Saskatchewan’s population continued to grow in the third quarter of 2013. As of October 1, 2013, there were 1,114,170 people living in Saskatchewan – an increase of 5,867 in the previous three months and 19,797 over the past year. The quarterly and annual growth rates in Saskatchewan were both the second-highest among the provinces, behind only Alberta. Saskatchewan and Alberta were also the only two provinces to see positive net migration from other provinces in the past quarter. Saskatchewan’s net interprovincial migration of 637 people came primarily from British Columbia (271), New Brunswick (105), Alberta (91) and Quebec (70). The remainder of Saskatchewan’s population gain came from net international migration of 3,510 and a natural increase (births minus deaths) of 1,720. Premier Brad Wall said Saskatchewan continues to be seen as one of the best places in Canada to live and to work. “We are now in our

seventh year of strong population growth – the most sustained period of growth in Saskatchewan in quite some time,” Wall said. Wall said he expects to see continued population and economic growth in 2014 even though provincial resource revenues will be down. “Even though our economy is strong, we will face some budget challenges,” Wall said. “It’s important to remember that the economy and the budget are two different things. “In 2009, during the worldwide recession, Saskatchewan’s potash revenues collapsed but employment growth continued, we created jobs while most other places were losing jobs and our population grew by 17,000. So I expect 2014 to be a good year for our economy and our province even as we face some revenue challenges.” Wall said Saskatchewan remains on track to achieve his government’s growth plan goal of 1.2 million people by 2020.

The latest provincial wait time numbers show that, as of October 31, 2013, 79 per cent of patients were offered surgery within three months and 92 per cent within six months. “Surgical teams and other health providers are working together like never before to deliver surgeries sooner and safer for patients,” Health Minister Dustin Duncan said. “Increased demand for surgeries in Saskatoon and Regina has presented challenges. We continue to work with both health regions to ensure they are making adjustments to meet the needs of their patients.” There has been a 65 per cent drop in the number of patients waiting more than three months for surgery since March 2010 when the

Saskatchewan Surgical Initiative was launched. On October 31, 2013, there were 5,328 patients still waiting longer than three months, 10,023 fewer than in March 2010. In May 2012, Regina Qu’Appelle Health Region created an action plan to overcome a shortage of operating nurses and a spike in the number of surgeries needed by patients. As a result, the region has had 13 straight months of improved surgery wait times. Saskatoon Health Region is implementing contingency plans to deal with increased surgical demand this year. EI claims drop 10 per cent from last year Saskatchewan saw a 10 per cent decrease in employment insurance (EI) claims in October 2013 compared to October 2012 – the biggest decrease in Canada. There were 600 fewer initial and renewal employment insurance claims in the province

this past October on a seasonally adjusted basis. “Saskatchewan is still one of the best places in Canada to find employment,” Economy Minister Bill Boyd said. “We had the largest reduction in claims in the country, which says a lot about the strength

of our economy.” On a monthly basis, claims were down 5.4 per cent between September 2013 and October 2013 (seasonally adjusted). This decrease was the largest in Canada and compares favourably to a 1.7 per cent decline posted nationally over that period. There were

9,950 people receiving EI in Saskatchewan, a drop of 1,400 people (12.3 per cent) compared to October 2012. “The fact that fewer people are utilizing EI and are finding employment is very good news,” Boyd said. “The job opportunities are out there, and

from the Earth. Star gazers are excited because the 2013 super moon is really super. The one in 2013 represents the closest encounter with planet Earth once in 18 years even though they occur in cycles of 14 lunar months. If you remember science class a lunar month refers to the time period between successive full moons (approximately one month). The next time a supermoon occurs will be August 10, 2014 when the moon will only be a “scant” five kilometers closer to Earth.

With the help of his sons he maintains a presence on the web and keeps us earthlings in contact with happenings on the space craft. He is also a photographer and posts pics of earth from above. On April 15, Hadfield’s finale of the night was a shot of Boston in the night sky with the caption “A sombre spring night in Boston.” (The bombing at the Boston Marathon) Canadian astronaut Chris Hadfield, aboard the International Space Station, participated in this year’s celebration with a live concert which linked thousands. Chris Hadfield joined forces with Ed Robertson, multiple Juno award winner and member of the well known group Barenaked Ladies. The two co-wrote the song and performed it together -- Hadfield in space and the group on earth. In Hadfield’s words: “I want to communicate the incredible experience of being in space -- what it’s like to launch on a rocket and live on the International Space Station. But Ed and I think that the real satisfaction will come

Here’s a look back at some of the more historic columns in 2013. In March the ladies from Foam Lake travelled to France to receive an award for their cookbooks -Breast Wishes series. “To date the cookbooks have generated $1.4 million in donations. Where do the profits go? As stated on the website profits are donated to cancer agencies, equipment, research or patient needs and to help raise awareness about prevention and treatment. But, there is more to this story. Early in 2013, their fifth cookbook, Breast Wishes for the Men in Our Lives was nominated for an award in the charity/ fundraising category at the International Gourmand Awards -and they won beating out competitors such as Michelle Obama and Microsoft.” In December 2012 Canadian astronaut Chris Hadfield became the first Canadian commander of the spacecraft where his five month mission is to

But the tie gets all the gravy!” Mebbe scrawling the above lines kind of dates me, but darn it all, to Y.T. they make more sense than a lot of the modern quotations he hears! A person hears quite a bit about the proper neckpieces that should be worn to special occasions, but a “white-tie” affair seems to be the tops! One never hears about a “white shoe” event, eh? And all the way down the line there must be a long history about each tie-wearing custom. Black ties: A short while ago Y.T. met an old friend. “Hello,” he hollered.

“I haven’t seen your ugly mug up here since Joe’s housewarming last year!” “Well,” I replied, “Phyll and I haven’t been back for some time. We used to come up this way to weddings, family reunions and christenings, but now it seems we just come up to funerals!” Y.T. has a black tie which he wears at these sad times but in the last few years he has almost worn it out! Red ties: Y.T. has a couple of these and always wears last years to try and look generous at Christmas time. Green ties: On March 19 (begorra) Y.T. always wears this one, to prove that Robert O’Mason is a true son of the old sod. Well, one of my sixteen great great grandparents did come from Ireland! Y.T. has always been a little suspicious about the motives of the “Emerald Isle” though, because they seem to think a little differently about things than he does. This “suspicion” stuff all started years ago when I saw a cartoon about two old Irishmen who met on the road to Ballybanion. Say one “When I saw ye in the distance, sure I thought it was yourself, but when ye got closer I though ye were your brother Mick. But now I find that it’s neither one nor the other of you!” Like mentioned before, Y.T. is still a little confused! Legion tie: Every eleventh of November Y.T. proudly puts on his striped Legion tie, struts though the hall doors and remembers the guys who didn’t come home!

Golfing tie: I’ll bet lots of guys don’t have one of these! One day a fellow called Y.T. down to his place, and presented him with a fine, silk golfer’s tie that had guess who’s picture printed all over it. Y.T. will not likely ever win any trophies on the PGA tour, but he values that present a lot more! Thanks Ralph! And then there we a couple of ties that I threw away. One because I’d forgotten to take a handkerchief with me, and the other (a yellow one!) that had ketchup stains all over it! “My kingdom for a horse!” (They don’t seem to mind what a fellow looks like!) Y.T. sure remembers that town in Holland that had only been liberated for a few minutes, when suddenly orange flags, banners, skirts and ties appeared everywhere. A few miles farther on we crossed the German border at Twist, where (in contrast) everyone seemed to be wearing a scowl! String ties seem to be worn by a lot of stock men when they go out, and they look all right too, but in real roundthe-neck comfort nothing beats my old bandana! And I’ve always envied the Religious types who wear their collars backward and couldn’t put a tie on if they had one! When we were kids there were so many other “ties” to think about, that we never considered the neck-adorning kind. T’y (T’yrus) Cobb: A baseball player, “The Georgia Peach”, whose antics on the diamond were legendary. Cobb played for Detroit nearly twenty years, had a lifetime batting average of 367, and stole 892 bases (including home!). Railroad ties: Dated again! Mebbe this kind of tie doesn’t mean much to young people, but in the 1930’s when “nobody had nuthin’” and railroads were the main means of transportation, we saw our share! This feeling that they are a milestone hanging around my neck goes way way back to

the time when mother made us wear bibs (the old wisecracker thinks I should be wearing one yet!) and as time passed, we developed a real hatred for them. As we grew older though, we started getting Christmas presents in long, flat, narrow boxes until we had a huge collection, neckties of every colour and design, which we wore! About the time that Y.T. finally was about to tie a decent four-in-hand knot, he met Phyllis. Now she cuts what hair I have left, and checks to see if I have the right tie on! As though “chokers” weren’t bad enough, the people who make my shirts always put the top button in the wrong place and no matter what size I buy, Y.T. walks around red-faced and gasping for air! I suppose a person could look up the history of neckties on the internet, but I’m not sure what category would include them. Some people would probably look under “dress modes”, while others (Y.T. included), would try to find them under “torture!”. I dunno! Mebbe I shouldn’t feel this way and write about them as I do, because they must be good for something! In Europe I saw a fellow use a tie as a tourniquet and it would dandy. And one time Bruce used an old tie for a fan belt, when the one on his truck broke! Ties mebbe make a fellow look better sometimes, but long ago Y.T. gave up trying to improve his looks by wearing anything! Last summer I asked at the local golf course what their dress code was, and the young clerk informed me that ties and tails weren’t a ‘must’. Boy oh boy, they’ll sure get by business! Mebbe neckties are just a passing fad (I hope!), but I imagine that the overloaded rack in our clothes closet will get a little heavier when Christmas comes again!

New job numbers show a strong and diversified Saskatchewan economy Saskatchewan continues to enjoy strong job growth and the lowest unemployment rate in Canada as thousands of new jobs are being created in a number of different sectors. The November Labour Force Report released December 6 by Statistics Canada shows employment is up by 12,300 compared to November 2012 while Saskatchewan’s unemployment

rate is just 4.1 per cent – the lowest in Canada for the eleventh consecutive month. Saskatchewan’s yearover-year employment growth of 2.3 per cent is second highest in Canada, behind only Alberta. Manitoba and B.C. both lost jobs over the same period. Economy Minister Bill Boyd said new jobs are being created in a number of different areas.

These include (yearover-year employment increases): Transportation and warehousing: 6,800; Professional, scientific and technical services: 3,600; Manufacturing: 1,600; Agriculture: 1,400. “This shows Saskatchewan has a strong and diversified economy,” Boyd said. “Even when there are job losses in one sector, they are more than offset by the new jobs that are being created in other areas.” Other highlights of the report include: The youth unemployment in the province – 6.1 per cent – is also the lowest among provinces and less than half the national rate (13.4 per cent); Regina continues to have the lowest unemployment

rate among major cities at 3.9 per cent and Saskatoon the third lowest at 4.2 per cent; Aboriginal employment is up 2,800 in the past year while unemployment is down from 11.6 per cent to 10.7 per cent. Boyd noted that as of last week, there are still more than 12,000 positions to be filled listed on saskjobs.ca, including more than 4,000 in trades, transport and construction. “One of the challenges of a growing province is that fact that we have a labour shortage in some areas,” Boyd said. “Our government is working to identify those areas and create more training opportunities for those areas.”

Record manufacturing sales in October In October of 2013 manufacturing sales totalled $1.35 billion, up from $1.21 billion last year and a record for the month, according to Statistics Canada. “Saskatchewan manufacturers are world class business people who are innovative and can compete on a global basis,” Economy Minister Bill Boyd said. “At home, these businesses are investing in local communities and have become a major player in the labour market – employing 27,000 people across the province in high-skilled occupations.”

On a year-over-year basis, sales are up by 11.4 per cent in the province, the third highest percentage increase in the nation. “Manufacturing is a mainstay of the Saskatchewan economy and export market, producing a variety of goods destined for customers in both domestic and foreign markets,” Boyd said. “The manufacturing sector is thriving in our province, and the record numbers for October will definitely give the economy a boost as we head into 2014.”

Merry Christmas the more things change . . . by Calvin Daniels

The older I grow, the more the holiday season seems but a pale rendition, or what was once a time of complete wonderment and awe for a boy growing up on the farm. It was a different time of course. The 1960’s seem to have about as much in common with 2013, as do the 1890s or 1940s. Things have changed so dramatically in the past 50 years, it is hard to even explain to someone born in the last 20 years just how different things were. The computer chip was at best a vague idea in some scientist’s mind. Things such as laptops and cellphones were things scoffed at in a science fiction series such as Star Trek, but nothing more. Our access to information was a library. The way we corresponded with someone half a world away was to

write a letter with pen and paper, place it in an envelope, add a stamp and send it on a journey which might see a reply arriving several weeks later. Today an e-mail is a key stroke and a micro second from anywhere. And in the flood of advancements through the years, the wonderment of the season seems somehow washed away in the torrent. There was a true sense of wonderment for a young boy when the Sears Christmas catalogue arrived. There were pages and pages of toys never even imagined because there were not a thousand ads on a thousand television channels telling you what toys to buy starting in October. I would go through those pages daily, maybe more often, desiring one thing today, and another the next. The pages would become dogged-

eared and torn and yet they held their magic. It became excruciating deciding what to actually print in a letter to Santa. And then there was the mere turning of a calendar to December. It was as if the mere effort of turning a calendar page opened a door to a different world. In my earliest memories it was my Dad and grandfather who would head to the river on our so-called north quarter. I was too little to go, but I understood what it meant loading the axes in the half ton. I would watch through the picture window for them to turn in to the road to the yard, and then grab my coat to bolt outside for a first glimpse at our Christmas tree. In later years I went along, later still I swung the axe, and then the world changed. Trees needed to be up in November and something

fake and plastic replaced the glory of a real tree. Of course I can remember the sweet taste of the first Mandarin orange of December too, back before they became a near year-round fruit, another moment of wonderment lost to a changing world. Brazil nuts became available anytime, and the joy of Dad cracking one for a young boy as a joy of the holidays went poof. The simplicity and joys of the past giving way to whatever joy we can glean from a cellphone screen, or a department store line up. Some days I wish I had access to Dr. Who’s Tardis so I could go back just once to chop a tree on the farm and look through a Sears Wishbook, and remember the magic of a country Christmas that is now more memory than reality.

December land sales brings in $13.9 million The December sale of petroleum and natural gas rights brought in $13.9 million in revenue, with the average price paid being $656/hectare. Calendar year total revenue from the six land sales held in 2013 is $67.4 million. “Saskatchewan is now ranked as the number one jurisdiction in Canada for oil and gas investment policies according Fraser Institute’s annual Global Petroleum Survey,” Energy and Resources Minister Tim McMillan said. “This vote of confidence from the industry shows that our government is

taking the right steps to ensure Saskatchewan remains competitive not only in Canada but globally as well.” Programs such as the Process Renewal and Infrastructure Management Enhancement (PRIME) program - a multi-year, multi-project initiative that is modernizing the ministry’s oil and gas business processes and computer systems - send a strong signal to industry that the province intends to remain one of the best places to invest. Last year, PRIME successfully integrated Saskatchewan’s volumetric reporting into Petrinex, Canada’s petroleum information network, and

has turned its attention to renewing processes and systems related to wells, facilities and petroleum tenure, which includes the land sale and instrument registry. The December sale saw the Weyburn-Estevan area receive the most bids with sales of $7.5 million. The Lloydminster area was next at $5.1 million, followed by the Kindersley-Kerrobert area at $1.2 million and the Swift Current area at $122,697. Celebrating Chinese New Year

Chinese New Year is a traditional Chinese holiday that dates back several centuries.Several myths and traditions are associated with Chinese New Year, which is celebrated in countries across the globe. Those celebrations vary depending on geography, but a focus on family and food is a common theme of celebrants regardless of where they live. A traditional Chinese New Year celebration will feature a reunion dinner on New Year’s Eve. Family members gather for this celebration, which includes a large spread of food featuring dishes of pork, chicken and fish. Specialty dishes that feature meats like duck and Chinese sausage are often reserved for the reunion dinner and other special occasions. Though Chinese New Year was initially only celebrated within China, it is now observed throughout the world, and celebrations tend to be more grandiose in those communities that feature a large population of those with Chinese ancestry. But celebrants need not be Chinese to enjoy the pageantry of Chinese New Year. For example,

San Francisco, Calif. residents, regardless of their ancestry, can enjoy the city’s annual Chinese New Year Festival and Parade, which is the largest celebration of its kind outside of Asia. But even those who cannot attend such celebrations can still partake in Chinese New Year festivities by bringing the party into their own homes and kitchens. The following recipes for “Asian Sausage Rolls” and “Chinese Ham and Chicken Rolls” from Vicki Liley’s “Asian Wraps & Rolls” (Periplus) make great additions to any Chinese New Year celebration. Asian Sausage Rolls Makes 16 rolls 16 Chinese pork sausages (lop chong) 4 sheets frozen puff pastry, thawed 1 egg, beaten 2 teaspoons sesame seeds 1/2 cup hoisin sauce Preheat oven to 450 F. Line a baking tray with parchment paper. Using a sharp knife, trim sausage ends. Place 1 pastry sheet on a work surface and cut into 4 equal pieces. Turn each square so that one corner

faces you. Brush pastry edges with beaten egg. Place a sausage 1 inch from the bottom end of each pastry square. Roll bottom end of pastry over sausage. Fold in sides, then roll to form a cylinder. Brush top with beaten egg. Sprinkle with sesame seeds. Repeat with the remaining sausages and pastry. Place rolls on prepared pan. Bake for 15 minutes, or until golden and crisp. Remove from oven. Cut each roll crosswise into 4 pieces. Serve hot, with hoisin sauce for dipping. Chinese Ham Chicken Rolls Makes 4 rolls

and

1/2 teaspoon salt 1/4 teaspoon ground white pepper 1/4 teaspoon Chinese five-spice powder 1 clove garlic, finely chopped 4 boneless, skinless chicken breast filets 4 thin slices ham 4 frozen square spring roll wrappers (81/2 by 81/2 inches), thawed 1/4 cup all-purpose flour 1 egg, beaten with 2 tablespoons milk 3 cups vegetable or canola oil for deepfrying 1/2 cup Thai sweet chili sauce

In a small bowl, combine salt, pepper, five-spice powder, and garlic. Stir to blend. Place a chicken breast in between 2 sheets of plastic wrap. Using a meat mallet, pound very thin. Spread garlic mixture on chicken. Roll a slice of ham and place at one end of chicken. Fold sides of chicken in, then roll chicken around ham to form a log. Repeat with remaining chicken, garlic mixture and ham. Place 1 spring roll wrapper on a work surface, with a corner facing you. Coat 1 chicken log in flour, then in egg mixture. Government invests nearly $1.6 million in local rinks For the second consecutive year, hundreds of local Saskatchewan rinks have taken advantage of the Community Rink Affordability Grant. The Government of Saskatchewan invested nearly $1.6 million in 520 facilities in 362 communities through the grant. “Local rinks provide significant sport and recreational opportunities to people living in both small towns and city neighbourhoods,” Parks, Culture and Sport Minister Kevin Doherty said. “That’s why we promised to support rinks in the 2011 election, and that’s why

we’re happy to invest in them through the Community Rink Affordability Grant for the second year in a row. Rinks enhance the vibrant quality of life we enjoy here in our growing province.” The Saskatchewan Parks and Recreation Association administered and delivered the grant. “The amount of positive feedback the Saskatchewan Parks and Recreation Association has received since first delivering this grant in 2012 is overwhelming,” Saskatchewan Parks and Recreation Association President Mike

Powell said. “We’ve heard from people directly involved with local rinks that the funds are helping. They’re allowing rink owners to hire caretakers, keep the rinks open longer, and repair and upgrade facilities.” “Our community is pleased that the Government of Saskatchewan decided to invest in rinks for a second year,” City of Martensville Director of Recreation and Community Services Dave Bosch said. “Every little bit helps when it comes to keeping our indoor skating and curling surfaces up and running. Many of

our residents - everyone from schoolchildren to aspiring professional athletes to retirees visit these places frequently in the wintertime.” Doherty announced in September that the Community Rink Affordability Grant, which first launched in 2012, would run a second year. The $2,500 per indoor ice surface grant helps communities, non-profits, schools, rink boards and First Nations communities keep their rinks open and running efficiently.

Did you know? January is a time of change and new beginnings. People often look forward to January as a chance to wipe the slate clean, often resolving to make changes to improve their quality of life in the months ahead. Such traditions may date back to the ancient god for which the month of January was named. January is named after the ancient Roman god Janus, who was the god of beginnings and transitions as well as the god of gates, doorways, and passages of time. Janus also was believed to preside over the beginning and ending of conflicts. Janus is usually depicted as having two faces that point in opposite directions. Because of

these dual faces, Janus was seen as duplicitous and being in charge of opposites. According to Roman mythology, Janus was able to see into the past and the future. He also was depicted as guardian of the new year and keeper of the calendar. There was no counterpart to Janus in Greek mythology. Wholesale trade sets record in October Wholesale trade in Saskatchewan hit a record $2.0 billion in October 2013, according to a report released in December by Statistics Canada. Trade jumped by 12.4 per cent in October over last year, the second highest percentage increase in the nation and more than three times the national increase of 3.5 per cent. “Wholesalers continue to accumulate goods in anticipation of increased consumer and business demand for products,” Economy Minister Bill Boyd said. “These record numbers are a direct result of a growing, resilient economy and a rise in our population.” On a monthly basis, wholesale trade was up by 4.5 per cent, ranking Saskatchewan second among the provinces. “For the first 10 months of 2013, wholesale trade is ahead of last year, and is reaching record levels,” Boyd said. “The strength of Saskatchewan’s wholesale sector is a good sign that our economy will continue to move forward – creating jobs – attracting investment and people to our province.”
