts. Schnabel evaluated the feasibility of raising the water level in the reservoir by 10 ft. The study concluded that raising the dam and reservoir would be feasible but challenging due to a variety of constraints. Schnabel designed the modifications to the Dog River Dam to add essential water supply without lowering the reservoir and still maintain the safety of the dam. The design incorporated finite element analyses, hydraulic model studies, and an innovative approach to provide the client with the additional water storage. The crest of the existing labyrinth spillway was raised 10 ft and a parapet was constructed to raise the crest elevation of the dam. The storage volume of the reservoir increased by 700 million gallons to 1.9 billion gallons.

Pedestrian Underpass at CSX Transportation | Kennesaw, Georgia

Submitted by URS Corporation The Pedestrian Underpass at CSX Transportation (CSXT) is located in the heart of the City of Kennesaw adjacent to the historic Kennesaw Railroad Depot at the corner of Main Street and Cherokee Street. In the planning stages for nearly fourteen years, this project was part of a Livable Center Initiative (LCI) Study conducted by the City entitled Kennesaw Redefined, which devised a variety of transportation projects to improve safety and encourage alternate modes of transportation in the Depot Area. The railroad underpass was identified in the study as a key priority. The rail line in Kennesaw is one of CSXT’s major arteries, typically carrying as many as 30 to 40 trains per day through the city at speeds of up to 40 mph. The underpass enhances safety by redirecting pedestrians away from the extremely dangerous at-grade rail crossing located at the CSXT tracks across Cherokee Street. The underpass is also a critical first step in the City’s master plan for revitalization of the entire depot area, intended to promote safe pedestrian circulation and connectivity between city attractions, shops and offices located on either side of the tracks. 26

Augusta City Levee Compliance Determination | Augusta, Georgia

Submitted by Cranston Engineering Group PC Cranston Engineering Group, P.C. led a multi-disciplinary team to successfully complete a detailed determination of the compliance of the Augusta City Levee with the levee safety guidelines of the Federal Emergency Management Agency (FEMA) for protection of the City’s central business district from the 100-year statistical flood on the Savannah River. The study professionals were comprised of the firm’s civil and structural engineers and land surveyors, and geotechnical and geophysical engineers of sub-consultants S&ME, Inc. and Matrix Engineering Group, Inc. The engineering team inspected, surveyed, scanned, mapped, observed, drilled, hammered, measured, analyzed, evaluated, observed, and photographed the levee from the air, on the ground, and from the water. The studies resulted in achieving accreditation of the Augusta City Levee by FEMA, recognizing the integrity of the levee system for flood protection of more than 4,000 individual properties and leading to preservation of the value of private and public investment in Augusta’s downtown real estate.

Aerial Refueling Test Facility, Cobham Mission | System Engineered Wetlands for

Sustainable Leachate Management | Kennesaw, Georgia

Submitted by Emprise Corporation

Treatment and disposal of “stormwater coming in contact with waste,” which is termed “leachate,” is one of the largest operational costs for most municipal solid waste (MSW) landfills. The Geosyntec Team conceptualized, designed, engineered and implemented a wetlands system, which treats high-strength leachate from an active MSW landfill to meet surface water discharge standards. The landfill site, which is owned and operated by Republic Services, Inc. is an active MSW landfill located in southern Alabama. The project was conducted in multiple stages beginning with a feasibility study leading to a pilot-scale study, and subsequently to the full-scale engineering design and construction. The project successfully withstood the stringent scrutiny of the public and the regulatory agency. The project also demonstrated environmental sustainability.

Rome Levee Flood Gate | Rome, Georgia

Submitted by Florence & Hutcheson Converging in historic downtown Rome, the Oostanaula and Etowah Rivers form the Coosa River leaving the city prone to flooding. After a severe flood in 1886, the U.S. Army Corps of Engineers recommended a levee system and in 1939, as a response to the 1937 flood of record, the City of Rome’s levee and flood gates were constructed. Almost 70 years later, as part of ongoing efforts to maintain and improve their flood protection infrastructure, the City of Rome decided to permanently decommission one of the existing flood gates, retrofit the other with a more modern gate, and construct one new larger structure at the intersection of 2nd Avenue and West 5th Street. In the spring of 2008, the City of Rome issued a Request for Proposal from Engineering firms experienced in levee design. This request included design, permitting, construction bidding/administration, construction inspection, and project certification services. Cobb County Transportation Management Center | Marietta, Georgia

Submitted by Gresham, Smith & Partners The three-level, 25,000-square-foot Cobb County Transportation Management Center (TMC) located in Marietta, Georgia was custom designed and built to house the equipment, staff and support systems to manage Cobb County's Advanced Transportation Management System (ATMS). The new facility not only enhances Cobb County’s ability to monitor roadways and increase mobility and safety for the users, but through utilization of sustainable and energy efficient design elements will also decrease future building operational costs. The TMC has been constructed in accordance with the methods and with the materials to receive the Leadership in Energy and Environmental Design (LEED) Silver-Certification from the US Green Building Council (USGBC). The facility is designed to be 18 percent more energy efficient than code requirements through a combination of optimal site placement, strategic window and shading device placement, use of Energy Star appliances and an upgraded efficient mechanical system.

Removal of Reversible Lane Systems on US-78 | Gwinnett County, Georgia

Submitted by Gresham, Smith & Partners US 78 is a vital corridor in Gwinnett County, Georgia traveled by nearly 100,000 people a day. Over the past several years, development along the corridor increased leading to driver confusion and unfamiliarity with the reversible lane system that had become operational in December of 1989. Numerous rear-end and head-on collisions occurred along the corridor due to the reversible lane system. Under an existing GDOT Statewide Safety Contract, GS&P was selected to provide safety improvements along the corridor to enhance safety for both motorists and pedestrians and improve the accessibility and functionality of the roadway.

Emergency Raw Water Tank Replace | Gwinnett County, Georgia

Submitted by Jacobs Engineering Group Inc. A catastrophic failure of the primary raw water storage tank at a Columbus Water Works (CWW) facility released six million gallons of water into a nearby neighborhood and over a highway. CWW management immediately reached out to the engineers at Jacobs (then Jordan, Jones and Goulding, Inc.) for assistance with site stabilization and an emergency approach to return the water treatment plant to full functionality. The water experts at Jacobs quickly mobilized around a comprehensive rapid recovery/delivery program by coordinating subcontractors and suppliers for accelerated delivery. The project was a huge success: the Jacobs team shaved nine months off the overall project, compared to standard design and construction practices, and CWW added operational flexibility and increased its raw water storage capacity by two million gallons. 28

Bathmetric Mapping of Lake Sydney Lanier | Buford, Georgia

Submitted by Lowe Engineers LLC

The Corps of Engineers applied for funding through the American Recovery and Reinvestment Act (ARRA), and funding was appropriated for a new and complete bathymetric map of the entire lake bottom using automated hydrographic survey techniques. The Mobile District awarded this task to Lowe Engineers under its current Contract. As a result of this large task order award, new jobs were created and existing jobs were maintained for workers in Georgia. The resulting large digital bathymetric mapping of the entire Lake Lanier will now allow policy makers and engineers at the Corps to perform accurate and up-to-date engineering design and analysis. This will allow them to make decisions that will impact and affect the economy as well as many lives throughout the Southeast U.S. Additionally, the final product will be used for a baseline for all future decisions and design regarding the capacity and use of Lake Lanier.

Wyckoff WTP SCADA System Improvements | Acworth, Georgia

Submitted by Malcolm Pirnie Inc.

Wyckoff Water Treatment Plant, the Cobb County-Marietta Water Authority (Authority) retained Malcolm Pirnie to guide implementation of a plant-wide Supervisory Control and Data Acquisition (SCADA) system to replace the old control system -three generations of Programmable Logic Controllers (PLCs) unconnected to any central control system. The new system had to be easily upgraded to accommodate a planned plant upgrade. To enable maximum customization of system design and functionality, the Authority and Pirnie used a design-build (D-B) approach to procuring and implementing the SCADA system plant’s future upgrade. During construction, effective collaboration between the Authority, engineer, and contractor prevented cost over-runs and project delays to deliver the project under budget and on schedule. Automated operation through the SCADA system provides increased system sustainability and increased operational integration with the Quarles WTP.

Cross Terminal Road | Garden City Terminal, Georgia Ports Authority

The Georgia Ports Authority’s (GPA) Garden City Terminal (GCT) has been the fastest growing port in the United States over the last decade and is currently the fourth largest port in the country. To accommodate their current and planned growth, the GPA embarked on a program to increase overall efficiency within the 1,200-acre container terminal and investigated ways to improve traffic safety. Under an ongoing contract, Moffatt & Nichol (M&N) provided planning, design and construction support for a new $6.6 Million, 2-mile roadway corridor called the “Cross Terminal Road,” that provides direct access from the north end of the terminal to the south end of the terminal. The road facilitates separation of traffic between the container yard areas of the terminal and the support functions that are behind the container yards. The new roadway is comprised of four 12-ft wide travel lanes, a 15-ft wide center turn lane, and 6-ft wide shoulders as well as a 145-ft long by 72-ft wide 4-span concrete bridge over the Pipemakers Canal. M&N provided full-time construction support throughout the various construction sequences in order to minimize impacts on the operations of the terminal. Snow Mountain Water Treatment Process | Stone Mountain, Georgia

Stone Mountain Park (the Park) retained O’Brien & Gere to provide design-build services for the design, procurement, construction, installation, and start-up of a water treatment facility (WTF) at the Park. This water treatment system is the centerpiece of a sustainable and green solution to create the popular “Snow Mountain” attraction within the Park property. The ultimate goal of this project was to provide a compact, automated, reliable water treatment system to supply on a fast track basis, potable water to the ice making equipment without impacting public drinking water supplies.

Submitted by Pond & Company The Grimes Bridge Road Bridge Replacement over Big Creek and Intersection Improvement at Oxbo Road project provided the City of Roswell with an opportunity to set the standard for safety and bridge replacement projects within the City. This landmark project, designed by Pond & Company and Gresham Smith and Partners, replaced the previously existing substandard bridge over Big Creek and upgraded the intersection of Grimes Bridge Road and Oxbo Road, with a context sensitive design solution that included a new T-shaped bridge over Big Creek and an upgraded signalized intersection located on the new bridge structure.

College Park Stormwater Renovation Program | College Park, Georgia Submitted by Prime Engineering Inc. Prime Engineering’s Municipal Department undertook a large-scale project to replace the City of College Park’s obsolete, dilapidated stormwater infrastructure with an advanced, environmentally friendly system. The project was crucial in furthering College Park’s goals of attracting businesses and revitalizing the blighted neighborhoods near Hartsfield-Jackson Atlanta International Airport. It was essential that the new stormwater system satisfy stringent economic, environmental, and aesthetic benchmarks while minimizing its footprint. Prime Engineering combined multiple project elements into a unified solution that met established goals. The improvement program consisted of two primary components: a Stormwater Management Plan and a Golf Course Pond Rehabilitation initiative. By linking both components together and using the infrastructure of each component as a foundation for the other components of the program, Prime produced an elegant, advanced infrastructure network. 30

Wastewater Treatment Plant Energy Upgrade | Tifton, Georgia

Submitted by Stantec Consulting Inc.

As equipment at their 1970s era wastewater treatment facility neared the end of its useful design life, the City of Tifton, Georgia retained Stantec Consulting to plan and design upgrades. Stantec’s WWTP audit recommended replacement of influent screw pumps and manually controlled surface aerators. Above and beyond simple replacement of old equipment, plant upgrades focused on reducing energy use. This is the first WWTP in Georgia to install fine bubble diffusers with turbo blowers in existing shallow basins. Minimal alteration of the existing aeration basins was required to retrofit the new aeration system.

HAWK Pedestrian Beacon | Suwanee, Georgia

Stantec (formerly Street Smarts) was responsible for the management, design and implementation of the High-Intensity Activated Crosswalk (HAWK) Pedestrian Beacon in Suwanee, Georgia, a first in the state. The beacon is a unique traffic control device intended to provide a safer pedestrian crossing at intersections with moderate to high pedestrian traffic, but not enough vehicular traffic to warrant a traffic signal. Stantec identified and adapted the HAWK system to the site, applying unique programming, not previously implemented in Georgia. The firm also managed the project through a variety of jurisdictional approvals, including an Experimental Approval from the Federal Highway Administration.

Columbus Fall Line Trace | Columbus, Georgia

Submitted by W.K. Dickson & Company Inc. In the early 1990s a movement began to emerge in towns and cities across the US to reevaluate and support the need for more green space and recreational amenities. The City of Columbus, Georgia was one such community with the foresight to invest in land that could be set aside for future recreational opportunities. Led by the vision of Planning Director, Rick Jones, Columbus began seeking ways to develop a greenway system to connect businesses, schools, and neighborhoods. They identified an 8-mile stretch of an abandoned railroad line which was once served by Norfolk Southern Railway and purchased the property later in the decade specifically because of its potential to be converted into a viable trail system. Equipped with funding from a special-purpose local-option sales tax (SPLOST) levied by Muscogee County, the City of Columbus hired the infrastructure consulting firm of WK Dickson & Co., Inc. to provide all of the services necessary to realize the city’s vision of a city-wide greenway. Today, a new trail system named Fall Line Trace has emerged that enriches the community, and was designed with enthusiastic feedback from its citizens. Fall Line Trace is truly a trail of the people. QUALIFICATIONS-BASED SELECTION How to Hire a Consulting Engineering Firm ssume for the moment that your community needs to accomplish a “project”; say it is a road, water/sewer plant or lines, master plan, watershed study, industrial park, or some other capital project. You need a consulting firm to perform the tasks to successfully accomplish the project. How, then, do you hire the engineer? It’s simple: select the most qualified engineering firm and negotiate a complete scope of work and a fair fee. Simple, huh? Does it require effort? Yes. But isn’t the success of your project worth it? If the project doesn’t matter, then the qualifications of the engineer don’t matter. For projects that matter, the generally accepted process to select an engineer is referred to as QualificationsBased Selection, or QBS. Qualifications-Based Selection means you consider a variety of competing engineering firms, rank them in the order of qualifications, and negotiate a scope/fee with the top ranked firm. QBS is required by the federal government in the selection of design professionals under provisions of the Brooks Law. The American Public Works Association, which is primarily composed of public sector officials, endorses QBS and recommends its use in professional services procurements. The American Bar Association endorses QBS in their model procurement code. State agencies endorse QBS (including, DOT, Board of Regents, EPD, DCA, and GSFIC). Both GMA and ACCG have endorsed QBS in procuring professional services. As you may suspect, all of the professional societies (engineers, architects, landscape architects, etc.) support QBS. In some communities, a city or county may have an ongoing relationship with an engineer. If the engineer has a unique understanding of a particular facility or, for example, a water/sewer system, it is sensible to continue in that relationship. These relationships are like those with the city/county attorney, for example; you do not hire a new attorney whenever a new legal issue arises (while you may if there is a complex

issue requiring special expertise). QBS involves a few basic steps: • Notify engineering firms of your need by inviting a statement of qualifications (Request for Qualifications, RFQ) or a specific project proposal (Request for Proposals, RFP). •

Use a panel (say 3-5 people) to evaluate the qualifications/proposals and select 3-5 firms for an interview.

On a single day, interview the shortlisted firms to get a better understanding of their qualifications and the people assigned to your project. Allow time for questions and listen carefully to answers.

Immediately after the interview, discuss the merits of the firms and rank them in order of qualifications.

Meet with the top ranked firm to negotiate the terms of a contract, including scope of work and fee. You

should devote considerable time to understanding the scope of work—be sure you know what you want and make sure it is in the scope of work. If unable to reach agreement with the top ranked firm, terminate negotiations in writing and begin negotiations with the second ranked firm. This gives the community a powerful tool in the negotiations.

What is not part of QBS? QBS is not a simple request for a lump sum fee for an ill-defined project. QBS is not a request for a technical proposal and a lump sum fee proposal. Why not? Once price is introduced into the proposal evaluation, qualifications are frequently discarded and selection is on the basis of cheap fee. If fee is considered prior to negotiations with the best-qualified firm, respondents frequently will reduce the scope of work or use the least experienced and lowest paid staff to execute the minimum scope of work. Quality is driven out, and the ultimate goal—a successful proj-

ect—is jeopardized. Higher construction costs and/or the increase in annual operating cost will far exceed the reduction in engineering fee. Time and again, QBS has proved to be the method that has the highest likelihood of leading to a successful project. If you don’t care about a successful project, it doesn’t matter. If you want a project that is successful and serves your commu-

ELIGIBILITY The Associate Membership is open to those people and firms that provide professional services of a scientific or technical nature, which are complementary to the services provided by Member Firms. Associate Members shall not include entities that supply goods that are specified by consulting engineers. Only firms judged not eligible for Council membership as a Member Firm are eligible to become Associate Members. The firm shall have a reputation for ethical conduct, integrity and professional competence. Associate Members shall not be eligible to vote on Council business, hold Council office, nor serve as a committee chairperson. PRIVILEGES Associate Members may serve on ACEC/G committees and coalitions and attend ACEC/G membership meetings. Associate Members also receive the Management Update newsletter and other mailings from the ACEC/G office. Associate Members may choose to advertise in the Management Update, CEC/G yearly directory, and at special events throughout the year.
