Biggar RCMP 2016 Year in Review Biggar Detachment provides policing services to the Town of Biggar, Village of Perdue and communities within the Rural Municipalities of Biggar, Perdue, Eagle Creek, Glenside and Rosemount. The detachment boundaries reach north to the North Saskatchewan River, west near to Landis, east to the junction of Highway 376 at Highway 14, and south near Tower Road on Highway 4; as well as all points in between. Fully staffed the detachment has five Constables, one Sergeant and two Public Service employees. The sheer distance of the patrol area poses challenges which are compounded when there are resourcing shortages. Neighbouring detachments are Rosetown, Unity/Wilkie, and The Battlefords. Biggar Detachment had a challenging 2016. There were some tragic occurrences and complex investigations. Despite staffing shortages during the year, the officers and
support staff persevered. Biggar Detachment was involved in 1,695 occurrences; an equivalency of 339 investigations per Constable. Three homicide investigations were reported in Biggar jurisdiction and are still under investigation. The first involved a situation at a home near the Village of Kinley in January. The second was a report in May of a body being found in an open area in the RM of Eagle Creek. The third incident occurred at a rural farm property in the RM of Glenside in August. In all cases the deceased were adults. The investigations are ongoing. Murder charges have been laid in two of the occurrences. Biggar Detachment continues to work with RCMP Major Crimes in all three cases. Biggar Detachment has been proactive in Biggar Central, St. Gabriel and Perdue schools. Several drug and alcohol related talks have been conducted to Grades 9-12. The detachment is an integral part of the
annual Party Program. RCMP partners with local emergency services to conduct talks and participate in a crash scenario. It’s a graphic reminder to students on the dangers and consequences of driving while impaired. Detachment Commander Sgt. Sawrenko has been very pleased with the amount of work dedicated to detecting illicit drug activity. Police encourage citizens to continue to report any suspicious activity to police. You may wish to remain anonymous. We need your information, not your name. The detachment has collected a great deal of information and is knowledgeable on who is participating in illicit drug activities. Biggar Detachment will continue to be committed to the detection and enforcement of all illicit drug activities. Simple message, deal drugs = go to jail. Moose poached in Eagle Creek, nets fines for U.S. hunter, Cando outfitter Additional fines for American hunters in North Battelford area
Ministry of Environment conservation officers recently completed investigations in the North Battleford area involving illegal outfitting and hunting activities, resulting in more than $24,000 in fines. The first investigation dates back to November 2013, when a bull moose was poached on private land in the Eagle Creek area. Shortly thereafter, a First Nations outfitter and his American cli-
ent obtained an export permit for a set of moose antlers, stating that the animal was taken on First Nations lands. In December 2013, officers obtained DNA samples from the moose remains and compared them with moose antlers seized in West Virginia by U.S. Fish and Wildlife officers. A forensic lab determined the samples were from the same moose taken unlawfully in Saskatchewan.
Daniel Shriver, age 71, of Valley Grove, West Virginia, pleaded guilty to unlawful hunting, unlawful possession and providing false information to a wildlife officer and was fined $3,260. Stewart Baptiste, age 37, of Cando, pleaded guilty to outfitting without an outfitter’s licence endorsed for that activity and providing false information to a wildlife officer. Unity RCMP arrest individual at Macklin School At approximately 4:25 p.m. on February 1, Unity RCMP responded to a 9-1-1 call from Macklin School. An adult male was in the facility acting in an unsettled manner and refusing to leave. Unity RCMP responded, along with members of the Kerrobert RCMP, Cut Knife RCMP, Battlefords Traffic Services,and the Luseland Police Service. A 32-year-old male was arrested at approximately 5:30 p.m. in a garage of a neighbouring residence. The male was arrested without incident. The man, from Forestburg, Alberta, appeared in North Battleford on February 2 facing charges: Mischief by Interfering with the Operations of the Macklin School; Mischief to Property for damages to a RCMP vehicle; Break and Enter to a building; Possession of a Weapon for a Dangerous Purpose; Possession of a Controlled Substance (Meth); and Breach of Undertaking given to a Peace Officer. There were no students in the school at the time, and operations at Mack-
lin School are back to normal. None of the teachers or staff at the school

Stats point out growth in Western Canada Statistics Canada released some data collected from the 2016 census. Most of the data is related to the short form while the long form stats are still being digested. The figures confirmed what Prairie dwellers knew in their hearts -- population growth was driven by the West. Alberta grew by 11.6 per cent; Saskatchewan, 6.3 per cent; Manitoba 5.8 per cent. Of course, since last year there is the new government in Manitoba and the oil collapse in Alberta that has not been taken into account. Of the two major cities in the province, Saskatoon is the fastest growing. Again, not news to those who live in the area as we can see the progress every day. Yes, Toronto, Montreal and Vancouver still have large populations but Calgary is now the fourth largest city in Canada. Edmonton, Regina, Lethbridge and Kelowna were no slouches in the grow department either. As for municipalities, Warman, not surprisingly, had the highest rate of growth since 2011 at 55.1 per cent. As the Liberals set out to create and deliver a budget in March, they should take into account the growth rate in the Prairies and act accordingly. It would be wise to make sure any policies reflect the region’s growth rate. One such policy would be to rethink the controversial carbon tax. It affects every facet of the economy of Western Canada from oil to agriculture. Don’t forget the trickle down effect on a myriad of businesses. This is not only good for the provinces but for the entire country as well. P.H.

Food aphrodisiacs for Valentine’s Day What better time of year is there to talk about aphrodisiacs than at Valentine’s Day? Aphrodisiacs can be foods that psychologically and/or scientifically help us feel . . . well “in the mood” for lack of better words. The search of the perfect combination is the desire for many on the 14th of February. Although each person’s own food preferences play the biggest influence on this romantic journey of cuisine, we will focus on some classic ingredients that fall into this category. The first ingredient that comes to mind is chocolate, and I am certain that many will agree. With its velvety smooth melting texture, this sweet addition to dessert choices will usually win over any other. Chocolate has been scientifically proven to contain ingredients such asphenylethylamine and serotonin: two chemicals that stimulate pleasure senses in the brain. This, plus the natural stimulant effect from the caffeine, makes for a wonderfully seductive and addictive ingredient. Fresh imported strawberries are
usually available this time of year and having them dipped in chocolate makes for the perfect finish to a romantic meal. Oysters and caviar have also been considered aphrodisiacs for many years, and some argue it is because they are a good source of zinc, which contributes to maintaining male potency and fertility. However, there are many other foods high in zinc that are not considered aphrodisiacs such as lima beans, lentils and spinach; and I don’t believe making your Sweetheart a stir-fry of these ingredients will give a romantic impression. Cayenne pepper and spicy foods also play a large role as aphrodisiacs because they increase heart rates, blood flow, and perspiration. Some say that endorphins are also released during this process and thus give one a natural high and pleasurable feeling. Champagne or sparkling wine is considered the drink of lovers, but one can also use non-alcoholic sparkling grape juice as an alternative. Alcohol can lower ones inhibitions and thus be regarded as an aphrodisiac, but the tiny bubbles, even in non-alcoholic alternatives, are said to be very seductive. Regardless of what you choose to
Dear Chef Dez: I want to make chocolate covered strawberries for dessert for a Valentine’s dinner, but the last time I tried making them it was a disaster. Even though I took them out of the refrigerator ahead of time, the chocolate was still too hard and it broke off the berries with the first bite and fell onto the plate. What am I doing wrong? Dear Chris: When melting your chocolate for dipping, melt butter in with the chocolate as well. Room temperature butter is much softer Chef Dez than room temperature chocolate, and thus will create a more palatable bite and will adhere to the berries. I normally add 50 per cent of the weight of chocolate being used with butter. For example, if you are melting four ounces of chocolate, then also melt in two ounces of butter.

It was her portrayal of Laura Petrie on the Dick Van Dyke show that first caught the attention of audiences. Laura and Rob welcomed us into their home every week. We followed them through fights, and laughs; good times and bad with friends and coworkers. That’s where we were introduced to Moore’s smile and laugh. Her success in that show earned her the title of “America’s sweetheart” and she earned two Emmys for
her role as Laura Petrie. Moore also found success on the big screen. She was nominated for an Oscar for her performance in Ordinary People, a heartbreaking story of a family who must deal with the accidental death of a son. There was her role as a nun in Change of Habit where she played opposite Elvis Presley. And, let’s not forget her role in Thoroughly Modern Millie. She was also a very successful career woman. Her company MTM Enterprises not only produced The Mary Tyler Moore show but a number of popular TV shows. There was spinoffs
Rhoda, Phyllis and the Lou Grant Show as well as The Bob Newhart Show, Hill Street Blues and St. Elsewhere. As a philanthropist Moore was dedicated to Juvenile Diabetes Research Foundation having been diagnosed with Type 1 Diabetes in her thirties. For all her accomplishments it is her roles in the two sitcoms that gave her notoriety. Her fans remember either Laura or Mary with fondness. They remember her smile and will for years to come. They remember how, each week, she took their days and made them seem all worthwhile.

Here at the museum our resolution was to continue to preserve and present the history of Biggar and district through programs that are educational and entertaining for all ages! And, so far this year, we’ve done it! We had a great art exhibit for the month of January. We got to show it because of our partnership with the Biggar and District Arts Council and OSAC
(Organization of Saskatchewan Arts Councils). The exhibit was called “My History, My Tradition”. Portraiture and beading were highlights of this exhibit; the Regina artists created their history using traditional techniques. Several School Grades were able to make the museum their field trip destination to see this exhibit. While they were here they got to learn some Canadian and Biggar history and traditions! They learned a little about the men known as Les Voyageurs and Coureurs de Bois. These men came
from Canada’s east to our west hundreds of years ago. They came to trade for the furs from the First Nations. This trade was instrumental in the opening up of the West, the creation of the Metis nation and high fashion demands in Europe. They were introduced to some traditions that Biggar and district has been enjoying for decades: available healthcare, education and spiritual guidance. They watched the new video created by our summer student, Lauren de Bussac. The video was
pictures of all the churches, hospitals and schools in the history of Biggar, set to some great tunes. The doll collection in Mr. Martin’s classroom was changed up, now just a few his nun dolls are on display. The influence of the nuns in our community cannot be forgotten. The first hospitals were run by the Grey Nuns, and the first separate school, St. Theresa’s Academy was operated by the Sisters of Assumption. These hospitals, churches and schools are gone now, but replaced! The students were also shown the decades of musical performances the NCCP (New Creations Community Players) have been delighting audiences. The nun dolls reminded all that the next performance by the NCCP at the end of March will be “Sister Act”. The movie with Whoopi Goldberg was hilarious, and for sure our New Creation players will do an excellent interpretation! Valentine’s Day is right around the corner and there will be pie and the Student Art Exhibit for all to enjoy in the Credit

Chloe’s bright face, and bubbly enthusiasm is always welcome here! And today her name was drawn to be a winner! She and Grandma correctly identified

Union Gallery. Two more impressive art exhibits are coming up, along with the Adjudicated Art Show. The museum will be a busy hive of activity! Plans continue for Canada 150 celebrations, although the date has been changed. we will be celebrating Canada’s 150th birthday June 2-4 in our fair town! Pancake breakfasts, parade, petting zoo, fireworks, kid friendly activities are being planned - a real family event! Mark it on your calendars. Never forget that all these fun filled family weekends, art shows, breakfasts et cetera, would never happen without our
volunteers. Our community thrives on the time dedicated individuals give to planning and hosting. Do you want events to continue, do you have a couple hours a month to ensure our children have these events to attend? Here in town volunteers are the backbone of our events, lets continue this fine tradition, you can be part of it all! The museum will be appreciating their volunteers in april with their volunteer brunch. We are busy researching 150 years of Biggar’s history and will be constructing a timeline in the gallery for the month of June. Don’t forget, the museum always has free admission!

Enter Sheherazade, the Grand Vizier’s pretty (also pretty smart!) daughter. How do you like that “enter� bit, eh? Pretty Shakespearian move, eh? Well, you guessed it, she never quite gave the “PunchLine� to any of her stories until the next night when they crawled into bed - hence 1001 Arabian Night, eh! Having neared that 1001 quota, and having my wife fall asleep while I told them, I kind of wonder if my writing days are numbered... So much for “1001 Arabian Nights� night, eh? Mebbe some Saskatchewan Night will keep her awake! Some Romance, eh? Whoops! We can’t call “Arabian Nights� closed yet. Somehow the Sultan called the “kill� in the morning thing off, fell for the Vizier’s daughter and everyone lived happily ever after. Now, for “Canadian� or should I write, “Saskatchewan Nights!� Some parts of the world are noted for their wonderful scenery: Waterfalls, Mountains and Canyons! But out here on the “Lone Prairie�, Saskatchewan is noted for the people! I can still hear the Old Dutchman

Horses are known for many things that we people can’t do, like finding home in the dark, sensing danger before we do and (this trait is sure debatable!) doing what we ask of them. by Calvin Daniels On the eve of both provincial and federal budgets there is of course lots of requests being thrown around from groups of all stripes. There is never a shortage of ‘wants’ in terms of government spending. You can look at almost any government department these days and see places where one group, or one expert or another, in the particular field, will suggest the solution to a range of problems is more money. Certainly, there are issues across the board. Provincially the government here in Saskatchewan is hanging its hat in the health area on amalgamating region regions into one ‘super region’ as the answer to better service and one would expect some cost savings which could free up dollars to deal with other shortcomings in health. The move may have taken the Saskatchewan Party a decade to determine if it was a good move, but it is one that would seem to have merit. But it is highly unlikely the move will answer all the questions; like emergency services in a small

New Horizons Activities by Chasity Braitenbach On January 23 we had a turnout of six people for our Monday Kaiser. The winners were Ken Pearce in first place with 249 points, Marie Roesch in second with 207 points, Pat Turner in third with 197 points, and Mildred Henne in fourth with 157 points. The highest scoring game was played by Ken Pearce with 88 points.
We had bingo on January 26. The half-n-half winner was Reg Turner and our blackout winners were Linda Vermette and Evelyn Poletz. Evelyn must be on a winning streak! Canadian flavour returns to Stanley Cup playoffs The great Canadian playoff hockey drought looks to be over. It was a one-year blip and now, hockey fans north of the border can prepare to do some flag waving in April once the Stanley Cup playoffs get under way. Chances that NHL president Gary Bettman will present the Cup in June to a United Statesbased team for the 23rd year in a row are strong, however, as none of the likely Canadian entries in the 16-team playoff chase should be considered as top-tier clubs. Perhaps the closest to the top tier - let’s just say they’re the leaders of the the NHL’s Tier II - are the Montreal Canadiens, who would likely have to beat out either Washington Capitals, the upstart Columbus Blue Jackets or defending Cup champion Pittsburgh Penguins to make it to the Stanley Cup final. Carey Price has shown he can perform the odd miracle or two, but get-
ting past those three clubs this year seems to be even out of his range. Ottawa Senators and Toronto Maple Leafs have both been hovering all season among the top eight of the Eastern Conference and an appearance by the rookie-led Leafs (Auston Matthews, Mitch Marner, William Nylander) would almost cause heads to explode in glee within the offices of Toronto-based Sportsnet, which will be Stanley Cup headquarters from April through June. Out West, the best Canadian bet - albeit unlikely - to make the Cup final are the Edmonton Oilers, who, like the Habs, are the No. 1 team among the Tier II Western Conference entries. President, Ken Kobelsky, informed the meeting that, due to changes in provincial licensing rules, the organization had to apply for a Class A intra-provincial license. Costs of licensing
and insurance for the bus have increased by some $3,400. After discussion, it was moved, seconded and carried that the fee for using the bus be increased to $2.30. This is the first increase since the AGM of 2008. This increase will take effect of March 1, 2017. The meeting concluded with Ken and Joanne agreeing to remain in their positions for the coming year.

Biggar and District Food For Thought, our local food bank, has had a busy year. Here are some facts and statistics for the food bank. • Biggar and District Food For Thought was started in 1988 by a group of representatives from local churches; • Food hampers are filled on a dedicated day each month and emergency hampers are available when needed; • This past year we

filled 127 hampers and provided 23 food vouchers; • We fed 224 adults and 190 children; • Clients must apply for a hamper and provide valid Saskatchewan health cards as well as proof of residency; • All information is confidential and is not used for any other purpose; • We run entirely on donations and have no other source of funding; • Financial donations
are used to purchase meat, bread, milk, eggs and fresh produce; • We are currently a group of 8 volunteers; • Monthly time commitment is two to three hours per person. Our annual general meeting will be held in the Biggar Hospital board room this February. Our audited 2016 financial statement will be available for your perusal. As with every other volunteer group, we require some new members to
help us and may face dissolution if we do not get community support. Come out to the meet-

This week at the Lodge started out quiet due to being in an outbreak. By the end of the week we were lifted. Thank you to everyone for their patience. Also a reminder if you are sick please delay your visit another day ot wear a mask upon entering the facility. Monday we had Exercises and Blast from the Past. I got to learn some
interesting stories about our residents that I did not know before. Tuesday was current events and then Spelling Bee. Wednesday we had curling in the morning. Team Blue were way ahead of the Red. Halfway through they decided to share their points with us making us tie at the end. We had wheel for fortune in the afternoon. Thursday was Bible Study. We talked about how God is like Snow using examples. Then we had coffee. After that we had exercises and
bingo. Friday morning was Breakfast Club down Autumn. At 10:30 Cari Perih brought six of her puppies. They were so adorable, we wanted to keep one. Then in the afternoon we had Les Potter and his friend Lorna here. They played a variety of songs for us. Saturday was Valentine Bingo. The movie for the afternoon was Marley and Me II. Sunday was 1-1’s happening all of the morning. PAL’s were here for Church. Have a great day

Passed peacefully at home in her sleep surrounded by her loving husband and close family members on Sunday, February 5th, 2017 in Brockville, Ontario. Zilda Lamb, (nee Taylor) of Brockville in her 74th year, Beloved wife of Robert (Bob) Lamb, Beloved sister of Bessie Penney (Morris), Beatrice Taylor (Valen), Rosie Elliott (Ralph), and Glossen Taylor (Bernice). Zilda was born in and grew up in Raleigh, NL on the northern tip of the Great Northern Peninsula. There she attended Raleigh public and high schools. She worked first in Goose Bay Labrador before transferring with her BELL Canada employer to Toronto in 1971. She met and later married her husband Bob, also a Bell employee, in Islington and then remained in the Mississauga area until they both retired in 1997. In 2005 they moved to Brockville where they have been blessed with forming many

She found enjoyment in cooking her traditional Newfoundland dishes plus a variety of others as well, specially when shared with others. Among her other fond interests were family, knitting, decorating, shopping, Corvette cruising smaller communities and some amazing vacation trips, small or extended always with Bob at her side. A big thank you goes out to the amazing staff and doctors of the Garden Street Palliative Care group of Brockville General Hospital for the care received while there and the assistance beyond through the CCAC (Community Care Access Center) whom with their affiliates have made such a wonderful difference. Brett Zeis, age 30, of Langdon, North Dakota, pleaded guilty to having a loaded firearm in a vehicle and to unlawful hunting and was fined $1,880. George Keewatin, age 32, of Kamsack, pleaded guilty to unlawful guiding and was fined $10,000.
